I think we are seeing defense budget in silos.
IAF needs those 60 squadrons numbers for a two front war which is getting to be a real possibility.
The earlier 45 squadrons was for a 1.5 front war.
And they are now at 32 squadrons due to delays in procurement and LCA production delays.
45 squadrons are for 30 squadrons for one front and 15 for holding pattern on the other 1/2 front.
So even the 45 squadrons was not sufficient and relied on diplomacy to prevent the 1/2 front from developing to full front.
So buzz words are nice but mask reality.
In 1999 the situation was so dire that every flying bird was getting commandeered.
Fortunately Mushy launched his coup and staved off coming retribution.

The investment, intended for manufacturing of aircraft components for global markets, will come into the Dassault-Reliance Aerospace Limited (DRAL) joint venture set up to meet offset obligations for the Rs 58,000-crore deal. The first tranche of FDI, around Rs 200 crore, is likely to come in by July.
The JV will be used for creating infrastructure at the Mihan (Nagpur) facility, with a ground breaking ceremony planned for the end of July. Teams from the French company have visited the site at least four times in the past three months to finalise project plans. “Groundbreaking is planned in July and we expect the first article to roll out in the first quarter of 2018. Currently, first batch of our team is undergoing training at Dassault facilities in France,” Dhingra added.
Reliance Defence is bullish on the aviation and naval sectors and is targeting potential contracts worth over `2 lakh crore that are expected to come up for bidding in the next 24 months. This includes new submarines and amphibious ships for the navy, over 260 single and twin-engine fighters and a variety of helicopters needed by the three armed forces.
The plan is to set up a 100-acre facility that will integrate a supply chain for the Rafale fighter jet in India. DRAL has announced that the first phase of the project will generate more than 700 highly-skilled direct jobs and 2,800 indirect jobs.

We are working on multiple programs for the Navy and Coast Guard. These include five Offshore Patrol Vessels, Fast Patrol Vessels and the Training Ship. Price bids for 4 LPDs are due on 22 Jun and we expect contract award by Q3, 2017. This will be the largest Defence contract to a Private Sector Company in India till date, valued over Rs. 25,000 Cr.Similarly, Price bids for 16 ASW Shallow Water Craft are due for opening shortly and we are very competitively placed. Cost of 8 Crafts, maximum tobe allotted a bidder, would be more than Rs. 10,000 Cr.
With the EOI expected for short listing of SPs for submarine shortly, process for P-75i Program will start. This Program, with 10 years PBL, is expected to be worth more than Rs 75,000 Cr. In addition, Indian Navy is looking at Next Generation Missile Vessels, Corvettes and Frigates. All together, the pipeline is more than Rs 2,00,000 Cr with close to Rs 1,00,000 Cr worth of contracts to be awarded in next 12 months.
With the IAF requirement of 100 plus single engine fighter, at least 90 twin engine fighters and 57 carrier borne fighters for the Navy, the opportunity size is more than Rs. 2,00,000 Cr. Then we have requirement for more than 700 helicopters in different categories, with Program size in excess of Rs. 50,000 Cr.
For the LPDs we have the Global leaders DCNS France and STX France as our partner. Also, we have most advanced infrastructure with second largest dry dock in the world. This will enable us to undertake construction of two LPDs simultaneously , a unique competitive advantage. Therefore, even though the Program size is close to Rs. 20,000 Cr, our incremental Capex would be negligible. This will further give us a competitive edge.
We are in discussion with the US officials and we expect to have the first ship in the current financial year. As you are aware, RDEL is the only shipyard qualified in India by the US Navy. RDEL is the only shipyard in India to have received Master Ship Repair certification to undertake servicing and repair of about 100 vessels of different types of US Navy's 7th Fleet. This is a true recognition of world class facility, processes and the high standard of capacity of Reliance Shipyard.

Looks like the IA has opted for the cheaper (bolted) version of the helmet that provides less protection than the regular boltless version.
Shouldn't the back of the helmet extend further down compared to the front, in order to provide protection to the back of the head down to the neck?

