Integrity of FBR top brass questioned

ISLAMABAD: Prime Minister Shahid Khaqan Abbasi has taken notice of rampant ‘corruption’ and appointment of officers with ‘embarrassingly compromised reputations’ at key positions in the Federal Board of Revenue, initiating a process that may eventually cleanse the tainted organisation.

In a strongly-worded letter, the Prime Minister’s Office also directed FBR Chairman Tariq Pasha to submit a detailed report about the ‘integrity’ of all FBR members, officers heading field formations and strategic units of the FBR.

The prime minister has given November 28 as the deadline to the FBR chairman to submit a report about his all top officers, including those who faced inquiries in the past but still serving on lucrative posts.

Former FBR Chairman Tariq Bajwa had initiated a cleansing exercise but after his transfer in November 2015 things became worse.

The chairman is the final authority in the appointment of members of the FBR and heads of all field formations. After assuming office in July this year, Pasha has brought his own team at the headquarters and in the field formations.

The decision to take notice of unethical practices in the tax machinery and official patronage available to corrupt officers suggests that PM Abbasi is in the mood of fulfilling his promise to broaden the tax base –and the first step towards that is to cleanse the organisation of corrupt people.

After becoming the country’s chief executive, Abbasi had announced broadening the tax base as his first priority. Since then, he has held numerous meetings of the FBR, including the one with the Tax Reforms Implementation Committee.

“It has been brought to the knowledge of the PM that no action is being taken against a number of officers in whose cases formal inquiries on equally serious charges have been completed since long,” according to a letter written by Fawad Hasan Fawad, secretary to the PM.

“Fawad has taken a strong position against growing malpractices in the FBR and during a November 2 meeting suggested to set up a board to decide the fate of tainted officers,” said the sources privy to the meeting.

In the same meeting, Special Assistant to PM Dr Miftah Ismail had claimed that 99% audit cases in the FBR are settled through questionable means, they added.

The PM’s letter has particularly sought details about three grade-20 officers — Basharat Ahmad Qureshi, Sharif Ahmad Awan and Mrs Shahar Bano Walajahi, according to the official letter.

“The PM has been further informed that certain officers of the FBR with embarrassingly compromised reputations and general conduct are leading some of the most important establishments of the FBR,” according to the letter.

Neither FBR’s spokesman Dr Mohammad Iqbal nor the FBR chairman responded to the request to give comments on the PM Office’s letter.

Qureshi’s case was of classical nature that highlights protection available to corrupt officers. An inquiry had established that the officer gave illegal tax benefit to the Pak-Arab Fertiliser Limited and the Fatima Fertiliser Limited, according to the FBR report.

But the matter remains pending. In January 2015, he was posted as Commissioner RTO-III Karachi.

The FBR had proven that Sharif Awan ‘held assets beyond means’ but in February he was posted as Commissioner Appeals in RTO Karachi. The FBR had also proven the charge that Shahar Bano Walajahi gave undue favour of Rs429.8 million to a taxpayer by deleting a demand that she herself generated after going through the record.

The premier has asked for the details of all cases of officials, officer of BPS-16 and above belonging to the Pakistan Customs Services, Inland Revenue Services and other cadres of the FBR against whom formal disciplinary proceedings were initiated by the FBR from June 2013 onwards on the charges of corruption, issuance of bogus refunds, criminal connivance with tax evaders, misuse of authority and negligence resulting loss of revenue.

The prime minister also directed to share the findings of the enquiry and the final outcome in each case and the current postings of those officers.

A recent report of the World Bank claimed that Pakistan suffers a loss of Rs3.2 trillion annually due to weak administration and non-compliant taxpayers.

However, the most worrying aspect for the FBR is that the prime minister has also sought report about past performance and general reputation for integrity of all functional members of the FBR, officers heading field formations and officers who are heading strategic units of the FBR.

He has particularly asked about directorate general of the Post Clearance Audit, Customs, directorate general of Transit Trade, Directorate General of both the Intelligence and Investigation of Inland Revenue and Customs wings.

The PM Office’s letter also highlighted that there were cases where charges of ‘corruption and misconduct’ were proven. But either those officers were reinstated after dismissal from service or given only minor penalties.

“To make it worse, these officers have been assigned lucrative posts,” according to the letter.

The PM’s Office has sought details about Abdul Hamid Anjum who is in grade-19. The details have also been sought about three grade-18 officers — Sajid Hussain Arain, Abdul Hamid Abro and Jawahar Ali Shah, and Anser Majeed who is an audit officer.

