Niti Aayog's roadmap for light weight bullet-proof vests, helmets for army

The Prime Minister's Office (PMO) has asked the Niti Aayog to set up an inter-ministerial empowered committee to prepare a roadmap to 'encourage domestic manufacturing' of lightweight body armours for the army and para-military forces.

The committee, according to a senior government official who did not wish to be identified, will be headed by Niti Aayog member V K Saraswat and will have representatives from the Defence Research and Development Organisation (DRDO), the Department of Industrial Policy & Promotion (DIPP), the Ministry of Defence and the Ministry of Home Affairs.

The official said Niti Aayog will drive implementation of recommendation of its draft note on "incentivising" domestic manufacturing of lightweight body armours for the Army and para-military forces.

He further said the PMO was very responsive to the Niti Aayog's draft note and asked it to prepare a road map for the implementation of the proposal.

Earlier this year, the PMO had asked the Aayog to prepare a draft note on the possibility of encouraging production of home-made lightweight body armours.

The government think tank then consulted stakeholders like industries which are engaged in research as well as para military and armed forces.

The idea has been mooted apparently because the bullet- proof vests and helmets in use currently by the Indian forces are very heavy, causing a lot of discomfort and leaving the personnel at a disadvantage during an encounter with heavily- armed terrorists.

Although, India is a major producer and exporter of body armour, its own security forces are many a time deprived of such equipment, particularly the lightweight ones.

As per an estimate, there is a requirement of over 50,000 bullet proof kits for the police force in the country.

According to some reports, Indian firms export bullet- proof vests and helmets to over 230 forces in over 100 countries, including the UK, Germany and Spain.

Indian companies like Kanpur-based MKU and Tata Advanced Materials export body armour to armed forces around the world.

If the light weight bullet-proof vests and helmets are produced in bulk within the country, it will ensure low-cost supplies and end to the endless wait for foreign vendors to supply the equipment.

Why is niti ayog involved in something as basic as this. Why can't the forces approach the existing vender's. With objective criteria and let the vendors provide a suitable solution.

^ Saar, I really appreciate this government which makes us all lion hearted and question every decision. During the "dark decade" (applied for copyright :)), I certainly used to keep mum. I was fearful that any protest from me would be faithfully tracked up to zilla panchayat and ward level, and stuff like career prospects and various freebies would be affected. I remember that no one on BRF said anything when a BEML TATRA unit was shifted to Kerala, and a defence PSU picked up someone's wife's painting for Rs. 35 lakh. The Minister did not buy a local available battery for our submarine, causing an "idle" situation. He refused to induct artillery guns of 130 mm caliber and above on the border. Apparently there was an agreement with Pakistan regarding this, and faithfully carried out by us. When Gen. Husnain created a workaround to this "rule" and fired back to the Pakis, by using "obsolete storage AA gun as direct fire weapon", the people at the helm weren't amused. (I dunno what is worse, using obsolete storage weapons to fire back on your enemy, or being fearful of your bosses because you have dared to fire back at the enemy.) No one on BRF save for Phillip saar questioned these things. (He and Shiv Saar are our dharmic heart, and today we are alert because of them.) If the present Raksha Mantri sends the DefExpo 2018 to her hometown, or Parrikkar sends HAL Heli engine repair facility to Goa, I wouldn’t care less. Both are dharmic and patriotic people, who have ordered 100 + LCAs, Arjun Tanks, got OROP done and Su-30 at 70 %. MP had ordered 114 Dhanush guns before trials are completed. They have done whatever required and inducted 2 Scorpenes (who knows what logjams caused it to be stuck from 2005 to 2014, when 80 % was completed by 2008-09?). However, even if they had not done any of the above, I would say MP still deserves a hat tip for the response to Pakis at the border. It is unprecedented in scale and devastation. The present system and people are not perfect, but when the street scum ruled, all of us ducked for cover, and our Admins banned people for "criticism against the system and forces". The Dark decade was our North Korea moment.

RM’s Advisory Committee on Ministry oF Defence Capital Projects Approved

The RakshaMantriSmt Nirmala Sitharaman has constituted a 13 member RakshaMantri’s Advisory Committee on Ministry of Defence (MoD) Capital Projects (RMCOMP). The decision has been taken to expedite capital acquisitions to bolster armed forces preparedness.

