I always used to say the worst enemy of the Kannda language is the Kannada Teacher. The beauty of English's expansion is its ability to assimilate new words and make it it's own while we want to be purists and that is why the French went down. Dont want to prolong the OT but yes, I agree. I never heard 'hetu' used in common discourse. I am actually reading the documents just for that....sangram vaahan, antarjaal. This is really OT but a lot of what passes for formal Hindi (in media) has a lot of Urdu words (the DRDO documents are mostly free from this). Defence Ministry to stop investing in ordnance factories, DPSUs.
In what could spell the death-knell for Ordnance Factory Boards (OFBs) and Defence Public Sector Undertakings (DPSUs), the Ministry of Defence has decided that it will not make any further investments in these establishments, while product introduction and creation of additional capacity will have to be undertaken by the private sector.
In an internal policy move, the government has also decided that core military hardware, such as battle tanks, combat vehicles and specialised military trucks, will remain in the domain of the government-owned enterprises. Modernisation, upgrades, repowering, product launches and improvement in operational efficiencies are to be carried out with the help of private players with proven track records in a particular field, Defence Ministry sources told BusinessLine.
The decision is believed to have been taken after Defence Minister Nirmala Sitharaman carried out a major review of the ordnance factories last December, following a move by the Prime Minister’s Office asking the ordnance factories to present reports of their achievements since 2013.
The role of OFBs and DPSUs has traditionally been limited to production, while R&D has been carried out by DRDO. At present, there are 41 factories and 8 DPSUs under OFB that produce a wide range of products for all three services.
Ordnance factories became a priority in India only after the 1962 War, when a need was felt to become self-sufficient in the manufacture of military hardware, including vehicles. One such example is the Vehicle Factory Jabalpur, which was set up in 1969 to meet the transportation needs of the Indian armed forces.
Private sector players, however, do not seem very enthused by the government’s policy as they believe it will be a waste of national resources if the same model is replicated with identical creation of infrastructure by the private sector.
“This will also mean more investments by the private sector, which is already reeling under pressure due to lack of orders. There are more innovative ways to revive the OFBs and DPSUs. After all, our country has fought wars with product support primarily from these PSUs,” said a top executive from an Indian defence conglomerate, who refused to be identified.
The executive also said that it will not be beneficial in the long-run to hive off the state-run capacities.
One of the reasons why the private sector has not been able to come up in a big way is because the defence market is neither assured nor is there any certainty that the government will come out with big-ticket orders.
Moreover, the cumulative foreign direct investment (FDI) in the defence sector is just 2 per cent of the total foreign equity received in the country.

Need larger orders period. No more of these type of 20 here, 20 there kind of piecemeal orders by the armed forces/MoD/GoI. Work with the industry to figure out optimal orders (meet or exceed minimum viability quantity) for them to be profitable on. Then place large orders at one go to be delivered over a 5-to-10 year period in a continuous manner. Progress under 'Make In India' scheme
Significant achievements have been made under the Make in India initiative since its launch on 25th September, 2014.
‘Make in India’ initiative was launched on September 25, 2014 with the objective of facilitating investment, fostering innovation, building best in class manufacturing infrastructure, making it easy to do business and enhancing skill development. Action Plans for 21 key sectors were identified for specific actions under (i) Policy Initiatives (ii) Fiscal incentives (iii) Infrastructure Creation (iv) Ease of Doing Business (v) Innovation and R&D (vi) Skill Development areas.
Details of achievements under the ‘Make in India’ initiatives in the focus sectors are as follows :
1. Foreign Direct Investment
The total Foreign Direct Investment (FDI) inflow was USD 160.79 billion between April 2014 and March 2017 – representing 33% of the cumulative FDI in India since April 2000. In 2015-16, FDI inflow crossed the USD 50 billion mark in one fiscal year, for the first time ever. In 2016-17, FDI inflow stood at a record of USD 60 billion, highest ever recorded for a fiscal year ever. According to IMF World Economic Outlook (April 2017) and UN World Economic Situation Prospects 2017, India is the fastest growing major economy in the world, and is projected to remain so in 2017 and 2018. FDI policy and procedure have been simplified and liberalized progressively. Key sectors that have been opened up for FDI include Defence Manufacturing, Food Processing, Telecommunications, Agriculture, Pharmaceuticals, Civil Aviation, Space, Private Security Agencies, Railways, Insurance and Pensions and Medical Devices.
2. Ease of Doing Business
Steps taken to improve ease of doing business include simplification and rationalisation of existing rules. As a result of the measures taken to improve the country’s investment climate, India jumped a massive 30 places to 100th in World Bank's ease of doing business rankings as per World Bank Group’s ‘Doing Business 2018: Reforming to Create Jobs’ report. This is driven by reforms in the areas of Starting a Business, Construction Permits, Getting Credit, Protecting Minority Investors, Paying Taxes, Trading across Borders, Enforcing Contracts, and Resolving Insolvency.
3. Sector specific achievements
During Make in India’s three-year journey, significant achievements have been witnessed across different domains. Some of key achievements across focus sectors under Make in India are as below:
(i) Aerospace & Defence
Indigenous defence products unveiled - Akash Surface to Air Missile System, Dhanush Artillery Gun system and Light Combat Aircraft
Exports increased to INR 2059.18 crore (2015-16) from INR 1153.35 crore (2013-14)