NSA Janjua Cautions :roll: India Not To Create Two Front Situation .
Adviser to the Prime Minister on National Security Lieutenant General (r) Nasser Khan Janjua on Friday cautioned India against creating a ‘two-front situation’ for Pakistan, saying that implementing such a policy will disrupt the regional peace.He said this while speaking to the visiting Special Representative of Republic of Germany for Afghanistan and Pakistan Markus Potzel. The special representative was also accompanied by German Ambassador Martin Kobler. This German Amb has expressed his "admiration" for things Paki :mrgreen:
During the visit, the two sides discussed issues pertaining to the security situation of the region and that of Afghanistan. The German envoy sought Janjua’s opinion on matters pertaining to regional security, especially regarding Pakistan and India relations. ( Must have got a "doseful" of Paki propaganda on the side !)
On the occasion, Janjua said that, “It is extremely important for both the neighbouring countries to engage each other and find peaceful solutions to all disputes.” Both the countries could take complete charge of their future by putting an end to all disputes, he added. Not sure which country he is referring to India or Afghanistan (which no longer is the "strategic backyard" of Pakistan :mrgreen: )
He also said that regional peace and security was being put under immense stress by emerging conflicts in the region, adding that these conflicts were creating a ‘two-front’ situation for Pakistan. Explaining the two-front theory, Janjua said that India wanted to put Pakistan under pressure from both the eastern and western frontiers. Is Iran also being included in the "equation" :roll:
Moreover, Janjua said that, “India is creating a two-front situation which will not prove beneficial for the region.” It is necessary that world powers play their due role to ensure peace and stability in the region, he added. Call for US to use its "influence" with India .
He stressed that instead of trying to find ways to win the war in Afghanistan through military intervention, all shareholders should make efforts to bring an end to the conflict by political means.“In order to save the people of Afghanistan from further destruction, warring sides should immediately find a political solution to the conflict. Otherwise, the 16-year long war, that has brought countless miseries for Afghans, will continue to increase the sufferings of the people,” he concluded. The present tension between Pakistan and Afghanistan is due to Pakistan trying to fence the Durand Line, which the Afghan Pushtuns and the Afghan Govt do not consider a border !

UNITED NATIONS: The United Nations General Assembly (UNGA) has unanimously passed a Pakistan-sponsored resolution, reaffirming the universal realisation of the right to self-determination for people.
The resolution, co-sponsored by 75 countries adopted in the third committee session, says that the right to self-determination to the people is a fundamental condition for effective guarantee and observance of human rights.
Pakistan’s UN representative Ambassador Maleeha Lodhi told reporters that the adoption of the resolution reaffirms the inviolability of the right to self-determination for all peoples without exception, including Jammu Kashmir. and the Balochi people :D

‘Fragile’ Pakistan Says It Can Weather the Financial Storm
Pakistan’s Prime Minister and central bank say the nation can weather the strain of its widening external deficits and shrinking foreign-exchange reserves.Those stresses have fueled speculation Pakistan may need support, with Karachi-based Dawn newspaper in July running a story headlined “Are we heading towards the next IMF program?” while the Economist Intelligence Unit released a report on Nov. 2 titled “Will Pakistan go to the IMF again?”
The World Bank estimated in October that $17 billion of external financing -- or 5 percent to 6 percent of gross domestic product -- is needed in the current financial year through June for Pakistan to bridge its debt payments and current account deficit. Rising imports on the back of China’s “Belt and Road” infrastructure push have helped fuel the imbalance as the current account deficit more than doubled to $14.4 billion in the year through September. The recently announced visit of Abbasi and Bajwa to Saudi Arabia can be seen in this context of "financial trouble" . Despite the strains, authorities have dismissed suggestions the country will request financial support from the International Monetary Fund or China. The Chinis are not in the "bail-out" business . They have their own thing going with the CPEC . Any loan default will automatically mean losing Paki Zameen. If they do not want to "eat humble pie" the Pakis should not rule out IMF, which will extract its own heavy price in terms of the bitter medicine of tax increases, privitization of Paki public assets, devaluation of currency , taxing agriculture income etc etc
“We don’t see the reason for seeking any support at this stage -- based on our own analysis we feel the economy will be able to cater to the needs of foreign exchange and external side requirements,” State Bank of Pakistan Deputy Governor Jameel Ahmad said in an interview in Karachi last week. “I can’t say for the future what will happen, but currently we don’t see any need for that.”Ahmad pointed to rising exports in the quarter through September as a sign things had “bottomed out.” Where action is lacking due to lack of funds, technical / organizational skills,and other factors, buzz works like "bottomed out" will hopefully do the trick :mrgreen:

