Myanmar and Bangladesh sign deal over Rohingya repatriation

Myanmar and Bangladesh signed a deal on Thursday paving the way for the possible repatriation of Rohingya Muslims who have fled violence in Rakhine state, officials said, as global pressure mounts over the refugee crisis.

More than 620,000 Rohingya have poured into Bangladesh since August, running from a Myanmar military crackdown that Washington said this week clearly constitutes “ethnic cleansing”.

After weeks of tussling over the terms of repatriation, the two sides inked a deal in Myanmar's capital Naypyidaw on Thursday following talks between Myanmar's civilian leader Aung San Suu Kyi and Dhaka's Foreign Minister A.H. Mahmood Ali.

“Myanmar and Bangladesh signed a memorandum of understanding today,” Myint Kyaing, the permanent secretary of Myanmar's Ministry of Labour, Immigration and Population, confirmed to AFP.

He said he was unauthorised to provide more details.

The Myanmar government spokesman, Zaw Htay, also tweeted that an “agreement on repatriation” had been signed, though he could not be reached by phone for further comment.

In brief remarks to the press, Bangladesh's Foreign Minister Ali said: “This is a primary step. (They) will take back (Rohingya). Now we have to start working.”

But the scope of the repatriation ─ such as how many Rohingya will be allowed back ─ and the timeline remain unclear.

Rights groups have raised concerns about the process, including where the minority will be resettled after hundreds of their villages were razed, and how their safety will be ensured in a country where anti-Muslim sentiment is surging.

The signing of the deal came ahead of a highly-anticipated visit to both nations from Pope Francis, who has been outspoken about his sympathy for the plight of the Rohingya.

The stateless Rohingya have been the target of communal violence and vicious anti-Muslim sentiment in mainly Buddhist Myanmar for years.

They have also been systematically oppressed by the government, which stripped the minority of citizenship and severely restricts their movement, as well as their access to basic services.

The latest unrest erupted after Rohingya rebels attacked police posts on August 25.

The army backlash rained violence across northern Rakhine, with refugees recounting nightmarish scenes of soldiers and Buddhist mobs slaughtering villagers and burning down entire communities.

The military denies all allegations but has restricted access to the conflict zone.

Suu Kyi's government has blocked visas for a UN-fact finding mission tasked with probing accusations of military abuse.

Comments : Now that Myanmar has agreed to take back the Rohingya Muslims it is high time that India also have Bangladesh to take back the Bangladeshi Illegal Immigrants back into Bangladesh!

China draws Myanmar closer as the world turns away - Straits Times
For the second time in a week, one of Myanmar's top leaders is visiting Beijing, as international criticism over the brutal purge of Rohingya Muslims is bringing the neighbouring countries together.

Casting aside past misgivings about China's one-party system, Aung San Suu Kyi, the de facto civilian leader of Myanmar and a Nobel Peace laureate, arrived Thursday (Nov 30) to attend a conference for international political parties hosted by China's Communist Party.

After a month of uncomfortable meetings with Western officials including Secretary of State Rex Tillerson and Pope Francis, and having her Freedom of Oxford award stripped for her failure to criticise the military, she is sure to find a warmer welcome in Beijing.

Preceding her, Senior Gen. Min Aung Hlaing, the architect of Myanmar's scorched-earth military campaign to eject the Rohingya, met China's president Xi Jinping last week. In a show of mutual admiration, Xi described Chinese-Myanmar military relations as the "best" ever.

As Washington begins to pursue sanctions against Myanmar's army for what U.S. and United Nations officials call a campaign of "ethnic cleansing" against the Rohingya Muslim minority, China is taking advantage and filling the gap.

Already spending billions of dollars on infrastructure projects in Myanmar, China is now also assisting its neighbour in diplomatic efforts to try and help burnish the country's image in the face of widespread criticism.

Though China has usually been reluctant to become involved in mediation, it has offered to broker talks between Myanmar and Bangladesh, now the host of more than 600,000 Rohingya who fled the military campaign of systematic rape, massacre and arson in Myanmar.

