Chief Minister Shahbaz Sharif claimed that Dina's death was the "end of the unique bond that existed cause of her illustrated father".
Shehbaz Sharif ✔@CMShehbaz
Dina Wadia's passing away marked passing away of an era, end of unique bond that existed cause of her illustrated :D father-our founding father
He certainly was a caricature of an evil man. IIRC in movies too he was played by Christopher Lee (famed for playing Dracula and then Saruman) :rotfl:

" Loose Mouth" Imran Khan Given Preferential Treatment By Paki Civil Court In Defamation Case Brought By Show Baaz Sharif !

Imran’s counsel given time from preparation in Shehbaz defamation case
LAHORE – A civil court on Saturday adjourned the hearing of a case regarding Rs10 billion defamation suit filed by Chief Minister Punjab Shahbaz Sharif against Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan till Nov 22.
On April 25, during a gathering at Shaukat Khanum Hospital, Lahore, Imran Khan alleged that he was offered a staggering Rs10 billion to retreat on the Panama case, which was under top court’s scrutiny at the time.
“Just imagine how much money he offered me to be silent — Rs10 billion! If he can offer me this much money, just imagine how much he could offer others,” Khan had claimed. The cricketer-turned-politician, however, refused to name the individual who had made the offer.
And hence the defamation case launched by Show- Baaz !

Paki Maddrassahs Becoming A "Hotbed Of Sodomy"

Seminary student rapes, kills 8-year-old fellow in Faisalabad
FAISALABAD – An eight-year-old boy was raped and then killed in Faisalabad allegedly by a teenage student of a seminary here the other day.
According to local media, Rizwan, 16, raped the child identified as Ramazan, who also studied at the same seminary in Ali Garden area, and then killed him by pushing him down the roof. Locals had found his body two days ago near the seminary. The State of Pakistan "does not have enough money" to give a normal, secular education to its young children. The parents are then "forced" to sent the kids to a seminary, where Islami education is given with "free" room, board, and two or three meals a day. The kids grow up to radical ideas, and are also segregated from the opposite sex , when their hormones "act up "- and when sex education is taboo - devastating results like this one are bound to happen !
Police have arrested the suspect who has confessed to raping the kid anally before killing him. He has admitted killing another fellow student named Noor Agha, 9-year-old, eight months back. Police said Ramazan fainted after getting raped by the senior student, who later killed him due to fear of being arrested. Social sector spending- like education, health care, etc has been sub contracted/ outsourced to NGO's and Foreign Governments, mainly due to lack of funds !

Another Example Of Ignoring The Importance Of Social Sector !

Baby born inside Nawabshah hospital’s bathroom dies after falling down toilet seat
The incident is not the first of its kind as last month, a woman had to give birth on a street outside the Tehsil Headquarters Hospital Raiwind, Punjab because there were no doctors at the medical facility.
Not only that, a lady gave birth on road at Ganga Ram Hospital a few days after the Raiwind Hospital incident. A third kind of such incident happened a few days after the two when an expecting lady gave birth inside an Ambulance outside the Tehsil Headquarters Hospital Tandlianwala.
Instead of spending on "brand new toys" for the Fauj ( M4 Rifles for SSG and Navy Patrol Boats for the Bahria ) from Massa, Pakiland would be well advised not to ignore their civilian population's welfare !

Indian man’s 'sixth sense' earthquake prediction sets off alarm bells in Pakistan

Image

Top intelligence agency has purportedly sent a warning letter to ERRA of an underwater earthquake in the Indian Ocean.

ISLAMABAD: Alarm bells have been set off in Pakistan after an Indian man who claims to have extrasensory perception sent a letter to Indian Prime Minister Narendra Modi predicting a cataclysmic tsunami by the end of 2017.

Pakistan’s top intelligence agency has purportedly warned the Earthquake Rehabilitation and Reconstruction Authority (ERRA), the body responsible for disaster management, of a massive underwater earthquake in the Indian Ocean later this year.

The prediction of Babu Kalayil, which has been laughed off by the Indian media, has whipped up panic in Pakistan after his letter to Premier Modi went viral on the social media.

According to a BBC Urdu report, the absurd prediction of Kalayil has been taken seriously by officials in Pakistan as they have started preparations to deal with a possible disaster.

Image

Babu Kalayil’s letter to the Indian prime minister.

In his letter sent to Premier Modi in September, Kalayil, using his ‘sixth sense’, predicted that a devastating earthquake could shake the Indian Ocean in December 2017 and trigger a massive tsunami which would affect seven Asian countries, including Pakistan and India.

Now, another letter has been making the round on the social media since Friday in which the ERRA’s acting deputy chairman has purportedly directed that standard operating procedures (SOPs) on the matter may be prepared on a war footing.

“An Information Report has been received from DG, Inter-Services Intelligence [ISI] that there is, reportedly, likelihood of [a] large scale earthquake, as being expected, in the Indian Ocean in near future which may vigorously shake the Asian continental areas, including Pakistan. There is, therefore, a need to sensitise concern[ed] departments to be on [the] vigil and take care of any natural disaster…,” reads the letter.

“The SOPs will be put up to the acting deputy chairman ERRA by Monday, November 6, 2017.”

Image

The letter purportedly issued by ERRA.

Nobody from the departments concerned has come out to confirm or rebut it. Despite repeated attempts by The Express Tribune, no official from ERRA, the Pakistan Meteorological Department or the ISI could offer comments on the purported letter.

It is too early to say anything about the authenticity of the letter but it appears to be fake as the ISI has nothing to do with prediction of natural calamity, according to experts. They say it is impossible to predict an earthquake.

Met Department chief Dr Ghulam Rasool also told the BBC Urdu that “this prediction has no scientific justification, albeit, we are preparing to save ourselves from its effects. ERRA has also started its work by writing the letter.”

He said it was not possible to predict earthquakes. “I contacted Japanese experts after this prediction but they were not aware of any technology which could tell about an earthquake in advance,” he added.

The official asserted that if science had not discovered an earthquake prediction technique so far, it did not mean that it would never become possible.

“Therefore, we should not totally ignore such information and should get ready because there is a threat of an undersea earthquake in this area and there have been tremors here in the past as well.”

My Comments : IMO Babu Kalayil is a "Molvi"!

Dense smog leads to closure of nuclear power plants

The Express Tribune
...burning of stubble in neighbouring India and emission of smoke from iron and steel re-rolling factories in Punjab, forced authorities on Friday to close nuclear power plants of 1,200-megawatt capacity and several grid stations tripped, causing power breakdown in several parts of the country. Uptil now, the Paki media has refrained from alleging that this is this is a deliberate conspiracy of part of RAA to "throw a spanner in the works" re Paki precious crown jewels

CM Shehbaz and PM Abbasi met in London to discuss Pakistan’s pressing political issues

Should not Pakistan's "pressing political problems" be discussed in the national capital of Isloo , instead of Londonistan ?
This proves once again that the capital of United Kingdom ( London) is fast becoming the de facto- and exile - capital of the Islamic Republic of Pakistan !
With Ganja, Shahbaaz, Dar, and now Abbasi doing frequent flying visits ( and occasional back and forth by Immy and Dus Percenti ; Altaf Bhai is firmly ensconced in Bartania with a British Passport). What is Isloo's loss is London's gain

PS: Mush has also made Londonistan his home !!!

