This 'common ground' business is an ominous sign for India. Clearly, 'common ground' involves only terrorists targetting Afghanistan. True, India has to solve its own problems and the US cannot intercede on India's behalf. But, truth be told and let's be practical. The US *has been involved as a mediator* since at least July 4, 1999, however much we deny that. It is the US which is now nudging India to open a dialogue and the back channel seems once again activated.
Sure, and what's new in all this? Some points:
1. While it is true that US is mostly only interested in Afghan border and cross-border terrorism into Afghanistan, the fact is that terrorism, like water, exerts pressure equally in all directions. I see very little scope for the Pakis to rein in bad terror while continuing good terror. That has never worked and never will.
2. I hope that our Tigers are more than able to keep the Western border of Pak alive and hot. The possibility of peaceful accommodation with Afghanistan should remain a dream for the Pakis, forever. It's not hard to do, just keep reminding the Afghans of whom they have for a neighbour.
3. News of Charbahar must certainly be upsetting Unkil. Unkil understands the reality of our geography and how Charbahar fits in with our interests. But we need to do some heavy lobbying to show Unkil the value that Charbahar brings to their own war by providing an alternate route which can bypass the Pakis.

What really can we talk about with the Pakis at this stage? Nawaz is out so no push for trade. No cricket. No soft border or peace overtures for Kashmiris. There is no active war going on besides infiltration under cover of fire, BAT actions and our reactions - none of that is going to stop due to the DNA of the Pakfauj. We need to continue to build our defenses for the long haul and watch that excuse of a country implode under its own weight and the weight of the Chinese loans.

Economic performance in 4-year report card, failing grade for PML-N

ISLAMABAD : The Pakistan Muslim League-Nawaz (PML-N) promised much in its election manifesto but delivered little in terms of economic performance.

The gap between what was said and what was done has pushed the country into a deep debt trap, increased income inequality, and an increasing number of question marks hovering over the economic outlook.

Foreign investors are concerned by macroeconomic indicators, and the possibility of Pakistan needing another bailout is much more real than ever before.

Barring progress on the pace of inflation and increasing national output, which grew from 3.7 per cent to 5.3 per cent in four years, the government’s performance remained questionable on all economic fronts. Even the annual economic growth of 5.3 per cent in the fiscal year 2016-17 was the result of growth in the services sector, which is not labour intensive.

In its election manifesto, the government had promised to increase the economic growth rate to 6 per cent by the end of the fourth year, and 7 per cent by June 2018.

According to a report from the International Food Policy Research Institute, Pakistan remains near the bottom of the Global Hunger Index, standing at 106 among 119 developing countries ranked.

In June 2013, the official unemployment rate in the country was 6.24 per cent, but due to growing joblessness, the government has not announced unemployment figures for the last two fiscal years, showed a State Bank of Pakistan report.

The literacy rate, which was 60 per cent in 2013, actually slipped to 58 per cent in June 2016. Figures for the current year have not been released yet. Health expenditure, which stood at a meagre 0.56 per cent of total national output in 2013, has been decreased even further to 0.46 per cent in June 2017, according to the SBP’s annual report on the state of the economy.

In its latest report, which covered the four-year economic performance of the PML-N, the Policy Research Institute of Market Economy (PRIME) noted that the incumbent government has failed to fully implement its election manifesto on the economic front and has achieved just six of its 89 announced goals.

According to the report, progress has been reversed on the elimination of VIP culture by reducing expenses on the Prime Minister’s office and the Presidency, appointing independent professional boards of state-owned entities, eliminating circular debt, and notifying the tariffs determined by the National Electric Power Regulatory Authority.

Even in areas where it had initially shown some progress, performance deteriorated during the January-June 2017 period, says the report from the Islamabad-based, independent think tank.

Growing debt burden

Former finance minister Ishaq Dar claimed that Pakistan’s economy had turned around and the country did not need another International Monetary Fund (IMF) bailout. However, the situation has already worsened. From July through October of this fiscal year, the federal government has obtained $2.3 billion in foreign loans, including $1.02 billion in commercial loans.

A team of Finance Ministry and SBP officials is already in the United States to raise between $2 billion and $3 billion from the debt markets by floating sovereign bonds aimed at creating some space till the time a new programme is negotiated with the IMF, sources said.

