US proposes pact to establish deportation procedure of Pakistani citizens

ISLAMABAD: The United States has proposed that Pakistan formally sign an agreement aimed at establishing procedures to return Pakistani citizens who face deportation from the US.

Pakistan is expected to enter into first round of negotiations on an initial draft Memorandum of Understanding (MoU) proposed by the US.

The draft was recently handed over to the Ministry of Foreign Affairs by US authorities, which has since forwarded copies to Inter-Services Intelligence, the Intelligence Bureau, and the Ministry of Interior for their comments “so that Pakistan could proceed further in negotiations”.

US laws provide that if an individual is ordered removed from the country but they do not have travel documents – which people facing deportation often deliberately ‘lose’ – the authorities cannot deport them back to their home country. The same applies if a person’s home country cannot be determined.

Half a million Pakistanis deported since 2012

The US Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) is required by the US laws to secure travel documents of the person ordered removed from the country before undertaking the process of physical deportation.

Simply put, it usually means ‘no passport – no deportation’. All Terroristanis prefer to practice this Method!

The draft MoU, available with The Express Tribune says that the purpose of this agreement is “to cooperate on the efficient and timely issuance of travel documents for Pakistani nationals ordered removed from the United States”.

It proposes a mechanism that DHS may forward any documents including valid or expired national passports, diplomatic passports, service passports, national identity cards, birth certificates, citizenship certificates, or emergency travel documents to Pakistani authorities as evidence to establish identity and Pakistani nationality of the person for the onward issuance of travel documents by Pakistan.

In case DHS cannot find any documentation, it may forward fingerprints in order to ascertain the nationality of suspected Pakistanis that face deportation.

0.2 million Pakistanis deported from Gulf States in 3 years

In response, the Ministry of Interior would issue travel documents for the individual within 30 days of the receipt of such requests.

In case the interior ministry determines that the individual is not a Pakistani national, it would notify DHS in writing within 30 days along with an explanation and any supporting evidence sufficient to prove this to ICE’s satisfaction, the draft MoU reads.

Once a deportee’s travel documents are provided by Pakistan, the US would immediately repatriate the person on commercial or charter flights. The MoU says that in case the US uses a charter flight to complete the removal process, the Ministry of Interior would grant approval for it to land in Pakistan.

The MoU says that both the USA and Pakistan would identify specific individuals in Islamabad and Washington as points of contact for the purpose of exchanging information under this MoU.

It adds that either party may discontinue activities under that MoU after providing 30 days written notice.

A senior Interior Ministry official, asking not to be named, said the proposed draft of the MoU was sent to the FIA, ISI, IB, and others for their input. He said the draft did not cover repatriation of Pakistanis imprisoned in the USA. He added that upon receipt of recommendations from the departments, Pakistan would suggest any necessary amendments or additions to the scope of the agreement.

IN an article (Nov 28) by this writer and Dr Hafiz Pasha, it was argued that the current account deficit, having ballooned to $1.2 billion per month, was painting a grim picture. Dwindling foreign exchange reserves would get squeezed further, unless large volumes of funding were available to finance a potentially massive gap for 2017-18. An outcome easier to hope for than for it to materialise.

Doing nothing and merely placing faith in half-hearted policy measures supplemented by more borrowing to stave off these pressures would be unsustainable, the recent flotation of bonds having bought us only a few months.

Our analysis had shown that contrary to the argument that categorising the present situation as a crisis exaggerated the extent of the problem, that the debt-to-GDP ratio was manageable and the present challenges were of a transitory nature, less severe than those of 2008. Any reference to a controllable debt-to-GDP ratio is irrelevant, being a stock issue, whereas we are confronted with the financing of a flow issue, the sheer need for liquidity of such magnitude.

Editorial: Fiscal Stress

We had argued that a speedy rebound in this deficit to more maintainable levels will necessitate sustained an annual increase in exports, along with a moderate increase in imports so that the 2016-17 trade deficit of $26.6bn is reduced significantly.