The Committee shall be constituted of the following members:

The terms of reference for the committee are as follows:-

Undertake independent review and status check of identified ongoing critical capital projects above Rs. 500 crore including ‘Mission Mode’ projects, ‘Make’ projects, ‘Buy (Indian), ‘Buy (Indian – IDDM), ‘Buy and Make’ and ‘Buy and Make (Indian)’ projects as well as ‘Design and Development’ projects under the Ministry.
Assess the physical and financial progress of these schemes/projects.
Identify specific bottlenecks and concerns that are responsible for delays, wherever applicable and suggest the way forward.
Any other issues related to project monitoring and appraisal that may be referred by MoD.
The committee will have a tenure until the end of August 2018 (unless otherwise ordered). Deliverables for the committee are as follows:-

Present an initial status report on the identified projects to RakshaMantri by 31st March 2018. The report shall include apart from the current status of the projects, issues, remedial measures and follow-up strategy.
Based on the decisions on the status report, submit two follow-up corrective Action Taken Reports by 30th April 2018 and 31st July 2018, respectively.
Suggest modern management concepts that can be leveraged to reduce delays.
Suggest actionable measures to improve the capital acquisition process/procedures.


The Chairman RMCOMP may co-opt up to two specialists/consultants as members, if considered necessary for value addition. The committee will also invite/visit heads of DPSUs/DRDO/OFB and senior officers of MoD/DDP/Armed Forces for interactions.

Inter-alia, the Aatre Task Force recommendations on selection criteria of an Indian company as Strategic Partner were examined in the Ministry and the Strategic Partnership (SP) policy has been promulgated on 31.05.2017 as Chapter VII of the Defence Procurement Procedure (DPP) – 2016 titled as “Revitalising Defence Industrial Ecosystem through Strategic Partnership” with an aim to institutionalise a transparent, objective and functional mechanism to encourage broader participation of the private sector, in manufacturing of major Defence platforms. It will serve to enhance competition, increase efficiencies, facilitate faster and more significant absorption of technology, create a tiered industrial ecosystem, trigger innovation, promote participation in global value chains as well as exports leading to reduction in dependence on imports and gradually ensure greater self-reliance and dependability of supplies essential to meet national security objectives. Four segments have been identified i.e. Fighter aircraft, Submarines, Helicopter and Armoured fighting Vehicles and till date three Request for Informations (RFIs) have been issued under the Strategic Partnership Model for Submarines, Naval Utility Helicopter and Future ready Combat Vehicle (FRCV).

Self Reliance in Defence Production

Self-reliance is a major corner-stone on which the military capability of any nation rests. Accordingly, the Defence Production Policy promulgated by the Government, aims at achieving substantive self-reliance in the design, development and production of equipment, weapon systems, platforms required for defence in as early a time frame possible, creating conditions conducive for private industry to play an active role in this endeavour; enhancing potential of SMEs in indigenisation and broadening the defence R&D base of the country.



Defence manufacturing is primarily driven by capital acquisition of defence equipment. Under ‘Make in India’ initiative of the Government, several measures have been taken to promote indigenous design, development and manufacture of defence equipment in the country by harnessing the capabilities of the public and private sector. These measures include according preference to procurement from Indian vendors under the Defence Procurement Procedure (DPP), simplification of Make procedure, introduction of simplified procedure for Make II sub-category, liberalization of the licensing regime and FDI policy by raising the cap on FDI in the defence sector, simplification of export procedure, streamlining of defence offset guidelines etc. Recently, the Government has notified the ‘Strategic Partnership (SP)’ Model which envisages establishment of long-term strategic partnerships with Indian entities through a transparent and competitive process, wherein they would tie up with global Original Equipment Manufacturers (OEMs) to seek technology transfers to set up domestic manufacturing infrastructure and supply chains.

The Defence Procurement Procedure (DPP) provides various avenues for interaction with the industry. Headquarters Integrated Defence Staff (HQIDS) / Service Headquarters (SHQs), as the case may be, through regular and structured interactions, shares the details of procurement schemes with the industry, and the industry is involved at the feasibility stage itself. Draft Preliminary Services Qualitative Requirements (PSQRs), indicative time frame and envisaged quantities of schemes are shared with the industry. HQIDS / SHQs upload the broad details of the scheme on Ministry of Defence and SHQ websites. The Categorisation committees viz., Services Capital Acquisition Categorisation Committee (SCAPCC) / Services Capital Acquisition Categorisation Higher Committee (SCAPCHC) also invite industry representatives, associations / representatives nominated by industry associations, for presentation and clarifications, as and when required.

No target is fixed for import of defence equipment. Defence equipment is being imported from various countries as per the operational requirements of the Armed Forces. During the last three financial years and current year (upto 30.11.17), 119 contracts involving Rs 1,16,523 crore have been signed with Indian vendors and 68 contracts involving Rs.1,24,291 crore have been signed with foreign vendors for capital procurement of Defence equipment for Armed forces including rockets, simulator and component level repair facility for Tanks from Russia, Laser Designation Pods, radars, Pods for aircraft Radios, Weapons for Garuds and Missiles from Israel, Aircraft, Helicopters, Missiles, Artillery Guns and Simulators from USA and Aircraft, Ammunition, High Zone Modules of Bi-Modular Charges from 155mm Guns from France.