Achievements in Defence Sector
Details of New Achievements / Initiatives of the Government during the last three years in the Defence Sector are as below:-
•Reform Measures: Based on the recommendations of the Shekatkar Committee, the Government has decided to restructure posts of different corps of Army. This will free up approximately 57,000 positions of Officers/JCO’s/OR’s and civilians which will be redeployed to improve the “teeth to tail” ratio of the Indian Army in future. Further, seven Military Farms have been closed and the cattle of these Farms have been transferred to other Military Farms. Closure of six more Military Farms is in progress.
•Decentralisation in decision making: To empower the Armed Forces as also to reduce the time taken in decision making, a number of powers exercised hitherto by the Ministry of Defence have been delegated to the Armed Forces. These include powers relating to procurement of critical Ammunition/Spares; post-contract management of capital acquisition contracts as well as revenue expenditure; full powers in respect of revenue and capital account with respect to perimeter security etc.
•Strategic Partnership: Government’s policy on Strategic Partnership in the Defence Sector has been finalised. It is intended to institutionalise a transparent, objective and functional mechanism to encourage broader participation of the private sector in manufacture of major defence platforms and equipment.
•Capital Acquisition for the Armed Forces: During the last three years and current year, 119 contracts involving Rs. 1,16,522.89 crore have been signed with Indian vendors and 68 contracts involving Rs. 1,24,291.33 crore have been signed with foreign vendors for capital procurements of defence equipment.
•Policy initiatives in respect of Defence Production: ‘Make in India’ in defence sector is primarily driven by providing preference to procurement from Indian vendors under the Defence Procurement Procedure (DPP), promoting indigenous design, development and manufacture of defence equipment, and other policy measures such as liberalization of the licensing regime & FDI policy by raising the cap on FDI in the defence sector, simplification of export procedure, streamlining of defence offset guidelines etc.
•Major Achievements by Defence Public Sector Undertakings (DPSUs):
◦Goa Shipyard Limited delivered Naval Offshore Patrol Vessels, Damage Control Simulator, Fuel Barge, Fast Patrol Vessel for the Indian Navy and Coast Guard.
◦The Bharat Dynamics Limited developed Akash Weapon System for Army, Long Range Surface to Air Missile for the Indian Navy and test fired the Anti-Tank Guided Missile.
◦The Mazagon Dock Shipbuilders Limited launched the Visakhapatnam Class Destroyers and commissioned the INS Kalvari, the Scorpene class Submarine.
◦During the period the Light Combat Helicopter attained initial operational clearance, first technical flight of Light Utility Helicopter was undertaken and Brahmos Integration with SU-30MKI Aircraft was undertaken by Hindustan Aeronautics Limited (HAL).
◦Bharat Electronics Limited (BEL) commissioned the secure CDMA Cellular Network at Srinagar.
◦Garden Reach Shipbuilders & Engineers Limited delivered the Anti Submarines Warfare Corvette, Offshore Patrol Vessel, Water Jet Fast Attack Aircraft and Landing Craft Utility during the period.
•Research & Development in Defence Sector: A number of major products has been developed for defence and civilian use by the DRDO. These include the Light Combat Aircraft (LCA) Tejas; Airborne Early Warning and Control (AEW&C) System; 155 mm / 52 Calibre Advanced Towed Artillery Gun System (ATAGS); Weapon Locating Radar (WLR) Swati; High Speed Heavy Weight Ship Launched Torpedo (Varunastra); Arudhra-Medium Power Radar; Akash Weapon System; Abhay Sonar; Hull Mounted Sonar (HUMSA); Advanced Indigenous Distress Sonar System (AIDSS); various types of Ammunition for MBT Arjun; Anti Torpedo Decoys; Electro-Optical Fire Control System for Naval Ships; Electro-Optical Sensors for Airborne Platforms; Mountain Foot Bridge; Sub-munition warheads for Pinaka; Terrain Assessment System for Trans-border Deserts etc.
•One Rank One Pension (OROP): The Government has implemented the One Rank One Pension (OROP) for Defence Forces Personnel.
•Facilitating servicemen to register and vote from their place of posting: Government has already introduced e-Postal Ballot System in October 2016 to facilitate participation of service voters. The Election Commission of India (ECI) directed to undertake the process of de-novo registration of Service Voters. As per ECI data, 13.37 lakh service voter requests from Armed Forces (Indian Army, Indian Air Force, Indian Navy and Indian Coast Guard) have been registered with ECI.
•Army Battle Casualties Welfare Fund: A Fund namely, ‘Army Battle Casualties Welfare Fund’ has been set up w.e.f. 1.1.2016. Under this fund, assistance of Rs. 2.00 Lakh is provided to the army battle casualties which are fatal, 60% and above disability and battle casualties invalided out due to disability and Rs. 1.00 Lakh to disability less than 60%. This will be in addition to other admissible dues.
Some of the new initiatives taken during the last three years, as mentioned in reply to part (a), are long gestating by their nature and will bear fruit in the medium / long term.
This information was given by Raksha Rajya Mantri Dr.SubhashBhamre in a written reply to Shri P. Bhattacharya in Rajya Sabha today.

