Govt on path of another foreign borrowing record

ISLAMABAD: Like previous years, the government is on the path of making another record in foreign borrowings as it has acquired fresh loans of $5.2 billion in just five months of the current fiscal year, which are more than two-thirds of the annual estimate.

Excluding $2.5 billion that Pakistan borrowed by floating two sovereign bonds a few weeks ago, the foreign loans amounted to $2.7 billion from July through November of fiscal year 2017-18, reported the Ministry of Finance and Economic Affairs on Thursday.

Pakistan had floated the sovereign bonds last month but the money came in the first week of December, therefore, the ministry did not make it part of November disbursements.

By including the bond issuance, the total foreign loans the country acquired in five months stood at $5.22 billion. For FY18, the Ministry of Finance has estimated to receive $7.7 billion in foreign loans. However, like the previous year, it is set to breach the limit as borrowing of $5.2 billion is equal to roughly 68%.

The main reason for the spike in borrowings is the government’s inability to ensure non-debt creating inflows. In the first four years of the present government, exports plunged by one-fourth, remittances reached the point of stagnation and foreign direct investment was half of official projections.

For the last fiscal year, the government had targeted to receive $8 billion in foreign loans, but it closed the year at a record $10.2 billion. The trend seems to be continuing in the current year.

The current account deficit that had been recorded at $12.4 billion in the last fiscal year has already touched $6.6 billion from July through November FY18, according to the State Bank of Pakistan (SBP). The deficit was about 91% higher than the previous year.

For the full year, the finance ministry has projected $8.9 billion of current account deficit, but the five-month gap comprises almost three-fourth of the annual target.

The ministry had initially projected FY18’s gross external financing requirement at $17 billion, which during recent talks with the International Monetary Fund was revised upwards significantly.

On Tuesday, SBP Governor Tariq Bajwa said the country’s financing gap for the current fiscal year was in the range of $11 to $12 billion. The figure is close to what independent economists have forecast due to the widening current account deficit and mounting foreign debt repayments.

However, on Wednesday the SBP claimed that there was confusion about the financing gap, which it said would be $2.5 billion for the current fiscal year. The SBP did not explain whether the confusion was on the part of the governor or the media.

The $2.5-billion estimate looks highly unrealistic as it is even lower than the finance ministry’s initial conservative estimate of $5 to $6 billion.

From July through November, the finance ministry obtained $1.1 billion in short-term loans from foreign commercial banks, which were 109% of the annual projection.

In November, Standard Chartered Bank, London, gave $70.37 million in short-term loan for liquefied natural gas imports. The country has already obtained $500 million from the Industrial and Commercial Bank of China, $255 million from Credit Suisse and $267 million from Citibank.

Officials in the finance ministry told The Express Tribune that in coming months, the ministry would have to resort to massive short-term and other borrowings to meet the growing external account requirement and maintain foreign currency reserves at a decent level.

Former finance minister Dr Hafiz Pasha has projected that the SBP’s foreign currency reserves would fall to $3 billion by June 2018 excluding $6 billion worth of short-term loans that the central bank has acquired from domestic commercial banks.

Inflows from traditional sources remained very low in the first five months of FY18. The Asian Development Bank gave $221.9 million or 18% of the annual projection, the World Bank disbursed $174 million or 16.2% of the annual projection and the Islamic Development Bank disbursed $715 million or 45.7% of the annual projection.

China gave $455.3 million or 28.8% of the annual estimate.