Department of Industrial Policy & Promotion (DIPP) vide Press Note No.5 (2016 Series) has notified revised FDI policy under which FDI is allowed under automatic route upto 49% and beyond 49% through Government route wherever it is likely to result in access to modern technology or for other reasons to be recorded. Further, defence industry is subjected to industrial license under Industries (Development & Regulation) Act, 1951 and manufacturing of small arms and ammunition under the Arms Act, 1959 and Arms Rules, 2016. Other conditions as per the said press note are as follows:-



Infusion of fresh foreign investment within the permitted automatic route level, in a company not seeking industrial license, resulting in change in the ownership pattern or transfer of stake in by existing investor to new foreign investor, will require Government approval.
License applications will be considered and licences given by the Department of Industrial Policy and Promotion, Ministry of Commerce & Industry, in consultation with Ministry of Defence and Ministry of External Affairs.
Foreign investment in the sector is subject to security clearance and guidelines of Ministry of Defence.
Investee Company should be structured to be self-sufficient in areas of product design and development. The investee / joint venture company along with manufacture facility should have maintenance and life cycle support facility of the product being manufactured in India.

Training for Defence Procurement

For acquisition of defence equipment and the modernisation of our Armed Forces, the procedures prescribed in various manuals and rules including the Defence Procurement Procedure – 2016 (DPP) and the Defence Procurement Manual 2009 (DPM) are followed. DPP deals with the acquisition of new capital equipment and DPM with revenue procurements as well as the provision of all other goods, services and support activities intended to maintain the operational effectiveness of our Armed Forces. The Indian Armed Forces follow an approach of continuous training of its officers wherein each officer at different stages of his / her career undergoes various training courses of different contents and durations. As part of these courses, the officers are provided introductory training in various issues concerning procurement. This training is both built into the curriculum and also covered by means of lectures by guest speakers. Besides, training on financial management at macro level is provided to the officers which also covers various aspects related to defence procurement. Specialist courses are also conducted at Service, Tri-service and Ministry of Defence level at Material Management Institute of IAF, College of Defence Management of IDS and Defence HQ Training Institute, Ministry of Defence.

In addition, officers dealing with defence procurements are encouraged to attend seminars, capsule courses or other similar events conducted by various industry chambers and institutes such as National Institute of Financial Management, Faridabad. All these assist in developing the required knowledge base among the officers for handling issues related to defence procurement.

There are adequate number of experienced and trained officers to handle defence procurement. However, in view of the position indicated in reply to part (a) and (b) above, training of officers on procurement matter being a continuous process of knowledge upgradation, it is not possible to give exact number of trained officers.

IT Roadmap of The Defence Sector

The Information Technology (IT) Roadmap of Defence is in sync with contemporary technologies being used by advanced nations and aligned to the Digital India roadmap. Continuous steps are being taken by the Defence Services to remain updated on Information Technology and incorporate the latest technology in the ongoing projects. The Defence Services have promulgated ICT Roadmap incorporating 21 Information Technology projects during the period 2016-2020 in October 2016. The Roadmap includes ongoing and future tri-services ICT projects leading to effective use of ICT in areas such as Network Centric Operations, Information Security, Planning, Stores Management, General Administration and Hospital Management. Out of 21 projects envisaged to be completed by 2020, four have already been completed. As part of the roadmap, the Defence Communication Network (DCN) has been operationalized in July 2016. Further, under Network for Spectrum project, optical fiber is being laid to provide a dedicated backbone communication and IT network connecting stations of Army, Navy and Air Force.



Bi-annual meetings of the Defence Information Technology Consultative Committee (DITCC) are held under the Chairmanship of RakshaRajyaMantri with the objective of monitoring the progress of IT implementation and e-governance in the three Services and Inter-Services organisations in a coordinated manner and resolving inter-organization issues that may arise during implementation. Regular interactions are also carried out with academia and industry to obtain contemporary solutions.

Manufacture of Ammunition by Private Sectors

The Government has approved a proposal for manufacturing of selected ammunition for Indian Army by Indian Industry. Request For Proposal (RFP) for the same have already been issued.