Certification is long and expensive process, especially when you do the first time. HAL never took the time and energy to get Dhruv certified elsewhere.

once CEMILAC certified, it should be more of a formality to get it certified elsewhere, and HAL shouldn't be repeating the process all over again. Obviously that statement isn't true else they would have done it, what gives?

EXCLUSIVE: How A Secretive DRDO Lab Is Saving The IAF Su-30MKI

It all begins with the Russian SAP-518 jammer pod that Moscow supplied with the Su-30MKI. After grappling for years with the pod, the Indian Air Force finally in 2015 realised it simply couldn’t use them for two reasons. One, they were heavy — and when slung onto wingtip hardpoints, they cut into flying envelope like a butcher’s knife.
‘With the Russian pods, the Sukhoi is basically a transport aircraft,’ one of the scientists says.
The second issue is even worse. The IAF realised the SAP-518 pod hadn’t been properly interfacing with the indigenous on-board radar warning receiver (RWR), therefore killing pilots’ chances to exploit both systems fully. While the reasons why the IAF took their time remains unclear (but at one level understandable), DARE stepped in immediately, offering to help. The result is the pod you see those three scientists standing next to in the photograph above.
DARE’s High Band Jammer (HBJ) pod begins dummy carriage trials in six months on an IAF Su-30MKI, with full integration within the year. By 2019, DARE has committed to seeing the pod become fully operational with the IAF’s Flanker fleet.
Significantly, the HBJ pod will be a fully indigenous one. A DARE scientist explains that the HBJ pod currently has three major systems: the integrated EW suite, the active array phased transmit-receive unit and the cooling system. While the first two have been rapidly developed in-house, the complex cooling system is in process, with DARE sourcing an Israeli system for the moment. The team says they’ll have a fully functional Indian cooling system on the HBJ pod before full integration trials by the end of the year.
Better still, the HBJ pod, the scientists tell Livefist, will spawn a family of EW sensors and systems for platforms like the LCA Tejas, MiG-29 and any other fighter the IAF chooses to operate.
The Indian Air Force, which has embraced the wares from DARE more than equipmentfrom most other DRDO labs is expectedly thrilled. An IAF Su-30MKI pilot at the show confirmed that the HBJ pod was a ‘very promising system’ and that ‘more than anything, it is our own in-house development, so I don’t have to run to the Russians if something doesn’t work’.
A DARE scientist associated with the project tells a familiar story: Russia’s unwillingness to share codes (or its insistence on an additional commercial understanding) that could have helped manage the interfacing issues between the SAP-518 pod and Indian RWR better and faster.
Incidentally, the indigenous DARE RWR on the IAF’s Su-30MKIs will also be replaced soon. The lab is in final testing of an all digital RWR (the existing system is analog) christened ‘Dhruti’ that will begin ground testing in May this year, followed by a phased installation across the fleet.
DARE is one of the DRDO’s most low-profile laboratories and also one of its most successful. Its systems populate virtually every combat aircraft currently in service, including missile approach warning systems, mission computers and avionics of every kind.