Yet with national elections scheduled for August next year, such a move may be untenable. A bailout so soon after the last $6.6 billion IMF loan program, completed in September 2016 and taken soon after the current government was elected in 2013 to stave off a balance-of-payments crisis, is politically unpalatable and unlikely before the 2018 vote, according to Gareth Leather, senior Asia economist at Capital Economics Ltd. in London. The fauj, which is mainly responsible for "hogging all the monies" on one pretext or the other, is letting the civilian leadership take the heat on this matter !
“The IMF is very unpopular and the government still has a few options,” Leather said. “It could continue to run down its foreign-exchange reserves, it could allow the currency to weaken, or it could seek money from elsewhere, most likely China.” The Chinese, if they do give the money , ( which they have !) will extract a heavy price in return !
Last week, Pakistan was named by S&P Global Ratings as one of the “fragile five” countries, along with Turkey, Argentina, Egypt, and Qatar, :eek: that are seen as most vulnerable to a normalization in global monetary conditions.Foreign-exchange reserves have fallen 15 percent to $19.8 billion this year, while external debt and liabilities have risen 31 percent in two years to 8.7 trillion rupees ($83 billion) in June, according to central bank data. The government is seeking as much as $2 billion from an international debt sale this year, according to people familiar with the matter. “The government’s financing needs are growing aggressively,”’ said Stephen Bailey-Smith, an investment strategist at Denmark-based Global Evolution Fonds A/S. Those needs “are unlikely to slow prior to next year’s elections.”

Reortedly, Prime Minister (PM) Shahid Khaqan Abbasi, Chief of the Army Staff (COAS) General Qamar Javed Bajwa and Inter-Services Intelligence (ISI) Director General (DG) will be visiting Saudi Arabia in coming week.
Too many "flying visits" to Saudia . IMO, it is time for the "begging bowl" !
PM Abbasi is likely to hold a one-on-one meeting with fresh Saudi leader, 32-year-old Mohammed bin Salman. A plea for funds will indeed be made !
Reportedly, the army chief and ISI DG would accompany the premier in meeting with the fresh leader. Sources have reported that all arrangments for the high-level visit have been finalised and that both the civil and military leadership have been briefed about the visit. Pakis should keep their fingers crossed . Maybe, Raheel can "whisper" a few good words into the ears of Mohamed Bin Salman (MBS) :D
PM Abbasi had made his maiden foreign tour as the Prime Minister of Pakistan in August and that too to Saudi Arabia.Foreign minister Khawaja Asif and finance minister Ishaq Dar accompanied the premier in the visit. Diplomatic Language Cannot Hide The Fact That Pakistan Is Literally Begging India For Talks . India Will Probably Ignore This :D

Pakistan awaits Indian response on dialogue on Kashmir, other disputed territories: FO
Pakistan has offered to resume dialogue to India on Kashmir, Siachen, Sir Creek and other pending issues and is awaiting a response, Foreign Office (FO) Spokesperson Dr Mohammad Faisal ( "new kid" on the block. Hope PhD is not from Axact University :roll: ) stated in his weekly briefing on Thursday.The FO said that it was also awaiting India's reply on Pakistan's offer to allow Indian spy Kulbhushan Jadhav a meeting with his wife. However, the FO spokesman also expressed concern over recent cruise missile tests conducted by India, complaining that Pakistan should have been informed prior to the tests. He also termed them a potential threat to peace in the region.
Regarding the recently held Universal Periodic Review (UPR) of the human rights situation in Pakistan held in Geneva, the FO said that the report was viewed positively by the members ( such as Pakistan, China, Angola and Saudi Arabia !) and observers of the Human Rights Council.
"Many states complimented Pakistan for the gains made in this important area despite its preoccupation with countering terrorism and its negative fall-out including in the further advancement in implementation of human rights agenda," the FO said.Nonetheless, the spokesman complained, a newspaper ( PEMRA to "visit" that "unpatriotic" newspaper :mrgreen: ) had chosen to present the review in a "selective" and "partisan" manner.
Rejecting Afghanistan's allegations of terrorist safe havens in Pakistan, Faisal said 43 per cent of Afghanistan's territory has become a safe haven for terrorists. The citing of "43%" is simply "Sialkoti statistics" masquerading as some sort of a study :mrgreen:

Pakistan would have to exhibit “pristine behaviour” for a long time for normalisation of ties with the NSG, given its track record on nuclear proliferation, a former top US diplomat has said. Nicholas Burns was responding to a question during a two- day conference here as to why a civil nuclear deal should not be given to Pakistan. “Pakistan is going to have to exhibit pristine behaviour for a long time before the members of the Nuclear Suppliers Group (NSG) are ever going to try to normalise relations and nuclear trade with Pakistan,” Burns told a Washington audience yesterday.

“I don’t know how long, long is. I would say a decade or more, before the rest of the international community is going to have trust in Pakistan given what the state did. Assuming that the Pakistani state sponsored the AQ Khan network, which I believe the Pakistani state did, most people do,” he said during the conference by South Asia Center of the Atlantic Council, a top American think-tank.

