Must work! Otherwise penalties must be imposed...for all firang imports.There should be a level playing field. 'Adm.Grig/Talwar upgraded frigates will be v.useful additions to the fleet.Excellent bang for the buck and will come into service fast. If only more subs could come even faster...!

NEW DELHI — In a departure from an earlier policy of awarding big-ticket defense programs to state-owned companies on a nomination basis, the Indian Ministry of Defence has decided to source four landing platform docks from private defense companies.

"MoD will shortly invite revised commercial bids for purchase of four LPD vessels costing around $3 billion from two shortlisted private defense companies because the price validity has expired [last month] and government-owned companies have been dropped from the program," according to a senior MoD official.

Under the 2013 tender, only two LPDs were to be built by a domestic private sector company and the remaining two vessels on nomination basis by state-owned company Hindustan Shipyard Limited.

Only domestic defense companies Larsen & Toubro and Reliance Defence and Engineering Limited, or RDEL — formerly known as Pipavav Defence and Offshore Engineering — could clear the financial and technical compliance completed last year.

Currently no defense company in India can build LPD vessels alone. To execute the LPD program, L&T has teamed with Navantia of Spain while RDEL has forged a partnership with DCNS of France.

"The validity date for the tender has expired and the number of extensions that could be asked for from [the] Defence Procurement Procedures (DPP) perspective have also lapsed. Thus, MoD has no option but to ask for a fresh commercial bid," the senior MoD official said.

Welcoming the move to give all four LPD orders to private sector companies, Anil Jai Singh, a defense analyst and retired Indian Navy commodore, said: "Given the full-capacity order book with the government-owned shipyards, it is a welcome and long overdue step to bring the private shipyards into the shipbuilding mainstream with a substantial order which makes it worth their while."

Ankur Gupta, a defense analyst with Ernst and Young India, held a similar view. "This is a great opportunity for the Indian private defense companies to receive an order that is comparable in terms of numbers to what the public sector defense companies has been receiving over the past decades."

However, one Indian Navy official said the service fears that "private companies could underquote fresh commercial offers in desperation to win the order and eventually not deliver the vessels on time."

In response, the MoD official admitted: "Yes, there is a distinct possibility for such an eventuality."

The selected private shipyard will be asked to deliver the first LPD in eight years and subsequently other vessels in a time frame of two years thereafter, according to the Indian Navy official.

The LPD vessel is expected to accommodate 1,430 personnel and be equipped with a point-defense missile system, a close-in weapon system, an anti-torpedo decoy system, a chaff system, and heavy and light machine guns. In addition, helicopters up to 35 tons are expected to be able to operate from the vessel.

The Indian Navy currently operates only one LPD — the former U.S. Navy Austin-class amphibious transport dock Trenton, acquired in 1997 and renamed INS Jalashwa.

"The Indian Navy needs the LPDs most urgently to meet the strategic and tactical requirements for protecting the Indian Ocean region island territories and the territorial waters," the Navy official said.

Wow! All four LPDs to private firms? Such large ships? Only the Vikrant CSL is building is bigger than these.

I hope it works out. It could be one of the most important decisions the MoD make and herald in a new era of bharati shipbuilding.

I can't wait to see pictures of the first LPD.

Sounds like the P-28A...a more general purpose version of the Kamorta class.

SSMs and lightweight torpedo tubes and ALH/NUH in lieu of the big Sea King. But still carries a towed array. Very respectable and well balanced frigate in my opinion. a true Leander class replacement...

FRIEDRICHSHAFEN, GERMANY – Rolls Royce and Garden Reach Shipbuilders & Engineers Ltd. (GRSE) have agreed the final assembly of MTU Series 4000 engines in India. The 12V and 16V 4000 M90 type engines will be assembled in GRSE’s Diesel Engine Plant in Ranchi. An option for the local production of parts in the future was also agreed. The engines have a rated power of 2,040 and 2,720 kW, respectively, and will be installed in various naval vessels built by GRSE. The agreement includes the transfer of MTU technology related to assembly, testing and painting. GRSE is one of India’s leading shipyards and part of the Indian Ministry of Defence as a Defense Public Sector Unit (PSU). MTU is a brand of Rolls-Royce Power Systems.

Rear Admiral (ret.) V K Saxena, Chairman and Managing Director at GRSE, said: “This agreement strengthens our long-standing and successful partnership with MTU. It is an important contribution to our indigenization programme in line with the government’s Make in India strategy. We plan to take forward the partnership between GRSE and MTU partnership and to achieve 40 percent indigenous content progressively for MTU 4000 series engines.”