India Rolls Out Defense Research and Development Equipment Worth $38.6 Bln
In what could be seen as proof of the Narendra Modi government’s approach to boost the country’s defense manufacturing capability, the Indian Defense Ministry cleared equipment worth $38.6 billion developed by state-owned Defence Research and Development Organization (DRDO) since Modi took charge.
New Delhi (Sputnik) — The products developed by DRDO get the nod of the top decision-making body of the defense ministry on a priority basis which increased the production value of such equipment by 60% in the last three years. DRDO-developed products such as Tejas fighters, airborne early warning and control system (AEW&C), Akash weapon system, Sonar systems and Varunastra torpedo have been inducted into the armed forces over the last three years.
"The production value of DRDO-developed products, cleared by the Defense Acquisition Council, has grown by 60 percent in the last three years to approximately $38.6 billion from nearly $24 billion. The export potential of DRDO-developed systems has also increased manifold and this year export of torpedo stands at $37.9 million," the defense ministry said in a statement.
In the last three years, India imported defense products worth $160 billion — $50 billion in 2014, $51.3 billion in 2015 and $55.9 billion in 2016 — according to the Stockholm International Peace Research Institute.

It did not succeed in attracting foreign direct investment till now but a sustained approach to give priority to local-made products provides a moral boost to private defense sector firms. The recently announced strategic partnership policy will further boost defense business of private companies in the coming years.

Defence minister Arun Jaitley has pulled the plug on four long-delayed defence purchases worth over Rs 20,000 crore. Last month, a Rs 10,900 crore contract for surface-to-air missiles for the army was scrapped in favour of an indigenous missile system. Now Jaitley has recommended the cancellation of contracts for armoured recovery vehicles (ARVs), naval multi-role helicopters (MRHs) and torpedoes, worth about Rs 10,000 crore, which were comatose with the MoD for years.
In 2011, the MoD had placed a Rs 1,770 crore contract with Bharat Earth Movers for 204 ARVs, used to tow tanks, made by Poland's Bumar. Delays resulted in a 20 per cent increase in cost thanks to the appreciation of the dollar. Another contract, worth Rs 1,800 crore, for the purchase of 98 Blackshark torpedoes manufactured by a subsidiary of Finmeccanica (now Leonardo) came under a cloud after the firm was accused of paying bribes. The fourth, for the purchase of 18 naval MRHs, hit an impasse in 2014, when commercial bids by Sikorsky for S-70B choppers were found to be way above the Rs 6,000 crore the MoD had set aside.
Jaitley's decision could be a mixed blessing for the armed forces. Once these contracts are scrapped, it is likely they will be refloated as Make in India projects and government-to-government deals. MoD watchers tie the cancellations to the government's policy on strategic partners, helicopter manufacture is one of four areas where the government sees private sector firms tying up with foreign partners, and US firms are strong contenders in this regard. Though the hardware is still years away from induction and will likely see significant cost escalations, the armed forces can take heart from the fact that the wheels of decision-making have started moving again.

.NEW DELHI: Anil Ambani Group company Reliance Defence Ammunition has entered a strategic partnership with Serbia's state-run defence major Yugoimport to manufacture ammunition in India and target business opportunities of Rs 20,000 crore over the next 10 years.
RDL has proposed to set up a greenfield facility for the production of ammunition.
"Reliance Defence Ammunition will also undertake joint development of next generation ammunition to meet the future requirements of the Indian armed forces," the company said.
India currently imports nearly 50 per cent of its ammunition requirements by value term, with an annual spending of more than Rs 10,000 crore on ammunition

India has given the go-ahead to private domestic companies to tie up with foreign vendors that have been banned for corrupt practices in the past to manufacture ammunition for the army.
This major policy shift will allow banned entities such as IMI, Singapore Technologies and Rheinmetall to join private companies as technology partners to get a slice of India’s lucrative ammunition market, which is among the largest in the world.
A series of seven tenders have been issued by the defence ministry for ammunition for tanks and howitzers to antiaircraft guns, with bids being invited to supply the items for the next ten years.

