The strange pardon of Headley
One more anniversary of the horrendous Mumbai attack passes us by. One more ritual of pointing out what’s wrong with our security apparatus; yet another repeat of castigating Pakistan for protecting Hafiz Saeed. But no one, it seems, is willing to ask why a trial, perhaps one of the most significant trials in a terror case, was allowed to collapse. Why was David Headley, accused number 2, converted to a pampered approver and prosecution witness number 1 with such scandalous alacrity?
On December 10, 2015, Headley, appearing for the first time on a video screen from an undisclosed location alongside his lawyers, expressed his desire to become an approver. It took the Special Public Prosecutor (SPP) Ujjwal Nikam a mere 30 minutes to confer with the investigating officer (IO) and turn in a “No Objection” certificate to the grant of pardon. Apparently, the SPP did not feel compelled to seek instructions from the government to discuss the grave consequences of pardoning the man who had conducted reconnaissance of the sites, photographing and videotaping Taj Mahal and Oberoi hotels, CST station, Leopold café, Colaba police station so that attackers could familiarise themselves with the locations; who had hired boats to select landing sites for the attackers. It strains credulity to think that a decision with such ramifications could have been the result of an impromptu conference between the SPP and the IO. Headley being in US custody - the options for the Indian Govt are limited !
The charade of legality was reinforced by repeatedly announcing that Headley was now in the custody of the sessions court. It was crucial to fulfill the procedural requirements under the grant of pardon rules. If Headley was truly in the custody of the Indian court, why was Nikam’s argument that the US authorities had been requested only for four days of Headley’s presence accepted by the court in order to reject the defence’s application to defer the cross-examination by a few days? Even the period of Headley’s appearance was beyond the Indian court’s control. The US Govt can only go "so far" to embarrass the Non-Nato Al-lie . It still needs the co-operation of Pakistan to supply men and material to Afghanistan via Pakistan !
The court records its appreciation of the witness for “facing searching and gruelling cross-examination” — a small price, one would imagine, in return for complete amnesty. If the purpose of accepting Headley’s application to turn approver was the elicitation of the full extent of the terror attack conspiracy, one fails to understand why the prosecution and the court sought to protect him from the defence’s questioning.
n the end, whom did Headley indict? There isn’t a whisper in his testimony about the role, if any, of Syed Zabiuddin (alias “Abu Jundal”), the other accused, who unlike the mollycoddling Headley received, was subjected to months of solitary confinement in an airless bunker. Indeed, Nikam admits that Headley did not even mention him.
Did Headley, then, indict the Pakistani state? He does, after all, provide detailed accounts of the meetings, the shadowy and not-so-shadowy links between ISI and Lashkar, Hizbul Mujahideen and Jaish-e-Mohammad. But just weeks after Headley’s testimony, the government rolled out the carpet for Pakistan’s Joint Investigation Team in Pathankot. So Headley’s pardon was certainly not to nail the complicity of the Pakistani state or its agencies in the attack. And was someone fantasising that they could prosecute and try the assortment of actors named by Headley in his statement: Sajid Meer, Hafiz Saeed, Lakhwi et al. In whose elusive search did the prosecution so willingly renounce Headley’s extradition and trial?
In the end, there is only that 19-year-old girl from Mumbra. There, he said it, was the relieved reaction of sections of the media and the BJP when Headley named Ishrat Jahan as a LeT operative, after much cajoling and prompting by Nikam. “Reopen the Ishrat Files”, frothed many self-righteous news anchors, ruling party spokespersons and retired bureaucrats from intelligence agencies.
In the end, there is only that 19-year-old girl from Mumbra. There, he said it, was the relieved reaction of sections of the media and the BJP when Headley named Ishrat Jahan as a LeT operative, after much cajoling and prompting by Nikam. “Reopen the Ishrat Files”, frothed many self-righteous news anchors, ruling party spokespersons and retired bureaucrats from intelligence agencies. Not to forget that the US through its own sources knew more about the impending planned attack in Mumbai, than it warned the Indian Govt about the same !

India eventually comes to negotiations with Pakistan, NSA confirms backdoor diplomacy
LAHORE: Pakistan has been conducting backdoor diplomacy with the arch-rival India in a bid to resolve the issues and release tensions through talks, confirmed the national security advisor. Talking to media on Friday, General (r) Nasir Janjua said India has to eventually come on the table for talks to protect its own interests. “Pakistan is ready to hold talks with India on Kashmir and other basic issues,” he said. Back door diplomacy, due to its very nature, is a secretive process, so why is this fauji general bragging about it, unless it is fake news ?
He praised the Pakistan Army soldiers for their valour in protecting the borders. Gen (r) Janjua assured that the state will triumph in the war against terrorism. :((

Not satisfied with Pakistan's cooperation in war against terror: US - PTI
The US is not satisfied with Pakistan's cooperation in the war against terror as part of its South Asia strategy and yet to see Islamabad taking steps to "rein in" the Taliban and the Haqqani network, a senior Trump administration official has said.

He also termed the release of Mumbai-terror attack accused Hafiz Saeed as "a step backward" in that direction.

The official said that the release of the Coleman family, held captive for five years by the Haqqani network, from inside Pakistan was "not an indication" of Islamabad's co- operation with the US in the war against terrorism.

"Our diplomatic pressure, as well as our own intelligence agencies diligent work led to the release of the Coleman family.
So, I am not sure if that qualifies as step forward (by Pakistan as part of the South Asia Strategy announced by President Donald Trump in August)," the official told PTI.

"We are happy that the Colemans are free and that they have been released. But we are still waiting to see Pakistan take steps to reign in the Taliban and the Haqqani network. We are not satisfied that they have done anything significant on this front," he said.

The US, the official said, has now a different approach to Pakistan. "We expect, Pakistan to take steps against terror sanctuary on its territory".

Acknowledging that Pakistan has not taken steps it promised after the announcement of the South Asia Strategy, the senior administration official said that the White House is still hopeful that Pakistan sees that it is in its interest to cooperate on the US strategy in Afghanistan.

"But we have not yet seen any significant changes. We still remain hopeful. And we recognise that some of these changes take a bit of time and wouldn't necessarily occur overnight.

"But we will expect to see these changes within a certain time-frame. Our patience is not unlimited when it comes to the steps that we expect them to take," he said.

The Trump Administration has been very specific with Pakistan on the steps that it needs to take, we have laid out very specific steps that they need to take to degrade these groups activities and to facilitate a genuine dialogue, the official said.