Burns, who is considered to be one of the architects of the India-US civilian nuclear deal during the previous Bush administration, was responding to questions from a Pakistani scholar as to why her country was facing nuclear apartheid and India has been merged into mainstream. (Full marks to the Paki for trying to act as if pakistan did noting wrong and should be treated as equal to India no matter whether it deserves it or not)

“When (then) secretary (of state) Condi Rice went to New Delhi in March 2005, she initiated it with prime minister (Manmohan Singh) saying the whole process, that led three years later to the passage of two American laws, would make an exception for India and allow the business of civil nuclear power plant construction for the supply of nuclear fuel that had been prohibited or under American sanctions that was the crux of the matter. “We had observed that India had been a responsible owner, steward of its nuclear material. It had not proliferated on the black market and not sold it to other countries. That was the critical standard. We could not have gone…Secretary Rice and myself to the Congress Senate House and convinced them to hold two big difficult votes to take the sanctions off India if we could not point to the reality that he had been responsible,” he said.

He said that in 2005, despite the fact that the US was at a very close working relationship with then president Pervez Musharraf, it couldn’t make that argument about Pakistan. “We were living with the consequences very negative for nuclear stability of the AQ Khan network,” Burns said.

It is almost 13 years, Pakistan has worked a lot on the nuclear safety and security issues. These assurances has been given by the State Department as well and lots of reports have been published regarding the safety and security mechanisms, the Pakistani scholar from George Washington University said. (What precisely has pakistan voluntarily done? All the security had to be implemented once the Pakistani/ISI/AQ Khan network was exposed and also because they wanted US financial and military aid)

So still it is a life sentence or should Pakistan be given an opportunity to smooth its image, or behave like a more responsible nuclear weapons state, the student asked. (Nice - pakis do pakistaniyat and expect the world to help it smooth its image - Lahori Logic at play)

Burns said it was the right decision by the Bush administration to leave Pakistan out of the civil nuclear deal. “The US took a very firm position in the George W Bush administration that we wanted to be strategic partners with India that we felt that India had been a responsible steward of its nuclear material, it had and still is.

“We embarked on a three-year negotiation that I led for the US to try to bring India into the non-proliferation system, make it part of the system put India’s reactions under international observation and supervision and so that there will be transparency but allow the peaceful transfer of civil nuclear technology and the construction of nuclear power plants in India itself,” Burns said.

“I’m convinced it was the right decision. And frankly with all due respect I’m convinced it was the right decision to leave Pakistan out because Pakistan of course has been a proliferator unlike India of its nuclear material in a very destructive way through the AQ Khan network more than a decade ago,” he added.

According to a statement by the NSA office, the two sides discussed the regional security situation and the prevailing situation in Afghanistan.

Janjua said that Pakistan wants peace in Afghanistan but the same is under stress due to involvement of India which wants to create a "two front situation" for Pakistan.

"India is self-seeking a two front situation which does not auger well for the region. All major powers of the world need to play their role in keeping the region stable and balanced," he said {The Pakistani NSA is saying in other words three things: we are getting pulverized by relentless and heavy attack by the Indian Army along the border; we want peace talks badly and India is unwilling; you should intervene with India on our behalf}.

He meant to say that Pakistan was being stretched to fight militants on the western front with Afghanistan and face Indian army on the eastern border with India.

The NSA also said that for "regional peace and stability, it is imperative for both the countries to engage with each and resolve their disputes".

He said Pakistan and India should resolve their disputes for the sake of better future.

Janjua also said Pakistan wanted peace in Afghanistan and urged for political settlement of the Afghan issue.

"To end miseries of Afghanistan and its people, warring sides should seek a political solution to the conflict as the perpetual war of last 16 years has given us nothing but human miseries and sufferings," Janjua added.

London transport authority apologises to Pak. over ads - Vidya Ram, The Hindu
Activists say they will continue with efforts to maintain their #FreeBalochistan campaign on London transport, after details of a letter from the Transport for London (TFL) to the Pakistan High Commission emerged, in which the transport authority apologised over the controversy.

Earlier this week, the TFL said it would remove the #FreeBalochistan adverts, promoted by the World Balochistan Organisation, from buses in London on the grounds that it did not meet with their advertising policy. In the November 14 letter to the Pakistan High Commission in London, made public by the WBO, the TFL cited their policy on not carrying adverts on matters of “public controversy and sensitivity”. Previously, the TFL had ordered the removal of Free Balochistan adverts on the side of black cabs. They also ordered the removal of billboards as part of the same campaign that were on the TFL’s estate.

Taxis that had carried the adverts had been issued with “unfit” notices, and would only be able to carry passengers again once the taxis were inspected by the TFL testing centres, the letter promises. The TFL also apologised for the failure that resulted in the adverts not being brought to their attention before they were put up, as well as the delay in replying to two letters sent from the Deputy High Commissioner for Pakistan in London, following which action was taken.