It is perhaps one of the great ironies of Pakistan that the founder of the nation spent his first and final Christmas in a church with the Christian community to express his support for the minorities. The Mullah Brigade did not "believe" DJinnah's Islamic credentials and the "secularists", to their dismay, found his "secularist credentials" a hoax, when he buckled under pressure !
Muhammad Ali Jinnah, the Quaid-i-Azam, was committed to ensuring that the minorities of Pakistan were fully included as citizens and treated as equals. In a speech he gave in August 1947 to the Constituent Assembly, the Quaid famously remarked, “You are free; you are free to go to your temples, you are free to go to your mosques or to any other place of worship in this State of Pakistan ... You may belong to any religion or caste or creed ― that has nothing to do with the business of the State.” Have they found the original of this radio address yet :roll:
It is ironic then that on Sunday, Dec. 17, just over a week prior to Christmas, the day when Christians celebrate the birth of Jesus Christ and the same day Pakistanis celebrate the birth of the Quaid, two suicide bombers attacked a crowded church in Quetta, killing nine and injuring at least 55. This "guy" has lived almost all of his life in western countries, soft selling Pakistan and its "famous Sufi heritage". So, expect this kind of a BS from him :mrgreen:
I have found this attack to be particularly shocking, as I served as commissioner in Quetta in the late 1980s and was thus in charge of law and order in the division. My role then was to protect citizens of all faiths. The idea of a church or any member of a minority community being attacked so blatantly is shocking to me and breaks my heart. As the Quaid expressed, it is the duty of every Pakistani to safeguard all citizens, but especially the vulnerable, like the minorities. I am sorry to see this vision being decimated before our very eyes. A little bit of self aggrandizement does not hurt anyone :mrgreen:
Pakistanis must stop killing Christians. Pakistan as a country claims to honor the message of the Quaid and revere his founding of the nation. Yet Pakistani Christians keep being brutally attacked. In March 2015, twin bombings at two churches in Lahore killed at least 15. Last year, a bombing in a crowded Lahore park on Easter Sunday killed 75. The Quetta attack is a new low though for Pakistan. Could there be a worse insult to the legacy of the Quaid than that of a church bombing in the heart of Advent, one week before the treasured Christmas holiday and his very own birthday? Firstly, DJinnah's birthday, according to historians - December 25 - is NOT a confirmed fact. Secondly, the "esteemed professor" would do well if he makes a "reverse journey" and fight the battle of behalf of Christians in Pakistan. Make extra sure, that he does not become "another Salman Taseer " :mrgreen:
What is encouraging is that this time around, in a shift in the national tone, many prominent Pakistani leaders roundly and swiftly condemned what happened in Quetta. To cite some examples from the many at hand: This kind of "examples" from a prominent RAPE ensures that the "image" of Pakistan does not go down the sewer pipes :mrgreen:
Councillor Dr James Shera MBE, S.Pk, the former Mayor of Rugby, England, and a prominent Pakistani Christian, stated in response, “I am deeply saddened and shocked to hear of the suicide attack in Quetta Methodist church with nine killed and over 50 injured. My deepest sympathies for the families of the injured...not allow extremism in any shape or form to flourish and weaken Pakistan. God save Pakistan.” :((
The Pakistan High Commissioner to the UK and Ireland, Syed Ibne Abbas, wrote to James Shera in the aftermath of the attack expressing his condolences to the community: “James Sahib, Terror attack on a congregation at a Church in Quetta is truly appalling. File as "damage control" exercise. The mutual admiration society ! :mrgreen:
Dr. Amineh Hoti, who works tirelessly within Pakistan and beyond to build bridges between the faith communities, heartily condemned the attacks: “This mean act of killing people intentionally during Christmas is a heinous act against humanity, against the Abrahamic faiths, :roll: and against what the flag of Pakistan stands for. Is not high time that "Dr Ahmed" should join hands with Hoti- in Pakistan- and help the local Christians. Or has he become "addicted" - like so many others of his compatriots - to "western consumer culture" , as the Paki Mullahs like to accuse these "liberal bleeding hearts" :twisted:
On a note which inspires hope for the nation, in response to the attack in Quetta, the Regional Police Officer in Gujranwala, Ashfaq A. Khan, visited a number of the city’s churches to ensure their security infrastructure and procedures were properly in place before the Christmas holiday. He also instructed all his police officers to ensure the full protection of the Christian community during their Christmas celebrations. And alongside the deputy commissioners, Mr. Khan broke bread and shared cake in the churches with the Christian community to ensure the strengthening of ties between the community and the administration. Just the other day Hafiz Suar addressed a rally in Gujranwalla. Does HE know that this has happened in Gujranwalla :eek:
If more Pakistanis work to follow the examples set by the Quaid, as reflected by the administration in Gujranwala, I am confident we can defeat the scourge that was on full display in Quetta this past weekend. We must all make a concerted effort to heal these wounds and close the gaps between our faiths, before more innocent lives are lost and before the vision of Pakistan is lost. We have two choices in Pakistan ― support and protect the minorities in the spirit of the Quaid or watch the nation disintegrate before our very eyes. It gives me hope that so many Pakistanis are responding so passionately and swiftly to the Quaid’s vision. The Paki Govt and the Paki Embassies abroad depend on these "patriotic" Pakistanis to correct the slimy image of Pakistan

ISLAMABAD – Prime Minister of Pakistan Shahid Khaqan Abbasi has approved the appointment of Pakistan Muslim League Nawaz lawmaker Rana Afzal as state minister for finance.MNA Rana Afzal is from Faisalabad and currently the parliamentary secretary for finance. He has been appointed a month after former Finance Minister Ishaq Dar requested the Prime Minister for leave, after which place was vacant in the Ministry of Finance. So, he was already a "fauji man" in the Finance Ministry. Now he has been given the "top post" . IMO, this is just a "stop gap" arrangement until the next election, when a "full-fledged fauji favoured " government is expected to come to power :mrgreen:
He obtained the degree of B.Sc. (Electrical Engineering) in 1971 from NED Engineering College, University of Karachi; and also possesses the degree of M.A. (Political Science) from Balochistan University, Quetta. But does he have the "fraudster smarts" of Ishaq ( Dar ) , who made himself a Dar- Ling to the Nawaz clan :mrgreen:
He was commissioned in Pakistan Army and served as Captain during 1971-76. The present "toothless" PM ( Abbasi) is looking more and more like a fauji stooge , instead of one of Ganja's own :mrgreen:

Pakistan "Leaches" Massa !

How much aid US has given to Pakistan since 2001
ISLAMABAD – Since 2001 (the first year after the start of America’s so-called ‘War on Terror’) and 2016, Pakistan received a total of $ 33.4 billion from United States.44% of it, $ 14.57 billion, was the payment against the infrastructure and services of Pakistan used by the Americans. That leaves $ 18.8 billion paid as ‘aid.’
These figures have been compiled by US’ own institutions.
Figures tell us that America’s devastating war in the region – with its fall-outs well felt over Pakistan now – has cost the Islamic Republic over $ 123 billion ( I had exaggerated a figure of $ 100 Billions in one of the earlier posts ! ) in the same period of past 16 years. This is more than six times of what the Americas boast as ‘aid.’ And it tops CPEC as well :mrgreen:
It would be useful and interesting to highlight here that during the single financial year of 2010-11, Pakistan’s losses from terrorists’ actions against it were over $ 23 billion, considerably more than America’s total ‘aid’ over past 16 years until now. It is interesting to know that a "whole new industry" based in Sialkot of course, has evolved around "accounting" for Pakistani loss due to the US sponsored War On Terror :mrgreen:
Let us also make it clear – and both civilian and military leaders from Pakistan have made it clear many a times – that Islamabad was not, is not and will not fight against terrorism for money, for any aid, at all. :lol: The caveat, of course ! And the H&D factor
Past four years have seen American payments to Pakistan decline even further. For this year’s budget, the American Congress has authorized only $ 700 million for Pakistan – half of which is conditional to the confirmation of the Secretary of Defense that Pakistan is ‘cooperating’ as they would like too. International peace conference: Russian, Chinese high level delegations arrive in Pakistan
ISLAMABAD: A three-day international speakers’ conference would start from Saturday with an objective to focus on parliamentary cooperation for peace, connectivity and prosperity in the region.
Speakers of regional stakeholders including Afghanistan, China, Iran, Pakistan, Russian Federation and Turkey would participate along with their respective parliamentary delegations, a press release here Tuesday said. This is another way of weaning Iran and Afghanistan away from "enemy India" :mrgreen:
The participating countries are tied by geographical proximity and a perpetual interdependence based on age old civilizational heritage (Hindu/ Indian civilization is of course persona non grata !) as well as geo-economic links of trade, tourism and culture spread over centuries. A little massaging does not hurt anyone, part 1 :mrgreen:
These six countries, exceed any region of the world with regards to human and natural resources, technological and skilled competence, and geo-political strategic importance. A little massaging does not hurt anyone, part 2 :mrgreen:
However, the persistent nuisance of global terrorism ( of which Pakistan is a prominent founding member :twisted: ) has been impeding the collective progress of this region. No kidding !!
Hence, the theme of the Speakers’ Conference aims at addressing these challenges through an exchange of knowledge, experiences and possible solutions in the form of dialogue. Hope Pakistani experience on "IT" ( the other kind ) will be equally shared as well !