As China moves more aggressively to build a sphere of influence in South-east Asia, Myanmar is a prime asset, a border state with a long coastline that offers a strategic outlet to the Indian Ocean.

The predominantly Buddhist country has been an elusive catch for China. Anti-Chinese sentiment pervades Myanmar's population, and there has been suspicion that China's infrastructure projects are intended to help China more than Myanmar.

With the military in the ascendancy again and Suu Kyi sidelined and frustrated with the United States' denunciation of the Rohingya crackdown, an increasingly isolated Myanmar is accepting China's courtship.

"Myanmar values China's understanding of the Rakhine issue, which is complicated and delicate," Suu Kyi said during a recent visit by the Chinese foreign minister, Wang Yi, to Myanmar.

Suu Kyi refuses to use the word Rohingya and instead refers to Rakhine, the state where most of the Rohingya live among a Buddhist majority. She has declined to condemn the actions of the Myanmar military.

At the United Nations, China blocked efforts to organise a resolution against Myanmar, and stopped language to ensure that the Rohingya have the right of return to the country.

The crisis over the Rohingya gives China an opportunity to build a reputation as a peace builder, Chinese analysts say. China is already involved in brokering peace talks between warring ethnic groups in Myanmar's northern region, which is adjacent to the Chinese border.

"China's broad objective is to let the world see it as the new power broker that can get things, like peace building and political settlements, done," said Zhang Baohui, professor of international relations at Lingnan University in Hong Kong.

As he starts his second term as president, Xi is intent on projecting China's "great power diplomacy with Chinese characteristics," and an effort to help facilitate the return of the Rohingya would earn China some credit, Zhang said.

A three-point mediation plan offered by Wang, the Chinese foreign minister, does not specifically mention the plight of the Rohingya, hundreds of thousands of whom are now living in squalid refugee camps in Bangladesh just over the border from Myanmar.

Myanmar and Bangladesh have held talks about what to do about the refugees, but no Rohingya have been present. It is not clear whether Chinese envoys were present.

"The plan doesn't commit China to very much in the way of mediation," said Mary P. Callahan, associate professor of international studies at the University of Washington.

Wang's proposal called for a cease-fire without a definition of who should stop what activities.

The foreign minister asked for a strengthening of relations between Myanmar and Bangladesh, and said China would pursue economic development in Rakhine, the poorest area of Myanmar and the center of the military's purge of the Rohingya.

China is calling for an economic corridor linking India, Bangladesh, Myanmar and China that would run through Rakhine. {China is hell bent on somehow reaching India and is willing to use all ruses and excuses}

One of China's major construction companies is scheduled to start building a US$7.3 billion deep-sea port next year at Kyaukpyu, a port town in Rakhine on the Indian Ocean. Pipelines from the port carry gas and oil through Rakhine to southern China.

The visit of Min Aung Hlaing to Beijing earlier this month invigorated a relationship between the Myanmar military and Beijing that had been languishing, said Maung Aung Myoe, professor of international affairs at the International University of Japan and an expert on the Myanmar military.

As the possibility of any military ties with the United States disappears, the Myanmar general can now look more easily to the People's Liberation Army of China for support {India should step in here} , Maung Aung Myoe said.

The United States maintained sanctions against the military junta that ruled Myanmar for decades. But the Obama administration relaxed many of those penalties the year after Suu Kyi won the 2015 elections. There were even plans to invite some Myanmar military officers to the United States for training as a way to counter China's long-standing ties with the army.

Since the expulsion of the Rohingya, Washington has stopped contacts with the military, and Congress is considering new sanctions.

China had been a major provider of military equipment to Myanmar, but those ties frayed after Beijing sold inferior fighter jets to the air force in the late 1990s, Maung Aung Myoe said. Since 2001, Myanmar was buying more from Russia and Israel, he said. Now, China might return as a provider of military equipment.

Both armies, he said, were sympathetic to each other's problems with Muslim minorities. The Chinese military faced what it considered a Muslim insurgency in the western Chinese region of Xinjiang, and now the Myanmar army had expelled the Rohingya.

"China wants to help Myanmar by lessening the international pressure on it," he said.

For that, he said, Myanmar's military was no doubt appreciative.