Legal action

Bhawal Mengal, the WBO’s spokesperson, condemned the TFL’s approach, pointing to the fact that the WBO had suggested amended versions of the campaign, which had also been turned down. Further amended versions have been submitted to the TFL, he told The Hindu . Should the amended versions not be accepted, the group would mull legal action, as they believed the grounds on which the TFL had suspended the campaign were weak.

He also highlighted the 10 to 12 billboards that remain dotted around the capital for the next few weeks. Alongside the #Free Balochistan slogan, others displayed during the campaign said “Save the Baloch” and “Stop Enforced Disappearances.”


Mr. Mengal said the campaign’s ambition was not to force anyone to “take our word for the situation” but to prompt an awareness raising campaign. “We are saying to people simply look into the issue Balochistan.”

Last month, Pakistan’s Foreign Affairs Ministry said Foreign Secretary Tehmina Janjua had summoned the British High Commissioner Thomas Drew to convey their “serious concern” that the adverts on the cabs represented a direct attack on Pakistan’s “territorial integrity and sovereignty”.
So, Pakistani population in Londonistan has considerable sway!

Prior to the PM house spokesperson's clarification, a highly credible source told Geo News that rumours of Ishaq Dar’s resignation had been circulating for long.The source further added that while there are options available to Dar there is no resignation at this stage.Earlier, Geo News had reported that Dar had taken the decision to resign as Finance Minister. The situation is "still fluid" as they say ! When it will gel is anybody's guess !
Information Minister Marriyum Aurangzeb in a media talk today said that reports of Dar's resignation are baseless and he would announce the news if and when he plans to resign."Demanding resignation from Dar is the prerogative of the prime minister," she added. So, in spite of him being cornered, Dar still has some cards up his sleeve :D
A corruption reference pertaining to Dar's owning assets disproportionate to his known sources of income was filed by NAB in light of the Supreme Court's July 28 judgment in the Panama Papers case.The accountability court hearing the corruption case against Dar — who is in London to receive medical treatment for his heart condition — issued non-bailable warrants after the minister failed to appear in court for the fourth time on November 14.The court also issued a notice to Dar’s guarantor for failing to ensure the presence of the minister and adjourned the hearing until November 21.The anti-graft body has also announced that it would reinvestigate Dar in the Hudaibiya Paper Mills case.

India has sought an additional visa for Kulbhushan Jadhav's mother and a permission for her to meet the convicted spy after Pakistan offered to allow his wife a meeting on humanitarian grounds, a Foreign Office (FO) source told DawnNews on Saturday.
The FO only confirmed that it had received India's response to the offer and was looking into it.In its response, India has expressed reluctance in sending Jadhav's wife alone to Pakistan and insisted that his mother's application is also processed, the source said. Fully understand the GOI's concerns in this matter . Sending an "unaccompanied women" to Pakiland always carries it own risk . And then the GOI has to worry about her security and the "runaround" that she may be subjected to !
India maintains that Jadhav's mother has a right to meet her son.
Pakistan had on Wednesday informed India that it would be willing to allow a meeting between the self-confessed spy and his wife "on humanitarian grounds".The meeting would take place on Pakistani soil, the Foreign Office spokesman had told reporters. It has become something like the Kerry-Lugar-Berman Bill which also ended up in removing LeT from it after protests by Pakistan.

The question is why should the US be so sensitive to Pakistan's demands on LeT when that organization has been responsible for the deaths of many Americans?

BTW, the Pakistanis will never relinquish Haqqanis either. They are needed within Afghanistan to carry out attacks ordered by the ISI especially against Indian assets & interests. It is a tactical game they are playing. The PA/ISI protected the haqqanis for almost a decade pushing back heavy pressure from the US to act against them in North Waziristan (NWA). Kayani, at the height of US pressure, referred to Jalaluddin Haqqani as a 'strategic asset'. Gen. Petraeus described the Haqqani network as the 'veritable sword arm of the PA'. Finally, the PA/ISI relocated them to Kurram before launching military ops in NWA. Such is the bonding.