The country’s official foreign currency reserves, which peaked to $19 billion, slid on the back of foreign borrowings to $13.54 billion as of November 17, barely enough to finance two-and-a-half months of imports.

The federal government consumed a significant amount of foreign currency reserves to manage the rupee-dollar exchange rate parity while turning down proposals to let the currency devalue to its ‘real value’ of around Rs118 to a dollar. The current parity is Rs105.4 per dollar.

The biggest criticism against the incumbent government, however, is the massive increase in external debt and liabilities, which have increased to $83 billion as of June 2017. In June 2013, a few weeks after the PML-N government came into power, external debt and liabilities stood at $61 billion.

The government is also accused of twice amending the Fiscal Responsibility and Debt Limitation Act of 2005 in an effort to understate the growing debt burden. Against the total debt of Rs15.56 trillion in June 2013, the country’s total debt has now increased to Rs24 trillion, which is equal to 75.3 per cent of the GDP and far above the ‘safe’ threshold.

Since the government has not been able to enhance exports and attract significant foreign direct investment, the external sector has remained under pressure. In June 2013, the current account deficit – the gap between external receivables and payments – was $2.5 billion or 1.1 per cent of the GDP. The government closed the fiscal year 2016-17 at a record deficit of $12.1 billion, equal to 4 per cent of the GDP.

That record is likely to be short lived, as the government has already booked a $5-billion current account deficit during the July-October period.

Exports, which stood at $24.5 billion in June 2013, have decreased to $20.42 billion as of June 2017, according to the SBP annual report.

Poor fiscal performance

In June 2013, the country had booked Rs1.834 trillion as its budget deficit, equal to 8.2 per cent of GDP. This figure was inclusive of the Rs480-billion circular debt payment the PML-N government cleared after coming into power, but booked in the last year of the PPP tenure.

However, at the end of the fiscal year 2016-17, the budget deficit widened to a record Rs1.864 trillion, excluding Rs800 billion as circular debt. In terms of GDP, the 2016-17 budget deficit was equal to 5.8 per cent of GDP, which was far higher than the 4.1per cent limit approved by parliament. After including the impact of unsettled circular debt, the budget deficit as a percentage of GDP would increase to the same level in the last fiscal year that the county witnessed in 2013.

The extremely poor position of the fiscal and external fronts belies the official claims of turning around the economy. Instead, the worsening situation forced the chief of army staff to give a wakeup call to the government. The army chief warned the authorities about the “sky-high debt” and “abysmally low tax base”.

In June 2013, the FBR’s tax-to-GDP ratio was 8.7 per cent, which increased to 10.5 per cent in 2016-17, but remained far below the government’s target of 15 per cent. In absolute terms, the FBR’s tax collection increased from Rs1.946 trillion to Rs3.361 trillion due to the imposition of roughly Rs1.4 trillion in new taxes.

The government also failed to meet its promise of rationalising sales tax by ensuring standard rates for all items.

Nawaz tells party MPs to improve performance

In fact, a recent World Bank report suggests that Pakistan is losing Rs3.2 trillion in revenue every year due to weak tax compliance and enforcement.

Core macroeconomic indicators remain disappointing

The government failed to show notable progress on the two most critical macroeconomic areas – investment and national savings. The investment-to-GDP ratio inched up from 15 per cent in June 2013 to 15.8 per cent four years later. It was well below the government’s targets, and Dar would conveniently fail to bring it up.

The PML-N always boasts of promoting private investment in the country — a claim far from reality. In June 2013, private sector investment was 9.8 per cent of GDP. At the end of June 2017, it stood at 9.9 per cent, according to the SBP report.

The same is the case with national savings. In June 2013, Gross National Savings as a percentage of GDP was 13.9 per cent, which actually decreased to 13.1 per cent in June 2017.

PSEs’ performance

Another poorly managed area was the functioning of Public Sector Enterprises. The PML-N government claimed that it would privatise all loss-making enterprises and reduce their losses. The numbers tell a different story.

In June 2013, the PSEs’ debt and liabilities were Rs495 billion. By June 2017, they had rocketed up to Rs1.107 trillion, according to the SBP annual report. There was a net 123 per cent increase in PSEs’ losses in just four years. This was primarily because the government did not settle the circular debt and parked huge sums outside the budget.