Suhasini Haidar's intellectual vomit on the rohingya issue

As usual, Suhasini Haidar writes some utterly moronic nonsense re: Indian foreign policy in the Chindu. Argues for "a change in refugee policy" to allow all Rohingyas to migrate to India, and has the old Nehruvian horsesh1t about "moral leadership" of the region -- the crucial ingredient in China's leading position in the region, clearly.

The following quote from the article is what that Nehru-fellating fiberal moron Nitin Pai has been tweeting these same talking points in the article for the past month -- and in his own mind, he believes he is some sort of awesome strategic thinker. All of this vomit is likely the result of weeks of deep thinking at the "takshashila cogitatum --- especially the part about "spelling out the refugee policy" and "upholding moral leadership in the neighbourhood".
To begin with, the impression that the government’s decision to push out nearly 40,000 Rohingya living in India since 2012 is guided by its domestic political compulsions is not conducive to India’s international ambitions.
International ambitions like what exactly? A more prosperous economy and the corresponding increase in India's global reach? No, let me guess, this tool is hinting about a UNSC seat, as if that will be handed in if India shows "moral superiority". If that was the case, India would have been in the UNSC during Nehruvian times of "moral foreign policy".
In short, all of India’s actions since the outbreak of this round of violence in Myanmar have negated its position as a regional, subcontinental and Asian leader. Regaining that stature will require a more proactive stance in being part of the solution to the crisis.
Apparently, "moral stature" is sufficient to have smaller neighbouring countries to be on India's side in enforcing Indian security. Like how it has worked wonder in Maldives and would have served well if applied to Myanmar...uh, what?
Therefore, it may be necessary for India to put its own concerns about repatriation on hold until it is able to work with both Bangladesh and Myanmar on the issue, preferably in a trilateral format. This should have been easier for India than for China, given it already works with them on regional issues as a part of BIMSTEC.
India works with Myanmar and Bangladesh bilaterally too, not just as part of BIMSTEC, so how does it make it "easier for India" to involve itself in a bilateral matter between Myanmar and Bangladesh, which China has refused to do exactly that?

This seems to be some sort of ploy to get India involved so that the drum beating for changing the refugee policy in India can start in earnest, followed by accusations of "right-wing hindu Moodi government" being communal and anti-muslim by keeping out Rohingyas.

Isn't it just precious that the genocidal arab nations that have wiped out every non muslim minority groups to extinction in their own territories (and in others) now want to go after myanmar for "genocide". China will veto any such move, so these arab nations can go eff themselves.

UN warns against any hasty returns of Rohingya to Myanmar

GENEVA: Peace and stability must be restored in Myanmar’s northern Rakhine state before any Rohingyas can return from Bangladesh, under international standards on voluntary repatriation, the United Nations refugee agency (UNHCR) said on Friday.

Some 20,000 Rohingya fled Myanmar to Bangladesh in November, and at least 270 so far in December, bringing the total since violence erupted on August 25 to 646,000, according to the UNHCR and International Organization of Migration (IOM).

The two countries have signed an agreement on voluntary repatriation which refers to establishing a joint working group within three weeks of the Nov. 23 signing. UNHCR is not party to the pact or involved in the bilateral discussions for now.

“It is critical that the returns are not rushed or premature,” UNHCR spokesman Adrian Edwards told a briefing. “People can’t be moving back in into conditions in Rakhine state that simply aren’t sustainable.” Htin Lynn, Myanmar’s ambassador to the U.N. in Geneva, said on Tuesday that his government hoped returns would begin within two months. He was addressing the Human Rights Council, where the top U.N. rights official said that Myanmar’s security forces may be guilty of genocide against the Rohingya Muslim minority.

The UNHCR has not been formally invited to join the working group, although its Deputy High Commissioner for Refugees Kelly Clements is holding talks in Bangladesh, Edwards said, adding that discussions were “still at a very preliminary stage”.

He could not say whether UNHCR was in talks with Myanmar authorities on its role, but hoped the agency would be part of the joint working group.

Edwards, asked whether the two-month time was premature, said: “The return timeline of course is something that we are going to have to look closely at … We don’t want to see returns happening either involuntarily or precipitously and before conditions are ready.”

