Israeli, Indian generals mull ways to crush uprising in occupied Kashmir

SRINAGAR: Signaling the increased cooperation between India and Israel on how to suppress genuine freedom struggles in Palestine and Kashmir, Israeli chief of ground forces, Major General Yakov Barak, visited the Indian Army’s Northern command headquarters in Jammu and interacted with army commander and other senior officers, Kashmir Media Service reported on Wednesday.

The report said Indian army spokesman, Colonel N N Joshi, told media men in Jammu that Major General Barak accompanied by some other Israeli army officers visited the headquarters of northern command at Udhampur in Jammu.

It said Major General Barak was accompanied by defence attachés of Israeli embassy in New Delhi. Joshi said that the chief of Israeli ground forces discussed with Lieutenant General Devraj Anbu the matters of ‘mutual interest’.

It is worth mentioning here that in the context of Israel and India relations, the term ‘mutual interest’ is referred to the replication of Israeli methods against Palestinians to suppress the ongoing mass uprising in occupied Kashmir.

The meeting was also attended by some other commanders of Indian Army.

Citing media reports, Kashmir Media Service said Israeli ground force chief briefed the Indian army commanders about the measures taken by the Israeli troops to stifle freedom voices in Gaza and West Bank.

Osama bin Laden followed developments in Kashmir, Headley trial: Documents

WASHINGTON: Osama bin Laden closely followed developments in Kashmir and the trial of Pakistani-American terrorist David Coleman Headley in the 26/11 Mumbai attacks case, indicated the documents seized during the 2011 US raid on a Pakistani compound that killed the al-Qaeda founder.

The Central Intelligence Agency today released 470,000 additional files seized in May 2011 when US Navy SEALs burst into the Abbottabad compound and shot dead Laden.

The files include Laden's son's wedding video and diaries left by the Saudi-born militant.

The documents revealed that Laden closely followed news related to the arrest of Lashkar-e-Taiba operative Headley and was a regular reader of some of the top Indian publications.

An Indian Express article titled 'Omar Sheikh's Pak handler Ilyas Kashmiri also handled Headley' was found from the computer of Laden in Abbottabad. The article was dated November 16, 2009.

An article 'Fears of air-borne terrorists strikes in India, UK' published in Sri Lanka Guardian was also found in a separate file on Laden's computer.

A PTI story, 'Al-Qaeda helping Taliban to destabilise Pak Government: Gates', dated February 9, 2010, was also found on Laden's computer.

Another article found on Laden's computer was about the coded communications between Headley and his HuJI links.

The news article was published by The Time of India on November 15, 2009.

Laden also saved on his computer another PTI article, titled: 'India to send magistrate to US to record Headley's statement'.

Laden highlighted in yellow some portion of the article titled 'Pak Major handled Headley's India recce', published on March 16, 2010.

The highlighted portion reads, "The dossiers also sought the custody of Pakistani terrorist, Ilyas Kashmiri. Kashmiri is the chief of the '313 Brigade' and acts as the 'military operations head' of the Al- Qaeda. Intercepts reveal that Kashmiri told two attackers inside Nariman House, 'Keep fighting, Brigade 313 has been deployed'."

The documents also revealed that Laden was interested in news related to Kashmir and several terrorists especially IIlyas Kashmiri.

An Economic Times story 'US asks Pakistan to find Iyas Kashmiri" dated January 7, 2010 was found among the saved documents on Laden's computer.

A February 2009 article "Pakistani Kashmiri militants now fighting NATO forces" was also found.

Anti-Pak protest by PoK govt employees in Muzaffarabad

MUZAFFARABAD (PAKISTAN-OCCUPIED KASHMIR): Government employees working on contract basis in Pakistan-occupied Kashmir (PoK) staged a protest in Muzaffarabad demanding clearance of their monthly emoluments. It has been several months that these employees have not received their salaries.

Blaming Islamabad for its discriminatory policies against them, the protestors, who are working in health, education and other government sectors in PoK, have been demanding regular jobs.

"One of our colleagues who had not received salary for the past 8 months died because of illness. In July 2017, the government assured us to provide regular salaries as it was passed in the assembly. But, we have not received our salaries," said Syda Sarvar Abbasi, a woman protester.

"In Pakistan's all four provinces the workers are getting regular salaries, but here, we have not received our pay for the past 8 months," she added.

Shamim Bibi, another woman protester said, "Whenever we come to protest, they give us 3-4 months' salary. We don't want salaries. We demand regular jobs. We have been doing all sort of work. In July 2017, the Supreme Court of Pakistan declared that our jobs should be made regular and the Government will give our salaries. Now, we will go to Supreme Court of Pakistan, which will decide our fate". Another protestor questioned why were they being punished and for what reason.

Blaming the politicians, the protester said, "They (politicians) have increased their salaries manifold whereas our salaries are very less".

Tall promises have been made by the Pakistani establishment to bring development in Pakistan-occupied Kashmir, but, corrupt administrative system has made it one of the most backward regions under its rule.

Pakistan occupied Kashmir, has a Prime Minister and a President, but is ruled from Islamabad.

The Prime Minister of Pakistan is the chairman and chief executive of the Azad Jammu and Kashmir Council that manages all affairs related to PoK.

Pakistan Prime Minister Rejects Hurriyat ‘Azaadi’ Lie

While speaking at an event at the London School of Economics, Pakistan Prime Minister Shahid Khaqan Abbasi outrightly rejected the idea of an independent Kashmir, thereby dumping Kashmir. Essentially, the Pakistani PM told Kashmiri's to forget 'Azaadi'. This declaration reveals Pakistan's true colours vis-à-vis the state of Kashmir. While answering a question on whether Pakistan will support an independent Kashmir, Pakistan's Prime Minister Shahid Khaqan Abbasi said that he has seen no support for the concept of an 'Azaadi' in Kashmir.The Pakistan Prime Minister's statement means that Pakistan has officially changed its position dramatically while going from 'Azaadi from Kashmir' to the present 'Merge with Kashmir' theory

Lashkar making way for Jaish in Kashmir - Aarti Tikoo Singh, ToI
Pakistan-based Lashkar-e-Taiba's ambition to enter mainstream politics has made way for the resurgence of terrorist-oriented Jaish-e-Muhammed as the frontrunner terror group in Kashmir, sources close to developments in the state have told TOI.

Pakistan's Inter-Services Intelligence (ISI), with China's support that has repeatedly blocked India's bid to designate JeM chief Masood Azhar a terrorist under the al-Qaida Sanctions Committee, is spending more resources on the terrorist group. Consequently, Azhar has been holding rallies exhorting people to join jihad in Kashmir, going by audio recording of his speech accessed by the TOI.