A year after shipyard explosion, Gadani workers await authorities to deliver
GADANI: Soomri Khan, 50, was at her ramshackle hut in a village near Gadani Mor when she heard the explosion that took away the lives 29 workers at the Gadani shipbreaking yard on November 1 last year.A little later she found out that her two sons – Ghulam Hyder, 18, and Alam Khan, 32 – were among the dead. IMO, Mrs Khan ( Soomri ) will have to wait " a bit longer" for compensation ( unless a sympathetic NGO or a Foreign Govt decides to take care of her !) . Pakistan Govt has more urgent matters to tackle like M4 rifles for SSG and patrol boats for the Bahria  )

12-hour outages as smog shuts down 17 power plants
That's a first.
Seventeen power stations tripped on Friday due to unprecedented dense smog in different parts of the country, causing 12-hour-long loadshedding as the collective power production was reduced by over 6,000 megawatts.
smog-triggered tripping has also led to closure of all Chashma Nuclear Power Plants (C1, C2, C3, C4)
Besides the hydel generation average has also come down to 2,700MW against its capacity of 7,000MW due to less release of water from reservoirs on provinces’ demand
The unprecedented dense smog is posing serious challenge to the national transmission system and the Power Division, NPCC, NTDC and Discos are closely monitoring the situation.
People are facing the worst kind of power breakdowns in all parts of Punjab, including the twin cities of Rawalpindi and Islamabad.
The Pakistan Meteorological Department (PMD) Chief Meteorologist Muhammad Riaz said that smog has also affected the weather due to less rains. “We are facing smog due to absence of winds,” he said.
People may experience short-term skin and respiratory conditions such as eye irritation, coughing, throat/chest irritation and skin irritation as a result of smog. Health experts recommend artificial tears for eyes as one way of dealing with smog.
Artificial tears. There's plenty of that in pakhanistan.

Doctors have advised Ishaq Dar to take complete rest.(in Londonistan, of course, where there is less smog

See! We Tolerate "No Corruption" In Our Army

Six army officers punished after systematic investigation’
LAHORE – Inter-Services Public Relations (ISPR) spokesperson Lieutenant General Asim Bajwa confirmed ( to squash the whispering rumours in army circles :D ) suspension of six army officers by Chief of Army Staff General Raheel Sharif as part of an anti-corruption drive. ( legacy of the "Bad" Sharif  )
The officers were dismissed, punished and sent home on corruption charges, he said during a night-time television show with popular investigative journalist Kamran Khan. The army spokesperson said that the action was taken after months of investigation. ( Most probably, these might be low ranking afsars, who were probably "new to the game" or were not protected by "sifarish" )
About the army’s silence and the absence of an official version after the sackings, Lt General Bajwa maintained such actions within the army were not made public anywhere in the world. “This news was not made public but was leaked days after the action was taken,” he said. Pakistan is one of very few states where the Army has a country !
“I did not deny the news at that time but as I told you, it is not the institutional policy to do so. A press release was issued in the National Logistics Cell (NLC)( Ah !The "famous" fauji transportation outfit which also doubled as a "heroin export company" to self finance the Taliban !) scam case because NLC was a public institution,” he said. He also said that the army already has a branch dedicated to investigate such activities and present its reports to the army chief, who takes the required action
He said that General Raheel Sharif has strengthened army’s this unit and was aggressively pursuing the anti-corruption drive. However, he categorically denied reports about an inquiry against General Sajjad Ghani and General Naveed Zaman, the two retired lieutenant generals. :((
At least 207 cases were pending before the military courts, he said, adding that 88 have been decided and some cases were in pipeline. “All these (pending) cases will be forwarded to the courts after approval from the Ministry of Interior Affairs as well as the apex committee,” he said.
The senior jernails and kernails are laughing all the way to the (Swiss and Cayman Island ) Bank. The ISPR will surely protect them

In Cricket Analogy, Pakistan Got Clean Bowled Out :D

Pakistan out: Caught Afghanistan, bowled India in Iran, courtesy Chabahar Port
New Delhi: If international trade was a cricket match, India and Afghanistan together would have claimed a big wicket - Pakistan. The two countries earlier this week bifurcated land-trade route through Pakistan and officially began trade through the Chabahar Port in Iran. The distance may be longer but relations just a got a whole lot closer.
In many ways, a trade route through Pakistan into land-locked Afghanistan would have been the logical step considering the distance of just 990 kilometres between New Delhi and Kabul. The 1.1 million tonnes in 35,000 containers would take lesser time through the land route. Instead, the first of several consignments was dispatched through the sea route to Chabahar in Iran from where it will enter Afghanistan via a different land route - a total distance of 3,900 kilometres or more than thrice the all-land distance. India and Afghanistan are determined not to be "blackmailed" by Pakistan !
Pakistan borders Afghanistan to its south and east and has used its strategic location to have a controlling hand on Kabul in terms of trade. Traditionally, Pakistan has been Afghanistan's biggest supplier of wheat but because of its geo-political positioning, managed to dictate pricing. In 2014 for example, Pakistani wheat was Rs 500 more expensive per tonne than wheat from India. Both Afghanistan and India, quite naturally, wanted to trade in wheat but Pakistan refused to allow passage. In fact, Pakistan repeatedly refused to allow land passage to Afghanistan through its territory each time India asked for it in the last 17 years.Necessity is the "mother of invention" (the via Iran route )
In 2003, India began exploring other options of expanding bilateral trade with Afghanistan - leaving Pakistan on the sidelines. Helping Iran develop the Chabahar Port emerged as a viable alternative even if it meant a longer route. India is a "rising power" of the 21st century, Pakistan is failingpower!
In it was the birth of a historical trilateral agreement between India, Iran and Afghanistan - signed in May of 2016 - to make use of Chabahar Port for trade and transit into Central Asia and Europe. "We want to link with the world. (The) agreement …can alter the course of history of the region,” PM Narendra Modi had said after signing the agreement with Afghan President Ashraf Ghani and Iranian President Hassan Rouhani.
India-Afghanistan trade through Chabahar Port in Iran is a massive blow to Pakistani designs on a number of levels. The failure to revive Afghanistan-Pakistan Transit Trade Agreement (APTTA) so far has now come to haunt Islamabad. In the past, Pakistan has dictated terms to Afghanistan - compelling the latter to look elsewhere. The proverbial push came to shove when Kabul communicated via Pakistan's High Commission there that talks on reviving APTTA would only take place if New Delhi was made part of it. The country wanted India to be made part of the Trilateral Transit Trade Agreement between Pakistan, Afghanistan and Tajikistan. The days of Pakistan "dictating" to Afghanistan are getting fewer and fewer. Afghanistan is asserting itself in many ways !
In such times, Chabahar Port not just further erodes Pakistan's influence over Kabul but also makes its Gwadar Port - developed with Chinese help - rather irrelevant. ( Pakistan and China are hoping against hope that India and Afghanistan will join CPEC to "drum" up "their" Gwadar :D ) Overall then, Chabahar Port opens up a world of possibilities for India, Afghanistan and Iran. It is mostly agreed that it is a massive boon for trade operations and doubles up as a diplomatic one-two-three punch to Pakistan. For Pakistan on the other hand though, it slams shut prospects of greater trade with its neighbours.