In all, Bangladesh is hosting a total of more than 858,000 Rohingya, including previous waves, IOM figures show.

“We have had … a cycle of displacement from Rakhine state over many decades, of people being marginalized, of violence, of people fleeing and then people returning,” Edwards said.

“Now this cycle has to be broken, which means that we have to find a way to ensure that there is a lasting solution for these people.”

WFP spokeswoman Bettina Luescher said that it had distributed food to 32,000 people in northern Rakhine in November.

“Everybody agrees that the situation is very dire on ground, that all of the U.N. agencies need more access, that the violence has to stop and that these people can live in safety where they want to live,” she said.

Lashkar-e-Taiba’s charity wing reaches out to Rohingya Muslims in Rakhine

Pakis escalating their plans to stir up trouble in Bangladesh via Lashkar-e-toiba -- with Hafiz Saeed entering Pakistani politics as a "politician", the pakis will try to whitewash this terrorist activity as "islamic charity" with the willing collusion of the western US/UK/EU media. Just a matter of time.

The Lashkar-e-Taiba’s charitable wing, the Falah-i-Insaniat Foundation, has established operations reaching out to Muslim populations inside Myanmar’s troubled Rakhine state, the organisation has claimed in propaganda material released online. FIF volunteers, the organisation has said, “distributed millions in cash money and blankets among more than 300 besieged Rohingya Muslims”.
The claim was backed by Bangladesh-based intelligence officials, who told The Indian Express that the group had been operating in refugee camps near the town of Cox’s Bazaar, with the help of local Islamist groups.

he FIF’s operations, a senior Bangladesh intelligence official said, “could mark a dangerous new phase in the Myanmar conflict”, where transnational jihadist groups become more heavily involved in the fighting, so far spearheaded by the poorly trained and equipped Arakan Rohingya Salvation Army (ARSA), also known as the Harakah al-Yakin.
Lashkar links to the Rohingya conflict are known to date back to at least 2012, when its chief, Hafiz Muhammad Saeed, shared a stage with jihadist commander Abdul Qudoos Burmi. FIF operations in the region began when it built homes and a madrasa for a community of over 1,000 refugees in Indonesia.

This was to be expected. Now there is competition for the CPI(M/L/M) and the Xtian conversionists. Doesn't Myanmar need a few thousand ATGMs M-1 tanks and the gentle Rohingya a few thousand ATGMs?

I attended the meet. Gen Bakshi could not come. Excellent insights. Konrad Elst joined the speakers and explained why the Global MSM has a set narrative of victimhood for Rohingya Muslims. All speakers spoke well. Shri Hartalkar, Shri Tarun Vijay had been to Myanmar recently. Most information came from the coverage by Zee News and News24. The drop in Hindu numbers in Myanmar (Burma), the citizenship grades in Burma (Red, White and Green with Red being the one with all rights), statelessness of Rohingya, history of Rakhine etc were eye opening.

The scale of the massacre with unofficial numbers in the range of 6000 Hindus (making this a Genocide) killed and lack of support to these Hindus from any source has left me numb. The videos and pictures of little children and women raped, hacked and killed is what awaits the weak Hindu groups in such places if we do not bring in a protection mechanism. As of now some aid has been organised by VHP, RSS and an Indian NGO called HEART for the Hindu refugees in Bangladesh. The GOI has been helpful including Indian High Commissioners / Consulate staff in Bangladesh and Burma but their approach is more broad based as expected.

An important point brought forward was that Rohingya Issue has in the last 02 years seen more than 300 rallies, seminars, events for Muslim issues but only 04 very small event for the Hindus. The level of awareness of the real problems of Islamic militant (terrorist) movement in Rakhine stays suppressed and the victims (both Budhists and Hindus) still in danger in Rakhine remains largely unknown. It is important to work with the Myanmar authorities to reach an end to this and stopping of arms to the terrorists.

I was also surprised to learn that India does not have any official Refugee policy / law at all. There is an SOP from 1996 which covers partly on how to handle illegal immigrants etc. Stateless people policy will therefore be even more difficult to enumerate.