In the energy sector, the government was unable to reform Nepra. Likewise, reforms could not be introduced in power distribution and generation companies. These entities kept causing heavy losses, which the government tried to cover by charging various surcharges from consumers.

The PML-N also failed to meet its election promise of permanently eliminating circular debt, which has piled up to Rs400 billion. By including the stock of debt that is parked in a holding company, the total circular debt would jump to Rs800 billion.

The government somehow managed to build the confidence of the private sector, but it was still not up to the mark. The two components where it performed well were infrastructure building and creating job opportunities.

There was no development on the goals of converting at least 50 per cent of remittances from overseas Pakistanis into investments and reforming tariffs to eliminate anti-export bias. The PML-N could not establish an equity fund to facilitate investment from the private and public sectors. It also could not fulfil its promise to tax all income, including agriculture income, and failed to reduce the number of federal and provincial taxes, according to PRIME.

Now, now, don't we some contradictions here?

Two things.

The mother hen initially said that though she didn't agree with what her daughter had posted, she had a right to do so because she was entitled to her own views. The response has come now, whether she likes it or not.

Secondly, like all jihadis who are 'pure' only so long as they do not come across a 'purer' and more distilled form of jihadis, Ms. Mazari should now know that she could not continue to defend the PA/ISI which is full of Brig. Tariq Izaz types. When it boomerangs, it is painful, isn't it?

Questions raised as Peshawar attack footage shows civilians helping attackers
The deadly attack at the Agriculture Training Institute (ATI) in Peshawar on Friday morning and the subsequent release of a video footage released by the TTP’s Umar Media has raised serious questions whether or not the attack was an inside job as some civilians can be seen helping the attackers make their way into various rooms and offices.
The footage shows that two persons guided the terrorists
One could also hear the screams of the victims of the terrorists who raised slogans of ‘Allah-o-Akbar’ several times during the attack.
None of the guides was seen carrying any weapon and neither were they among those killed by law enforcers
A police officer investigating the incident said that it cannot be ruled out that a fourth accomplice of the attackers might have fled.
When contacted, defence analyst Lt General (retd) Amjad Shoaib said that apparently, it seems as if there were some sympathisers of the terrorists who were seen guiding them. “We can’t say for sure whether or not it was an inside job. But yes, there are some people in the footage seen guiding the terrorists,” he said

According to the police, Khawar and his accomplices opened fire on a car for not stopping after a collision with another motorcyclist. College student Zafar, 18, was killed while another injured.In a recently-surfaced CCTV video, the prime suspect and his accomplices can be seen speeding away after the murder. A common thing in Pakistan !!

She had maintained that some PTI MNAs and MPAs were in touch with her for this purpose. Hell hath no fury like a (Pathani ) women scorned. Lesson for the future for Imran Khan !!!
On August this year, Gulalai had accused the PTI chief and his ‘gang’ of sending ‘lewd’ text messages to women workers, saying they were constantly harassed within the party. Hope Immy did not "share" Gulalai's mobile number to such luminaries as Samiul Haq of Akora Khattack and "Randibaaz Rashid , who are his "fast friends" !
According to the disgruntled lawmaker, victims of harassment in Pakistan were not listened to unless they commit suicide or take a similar adverse step to get themselves noticed.The PTI Chief Imran Khan had dismissed the allegations and written a letter to the National Assembly speaker seeking the termination of Gulalai’s parliament membership. Just as he had "dismissed" the allegations that were levied against him of siring a child out of wedlock with Sita White :D

ISLAMABAD – Pakistan has emphatically stated that there are no terrorist safe havens in Pakistan and the entire nation is committed to its resolve of eradicating terrorism once and for all in all its forms and manifestations. POTUS is not "buying" that !!!
Recalling the longstanding relationship with the United States, Prime Minister Abbasi underlined the need for a broad-based engagement to strengthen partnership and enhance cooperation between the two countries.
“The secretary reiterated that Pakistan must redouble its efforts to confront militants and terrorists operating within the country,” it added. As long as US is dependent on Pakistan for supply route to landlocked Afghanistan, Pakistan will continue its present policy !!!

US Secretary of Defence assured that US is ready to play its role in addressing Pakistan’s legitimate concerns, saying that his aim is not to make demands but find common grounds to work together.