China's answer to anthem disrespect: Up to 3 years in prison

BEIJING: China's rubber-stamp legislature on Saturday made disrespecting the national anthem a criminal offense punishable by up to three years in prison amid rising nationalist appeals from the ruling Communist Party under the leadership of President Xi Jinping.

The Standing Committee of the National People's Congress passed an amendment to the country's criminal law outlining punishments for people found "seriously" disrespecting the national anthem in public.

The move follows Xi's appointment to a second five-year term as party leader, for which he has touted a vision of achieving a "Chinese Dream" of a powerful, prosperous nation. It also comes as the anthem, "March of the Volunteers," has in recent months been a political flashpoint in the southern Chinese city of Hong Kong, where tensions are rising over Beijing's efforts to assert its authority over the territory.

According to the amendment passed Saturday in Beijing, penalties include detention, imprisonment of up to three years and the deprivation of political rights. Such punishments previously applied to the desecration of the national flag and emblem in public, China's official Xinhua News Agency reported.

The legislature also moved to apply a separate, recently passed law on the national anthem to Hong Kong and Macau, Chinese semiautonomous regions with separate legal systems.

Soccer fans in Hong Kong have booed the anthem when it's played at games between the home team and teams from China or other countries, leading to fines from FIFA, the sport's governing body. Pro-democracy activists and lawmakers fear a national anthem law could be used to undermine freedom of speech in Hong Kong.

The National Anthem Law, which came into effect in October, stated that playing the anthem on occasions deemed improper, including funerals, or for changing its wording or presenting it in a disrespectful manner could be punished with 15 days in detention. China's legislature adopted a decision to include the law in Hong Kong's and Macau's mini-constitutions, known in each territory as the Basic Law.

Xinhua cited Zhang Rongshun, deputy director of the Legislative Affairs Commission of the top parliamentary body, as saying it was "urgent and important" to apply the anthem law in Hong Kong to address recent incidents.

"In recent years, incidents of disrespecting the national anthem had occurred in Hong Kong, challenging the bottom line of the principle of `one country, two systems' and social morality, and triggering rage among Chinese, including most Hong Kong residents," Zhang said.

Since his appointment as party leader in 2012, Xi has established a growing cult of personality that leans heavily on his image as a patriotic leader who brooks no slight to national dignity. Hallmarks of his term in office have included a stronger military, bolder foreign policy and aggressive economic expansion abroad, as well as sharply reduced space for criticism or political dissent at home.

China world's biggest prison for journalists, India better than Pakistan: Report

China, where the media is under strict state-control, has been ranked 176 of the 180 countries included in the report.

New Delhi: China fared poorly in the 2017 World Press Freedom Index prepared by Reporters Without Borders (RSF) and was deemed as the country with the most number of journalists behind bars. The country was also rated one of the most dangerous for journalists.

China, where the media is under strict state-control, has been ranked 176 of the 180 countries included in the report. Even Vietnam - another country with a high number of jailed journalists - fares marginally better and is ranked 175.

In the same report, India fares better than Pakistan and is placed 136th - three ranks above its neighbour where killing by terrorists and mafia has emerged as a massive threat. However, although the New York-based Committee to Protect Journalists has listed 60 journalists who have been killed in Pakistan since 1994, the country does not make it to the 'Most Dangerous' list.

On expected lines, North Korea is ranked last at 180 while war-ravaged Syria is at 177 - one rank worse than China.

On the other end of the report are the Scandinavian countries of Norway, Sweden, Finland, Denmark which make the top-five, along with The Netherlands.

So, how is the list of most dangerous countries for journalists prepared. Following is what the website of Reporters Without Borders says:

The degree of freedom available to journalists in 180 countries is determined by pooling the responses of experts to a questionnaire devised by RSF. This qualitative analysis is combined with quantitative data on abuses and acts of violence against journalists during the period evaluated. The criteria evaluated in the questionnaire are pluralism, media independence, media environment and self-censorship, legislative framework, transparency, and the quality of the infrastructure that supports the production of news and information.

Bartania Rebuffs Paki NAB ( so-called!) Re: Ganja Bank Accounts :D

UK authorities refuse to share details of Sharif family bank accounts
LAHORE – British authorities have refused to share the details of bank accounts of the Sharif family with Pakistan’s top anti-graft body – the National Accountability Bureau (NAB).NAB officials had written a letter to the authorities, seeking the details of the bank accounts which were used to run the offshore companies owned by the Sharif family. However, the authorities turned down the NAB’s request claiming it is unclear what is exactly being asked in the letter. The competency level of NAB staff leaves a lot to be desired. Just the other day , Ishaq Dar's lawyers- in court - made mince meat of NAB arguments
The Bureau is investigating the corruption allegations on the Sharif family and had filed three corruption references against them in line with the Supreme Court’s verdict in Panama case.
NAB officials have expressed displeasure over the response, the Geo News reported. They have made the letter a part of Volume 10 of the Joint Investigation Team report. Better strategy might have been to take Imran Khan into confidence by NAB . And then he would have used his "influence" with the British Establishment and obtained the "result desired" for Ganja conviction

Akshardham terror attack accused arrested in Ahmedabad

NEW DELHI: The Ahmedabad crime branch on Saturday arrested Ajmeri Abdul Rashid, a key accused in the sensational Akshardham temple terror attack case.

Ajmeri was in Riyadh and had allegedly been involved in the Akshardham terror attack conspiracy. He came to Ahmedabad in the early hours of Saturday and was immediately arrested by the Ahmedabad crime branch.

His brother Ajmeri Adam was acquitted after his conviction in a lower court was struck down by the Supreme Court in 2014.

On September 24, 2002, gunmen entered the Akshardham temple in Gandhinagar, using automatic weapons and hand grenades to kill 32 devotees in a fidayeen attack. Three commandos, including one from NSG, and a constable of the State Reserve Police (SRP) were also killed during the operation.

In May 2014, the Supreme Court acquitted all six convicts in the case, three of whom were awarded death sentence and one life imprisonment by a POTA court, which was later confirmed by the Gujarat high court in 2010.