In his 105-minute speech inside a mosque in Pakistan, Azhar admitted that Jaish was behind the BSF camp attack in Srinagar — belying China's claim that there isn't enough evidence against him.

Azhar threatened that JeM, which has been involved in suicide attacks in Kashmir since its launch in 2000, will continue to train terrorists for missions. The evidence of his claim emerged again on Monday when his nephew, Talha Rashid, who'd volunteered to infiltrate into Kashmir for such a mission, was killed with two others in Pulwama.


The space for JeM has been created by Lashkar's front, Jamat-ud-Dawah (run by Mumbai attack mastermind Hafiz Saeed) that aims to enter Pakistan's politics by contesting the 2018 general elections as Milli Muslim League (MML).{LeT cannot forsake jihad because that would then be going against Islamic obligation, in their interpretation. This is a tactical move where they are retreating in order to penetrate politics with help from the ISI. Political power coupled with jihadism would be the highest form of terror and that is what they are aiming at} A candidate backed by MML finished third in Lahore by-poll from where ex-PM Nawaz Sharif's wife Kulum Nawaz was elected in August this year.

Though the Election Commission of Pakistan has rejected MML's application for registration as a political party, it's common knowledge there that even if it's not permitted to contest, candidates backed by it will be up and running by the time of elections a year from now.

The last three months of terror-related data, according to security agencies, reveals that JeM has been at the top compared to other groups. On level one threat, which includes attacks against security forces, Jaish has hit ferociously with three fidayeen attacks, one each against BSF, CRPF and Army. JeM has also been at the forefront of killing civilians and grenade throwing.

A senior counter-insurgency officer in Srinagar said all these events were "indicators that Jaish has renewed its efforts at gaining supremacy over other groups in the valley."

Though IGP Kashmir Munir Khan said on Tuesday that around 16 to 20 JeM terrorists are still active in the valley, intelligence sources said there are over 50, split across south and north Kashmir. Intelligence profiling of JeM cadres active in Kashmir shows that most of them are in the age group of 30s and above, unlike Hizbul and Lashkar which have men in their 20s and even teenage.

A senior officer who specialises on Pakistan-based terror groups said, "Most of them are battle-hardened from Federally Administered Tribal Areas. In Kashmir, they usually stay in the upper reaches and don't descend in local habitations of the valley. They've been using the Mughal road in Poonch to infiltrate into the valley during heavy ceasefire violations through the summer. The Balakot to Poonch route is easier than Tangdar route."

He added, "Unlike Lashkar and Hizbul, which issue press statements from Kashmir, Jaish believes only in action. They are committed to 'jihad' and prepared for 'shahadat' (martyrdom)."

Jaish, the officer said, also has a different organisational structure from the other two groups. "They don't have as many commanders as Lashkar or Hizbul have. The most important men in the organization are Azhar's two brothers. Usually, there's only one commander at the very top, based in Pakistan and those who are active in Kashmir have equal status."

Indian security forces, however, have managed some successful operations against JeM and made some significant arrests like that of Arzoo Bashir Najar in the recent months. Four days ago, the forces killed its major arms trainer, Badar in Samboora, an area in south Kashmir that had seen no counter-insurgency operations in last 11 years.

Makes sense, SSridharji. The pakis want to provide political sanctity to their terrorist groups so that they can pretend to be part of a "political solution" to their "kashmir jaguar vein". The paki morons have only 1 page in their geostrategic playbook, and that involves using their jihadis or otherwise providing political cover for them. They tried to make LeT chief Hafiz Saeed as a political figure, but I suppose that is not panning out like they want. or maybe they want to make all the political players as their jihadi love-children, so maybe JeM chief is now another figurehead in the paki terrorist-politician landscape. That certainly seems like a good way to control both the civilian and military government in pakistan -- to pretend that these terrorist groups are legitimate political players allowed to negotiate w.r.t. J&K. China will provide cover for these terrorists by making them immune to any pressures from the so-called "international community". These terrorists will be "elected" in the same way Musharraf was elected with a 250% margin.

The LeT's entry into politics had been in the works for some time and was awaiting a nod from the ISI for convenient timing. It seems to be happening now. The relentless pressure on LeT and its Chief by India contributed significantly to this, aided by the US as well at later stages. Its terror activities were to a large extent getting curtailed. The pressure on Pakistan through FATF was (and continues to be) tremendous. Any miscalculation there would upset the already heavily creaking financial system of Pakistan badly. That's why they hurriedly 'house arrested' Hafiz Saeed for close to a year, however duplicitous it was. That's why, China is so adamant, even at the cost to its reputation, in backing Masood Azhar to the hilt because they want, during the tactical period that LeT establishes itself as a political entity and then unleashes jihadi terrorism, at least one potent jihadi terror tanzeem targetting India especially in J&K because of CPEC implications. CPEC is so important for China and personally for XI and his BRI initiative on which hinges his dream to take on the US starting c. 2035 and successfully establishing the Middle Kingdom by c. 2050. Masood Azhar is a small but important cog in this wheel of New Great Game.

So, J&K is no longer between India and Pakistan alone. It is now trilateral, more so as Pakistan gets incorporated into China, and that is why our military chiefs are increasingly speaking about two-front war.

Delhi Police on Wednesday suspended Assistant Sub-Inspector Bhagwan Singh who was held along with six people after the NIA seized demonetised currency worth Rs 36 crore from them in an alleged case of terror funding.
Delhi residents Pradeep Chauhan, Bhagwan Singh and Vinod Shreedhar Shetty, Deepak Toprani of Mumbai, Ejajul Hassan of Amroha, Jaswinder Singh Yousuf Sofi (Anantnag). The agency has also seized four cars —BMW X3, Creta SX, Ford EcoSport Titanium and BMW X1.
It is sad that out of Nine Accused Five are Hindus - Sikhs, which is a cause of deep concern. All it shows is that Hindus and Sikhs will help the Enemy for the "Proverbial Pieces of Silver. One can understand the "Disenchantment" of the Four - without in any way justifying it - but the Five are prepared to "Kill their Own" for Pieces of Silver. It is the Sad Story of India's Enslavement, first by the Muslims and then by the British. When will we ever Learn? :twisted:

Peregrineji, you forgot to highlight the bank official who was going to convert all of these demonetized notes to 2000 Rs notes or launder them for the terrorists. I think the terrorists and their hawala buddies have a lot of worthless cash that they would like to launder still. I am sure there are many more of these who are hurting from demonetization. If you listened to the non-stop whining about demonetization from the jokers in various bengaluru "think tanks" and in the Indian media, a lot of powerful people have lost a lot of black money and lost access to the black-market hawala economy. Glad to see the NIA is keeping tags on all these people.

this lowlife is making up "three conditions of Hari Singh" -- there is no such thing in the instrument of accession. The entire state of J&K was acceded to India. Period. Pakis need to be removed from PoK -- that is the only "kashmir problem" as far as India is concerned.