"But, I don't think we have seen any significant steps in that direction. So, we are still waiting and watching and monitoring (Pakistan) very closely. And we're still hopeful that we will see Pakistan take some of those steps to crack down on the Taliban, the Haqqani network, and ensure that there are no safe havens, for these groups to continue operating inside Pakistan," he added.

The US, the official said, would be looking for very specific action from Pakistan within coming weeks and months.

He said that by spring, the Trump Administration would hope to see some real efforts on "genuine" peace process, as it is not interested in talks for talks sake.

"We would like to see a genuine peace dialogue between the Afghan government and the Taliban. We know that the Taliban has made gains for the last several years. So until they are convinced that they are not going to have sanctuary in Pakistan, we don't believe they'll be ready for talks.

"They will continue to believe that they can advance on the battlefield rather than on the negotiating table," he said, adding "so, we need to see Pakistan ensures that they don't have a sanctuary within Pakistan. And only at that time we assess that they'll really be ready for genuine negotiations with the Afghan government".

The the White House official, however, refused to give any time line for actions on Pakistan, saying he thinks that it would not be helpful.

"But I just want to assure you that that we are thinking in terms of timelines and we are monitoring the progress and we do expect meaningful actions in a certain time-frame and we are prepared to implement new policies and take different steps if we don't see some progress," he said. {Brave words.}

PESHAWAR: Police investigators probing the Friday attack on Peshawar’s Agriculture Training Institute (ATI) suspect that the planners of the attack apparently tricked the suicide bombers into believing that the facility was an intelligence agency’s office, it emerged on Saturday. Nine people, including eight students, were killed and 28 others injured when three terrorists stormed the provincial agriculture department-run training institute on Friday morning. All the three terrorists were also killed in a two-hour-long operation. The DG ISPR, the propaganda arm of the Paki Fauj, immediately blamed the Afghan Govt for the attack. Uptil now, RAA has been excluded from the "blame list", except that the Paki Establishment has been all along that TTP is a creation of RAA :mrgreen:
A senior police official told Dawn that the planners had deliberately misled the attackers about the target. “ATI was apparently their actual target but they misled the attackers saying it was an intelligence agency office,” the official claimed. This hypothesis cannot be immediately ruled out !
The attack on the ATI located on University Road directly opposite the University of Peshawar campus was reminiscent of the deadly attacks on the Army Public School and Bacha Khan University, Charsadda.Police investigators said it was the first incident that the attackers broadcast live to their handlers via a smartphone attached to one of the assailants’ body.“They used some communication apps to live broadcast the attack,” said a police official. The ATI’s two-storey vaulted building houses classrooms, labs and close to 39 hostel rooms for students from remote parts of the province. A visit to the building shows that the attackers went from room to room, firing shots at unsuspecting students.
He said the institute had not received any specific security alert. “We had installed security cameras after the APS incident,” he said.This is the second major terror incident to hit the provincial capital within a week. Earlier on Nov 24 the KP police second-in-command Ashraf Noor was martyred in a suicide bombing in Hayatabad. IMO, the current turmoil in Imran ruled KP Province and the adjoining FATA areas are due to the recently announced Paki master plan of amalgamating FATA into Paki territory ( which the residents do not agree to ) and the fencing of the Durand Line - the artificial dividing line to separate the Paki Pashtuns to their tribal brothers in Afghanistan

They have said that they do not support havens for any terrorists, and Pakistan has taken significant casualties -- both innocent people and their army -- significant casualties from them. So we expect them to act in their own best interest, and in support of peace and regional stability. …………………….

Q: So on Pakistan -- on Pakistan, this has been going on a decade. You've been trying to get -- you -- the United States has been trying to get more cooperation into FATA on the borders. What leverage do you have, 10 years into this, to force compliance?

SEC. MATTIS: What was the last one?

Q: What -- what leverage do you have? You've cut off, like, $600 million to their coalition support fund in the last two years. You've got another $400 million being reviewed. What leverage do you have to compel them to act beyond what they’ve already done?

SEC. MATTIS: Tony, as I said earlier, they -- they have had many of their innocent people killed. They've had many of their soldiers killed and wounded. And the bottom line is that Pakistan has to act in its own best interest. They know this. In many cases, they are. But what we're looking for is to broaden the common ground and make certain that no terrorist organization is seen as able to operate from a haven there.

There's plenty of things our two countries do together, there's plenty of things the international community and many other nations do with them. And remember that 39 nations have their troops on the ground in Afghanistan, fighting this enemy. And those are 39 very important nations. If you look at their -- their roles on the world stage, their economies, their military capabilities.

So we're looking to make common cause with them. There's plenty of -- of collaborative areas, right now, still in effect. There's been some areas that have -- we have lost over the years, because of -- of disagreements about what we need to do. So this is an effort by the new -- by the American administration, to go in and set the conditions for future collaboration that leads to reconciliation in Afghanistan and a denial of safe havens for any terrorist group that would attack anyone in the region or elsewhere in the world, which a number of countries have suffered from.

Let's -- let's go to off the record, now, OK? Because I really do have to leave here in just a couple of minutes.

Pakistan is making concessions to religious extremists. What’s the cost?

ISLAMABAD — In the past 10 days, two dramatic events — the government’s capitulation to a violent protest by radical Muslims and the release from house arrest of an anti-India militia leader — have crystallized the sway that hard line Muslim groups increasingly hold in Pakistan, a nuclear-armed state whose military leaders claim to be fighting extremist violence.

The freeing of Hafiz Saeed, a Islamist cleric accused of masterminding a deadly rampage in Mumbai nine years ago, came as no surprise. Although denounced as a terrorist by the United Nations and the United States, Saeed enjoys a large following in Pakistan as a fiery champion of Muslim rights in Kashmir, the disputed border region with India. He has been repeatedly detained and released by the courts, a sign of Pakistan’s often-contradictory efforts to secure both domestic Muslim loyalty and international support.

In contrast, the chaotic scenes in late November of angry Muslim demonstrators throwing stones at police near the capital, then rising up across the country to protest a minor change in an electoral law, shocked the nation and raised the specter of mass religious unrest — a permanent worry in an impoverished nation of 207 million, 95 percent of whom are Muslim, most from the same Sunni branch as the protesters.

But the quick resolution of the problem also raised worrisome questions about the long-term capability of the Pakistani government, a fragile democracy whose prime minister was recently ousted, to push back against religious extremism and the risks of bringing in the powerful military to settle civilian disputes.