The Defence Production Policy promulgated by the Government, aims at achieving substantive self-reliance in the design, development and production of equipment, weapon systems & platforms required for defence. It also aims at creating conditions conducive for private industry to play an active role in the sector, enhancing the potential of Small & Medium Enterprises (SMEs) in indigenisation and broadening the defence Research & Development base in the country. In pursuance of this policy and ‘Make in India’ initiative, the Government has undertaken several measures which, inter-alia, include:-

Introduction of a new category of capital acquisition viz. ‘Buy (Indian-IDDM)’ in Defence Procurement Procedure (DPP-2016). Under this category, indigenously designed equipment with minimum of 40% Indigenous Content (IC), or equipment with 60% IC will be considered for acquisition. This category will be the most preferred acquisition category and above the ‘Buy (Indian)’ category. Under ‘Buy (Indian)’ category minimum IC of 40% is required and under ‘Buy & Make (Indian)’ category a minimum IC of 50% will be required in ‘Make’ portion of the scheme. The ‘Make’ Procedure has been refined to ensure increased participation of Indian industry.
Industrial licensing with respect to Defence sector has been revised and most of the components, parts, sub-systems, testing equipment and production equipment have been removed from the Defence Products List for the purpose of Industrial Licenses so as to remove entry barriers for industry, particularly with respect to small & medium segments.
Under the new FDI policy, foreign investment up to 49% through automatic route and beyond 49% through Government route has been allowed in the Defence sector.
Creation of level playing field between public sector and Indian private sector with regard to Exchange Rate Variation protection and levy of Excise and Customs duty.
Incorporation of a Policy on Strategic Partnerships in the Defence Sector in DPP-2016 intending to institutionalise a transparent, objective and functional mechanism to encourage broader participation of the private sector, in addition to Defence PSUs and Ordnance Factory Board (OFB).

Amount Earmarked for Defence

MEITY launches Cyber Surakshit Bharat to strengthen Cybersecurity

The first public-private partnership of its kind in India

Recognizing the need to strengthen the cybersecurity ecosystem in India, and in alignment with the Honourable Prime Minister’s vision for a ‘Digital India’, the Ministry of Electronics and Information Technology (MeitY), announced the Cyber Surakshit Bharat initiative in association with National e-Governance Division (NeGD) and industry partners at an inaugural event in Delhi today. Shri K J Alphons, Honourable Minister of State for Electronics & Information Technology and Tourism (Independent Charge), inaugurated the initiative in the presence of Shri Ajay Prakash Sawhney, Secretary, Ministry of Electronics & Information Technology, Shri Suresh Chandra, Secretary, Ministry of Law & Justice, Shri Sanjeev Gupta, President & CEO, Digital India Corporation, Shri Anant Maheshwari, President – Microsoft India, Ms. Debjani Ghosh, President Designate, NASSCOM, Shri Rakesh Maheshwari, Group Coordinator (Cyber Security), MeitY, Shri Jayesh Warrier, India Practice Head (CRS), Wipro and Shri Raghuvir HR, Sales Director, Dimension Data, India.



Conceptualized with the mission to spread awareness about cybercrime and building capacity for safety measures for Chief Information Security Officers (CISOs) and frontline IT staff across all government departments, Cyber Surakshit Bharat will be operated on the three principles of Awareness, Education and Enablement. It will include an awareness program on the importance of cybersecurity; a series of workshops on best practices and enablement of the officials with cybersecurity health tool kits to manage and mitigate cyber threats. Cyber Surakshit Bharat is the first public-private partnership of its kind and will leverage the expertise of the IT industry in cybersecurity. The founding partners of the consortium are leading IT companies Microsoft, Intel, WIPRO, Redhat and Dimension Data. Additionally, knowledge partners include Cert-In, NIC, NASSCOM and the FIDO Alliance and premier consultancy firms Deloitte and EY.



Speaking at the event Minister Shri K J Alphons, Honourable Minister of State for Electronics & Information Technology and Tourism (Independent Charge) said, “Securing the nation’s cyberspace is vital for achieving the Honourable Prime Minister’s vision of a Digital India. The fruits of development must reach the last man out there. The Digital India has led to a rapid transformation in the governance system. To ensure good governance, the private corporate sector must come forward.”



“Today, India is home to over 118 crore Aadhaar accounts, providing people with a unique identity. We have opened 30 crore bank accounts for the poor and underprivileged section of the society and linked those with Aadhaar. So far the Government has transferred subsidies worth 2.40 lakh crore to the Jan Dhan accounts linked with Aaddaar, thereby saving over 60,000 crore, which would earlier go to the middlemen. As we are moving towards that ecosystem, we also must ensure that our systems are protected and our data is secured. Keeping this concern in mind, the government has launched the Cyber Surakshit Bharat, with a primary objective to keep our data safe and protected. The best brains in both the government and corporate sector must come together to ensure a safe a secure cyberspace. I am happy that today we have CISOs in many institutions, we have them in as many as 60 ministries and departments of the government of India; 230 banks and 45 other financial institutions have CISOs to protect their data and systems. We must not forget that there is a bunch of smart individuals out there who are trying to steal our data, and to outsmart them we all have to work together towards building a robust cyber security system that keeps all these confidential information protected.” Added Shri. Alphons.