The tribal Invasion in Kashmir

In the fall of 1947, the people of Jammu and Kashmir witnessed many tragic events. The tribal invasion was one of the most tragic. It was an earth shattering event. This single event turned the course of history in the Indian sub-continent. It was a deep wound which is still bleeding. It becomes fresh and painful when some an intellectual in Kashmir tries to deny or distort this event. I have read a couple of such articles in Srinagar’s newspapers in the past couple of weeks. There could be two reasons for the denial or distortion of these events: one, lack of knowledge of these historical events; and two, intellectual dishonesty. It is the responsibility of Kashmiri intellectuals and writers to transfer the correct narratives of our history for posterity and to keep the record of our history straight. I very often write about this issue in my columns, and whenever I do so I feel like blood is dripping from my pen. I feel like I am hearing the cries of those innocent women who were robed, raped, kidnapped, and killed by the raiders. I pause and mourn for them. I feel deeply sorry. These events not only effected our past, but they also effected our present and future. These events gave birth to the Kashmir issue, a constant threat for peace in the Indian sub-continent. Therefore, it is very important to clarify the confusions around these events. The first confusion is that the tribals invaded Kashmir of their own accord to help their Muslim brothers and sisters against the oppressive regime of Maharaja Hari Sing. The second confusion is that the tribes were not involved in loot, rape, and destruction of the properties. The third confusion is that the tribes had no connection with the Pakistan military or rulers of that time. The fourth confusion is that there were no tribesmen at all, but that these fighters were actually from Poonch and Jammu who were Mujahidin, local tribes, and former military personnel from the British army. There are many books and documents on these four confusions. We also have testimonials of several people who were part of these events. But due to the limitations of this newspaper article, I will quote only those who played a fundamental role in those events; those who were an important part of the government of Pakistan and Military at that time. Among those who planned, lead, and financed the tribal invasion the most prominent was Sardar Shoukut Hayat Khan. Sardar was one of the closest confidants of Muhammad Ali Jinnah and a top leader of the Muslim League, a powerful ruling party at that time. Sardar spoke several times in the public as well as in the press about the tribal invasion of 1947.His detailed interview on this subject was published in Daily Jang, London, in April 1995. In his famous book, The Nation that Lost its Soul, Shoukut Hayat Khan has written in detail about the tribal raid in Kashmir. On page 278 of this book, he wrote that he was appointed Supervisor of the Kashmir operation. He requested Brigadier Akbar Khan and Brigadier Sher Khan to provide him with their services. Both officers belonged to 6/13 Frontier Force at that time. They also requested the services of Colonel Dara, Kayani, and Khanzada along with guns from Lahore fort. On page 218 he wrote that Minister of Treasury, Ghulam Muhammad, had named Khurshid Anwar for the command of this operation. Khurshid was a reserve officer in the Railway battalion and former National Guard of Muslim League. His only qualification was that he was the first cousin of Minister Ghulam Muhammad. Shoukut Hayat Khan opposed his nomination, but he was appointed because Minister Ghulam Muhammad and Prime Minister Lyaqut Ali Khan insisted on it. Three hundred thousand rupees were given to them from the treasury by Ghulam Muhammad for this operation. They gathered the tribesmen in Sawat and fixed a date on which to attack Kashmir. Shoukut Hayat Khan stayed at the border of Muzaffarabad, Kashmir. He was not allowed to go further because he was a minister of the Pakistan government and did not want to be seen in Kashmir, because this war had to be presented as a peoples’ rebellion against Maharaja Kashmir. Sardar writes that the tribal men refused to listen to Khurshid Anwar when they arrived in Baramullah. They asked Khurshid to distribute the three hundred thousand rupees. Khurshid refused to hand them the money because that amount had been given for the whole operation. At that point the tribesmen got angry and started looting and plundering. They took jewelry from the local women, looted bazaars and houses, and even kidnapped and raped several women. This book written by a government minister and close associate of Mr. Jinnah clearly states that the tribes did not raid Kashmir on their own initiative. They were brought into Kashmir, the Pakistan government and Military led and financed this operation, and tribes were involved in pillaging. If this proof is not enough, then I would like to draw your attention towards Major Hamayun Ameen’s book, The War of Lost Opportunities. This book is considered a reliable source in the military circles of Pakistan. In this book, Major Ameen writes that Mr. Jinnah deputed the responsibility of Kashmir to Prime Minister Lyaqat Ali Khan. Lyaqut Ali gave this task to IftiKhar-ud-Din, who in turn consulted Sardar Shoukut Hayat and Brigadier Akbar Khan. A meeting was held on this issue in Lahore which was presided over by Prime Minister Lyaqut Ali Khan. In this meeting, decisions were made about the impending Kashmir operation. Major Amen writes that there were three fundamental parties in the Kashmir operation: Muslim league leaders like Sardar Shoukut Hyat, Iftikhar- ud-Din, and Khurshid Anwer; the tribal men; and Brigadier Akbar Khan. The Brigadier was in charge of the weapons and equipment department at the General Military Headquarters, Rawalpindi. He was asked to arm the tribal raiders. He was asked to use all the means at his disposal without letting the British officer, who was commander of the Army at that time, know. Major Ameen writes that the tribal men were brought from the North West Frontier Province in Government trucks to Abbottabad to launch a raid in Kashmir under the command of Khurshid Anwer. Some of the facts of Major Ameen’s book are reinforced in Brigadier Akbar’s book, Raiders in Kashmir. But the most reliable source on this count is Air Marshal Asghar Khan. Mr. Asghar Khan wrote in his book that he personally participated in the Kashmir invasion. He also wrote that his brother, Major Aslam Khan, was leading the Pakistan Military and tribesmen in Muzafferabad sector. These sources from the Pakistan military and government circles clearly accept the fact that the tribes were brought to fight under the command of Pakistan military. Some of the tribesmen were also handed over to the former military men in Pooch to fight against the Dogra army there. They did not go to Kashmir to help their brothers and sisters who were in need. They were hired to fight, and their main motives were money and war booty. Apart from this unchallengeable evidence, we also have testimonials of the people who have been part of these events. The Azad Kashmiri leaders who participated and, in some cases, led these events publicly admitted to the tribal invasion and looting in Kashmir. Among them the founder President of Azad Kashmir Sardar Ibrahim Khan and Justice Yusuf Saraf are prominent. Some tribesmen who participated in this operation are still alive in Waziristan. They admit to having been brought by Pakistan military officers in military trucks to fight in Kashmir.
So now we know the names of the principle actors in and behind the "tribal' attack, rape and pillage.