COAS appreciated the dignitary’s understanding of the underlying issues and said that Pakistan does not require anything from US but understanding.
First of all, the US Defence Secretary is holding talks with the Army Chief, not the civilian Government of Pakistan. Nothing unusual about that. This is how the PA derives its legitimacy. Thus, the high-church US support for democracy in all corners of the world, especially Pakistan, remains exposed since 1958.
  • Pakistan's 'legitimate concern', as the whole world knows, is India
  • 'The US is ready to play its role' is the offer by Mattis to mediate, a demand that Pakistan always placed with the US
  • The COAS's appreciation of Gen. Mattis' understanding of the 'underlying issues' means that Gen. Bajwa read out a litany of woes against India and the US Defence Secretary nodded giving Gen. Bajwa a feeling of satisfaction that he has understood, all over again.
  • But, Gen. Bajwa also played very smart, rejecting the offer of 'mediation' when he claimed that all that Pakistan needed was just 'US understanding. Now, if Gen. Mattis was hoping to use 'mediation' as a bait to demand something from Pakistan, that was busted right there. Gen. Mattis had declared, before the talks, not to be 'combative' and therefore there is a possibility that he went back empty-handed

Pakistan foreign minister writes to Sushma to end 'ceasefire violations' - Sachin Parashar, ToI

There have been enough indicators already that the disproportionate retaliation and pro-active response have been hurting Pakistan deeply and badly. This is a confirmation of that as Pakistan pleads to stop the firing. But, the fact is also that Terroristan will re-start the border violations once we cease firing. They cannot change their DNA. So, we must continue the pressure increase the pressure a few notches.
Pakistan foreign minister Khawaja Asif has written to his Indian counterpart Sushma Swaraj seeking to bring down the number of incidents of ceasefire violations across LoC and International Boundary (IB), sources here told TOI.

The letter from Asif, which was delivered to Swaraj last week, stated that it was high time the two countries worked to end these violations as these had also led to a large number of civilians casualties. Asif reiterated Pakistan's position in the letter that Indian troops were the aggressors and that Pakistan forces were only retaliating.

While Swaraj is yet to respond to the letter, sources here said Pakistan's contention was difficult to digest as the government's figures clearly showed that the number of ceasefire violations cause by Pakistan's troops had increased significantly in 2017.

According to home ministry data, Pakistan violated ceasefire 724 times along IB and LoC until October this year. The figure for such violations for the entire last year was 449. Twelve Indian civilians and 17 security personnel were killed in the firing from across the border until October, the same set of data said.

India is currently awaiting a sovereign guarantee from Pakistan meant to ensure the safety of alleged Indian spy Kulbhushan Jadhav's family members who want to visit Pakistan to see him. Pakistan recently offered to allow his wife to meet him but India has demanded that his mother too be allowed to visit Jadhav. There was no mention of the Jadhav case in the letter though, sources here said.

Indian officials do not see the letter yet as a possible "ice-breaker" between Asif and Swaraj which could lead to some form of substantive engagement between the two countries. India believes that the recent release of JuD chief and Mumbai attacks mastermind Hafiz Saeed has only further diminished any possibility of any thaw in relations.

Swaraj and Pakistan PM Shahid Abbasi were together at the SCO summit in Sochi last week but neither side proposed any meeting between the two leaders.

Pakistan has repeatedly summoned India's envoy in Islamabad in the past few months claiming that ceasefire violations by India are a threat to regional peace and security and may lead to "a strategic miscalculation". In his letter to Swaraj, Asif quoted Pakistan's figures to highlight the alleged ceasefire violations by India. Islamabad claims that Indian troops have been responsible for over 1300 violations this year and had caused the death of 52 civilians.

Q: So on Pakistan -- on Pakistan, this has been going on a decade. You've been trying to get -- you -- the United States has been trying to get more cooperation into FATA on the borders. What leverage do you have, 10 years into this, to force compliance?

SEC. MATTIS: What was the last one?

Q: What -- what leverage do you have? You've cut off, like, $600 million to their coalition support fund in the last two years. You've got another $400 million being reviewed. What leverage do you have to compel them to act beyond what they’ve already done?