After weeks of demonstrations, Tehreek-e-Labaik Pakistan called off protests. The government met the group’s demands. (Reuters)

Saeed was released Nov. 24 after a provincial court found “insufficient evidence” to link him to the four-day Mumbai terror spree in 2008 that killed 164 people. This time, the court action came amid intense pressure from the Trump administration on Pakistan to prove it is not harboring Islamist militias. It also met with especially sharp denunciations from India, an archrival whose Hindu nationalist prime minister has developed a warm relationship with the new administration in Washington.

American officials demanded that Saeed — who was detained in January under U.S. pressure — be arrested again. The U.S. Embassy here expressed “serious concerns” over his release and charged that his now-disbanded militia, Lashkar-e-Taiba, was responsible for the deaths of “hundreds of innocent civilians” in numerous terrorist attacks. Six victims in the Mumbai bombing and shooting attack, which Indian and U.S. officials believe was carried out by Lashkar-e-Taiba commandos, were U.S. citizens.

In Pakistan, though, Saeed remains a force to be reckoned with and a political survivor who has continually reinvented his movement, changing its name and founding a charitable offshoot that helps people in emergencies. In October, after years of denouncing electoral politics, he also formed a political party, and its candidate performed better than expected in a race for parliament. After he was released, he triumphantly returned to his Friday pulpit in Lahore and demanded that his name be removed from the U.N. sanctions list.

While Saeed’s supporters were celebrating his return to the public arena, a tense drama was playing out in the capital between another religious firebrand and government security forces. The confrontation that erupted early on Nov. 25 quickly escalated into a nationwide protest surge and ended 24 hours later in triumph for the protesters and embarrassment for the government, which accepted virtually all of their demands.

In contrast to Saeed, a well-established though controversial leader in Pakistan, the recent protests thrust a little-known, rabble-rousing cleric into the news. Within 48 hours, Khadim Hussain Rizvi had exhorted his supporters to violence, sparked mini-protests across the country, stared down civilian officials, bargained hard with the army — and became a household name.

Unlike Saeed, Rizvi is not associated with armed militant groups. His movement is built around reverence and love for Muhammad as Islam’s final prophet. On Friday night, just one week after the angry protests subsided, Pakistani Muslims everywhere jubilantly celebrated Muhammad’s birthday, thronging streets hung with dazzling lights and gathering around tents where devotees recited chants glorifying him.

But Rizvi’s movement is also harsh and extreme in its views. It has built a cult around a man who assassinated a provincial governor for religious reasons, believes blasphemers should be executed and crusades against Ahmedis, a small religious minority that follows a later prophet. The protests were raised against a change in electoral laws that softened requirements for candidates to avow Muhammad as the final prophet — a move that Rizvi’s group suspected was aimed at increasing the political participation of Ahmedis.

The price of pacifying Rizvi and his followers, many Pakistani leaders and commentators said, may be the emboldening of other fanatical Muslim groups, a further weakening of civilian authority, an increased potential for the military to intervene, and a rise in both sectarian hatred and conflict between rival Sunni schools. Some warn that the foundations of Pakistan’s fragile democracy have been shaken.

“This is a steep descent into a bottomless pit for the state and society,” said Faratullah Babar, a liberal senator. “It is the abject surrender of the constitutional government to a lawless mob” whose leaders seek to gain power through the “facade of religion.”

Others suggest that the episode signifies a growing confluence of interest between hard line religious groups and the military, whose leaders have vowed to stay out of politics but are known to be unhappy with both the ruling party and its top electoral rival, the movement led by cricket legend Imran Khan.

Imtiaz Alam, writing Thursday in The News International newspaper, noted that the state, which once encouraged militant groups like Saeed’s to fight in India and Afghanistan, has now abetted the domestic agenda of a fanatical strain within Pakistan’s large, mainstream Sunni group, the Barelvis. “The law of the jungle is to prevail,” he warned. “The state has left its citizens . . . at the mercy of demons.”

Much of this drama will play out in Punjab province, the country’s most populous and wealthy region, and its capital, Lahore. Punjab is the home base of the ruling Pakistan Muslim League, headed by the former prime minister, Nawaz Sharif. The party has been riven by divisions and disarray since Sharif was ousted by the Supreme Court in July and will be fighting for its political life next year.

The Lahore area is also the headquarters of Saeed’s operations, as well as Rizvi’s smaller Movement in Service to the Messenger of God. The provincial government and courts have long been criticized for coddling Islamic extremists — allowing Saeed to preach freely, radical Islamic students to intimidate university campuses, and hard line sectarian groups to operate. Recently authorities agreed to allow Rizvi’s group to influence school curriculums and blasphemy cases.

But that policy of appeasement may have backfired. Both Saeed and Rizvi fielded candidates in the October race to fill Sharif’s seat in parliament — and both won far more votes than expected. Now, the successful protests have put Rizvi’s group in a position to challenge the Sharifs on their home turf and play a central role in next year’s polls.

Express Tribune reports that the Punjabi Military Dominated Deep State of the Mohammadden Terrorism Fomenting Islamic Republic of Pakistan will not brown pants when confronted by the US. The new ball game is:

“The stance will be ‘only cooperation will get cooperation’. Under the policy, Islamabad’s response will depend on Washington actions.

This has two options: if US adopts parity, Pakistan will also cooperate in a balanced way, but if it continues its policy of demanding “do-more”, then Islamabad will reply “no-do-more and no cooperation”.”

So will the US be yet again conned by their Major Non NATO Ally, the Mohammadden Terrorism Fomenting Islamic Republic of Pakistan, into parting with military equipment and military aid for very little to show as in the past 70 years of mutual interaction :?

The lack of translation of Trumpian high decibel talk into anything but rhetoric in the case of DPRK aka North Korea leads me into concluding that no US stick will be evident in dealing with the duplicity of the Mohammadden Terrorism Fomenting Islamic Republic of Pakistan.