The LeT's entry into politics had been in the works for some time and was awaiting a nod from the ISI for convenient timing. It seems to be happening now. So, J&K is no longer between India and Pakistan alone. It is now trilateral, more so as Pakistan gets incorporated into China, and that is why our military chiefs are increasingly speaking about two-front war.
This is why sometimes, I think there is a merit in Chola's suggestion to fight a limited war with china now than later at a much higher cost and stakes

Terrorist group Jaish-e-Mohammed (JeM), once virtually wiped out from Kashmir, is back in action and has consolidated its base giving security forces cause for serious concern.

“The JeM has captured the area of Lashkar-e-Taiba. The LeT is on the wane now. {This supports my hypothesis as to why China is so solidly behind the JeM Chief in UNSC} In a change of tactic, they have taken a lot of locals into the ranks as they have terrain knowledge,” a senior Army officer said.


The JeM is full of foreign terrorists who infiltrated from across the Line of Control (LoC). To consolidate their base, they started going after suspected sources. In the past 15 to 20 days alone, six or seven people who were perceived as informants were targeted. “They are trying to stop the flow of information to security forces,” the officer said. {The jihadi terrorists in J&K have taken a massive hit this year} In fact, a poster was put up in Tral recently, the southern-most part of North Kashmir, asking people not to participate in the Army’s sadbhavana [goodwill] activities as they believe it is a way of recruiting sources by security forces.

There are an estimated 50 JeM terrorists in the hinterland, over 30 in South Kashmir and 20 in North Kashmir. Tral, which is just 40 minutes from Srinagar or 15-20 km away, has now become the headquarters of the JeM. Within that, Hajjin is of particular concern with its proximity to Srinagar and the confined location.

Increasing recruitment

“Hajjin has become a problem. It is very densely populated and they [JeM] have started taking advantage of it. The last two operations have not been successful. It has to be dealt in detail,” the officer said.

In recent times, the top leadership has been eliminated in quick operations but the numbers are still a concern. Recruitment is on the rise especially in Pulwama and Shopian. The average recruitment for the whole of Kashmir has gone up to 10 per month this year compared to seven or eight last year. Elaborating the measures to counter this, the officer said the primary way was to increase engagement with the public by events and tours under sadbhavana . “The apple season is over, schools are closed and winter has set in. This is the time for recruitment. Our engagement has to be increased to ensure the youth do not go to the other side,” the officer said.

Many people in Pakistan had assumed that Musharraf would disarm the Islamists and restore a semblance of law and order in the big cities. Here, too, the regime has made little progress, because it underestimated Islamist penetration of the Army. In Lahore last December, I was told about a disturbing incident. The Indians had informed their Pakistani counterparts that one of the peaks in Kargil-Drass was still occupied by Pakistani soldiers, contrary to the ceasefire agreement. A senior officer went to investigate and ordered the captain in charge of the peak to return to the Pakistani side of the Line of Control. The captain accused his senior officer and the military High Command of betraying the Islamist cause, and shot the officer dead. The Islamist officer was finally disarmed, tried by a secret court-martial and executed.

If, as is widely agreed, between 25 and 30 per cent of the Army are Islamists, its reluctance to act against the jihadis is understandable: it is nervous of provoking a civil war. Musharraf has a serious problem – and it’s not just his problem. The fundamentalists’ boast that in ten years’ time they will control the Army and hence Pakistan conjures a deadly image: an Islamist finger on the nuclear trigger. This is what has concentrated minds in Washington, Delhi and Beijing, but so far with little to show for it.

A senior officer went to investigate and ordered the captain in charge of the peak to return to the Pakistani side of the Line of Control.
So why didnt this happen in the end? Did the Indians not ask again or was the Islamist story used as a excuse to stop more dealings on it?

Brave heart laid life to protect the nation. I hope we have a war memorial for them in the capital and every state. Atleast the next generation will grow up visiting them and reading stories of their supreme sacrifices on line of duty. I believe they deserve medals and family safety net so that their families never suffers because of their sacrifices.

When Prime Minister Narendra Modi gave the outgoing vice-president Hamid Ansari, what was perceived mostly as a left-handed compliment, perhaps he knew what he was doing. He told Ansari that he was now free to pursue his own ‘fundamental thought process’. Ansari did exactly that and he chose to attend the conference of Popular Front of India (PFI), a radical Islamist organisation.

However, the common strands that connect the ‘fundamental thought process’ of the former vice-president and the fundamentalist organisation may be more than sharing of dais in public.

The reason why Ansari was invited to the PFI conference may go beyond the fact that he was former vice-president. He had served as Indian ambassador to Iran from 1990 to 1992. Now it has become widely known through the book Mission R & AW, written by a former high official of RAW, R K Yadav, how non-cooperative and even detrimental Ansari was to Indian intelligence operations in Iran. According to Yadav, Ansari was non-cooperative and unmoved when a RAW agent working in Tehran was abducted by Iranian intelligence. It took the efforts of Atal Behari Vajpayee, then leader of the opposition, to nudge prime minister Narasimha Rao into forcing Iran to release the abducted Indian official. However, this jeopardised Indian operations in Iran. Yadav explains:

Most of the operations of R&AW received setback after this incident since its operatives became insecure due to inaction of Ansari. R&AW operatives had penetrated inside the Qom religious centre to monitor the activities of some Kashmiri elements whose activities were detrimental to the security situation in Jammu and Kashmir but this incident made them to abort further infiltration inside that centre at that juncture.

According to Yadav, Ansari also told Muhammad Umar, an Indian security official posted in Tehran to remain silent, when the latter was approached by Iranian intelligence to cooperate with them. On his refusal to cooperate, he was abducted and tortured. Ansari strangely remained silent and asked Umar not to make it an issue.

The years Ansari was posted in Iran was a very crucial period for international jihadi apparatus. It was the time when the global network of jihadi organisations, which we see today, were getting forged. Tehran was an important player in the unfolding scenario. So the setback R&AW suffered during those two crucial years provided a great boost to jihad in Jammu and Kashmir.

In this connection, it is pertinent to observe how Iran has been, despite being a Shia state, an important instigator of jihadi movement in India which are largely Sunni-fundamentalist. The history is decades long and it starts with Kashmir.