The apex court had torn into the investigation agency for botching up the probe, stating that the evidence was not enough to uphold conviction of the accused.

Prosecution had claimed that accused had links with banned terrorist organization like Jaish-e-Mohammad and Lashkar-e-Taiba. Some were also alleged to be linked to Pakistan intelligence agency ISI.

The Haqqanis Are Now Operating From Kurram Agency Not North Waziristan- Amrullah Saleh

Killers of Kurram
Khaled Ahmed - Indian Express.
Just when everyone expected Pakistan-US relations to nosedive, an incident compelled President Donald Trump to speak well of Pakistan. A Canadian, Joshua Boyle, and his wife and three children were rescued from the captivity of the Afghan Taliban by none other than Pakistan’s premier spy outfit, the ISI. The US was involved because Boyle’s wife was American and Pakistan delivered. From here on, however, things start looking funny with America saying Pakistan, not the Taliban in Afghanistan, had kept them hostage for five years. Pakistan is obviously denying this !
Pakistan did it for America but when Boyle and family were handed over to the Americans in Pakistan, they did not want to go to the US. They were sent to Canada, instead. Pakistan’s version of the rescue was that the vehicle, in which the hostages were being taken by the Taliban inside Pakistan, was fired upon, as a result of which it got flat tires and came to a halt. The abductors fled the scene and the family was rescued. Boyle’s version was more dramatic. From the trunk of the vehicle, he could make out that the terrorists were killed by the ISI troops which prevented them from killing the hostages. He had a wound from Pakistani shrapnel to show.
Boyle said he and his pregnant wife had gone “backpacking” to Afghanistan but had no clue that the region was the world’s most dangerous place, teeming with men from the Taliban and the most merciless outfit, the Haqqani Network. More intriguingly, Boyle kept referring to himself and his family as “pilgrims” and used the inappropriate word, “stupidity”, to describe the rape his wife was subjected to by the guards. At times, he looked as if he had converted to Islam and had gone to Afghanistan to be lionised by the Taliban. He had earlier married Zainab Khadr, the Canadian sister of Omar Khadr — an inmate at the US military detention center at Guantanamo Bay. Boyle had taken a vocal stance against the 2002 incarceration of the 16-year-old Khadr. He couldn’t have married Zainab without converting to Islam. Anyway, a divorce ended the marriage soon enough.
And it is a BIG NO- NO to re-convert from Malsi. Is Boyle aware of this
On the Pakistani side, too, funny things began to happen. The ISI was informed that the gang carrying the Boyle family were from the Haqqani Network, the very warriors who Pakistan supposed were hiding in North Waziristan. But this time, they were not crossing the Afghan border into North Waziristan but into Kurram, another tribal agency. The Haqqanis were not supposed to be in Kurram, or at least that was what the average Pakistani was supposed to know. What happened next was even more dramatic. The ISI got the Boyles out but lost four of its Frontier Corps troops while chasing the fleeing Haqqanis into the Kurram highlands. Strategic partners like the ISI and the Haqqanis always kiss and make up
As the latest incident occurred in the Shia-majority Kurram agency, Pakistan has now to look for the Haqqani killers in a new territory. Kurram is linked to Khyber-Pakhtunkhwa through the Parachinar-Hangu-Kohat road The Haqqani Network had moved from North Waziristan to Kurram in 2010. It is said the Shias of Parachinar allowed the Haqqanis in after the latter pledged they would end the decades-old sectarian mayhem carried on despite the presence of Pakistan army there. Their dominance of a sensitive territory already riven with sectarian violence is seemingly a discomforting development for the Pakistani government. But the Haqqani presence in Kurram had actually been tacitly accepted — unless there is international opposition to their “occupation” of Pakistani territory. If, this is to be believed, the Pakis are not in full control of the Haqqanis
Amrullah Saleh, former National Security Advisor of Afghanistan, didn’t like the sudden thaw between Pakistan and the United States and offered his analysis of what had transpired in the following words: “As Afghanistan and the rest of the world analyse President Donald Trump’s comments complimenting Pakistan on the rescue of a US-Canadian couple and their three children, it is my considered view that Pakistan, as the junior partner in this relationship, does strange things, to the extent of even hurting itself sometimes, because it must attract the attention of its longtime ally and patron, the US”. (‘Donald Trump is taken in by Pakistan’s deceitful acts’, IE, October 17)
Saleh is known to be a vitriolic critic of Pakistan. Normally people in intelligence services are adept at analysing what states want to do to each other on the sly. His interpretation of the latest incident on the Pak-Afghan border is that Pakistan has deliberately “hurt itself” to please its old master, the US. He should have focused on Kurram Agency instead because that has remained the most controversial part of the tribal areas that Pakistan now wants to merge with the rest of the country.

A new, novel and clever tactic by this TSPian family to conceal their criminal drug enterprise in Houston -- they packed their son's lunchbox with big dollar bills, after which their son freely give out $20 and $100 bills to his classmates in school.

Karachi Commissioner’s office demanded bribe against compensation sum, claims slain professor’s son
KARACHI: The son of assassinated dean of the faculty of Islamic Studies in University of Karachi, Professor Dr Mohammad Shakeel Auj, has alleged that he was asked for Rs5,000 bribe by the office of Karachi commissioner for receiving compensation against his father’s killing, and that too after more than three years. The bribe probably "demanded" by a clerk- before the cheque is handed over - would probably have been shared on a pro-rata basis from the very top ( probably the Commissioner as well !) right down to the office chaprassi
The allegation came as a rude shock for the academic fraternity, his students and civil society as how the family of the deceased researcher and highly-regarded teacher was ignored and uncared for despite tall claims and promises by the government. Often announcements made by politicians, ministers in moments of euphoria, ( like monetary reward to cricketers upon winning a cup, compensation for lives lost !) create problems later on, as bureaucrats "scramble" to find the monies, which the politician did not made available
Mohammad Malhan Khan — one of the three sons of Dr Auj — said that he was approached by the Karachi commissioner’s office on Nov 1 to collect a cheque of Rs200,000 as compensation for “martyrdom” of his father.
“The next day [Nov 2] when I visited the [Karachi commissioner’s] office, I was offered to collect a Rs200,000 cheque,” he said. “[Then] I was politely requested to pay Rs5,000 as commission. I humbly request the Sindh [government] to stop ridiculing our family,” he added.
Prof Dr Auj was killed in an armed attack on his car in Gulshan-i-Iqbal in September 2014.
Author of over a dozen books, he was Pakistan’s second and the subcontinent’s third DLitt in Islamic Studies. Between earning a PhD ...
The investigations into the murder of Prof Dr Auj have remained quite mysterious as the police authorities and other law-enforcement agencies have come up with different claims one after the other which have failed to satisfy his family and admirers.
“After my father’s assassination, the Sindh governor announced Rs30 million as compensation and for that the chief minister also issued written directives. However, after three years we were told to receive Rs200,000 and that too against Rs5,000 commission,” he added. The spokesman for the Karachi commissioner could not be contacted to comment on the matter despite several attempts. By the time Rs 30 Million - which amount sounds a bit too high - passed from hand to hand , every Abdul, Amir and Asif collected his own commission, and the "leftover" amount of Rs 200,000 - and that too after the final commission of Rs 5,000 ! - was offered to the victim's family. Therefore, no surprise that Commissioner's office refused to comment

Killers of Kurram
Khaled Ahmed - Indian Express.
Of course, there could be no better person than Khaled Ahmed in these matters.