Several initiatives would have to be launched for achieving these results. To this end, we had earlier proposed measures to manage this transformation without having to resort to the IMF. And these efforts may still have to be accompanied by adequate amounts of external inflows for reserves to get back to covering roughly three months’ imports. All this will take some doing!

A delayed response, however, to address these stresses may well force us to knock on the doors of the Fund.

What would be the response of the IMF to such a request? As we tiptoe into the IMF’s parlour will we get a frosty reception? Or will the Fund choose the path of least resistance and endorse ad hoc, weird revenue-generating measures (instead of systemic reforms), senseless ways of squeezing expenditures and look the other way if we neither discharge nor recognise known obligations, as they did in the previous programme? Simply to show the achievement of some fictional fiscal deficit?

So, will the resultant programme be harsh and rigid or as benign in its design and stringency of execution as the previous one (over a dozen waivers were conferred to enable us to declare a ‘successful’ completion)?

The IMF is not likely to talk to a government with a remaining life of seven to eight months or the caretaker setup, especially when big moves supposedly have to be made to tackle the problem. It will negotiate only with a new government that has a mandate to run the country during the currency of the programme. What is not clear is the degree of appetite in Washington for a programme double the size of the previous one to finance a current account deficit of this scale.

However, one can visualise that this time around when the department within the IMF assigned to negotiate with Pakistan shares the contours of a new programme with other departments (the obligation of their internal review process), it could be hauled over the coals by the others. Since we would be accessing the window of the IMF so soon after the previous programme, institutional memory would still be reasonably fresh.

This department could face criticism for having painted a rosy picture, by giving assurances that the implementation of the previous programme had proceeded satisfactorily. In their defence, they, rather like the US generals accusing Pakistan for their failure in Afghanistan, can be expected to blame us for being a recalcitrant, untrustworthy partner.

Unfortunately, they are likely to get away with such an accusation given the sharp deterioration of fiscal and external accounts since the IMF programme ended last September.

They would argue that having used more than $5bn of the $6.2bn IMF money to defend the rupee we had raised $2.5bn through Euro and Sukuk bonds to repay the much cheaper IMF debt; although excessive global liquidity having contributed to the decline of the risk premium (lowering interest rates) on sovereign bonds of emerging economies also benefited us.

Cure or curse: Our perpetual dependence on the IMF

Our track record of abandoning 12 of 17 previous Fund programmes will endorse their claim that we are incurable non-reformers, and that we go back to our merry ways as soon as some semblance of macroeconomic stability is attained. It would be rational to presume that this department, to remain on the right side of all concerned within the institution, would prefer playing safe and readily accept the suggestions of others on the range and harshness of additional benchmarks and performance criteria.

This may well result in programme cluttering and overload, which could then be destined to fail within a year, unless we can convince the Fund that we should not be judged based on our past behaviour and demonstrate this through a level of commitment not experienced by them.

And such a programme could possibly include the following difficult performance criteria: a hefty adjustment in the rupee’s value, privatisation of at least one Disco (Fesco or Iesco) and flotation of an international invitation for bids for PIA’s privatisation — the latter two the unfinished agenda of the previous programme. Single-minded implementation of prior actions and measures will be essential. The other targets and performance criteria would, as argued, be expected to be somewhat more stringent than under the previous programme.

Since we’ll need the IMF’s Extended Fund Facility the quantum of funding would be restricted to our remaining quota, calculated as the difference between our cumulative maximum entitlement of 435 per cent of our quota (which can be raised to 500pc in exceptional circumstances) of approximately $3bn and the $6.2bn already drawn. It will also be instrumental in mobilising other donor funding.

However, lest we forget, the size and conditionalities of the programme would be critically dependent on the attitude of the key player in the Fund, ie the US.