Praveen Mohan, CEO of MTU India, said: “We are delighted to continue and deepen our co-operation with GRSE. India is one of the most important growth markets for MTU. MTU has demonstrated its commitment to India as a location for business and investment for many years through the Engineering & Research Center and Global Purchasing Office based in Pune as well as earlier licence agreements with GRSE. MTU and GRSE have a long-standing relationship spanning over three decades which started with the assembly of MTU Series 538 and 396 engines, also at the Diesel Engine Plant (DEP) in Ranchi. Since 2004, GRSE assembles Series 4000 engines in India from components and parts sourced from MTU. The now agreed assembly is significantly more complex than the work done previously. GRSE’s DEP has already assembled more than 100 MTU engines.

The Indian government’s strategy for strengthening the Indian economy – called “Make in India” – is gaining prominence in India for all naval and land defence projects. The agreement between MTU and GRSE is in line with this strategy.

Great to see that the Rajput has been refitted with 8 BMos SSMs replacing the old SSN-2-D missiles. Amazing how the Kashin class,which is fundamentally a '60's design has evolved and been improved by us. The Krivak too morphed into the Talwar.Grigorivich class. We did the same with a stretched ull of the Leander into the G/B class. It shows that when you have a v.good hull,one can do wonders topsides with newer eqpt./sennnsors,helos, when they arrive.

Rajput is already 37 years old. How long is navy planning on keeping them around? Except for the last 2 most are already 33+ yrs old. Hopefully P-15B's will come in faster to replace these.

If I am not mistaken, its 4 Brahmos and not 8. Even the other Rajput, which had a VLS put in place of the aft SA-N-1 launcher had 4 Brahmos, I think.

It WAS fitted with 4 in 2003 (from horse's mouth), but the above picture confirms another pair on each side.

i would like to see a new line of rajput hulls as fast paced harassment and sub hunting ships with asroc missiles , helis and 16 pack of HWT. these things can chase down SSNs.

The Delhis were supposed to be developed from the Rajput/Kashin design. Amazing how long these ladies have lasted. I think that since they've been fitted with BMos,they could serve for as long as 40 yrs. provided their hulls are in good shape. The SAMs too could be upgraded with VLS Shtils or B-8s instead ,unless some upgrades have been done to the SAN-1s which we are unaware of. I am sure that replacing those ponderous radars/missile directors,etc. with smaller more modern ones would lighten the loading too. These destroyers are great assets.

Why would anyone want more Rajputs? I would prefer 4 more P-28A's for the same ASW and 8 more variants with Brahmos-M to replace P-25/25A's.

The Chinese must becrolling with laughter.They've built their new carrier in less than 5 yrs and will have two more launched by 2020+.

Ah Thank you. yes the fingers typed in Dynamics.

Another follow up question. Do we also get tech for this later on ... i.e are those separate negotiations or just intertwined.

This has been confirmed by multiple news stories from the US side.

But from the Indian end, the IN 's vision for a 65K-ton CATOBAR incorporating EMALS has been rejected by the Ministry of Defense. Top IN brass had said they will bring up the plan every so many months until it is accepted. Adm. Lanba and Vice Adm. Despande said they are confident they will eventually get the okay. They said are willing to table other big ticket items to get this carrier.

So that tells me the Navy has a clear cut vision of what they want but the MoD is not willing to sign off on it -- yet.

Why the obstructionism ? Has Vishaal not been cleared or does MoD wants a ski jump or a single vendor situation like the Jaguar re-engine project.

EMALS will be hyper expensive, and will be a drain on ship's power supplies. Plus they won't part with any tech related to EMALS. Also it does not make sense to go for a Gen 1 EMALS. Risks for our second ship are just too obvious.

Why we end up being the first "guinea pigs customer" for everything new in defense market.

There are likely to be 3 operational EMALS equipped carriers (if not 4) on top of the already working ground facility, by the time the IN floats her EMALS equipped carrie out at sea if it chooses to exercises that option.

One 25 megawatts gas turbine with capacitor bank will do the job.

As what I understand it takes 75 seconds for an EMALS to reach its full capacity. So for 2 launchers one 25 mw gt will be sufficient to power it up.

The contract on the sale of EMALS stipulates the US personnel be on-board INS Vishal at all times during operation for monitoring usage and fixing minor issues. Personnel also need to be accommodated at the IN naval base where the ship will be berth for safeguarding of "sensitive" technologies. They are the only authorized people who can undertake inspection/repairs of the equipment related to it. Further, the contract states that in the event of any major issues the ship will be sent to a US shipyard for a complete "debug", and all related ship-design should be shared with the US entity for the fulfillment of the said support contract agreement :P

how exactly do you propose to run a large gas turbine on demand to charge this so called 'capacitor bank' - how many launches can this capacitor bank allow ? is it compact? when the banks are about to run dry, can this gas turbine spin up quickly and charge it to full or there needs to be multiple banks which the GT keeps topping up in a rotation? fuel consumption and storage of this GT needs to be factored in....space is always a constraint in carriers.

and this will be kind of unique to india?

we will imo need to build a POC on land with EMALS and this GT powerplant to figure out whether it will work. probably 2 turbines will be needed as you dont want to rely on 1 turbine always working.