Shri Ajay Prakash Sawhney, Secretary, Ministry of Electronics & Information Technology said, “With a billion plus mobile phone linked with a billion plus Aadhaar connections and a billion plus bank accounts, we are definitely going to face billions and billions of threats, which are growing and becoming more and more sophisticated. The only way, we hope to counter these threats is at least to come together, of which this particular initiate "Cyber Sukarkshit Bharat" is a classic example of how industry association , with top entities in the industry and various players from Govt in both central & state are joining hands and coming together. I believe, we have done a fair amount of work in cyber security. Many of our organisations are active, they are not only organisation within the central govt, but number of partner organisations and all the major IIT's, IISC's many branches, many centers of C-Dec and many research teams in academic institutions and elsewhere are contributing tremendously. We are coming up with tools and made efforts to reach out law & enforcement agencies, great amount of capacity building is happening among the law enforcement agencies across the countries. We are happy that we are participating in it.



“The role of CISO is possibly a challenging role in any organisation. Now we have put CISO in place in ministries, organisations, various dept, financial sectors, in telecom and many key areas and trying to put in all efforts to equip them, give them the tools, organisational strength to perform their goals better. To begin with 5-6 companies have come forward for some big role. I believe that the consortium approach is a great way to move forward and I hope that more & more of large and very capable companies will join hands & help us in this endeavor." Added Shri Sawhney.



In his opening remarks, Shri. Sanjeev Gupta, President & CEO, Digital India Corporation emphasized on the increasing importance of identifying roles of the CIOs and CISOs in both government and private institutions. He stressed on the need of an integrated effort of private and public to handle emerging cyber security threats.



MeitY had earlier issued a directive to all Central Government ministries to appoint a Chief Security Officer (CSO) to ensure Cyber safety, in addition to issuing an RFP to all empanelled auditors to conduct a cybersecurity audit for government departments.



The inaugural ceremony was followed by the first national workshop for Central and State government CISOs. Conducted by security experts of the consortium partners, the daylong orientation provided comprehensive guidance on topics ranging from the fundamental building blocks of a secure critical infrastructure to the role of a CISO in IT risk management to analyzing a department’s cyberhealth. The sessions also covered management of identity, devices and apps; OS (operating system) level security practices as well as attack methods and vulnerabilities.



Speaking of the initiative, Anant Maheshwari, President – Microsoft India, said, “Cyber Surakshit Bharat is a significant initiative. I congratulate the Government and our industry partners for coming together to launch it. Security and data privacy is the highest priority for Microsoft. We invest over a billion dollars every year globally in this area. Here in India, we launched our Cybersecurity Engagement Center in October 2016 to build local capabilities and are now proud to be part of this important initiative. As part of this initiative we will bring the best experts to help train and create capability to deal with the latest cybersecurity challenges.”



Cyber Surakshit Bharat aims to conduct a series of training programs in the next six months across Delhi, Mumbai, Bangalore, Hyderabad and Chennai. The audience will include CISOs and technical officials from:

· The central government

· State governments and Union Territories

· Public Sector Banks

· Public Sector Units

· Defense forces, defense PSUs and technical arms of the Air Force, Army and Navy

Make in India in Defence Sector

‘Make in India’ in defence sector, which is primarily driven by capital acquisition of defence equipment and other policy measures, has been introduced in all major areas of defence such as combat vehicles, combat aircrafts, warships, weapons, ammunitions, missiles, radars, electronic warfare systems etc.

DAC simplifies procedure to develop defence equipment through Indian Industry; clears procurements of assault rifles and carbines worth Rs 3,547 crore

The DAC also cleared procurement of 72,400 assault rifles and 93,895 carbines on fast track basis for Rs 3,547 crore to enable the Defence Forces to meet their immediate requirement for the troops deployed on the borders.

To encourage participation of private sector in defence design and production and to give a boost to ‘Make in India’ programme, the Council today introduced significant changes in the ‘Make II’ category of the Defence Procurement Procedure.

Considering that no government funding is involved in ‘Make II’ project, the DAC simplified the procedure to make it industry friendly, with minimal government control. The salient aspects of the revised procedure will now allow Ministry of Defence to accept suo-motu proposals from the industry and also allows start-ups to develop equipment for Indian Armed Forces. The minimum qualification criteria to participate in ‘Make II’ projects has also been relaxed by removing conditions related to credit rating and reducing financial net worth criteria.

As per the earlier ‘Make II’ procedure, only two vendors were shortlisted to develop prototype equipment. Now, all vendors meeting the relaxed eligibility criteria will be allowed to participate in the prototype development process. The vendor will not be required to submit Detailed Project Report. After accord of approval of the ‘Make II’ project by the council, all clearances will be accorded at Service HQ (SHQ) level.