3 labourers killed in Balochistan's Harnai district
Three labourers were killed and another injured when suspected militants opened fire on them in Balochistan's Harnai district on Tuesday evening, Levies officials said.The firing incident took place in Naks area of Harnai district, the officials said, adding that the victims were repairing the railway track in Harnai when they were targeted by the miscreants. The same word - miscreants - was being used to describe their Islamic Bengalis brothers , in the erstwhile East Pakistan with deadly results, which Pakistan has yet to recover from . The "miscreants" ultimate aim is the same - azaadi for Balochistan :mrgreen:
As a result of firing, three labourers died on the spot while the injured was rushed to District Headquarter Hospital (DHQ) Harnai for emergency medical treatment.Initial reports suggested that the victims belonged to Balochistan's Zob district. The miscreants escaped unhurt after the firing. Whether like it or not, Pakistan is facing a guerilla war in Balochistan :mrgreen:
Levies and Frontier Corps personnel rushed to the spot and initiated an investigation into the firing incident.The incident comes weeks after the cold-blooded murder of 15 labourers in Balochistan's Kech district. When Balochi men are thrown down from helicopters, and their men, women and children are made to disappear , the "Balochi miscreants" will retaliate in this fashion !

6 killed in North Waziristan blast targeting army recruits
At least six people were killed and eight others injured after an improvised explosive device (IED) set off near an army vehicle in the Mir Ali area of North Waziristan, DawnNews reported on Tuesday evening.Initial reports suggested that the IED had been fitted to a motorcycle and its target was a military vehicle carrying three civilian candidates seeking recruitment in the army. Pashtuns are noted for their revengeful nature . The Pathans are fighting tooth and nail to oppose Pakistan's plans to incorporate FATA tribal agencies into KP province. And the fencing of the Durand Line, an artificial line which divides them from their tribal brothers in Afghanistan !
All three candidates, along with three other civilian bystanders, were killed in the blast. The injured have been shifted to District Headquarters Hospital (DHQ) Bannu for medical treatment.
Last week, at least five people, including the head of a peace committee, were killed and two others had been injured in an improvised explosive device (IED) blast in South Waziristan Agency. According to officials, peace committee commander Wali Jan Mehsud was on his way to attend a jirga along with his brother Ahmad Jan and tribal elders when an IED device went off near his vehicle in Spinkai at around 3.35pm on December 1.
“The vehicle was completely destroyed in the attack,” said an official of the local administration, adding that five people, including Wali Jan, died on the spot and two others suffered serious injuries.

RAWALPINDI – The Chief of Army Staff (COAS) Gen Qamar Jawed Bajwa who chaired the 206th Corps Commanders’ conference on Tuesday, “took the forum on board about his military diplomacy through his recent visits aboard and interaction with foreign dignitaries visiting Pakistan,” the Inter-Services Public Relations (ISPR) said in a statement.
The meeting comes a day after United States (US) Defence Secretary retired Gen James Mattis, in his maiden visit to Pakistan, told the country’s civil and military leadership that Islamabad needs to do more to combat militant networks operating on its soil, and urged Pakistan to “redouble” its efforts against alleged militant safe havens in the country. In normal countries , the Armed Forces do not poke their fingers into non-military matters. But then Pakistan is not considered a normal country anyway !
“Forum also discussed regional and internal security situation with specific reference to Afghanistan.”The forum, the communiqué said, concluded to continue efforts towards internal enduring peace while contributing towards peace in Afghanistan and the region.
It said that progress on the continuing Operation Radd-ul-Fasaad, enhanced security measures along Pak-Afghan border and recently initiated ‘Khush Hal Balochistan’ programme, which is aimed at stabilising Balochistan through socio-economic development and security, was also deliberated upon. Orwellian and Goebbelsian phrases abound from the mouth of the ISPR :mrgreen:

Pentagon Has No Plans to Lift Freeze on Funds for Pakistan

Even after the Pentagon chief’s visit to Islamabad, the two sides remain at an impasse.

The United States and Pakistan remain at odds over Islamabad’s track record on countering Islamist militants near the Afghan border, and Washington has no plans to lift a freeze on a key reimbursement fund for the country, U.S. and Pakistani officials said Tuesday.