Just to add to the above. By December 2010, the Haqqani network also struck a peace deal with the Shi’ites of Kurram who had been besieged for the most part of the previous three years. This allowed the Haqqani warlords and soldiers to cross easily between Afghanistan and Pakistan. The Haqqanis made a great gain by entering into this deal. IMO, this deal was mediated by the PA. The genocidal massacre between the Shias and the Sunnis has been going on unabated in the Kurram province between the Turi and Sunni Bangash tribes. The minority Shia’a have had no chance against the Sunni tribes who were supported by the Taliban. The Taliban had imposed an economic blockade of the Turi Shi’as by closing down forcibly the Peshwar-Parachinar road, a blockade that the Pakistani troops were unable to lift. This war was assuming bigger proportions and was drawing players from far as the Taliban-supported genocide of the Shi’as was being resisted by the Hazara community from Afghanistan which has the backing of Iran. The Haqqani deal served everyone's purpose, perhaps. Now, the PA could take military action in NWA (North Waziristan), which it had resisted, in spite of immense US pressure, for almost five years.

Hakeemullah also used to operate from Kurram when he was leading the TTP.

Mideast, not India, is to blame for Punjab smog

ISLAMABAD: Large swathes of Punjab have been blanketed in thick smog for the past three days. The blinding combination of smoke and fog is causing traffic problems and respiratory illnesses among people, besides leading to power outages in the country’s most populous province.

The situation is particularly ‘alarming’ in south and central districts of Punjab – the province which had also been hit by smog almost the same time, last year.

Where does this smog come from?

Some officials blame stubble burning by farmers and emissions from coal-fired power plants in India. They claim the Space and Upper Atmosphere Research Commission has spotted 2,620 fire incidents via satellite in Indian Punjab on November 2, while there were only 27 such cases in Pakistan’s Punjab.

However, other officials have a different interpretation. They say the main source of smog in Pakistan is trans-boundary pollution which is actually originating from the Middle East. Although smog hits Pakistan twice a year, this time the issue is ballooning into a crisis due to a prolonged dry spell in the country.

The fear is that the smog will persist as there are little chances of rain in the country. This might create health problems for people and affect agriculture and livestock sectors – and in turn the national economy.

“Every year the Middle Eastern countries, especially Iraq, Syria, and Iran, are hit by heavy sand and dust storms, which form dust clouds,” Asif Shuja, a former director general of the Environmental Protection Agency (EPA), told The Express Tribune while explaining the phenomenon.

“These dust clouds travel thousands of kilometres to other countries, including Pakistan, mostly in April-June and September-November,” he said, adding that this time the impact of these dust clouds in Pakistan is severe due to the continued dry spell.

“After reaching Pakistan, these dust clouds – coupled with dust storms originating from Thar Desert – form smog and aggravate the situation,” Shuja said.

Around 122 dust storms had been reported last year in Iraq alone, blanketing the sky for 283 days, he added.

The trans-boundary effect of the sand and dust storms had grabbed the world attention, he said, adding that while considering the seriousness of the issue, a regional meeting convened in Turkey last month where participants called for regional efforts to address the menace.

Shuja sought to dismiss the perception that the major source of smog in Pakistan was stubble burning by farmers in Indian Punjab.

“It is impossible that just burning sugarcane stubble could cause such dense smog in a short period of time,” he said, but didn’t deny stubble burning could add to the severity of the problem.

A senior environmental expert said, “This year the severity of smog is more as compared to previous years. This time it is enveloping areas beyond Punjab, which is alarming and worrisome.”

Pervaiz Amir, who is also a former member of the Prime Minister’s Task Force on Climate Change, predicted that the smog would persist for at least another four weeks. “This situation would have a negative impact on health of people, and livestock, besides affecting agriculture sector, transport system, flight operations and productivity of labour,” he added.

“There are some crops which require sunlight to grow, but due to smog sunrays don’t reach them,” he said.

Amir went on to say that due to the persisting dry spell, the situation was aggravating in Pakistan and in the near future the severity of weather conditions would increase further.

Traffic accidents

According to an unofficial tally, at least 17 people have been killed in road crashes caused mainly by poor visibility on roads due to smog. Three men died on Saturday, 10 on Friday and three on Thursday. The accidents occurred in Faisalabad, Jhang, Pasrur, Layyah, Attock, Sheikhpura and Pakpattan.

Jam Sajjad Hussain, a spokesperson for Rescue 1122, said there had been fewer accidents since the smog descended, but these crashes had been far deadlier.

Citing the reason for fewer accidents, he said people avoided unnecessary travel during smog. “Even if they have to come out, they drive slowly,” he added. He credited sensitisation campaigns by government departments and media for lesser road accidents during smog.

Power breakdown

The dense smog forced authorities on Friday to shut nuclear power plants of 1,200-megawatt capacity, while several grid stations tripped, causing power breakdown in several parts of the country.

Restoration work was in progress at four Chashma nuclear power plants – C1, C2, C3 and C4 – and they are expected to run at full capacity in the next 72 hours.

The Power Division directed the National Power Control Centre (NPCC) to chalk out an emergency demand and supply management plan for 72 hours by the time the nuclear power plants were restored.

It said in a statement that under the directives of the federal government, all expensive furnace oil and diesel-run power plants having a cumulative capacity of 4,250MW had also been shut.

Investigative Journalist And TV Host Hamid Mir Again Target Of Deep State

Journalist Hamid Mir booked in kidnapping case
ISLAMABAD: Police on Saturday registered a case against senior journalist and TV anchor Hamid Mir on kidnapping charges, Dawn has learnt through sources. The case has been registered in the light of the decision of the Islamabad High Court. The court had issued the order a few days ago on a petition filed by Shamama Malik, the widow of Khalid Khawaja, who had allegedly been kidnapped from his house in Islamabad’s G-10/2 sector in March 2010.
The FIR has been registered at the Ramna police station of the capital in response to the complaint lodged by Ms Malik in which she had alleged that Hamid Mir and Usman Punjabi with the help of their “hooligans” had kidnapped her husband Khalid Khawaja. ( Khalid Khawaja, agent of Deep State, who once was quite close to OBL !)
Later, Mr Khawaja was taken to North Waziristan, it stated, adding that on April 30, 2010, his bullet-riddled body was found in Karam Kot. The body was brought to Islamabad but autopsy was not conducted, the complainant states, adding: “my son lodged a complaint at Shalimar police station over the incident, but no action was taken, except registration of a report.”
“The police also did not record the version of my son,” Ms Malik alleges in her complaint. She claims that her deceased husband and Hamid Mir had differences over the Lal Masjid operation. Due to the same reason, Hamir Mir and Usman Punjabi got Khawaja kidnapped and murdered, the FIR alleges. An audio conversation allegedly between Hamid Mir and Usman Punjabi over the issue has also been made part of the record at the Shalimar police station. When contacted, Hamid Mir said it seemed to be a politically-motivated case aimed at blackmailing him. He complained that the court had issued the orders to the police without giving him an opportunity to present his viewpoint. Hamid Mir has always done the bidding of the Deep State, but in recent years, it appears that he has "done" a conversion and no longer "trusts" the Deep State, specially after become a target himself a few years ago !