Organisationally, it was Jammat-e-Islami (JeI) that was founded with the aim of establishing a pan-Islamic state sans national boundaries. After Partition JeI had to deal with the reality of India and Pakistan as two separate nation states with a grave conflict in Kashmir. While a transnational JeI established ‘JeI-J&K’ on the Indian side of Jammu and Kashmir, they set up ‘JeI-Azad Kashmir’ on the side of Pakistan-occupied Kashmir. Dr Mumtaz Ahmad, professor of political science at Hampton University in his paper on Islamic fundamentalism in South Asia observes:

During the first three decades of its existence, the Kashmir Jamaat operated mainly as a religious revivalist movement and did not actively participate in state politics. ...It was only after the Iranian revolution in 1979 that the Jamaat-i-Islami Kashmir came into the forefront of the political struggle for ‘the liberation of Kashmir’ and for ‘Islamic revolution’. In August 1980, the leader of the student wing of the Jamaat in Kashmir politically called upon Kashmiri youth to work for an Iranian-type Islamic revolution in Kashmir in order to achieve ‘independence’ from India. This call was issued a few days before a proposed international conference to discuss the relevance of the Iranian revolutionary experience for the Kashmiri Muslims. The Indian government reacted swiftly and banned the conference. Foreign guests including an Iranian official delegation, were sent back from Srinagar airport.

Here, perhaps, we see for the first time the tendency of Iran to join hands with radical Sunni movement to fight against a kafir nation. But there was a long way to go. Inspired and supported by Iran, Sudanese leader Hasan Al Turabi (1932-2016) had launched Popular Arab and Islamic Congress (PAIC). It provided a global platform for all the jihadists to meet, discuss and form coordinated strategies. By December 1990, Iran was ready to overlook the Sunni-Shia difference and support the mostly Sunni dominated international jihadi efforts, which were taking shape in Sudan.

The year 1991 saw many important events that would shape the transnational jihad for decades to come. In April that year, Turabi organised a conference for leaders with a pan-Islamic vision. Yosef Bodansky in his study of Osama bin Laden elaborates how Sudan-Iran coordination started taking place:

The conference in Khartoum also established the first real Sunni Islamist revolutionary international, called the Popular International Organization (PIO). Turabi stressed in his address that the PIO’s objective “is to work out a global action plan in order to challenge and defy the tyrannical West, because Allah can no longer remain in our world, in the face of the absolute materialistic power.” The PIO established in Khartoum, a permanent council comprising fifty members, each of whom represented one of the fifty countries where Islamic liberation struggles were taking place. Tehran was duly impressed with the zeal and commitment displayed during the Islamic Arab Peoples’ Conference and offered Turabi professional help to expedite the spread of the Islamist revolution. Most important was the Iranian assistance in establishing a headquarters for the PIO. Toward this end, Colonel Al-Fatih Urwah of Sudanese intelligence travelled to Tehran within days after the conference.

African historians Robert Oakley Collins and Millard Burr document the presence of Indian Islamists in Khartoum conference:

The militant mujahideen from the Jama’at al-Islami of Pakistan and India, the Hizb-i Islami and Jamiat-i Islami of Afghanistan, and the Hizb-ul-Mujahideen of Kashmir soon joined PAIC. ...Eighteen Kashmiri Islamists would receive six months of “highly specialised terrorist training” in Sudan that was personally supervised by “Sudanese leaders Turabi and Mustafa Osman[Ismail].

Soon Turabi visited Pakistan and was ready to hand over the trainees resulting in Hizb-ul Mujahideen of Kashmir having 300 Sudan-trained jihadists in their ranks. The same year Maj Gen Mohsin Reza'i of the Islamic Revolutionary Guard Corps (IRGC), a branch of Iran's Armed Forces, provided a detailed blueprint for transnational Islamist cooperation in India's Kashmir region:

If there is unity among Iran, Pakistan and Afghanistan, this will strengthen Muslim solidarity and enable the peoples of Soviet Central Asia and Kashmir to join in. China would also welcome such a development, but I am not sure about the Indian view, although there are a lot of people in India (ie 150 million Muslims) who share a similar heritage with us.
According to one report, "following the organisational principles recommended by Tehran and Khartoum, the (Kashmir) movement has transformed into Kashmiri Jammat-i-Islami, under Abdul-Majid Dar, with a quasi-legal character emphasising educational and social activism, with the Hizb-ul-Mujahideen as the clandestine terrorist arm.”


It was in 1993 that Markaz Daw-ul-Irshad (MDI) was brought into Kashmir. MDI was originally founded in Pakistan and had fought along with other jihadist groups in Afghanistan. It was an anti-democratic Sunni group. Yet it was in Tehran, with the support of ISI, A G Lone of J&K People's Conference and Tajmiul Islam of Al Barq were brought together with the officials of MDI. With their acceptance of MDI, Lashkar-e-Taiba (LeT) as the armed branch of MDI started its operations in Jammu and Kashmir. By 1994, there were about 300 veteran jihadists from Afghan Jihad in the J&K field. In November 1995, former Pakistan prime minister Benazir Bhutto visited Iran. According to Bodansky, the agreement between Bhutto and Tehran "stipulated an increase in VEVAK (Iranian intelligence) involvement in and support for the jihad in Kashmir, greatly assisting the ISI”.

Thus the setback, Yadav says, Ansari caused to R&AW operations in Tehran, provided Iran-ISI axis an advantage to strengthen jihad in Kashmir.

Before going into the issue of PFI and the possible Iranian connection, it is essential to understand the role of Iran in Indian jihad. Essentially it is threefold.

1. It helps to ensure the security of the lives of sizable Shia minorities in Pakistan – largely an Islamist state with Sunni allegiance. Though the common enemy of the West may infuse inspiration of the jihadist cadre, with Pakistan’s proximity to the United States, Iran needs a more specific common enemy of Islam which is inevitably provided by the ‘infidel’ India. By providing base and logistic support to ISI operation in India, Iran develops close relations on theo-political grounds with Pakistan, which ensures that the Shias in Pakistan are largely free of severe persecution as against the Ahmadiyas.

2. In nuclear technology transfer, India has consistently refused assistance to Iran. Even while Iran was providing base for Kashmir jihad by ISI on its own soil, it approached India at the same time, in early 1990s, for the acquisition of a heavy water research reactor. The negotiations failed not only because of the US opposition but also because of “India's own doubts about selling the reactor to a country that was also cooperating with Pakistan in the atomic field”. Iran was simultaneously obtaining assistance and cooperation from Pakistan's notorious A Q Khan, a support that had a smooth run from 1987 to 1999.

It was the anti-Shia actions of Taliban in Afghanistan that would end the decade-long nuclear honeymoon between Pakistan and Iran. Now with Taliban, the source of sourness between Iran and Pakistan gone, there is every possibility that an Iran-Pakistan axis may develop again. In 2005, when India voted against Iran's nuclear programme in the International Atomic Energy Agency, Ansari did not hesitate to criticise India's stand. He said that the government of India had acted on 'its own judgement' (an euphemism for prejudice) and the stand was not borne out by facts.

A section of India’s foreign policy experts do believe that Iran is more concerned about the Shia-Sunni divide and hence will not be antagonistic to India, which has a vast population of Shia Muslims. India's veteran foreign analyst K Subrahmanyan reflects this thought process when he considers Iranian nuclear ambitions as being directed "more to counter a two-front encirclement of Shias by Sunni Pakistan and Sunni Saudi Arabia”.