HEART wishes to help organise more such events across India on the issue. I wish them all the best.

Better late than never. Amnesty International finally confirms what the world has known for some time, namely that illegal Bangladesh origin Mohammadden migrants in Myanmar have undertaken a massacre of Hindu’s in Myanmar’s Rakhine State.

Amnesty International reports that based on dozens of interviews conducted there and across the border in Bangladesh, as well as photographic evidence analyzed by forensic pathologists, Amnesty has determined that the Mohammadden belief based group made up of Bangladesh origin Mohammadden migrants in Myanmar, the Arakan Rohingya Salvation Army (ARSA, is responsible for at least one, and potentially a second, massacre of up to 99 Hindu women, men, and children as well as additional unlawful killings and abductions of Hindu villagers in August 2017.

Looking forward to our Supreme Court recognising the Constitutional boundaries of their power and refraining from straying into the realms of the executive by recognising that it is the Governments sole prerogative to ignore the principle of Non-Refoulement when applied to illegal Bangladesh origin Mohammadden migrants in Myanmar who have sneaked into India especially when India is not treaty bound to follow the principle.

A Rohingya armed group brandishing guns and swords is responsible for at least one, and potentially a second, massacre of up to 99 Hindu women, men, and children as well as additional unlawful killings and abductions of Hindu villagers in August 2017, Amnesty International revealed today after carrying out a detailed investigation inside Myanmar’s Rakhine State.

Based on dozens of interviews conducted there and across the border in Bangladesh, as well as photographic evidence analyzed by forensic pathologists, the organization revealed how Arakan Rohingya Salvation Army (ARSA) fighters sowed fear among Hindus and other ethnic communities with these brutal attacks.

“Our latest investigation on the ground sheds much-needed light on the largely under-reported human rights abuses by ARSA during northern Rakhine State’s unspeakably dark recent history,” said Tirana Hassan, Crisis Response Director at Amnesty International.

“It’s hard to ignore the sheer brutality of ARSA’s actions, which have left an indelible impression on the survivors we’ve spoken to. Accountability for these atrocities is every bit as crucial as it is for the crimes against humanity carried out by Myanmar’s security forces in northern Rakhine State.”

Massacre in Kha Maung Seik

At around 8am on 25 August 2017, ARSA attacked the Hindu community in the village of Ah Nauk Kha Maung Seik, in a cluster of villages known as Kha Maung Seik in northern Maungdaw Township. At the time of the attack, the Hindu villagers lived in close proximity to Rohingya villagers, who are predominantly Muslim. Rakhine villagers, who are predominantly Buddhist, also lived in the same area.

Armed men dressed in black and local Rohingya villagers in plain clothes rounded up dozens of Hindu women, men and children. They robbed, bound, and blindfolded them before marching them to the outskirts of the village, where they separated the men from the women and young children. A few hours later, the ARSA fighters killed 53 of the Hindus, execution-style, starting with the men.

Eight Hindu women and eight of their children were abducted and spared, after ARSA fighters forced the women to agree to “convert” to Islam. The survivors were forced to flee with the fighters to Bangladesh several days later, before being repatriated to Myanmar in October 2017 with the support of the Bangladeshi and Myanmar authorities.

Utter waste of time buying expensive weapons for the armed forces when border security is totally incompetent.

When are these 40,000 being sent back? Myanmar obviously isn't interested in having them back.

All those lefty/liberal media outlets in the west that were so quick to denounce the Buddhists in Myanmar and India for not helping these so called rohingya's have disabled comments on their own articles about the truth coming out.

Indians spent so much time crying for those damn rohingyas last year. We had pretty big hints even then that Hindus were being murdered by these fvcking pieces of shite.

Have we become as retarded as the Europeans who cried for those muzzie refugees even as Christians were attacked by muslims even in European refugee camps?

Are the Hindus of the world like the Arab Christians? I’m no religious warrior on the right. I come from a family of secular lefties. But I cannot bear to see this mindless secularism applied ONLEE to our own and never to the so-called religion of peace.