The Trump administration says Pakistan has not done enough to rein in the Haqqani network, which is blamed for lethal attacks in neighboring Afghanistan against civilians and U.S. and Afghan security forces. The impasse showed no sign of easing after a visit by Defense Secretary James Mattis to Islamabad on Monday.

“We did not talk about the Coalition Support Fund,” Pakistan’s ambassador to the United States, Aizaz Ahmad Chaudhry, told an audience at the Carnegie Endowment for International Peace on Tuesday.

In July, Mattis suspended payments to Pakistan from the Coalition Support Fund, which the United States uses to reimburse countries for counterterrorism operations. The Pentagon said it would not resume payments until the defense secretary could certify that Islamabad had taken sufficient action against the Haqqani network and other militants who cross into Afghanistan from sanctuaries in Pakistan.

The following month, U.S. President Donald Trump threatened even further cuts to assistance to Pakistan over allegations its government harbored Taliban and other militant groups operating in Afghanistan.

In his talks with Pakistan’s political, military, and intelligence leaders, Mattis said Pakistan had a crucial role to play in promoting peace talks for Afghanistan and “reiterated that Pakistan must redouble its efforts to confront militants and terrorists operating within the country,” the Pentagon said in a statement.

Lt. Col. Michael Andrews, a Pentagon spokesman, said payments to Pakistan from the fund are still frozen, and that “Secretary Mattis has not yet made a decision on the certification required” by Congress to release the $400 million in counterterrorism funds for Pakistan in fiscal 2017.

Another $650 million in payments that Pakistan would have received for the prior two fiscal years have already been “reprogrammed and are no longer available to Pakistan,” Andrews said.

The suspension may not be lifted for six months at the earliest, when fighting resumes in the summer months. U.S. officials say they will not be able to assess if Pakistan has made progress and fulfilled its promises to prevent the Haqqani militants from crossing into Afghanistan until then.

The freeze on the reimbursement fund comes amid increasingly sharp rhetoric directed at Pakistan from the Trump administration, which has warned Islamabad it must take action against the Afghan Taliban and the Haqqani fighters who are able to regroup and rearm in safe havens in Pakistan.

my aim is to ensure that London not only remains a top destination of choice for people from Pakistan, but that it becomes an even more attractive place to come to work, study or do business.
Many countries and cities are increasingly competing to trade with Pakistan and to access Pakistan’s great pool of talented people
So I’m going to be spending as much time as possible in Pakistan persuading and reassuring people looking to go to university abroad — as well as businessmen and women wishing to expand globally — that they should look no further than London.
I’m lobbying the UK government hard to ensure that any future system is flexible and works for Pakistani nationals who want to work, do business or study in our city.

THERE are growing indications that things are not going as well with CPEC as we are being told.
many of the projects considered central by Pakistan have suffered setbacks
the Chinese have developed new rules for approving financing for CPEC projects, and each of the latter will have to be resubmitted through the new procedures before financing can be arranged.
the enterprise is growing beyond the ability of the government to effectively manage.
More chinification is needed.