"Softer And Milder" Version Of Honour Killing Unveiled In Northern Pakistan

Girl, 16, paraded naked in Pakistan after 'honour' row
By Azizullah Khan
BBC
Villagers in a remote area of north-west Pakistan are in shock after armed men forced a 16-year-old girl to walk half-naked through the village, claiming it was to redeem their family honour.Local residents say the woman was targeted because of her brother's long-forgotten secret affair with a woman from the assailants' family. The Pushtuns who inhabit this area are very conservative and very strict when it comes to matters relating to women !
The incident, which came to light on Thursday when the media got wind of it, took place last week near the remote town of Chaudhwan, some 80km (50 miles) west of Dera Ismail Khan city in Khyber Pakhtunkhwa province. Police have arrested eight men and are searching for a ninth. If it is in KP Province, Paki Laws will apply; if it is a Tribal Agency, writ of GOP does not apply there !
Witnesses say the girl was attacked in broad daylight when she went to fetch water from a pond. "I and my [female] cousins were returning after filling our pitchers when these men caught up with us," she told local journalists."They shoved me around, and I fell down. Then they cut my clothes with scissors. One of my cousins tried to cover me with her dupatta [a long scarf], but they snatched it away." She tried to escape and ran into a nearby house, but they followed her. "I ducked beside a cot and tried to hold on to it but they dragged me out. A neighbour tried to intervene but they threatened him with their guns."There are no easy solutions to these practices. Education - not the Madrassah kind - is one answer !
A local source who asked not to be named told the BBC the assailants' family had secretly held a grudge against the girl's family over an incident that happened three years ago. "[The girl's] brother was accused back then of gifting a mobile phone to one of the daughters of a local villager... which the pair used for their secret liaison."
The revelation caused offence to this girl's family, and the community called for a council of elders to resolve the issue before it led to bloodshed. The council ordered the young man to pay a fine of 300,000 rupees (roughly $3,000; £2,300) which he did - and the matter was closed."But it now appears that [the girl's] family did not forget the insult and wanted to get even," the BBC's source said.
As is often the case in so-called "honour" disputes in South Asia, Pakistan ! the punishment for that insult has been borne by an innocent girl.

As you must be aware, the retraction/denial of a first (fake/false) news that is reported does not help much. The "damage" is always done with the first report. So, there is nothing new here .
As we know, it is a "fashion" in Pakistan to blame India for Pakiland's woes ! Hafiz Suar has blamed India for "stealing" Paki waters ( although many studies have shown the wastage of water that occurs there, is the problem !). Of course, the trouble in Balochistan , Tribal Agencies and Northern Areas is also blamed on India ( TTP is a "creation" of RAA !). MQM is pro - India (and Altaf Bhai is an Agent Of India, and get funds from RAA). No less than Imran Khan has accused Nawaz ( Ganja ) Sharif of being pro India . ! And the list goes on and on.

Lookie Lookie who is "Yellowing" their Pants!

China hopes India-US-Australia-Japan quadrilateral won't damage 'third party'

BEIJING: China is worried that India, United States, Japan and Australia will work together to undermine its international influence with the revival of their quadrilateral dialogue.

The first meeting of the dialogue would take place after a break of nearly a decade on the sidelines of the East Asia Summit in Manila on November 13. Prime Minister Narendra Modi is expected to attend the summit.

Chinese foreign ministry expressed hope that the dialogue is not used for "targeting or damaging third party's interest".
The ministry stated, " China has noticed the relevant news reports . We hope the collaboration among relevant countries could comply with the trend of times, which refers to peace, development, cooperation and shared benefits, and conform to the prospect of... common security and development.

"We hope it would be beneficial for improving mutual trust among countries and regions, and at the same time, safeguard and promote peace, tranquillity, and prosperity within the area, without targeting or damaging a third party's interest."

US President Donald Trump arrived in Japan as part of his Asia tour on Sunday. The concept of quadrilateral dialogue was mooted in 2007 but has not made any progress since then.

A Chinese expert, Prof Lian Degui of Shanghai International Studies University, said India can hardly contribute to the development in the region because it's struggling with its own economic challenges.

"If the US, Japan, Australia and India can coordinate and support infrastructure construction and economic development of Indo-Pacific countries, they are more than welcome. But if they try to incorporate values into economic issues and display prejudice and hostility toward other countries, they will not bring stability to the region," Lian wrote in Global Times. Chinawala shiveling in Yellow Pants!

"A US, saddled with a tight budget, a financially indebted Japan, an Australia eyeing a free ride on China's economic development, and an India still struggling to become a developed country, can hardly spare any effort to contribute to public good," Lian argued in the Beijing-based magazine.

"Geopolitical competition and value judgements are affecting the way the US and Japan articulate their political and economic policies. Last year, Abe proposed the 'free and open Indo-Pacific strategy', echoing Obama administration's rebalancing the Asia-Pacific policy and the Trans-Pacific Partnership agreement, both of which aim at putting China in check. If they stick to such a mindset, they will miss crucial development opportunities offered by this era," Lian wrote.