We'll talk peace with Pakistan only when it stops supporting terror: Army chief General Bipin Rawat

JAIPUR: Indian Army chief General Bipin Rawat on Friday said peace talks with Pakistan can take place only when it stops supporting terrorists in Jammu and Kashmir.

Given its actions, it doesn't appear that Pakistan really wants peace,
the Army chief added.

He was in the western sector, close to the India-Pakistan border, to witness the 'Hamesha Vijayee' exercise conducted by the Southern Command in Thar desert.

Rawat said Pakistan should stop supporting terrorists.

"Only then can we say that peace talks should take place," he told reporters in the exercise area near Barmer.

"We also want relations should be better but given what kind of actions there are (from their side) and terrorism is spreading in Jammu and Kashmir, it doesn't appear that they really want peace," Rawat said.

The Army, paramilitary forces and Jammu and Kashmir police have been taking actions against militants in Jammu and Kashmir successfully and the action will continue, he added.

Rawat's comments come a day after Ministry of External Affairs spokesperson Raveesh Kumar said India would like good relations with Pakistan provided Islamabad takes action against terror groups.

"It is important for Pakistan to understand our core concern, which is terrorism. We have time and again asked them to take action against terrorists who are operating from their soil. This is something they (Pakistan) will have to handle if they are serious in cultivating this friendship," Kumar said.

The assertions follow Pakistan's Army chief General Qamar Javed Bajwa pledging his support for better ties.

According to media reports, Bajwa has said he will support any initiative of the civilian government to resolve issues with India through talks.

In a rare move, the Pakistan Army chief briefed the Senate - the upper house of the parliament - on security situation and regional issues on Tuesday.

ARACHI – A Gwadar-bound flight PK-503 of Pakistan International Airlines (PIA) on Friday faced delay after it was stopped on the runway at Karachi airport following an alert regarding the possible danger.According to the media reports, the pilot informed the airport authorities about a possible danger after he noticed something suspicious inside the plane when it was on taxiway.After the alert, commandos of Airport Security Force (ASF) surrounded the plane in order to prevent any mishap. Fire tenders of Civil Aviation Authority (CAA) also reached the site. Although, now it seems funny in hindsight, IMO, it makes sense 400% . First, the flight was destined for Gawadar (Chini territory- gifted to the tallel than mountain fliend :D ) ; second, the Chinese population of Gawadar - thanks to CPEC- is expected to balloon to half a million . Third, the Pakis- with so many Chinese on board - wanted to be "extra sure" that some Islami outfits (or some "miscreants" for that matter ) were not planning "something" for the Chinis on board . Therefore, better "safe than sorry" :mrgreen:
As the plane was searched, the authorities found a cat in the cockpit of the plane. :lol: Hope RAA is not found to be responsible for this ! The flight will be allowed to take off after proper clearance, authorities said.
It is yet to be known how an animal made his way inside the plane. A JIT should be set up to "probe" into this "serious" matter . Senator Mushahid Hussein, Chairman of the Parliamentary Committee on CPEC ( Big name, zero game :D ) should be appointed as Chairman, with the Chinese Envoy as an Ex Officio Member :mrgreen:


PS: In order to avoid "bad publicity", why don't they permanently :mrgreen: shut down the effing decrepit airline in the first place

This writer has been pointing out since 2009, when the whole discourse was overly appreciative of the ‘aid’ flowing into Pakistan, that what Islamabad gets from Washington is much less than even what should be an appropriate reimbursement for being a front-line state in the American-led campaign. Facts coming out now are proving the same. Hindsight is always 20/20 !
No one in Pakistan and we hope beyond, is impressed by either the fake claims of aid or by the threats to cut the same. Yet, no one would be wise to suggest a confrontation of any sorts with America either. A wise suggestion no doubt considering that Pakistan is "almost insolvent" and dependent on US aid for its day to day existence :mrgreen:
All that is needed is to readjust Pakistan’s global and regional engagements ( euphemism for Pakistan "opening its legs" for another sugar- daddy to replace Massa :mrgreen: ) considering the changing geostrategic, geopolitical and geo-economic realities in our neighbourhood, and beyond. But what about the "namak haram" factor. Why whip up unnecessary anti-USA sentiments, if you cannot remain select, diplomatically speaking !