Defamation case: Ex-husband sues wheelchair-bound activist
Islamabad - Khurram Shahzad, a former fighter pilot of Pakistan Air Force, has approached a court against his former wife Muniba Mazari (related to Madame Jalebi of PTI "fame" ?) — for “blaming and bashing him for all her afflictions”.
Shahzad has filed a suit against Mazari in the court of additional district and sessions judge Muhammad Adnan on account of her libelous statements which are viral on the internet. The plaintiff has submitted that he belongs to a reputable family and he married Mazari on December 26, 2005, according to Muslim ritual. Is any other "ritual" permissible in Pakiland :roll:
He has contended that it was February 27, 2008, while the plaintiff was posted at PAF base Quetta and both were travelling from Quetta to their hometown while he was driving the car, when they reached near Jacobabad suddenly a donkey cart appeared on road and they met an accident in which defendant (Mazari) sustained serious injuries. Was he at the wheel. Was he overspeeding ?
He said that despite having the provision of free treatment available at military hospitals, he opted for the best medical facility for his former wife at the Aga Khan Hospital Karachi. Due to the severity of spinal cord injury, unfortunately, she could not be completely recovered rendering her wheelchair-bound for the rest of her life. “After recovering from this trauma, the plaintiff and defendant were upset because of not having any child. In the opinion of doctors, the defendant could give birth to a baby but it was agreed mutually to go for adoption. In order to strengthen their relation they adopted a baby boy on 12 April 2011 when he was only four days old and looked after him like their own real son,” Shahzad said. Despite all earnest efforts of the plaintiff, unfortunately, the defendant started activities which he could not allow her. "The Control Over The Female " factor put in euphemistic words :mrgreen:
The petitioner said that she started visiting foreigners in diplomatic enclaves and embassies ( Wow ! The Bae-izzati factor !) with her brothers, whom the plaintiff had given shelter in service accommodation. ( the sifarish factor so common in Pakiland !) Late this May, as the month of Ramzan set in, Muhammad Amir Awan set out from his home in Karachi’s Gulshan-e-Ghazi, wearing the simple white robes of the pious, a sleeping bag on his back, hoping the journey would lead him to redemption. His mother had kissed him goodbye, unable to contain her tears; the youngest of four, he was her most troubled, but also most loved.
The lane from his home to the Jami’a Masjid Ghanim bin Abdulrehman led him past the kebab stall where he often hung out with friends; the street-corner drug-dealers he would score crystal meth and hashish from; gaggles of local gangsters.
“I prayed he would find God, I hoped he would leave drugs, and come back a man,” recalled Awan’s father, Muhammad Riyaz Awan, who retired early this decade after serving 28 years in the Karachi police. This month, the family learned that the son they have not met since May is in prison in India. Awan was arrested by the J&K Police last month, in the course of an operation which claimed the lives of three of his Lashkar-e-Taiba (LeT) associates, and is now in the custody of the National Investigation Agency (NIA).( Another LET "cannon fodder" caught by the Indian Authorities :mrgreen: )
Awan’s story provides new insights into how the LeT continues to recruit terrorists despite its ongoing effort to project itself as a legitimate political party. And preying, in the process, on Pakistan’s most vulnerable — in this case, from the crime-torn, underprivileged neighbourhood of Gulshan-e-Ghazi, or “Garden of Holy Warriors”.
Ever since his son disappeared, Muhammad Riyaz hasn’t left his home: long disabled by a stroke, his health has deteriorated sharply in recent months, the family says. Awan’s mother, Sunera Bibi, is also seriously unwell, and the family fears the loss of her son might aggravate her cardiac condition. This weekend, the sons held a feast for the poor in Gulshan-e-Ghazi, to invoke God’s blessings for their parents’ health.
Ibrar Awan, the oldest of Awan’s brothers, says the family last heard from him in May. “He called just before Eid to say he was in Punjab with a religious group. But he wouldn’t say where, or when he’d be back. I thought he was back on drugs again,” Ibrar Awan told Karachi-based sources who contacted him on behalf of The Indian Express. “This photograph of him you have shown us is the first news we’ve had of his whereabouts. We’re grateful he is alive, but don’t know what to do now,” he said. Family should be grateful !
From the account Awan has given to NIA investigators, which under Indian law is not admissible in court, ( unlike Jadev's testimony -obtained under torture- used against him by the Pakis !) his journey began days after he joined the Tablighi Jama’at at his father’s suggestion. The head of his group, Baldia cleric Qari Amin, introduced him to volunteers of the Falah-i-Insaniyat Foundation (FIF) — the charitable wing of the LeT, which is internationally proscribed, but operates freely in Pakistan. So, the father thought "refuge in religion" would "help" the youngster cure his drug infested life !
In the FIF — its network of ambulances and hospitals is active in Karachi — Awan was given growing responsibilities. The message didn’t stop with charity, though. Awan’s new friends told him of the LeT, and how, by joining jihad, he could redeem himself for his past sins. Like 26/11 perpetrator Ajmal Amir Kasab, who was a poverty-stricken, small-time criminal before joining the LeT, Awan was about to find a new calling. This story should be distributed to the western media !
After 16 weeks at the LeT’s Maskar Aksa camp in PoK, Awan was launched across the LoC on August 7. Within hours, the men who were with him were dead. Awan survived, and was arrested because he had left their safehouse above the village of Didikot to visit the neighbouring village. “He didn’t even draw his gun to try to fire. He just huddled in a corner, terrified we were going to kill him,” recalled a police officer present at Didikot. The son of a Hindko-speaking family who migrated to Karachi from the Hazara region in Pakistan’s Khyber-Pakhtunkhwa province, Awan grew up in a home with little interest in Islamist politics or jihad.
Though his father’s job opened the door to middle-class responsibility, illness and bad luck imposed great strains on the family. In addition to the parents’ illnesses, the Awan family’s second son suffered from a psychiatric ailment; none of the sons were able to complete school. The religious fundamentalists prey on such families !
Ibrar Awan, now 30 years old, earned enough as a labourer in Baldia’s factories to set up an independent home after he married. The third son, Ayaz Awan, who is 26, found work as a tailor. The two, together, cared for their parents, and their unwell brother, Sheraz Awan. Instead of choosing to work — let alone visiting local mosques to pray — the family says Awan spent his time on the streets of the highly criminalised Baldia Town, the municipality of which Gulshan-e-Ghazi is a part. In his early teens, he began experimenting with drugs; his friends included members of cartels targeting local businesses for protection money.
Large-scale drug operations provide income to Baldia gangs but also draw in a steady stream of criminal recruits, who need cash to pay for their habit. In 2013, 257 people were killed in a fire in a Baldia factory, allegedly set on fire by Muttahida Qaumi Movement-linked gangsters after the owners refused to pay protection money. Educator Maria Taqdees describes the young men she works with in Baldia Town thus: “I can see them changing a lot as soon as they turn 12. They begin copying Bollywood actors who play the bad guy in movies and start eating gutka and paan, smoking cigarettes and doing drugs.”