PTI Leader’s daughter uploaded a video on social media on Tuesday and unleashed a tirade of the allegation against the armed forces saying that there was no difference between the terrorists and Pak Army, alleging that the establishment was behind the protesters who besieged the capital city for over three weeks.
Mazari’s also took aim at the Rangers for distributing cash among the freed members of religious groups calling upon the masses to seek answers from the paramilitary troops for their dubious activities. So, for the future, she is in the "crosshairs" of the Deep State . Senior Madame Jalebi better "educate" her daughter on realpolitiks :mrgreen:

A letter was sent to the Chief Election Commissioner by PTI, the letter was drafted by PTI Spokesperson Fawad Chaudhry who put forth a series of questions regarding Kulsoom’s win.The letter states, “On 27th September, the ECP issued a notification regarding Kulsoom Nawaz’s win. After winning the elections, it is a legal requirement for the winning candidate to take an oath in the National Assembly. Since she won, three joint sessions of the NA have already been held and the fourth has been summoned by the president.” "Dirty politics" knows no boundaries !
The letter further states that Kalsoom Nawaz has failed to fulfil the legal requirement of taking oath after winning from the constituency NA-120, and questioned why the thousands of people from NA-120 are being deprived of a representation despite making a selection.In the letter, PTI spokesperson asks Election Commissioner if after winning the elections, a constituency can be deprived of a representative for over a month? “For how long can the oath-taking be postponed after a candidate has won the elections?” the letter reads.Fawad, being well aware of the health condition of Begum Kalsoom Nawaz also asked if it’s okay to give candidacy to someone so ill and what are “the legal and constitutional repercussions” if the winning candidate doesn’t take the oath before a certain period of time. It is interesting to note the Chairman of Pakistan Tahreek-e-Insaaf also took oath a month later due to his ill health after his victory in general election 2013. Hangover ? Too many nites out to "celebrate" the victory ?

Why are Barelvis wielding new political influence in Pakistan?
The last three weeks have laid bare Pakistan’s claims of countering extremist ideology, both militarily and ideologically. The state shut down social media websites and TV channels in order to counter protesting supporters of the newly-formed religious party, Tehreek-i-Labaik Ya Rasool-ullah around Islamabad, and ordered the deployment of troops to restore order. But as a clear sign of insubordination, the military instead objected to the way the protest was handled. The Paki Deep State has recently made a strategic decision to "Mainstream Extremist Islamic Parties" under the guise of "de-radicalization". The announcement that Hafiz Suar will fight the 2018 General Election under the banner of Milli Muslim League (MML) and the emergence of this new party called Tehreek-i-Ya Rasool-ullah can be understood in that context !
It is important to explore the genesis of TLYP – a group of Barelvi religious organizations behind these protests. For decades, the Deobandi-Salafist groups championed the cause of violent jihad in Pakistan, while the Barelvi groups mostly remained apolitical and non-violent. However, unlike the common belief that only Deobandi-Salafist groups apostatize other sects, Barelvi literature is also rich with fatwas against the followers of other Islamic sects. One reason why Barelvi groups weren’t radicalized during the Afghan jihad is because the Saudi funding to fight the Soviet Union was directed towards Deobandi and Salafist groups due to their ideological affinity. However, over the past few years, Barelvi groups have gained significant political influence and street power.
It all started with the Salman Taseer blasphemy row. Then Governor of Punjab province, Taseer raised concerns about the way a blasphemy-accused Christian woman Asia Bibi’s case was treated. He visited her in the jail, and promised to appeal to then President Asif Ali Zardari to grant her clemency, while criticizing the controversial blasphemy laws. His statements drew the ire of several religious groups, especially the Barelvi organizations, which accused him of committing blasphemy.
One Barelvi cleric, the Rawalpindi-based Hanif Qureshi incited his followers to murder Governor Taseer. Among his listeners was an elite force soldier, Mumtaz Qadri, who was assigned with Salman Taseer’s security detail a few days later. Qadri murdered Salman Taseer at an Islamabad market, and handed himself in afterwards.
Since then, Qadri, a Barelvi himself, became the poster boy for Barelvi religious groups. They now champion the ishq-i-rasool (love for the prophet), and remain at the forefront of anti-blasphemy campaigning in Pakistan. The much-needed catalyst to bring their followers on the streets was the hanging of Mumtaz Qadri to death. TLYP was born out of the protests against Qadri’s death. The current leader Khadim Hussain Rizvi gained fame through his fiery speeches against the government.
Unlike the several militant outfits which turned on the military after Pakistan decided to aid the United States’ war on terror in Afghanistan, TLYP focuses its criticism on the civilian government, and not the military. Unlike the Deobandis and Salafis, experts say, Barelvi leaders pose as pro-army and pro-state, who want themselves affiliated with the army, thus giving an impression that everything they are doing is lawful.
One reason the military establishment is now relying on Barelvi groups is because the previous “assets” have now become a liability. Pakistan faces continuous pressure from the international community for not acting against terror groups like Hafiz Saeed’s Jamaat-ud-Dawa, or its previous incarnation, the Lashkar-e-Toiba. By using the Barelvi groups, over an issue as sensitive as blasphemy, the military establishment might be preparing alternative assets to be deployed against their political rivals in Pakistan. The public perception after the government crackdown against protestors is overwhelmingly anti-PML(N), while the Pakistan military has gained more sympathy for refusing the act against them. Pakistan’s ultra-conservative population believe they were fighting for a noble cause.
The stage has now been set for the PML(N) exit in the elections next year, but at a hefty cost. A dangerous precedent has been set, and the majority Muslim sect has been weaponized. History is repeating itself in Pakistan.
Does it mean that Imran Khan has been sidelined by the Paki Fauj. Remains to be seen :roll: [/b]

Pak-Saudi Special Forces joint counter terrorism exercise ‘Al-Shehab-2’ is under way at Prince Naif Security City, Riyadh.According to Inter-Services Public Relations statement issued on Sunday, the two weeks long exercise started on 25 November and will continue till 10 December. “ Al-Shehab 1” was held last year in Pakistan. Pakistani contingent comprising of 68 officers and soldiers of special services group (SSG) is participating in this exercise.
The Pak-Saudia joint exercise will help participating troops from both sides to learn from each other’s experiences in the counter-terrorism field and strengthen bilateral cooperation between the two forces and the countries. Massa's blessing not cited here :mrgreen:

Iran inaugurates new extension to its main Arabian Sea port

TEHRAN: Iranian President Hassan Rouhani on Sunday inaugurated a newly built extension to the country's main Arabian Sea outlet , the strategic Chabahar Port on the Gulf of Oman, which more than triples its capacity and poses a challenge for a port under construction in neighbouring Pakistan.

The $340 million project was constructed by a Revolutionary Guard-affiliated company, Khatam al-Anbia, the largest Iranian contractor of government construction projects.

It involved several subcontractors, including a state-run Indian company, and brings the capacity of the port to 8.5 million tonnes of cargo annually, from the previous 2.5 million tonnes.

Iranian state TV said the inauguration was attended by dignitaries from India, Qatar, Afghanistan, Pakistan and other countries.

The extension includes five new piers, two of them for containers allowing cargo vessels with up to 100,000-ton captaincy to dock.

It is also expected to make Chabahar, Iran's closest sea link to the Indian Ocean, a rival to Gwadar Port, some 80 kilometres away across the border in Pakistan, which Pakistan has been building with Chinese investment.