Myanmar is trying to stall as long as it can so it does not have to take back their Rohingyas hoping to get rid of them forever.

The reality is no country wants a hoard of uneducated and potentially radicalized Muslims descending on them including Muslim countries themselves.

Not sure what the solution is here but if these Rohingyas are not sent back, India by defacto becomes a dumping ground for unwanted populations of foreign countries. That and the economic and security burden it poses to the state.

Still cannot understand how so many landed in J&K and are allowed to stay. Sounds utterly crazy and a massive failure of border and internal security.

What is ARSA?

According to one version, the origin of ARSA can be traced to a meeting in Saudi Arabia convened at the fag end of 2010. In this meeting, Rohingya expatriates decided to set up a new organisation that would be different from the previous groups like the Rohingya Solidarity Organisation (RSO) that had fallen into disrepute for inaction and sleaze. In the meeting, it was decided to appoint a cleric named Ataullah Abu Ammar Jununi alias Hafiz Tohar as the leader of the new outfit. This group soon underwent training at a camp of Lashkar-e-Toiba in Pakistan.

Harakah al-Yakin (as ARSA was known earlier) began organising training camps in the Rohingya-inhabited territory in Rakhine state in 2016. A majority of informers from all communities were systematically executed to deprive the Myanmar military of information on its activities and future plans. The outfit was flush with funds but suffered from a dearth of weapons, which explains the crude bombs and country-made guns used in the attack on police outposts on 25 August last year.

According to reliable sources, several ARSA cadres have landed up at the refugee camps in Bangladesh’s Cox’s Bazar and especially at Shamlapur where earlier batches of Rohingya migrants have been accommodated. The Myanmar government has already handed over a list of over 1,300 ARSA rebels to Bangladesh who have supposedly taken refuge in the camps and the surrounding region.

Why were Hindus targeted?

Most of the residents of Chikanchari this correspondent spoke to said that they had cordial relations with their Rohingya neighbours in Myanmar’s Rakhine state. However, they were at a loss to understand the reason that drove the ARSA to attack the Hindu villages. Surodhan Pal claimed that the ARSA carried out a campaign in the Rohingya villages to drum up support for their plan to attack the Hindu and Murung (Buddhist) villages.

Unlike the Rohingya, whose movements were severely restricted, the Hindus were holders of the “green card” in Rakhine state, which has given them access to jobs, education and health facilities. According to a reliable source, the Hindu villages came under attack after a few senior residents of some villages rejected ARSA’s offer to join hands in operations against the Myanmarese security forces.

That’s very rich since the Rohingyas is composed of many Beedees if not the vast majority. All of them originated in BD whether recent or historical.

Bangladesh wants them out because their fvcking policy is creeping invasion of neighbors and that includes a giant fvcking force of 20 million illegal beedees in india who aren’t Rohingyas.

Rohingyas were promised separate land by British who had to leave in haste in 1947 living these cross muzzies in limbo. Historically they have been plying between BD & Myanmar. Recent meetings od Indian PM with BD Sheikh Hasina is directed towards solving this crisis.
BD wants them out. Myanamar wants them out. India seems to be playing good boy here.

Grand mother of Priyanka Chopra was a nurse who worked in North Indian states, and later married Dr. Manohar Kishan Akhauri who was also the Congress PCC president of Bihar during the 1960s. So that accounts for the "secularism" of Priyanka Chopra. This "secularism" was put to test when it was time for her Grand Mother's funeral.

But in the case of the burial, Priyanka Chopra managed to get the church on the dock and kind of made them change their stance. The chruch/sect involved here are not the uber-powerful Roman Catholic church, but Jacobite church who are only strong in Kerala.

Priyanka Chopra most likely is a Congress stooge detailed to work in "Bollywood".

Myanmar is saying they will take their Rohingyas back.

But in actual fact they have no intention to do so having driven them out and dumped them on Bangladesh and India.

They are trying to stall for as long as possible hoping the return will never occur.

Eventually they will claim there is no evidence these are Rohingyas.

What it means is India becomes a dumping ground for refugees.

As for the circus above, the visit is a publicity stunt and should not distract from the issue of when are these people returning to Myanmar.