The family’s pleading did little to change Awan’s ways, Ibrar Awan recalled, and they finally turned to the cleric Qari Awan. ( who was probably uneducated !) “He didn’t want to go, but my father said he would throw him out of the house otherwise,” Ibrar Awan recalled.
The proselytising mission the Awan family reached out for help was the Tablighi Jama’at, arguably the world’s largest religious order, which draws millions to its annual ijtema, or congregations. The group’s founder Muhammad Illyas Kandhlawi has disavowed politics, privileging jihad bin-nafs, or the struggle for conscience, over the jihad bin-saif, or holy war by the sword. Like other Tablighi missions, the one that left Baldia Town was to preach the order’s six principles of piety. (Ganja Sharif was a recent honoured guest and invitee at their annual congregation held in Raiwind . Was invited by a Malauna to "cure him of his recent depression" and fall from grace. Not sure it worked :mrgreen: )
Even though few Tabligh members hail from the LeT’s Ahl-e-Hadith sect, the group does have a dark side: key members of several al-Qaeda plots, including the 2006 plot to bomb transatlantic planes, the London 7/7 bombings, the Glasgow airport attack, and the foiled 2008 strikes in Barcelona, began their ideological journey in its ranks. Last year, Pakistan banned Tablighi preachers from operating on campuses. According to NIA officials, the fact that Awan had not fired on Indian troops in Didikot could count in his favour, though his possession of an assault rifle as well as his illegal journey across the LoC could ensure he spends a decade, or more, in jail. Like all other "foot soldiers" ( like Kasab ) caught by the Indians, the Pakis and the LET will disown him !