Moscow. July 8. Interfax-AVN - Russia and India are considering the possibility of creating a heavy thermal torpedoes, according to the annual report of the public joint-stock company "NII Morteplotehniki".
According to the report, in 2016, the company with a delegation of "Rosoboronexport" held in India in talks with the Indian side "for the long term development of severe thermal torpedoes and review of technical and commercial proposals for the implementation of joint development work (R & D) to create severe thermal torpedoes."
According to the company, the Indian side expressed "interest in further joint cooperation."
The document also states that in December in New Delhi at a meeting of the Russian-Indian sub-group on research and development activities discussed "the implementation of the joint R & D to create severe thermal torpedoes."
In January, the general director of NPO Machine Building Alexander Leonov said that the merger creates a shortened version of the missile "BrahMos" to start from the torpedo tubes.

Army gets the first lot of 7,500 hi-tech helmets
Two-thirds of the first tranche of helmets will shortly be given to soldiers engaging terrorists in Jammu and Kashmir and those deployed on borders with China, while 2,500 helmets have been already given to Indian Army soldiers deployed in UN peacekeeping missions.
In addition, 6,000 more helmets will undergo trials at DRDO’s Terminal Ballistics Research Laboratory (TBRL) in Chandigarh, which assesses the terminal effects of military weapons, officials said.
The Centre has approved procurement of 3.28 lakh ballistic helmets, they said. The 1.58 lakh new helmets will be given as part of “standard kit” to soldiers.
“These helmets are for the battalions deployed in counter-terrorist (in J&K) and counter-insurgency (in the North-East) operations and along the Line of Actual Control (LAC) with China and Line of Control with Pakistan,” said a senior defence ministry official, adding that about 13,981 helmets are for the Indian Navy.

India and the United States are preparing to enhance their joint Defence Technology and Trade Initiative (DTTI), designed to strengthen defence industrial collaboration between the two countries.
Jane’s understands that US defence officials are in India this week to lay the groundwork ahead of a visit later in September by US Secretary of Defense James Mattis. One of the focuses of Mattis’ visit will be the DTTI.
The DTTI currently covers several areas of collaboration, although these were finalised under the previous US administration. Progress on the initiative has continued under the Donald Trump administration with the White House recently confirming that DTTI representatives last met in April 2017.
However, defence officials from both sides are understood to be keen to expand the remit of the initiative. It has been reported that one area of possible expansion is to include unspecified land systems, although this has yet to be confirmed.
According to the US Department of Defense (DoD), the existing profile of the DTTI includes joint working groups exploring defence industrial projects across areas including: aircraft carriers; jet engines; intelligence, surveillance, and reconnaissance (ISR); chemical-biological protection; naval systems; and air systems.
A DoD report submitted to Congress in July confirmed that the DoD is pursuing projects “designed to expand co-operation into new areas”. It added that the DTTI has made possible the transfer of radar, gas turbine engine, night-vision, and other military technologies to India, and facilitated “important co-operation on topics such as aircraft carrier design”.
Other projects facilitated by the DTTI include collaboration on US firm AeroVironment’ RQ 11 Raven hand-launched unmanned aerial vehicle, and roll-on/roll-off ISR modules for the Indian Air Force’s Lockheed Martin C-130J-30 transport aircraft.
In mid-2016, it was also announced that the two countries would pursue joint development of digital helmet mounted display systems and a joint biological tactical detection system. In addition, in November 2016, the United States proposed the joint development of an advanced tactical ground combat vehicle and helicopters as part of the US Future Vertical Lift (FVL) programme.