KARACHI – As the uncertain political situation hit the stock market and dented investor confidence, Pakistan Stock Exchange (KSE-100 Index) could not maintain its position in the world in 2017 as it had held in 2016.As per yearly review by Bloomberg for the period Dec 18, 2016- Dec 18, 2017, Pakistan has been ranked as the worst performing stock market in world equity index ranking with losing 21.54 percent.
According to 2017 statistics of Bloomberg, other world stock markets, which shown poor performance, include QE Index (-20.52%), MSM30 Index (-11.22%), Blom Stock Index (-7.23), Laos Composite Index (-5.72), DFM General Index (-5.17), ADX General Index (-3.18), Sri Lanka Colombo All Sh (-1.54), Amman SE General Index (-1.37) and Botswana Gaborone Dorn (-0.68%).
Pakistan has scored the "highest marks" among these third class losers :twisted:
However, Venezuela Stock Market Index remains best performing stock market in the world by gaining 4256.34%. It is followed by MSE Top 20 Index with 84.29%. Venzuela has oil. Apart from a so-called "strategic location" what does Pakistan have :roll:

The Chinese institutions were/ are "hunting" for good strategic investments in Pakiland and due to this euphoria, lo and behind they became the new owners of PSX . Pakistan/India: How politicians from across the border wine and dine for mutual interests.

At a moment when the Gujarat assembly election was the talk of the town, the timing of a meeting between some Indian stalwarts and their Pakistanis counterparts in New Delhi was intriguing.

The Indians comprised a former Vice President, a former Prime Minister, a former Cabinet Minister, a former Army Chief, former diplomats and a selection of journalists. One common trait or proclivity of most Indian stalwarts in attendance in the seminar and later at the dinner hosted by a former diplomat and Cabinet Minister, known for making acerbic expressions, was the hostility, rather enmity, towards the incumbent Prime Minister.

This acerbic diplomat-politician must take inspiration from his senior colleague Natwar Singh’s assessment of Pakistani diplomats. Singh, who also attended the dinner, writes in his book One Life Is Not Enough: “The quality of Pakistani diplomats cannot be questioned. For some Pakistani diplomats, the Foreign Service was both a cause and a career and for a handful, it was a crusade. Keeping the Kashmir question alive on the international agenda for so long needed determination and skill. Even greater was their achievement in maintaining excellent relations with China and the US, at India’s expense.”

Sadly, many Indian stalwarts have also thrived on political and diplomatic capital of Pakistan and at India’s expense.

The Pakistani side, amongst others, had the former Foreign Minister of Pakistan Khurshid Mahmud Kasuri and the serving High Commissioner Sohail Mahmood. The post-event posturing of the participants neither inspires confidence nor reassurance as to intent of the meet. That the meeting was attended by two highly regarded nationalists does not insulate it from the machinations of anti-India Indo-Pak collaborators.

At a seminar in Lucknow, where I was invited, another participant, a Kashmiri youth leader utilised the occasion to slip off with Abdul Basit, the then Pak High Commissioner only to reappear at the very end of the program. In fact, seminars and dinners such as these are perfect ruse for intelligence operatives.

As far as the Indian participants are concerned, were not some of these people feverishly advocating de-militarisation of Siachen thereby suggesting that India withdraw troops from there? They did not even care to know that there are no Pakistani troops on the glacier. They are deployed on the other side of the Saltoro Ridge.

One of these ‘stalwarts’, whilst on a visit to Pakistan, publicly asked his hosts for help towards dislodging the incumbent Indian Prime Minister. How can Pakistan be of any help except by the only tool it is adept at wielding i.e. terrorism?

Dismissing the steadfast conclusion of the US Government, and even David Headley’s wife, some of the Indian participants at the seminar and dinner were mysteriously desperate to absolve Pakistan from the Samjhauta blasts and exerted to prove that it was a handiwork of so called ‘Hindu terrorists’. The former Union government ignored the narco tests of SIMI activist Safdar Nagori, which revealed the identity of the two Pakistanis who had crossed the border to carry out Samjhauta blasts. Lest they ruin the script of ‘Hindu terror’, these two culprits were deliberately let off and dispatched to Pakistan.

In the wake of the Samjhauta blasts, Kasuri arrived in India on 21 February, 2007. In his book ‘Neither hawk nor dove’ he pontificates: “The attack on Samjhauta proves that terrorism has no religion.”

When was the last time when terrorists from India struck Pakistan, Mr Kasuri? Just because the trajectory of global jihad has gone out of Pakistan’s control, do not create such binaries.

In the pursuit of the purported ‘Hindu terror’, one of the participants, an Adarsh scam tainted gent, had no qualms in handing over an officer under his command to the Maharashtra police.

So who reached out to the Pakistani establishment? The very same people whose heart beat for Ishrat Jahan, an Indian LeT operative, recruited to eliminate the then Chief Minister of Gujarat and now the PM. Her end at the hands of security establishment of Gujarat, rattled the players in the government in Delhi so much that it pitted one Intelligence agency against another. It humiliated the Intelligence Bureau by subverting and unleashing another agency. It happened under the close watch one former PM who now has demanded apology for insinuating ‘subversion’ against him. It is another matter that the spirit of the constitution was subverted by accepting an arrangement by which he forfeited his right to choose his cabinet to an unconstitutional authority. Such an arrangement is inherently weak on integrity and is an invitation to subversion and blackmail by external powers.

The use of Pakistan and its leverages like Dawood Ibrahim and LeT has become a feature of Indian politics. It is this compulsion that makes some Indian politicians, like Pakistani politicians, to suffix an honorific ‘sahab’ to Hafeez Saeed. Pakistan’s ISI has been physically eliminating politicians like Benazir Bhutto and makes civilian governments capitulate whenever it deviates from the military determined foreign policy security path by use of mullahs and fundamentalists. The mullah-military partnership is intrinsic to Pakistan since creation of the country.