SEC. MATTIS: Tony, as I said earlier, they -- they have had many of their innocent people killed. They've had many of their soldiers killed and wounded. And the bottom line is that Pakistan has to act in its own best interest. They know this. In many cases, they are. But what we're looking for is to broaden the common ground and make certain that no terrorist organization is seen as able to operate from a haven there.

There's plenty of things our two countries do together, there's plenty of things the international community and many other nations do with them. And remember that 39 nations have their troops on the ground in Afghanistan, fighting this enemy. And those are 39 very important nations. If you look at their -- their roles on the world stage, their economies, their military capabilities.

So we're looking to make common cause with them. There's plenty of -- of collaborative areas, right now, still in effect. There's been some areas that have -- we have lost over the years, because of -- of disagreements about what we need to do. So this is an effort by the new -- by the American administration, to go in and set the conditions for future collaboration that leads to reconciliation in Afghanistan and a denial of safe havens for any terrorist group that would attack anyone in the region or elsewhere in the world, which a number of countries have suffered from.

Let's -- let's go to off the record, now, OK? Because I really do have to leave here in just a couple of minutes.

SEC. MATTIS: The first thing I'm going to do is do some listening, like I always do. My goal is to find common ground. We know we have some common ground. They have lost hundreds, thousands of their innocent people murdered and wounded by terrorists, so we know that there is common ground. There is common ground between Afghanistan and Pakistan, because there are terrorist groups that try to move back and forth, that do move back and forth in order to live in one and attack in the other, that sort of thing.

So we know there's common ground; it's how much more common ground can we find by listening to one another without being combative with one another, listening to others perspective, but at the same time, as General Bajwa has said, he wants no havens for terrorists anywhere, so we will work together and we'll find that common ground, if we have the will to. And then we'll work on how we address the problems where we can work together.

Q: Are you going to prod them, though, to more on the border to step up...

SEC. MATTIS: That's not the way I deal with issues. I believe that we work hard on finding the common ground, and then we work together, so that's the approach I want to take.

Q: If I could just follow up, and this was asked yesterday as well, but why you think you can be successful, when all of your predecessors have failed over the past 16 years to change Pakistan's behavior?

SEC. MATTIS: Yes, I wouldn't characterize everything over the past 16 years as failures. There is clearly an abundance of areas where we have to double down, and I am optimistic at this point that because of what our adversaries, our mutual enemies are doing, that we can find ways to work together.

Q: What do you mean by double down, what kind of areas? What exactly does that mean?


SEC. MATTIS: I think it's very clear. As I said, both Pakistan and Afghanistan, the Pakistan military, the NATO-led militaries of 39 nations have all been in fights here. We've got to find a way to work together.

Q: No, but that's what you mean by doubling down? What's that mean?

SEC. MATTIS: Working together.
Q: On Pakistan you mentioned to U.S. lawmakers in October that you were willing to work one more time on the issue of militants. Is there an urgency...

SEC. MATTIS: I'm sorry -- say that...

Q: Is there an urgency to this as you head there now?

Q: Is there an urgency to this as you head to Pakistan?

SEC. MATTIS: There's always an urgency to something when 39 nations plus Afghanistan have their troops in the midst of a long war, where causalities are being taken. These are 39 of the most economically powerful, generally speaking, most long-term democratic institutions in the world. These are powerful nations morally, economically and diplomatically, and certainly militarily.

So it's, I think, essential in South Asia that we all work together to restore the level of stability that allows for the economics to build. I mean, can you imagine a border between Pakistan and India where economic trade is not ongoing to the benefit of people on both sides of that border. We can not only imagine it; it's a reality right now.

So what we've got to do is all work together on this, and there's a sense of urgency about that. There's people who are living below the poverty line in both those countries.

So as you look at this problem, if you'll expand the problem you can understand the sense of urgency to -- to move beyond violence and get back to the normal order of things.

Q: But have you seen something by Pakistan recently that suggests to you they are open to do more, or that they're willing to change? Have you seen any indication?

SEC. MATTIS: Yes, Lita, I would look at visit of General Bajwa to Kabul here -- I forget the date. It's in the last couple of months. And I would look at General Bajwa's statements about Pakistan taking the lead on certain issues, and that he put forward there.

Q: So you think that's an opening for you?

SEC. MATTIS: I have no doubt it's an opening. General Bajwa is a mature officer with a deep background in not just military matters, but South Asia security issues, and we have got to find a way to move beyond this constant fighting that's characterized the area.