Rouhani, however, downplayed the rivalry in his inauguration speech and said the port will bring "more engagement and unity" among regional countries.

"We should go after positive competition,"
he said. "We welcome other ports in the region, we welcome Gwadar's development."

He said Iran also plans to link the port to the country's railroad network to facilitate transit of goods to neighbouring landlocked Central Asian countries, as well as open a route to eastern and northern Europe through Russia.

For India, the investment in Chabahar was important since the port will bolster a trade route for land-locked Central Asian countries that would bypass rival Pakistan. Last year, India committed up to $500 million for the development of the Chabahar port along with associated roads and rail lines.

In October, New Delhi shipped its first cargo of wheat to Afghanistan through the Iranian port, part of 1,30,000 tons that India plans to export to Afghanistan.

Chabahar also has an international airport and Iran's Navy and Air Force have bases in the city, adding to the ports value.

Pakistan ranks fifth on Global Terrorism Index: report

Pakistan ranks fifth out of 163 countries on the Global Terrorism Index (GTI) with a score of 8.4 out of 10, the Australia and US-based Institute for Economics and Peace (IEP) said in its report.

Iraq is on top of the list with a GTI score of 10 on 10 followed by Afghanistan, Nigeria and Syria.

Pakistan being ranked fifth is the country’s best result in a decade. Since 2007, Pakistan has ranked as at least fourth on the worst country for terrorism index and was ranked second on six occasions.

The GTI is based on data from the Global Terrorism Database (GTD) which is considered to be the most comprehensive global data set on terrorist activity and has now codified over 170,000 terrorist incidents.

For the second year in a row, the report shows a global decline in the number of deaths from terrorist attacks. In 2016, 25,673 people were affected which is a 22 per cent improvement from the peak in 2014.

“Terrorism has fallen significantly in the epicentres of Syria, Pakistan, Afghanistan and Nigeria, which are four of the five countries most affected by terrorism”, stated the report.

However, some disturbing trends were observed. While overall terrorism has fallen it has spread out more than the previous years with more countries being affected. “More countries experienced at least one death from terrorism. This is more than at any time in the past 17 years and reflects an increase from 65 countries in 2015 to 77 in 2016,” claimed the report.

While 79 countries improved, 58 countries deteriorated. Some countries, including Nigeria and Pakistan saw large improvements. The overall index, however, “has deteriorated because the countries that deteriorated did so by a much larger degree than those that
improved. ”

The report also highlights how unevenly spread terrorism remains globally. Central America and the Caribbean continues to be the least affected region where only 12 deaths were recorded in 2016 – this accounts for less than 0.4 per cent of all terrorism deaths.

On the other hand, 94 per cent of all terrorist deaths in 2016 are located in the Middle-East and North Africa, sub-Saharan Africa and South Asia, according to the report’s findings.

According to the report, 2016 was the third consecutive year in which Pakistan recorded fewer deaths related to terrorism.

“In 2016, there were 956 deaths from terrorism; the lowest number in a decade. This is a 12 per cent decrease from the previous year and a 59 per cent decline from the peak in 2013”, states the report.

The report attributes the improvements, in part to the Pakistan Army’s Zarb-a-Azb military operation which started in mid-2014 in the northwestern region. Officials claim that over 3,500 militants have been killed since the launch of the offensive with authorities vowing to intensify operations both in the border regions and across the country.

“Tehreek-e-Taliban Pakistan was responsible for 283 deaths in 2016, which accounted for 30 per cent of total deaths from terrorism that year. However it should be noted that 30 per cent of all deaths are not claimed by any group,” stated the report.

Most deaths resulted from suicide bombing, largest of which targeted Christians celebrating Easter Sunday at Gulshan-e-Iqbal Park in Lahore and killed 79 people.

The report quantifies deaths by other militant groups active in Pakistan. The ISIL-affiliated Khorasan Chapter of the Islamic State was responsible for 16 per cent of deaths in Pakistan. Lashkar-e-Jhangvi, continued to be active in Pakistan in 2016 and accounted for 11 per cent of deaths. Moreover, at least seven different Baloch separatist groups in the southwest undertook attacks in 2016 which resulted in 61 deaths from 60 separate attacks.

The report also states that Pakistan is suffering an economic impact of terrorism. The economic impact of terrorism is calculated using IEP’s cost of violence methodology and for Pakistan in 2016, it was 2.8 per cent of its Gross Domestic Product (GDP).