However, such a thinking underestimates the power of the lure of an Islamic revolution getting established in an infidel secular state even if the eventual dominance is that of the Sunnis. That alone can explain why during Pokhran-II, Iran criticised India while it welcomed Pakistan’s nuclear tests. Iranian foreign minister Kamal Kharrazi became the first foreign dignitary to visit Islamabad after the 1998 nuclear explosions and made the statement that Muslims now felt “confident because a fellow Islamic nation possesses the knowhow to build nuclear weapons”. At the same time, Iran's UN Envoy Ali Khorram condemned India’s tests in Geneva saying that they "disrupted the strategic balance in the subcontinent”.

It is in this connection that one should see PFI also coordinates and supports anti-nuclear activists in India. Dr S Udhayakumar, a radical Luddite and anti-nuclear activist, was a star speaker at the recent conference organised by Social Democratic Party of India (SDPI), the political wing of PFI.

3. Iran aims to evolve as a counter to Saudi Arabia – into a more ecumenical fundamentalist pan-Islamic state with a Shia-Sunni cooperation with a common minimum Islamist programme. Towards this end, it wants to build a strong cadre-based mass movement across India which has a sizable non-radicalised Shia population and pockets of radicalised Sunni population. Already a base for such a vision has been provided by the Sunni fundamentalist transnational JeI. As early as 1985, Iran showed eagerness to embrace the JeI ideology, ignoring the Shia-Sunni differences.


Ayatollah Ibrahim Amini, vice chairman of the Council of Experts of Iran, expressed the happiness of his government "with the efforts being made in Pakistan to establish an Islamic system”. He was referring to the Islamic radicalisation drive in Pakistan by JeI (Pakistan), under the patronage of general Zia-ul-Huq. Both Iran and ISI want to make use of this network: former for the establishment of a caliphate alternative to Saudi, and the latter for the destabilisation of India. While JeI itself has the aim of the creation of an Islamic caliphate of its own version.

It is with respect to the third factor that PFI (Popular Front of India) becomes important. It combines both the vision, support, institutional strategies that Iran has obtained through the decades with the vast network that JeI-Hind in India has created.

The choice of the name is important. From PAIC and PIO, which were part of the grand jihad movement of pre-9/11, to even older Popular Front for the Liberation of Palestine (PFLP), PFI remarkably combines the versatile elements in all these movements. PFLP is a Marxist organisation, outwardly secular. It was formed in 1967 by Dr George Habash. What Harold M Cuibert said in his authoritative work on PFLP is very relevant to the present context:

The PFLP does not confine its organizational activity to the Middle East. ... It seeks to accomplish this task by concluding international alliances with left-wing and other movements and organizations and by directing the efforts of its constituents residing abroad. The PFLP sees itself as a living organism whose goal is to reverse the establishment of the state of Israel and to acquire for the Palestinians the rights which it feels they have always deserved. Each of the PFLP’s components is essential to its existence and each is given equal importance.

A year later, Ahmed Jibril split the organisation and created a more radical PFLP-General Command (PFLP-GC). Soon the Marxist leftist elements and Islamist radicals would blend together. In 1969, there was another split. The Popular Democratic Front for the Liberation of Palestine was formed by Naif Hawatmeh. All these organisations indulged in terrorism, upheld radical Islamism and also fundamentalist Islam. They at the same time used secular leftist-Marxist narrative to position them.

"There is an abundance of connections between Marxist groups and Islamist sphere,” points out Indian Muslim scholar Dr M H Syed in his two-volume sympathetic treatment of Islamism. He gives the example of PFLP-GC, which is outwardly Marxist having close collaborative ties with explicitly Islamist Hizbollah. “Without doubt the Shiites have provided the best bridge between the two Third World movements.” he says and credits the impact of 'Islamic revolution in Iran' for bringing together 'third world' Marxism and Arab Islamism.

The Islamist-Marxist correspondence is however inbuilt in the Islamist theology itself. It can be seen clearly in the writings of JeI founder – Syed Abul A'la Maududi (1903-1979). He was the one who dreamt of a world Islamic revolution. Jason Burke, the South Asian correspondent for The Guardian, brings out the similarity between Marxism and Maududian Islamism.

Maududi found useful material in Islamic history to dress what are basically Leninist tactics in more locally acceptable clothes. ... Maududi also used, for the first time the term jahillyya in a modern context. Previously it had been used to describe the state of anarchy, barbarism and lawlessness that the pre-Islamic tribes of Arabia had lived in. Now Maududi used it to describe ‘modern society’. This proximity in conception of radical left-wing thought is key, showing roots of both ideologies in attempts to address genuine social, economic, cultural and political problems.

One can note that already in India the Nehruvian and Marxist historians have created a similar narrative. Anti-Hindu campaigns of Aurangazeb to Moplah carnage to Mumbai bombing to ethnic cleansing of Hindus in Kashmir by jihadists were all given economic and secular reasons by the Marxist-Nehruvian historians. In most of these incidents of inhuman anti-Hindu violence, Muslims were shown as representing progressive and liberating forces and Hindus were shown as feudal, socially stagnant, bourgeois and oppressors.

With such a fertile ground for pro-Islamist narrative already in place in India, Islamists perfected both the left-Islamist affinity and the experiences of post-1970 global pan-Islamic movement in their current operations in India. They simultaneously have built a strong radical left-Islamist narrative for the democratic set-up. They are also building a cadre movement that can only be defined as Islamo-fascist, which has contacts across borders. While technically they are an Indian movement they are a continued legacy of Turabi, Zia and Khomeini. Their organisational outreach is the product of other ‘popular’ movements of pan-Islamic organism. They synergistically bring together their work in democratic realm to destroy the very same democracy and usher in a theo-totalitarian regime.

An instance of how this is done is shown in the aftermath of 2008 Mumbai carnage.

Soon after 26/11 Mumbai attacks, Iranian daily Kayhan, the mouthpiece of Iranian government alleged that it was an Indo-Zionist conspiracy against Pakistan while Iranian President Ahmadinejad also implied that the attacks had nothing to do with Pakistan. In India, a similar stand was taken and a propaganda blitzkrieg was done by radical leftists and PFI.

In March 2010, The Milli Gazette, which prides itself as 'Indian Muslims’ leading English newspaper published a long conspiracy theory by Amaresh Misra which alleged that ‘Mumbai attack was a joint IB-CIA-Mossad-RSS project'. In the article, Misra warned that as IB is obstructing the work of ‘secular Indians’ like Digvijay Singh and that "all its communal officers will be hunted down and tried in a court of just law”. Interestingly, the man got his book on 1857 released by none other than Ansari, then vice-president of India.