Q: Over the past week we've seen in Pakistan sort of this rise of Islamist hardliners taking hold in the mainstream. You know, there was this sit-in this was called off. There was a, you know -- a militant with 10 million bounty, he was released from house arrest just a week before you arrived. The White House said that could have repercussions for the relationship.

So given that you see a positive, there are a few things just in the past few weeks, that have really made here, that there is a slide towards extremism in the country. Is that something you're going to bring up?

SEC. MATTIS: Yes, first of all I need to talk to the leaders in the country and gain their understanding. I do not do foreign policy, military policy through what I read in the press. It is not to put anything down about the press. I'm not saying that. But I need to go -- this is why I go, to sit down and listen to them, start there, start by listening.

General James Mattis, US Secretary of Defence called on Chief of Army Staff (COAS) General Qamar Javed Bajwa at GHQ today.

Meeting was focused on regional security with particular emphasis on Afghanistan as well as other matters of mutual interest. COAS acknowledged history of US engagements with Pakistan especially the ongoing efforts for continuing the positivity for peace in the region. He said that Pakistan has done much more than its due share despite capacity constraints but shall remain committed for peace as a responsible member of international community. He reiterated Pakistan's support to peace and stability in the region and highlighted Pakistan's concerns emanating from Indian use of Afghan soil, the necessity and right of Afghan refugees for a respectable & early repatriation and the existence of terrorist safe havens across the border in Afghanistan.

Gen Mattis expressed his respect for Pakistan Armed Forces and the effective operations undertaken against terrorists. He highlighted concern that a few elements continue to use Pakistan's territory to further their terrorist agenda in Afghanistan. He assured that US is ready to play its role in addressing Pakistan's legitimate concerns, saying that his aim is not to make demands but find common grounds to work together.

COAS appreciated the dignitary's understanding of the underlying issues and said that Pakistan does not require anything from US but understanding. We have eliminated safe havens from Pakistan's soil but are prepared to look into the possibility of miscreants exploiting Pakistan's hospitality to the Afghan Refugees to the detriment of our Afghan brothers.

Both agreed to work towards specific and sustained actions on each other's concerns.

Many reports of ATM hacking have been received across the country after hundreds of users complained about unauthorized withdrawal activities from their bank accounts and blockage of their ATM cards.The Federal Investigation Agency (FIA) immediately took the notice of the complaints – and it has started an investigation against the culprits that are behind this horrendous campaign. According to the sources, more than 1 crore rupees of around 600 customers have been lost until now.An FIA official told the media that “an ATM installed at Khayaban-e-Ittihad (Karachi) has been cited as the target of the attack.”
Several other hacking cases have been reported in the country. The reports of thievery have been received from Dolmen Mall, Karachi and busy places of Islamabad.Reportedly, HBL responded to the complaints quickly by immediately blocking the ATM cards of users who had reported the unusual activities.

Fraudsters in China rob millions from Karachi’s ATMs

Hundreds of citizens in Karachi have lost millions of rupees over a couple of weeks after falling prey to an automated teller machine (ATM) skimming fraud, Geo News reported on Monday. The schemers withdrew money in China, while the transactions were made in Pakistan through the fraudulent scheme.

The Federal Investigation Agency (FIA) said the skimmers withdrew money using data of 579 ATM cards. They accessed the accounts by placing skimming devices in different ATMs. Account holders only came to know of the theft after being informed by their respective banks, the agency said.

The FIA has started investigating the matter under the Prevention of Electronic Crimes Act. The matter has also been raised on a diplomatic level with China. FIA officials said they had written to Chinese diplomats to apprise them of the details of the fraud.

Clifton worst hit

The highest number of incidents of ATM skimming took place at a major shopping mall in the city’s upscale Clifton neighbourhood, where the fraudsters placed a skimming device on one ATM and made other machines dysfunctional, leading all potential victims to the ATM with the skimming device.

ATM skimming

ATM skimming can be regarded as identity theft for debit cards. Fraudsters employ different techniques to record your PIN code for accessing the hard-earned money in your account. In some instances, the schemers stick a fake card reader on the ATM, while in others they place a fake keypad on the machine to get your PIN code. Another technique employed in this crime is the use of a hidden camera, which records your PIN code and conveys it to the fraudsters. A few ATM skimmers also change the entire display of the ATM.