The recent brokering of deal by a Maj Gen of ISI between the govt and the Barelvi fundamentalists, Tehreek-e-Labaik, whose 5,000 cadres had blocked the Islamabad-Peshawar road junction for three weeks was brazen display of manipulative power and capability of the military-intelligence establishment with regards to the politics of the country. The same, it seems, is being extended to India at the behest of anti-national parties and politicians.

The ISI has been desperately trying to destabilize UP through railway sabotage. Two recent acts of sabotage are glaring. On 10 August this year, 77 pandrol clips, used for fastening tracks were removed near Bareilly. On 3 December again, 150 pandrol clips were removed near Lucknow to cause derailment. The series of railway sabotage in UP began with the derailment of Patna-Indore Express near Kanpur in Nov 2016 which took a toll of 150 lives. The attack was planned by ISI operative Mohd Shafi Sheikh who roped in a Nepalese citizen Shamshul Hoda. This was carried out to discredit the central government in a run-up to the UP elections. So Pakistan has been trying to influence politics in India in different ways.

I was part of Track-II India-Pakistan meeting in Singapore. The seminar was a formal affair. I was asked to present a paper on Balochistan. The copies of the paper were distributed amongst Indian and Pakistani delegates well in advance. I presented my own perception of Balochistan, much to the dislike of the Pakistani delegates. There is thus no informality about such meets, and even if it is touted as one, national interests reign supreme.

That said, there is never a Track-II meet which may include a former PM and a former Vice-President, and that too in an atmosphere vitiated by hostile political overtones, as betrayed by the dinner’s host. Which side of the Indian political divide does this foul-mouthed former diplomat and politician wants the Pakistanis to weigh?

Most Indian invitees at the dinner are known for their hostility towards the present PM. One of them before demitting powers and privileges of high office for years commented that people of his community are not safe in India, another, deemed as an ‘Accidental Prime Minister’ said that minorities had the first right over resources in India, and is also remembered for his subverted role at Sharm-al-Shaikh. What these stalwarts wished to achieve from their Pakistani counterparts that they could not otherwise make real in their long careers, is anyone’s guess. If the intention of the stalwarts was the good of India, they could have kept the present government in the loop. In this regard they must take cue from Kasuri’s patriotism.

In his book ‘Neither a hawk nor a dove’ Kasuri describes his meeting with influential Americans (Senator John McCain, Senator Lindsey Graham and Richard Hoolbrooke) in the wake of 26/11 in Lahore after he ceased to be Foreign Minister of Pakistan in November 2007. “My experience told me that this was as high powered a delegation as it could be. I instinctively understood that there must be something important. They said they were coming from India and there was a feeling of outrage and something needed to be done to release the pressure. To my consternation, Senator McCain wanted to know from me, in view of my experience what the reaction of the Pakistan Army and the public at large would be, if there was limited air raid on Murdike, the headquarters of Lashkar-e-Tayiba. I was horrified at the mere suggestion. Such a suggestion could not have come without their sounding out people at the highest level in India before their visit to Pakistan. After lunch was over, I immediately rang General Hamid Javed, the liaison officer between the army and entire presidency during my tenure; I also rang General Kayani (DG ISI) directly.”

In the process of writing the book ‘The Unmaking of Nepal’ I met the top brass of Nepal several times before arriving at my assessment. Immediately on arrival at India I gave a talk at Centre for Land Warfare Studies. A representative of MEA was invited. Subsequently, I, on my own initiative, briefed the Joint Secretary (Nepal) at the MEA.

The Indian stalwarts therefore must realise that no dividends can be extruded from Track-II or informal outreach without involvement of the government of the day. Track-II and informal outreach can only be allowed if it complements and supplements the efforts of the government. Otherwise, such exercises, that are in abusive disregard of the government of the day constitutes an act of sedition.