Paul Manafort - Who Has Been Indicted In Massaland For Money Laundering - And The Karachi Affair

Paul Manafort was also involved in one of France's biggest political scandals
Former Trump campaign manager Paul Manafort's shady dealings with Ukraine are the basis for the current charges against him, but the veteran consultant has a long history of sketchy clients internationally, from Congo's Mobutu Sese Seko to the Philippines' Ferdinand Marcos. His misdoings so far, as not rubbed off against "teflon" Donald Trump !
Less discussed in the United States is his role in one of the biggest scandals and unsolved mysteries in French politics. The Karachi Affair involved shady diplomacy, campaign corruption, and possibly a deadly terrorist attack — and Manafort was right in the middle of it.
He was also involved in the Ghulam Nabi Fai affair :D
The Karachi Affair requires a bit of explanation: In the early 1990s, France's partly state-owned defense contractor DCN was looking to sell attack submarines to Pakistan's navy and was competing with Germany for the contract.
At that time, it was still legal for firms in France, and a number of other countries, to pay "commissions" — bribes, basically — to foreign dignitaries, in order to facilitate deals like this. (The practice has since been banned.) Payments were promised to a number of Pakistani officials — totally legal — and DCN got the contract in 1994.
But Balladur decided he wanted to be president, setting up a a battle for the support of the French right between the two former friends. The problem for Balladur was that Chirac controlled the party and its war chest, so he needed to look elsewhere for funding. Allegedly, he looked to Pakistan. Wow. Pakistan knows where its bread is buttered !
In 2002, a suicide bomber drove a car packed with explosives into a bus in Karachi, Pakistan, killing three Pakistani nationals and 11 French engineers who had been working on the submarines that had been sold as part of the deal eight years earlier.
The attack was initially blamed on al-Qaida, but no one in the terrorist group ever claimed responsibility for it and that explanation was later ruled out by investigators. In 2008, the investigative website Mediapart reported on the existence of an internal DCN report suggesting that the attack may have been a reprisal against France for its nonpayment of the commissions.
As if that weren't shocking enough, by this time, the president of France was Nicolas Sarkozy, who had been Balladur's budget minister and a spokesman for his campaign back in 1995. Families of the killed engineers demanded legal action against Sarkozy, arguing that it would have been impossible for him not to know about the payments.Sarkozy was protected by immunity but faced investigation after he left office. (This was just one of a number of high-profile corruption scandals involving Sarkozy.) The investigation is ongoing: Balladur, who denies any wrongdoing and has been out of office for more than two decades, was placed under formal investigation just last May.
So what did Balladur do, you might be wondering, with the money that he was willing to tarnish France's reputation and possibly put French lives at risk to obtain? Well, he gave at least some of it to Paul Manafort.
.In 2013, Manafort told French investigators that he had been paid $52,000 to conduct an opinion poll and $34,975 to craft a campaign strategy for Balladur. The money came from a bank account held by Abdul Rahman el-Assir, one of the two Lebanese businessmen who served as middlemen in the submarine deal. The other middleman, ski-resort-owning arms broker Ziad Takieddine — who was later arrested while trying to flee France on a false passport — acted as Manafort's translator in a meeting. French media described Manafort as "a key link connecting Balladur with the middlemen."Balladur's whole scheme apparently didn't raise any red flags for Manafort at the time, just as the consultant's background didn't raise any red flags for Donald Trump last year. So, the Paki Jernails and Admirals are "mad as hell" to be cut off from the lucrative commission deal, and they took their "revenge" , through their proxies , of targeting the French Nationals . And just the other day, the mouthpiece of the Paki Fauj ( Major Gen Ghaffoor - ISPR) denied that there is corruption- at a news conference - at the top level of the Pakistan Army

Ganja Sharif Named In "Panama Papers". Shaukat Aziz ( Ex PM ) Now Named In "Paradise Papers"!

Former PM Shaukat Aziz, ex-NICL chief Ayaz Khan Niazi named in Paradise Papers

The Express Tribune
At least two Pakistanis have been named in the Paradise papers – former prime minister Shaukat Aziz and former National Insurance Corporation Limited (NICL) chairperson Ayaz Khan Niazi.
Aziz is linked with Antarctic Trust, which was set up by the former premier and includes his wife, children, and granddaughter as beneficiaries.Aziz had set up the trust in the US state of Delaware before becoming finance minister in 1999. He was working for financial giant Citibank at the time. ( Mush brought him from abroad to become his right "ball" !)
The trust was not declared at any point during his time as finance minister or prime minister. Did Ganja Sharif declared his "gol-maal" when he acquired PM-ship.? So, this should not be held against him
Also, in a 2012 internal memo, the law firm’s compliance officer noted that Aziz had been accused by the opposition of false declaration of assets, corruption and misappropriation of funds. Three years later, in a database of high-risk clients, Appleby noted that a Pakistani court had issued three arrest warrants against Aziz in relation to the killing of Akbar Bugti. In September 2015, Antarctic Trust was closed and the related file removed from one of Appleby’s internal databases. Appleby - the law firm, appears to be "very thorough" in its information to protect its "high -risk clients" corrupt clients like Aziz
According to ICIJ, Aziz’s lawyers have said that he was not legally required to declare the trust to Pakistani authorities. They added that the same applies to his wife and children. The lawyers added that Aziz paid all applicable US taxes. First, there should be no corruption. And secondly, there also should not be, any appearance , of such corruption ( which is not in this case !)
The purpose of the account was “to ensure that if he were to die, his assets would pass efficiently to his family.”Ayaz Khan Niazi has connections with a trust and three offshore companies in the British Virgin Islands (BVI) – Andalusian Discretionary Trust, Andalusian Establishment Limited, Andalusian Enterprises Limited and Andalusian Holdings Limited, respectively.
The three companies were set up in 2010 when Niazi was NICL chairperson. Niazi’s brothers Hussain Khan Niazi and Muhammad Ali Khan Niazi were shown as beneficial owners, whereas Ayaz, his father Abdul Razaq Khan, and mother Fauzia Razzaq acted as directors. Pakistani journalist Umar Cheema, who helped research the papers, said on a private TV channel that numerous oil and gas sector companies and businesspersons also appear in the leaked documents, though he did not name them.
Shaukat Aziz and probably Ayaz Khan Niazi as well , unlike Ganja Sharif - probably cannot be "touched" because of their "Massa passport" and not being on Paki soil

The customer assumes that it is Indian Basmati - a far better Basmati Quality then its Terroristani counterpart - and pays for Terroristani Basmati at the Price of the Indian Variety!

Remember NO TERRORISTANI WILL BUY THE "INDIAN BRAND"!