The recent agreement enforced upon the political government is nothing but a small reminder that Pakistan has turned into a hybrid-theocracy where sharia law is gradually being applied indirectly. What, perhaps, stands between this situation and a complete morphing into a sharia-governed state is the difference of opinion between the right wing leadership from varied sects. Despite being aligned with permanent institutions of the state, the Ahl-Hadith, Deobandi and now Barelvi leadership have competing perception of sharia and its implementation. Thus, no matter how much the liberal voices may echo the plight of Ahmadis or even Shias in the country, the conditions for these groups are not about to change. This has always been the case since 1947 when the Hindus and Sikhs fled the "artificial entity"- fearing for their lives - back to India . And some "lucky faithfools" became millionaires overnight ( seizing Hindu and Sikh property !) by not doing a day's hard work ! :mrgreen:
Like a child who tries to find an excuse for its misbehaviour or mistake, alternative thinkers tend to hide behind Muhammad Ali Jinnah’s liberal image arguing that a theocratic state was not what he desired. However, the fact is that the modern day hybrid-theocratic country is Jinnah’s Pakistan.
First the Mullah Brigade disowned him as a "fake Muslim", but later on embraced him ( Madoudi is a prime example !)
Over the last seventy years, Pakistan has slowly and gradually been defined as a fortress of Islam and, hence, fundamental to the power of the Muslims everywhere — in a way more significant than even Saudi Arabia. And of course, the first "Islami atomi takat"- with the bum at the service of the Muslim Ummah !
Nothing much has changed between 1953 and 2017. In 1953, Prime Minister Nazimudin was forced to back down and was sacked by the then Governor-General Ghulam Muhammad. This was in the wake of the 1953 anti-Ahmadi riots. The memoirs of Firoz Khan Noon affirm the relationship between the religious right and the establishment dating back to that time. The Ahmadi issue turned out to be a stick to beat Nazimudin with, who at that juncture had tried to apply the principle of majoritarianism in Pakistan’s politics that would have empowered the then East Pakistan. Later, the 1956 Constitution overturned the principle and brought in the principle of parity. However, it also gently brought in the Islamic formula with Chaudhry Muhammad Ali, the bureaucrat-prime minister (1955-56), playing a prominent role in the exercise. Ali, in any case, was close to Jamaat-e-Islami’s Maulana Maududi and contributed his hand in pushing Pakistan closer to the pre-modern Saudi Arabia.
It was in those early years — between 1949-55 — that the template for the state ideology and a corresponding structure was etched; everything else would later become secondary. The perception of the state bureaucracy, in which civil bureaucrats were at the helm of affairs, was geared towards greater not lesser Islam. Subsequently, all leaders played by the tune. Ayub Khan, despite being a liberal leader could not but deviate from a pre-determined path. Having initially removed the word Islamic from Pakistan’s title, he was forced to bring it back. In re-amending the 1962 Constitution, Ayub slipped even further by giving a formal role to the religious clergy by creating the Council for Islamic Ideology. Though it was created to play an advisory role, this institution proved influential, especially after 2008, in strengthening the power of the religious right. No party - no matter how "liberal" they want to be, no one dare question the Mullahs on Malsi :mrgreen:
Interestingly, despite having opposed the idea of Pakistan before independence, the Jamaat-e-Islami acquired a lot of influence in the post-independence Pakistan. This would not necessarily translate into electoral victory, which may not be deemed as the only method for measuring the influence of the right-wing, but its ability to influence core policies remains. Whether it was real appreciation or a political gimmick, Zulfikar Ali Bhutto appreciated Maulana Maududi’s politics. During a National Student Federation (NSF) convention in Karachi during the mid-1950s, Bhutto publicly snubbed his party member, Mairaj Muhammad Khan, for criticising Maududi. He shared this appreciation of Maududi and the JI with the military establishment. Bhutto and his family , who is still "revered" in Pakiland for their "martyr status", cannot by any stretch of imagination be deemed a "model muslim" . He was a megalomaniac and an opportunist ; doing all things to cling to power and/or come into power - by hook or by crook . IMO, he is instrumental for break-up of Pakiland and responsible for marginalizing the Ahmedi community to cling to power, before the fauj took over ! :mrgreen:
Bhutto certainly had an appreciation for religion feeding into his populism which is a reason why he or his party members did not contest the pressure from the religious right that eventually resulted in the passing of the Second Amendment to the 1973 Constitution. It was this amendment that declared Ahmadis as non-Muslims, thereby turning the state in the direction of a hybrid-theocracy.
However, it was during the Zia reign in the 1980s that JI’s influence really grew. Other religious parties such as the two main factions of the JUI were also strengthened. The Deobandi support was critical in not only fighting the war in Afghanistan but also as a bulwark against the Shia influence in the region influenced by the 1979 Iran revolution. The Sipah-e Sahaba Pakistan (SSP) was formed during the early 1980s to fight on multiple fronts. Subsequently, other groups such as the Lashkare Jhangavi (LeJ) and Jaish-e Muhammad (JeM) were carved out of the SSP for varied purposes. The JeM, in particular, is critical not only in terms of its role in India and Kashmir but also for producing literature that carefully defines who the Muslims must oppose and fight. Thus, the suicide attacks against churches in 2013 and 2015 might not come as a surprise as the literature clearly enunciates the duty of Muslims to oppose all those that ‘de-populate’ mosques. Now the TTP- once supported by Deep State - is fighting the Paki State, as it says that the State is not greener enough !
It was also during the 1980s that the Ahl-Hadith radical and militant groups were formed and given the comfort of a relationship with the state. Samina Yasmeen’s recent book Jihad and Dawah has an excellent account of how the Majlis-e-Dawat-ul-Irshad (MDI) was created in 1984/85 to fight the wars of the state. In fact, the JuD/LeT literature claims partnership with the military while fighting in Kargil. Despite constant juggling with names and roles, the LeT/JuD network has expanded its presence throughout the country as a militant/social/welfare-delivering partner of the state.
General Zia-ul Haq developed a patronage system linked with the conservative trader-merchant class on the one hand and exploited the various sectarian differences, on the other. As part of this strategy, he invested in people like Tahir-ul Qadri. Qadri was brought into the Majlis-e-Shura (1985) to give some direction to the otherwise disorganised Barelvi following in the country. At this juncture, Khadim Rizvi and his men who, with their sheer appetite for political blood and lack of sophistication, have proven to be a more important asset for whoever in the state machinery would like to use them have simply outsmarted Qadri. But Rizvi will also prove to be a more critical milestone in the future trajectory of Pakistan. Now, it does not matter anymore if sharia is formally applied or not. Between Khadim Rizvi and Orya Maqbool Jan, the state is theirs to claim. By doing all this, the Paki Deep State has created another Islamic Ally "as one more" blackmailing defence asset " against the US. And it may do its best to bring them to power in the next general election. Does it mean that Immy is not going to be their favourite poster boy . The events in Al- Bakistan are irony at their finest. Earlier it were the believers who would impose jiziya on the non-believers, not it it the more pure who are imposing a jiziya on whom they deem less pure, by making them cede even more space in the socio-political mileu.

The 2nd Ministerial level trilateral meeting between Afghanistan, India and Iran to discuss the implementation of Trilateral Agreement on Establishment of International Transport and Transit Corridor was held at Chabahar, Iran on 3 December 2017. The Minister of Roads and Urban Development of the Islamic Republic of Iran H.E Dr. Abbas Ahmed Akhoundi, Minister of Commerce and Industries of the Islamic Republic of Afghanistan H.E. Mr. HumayoonRasaw and the Minister of State for Shipping of the Republic of India H.E. Mr. P Radhakrishnan led the respective delegations.

The three Ministers welcomed the inauguration of Phase-1 of the Chabahar Port by the President of Iran earlier in the day.

The Ministers recalled the decisions taken at the last trilateral meeting that was held in New Delhi in September 2016, and expressed satisfaction on the completion of the ratification procedures of the Trilateral Agreement by Afghanistan and India. They welcomed the steps taken by Iranian Majles to complete the ratification process.

The Ministers discussed the next steps for full implementation of the Agreement and moving towards its operationalization. Towards this endeavor, it was decided to finalize protocols related to transport and transit, ports, customs procedures and consular affairs. It was also decided to convene an Expert level meeting of senior officials of the three countries at the earliest.

Reiterating the importance of Chabahar as a hub for regional economic connectivity and their commitment to work towards this objective, the Ministers commended the joint efforts of the three countries in the recent successful transit of wheat from India to Afghanistan through Chabahar. It was also reiterated to organize a connectivity event involving all stakeholders at Chabahar at the earliest so as to increase awareness about the new opportunities offered by Chabahar Port.