A study was conducted and ranked Pakistan on 5th when it came to people being intimidated, silenced, banned and murdered for writing things on various social media websites. The study — Freedom on the Net — is a Freedom House project which consists of analysis, fact-based advocacy, and on-the-ground capacity building.The limelight of the analysis is the annual Freedom on the Net report. It includes a ranked, country-by-country assessment of online freedom, an in depth global overview of the latest developments./quote]]Due to a bad review by the annual report for the sixth consecutive year, the government has banned the report in Pakistan.
There’s no doubt that Pakistan government is displeased because, in their opinion, it is an agenda and a clear attempt to malign the country. However, when you look at the incidents that have taken place in the past year, one might not completely agree with the narrative set by Pakistan’s information ministry and PTA, which initiated the request to block the online portal of the independent study. In spite of the claims of "robust media of Pakistan" , censorship is very much alive in Pakiland. Wait , till the Chinese Internet System "comes to town" within a few years, then there is going to be a "big dent" in the freedom of the media !
Information Minister, Marriyum Aurangzeb, made some remarks about it and claimed: Saying that there are internet shutdowns, a problematic cybercrime law, and cyber attacks against government critics which contribute deterioration, and indeed that political speech online is vulnerable to restriction as Pakistan enters an election year in 2018, is a shameless campaign against Pakistan, which believes in all kinds of freedom. :roll: Is there a "guiding hand of the Deep State" behind this vitriolic statement !
While talking, she confirmed that ‘in accordance with Pakistan’s cybercrime law, PTA has blocked the link [to the new study’s portal].‘
Not long ago, a court recently sentenced an internet user to death for committing blasphemy on Facebook. Moreover, a student in Khyber Pakhtunkhwa Province was killed on campus by a mob that accused him of posting blasphemous content online.Furthermore, several people have been arrested for selling drugs online, harassing women and blackmailing them. ( Imran Khan excepted !)
However, one must also consider that Pakistan has its unique issues as far as internet is concerned. There is a lack of maturity when it comes to internet usage and strong examples need to be set to prevent misuse of the service. Regardless of that, the government needs to ensure transparency and needs to bring some changes that solve the issues with the current laws and regulations.

Governments of the United States and Pakistan have announced science and technology cooperative research grants which will be awarded to 14 joint teams of U.S. and Pakistani researchers.These grants are a part of the U.S-Pakistan Science and Technology Cooperation Program, co-funded by the Department of State and the United States Agency for International Development (USAID), and implemented by the U.S. National Academy of Sciences in coordination with the Higher Education Commission of Pakistan.
This is the seventh round of science and technology research grants between the two countries made through the program. The joint research resulting from these grants will strengthen scientific and technical cooperation between the two countries, which will support economic development in Pakistan in the fields of health, water, agriculture, and energy sectors. Some "buzz words" to justify the "outsourcing" of the social sector activities like education, health, water etc etc to foreign countries, due to lack of funds. And the main reason for "lack of funds" is the gobbling up of the major expenditures by the all powerful fauj on one pretext or the other :twisted:
This jointly funded program is designed to increase cooperation between Pakistani scientists and institutions and their American counterparts. Massa identifies the "bright and talented" of Pakiland. The "bright and talented" are "invited" to US for further studies. The "bright and talented" have an "Islamic bent of mind" . The "bright and talented" feel alienated in Massaland and want to return to Pakiland ASAP to "apply" the knowledge gained . The "bright and talented" who return back to Pakistan, begin "bad mouthing" the Amreeki culture and become more Islamicized in the process. The "bright and talented" who want to stay back, legally or illegally feel more alienated , do not integrate into mainstream society , and become a "blank page" , ready to be radicalized by the local imam in the Fri-din khutba . In either scenario, Massa gains "negative goodwill" :mrgreen:

Imports continue to surge, deficit widens to $12.1b in Jul-Oct

ISLAMABAD: Pakistan’s trade deficit widened to $12.1 billion in first four months of the current fiscal year, which is nearly half of the annual target set by the government and is the result of unstoppable growth in imports that were almost triple the value of exports.

The value of imported goods exceeded the value of exports by $12.13 billion in the July-October period of FY18,
reported the Pakistan Bureau of Statistics (PBS) on Monday.

The trade deficit in the first four months was $2.9 billion or 31.24% higher than the same period of previous year. This deficit came on a higher base as Pakistan had closed the last fiscal year at a record $32.4-billion deficit.

The trade gap in the first four months was equal to 48% of the annual target of $25.7 billion, indicating that this year again the current account deficit would remain far higher than official projections.

Exports in July-October increased one-tenth to $7.1 billion but were only equal to 30% of the annual target of $23.1 billion. In absolute terms, export receipts went up $644 million. The value of imports stood at $19.1 billon, which was 22.6% or $3.53 billion higher than the import bill in the first four months of last fiscal year. Imports reached 39% of the annual target.

However, the worrisome aspect was that export receipts were 276% less than the import bill.

Last month, the government introduced heavy regulatory duties on scores of goods in order to curb imports. Lately, it was revealed that the duties were primarily aimed at enhancing revenues rather than cutting the import bill. Total impact of these regulatory duties is estimated at below $400 million, which is insignificant when compared with $53 billion worth of imports in the last fiscal year.

For the new fiscal year 2017-18, the government has set the export target at $23.1 billion, which requires 13.2% growth over last year’s exports of $20.5 billion. It aims to restrict imports to $48.8 billion, which seems impossible, given the trend recorded in the first four months.