Are Pakistani women getting radicalised and becoming assistants to terror – the purveyors of extremist ideologies, networking for jihadi recruitment and funds collection and even participants in militancy in suicide bombings? Is this gender gap – the invisibilisation of their assistance as well as their resistance to terror – the fatal flaw in Pakistan’s National Action Plan (2015) to counter extremism at home? In Pakistan theory and practice are two different things !
A report by the Islamabad-based Insan Foundation on the ‘Role of Women in Pakistan’s Peace and Security' appears to substantiate some of the worst misgivings about madrassa education driving female radicalisation and emphasises the importance of attention to the familial and social linkages in producing extremism and militancy. In a conservative society like Pakistan, madrassah education (which is free !) for girls is the only acceptable route for education - so called in this case. :mrgreen:
Detailing a broad spectrum of activities of these mothers and sisters, the report spans their reluctant collaboration in the interest of family harmony and social legitimacy in the recruitment of their sons for ‘jihad’ as well as their active participation in goading commitment to extremist ideologies and collecting funds for the ‘terror industry’. And then they wonder why " Lal Masjid happens " !
Particularly for fundraising, ‘obedient’ wives and daughters schooled in madrassas run by Jamiat Islami and the networks associated with the more unconventional seminaries of Al Huda and Jamia Hafsa (Lal Masjid affiliate), exploit the religious guilt of Pakistanis within and outside to seek donations from household women who are unaware about the activities of the militants or extremists.A woman from Faisalabad, Punjab explained –
“When women in a group come to our house, sit face-to-face in our own drawing room, ask for money for the wedding of poor girls, clothes for the flood-affected, or Kashmiri brothers, or ask animal-hides during Eid-ul-Azha, I feel scared. How can I refuse them? We have been living in this muhallah (neighbourhood) for decades. The elder of these women whom we all call Aapa (older sister) lives next door to me. Despite my urge to refuse, I must give them money. I have heard about the banned outfits and that we should be careful while donating our money. How? I don't know which is the banned outfit.” Better safe than sorry . False blasphemy comments can be whispered. Girls of the family become a target of the lewd comments of the Mohalla Abduls etc etc. IOW, life can be made miserably for those who do not comply !
The transmogrification of banned organisations is a well-honed exercise conducted in full public glare. Lashkar-e-Tayyaba (LeT) gets proscribed. Out of it emerges Jamat-ud-Dawa (JuD), led by Hafiz Saeed.
On 30 January 2017, Saeed was placed under house arrest. Within three days, JuD reinvented itself as Tehreek Azadi Jammu and Kashmir (TAJK). The Pakis and the Deep State are masters of this "name change" game . One step ahead !
These were the women who had enthusiastically supported the firebrand cleric Mullah Fazlullah who ushered in the Talibanisation of the Swat valley. They had donated their gold bangles, and chastised their husbands if they shaved off their beards or supported the Pakistan state’s military operations.
While Aneela Zeb Babar in her book We are All Revolutionaries Here: Militarism, Political Islam and Gender in Pakistan is more circumspect and subtle in her analysis of al Huda and founder Farhat Hashmi’s advocacy of jihadi politics, There were calls to deport this female Jihadi from Canada, when it came to be known that the San Barnardino female Jihadist was brainwashed by the teachings of Farhat Hashmi !) the Insan report is categorical about the seminary’s mission of Islamising young women so as to influence family members and raise a new generation of radicalised Muslims.
It holds out important policy and research implications for not only Pakistan but also in an India grappling with gender, political faith and militarism in a context of multiple fundamentalisms.

Pakistan government urges Islamabad High Court to deny clearance to Hafiz Saeed's political party - Mubashir Zaidi, The Hindu
Nearly four weeks after Hafiz Saeed was set free from house arrest, the Pakistan government has urged the Islamabad High Court not to allow the registration of his political party, the Milli Muslim League (MML), terming it an offshoot of proscribed entities, the Lashkar-Tayyaba (LeT) and the Jamaat-ud Dawa (JuD) that face international sanctions.

A report in Dawn newspaper said the Ministry of Interior, which is responsible for giving the clearance, formed its opinion on the basis of a security agency’s report, which expressed apprehensions that the registration of the MML as a political party “would breed violence and extremism in politics.”
The usual duplicity by Pakistan. GoP never presented any evidence against any of the 26/11 accused including Hafeez Saeed. It simply arrested him under Maintenance of Internal Security act under which he could not be held for more than a certain period. All his hearings were in-camera citing security reasons. Every time, the court's judgement was that there was no evidence. GoP never wanted to present any evidence against Hafeez and his co-conspirators.

Now, the US is putting some pressure. Pakistan wants to pretend it is taking some action. But, again, it will not give any evidence to the judge as to why his party should not become a valid political party. The Judge will reject the government's arguments and allow MML to be registered.

GoP will then tell the world that everyone has to accept the court orders. QED.

US statements can undermine war against terror: army

ISLAMABAD: Hours after the Foreign Office strongly reacted to US Vice President Mike Pence’s remarks, Pakistan Army Friday also warned Washington that such statements could ‘undermine’ the ongoing war against terrorism.

In an interview to a private TV channel, DG ISPR Major General Asif Ghafoor said, “We need nothing from US, but acknowledgement for our contributions, our sacrifices and our efforts for peace in the region.” He said Pakistan did not fight the war against terror for money and that it only needs acknowledgement of its sacrifices and contributions. Referring to the start of the war, he said, “We all know how the war on terror started and how it was imposed upon us … we have fought it as our own war in the best interest of our country.” “We did whatever we had to in the interest of Pakistan and what we do in the future will also be in our interest,” he added. The DG ISPR said that Afghanistan’s war will not be fought again on Pakistani soil. He said there have been plenty of discussions regarding measures which needed to be taken on Pak-Afghan border management. He said that Afghanistan’s war was imposed on Pakistan.

He also stressed on the need for elimination of terror dens inside Afghanistan. “Pakistan has repeatedly urged for eliminating TTP leadership present inside Afghanistan,” he said. Maj-Gen Ghafoor said US can give India any status it wants to, but any role which gives India permission to work against Pakistan’s interests will not be acceptable to the country. The DG ISPR said if US supports Pakistan, terrorism could be eliminated altogether. “We have cleared our areas of terrorists. Liar, Liar, Pants on Fire! Afghan forces are responsible for such elements present on other side of the border … they need to chase them - ,” he added.

In the meantime, Peshawar once again saw an educational center attacked and students brutally killed.
But for many Muslims Akbar posed certain problems. Although he was a great king by many standards, he was a far from ideal Muslim ruler: there was too much of the willful Oriental despot in his behavior. His harem was said to number a thousand wives. His drinking, his drugs and his blood lust were excessive even by Mughal standards. In a fit of rage he had some 30,000 people This would most definitely be Hindus, Sikhs, Jains and possibly Buddhists! massacred in a campaign because they dared to resist him. I trust our Indian - especially Hindu Secular Leadership - takes note and "FORCE" the Modi Ji's Government to Amend the Indian Scholl & Universities' History narative accordingly!Akbar also introduced a new religious philosophy, din-e-ilahi, a hotchpotch of some of the established religions, with Akbar himself as a focal religious point. This was imperial capriciousness, little else; and it made the ulema unhappy.