According to private news channel Saudi Arabia highly respects the Pakistani people and wants to facilitate the Umrah and Hajj pilgrims from Pakistan. Past and current media reports emanating from the Islamic Republic Of Pakistan all complain that the Saudis practice a modern day slavery system in their own homeland , and the Islamic momeens from Pakiland are treated like dirt by their Saudi "brothers" :mrgreen:
The deadline for biometric verification for Pakistani pilgrims has been extended till 1st January to give Etimad company more time to set up its offices and make all preparations for facilitating the people who come for biometric verification.
All Pakistanis will get Saudi visas without biometric verification before 1st January.The Saudi government had declared biometric verification mandatory for citizens of Pakistan and some other countries from 30 October. Pakis flocking to all four corners of the world - mostly by illegal means - are facing the same "discriminatory" policies. Just recently a group of "hooligans" - on their way to a soccer match - decided to have a "bit of fun" at the expense of a PBUH gathering, being attended by Pakis in the Greek city of Athens :mrgreen:
It had given the contract of biometric verification to Etimad company ( which is controlled by Indian interest based in ME :mrgreen: ) which had only three offices in Pakistan due to which the visitors were facing a lot of difficulties. Angst that the contract was not given to a "Muslim Company" preferably a Paki one, even though the Islamic Bum is being provided to them. ! :mrgreen:

Correction (for paklurks, here's a heads up): Chinisthan gets 91% of the income (not revenue). That is: Gross Revenue minus Operating Expenses minus Debt Service minus mandatory Reserves minus Preferred Distribution (to the chinis, after all someone has to pay the piper) on their supposed invested capital. Ask your senator to get your gobermint of the day to clarify this and hire a non-sialkoty/jhangi accountant to verify this. What is eventually distributed as dividend to the chinis (@ 91%) and the pakis (@ 9%) is based on NOI. The pref. distribution to the chinis alone will keep the operating cash flow in red for years. (Any bankers in this thread, please confirm).

Read the fine print, pakis. Also, don't go on a real estate buying spree in londonistan or doobai, yet.

I can understand the need for feel good equal equal, but the article makes such ridiculous arguments as 'the port of Gwadar has infinite expandability because Pakistan has a 700km long coastline', so the question is how stupid does one have to be to feel good after reading such a specious argument? Pentagon has no plans to lift freeze on funds for Pakistan: report

WASHIGTON: The payments to Pakistan under the Coalition Support Fund are still frozen and the US Defence Secretary who was recently in Pakistan has not yet decided to issue the mandatory certification.

A spokesman for the Pentagon, Lt. Col. Michael Andrews, told Foreign Policy magazine that “Secretary Mattis has not yet made a decision on the certification required” by Congress to release the $400 million in counterterrorism funds for Pakistan in fiscal 2017.

Another $650 million in payments that Pakistan would have received for the prior two fiscal years have already been “reprogrammed and are no longer available to Pakistan,” Andrews said.

Despite back to back visits of the top officials of Trump administration including Secretary of State Rex Tillerson and Secretary Defence James Mattis, Islamabad and Washington remain at ‘odds over Pakistan’s track record on countering militants near the Afghan border, and Washington has no plans to lift a freeze on a key reimbursement fund for the country, the report quoted U.S. and Pakistani officials as saying.

Although in talks with Prime Minister Shahid Khaqan Abbasi, Mattis acknowledged Pakistan’s efforts in countering militants but added that Islamabad ‘must redouble its efforts to confront militants and terrorists operating within the country’.

In July, Mattis suspended payments from the CSF, which the United States uses to reimburse countries for counterterrorism operations. The Pentagon said it would not resume payments until the defense secretary could certify that Islamabad had taken sufficient action against the Haqqani network and other militants who cross into Afghanistan from sanctuaries in Pakistan.

The report further added: “The suspension may not be lifted for six months at the earliest, when fighting resumes in the summer months. U.S. officials say they will not be able to assess if Pakistan has made progress and fulfilled its promises to prevent the Haqqani militants from crossing into Afghanistan until then”.