“The location will depend on which government gives the best incentive on aerospace and defence-related business,” said Jayant D Patil, Whole Time Director (Defence Business), L&T.
In February, L&T formed a joint venture with MBDA to develop missile systems, and supply anti-tank guided missiles for coastal batteries and high-speed target drones. “We believe in future all missiles will be built within the country,” Patil told newspersons after the launch of Offshore Patrol Vessel (OPV) 1 for the Indian Coast Guard.
Built at the L&T Shipbuilding in Kattupalli, north of Chennai, the OPV 1, named Vikram, is the first of seven such vessels to be delivered by L&T to the Coast Guard, with the total contract valued at ₹1,432 crore.
155-52 calibre gun
Patil said L&T has the capability to build a full-fledged battle tank, which will be built at the company’s new tank-building factory at Hazira in Gujarat. India’s first 155-52 calibre gun will be delivered from Hazira plant by end of this financial year, he said.
L&T also hopes to get orders for the Futuristic Infantry Combat Vehicle, for which a decision is likely to be announced by the government soon, he said.
Patil said a total of nearly ₹1,000 crore would be spent for setting up the missile integration facility and Hazira factory.
“We have so far invested around ₹8,000 crore on defence-related manufacturing facilities. We do not expect to invest more in this sector. We have done 10-15 times more investment than anybody else [except one or two shipyards],” he said.
Hypersonic wind tunnel
L&T is building a hypersonic wind tunnel at a cost of nearly ₹240 crore near Hyderabad for Defence Research and Development Organisation.
It had built a similar facility for ISRO in Thiruvananthapuram, costing nearly ₹140 crore, to study the effects of air flowing past a solid object like space vehicles, he said.
Patil said the focus will remain on ships for Indian Navy and Coast Guard, even as the government plans to procure 6-8 vessels every year with a significant chunk coming to the private sector.
The Ministry of Defence plans to procure items worth ₹16-lakh crore in the next 10 years. Of this, nearly 50 per cent is expected to come to the private sector.
“We expect business contribution by the defence sector to L&T’s standalone revenue to double to nearly 10 per cent by 2021,” he said without giving any value.
B Kannan, MD and CEO, L&T Shipbuilding, said the ship would undergo harbour and sea trials, and is expected to be handed over to the Coast Guard before March.
L&T Shipbuilding has an order book of nearly ₹1,700 crore that will keep its ship yards busy for the next three years. It also bagged an order from Vietnam to build 12 high-speed vessels, he said.

India to ink $4-b contract with Russia for four missile-carrying frigates
Project 11356 has been in the offing for some years now, sources said. The frigates have a displacement of about 4,000 tonnes, speed of up to 30 knots and endurance of 30 days. Three such ships have already been built for the Black Sea Fleet.

Dunno much about ships, but isn't $1B per ship terribly expensive? Could there be any hidden purchases masked in to that package? Perhaps Russian assistance with our future SSBN/SSK projects?

The Army has also finalised the specifications for a new 7.62 mm assault rifle and the Defence Acquisition Council (DAC), the defence ministry’s highest decision making body on procurement, is expected to give the go-ahead for the much-needed procurement soon.
“The General Service Quality Requirements (GSQR) for the new assault rifle has been finalised. The procurement plan will soon be placed before the DAC for approval,” said a senior official, who is part of the acquisition process.

Yes our latest destroyer, the Visakhapatnam class, is a little more than a $1B. This is a frigate. But its old hat. Government mulling time-bound mechanism for granting licences for defence production
Sounds promising, but will it help?The government is considering introduction of a time-bound mechanism for granting licences and various other regulatory clearances for defence manufacturing to cut inordinate delays in key projects.
The defence ministry is examining the reform initiative in consultation with the Home Ministry which issues licenses to defence manufacturers, defence ministry sources said.
A number of leading industry captains had recently conveyed to defence minister Nirmala Sitharaman their disappointment over delays in grant of licence for setting up of manufacturing facilities for military equipment and platforms.
The sources said the government was looking at putting in place a system under which a time limit will be stipulated for granting of licence on short, medium and long- term basis.
If a licence is not granted within the prescribed time- frame and there is no communication from the concerned agency on it, then the applicant can consider it to be approved, they said while elaborating on the broad contours of the proposal.

Sources also said government was examining giving tax benefits to domestic defence industry on the lines of relief being provided to the foreign equipment makers.