The first four-month results have made the $8.9-billion current account deficit target irrelevant. The World Bank and the Asian Development Bank have projected roughly $14 billion to $14.5 billion in current account deficit.

A higher-than-projected current account deficit will have a direct bearing on the central bank’s foreign currency reserves, which are again on a sliding path, standing at only $13.8 billion.

Independent economists say Pakistan will require about $20 billion to $25 billion in the current fiscal year to meet its external financing needs, although the finance ministry puts the figure at $18 billion including debt repayments.

October data

The growth in exports on an annualised basis slowed down for the third consecutive month, standing at 7.9% in October over the same month of last year. PBS data showed that exports grew to $1.9 billion in October.

In absolute terms, export receipts increased only $138 million. Imports grew at a pace of 23.6% and the country paid $4.93 billion worth of import bill in October. Imports were $941 million more than October 2016. Consequently, the trade deficit widened 35.9% or $3.1 billion in October over the same month of previous year. In absolute terms, the deficit widened $802 million.

Sharif, family may soon be barred from leaving Pak

ISLAMABAD: Ousted Pakistan premier Nawaz Sharif and four of his family members can soon be barred from leaving Pakistan in connection with the Panama Papers case as the country's anti-graft watchdog has initiated a process to place their names on the Exit Control List, a media report said on Saturday.

Sharif and some of his family members are facing charges relating to their ownership of properties in London. He resigned as prime minister in July after the country's Supreme Court disqualified him over undeclared income.

Three cases were registered by the National Accountability Bureau (NAB) on September 8 against Sharif, his children and son-in-law in the Accountability Court Islamabad, following the July verdict by the Supreme Court.

'Dawn' reported that the NAB Lahore office on Friday initiated the process to place the names of Sharif, his sons Hussain and Hassan, daughter Maryam and son-in-law Mohammad Safdar on Exit Control List (ECL).

According to the NAB Islamabad spokesman, the members of the family may face travel restriction if listed on the ECL. An accountability court had earlier declared Hussain and Hassan proclaimed offenders for skipping court proceedings in connection with the case.

On Thursday, the NAB had requested the ministry of interior to put finance minister Ishaq Dar's name on the ECL after an accountability court issued non-bailable arrest warrants for him. Dar, like Sharif's sons, has continuously been absent from court proceedings in a case against him for owning assets beyond known sources of income.

A senior official told the paper on condition of anonymity that the NAB Lahore had written to its Islamabad headquarters requesting that Hussain and Hassan's names be placed on the ECL.

The NAB spokesman in Islamabad confirmed the other three names - Sharif, Maryam and Safdar - that had been recommended by the anti-graft watchdog Lahore to be placed on the ECL.

As officials of the Foreign Office, the Law Ministry, the Interior Ministry and the military met in the office of Attorney-General Ashtar Ausaf last month, they had two proposals on their hands. One was to allow consular access for Kulbhushan Jadhav, the Indian national sentenced to death on spying charges, and the other was to grant permission to Jadhav’s wife for a meeting with him.

After much deliberation, it was decided that as a goodwill gesture, Jadhav’s wife will be allowed to meet him. The diplomatic note in this regard was sent to the Indian High Commission on November 10.

The proposal to allow consular access was hotly debated, a participant at the meeting told The Hindu , requesting anonymity. “It was argued that if consular access is allowed, it will destroy India’s case at the International Court of Justice (ICJ), which is based on the premise that Pakistan was not granting consular access,” he said. “But a military representative opposed it by saying that the matter is of national security and granting consular access to the Indian government will not be a wise decision.”

The ICJ ordered in May not to carry out Jadhav’s execution, pending a final decision.

Jadhav was arrested by Pakistani authorities in March last year. His video-taped confessional statement was released by the military in which Jadhav stated that he was working for the Indian intelligence agency Research and Analysis Wing. He was subsequently tried for espionage and conspiracy against Pakistan in a military court and sentenced to death. India dismisses the charges and insists that Jadhav was a retired Navy officer.

Allah Nazar, chief of the Balochistan Liberation Front (BLF), was accused of working with Jadhav. Nazar is reportedly hiding in Afghanistan. His family was briefly detained on the Afghan frontier last month while attempting to cross the border. The BLF has claimed several attacks on security forces and civilians. In the latest, 15 people were killed in an attack in Turbat on November 15. Pakistan has also asked Iran to investigate how Jadhav operated out of its territories for a few years.

As Pakistan prepares its case for the ICJ, scheduled to begin in January, the execution of Jadhav seems unlikely in the near future. “Even if Army Chief General [Qamar Javed] Bajwa rejects Jadhav’s mercy petition, he can appeal in High Court. After that, he can also file a mercy plea with the President,” a member of Pakistan’s legal team at the ICJ said. Pakistan will submit its “counter-memorial” to the ICJ by mid-December. The Pakistani side is relying on its argument that the case is a matter of national security and should not be seen as a bilateral diplomatic issue.