Incidentally, PFI on similar lines questioned the hanging of Ajmal Kasab. Criticising "the unusual hastiness shown by the ruling machinery in hanging Kasab”, the editorial of PFI daily Thejas claimed that "Kasab had no role in the Mumbai terror attack and after being handed over to the Indian intelligence agencies in Nepal, he was put into the case”.

There are also seemingly secular human right organisations, which actually lobby for the PFI who are caught in terror-related cases. NCHRO – National Confederation of Human Rights Organisations (NCHRO) – provides a case study on how Islamists use human rights organisations. While the president and vice-president are radical left non-Muslims, the executive council has as its members well known PFI high officials like Ahmed Shareef, the PFI's founder member, K H Nasar the executive editor of PFI Malayalam daily Thejas and was the vice-president of PFI state committee and so on. This ‘human rights organisation’ has a nationwide presence. In 2007, NCHRO in association with Amnesty International India, convened a national seminar on fake ‘encounter killings’ and now one decade later the participants in its seminar include Prof Nivedita Menon and Umar Khalid of Jawaharlal Nehru University.

In 2013, Kerala police raided a training centre run by the PFI at Narath, Kerala. The police discovered bombs, human effigy for target practice and material for bomb making. They also seized 21 mobile phones kept in a two-wheeler and also more importantly an Iranian entry card in the name of Sadik to Kish Island free zone and foreign currency. Soon NCHRO launched a campaign to free the arrested in Narath case. While the press reports simply stated that NCHRO was a human rights organisation, the real nature of the secular-sounding group was never brought out by the mainstream media.

However, 2013 was not the first time the Iranian connection has surfaced in Kerala.

On 2 May 2003, eight Hindu fishermen, unarmed and enjoying an evening breeze at the Marad beach of Kozhikode district in Kerala were massacred. Thomas P Joseph Commission appointed by the Kerala government tabled its report in 2006. The report while pointing out foreign links of jihadist organisations in Kerala said that "Iran and the ISI of Pakistan were the money sponsoring agencies of the NDF”. NDF or the National Development Front was the precursor to PFI.

Thus the Iranian connection in the PFI, which surfaces from time to time and the invitation of Ansari, who too is an ‘old Iran hand’ with pro-Iranian leanings and who occupied one of the top-most constitutional positions in India, to PFI conference may not be a coincidence at all. Far from that it may be an indicator as to the coming of age of Islamist politics in India which uses terror and democratic means strategically in a tactful mix to wage jihad in India.

When Ansari participated in the PFI conference, that sends a signal that PFI and its affiliates are soon going to expand into the Shia population as well, which has so far largely remained non-radicalised. This will have greater ramifications for India in terms of its relations with Iran. Further, with professional inputs from such veterans like Ansari, who know the system so well, PFI will be now better equipped to use Indian state and democracy to subvert the same.

Maybe, but even if they didn't they could have facilitated the 'non-state' kidnappers. At the very least, their silence (while they could easily puncture Pakis claim/case) can only be construed as hostile.

Pakistan indicates it could take Kashmir issue to ICJ

ISLAMABAD: Pakistan today indicated that it could take the issue of Kashmir to the International Court of Justice following the footsteps of India which took the matter of death row prisoner Kulbhushan Jadhav to the world court.

Foreign Office spokesman Mohammad Faisal was asked at the weekly media briefing whether Pakistan would take Kashmir issue to the ICJ.

Instead of saying a direct yes or no, he indicated that the issue was being considered by the legal experts.

"Regarding taking the matter of Jammu & Kashmir to ICJ, it is a complex legal problem. The Attorney General is working on the matter and may update in due course," he said in response to a question. God help Terroristan. If ICJ accepts J & K Issue - Since Possession is nine-tenths of the law - India would take the Opportunity of talking the Indus Water Treaty also to the ICJ!

Faisal said Pakistan was doing its utmost to highlight the issue of Kashmir to the international community.

He said Pakistan had offered a meeting between Jadhav and his wife on purely humanitarian grounds and Indian request to allow his mother to meet her son was being considered.

"India has requested that the mother may be allowed to accompany the wife. The Indian request is under consideration," the spokesman said.

Faisal also criticised Indian policy of selective issuance of medical visa to Pakistanis as "regrettable".

"This is not a gesture of compassion but cold blooded politicking under which individuals are picked at will for political mileage," he said. It is a Nation's Prerogative to Issue a Visa and a Visa is not a Guarantee of Entry to the Visa issuing Nation. A Visa is an acceptance that the Required Documents for the Issuance are Genuine and Accepted. It is for the Immigration Authorities of the Host Country to decide if the "Person with the Visa" is acceptable to enter the Host Country OR NOT!

Faisal also said US Secretary of Defence James Mattis was expected in the next few weeks and the diplomatic channels were working on mutually convenient dates for this visit.

He also said Pakistan repeatedly highlighted that Tahreek-e-Taliban Pakistan, Jamatul Ahrar, Daesh (ISIS) and other terrorist groups were having sanctuaries in Afghanistan and are involved in terrorist attacks inside Pakistan.

He said Taliban chief Mullah Fazal Ullah, the mastermind and perpetrator of the Peshawar Army public school, is hiding in Afghanistan and also alleged that India's intelligence agency RAW was using Afghan soil against Pakistan.

He also said Pakistan was deeply concerned over the conviction of six members of Jamaat-i-Islami in Bagladesh.

A three-judge panel of Bangladesh's International Crimes Tribunal (ICT-BD) yesterday handed down the capital punishment to the six members of the Jamaat-e-Islami, including a former lawmaker, for committing crimes against humanity and siding with the Pakistani troops during the 1971 Independence war.

Why don't we just kill Hafiz Saeed in Pakistan at his own sty? Lashkar is almost dead in Kashmir, there are 100 some left in Pakistan.

Known for its war-time exposure in Afghanistan, the Harkat-ul-Mujahideen (HuM), considered “dead on the Kashmir front” since its split in 1999, “is being revived to start operations” in the Valley. {That ties in with PA's project of 'mainstreaming' the LeT under intense pressure}

A note generated by intelligence agencies on the basis of communication intercepts suggests that HuM commander Masood Shaheen alias Masood Talibani has started operating from Pakistan-occupied Kashmir’s (PoK) Palandari area. “Talibani is commanding the (armed) groups and trying to push them into this side of Kashmir,” reads the note.

‘Remain alert’

Multiple intelligence agencies on November 11 warned the Border Security Force (BSF) and the Army manning the forward posts in north Kashmir, especially the Line of Control passing through Kupwara and Uri, “to remain alert and stop the battle-hardened group from entering the Kashmir Valley.”