To hand-hold industry and start-ups, SHQs will now setup project facilitation teams to act as the primary interface between the SHQ and the industry during the design and development stage. These teams would provide technical inputs, trial infrastructure and other facilities as required by the vendor. Even if a single individual or firm offers innovative solutions, the SHQ will now have the option to accept and process the vendor’s development initiative. SHQs will be allowed to hire domain experts/consultants from private sector to increase outreach and enhance awareness among the industry.

Most importantly, there will be no foreclosure of project after the project is sanctioned, except on default by the vendor, to ensure that the successful vendor has assured orders.

Simplified ‘Make-II’: Major Steps Towards ‘Make in India’ in Defence Production

As a major boost to ‘Make in India’ in Defence, the Defence Acquisition Council, chaired by Raksha Mantri Smt Nirmala Sitharaman, in its meeting on 16 January 2018, has cleared a simplified ‘Make-II’ procedure which will enable greater participation of industry in acquisition of defence equipment. This process will greatly help import substitution and promote innovative solutions. This simplified ‘Make-II’ procedure will amend the existing ‘Make Procedure’ in Defence Procurement Procedure (DPP)-2016.

The revised procedure has been finalized after a series of consultations held with industry. The salient features of the new ‘Make-II’ procedure include the following:



The industry can suggest projects, especially among those items which are currently being imported. Start-ups or individuals can also suggest proposals. Service Headquarters will also list out a series of projects which can be undertaken as ‘Make-II’ projects under the new procedure.


The potential ‘Make-II’ projects will be approved by a collegiate comprising of
DRDO, HQ (IDS), Department of Defence under a committee chaired by Secretary (Defence Production).

Based on the in-principle approval agreed by this committee, the projects will be hosted on Ministry of Defence/Department of Defence Production’s website inviting industry to participate.


There will be no limit to the number of industry who may respond to the EoI for development of the prototype subject to meeting the minimum qualification criteria. The design and development time of 12 to 30 weeks is granted to industry to offer the prototypes.


There is no limit to the number of industry players who may show interest and offer prototype.


After this period, a commercial RFP will be issued. Once the RFP is issued, it shall not be retracted. The industry who wins the bid, is assured of an order.


Service Headquarter (SHQ) will constitute a Project Facilitation Team for facilitating the process under this procedure.


The case will be progressed even if there is single entity offering an innovative solution.


The industry who develops the product will retain the title and ownership and all other rights in intellectual property. However, for some specified reasons like National Security, Government shall have ‘March-in’ rights.


Normally, there shall be no negotiations by Contract Negotiation Committee (CNC) in multi-vendor contracts.


‘Make-II’ procedure reduces the total time from in-principle approval to placing of order by 50 percent. The estimated time to finish the whole process has come down to 69 to 103 weeks.


Projects involving developmental cost of less than three crores will be reserved for MSME.

Government has finalized the policy on Strategic Partnerships in the Defence Sector. The same has been promulgated on 31.05.2017 as Chapter VII of Defence Procurement Procedure (DPP) 2016 as “Revitalising Defence Industrial Ecosystem through Strategic Partnerships”. The Chapter has been uploaded on Ministry of Defence website: https://www.mod.nic.in.

The Policy is intended to encourage broader participation of the private sector, in addition to DPSUs / OFB, in the manufacture of defence platforms and equipment. The following four segments have been identified for acquisition under Strategic Partnership route:

Fighter Aircraft
Helicopters
Submarines
Armoured Fighting Vehicles (AFVs) / Main Battle Tanks (MBTs).
The Policy will serve to enhance competition, increase efficiencies, facilitate faster and more significant absorption of technology, create a tiered industrial ecosystem, ensure development of a wider skill base and trigger innovation, leading to reduction in dependence on imports and greater self-reliance in meeting national security objectives.

RFPs for manufacture of Ammunition by private sector Companies

The Government has approved a proposal for manufacturing of ammunition for Indian Army by Indian Industry. Request for Proposal (RFP) under Open Tender Enquiry for the said proposal has been issued on 25th & 27th March 2017.

Consequent to the uploading of the RFPs, a large number of queries and requests were received from the Industry regarding the various provisions of the RFPs. A pre-bid meeting has also been held on 08.05.2017. The feedback on the pre-bid meeting as well as queries raised by vendors have been examined in consultation with all stakeholders and a corrigendum to RFPs has been recently approved.

Indo-US Delegation Meets for Defence Cooperation

As part of lndo-US Bilateral Defence Cooperation, the 8th Defence Technology and Trade Initiative (DTTI) Inter Agency Task Force Meeting was held here today. The meeting was co-chaired by Deputy Chief of Integrated Defence Staff Vice Admiral A K Jain and Acting Director, International Cooperation Mr Matthew Warren. The DTTI was initiated as an idea by former US Secretary of Defence Dr Ashton Carter in 2012.