While the United States insists that the funds are tied to Islamabad’s support for counterterrorism operations, Pakistani officials continue to insist that payments should not be linked to specific conditions. Typical Terroristani Claim "We not work but you must pay!

“The Coalition Support Fund is an obligation the United States has, and it is for the United States to fulfill that obligation,” Pakistan’ s envoy to US Aizaz Chaudhry said. “It is reimbursement of the expenses. It’s not an aid package.”

Chaudhry suggested that India’s involvement in Afghanistan is worthy of censure, not praise. “It is the use of Afghan soil to increase instability in Pakistan that hurts us.”

Southern China is getting its Oil and Natural Gas Imported via Kyaukpyu "about 50-75 Miles South East of Sitwe - Old name Akyab!

It is next to impossible to have Pipelines for Oil and Natural Gas to traverse the Hindu Kush Range!

It's a Praveen Swamy article (of course there would be Pak based sources).

What is scary is that Terroristan is producing millions of feral male youth, dumbed down with islamiyat and poor nutrition, somewhere in the middle order in a family with 6+ children, with no attention from parents (who are old/disabled despite being only in their 40s) and ready to do anything to change things. Mullahs are only too happy to sign up these recruits for one way Jihad; governments are too happy to see these fellows "employed" or otherwise out of the country.

Trump doesn't need a wall. We do. The barbed wire fence won't be enough.

Pakistan State Oil (PSO) has suspended imports of fuel oil after an abrupt drop in domestic demand as the country turns to liquefied natural gas (LNG) to fuel its power sector, two company officials told Reuters on Wednesday.It is not clear how long the suspension will last but the country’s state-owned oil importer is expected to drastically cut fuel oil imports, one of the sources said, speaking on condition of anonymity as he was not authorised to speak with media. Another botched up job by the Paki Govt, just like the recently trumpeted and "so-called game -changer CPEC", where the details of the agreement is being released to the Aam Abduls bit by bit ( 91% of Gawadar Income will be "hogged" by the Chinis :mrgreen: ). Not to speak of the "brilliant strategy" by Ex FM Fraudster Dar , to build up foreign reserves by borrowing massively ! Now the chickens are coming home to roost. Chinis are suspending some projects and demanding implementation of agreed terms . The Paki Govt is "hunting" for massive long -term loans in the World's Financial Markets :mrgreen:
“It’s difficult to see demand (for fuel oil) recovering especially with two more LNG terminals coming up,” the source said.Pakistan built its first LNG import terminal in 2015 and a second terminal started up last month. Two more LNG import projects are expected to become operational in 2018.PSO’s fuel oil sales were down 9.4 per cent in the third quarter of this year from the same period last year while its LNG sales grew by nearly 50 per cent due to higher utilisation of LNG in the power sector, according to PSO’s financial results in October.“Fuel oil imports will have lower priority while LNG will be the main priority of the country,” the second company source said. Now Pakistan will have to wait a "few more decades" centuries to fulfill its promise to the Abduls that it is on its way to become an "economic superpower" by the next decade !
Prime Minister Shahid Khaqan Abbasi had told Reuters earlier this year that Pakistan could become one of the world’s top-five buyers of LNG with imports topping 30 million tonnes by 2022, up from just 4.5 million tonnes currently. Talk is always cheap . But where is the money for buying the same :mrgreen:
Pakistan’s lower fuel oil demand, most of which is delivered from the Fujairah oil hub in the United Arab Emirates, has driven stocks of the fuel this week to a more than four-month high. Release the surplus in the Arabian Sea :D

^^^ Its going to be real fun to see all the new power plants in Porkistan being commissioned. The increase in power generation capacity is going to be much more then the projected demand . We will see the old power plants producing power at a much lower rate being decommissioned to ensure the running of the new ones as these have been contracted for guaranteed offtake. The resultant hike in power bills will make the pakistani industrial production uncompetitive and the aam abduls and ayeshas reaching for the detonation switch in their shalwars/jackets as the power bills would be unpayable.

So looking forward to the fun times. :D