Militants spotted

“There is movement of a [HuM] team of 10 to 12 militants opposite the Macchil sector in Kupwara,” the intelligence groups warned. They said the HuM is in touch with the largest indigenous militant outfit Hizbul Mujahideeen and that its first field commander Hassan Askari “has already set up its base in the Valley.”

Kashmir is turning into a hot property for hotel chains - Anemeha Chaturvedi, Economic Times
Violence is not alien to the Kashmir Valley, but the threat of disruptions hasn’t deterred hotel chains from setting up new properties in the scenic hills that have earned the moniker of the Switzerland of India.

Local hotel owners, too, are partnering with bigger brands for management contracts. The Taj and the Lalit have traditionally had hotels in Kashmir, and others are now following their lead.

ITC launched its Fortune Resort, Heevan, in Srinagar in August this year, and its WelcomHotel Pine N Peak in Pahalgam will open to guests this month. Another hotel, ITC Nedous, in Srinagar will be launched by 2020.

Mid-market chain Lemon Tree will launch its maiden hotel in Srinagar by March next year, and is in talks for more properties in Gulmarg.


"We have signed a Lemon Tree hotel in Srinagar. It needs some work with the branding and we will flag it by early March. We are in talks for a property in Gulmarg. Economically and politically, the issue has been about people's certainty and commitment to make investments there. But, thankfully, in the main cities safety is not an issue and there is more confidence now," said Rattan Keswani, deputy MD, Lemon Tree Hotels.

Carlson Rezidor, which runs Radisson, Radisson Blu and Country Inn and Suites, said it will launch its Radisson hotel in Srinagar this month.

"It will be our first Radisson in Kashmir. Next year, we will look at Radissons and Country Inns and Suites in Pahalgam, Gulmarg, and Sonmarg. Every Indian wants to experience a piece of Kashmir and they need good, branded accommodation. As things improve, we should make international brands available so that both domestic and international tourism prosper," said Raj Rana, CEO, South Asia, at Carlson Rezidor. It signed a portfolio agreement with the Mushtaq Group of Hotels to open seven properties, offering 817 rooms in Jammu and Kashmir.

Marriott has also inked agreements for its Four Points by Sheraton and Meridian brands in Kashmir, according to industry insiders. Marriott didn't respond to an e-mail query.

Romesh Koul, CEO of consulting firm Naaz Hotel Consultants, said his company had been involved with at least five operator searches for Srinagar.

"Existing projects are doing well and the majority of the traffic is domestic. Despite its perception as a stressed tourist market, occupancies and room rates for existing properties have been impressive and you may not find such a performance even in the NCR market for some chains" said Koul.

Ahad Hotels and Resorts tied up with ITC for its Fortune Resort, Heevan hotel and WelcomHotel Pine N Peak property in Pahalgam.

Ahad's MD Asif Iqbal Burza said he hoped the tie-ups will lead to economic integration and more opportunities for the local people.

"High-end infrastructure was the need of the hour. We are investing in the valley but we needed to tie up with companies that could also bring in their expertise. There were very few high-end hotels here. The presence of known names in hospitality will make it easier for people to come here," said Burza, who is also working on setting up projects in other parts of the Valley.

How Power Lines Could Help Lead to Peace in India’s Kashmir
In Prime Minister Narendra Modi’s push to supply electricity to every Indian household, connecting homes in the state of Jammu & Kashmir might be the toughest.

Along India’s violence-prone northern border, engineers and construction workers are hauling tons of high-tension wires and steel frames on pack mules across barren deserts and mountain ravines to electrify one of the country’s most inhospitable states. Still, the effort, budgeted to cost 48 billion rupees ($740 million), may turn out to be Modi’s most rewarding.

In some villages, winter outages persist for 20 hours a day even as temperatures dip to minus 35 degrees Celsius (minus 31 degrees Fahrenheit). Modi is counting on 24x7 power to both warm homes and hearts in the Muslim-majority state, where as many as 70,000 terrorists, security forces and civilians have died in independence-fueled clashes in the past three decades. Construction of key infrastructure in the Kashmir Valley may be helping.

“People understand the value of this project since very few large development projects are happening in the valley,” said Pratik Agarwal, chief executive officer of Sterlite Power Transmission Ltd., which is building the state’s first private transmission line. “We have been getting incredible support as power is something people can relate to -- it’s something that everyone wants.”

When the first equipment reached a spot about 40 kilometers (25 miles) from Srinagar, one of the state’s two capital cities, in May 2016, locals protested what they thought was the makings of an army camp. As an electrical substation emerged, opposition gave way. Now, two neighboring villages are squabbling over rights to get their name on it.

The enthusiasm reflects an eagerness for electricity in a state lacking a fifth of the peak energy it needs. It also points to infrastructure as a potential avenue for Modi’s Bharatiya Janata Party to garner greater support from Muslim Kashmiris, some of whom have violently opposed the controlling force of New Delhi, 825 kilometers south of Srinagar.

Electricity shortages have long been a bane in the Kashmir Valley, and providing reliable, affordable, constant power could go some way in quelling unrest, according to Noor Ahmad Baba, dean of the school of social sciences at the Central University of Kashmir.

Baba traces a connection between lack of electricity and militancy, drawing from his observations as a youth in the late 1980s, when insurgency escalated in Kashmir.

“Poor electricity supplies not only deprive Kashmiris of education, employment and medical facilities, but also very basic things like entertainment and communication,” he said over the phone from Srinagar. “This leads to a lot of discontent.”

While the state’s capitals, Srinagar and Jammu, have electricity most of the day, towns and villages like Haft Chinar, on the outskirts of Srinagar, don’t. “We barely get power now -- three-to-four hours a day at best,” said Tanveer Hussain, 40, who helps guard a newly built substation that he sees improving lives. “This has helped a lot of us. We got jobs and hope to get power, too, so my children can study and have a better life.”
Linking the remote Himalayan region to the national power grid symbolizes a commitment to strengthen ties with the country’s farthest state, said Baba at the Central University of Kashmir.

“The central government’s push to increase power supplies is an important indicator that it’s serious about bringing the state back into the national mainstream,” he said.

We can never fix the terrorism in Kashmir by being defensive. When the time is ripe and suitable we need to go on offensive like we did last year and eliminated over 200 terrorists in the state. We need to do the like wise across the border. If a JeM gathering of 1000 pigs were true then that was the time to blast their a$$es off in one go. We can plug the holes across LoC some times and some times we won't be and until the thousands continue to operate across the border eliminating few hundreds across all the groups would be making job only tougher. So far we haven't made any political or strategic headway in drying out these org in Pakistan or get them engaged among themselves so all in all we solely rely our defenses and grids to neutralize them as they arrive and they will. Its an unnecessary drain on ourselves.