The Ministers agreed that an integrated development of connectivity infrastructure including Ports, Road and Rail networks would open up greater opportunities for regional market access and contribute towards the economic integration and benefit of the three countries and the region.

Will find common ground to work together with Pakistan in fight against terror: Jim Mattis - The Hindu

This 'common ground' business is an ominous sign for India. Clearly, 'common ground' involves only terrorists targetting Afghanistan. True, India has to solve its own problems and the US cannot intercede on India's behalf. But, truth be told and let's be practical. The US *has been involved as a mediator* since at least July 4, 1999, however much we deny that. It is the US which is now nudging India to open a dialogue and the back channel seems once again activated.
U.S. Defense Secretary Jim Mattis has said he intends to work hard to find common ground with Pakistan in the fight against terrorism, which is necessary to restore the level of stability in South Asia to allow economic development.

Ahead of his visit to Islamabad, Mr. Mattis said he wants to work with Pakistan, listening to one another without being combative with one another, listening to others perspective {What is the new perspective that the US is going to learn from Pakistan that it has not known in the past sixty five years?} , to address the problems.

Mr. Mattis is on a five-day tour to Egypt, Jordan, and Kuwait and Pakistan, since taking over the charge of the Pentagon.

Visiting Islamabad about a week after the White House asked Pakistan to immediately charge and arrest the 26/11 Mumbai attack mastermind, Hafiz Saeed, in the absence of which it warned of repercussions, Mr. Mattis said he needs to talk to leaders in the country and gain their understanding.

Saeed is still roaming free, despite tough warning from the Trump Administration.

“The first thing I’m going to do is do some listening, like I always do. My goal is to find common ground. I need to go, to sit down and listen to them, start there, start by listening,” Mr. Mattis told reporters travelling with him on his way to Pakistan from Egypt.

Mr. Mattis is the first top U.S. official to visit Pakistan after the completion of the first 100 days of the new South Asia Strategy that was announced by President Donald Trump on August 21.

“We know we have some common ground. They have lost hundreds, thousands of their troops killed and wounded by terrorists {Hundreds, thousands of troops? :eek: } . They have lost hundreds, thousands of their innocent people murdered and wounded by terrorists, so we know that there is common ground“.

Similarly, he said, there is common ground between Afghanistan and Pakistan, because there are terrorist groups that try to move back and forth, that do move back and forth in order to live in one and attack in the other, that sort of thing.

“So we know there’s common ground; it’s how much more common ground can we find by listening to one another without being combative with one another, listening to others perspective,” Mattis said.

“But at the same time, as the [Pakistan Army Chief] General [Qamar Javed Bajwa] has said, he wants no havens for terrorists anywhere, so we will work together and we’ll find that common ground :rotfl: , if we have the will to.

“And then we’ll work on how we address the problems where we can work together,” the Defense Secretary said.

Responding to a question, he said he would not characterise everything over the past 16 years as failures.

“There is clearly an abundance of areas where we have to double down, and I am optimistic at this point that because of what our adversaries, our mutual enemies are doing, that we can find ways to work together,” he said.

Mr. Mattis said both Pakistan and Afghanistan, the Pakistan military, the NATO-led militaries of 39 nations have all been in fights here. “We’ve got to find a way to work together”.

He said there is “always an urgency to something” when 39 nations plus Afghanistan have their troops in the midst of a long war, where causalities are being taken.

“These are 39 of the most economically powerful, generally speaking, most long-term democratic institutions in the world. These are powerful nations morally, economically and diplomatically, and certainly militarily,” he said.

Mr. Mattis said that it was essential in South Asia that all work together to restore the level of stability that allows for the economy to build.

“I mean, can you imagine a border between Pakistan and India where economic trade is not ongoing to the benefit of people on both sides of that border. We can not only imagine it; it’s a reality right now,” Mr. Mattis said.

So, the US Defence Secretary said that we have got to work together on this, and there’s a sense of urgency about that.

“There’s people who are living below the poverty line in both those countries {He is echoing the standard Pakistani line of piety to hoodwink everyone}. So as you look at this problem, if you’ll expand the problem you can understand the sense of urgency to move beyond violence and get back to the normal order of things,” he said.

Mr. Mattis is scheduled to meet Prime Minister Shahid Khaqan Abbasi and General Bajwa.

General Bajwa is a mature officer with a deep background in not just military matters, but South Asia security issues {We have heard similar remarks from Ayub Khan to Kayani. Now Bajwa is the new 'thinking soldier', 'soldier's soldier' etc?} , and we have got to find a way to move beyond this constant fighting that’s characterised the area,” he said.

Terms of Faizabad agreement 'cannot be legally justified', says IHC - DAWN
Justice Shaukat Aziz Siddiqui of the Islamabad High Court (IHC) on Monday questioned the legal standing of the agreement reached between the government and Faizabad protest leaders, saying that none of the terms could be legally justified.

"How can cases filed under the Terrorism Act be dismissed?" he asked
during a hearing at the IHC regarding the recent sit-in at the Faizabad Interchange in the capital.

After the weeks-long protest that had virtually paralysed the capital, the government and leaders of Tehreek-i-Labaik Ya Rasool Allah (TLY) reached an agreement on November 26 in which the former conceded to the latter's demands — including dropping all the cases against the protesters.

The IHC, however, had noted a "number of serious objections on the terms of agreement" and expressed its displeasure over the army’s role in the settlement made with the protesters.

"Who is the army to adopt a mediator's role?" Justice Siddiqui had inquired in the previous hearing. "Where does the law assign this role to a major general?"

The IHC recommended that the legal standing of the agreement should be discussed in a joint session of the parliament, DawnNews reported.

Attorney General of Pakistan (AGP) Ashtar Ausaf, however, disagreed with the recommendation, saying that since the high court had taken suo motu notice of the matter, the judiciary should oversee it. {Nobody wants to take on the responsibility, the IHC passing it to the politicians and the politicians promptly passing the buck back to the Judges. It appears that one or more of these judges will soon have to apply for Canadian visa.}
He had appeared in court on Justice Siddiqui's orders.

The AGP requested the court to grant him some time to determine the legal position of the army's role as an arbitrator in the negotiations, saying that he was not in the country and needed time to prepare the report.

In a written order on November 27, the IHC bench had directed the attorney general to help the court determine how the armed forces could act as an arbitrator.

The Intelligence Bureau also presented a report on the botched operation against the protesters by the police in court today while the chief commissioner of Islamabad submitted a detailed report on the protest.