The aim of DTTI is to bring sustained leadership focus to the bilateral defence trade relationship and create opportunities for co-production and co-development of defence equipment. A number of Joint Working Groups spanning varied projects have been established under DTTI on both sides, which have identified various projects for the Armed Forces. The Working Groups meet regularly to discuss and take forward the projects. The fact that the US has declared India as a major defence partner under the National Defence Authorisation Act in 2017 has given an impetus to the DTTI.

Speaking on the occasion, Vice Admiral A K Jain brought out that India's Defence Industry was in a growing stage and looking to acquire niche technology in manufacturing Defence weapons and equipment. This will also give a boost to India's flagship 'Make in India' initiative.

The US Co-chair, Mr Matthew Warren highlighted that defence cooperation between the two countries is continuing to make progress. Both sides understand the importance of DTTI in this respect and it is a good forum for mutual cooperation to take ahead the defence ties between the two sides.

The LOC Is Hyper Active. But Why At Uri?

Fifteen years after they fell silent, artillery guns are ablaze once again at Uri, one of the best known sectors based on a big name town on the geographical spread of the Line of Control (LoC) between India and Pakistan. Uri is immediately north of the Pir Panjal. In 2003 and prior, it was routine here for both sides to target posts, picquets and logistics routes with a plethora of military wherewithal including guided missiles, sniper rifles and most importantly artillery guns. Much of this affected the civilian gentry too who bore this with clenched teeth and much trepidation. In the interim, brief exchanges of small arms fire have occurred infrequently. Use of mortars was briefly resorted to in 2012-13 when the Indian Army laid low some Pakistani attempts to brow beat it on the legitimate construction of bunkers on our side of the LoC at a crucial post. In fact, it was that incident which commenced the spiral of actions on the LoC from 2013 onwards in the Jammu region, south of the Pir Panjal, to include Poonch, Mendhar and Rajouri.

So why has such intense action returned to Uri? A few clarifications about the latest situation and then a short brief on the terrain will help understand this better. There have been intense exchanges of fire along the LoC with some cross LoC actions through 2017 and early 2018, mainly south of the Pir Panjal range. The Indian Army’s response has been strong and professional although, as can be expected, there have been losses on our side too. Our assessment has always been that such firing is linked to infiltration, but infiltration in Pir Panjal South has been almost negligible, confirmed by very low terrorist activity. It is also evident that LoC activation by Pakistan is to keep the Indian Army diverted in focus while infiltration is attempted in the Valley’s LoC sector.

Geographically, Uri is a bulge towards Pakistan occupied Kashmir (PoK), and the sector is divided north and south almost equally by a major obstacle, the River Jhelum. In conventional warfare terms, it is a natural objective for Pakistan, being easier to address through two prongs either side of the river, from north and south into the salient. It is also detached from the main Valley; a western limb. In addition, it is an area which offers terrain from as low as 4000 feet to heights up to 14500 feet. Thus it is vulnerable to infiltration right through the year; the higher reaches opening in June every year.

Uri is also an area populated in majority by Paharis and Gujjars, not traditionally favouring Pakistan. In all three major conflicts between India and Pakistan, 1947-48, 1965 and 1971, this population assisted the Indian Army in considerable measure, notwithstanding that in the last couple of years some of the best guides for infiltration have also come from the same communities primarily for a price. Areas such as Lipa and Tangdhar being further from the proximity of the main Valley offer comparatively less lucrative objectives, although equally if not more important infiltration avenues. Thus diversion in Uri while attempting infiltration along those avenues does make sense. This year the snowfall has been the lowest in living memory thus opening up the window for early infiltration to make up the numbers in the Valley to allow a full season of terror activities.

For Pakistan, it also makes sense to activate the Valley LoC to directly affect 15 Corps, the Indian Army formation responsible for the military domain in the Valley but to what extent is a moot point? Going beyond a threshold will get the Indian Army to respond in areas where it has a decided advantage. In the Lipa sector, there is no population on our side while the Pakistan brigade headquarters can be viewed from almost all our posts along with a large number of villages. In Tangdhar sector, the quantum of population on both sides is almost equal but, it’s the area of the Nilam Valley from Tithwal to Keran where the full advantage lies with India. There is much lesser population on our side of the LoC while the PoK side has much of it. The Nilam Valley road, which is the shortest logistics supply route to the Pakistani formations deployed in the north, is completely open to targeting by the Indian Army’s dominant positions. Closure of this route imposes a heavy penalty in time and effort in resupplying the Pakistan Army deployment in the north through three bypasses.