Fear of PSX sell-off to foreigners unfounded
KARACHI: The appointment of Richard Morin, a Canadian national, as chief executive officer of the Pakistan Stock Exchange (PSX), has raised alarms in some quarters of the bourse. IMO, the concerns are genuine, considering how the Chinese - under the umbrella of CPEC- are gobbling up important sectors of the Paki Economy ( eg. Chinese companies have "expressed interest" in acquiring petrol pumps !) .
Already, eyebrows were raised with the sale of strategic shares of the PSX to a Chinese consortium.“The stock market has been sold out to foreigners,” muttered a wide-eyed distraught investor. The Karachi Stock Exchange which previously used to operate on the "buddy system" to the detriment of the retail investors, will no longer be able to do so , once the "The Canadian" learns the ropes and looks out for the "investment" of his Chinese controlled consortium !
It is difficult for the stockbrokers to contemplate swallowing the bitter pill of obeying orders of the first-ever foreign CEO of the bourse. Some are also eyeing the new CEO’s, who would be taking charge of the PSX on Jan 8, 2018 remuneration with a mixture of envy and jealousy. Understandable, but the shrewd Chinese are looking for a return on their investment in the Pakistan Stock Exchange (PSX ) and the much publicized CPEC as well . "Free lunch" no more, as the Pakis are beginning to notice with each passing day :D
According to sources Mr Morin would be paid Rs4.5 million in salary and Rs2m in perks making a tally of Rs6.5m a month. It would amount to more than twice the remuneration paid to his predecessor. But such a figure of remuneration is not unheard of in the financial sector. It is at par or even thinner than the pay packet of most fat cats heading big local and some foreign banks. The Chinese investor owners are expecting this foreigner to look out for their interest and willing to pay big bucks ( $ 50 to $60 thousand per month !) for this !
Shaukat Tarin, the former Finance Minister of the country and a one-time chairman of the bourse, told Dawn that he finds no fault in either the negotiated pay or placing a competent foreigner at the helm of a Pakistani institution. In this day and age of globalization , this is not unusual , unless you have a "competent and honest local" for the responsible job, which Pakistan sadly is lacking :mrgreen:
He disclosed that during his time, he had advised the then prime minister to let an experienced and capable foreign national head PIA to take it off the ground. “If the British could place a Canadian national as the Governor of Bank of England, what harm is there in a foreign competent professional taking over, if he could breathe new life with new products in the Pakistani bourse?” he asks. But the German who got himself appointed as CEO of PIA, turned out to be a fraudster himself and took the "sick airline" for a ride !
To recall, a Canadian banker, Mark Carney, heads the UK’s central bank – being the first foreigner to run the 319-year old institution. These are established players who have earned a reputation (Carney was Governor of Bank Of Canada ) . Hope that Mr. Morin belongs to the same category !
Regarding the remuneration, Mr Tarin observed that the foreigners who agree to work in Pakistan and some other countries which are professionally called “Hardship locations” demand certain premium in pay.
Mr Muneer Kamal, the chairman of the board of directors of PSX assured that although under the terms of SPA, the Chinese anchor investors comprising China Financial Futures Exchange Company Limited, Shanghai Stock Exchange and Shenzhen Stock Exchange that paid the highest price of $85m in the bid for 30 per cent strategic stock in the PSX – was empowered to nominate personnel to three key management positions including the CEO, the Chinese directors on the board had requested the management to short-list candidates. The Pakis are beginning to find it the hard way that - politics aside - " bijness is bijness" and it is the same everywhere. You look out for your interest first !
“After a detailed and transparent process, including advertisements in local and foreign newspapers, appointment of advisors and interviews of candidates, the Human Resources sub-committee of the Exchange had picked out the three persons for the top job, including Richard Morin,” he said. The other two candidates, whom Mr Muneer did not want to name, sources say were also the highly qualified Mr Raza Rahim and Mr Farrukh Sabzwari. Maybe, the Chinis were averse to employing a Paki for the top job, knowing their "special reputation" and decided to employ a Canadian instead !
he PSX chairman also laughed off the unsubstantiated claims of foreigners’ takeover of the Exchange. He explained that the Chinese consortium has just 30pc stake in the PSX capital ... No laughing matter, but the Chinese slowly and surely are establishing a foothold in the Islamic Republic . The Paki Business Community has already expressed their concerns about the CPEC :mrgreen:

This was a targeted attack, pure and simple. The book on the surgical strikes ops mentions how Pak deployed every asset they had to attack indian border outposts when the attacks occurred including snipers. We should pay these fellows back in the right language, with no qualms whatsoever.

Despite growth, economy still under risk, says IPR

LAHORE: Despite a revival of growth, Pakistan’s economy is still facing some serious risks and vulnerabilities.

Economic growth has improved with the revival in manufacturing and agriculture, rapid increase in tax revenue has strengthened public finance, however, major foreign financing challenges remain, stated the Institute for Policy Reforms (IPR) in the review of the economy for the first quarter of 2017-18 on Friday.

At 4.4% of GDP, the current account deficit grew by 120% over the same quarter of last fiscal year and far exceeds the target set by the government. Foreign reserves have fallen despite hefty external borrowing. So far, the government has attributed the runaway current account deficit to growth-inducing machinery imports. Machinery imports, however, did not grow during the quarter. Import of power generation equipment fell by 17%.

The report asserts that Pakistan is dependent on external savings and the economy is exposed to continuous loan rollover and re-pricing risks. Recent correction in rupee value may reduce imports and the deficit. The central bank estimates foreign exchange financing gap of $12 billion in FY18 (later retracted). IPR says that the gap will be higher. Next year’s foreign financing gap is a major economic risk.

Fiscal deficit also is higher than target. This has increased government’s indebtedness, both domestic and external. These macroeconomic factors prevent sustained and long-term growth of the economy. They are the result of years of economic decision making that prioritises firefighting to solve immediate problems, but does not show resolve to deal with structural issues.