Meanwhile, special assistant to the prime minister, Barrister Zafarullah Khan, excused himself from IHC's order to prepare a report on the sit-in.

On November 27, the high court had tasked Zafarullah with filing a report on "what happened [during the sit-in] where and when" within 10 days.

The judge remarked that the protesters were guilty of blasphemy, pointing to the language used by the protest leaders and participants during the sit-in.{AoA, now the judges themselves have started slapping blasphemy charges !}

The hearing was adjourned until January 12.

'If Pakistan doesn't act, we'll ensure terror safe havens don't exist', says CIA's director

NEW DELHI: The US's intelligence chief said that if Pakistan doesn't act against terror safe havens in the country the US "will do everything it can to ensure they don't exist anymore", reported Voice of America (VOA) radio.

This comment from Mike Pompeo, director of the US's Central Intelligence Agency (CIA), came two days ahead of a visit to Pakistan by James Mattis, US defense secretary.

Pompeo said that Mattis on his visit today will ask Pakistan nicely, first. He said the defense secretary will deliver US President Donald Trump's message to Pakistan that he's very serious about tackling terror safe havens.

"In the absence of the Pakistanis achieving that, we are going to do everything we can to make sure that that safe haven no longer exists,"
said Pompeo during an event at the Reagan National Defence Forum in Simi, California, on Saturday.

Oddly, Mattis himself took a less confrontational approach. He said he wouldn't "prod" Pakistan because he expects it to keep its promise that it will act against harbouring terrorists.

"That's not the way I deal with issues. I believe that we [can] work hard on finding common ground and then we work together," said Mattis to reporters en route to Pakistan, according to VOA.

Mattis arrives in Islamabad today where he's expected to hold talks with senior Pakistani military and government leaders on the country's role in the Afghan reconciliation process, regional security and other bilateral issues.

The US has been saying for years that Pakistan is shielding the Afghan Taliban, including the Haqqani Network, which carried out terror attacks in Afghanistan against the Afghan people as well as US soldiers. In August this year, in a fire and brimstone speech, Trump accused Pakistan of sheltering terror groups that try to kill Americans and warned that the US will cut off aid if it doesn't take necessary action.

"We have been paying Pakistan billions and billions of dollars but at the same time they are housing the very terrorists that we are fighting. But that will have to change, and that will change immediately," said Trump in an address on August 21.

'Pak has taken no action'

Since then, Pakistan has done absolutely nothing, say senior officials in the Trump administration as well as people on the ground in Pakistan and Afghanistan.

Just last week, the commander of US and international forces in Afghanistan said the Taliban is "living in comfort in Pakistan with plenty of drug money".

What's more, the commander said Pakistan has yet to take significant action against the Taliban, despite it having been over a 100 days since Trump's demand that Islamabad needs to do more in the war on terror instead of providing "safe haven to agents of chaos, violence and terror".

"We have not seen those changes implemented yet...They (Pakistan) identified certain steps that they were going to take. We've not yet seen those steps play out...in terms of changes thus far this year, again, (Trump's) policy was announced August 21, it's now a hundred days late," said US General John Nicholson, the commander of US and international forces in Afghanistan last week.

The General said Pakistan has been told about these sanctuaries many times before, to no avail.

"The offensive operations against sanctuaries would be in other areas that we've identified with the Pakistani leadership on a number of occasions," he said.

Meanwhile, a senior Trump administration official also said the US is not satisfied with Pakistan's cooperation in the war against terror and has yet to see Islamabad taking steps to "rein in" the Taliban and the Haqqani network, PTI news agency reported yesterday.

"...we have not yet seen any significant changes. We still remain hopeful. And we recognise that some of these changes take a bit of time and wouldn't necessarily occur overnight. But we will expect to see these changes within a certain time-frame. Our patience is not unlimited when it comes to the steps that we expect them to take," the official said.

KARACHI: An 18-year-old was killed and another injured when a young man opened fire at them after an accident at Do Darya in Karachi's Defence Housing Authority (DHA) area Sunday morning, police said.Police conducted raids with the help of CCTV footage. Four suspects, including prime suspect Khawar Burney, were taken into custody for interrogation. Two vehicles were also impounded. According to witnesses and police officials, the incident took place when the victims, who were driving a Mercedes, tried to flee after hitting a motorcyclist near Do Darya."A young child has been killed and we sympathize with the bereaved family," said SSP Riaz during a press briefing. "At around 9:15am, some heavy bikers were travelling along the Sea View Road. A Mercedes car carrying four people hit one of the bikers on the road. The biker, identified as Dr Rahim, was hit and he fell upon the car. Consequently, the brakes of the car were applied and Rahim fell on the ground. Out of anxiety, the driver of the Mercedes attempted to escape." Say "goodbye" to justice, if the guilty party can call upon some "high sifarish" :mrgreen:
Meanwhile, a silver Vigo was coming from behind the bikers, added the officer. "The word 'Burney' was inscribed on the vehicle in bold writing. This vehicle along with some others tried to chase the Mercedes car and succeeded in making the latter stop after covering some distance. Khawar Burney, the driver of the Vigo, then fired some shots using his 9mm pistol, which we have recovered. As per our observation, he fired between 12 and 14 bullets using the pistol. Meanwhile, Sindh Home Minister Sohail Anwar Siyal took notice of the matter and ordered Additional Inspector General Karachi Mushtaq Ahmed Mahar to file a report immediately. He further ordered the immediate arrest of the culprits involved in the incident. "Ordering" is one thing ( like "taking notice", "directing", "authorizing"), but who will actually "bell the cat", if the guilty party has sifarish on its side :mrgreen:

Police arrest Pakistani youth for writing 'Hindustan Zindabad' on the wall

HARIPUR: Expressing love for Hindustan the Persian name for South Asia, though after partition it relates only to India landed a youth in the slammer.

Seeing ‘Hindustan Zindabad’ or long live Hindustan written on the wall of a house in the Nara Amazai area of Haripur infuriated the local community. Though national poet Allama Iqbal too had penned ‘Saray Jahan Se Acha Hindustan Humara’ (Our Hindustan is the best in the world), the youth in Haripur choose a different era to express his thoughts.

According to police, Sajid Shah had been booked for treason under section 505 of the Pakistani Penal Code. City Police Station SHO Saeed Jadoon told Daily Express that Sajid had written Hindustan Zindabad on the outer wall of his home in Nara Amazi.

The local people told him to remove the slogan as it hurt their national pride, the SHO said. Some people took pictures of the wall on their smartphones and emailed them to senior police officials.

“We have booked the young man on orders from the high-ups”, Jadoon said, refusing to comment further.