Names of several Pakistanis, former prime minister Shaukat Aziz among them, have surfaced in the new database of documents, Paradise Papers, released by the International Consortium of Journalists Sunday night. The Paradise Papers reveal data of over 25,000 companies spanning 180 countries, from 1950 to 2016.
Around 381 investigative journalists from 67 countries worked extensively to bring facts about the Paradise Papers before the people. Senior News reporter and ICIJ member Umar Cheema was also part of the team which unearthed the Paradise Papers.
Cheema was one of the journalists targeted for "special treatment" by the "Deep State" for his nvestigative reporting !
According to a report in The News, as many as 135 Pakistani individuals with accounts in a Swiss bank were also identified which they either created in their own name or through offshore companies. Some of the prominent individuals:
Former PM Shaukat Aziz Aziz was an employee of Citibank before becoming Pakistan's finance minister and then prime minister in General (retd) Pervez Musharraf's government.
Aziz served as prime minister from August 28, 2004, to November 15, 2007.Aziz settled abroad after his tenure came to an end in 2007.With a Massa Passport as "insurance", he cannot be "touched"
NICL chairman Ayaz Khan Niazi
Moreover, former National Insurance Corporation Limited (NICL) chairperson Ayaz Khan Niazi has also been identified in the records in connection with four offshore holdings in the British Virgin Islands.
The NICL scandal, which made headlines in Pakistan during Niazi's tenure, pertained to financial embezzlement by Niazi, then commerce minister (late) Makhdoom Amin Fahim and several bureaucrats in purchase of official land.
Businessman Sadruddin Hashwani
Sadruddin Hashwani, a leading business magnate in the hoteling and oil industry, owns one company in Barbodas and Cayman Islands each. They are: Bowenergy Resources (Pakistan) SRL and Ocean Pakistan Ltd.
Responding to The News’ questions, Hashwani said he had answered in detail the last year (when the companies were identified in Panama Papers) and there is nothing to add in case of the two newly discovered companies. As for loans from Standard Chartered from its Mauritius branch is concerned, it was a business loan and the charge was registered in favour of the bank with the Security Exchange Commission of Pakistan (SECP) hence nothing is hidden. :((
Businessman Mian Mansha
Mian Muhammad Mansha, chairman of Nishat Group, has been linked with six offshore companies.
Alauddin J Feerasta
Alauddin J Feerasta, chairman of Soneri Bank, is the owner of Rangeworth Limited, a company registered in British Virgin Island, having an account in a Swiss bank.
Disclaimer: It is pertinent to note here that not every offshore firm is necessarily illegal.
More "shocking" disclosures and disclamers ( (as well ) relating to Paki politics in the coming days and weeks

Terroristan - 29 September 2017

When no one, including the finance minister, is willing to fix the economy

ISLAMABAD: Pakistan is once again facing a frightening balance of payment (BOP) crisis that needs to be carefully tackled to avoid a default-like situation.

There is a growing consensus that the much-needed macroeconomic stability could not be achieved during the last four years during which economic woes exacerbated as no home grown or any international financial institution-prescribed short- or long-term programme could be fully implemented to achieve desired results.

The issue compounded when the economic team, led by Finance Minister Ishaq, remained clueless to urgently find out the solution of the serious BOP problem except to claim that there is no default like situation and that the government will manage to pull through 2017-18 financial year.

This is perhaps the first time that some government officials and independent economists are on the same page to conclude that the country needs a minimum of $20 billion in 2017-18 to escape default on the repayment of debt. They agreed that decrease in exports, home remittances and Foreign Direct Investment (FDI), coupled with declining foreign inflows, has resulted in the BOP position turning serious.

Since no strategy has been devised to deal with the issue, the government seems unprepared to look for new ways. It is only banking on floating $2-3 billion Sukuk and Euro bonds to survive till March next year.

But by that time, foreign exchange reserves will come down close to $8 billion, which are not considered sufficient for one-and-a-half months’ import cover.

The finance minister, who is facing new investigations and supposed to be appearing in the accountability court, believes that there is no need to go to the IMF for any emergency assistance. But those who are in the know of things maintain that Fund officials are reluctant to negotiate any new bailout package with the government which has to last only for four months.

They would not even talk to the caretaker government because it will not have any mandate to implement any proposed reforms that are feared to be full of strings and conditions. The IMF is believed to have decided to send its mission to Pakistan in December to gauge the current macroeconomic situation. Till then, there is no hope Pakistan can get the desired level of foreign inflows to manage its unwarranted financial affairs.

The current precarious reserves position speaks volumes about their vulnerabilities especially the way $4 billion were consumed by the government in just last 3-4 months.

The central bank’s $12 billion reserves also contain close to $4 billion borrowed from the commercial banks. Ironically, both the State Bank of Pakistan (SBP) and commercial banks are showing these $4 billion in their separate accounts. Taking into account reduction in reserves, one would be shocked to know that foreign inflow remained minus one dollar during the first quarter of the current financial year compared to $800 million in the corresponding period of 2016-17.

FDI, which is one of the major components to measure GDP growth, has gone down drastically except that of China while foreign investors and bilateral creditors besides the International Financial Institutions (IFIs) led by IMF are not forthcoming to help the beleaguered PML-N government.

The United States is no more disbursing funds under the Coalition Support Fund (CSF) and in fact, has attached strings to offer such assistance which is otherwise reimbursement on account of Pakistani funds spent on restricting war on terror.

There are indications that the government would only be managing $10 billion from all external sources including those of the foreign commercial banks and that too, on high mark up. The rest of the $10 billion, out of $20 billion needed for 2017-18, are unlikely to be collected which would cause problems in making debt repayments.

The situation gets further worsened due to the flight of capital worth $200 million from the stock market during the first three months of the current financial year. The government’s financial difficulties further multiplied as the regulatory duty on imports of 731 items ranging from 5 to 80 percent is not expected to yield results in terms of collecting sizable taxes.

Since the bulk of the imports are being made from China, the Chinese government is believed to have refused to allow the imposition of regulatory duty because of the Free Trade Agreement (FTA) between the two countries. The government has reportedly been told that imposition of regulatory duty on imports from China will be a flagrant violation of the FTA and that it must be reviewed to avoid problems between the two countries.

This is in that backdrop that the government has been advised by its well-wishers to adopt a “broad trend” to review its October 16 decision to introduce a minimum import price like that of sugar to allow only critical imports and effectively discourage non-essential imports that have more than doubled to over $54 billion compared to declining exports now standing at $20 billion.

This import price, it is said, has to be maintained and brought done at 50-60 percent as the decision of imposing new regulatory duty is not going to work to discourage unnecessary imports.

On the export front, poor exporters need to be supported by paying back their over Rs200 billion sales tax refunds. Since these exports are considered a lifeline for augmenting foreign exchange reserves, the government, like Bangladesh, should convert duty drawbacks into cash incentives to be reimbursed by the SBP through banks and not through Federal Board of Revenue (FBR).

It must be ensured that banks do not indulge in delays so that exporters improve their poor liquidity position to meet timely export orders. Since there is no mechanism to check unnecessary imports, there has been a 63 percent, 62 percent, 61 percent, 63 percent, 41 percent and 39 percent increase in import of iron steel, electrical goods, telecom equipment, textile items, motor cars and palm oil, respectively. Also SBP interest rates must be reviewed as they are only helping to increase imports and provide a big opportunity to importers to stock their items to earn more and more profit as and when required.

Overvalued exchange rate is causing massive speculations and helped speculators build up their inventory by $1 billion in their foreign currency accounts. Dollar market rate of up to Rs108 billion may go up to Rs110 very soon if there is no intervention by the central bank.

It is high time the government should make necessary adjustment as profit on repatriation have increased by almost 30 percent while the appreciation of dollar has caused 25 percent profit on home remittances that are mostly coming through infamous “hawala and hundi” due to Rs3-4 percent better rate than inter-bank rate.

Will the government act to address the key challenges to improve its BOP position? Apparently nobody seems to be interested to fix the economy.