Protect yourself

To avoid the loss of your hard-earned cash, it is necessary for you to check that there is no hidden on unusual device attached to the ATM you are using. Your PIN code is vital for the schemers and they are unable to withdraw cash without it. One must punch in his PIN code in a way that avoids detection by a hidden camera placed somewhere on or around the machine. Do not withdraw money if you sense anything unusual at an ATM and immediately inform the bank officials concerned.

Not the first time

This is not the first time that ATM skimmers from China have robbed ATMs in Karachi. Three Chinese skimmers have already been arrested in Karachi for manipulating ATMs. On March 20 this year two Chinese nationals were apprehended while removing a skimming device from an ATM in Clifton. They had skimmed money from a cash machine near the Teen Talwar locality. Another Chinese man was held in June last year in connection with ATM skimming.

As Abrarul Haq, once a Pakistan Studies teacher at Aitchison College (Aitchison really did have some bad days!), thundered, “these liberals, with their English, simply could not tolerate a peaceful end to the dharna. They wanted blood.”
So why is Imran Khan and his followers afraid of these handful of ‘liberals’?
Khan and his supporters dislike the ‘liberals’ because these liberals call for the sanctity of the single most important institution in the country. And no, its not the army, it is the constitution of Pakistan. (Blasphemy! Pemra, are you listening?)
Take away the constitution and the country falls apart; disregard the constitution and there is civil strife and war, abrogate the constitution and people become slaves. (So was pakhanistan, by extension, a failed state until 1958 and pakis were slaves? What about when the constitution was abrogated or changed in 1962 and 1973))
Blasphemy.

In case of withdrawal of the decision on ground of NEPRA’s negation on the matter, the ongoing talks for taking over KE management and shares would be in doldrums

Three CPEC projects in jeopardy after China suspends funding
ISLAMABAD – At least three road projects under the umbrella of the China-Pakistan Economic Corridor (CPEC) will face a delay as China has suspended funding till the issuance of new guidelines by Beijing.According to Dawn News, it is unclear yet whether the new guidelines would affect more projects, but initial reports suggest that three road projects worth Rs1 trillion pertaining to the National Highway Authority (NHA) could face interruption. No drinking at the public trough allowed, unless you are a Chini Citizen :mrgreen:
An official talking to the media outlet revealed that increased news reporting in Pakistan regarding alleged corruption in CPEC projects has forced China to conduct a review and suspend funding. The jernails and the kernels of the fauj are most probably have their fingers in the CPEC pot . Earlier there were also some rumours about corruption in the Multan Metro Project echoed by Immy Khan, pointing fingers at Shahbaaz Sharif !
The delay is going to affect the 210-km Dera Ismail Khan-Zhob Road project, 136-km remaining portion of Karakarom Highway (KKH) from Raikot to Thakot and 110-km Khuzdar-Basima Road. The estimated cost of the projects is Rs81 billion, Rs8.5bn and Rs19.76bn respectively. All the projects were part of the Pakistani side’s programme, but the NHA authorities in 2016 disclosed that these were going to be part of the CPEC in order to receive concessionary finance from China.
The Chinese will extract their pound of flesh with iron-clad agreements with penalties for late repayments, punitive clauses etc etc
During the previous year, China approved funding for the three road network projects during the sixth meeting of the JCC and Pakistan was hopeful that the funds would be finalized in the meeting of the Joint Working Group (JWG) on Nov 20. However, the Chinese side informed counterpart that the funds will be finalized after issuance of new guidelines from Beijing, besides suspending the funds under the prevailing procedure. The Americans can be fooled with "padded reimbursement bills", but the Chinis are too smart for this old style scam :D
“In fact the Chinese authorities informed us that the previous procedure of release of funds was meant for early harvest projects only and new guidelines will be issued for future projects of the CPEC,” the official told Dawn News. The official added that the move has stunned Pakistan as it is happening for the first time. /u]
By the time this is all over, the Pakis will find lots of "surprises" . Bottom line : There is no "free lunch" :mrgreen:

Actually there is such a thing as CPEC-related insurance, but it works the other way, i.e Pakis pay extra interest, to insure the Chinese against the risk (certainty?) of Paki failure and bankruptcy.