Therefore Uri is a testing ground, and testing is what Pakistan is doing along with diversion of attention to effect early infiltration in preparation for the 2018 campaigning season. That only the south Jhelum sub-sector and that too only a part of it has been activated stands testimony to the above analysis. Here there is population close to the LoC on our side (a thousand people have fled to safer places) but none on the PoK side; further north in the Uri sector there is a much larger population on both sides. Indian Army’s response has rightly been calibrated, and there is no attempt at horizontal escalation. But vertical escalation has been swift, extremely professional and involved even the employment of artillery for the first time in fifteen years. Horizontal escalation will unnecessarily divert more attention and only if Pakistan continues its mind games will the necessity arise to take the escalation to Lipa and Nilam Valleys with heavy attrition on it.

The LoC is a strange place and operations based on it in a ‘no war-no peace’ scenario are extremely difficult to comprehend for even those in uniform who do not have the requisite experience of handling situations there. They are all about moral ascendancy and psychological one-upmanship besides the usual phenomenon of infiltration.

Uri is a ‘big name place’ and especially, after the 2016 suicide attack on the brigade headquarters, has become a natural objective to play mind games. Much is dependent even on local rivalries, attention-seeking gestures and attempts at browbeating. It cannot be forgotten that the newly appointed Corps Commander of 15 Corps is an ex DGMO whose responses in the field are being tested. The new General Officer Commanding of the division responsible for Uri sector is an old hand under whose earlier command of a brigade in the same sector the Pakistan Army unit opposite Uri was bloodied in 2012-13. Even when units of the two armies who have faced each other earlier meet again by sheer chance on the LOC, the rivalry is intense.

The LoC dynamics will continue; there are no winners and no losers here. Destruction and casualties are temporary situations and do not denote victory. From Uri North to Kargil and Siachen, the major part of the LoC is still peaceful. If Pakistan attempts any further escalation, our calibrated response should be qualitatively higher, heavier and more intense. The aim should be to limit diversion and achieve fully effective counter infiltration. Drying up the Valley of foreign terrorists and ensuring sufficient outreach to the population to prevent fresh recruitment of alienated youth is the larger aim which will prevent Pakistan from achieving its goals.

Defence Budget 2018-19: Over to the Standing Committee for Scrutiny
Two Choices: Which One to Choose?
The SCoD’s examination of the MoD’s Demands for Grants for 2018-19 comes at a time when the critical ‘teeth’ part of the defence budget looks further blunted. The expert committee has two choices to make – one is easy but may not be acceptable to the government, while the second is difficult but has the potential to yield dividends in the long-run. Like in the past, the SCoD may like to urge the Ministry of Finance (MoF) to allocate more resources to the MoD, over and above what has already been provided. However, this recommendation would mostly likely fall on deaf years, since the MoF does not seem to be in a comfortable position to top up the MoD’s existing budget, which has already been increased by Rs 40,511 crore over the previous allocation. It is to be noted that, like the SCoD, the other DRSCs also make similar fervent demands to the MoF, which has a difficult task of balancing the government’s overall expenditure with fiscal deficit targets, while meeting the vast socio-economic needs of the country.

In the light of this, the SCoD may like to go along with the second choice – a difficult choice involving solutions within the MoD’s available resources. There have been plenty of recommendations in the past to save money from within the existing defence budget, without cutting down on combat capability. There is no harm in examining them afresh. If the MoD could save Rs. 25,000 crore, as has been apparently indicated by the Shekatkar Committee, it would really be a game changer.

I think it's time for forces and MoD to stop asking for the mythical 2% and think of efficiencies to get a better fighting force within what they have.

Recommendations made by Shekatkar Committee

A Committee of Experts (CoE) was constituted by Ministry of Defence under the Chairmanship of Lt. Gen. (Retd) DB Shekatkar to recommend measures to enhance combat capability and rebalance defence expenditure of the armed forces. The Committee submitted its report in December 2016. The Report was taken up by the Ministry of Defence to frame key action points and roadmap for implementation. Some Recommendations taken up for implementation include:



Optimization of Signals Establishments to include Radio Monitoring Companies, Corps Air Support Signal Regiments, Air Formation Signal Regiments, Composite Signal Regiments and merger of Corps Operating and Engineering Signal Regiments.
Restructuring of repair echelons in the Army to include Base Workshops, Advance Base Workshops and Static / Station Workshops in the field Army.
Redeployment of Ordnance echelons to include Vehicle Depots, Ordnance Depots and Central Ordnance Depots apart from streamlining inventory control mechanisms.
Better utilization of Supply and Transportation echelons and Animal Transport Units.
Closure of Military Farms and Army Postal Establishments in peace locations.
Enhancement in standards for recruitment of clerical staff and drivers in the Army.
Improving the efficiency of the National Cadet Corps.


Full details of the Report and its recommendations are not being placed in the public domain as operational aspects of the armed forces have also been covered, disclosure of which is not in the interest of national security.