The problems point to an economic structure that does not allow the economy to substantially increase investment. It is the result of a political economy that favors the privileged at the expense of everyone else.

The report cautions against despondency though because that is the last thing the market needs today. It affirms that Pakistan has the potential to turn the economy around if all institutions show firm intent.

LSM grew by a healthy 8.4% during the first quarter primarily due to improved power supply, better security, low interest rates, low inflation, and past years’ investments. Agriculture has recovered from higher fertiliser off-take, higher credit and mechanisation, and support price for wheat.

GDP growth will be higher than last year’s 5.28%. An expansionary monetary policy coupled with largely steady exchange rate (despite 5% correction in December) and some agriculture and industrial revival have stimulated growth. Continuous growth in public sector investment and China-Pakistan Economic Corridor (CPEC) development projects also have given impetus.

... Indian government has not confirmed any arrival schedule of Kulbhashan’s mother or wife to Islamabad.
Earlier Pakistan has issued visas to RAW Officer’s mother and wife, on Wednesday, for a meeting in Islamabad on Monday, December 25. Indian media had reported that both will arrive via Wagha, border at Lahore. However, Pakistan foreign Office told journalists that this could not be true since visas had been issued only for entry through Islamabad.
Pakistan cautions India as deadline on Jadhav's meeting with family nears
Pakistan has cautioned Indian government on Saturday over convicted spy Kulbhushan Jadhav’s meeting with wife and mother as offered by Pakistan in November on humanitarian grounds.Sources have reported that Pakistan has sought a clear reply from Indian government over the offer by midnight lest the offer would be withdrawn.
It should also be mentioned here that this is not the last meeting of the spy with his family. FO has stated that Pakistan has nothing to hide which is why Indian media was permitted to cover the meeting.
India provides details of Jadhav's family members' visit after Pakistan's 'deadline'
India has informed Islamabad that the mother and wife...
will arrive in Pakistan on December 25
The two women will arrive in the country through a commercial flight and will leave Pakistan the same day after the meeting, the Foreign Office said on Saturday.
Indian deputy high commissioner in Islamabad will accompany the duo during the meeting. One or two officers of the FO will also be present during this time.
Until this moment, India had not communicated to Pakistan when and through which flight the two women would reach Islamabad, the sources had said. It was also not made clear whether Jadhav's two children would also travel to Pakistan.In preparation for the meeting, Pakistan has deployed security and traffic personnel within and outside the FO.
The meeting will last between 15 minutes to an hour, diplomatic sources said. They said Jadhav's mother and wife would be allowed to speak to media representatives if they so desire.This meeting between the spy and his family members will not be the last, the sources said.
India has challenged Pakistan’s refusal to grant consular access to the spy in the International Court of Justice (ICJ). The ICJ is hearing the case and has restrained the Pakistan government from executing Jadhav till it decides the case.
Caution of the Indian Govt "to accept the offer " is understandable , taking into consideration all the factors, including the safety and security of the family members .

Maryam tipped for Punjab CM slot
LAHORE - After the announcement of Shehbaz Sharif as candidate for PM in upcoming elections, the PML-N quarters Friday named Maryam Nawaz as party candidate for the Punjab chief minister.
Maryam has proved her political worth before and after the by-election in NA-120 – the seat won by her mother Kalsoom Nawaz after the disqualification of Nawaz Sharif as PM in the Panama Papers case. She has become a helping hand of Nawaz and developed a good liaison with the Punjab parliamentarians to guide them on development and public welfare projects. This planned reorganization to keep the Pakistan Muslim League, a running fiefdom of the Sharif clan, will no doubt additional ammo to Imran Khan, that the Sharif family is not "sharif" in their dealings with the Paki Nation :mrgreen:
Party sources said Maryam is being named by the party quarters as a strong candidate for the Punjab CM. They said some senior members of the party also formally proposed her name for the provincial leader. However, a formal announcement will be made in due course of time.

Pakistani Refused Entry Into Romania

Romania refuses Pakistan man despite valid visa
UBAI – A UAE based Pakistani national has been denied entry in Romania with no reason and he was sent back to Dubai after two days’of confinement at the airport.Amir Bashir had applied for the tourist visa in the Romanian Embassy in the UAE in August and receiving it in October 2017.
When the UAE authorities announced holidays for the National Day celebrations, Bashir booked his air tickets, made the hotel reservation and took off for a ‘dream trip’. Instead, it turned out to be a nightmare, reports Gulf News on Saturday.
The 29-year-old office administrator working for a construction firm in Dubai took a flight to Bucharest on November 28 and it all seemed normal until he landed at the Bucharest International Airport in the wee hours of November 29.
According to Bashir, when he asked for the reasons for being refused entry, he was not given any answer.“The officer was quite aggressive and would neither listen to me nor understand what I was trying to say. They could hardly communicate in English, but what bothered me was that I was being treated like a criminal. I asked them several times, but never gave me any reason for refusing entry. I was then transferred to the transit area of the airport, where I languished for two days with little food and no place to sleep,” added Bashir, who has been to Europe several times before. Something does not "smell right" in the version that he is broadcasting to the Gulf based newspaper , unless Romania has decided to issue a Red Alert for all Green Passports :mrgreen:
Bashir says he has travelled to several countries in Europe and other parts of the world without any trouble, questioning the grounds on which the Romanian officials refused him entry.The newspaper sought a response from the Romanian Embassy and Consulate in the UAE on the matter but received no response. The Romanian Embassy is right in not responding as they would not have been made aware of the multiple reasons for denial of entry ( inadequate finances, possible chance of non-return or illegal stay, contraband items found etc etc