A final little flourish from the unassuming DARE stand at Aero India is the SIVA pod, a development from the nineties that didn’t quite work out and was quietly abandoned. Recently, scientists dusted out from the corner of a DARE warehouse when a team of scientists suddenly realised they could help the people at BrahMos save a penny on testing the airborne seeker on the BrahMos-A.
With the new DRDL-led imaging and monopulse RF seeker (IMR, for a future variant of the BrahMos) fitted into the Siva pod in a matter of days (the DRDL had tendered out for the integration process), the pod was quickly slung onto a Su-30MKI and sent up for the required airborne tests. It was an immediate success, with BrahMos Corp. sending a special word of thanks to the DARE team. Without that flash of brilliance from DARE, BrahMos would have had to hot-step it to Russia or elsewhere to get a testbed. And the Siva pod would have forever remained a failed relic from DARE’s early days. Instead it is now a valuable, cheap test-bed for high-performance systems.
‘Now we have a very capable in-house testbed capable of testing a variety of electronics and systems in the airborne regime. This is the beginning of a testbed capability that is normally very expensive to hire. It will be finetuned and evolved before being offered as a full-fledged service, perhaps even to foreign customers,’ says a DRDO officer.

The design qualification trials of the 500 kg bomb are complete. Flight trials be completed by April 2018. The demand will be 1000 pieces upfront and then 200 pieces a year. Bomb is similar to Mk 83 bomb.

In the last two years, five Troops of AKASH were delivered to Indian Army and two Squadrons of AKASH missile systems were delivered to Indian Air Force (IAF). Further, production orders are to be placed by IAF and Army for AKASH missile system. Regarding ‘NAG’ & ‘NAMICA’ initial activities related to Production/Transfer of Technology (ToT) documentation & private/public production partners has been initiated.
As a result of successful development production and induction of AKASH missiles system, Rs.34,500 Cr foreign exchange could be saved by existing production order and many orders are in pipeline from army and IAF. Since, technology of 'NAG’ is indigenous and production will be carried out at Indian Production Agencies, no ToT / Technology Acquisition/huge import is involved. Therefore, there will be huge saving of Foreign Exchange.

Government of India has decided disinvestment through IPO for 17.5% in GRSE, 10% in MDL, 25% in MIDHANI out of Government of India shareholding of 100% and reservation of upto 5% of post issue shareholding to eligible employees of GRSE, MDL and MIDHANI.

Manufacture of Light Weight Bullet-Proof Jackets
Government has adopted multi-prolonged approach towards indigenous development and manufacture of lightweightbulletproof jackets and following steps have been taken in this regard:
Defence Research & Development Organisation (DRDO) has developed the technology for Bulletproof jacket as per Indian Army (GSQR) General Staff Qualitative Requirement - 1438 and transferred the technology to Indian industries after successful User Assisted Technical Trials (UATT).
DRDO has also collaborated with academic institutions for development of lighter next generation Bulletproof jackets.
Mishra Dhatu Nigam Limited (Midhani), a Defence Public Sector Undertaking, has developed a lightweightbulletproof jacket in association with Bhaba Atomic Research Centre.
DRDO has recently approved a project for development of lightweightbulletproof material under its “Technology Development Fund (TDF)” scheme.