Weak point

The Pakistani side fears that the trial of Jadhav by the military court remains one of the weak points in its case. Pakistan claims that Jadhav was a serving naval officer in contradiction to India’s stand that he had retired much earlier. “If India manages to prove in the ICJ that Jadhav was not a serving naval officer, then our case becomes weak. We will have to grant consular access to him,” an official associated with preparing the ‘counter-memorial’ said.

In Pakistan, Jadhav has also become a political issue. Opposition parties have accused the government of being soft on the case.
The government dismisses such criticism. Foreign Minister Khawaja Asif made a sensational claim in September during his visit to the U.S. that Afghanistan offered Pakistan to exchange Jadhav with the mastermind of the 2014 Army Public School attack in Peshawar in which 144 people, mostly children, were killed. However, he said Pakistan refused the offer.

Pakistan Defence's Twitter account suspended for posting morphed photo of Indian girl - ToI
Twitter on Saturday suspended the official account of Pakistan Defence, a forum dedicated to the country's military affairs, for tweeting a morphed photo of an Indian girl to promote its anti-India rhetoric.

Earlier in the day, Pakistan Defence's verified Twitter handle @defencepk had posted an image of a young woman standing in front of Delhi's Jama Masjid with a placard reading: "I am an Indian but I hate India, because India is a colonial entity that has occupied nations such as Nagas, Kahmiris, Manipuris, Hyderabad, Junagarh, Sikkim, Mizoram, Goa."

However, eagle-eyed Indian netizens who noticed the post cried foul and pointed out that it was a doctored version of a photo shared by Delhi University student Kawalpreet Kaur. In the original image, the placard held by Kaur bears the message: "I am a citizen of India and I stand with secular values of our constitution."

Pakistan Defence had deleted the tweet some time later, but after receiving numerous complaints about the morphed photo, Twitter suspended the account, and it is still offline as of today.

Pakistan Defence, which has no links to the country's government, claims to be the "one stop resource for Pakistan defence, strategic affairs, security issues, world defence and military affairs."

Indians favor tough stance with Pakistan

While Indians have consistently given Pakistan negative ratings in Pew Research Center surveys, the extent of their disapproval has intensified in 2017. More than six-in-ten (64%) in India have a very unfavorable view of Pakistan today, up from 55% last year. Disdain for Pakistan cuts across party lines.

BJP and Congress party supporters express similar levels of negativity for India’s longtime foreign rival (70% vs. 63% very unfavorable). However, those living in southern India, far from the India-Pakistan border, are decidedly less negative about Pakistan. Only 36% of those living in the south express a very unfavorable opinion of Pakistan, compared with 68% in the east, 69% in the north and 77% in the west. And in southern India 30% have a favorable view of Pakistan, versus just 6% in the north and east and 3% in the west.

When it comes to dealing with the disputed border regions of Jammu and Kashmir, the Indian public favors an aggressive stance. A 63% majority believes the government should be using more military force. Few say India should use less force or even the same amount as it is using now.

Capital IGP office takes aim at police officers’ waistlines
Station house officers (SHOs) have been threatened with disciplinary action if they do not lose weight
SHOs at various stations in the capital are overweight and their waists measure over 40 inches.
The circular also asked for senior superintendents of police and moharrars (station clerks) to be replaced with officials who are university graduates.
It said that a lack of fitness had direct bearings on the police’s service delivery, and compromises efficiency and responsiveness.
The circular has given SHOs a month to lose weight and reduce their waist measurements to 38 inches.
In addition, computer literate women should also be posted at the front desk when required.

Heroin worth millions being smuggled to India seized at Wagah Station

Police foiled on Sunday an attempt to smuggle heroin worth millions of rupees to India by seizing the contraband at the Wagah Railway Station. This mode of facilitating India-Terroristan trade is turning out to be facilitating the Heroin and similar Drugs Trade. There should be no India-Terroristan Trade by Trains and Trucks nor buy Buses. Seal the Indian - Terroristan Border thereby PUTTING AN END to the Terroristan Based Drugs Trade.

The heroin was found in a cargo train heading to India from Lahore. Two-and-a-half kilogrammes of the contraband was concealed inside furniture.

The amount of heroin seized is estimated to be worth millions of rupees in the international market.

The authorities are further investigating the matter.

Last month, Customs officials foiled a smuggling bid by arresting a Nigerian passenger in Karachi. According to the Customs spokesperson, 600 grammes of brown heroin powder were recovered from a Nigerian passenger, Kelechi Franca Earnest, who had a Nigerian passport and was travelling to Nigeria on Turkish Airlines flight TK-709.
