SBP allows Bank of China to settle transactions in yuan

KARACHI: The central bank on Wednesday granted Bank of China permission to establish yuan settlement and clearing mechanism in a major step to encourage trade with Chinese currency and eventually in the respective local currencies.

This move could further bolster the size of trade and investment with China under China-Pakistan Economic Corridor (CPEC).

“In order to further strengthen the trade channels and remittance flows in Chinese yuan, SBP has now allowed Bank of China (BoC) Pakistan to establish a local yuan settlement and clearing setup in Pakistan,” the State Bank of Pakistan (SBP) said in a statement.

“BoC can open yuan accounts of the banks operating in Pakistan, to facilitate settlement of yuan-based transactions such as remittance to/from China. BoC can also provide yuan liquidity to the interbank market for the settlement of yuan-based transactions.”

The SBP expects this settlement and clearing mechanism to reduce costs and increase efficiency for the local banking system in transacting in Chinese yuan, enhance market liquidity and facilitate settlement of growing trade and investment transactions between China and Pakistan in the said currency.

“Keeping in view the recent local and global economic developments, SBP expects this initiative to yield long-term benefits to China-Pakistan relationship in general, and Pakistan’s economy and banking system in particular,” it said.

SBP signed a currency swap agreement with the People’s Bank of China with the objective of promoting bilateral trade and financing direct investment between the two countries in the respective local currencies.

It is worth noting that back in 2015 SBP had allowed Industrial and Commercial Bank of China Limited (ICBC) Pakistan to offer similar services.

“This is a good thing that the central bank has done. This is going to reduce pressure on demand for dollars because trade deficit with China is contributing significantly to widening of the current account deficit,” said Dr Ashfaque H Khan, dean at NUST School of Social Sciences.

“With this measure, it will help reduce current account deficit as well which will further reduce our financing requirement, going forward.”

The SBP has continuously been taking policy measures to ensure that imports, exports and financing transactions with China can be denominated in yuan.

A currency swap agreement between the two countries was signed in 2011. The swap arrangement became operational in 2013 with a size of Chinese yuan 10 billion and Rs140 billion ($1.5 billion).

The country’s bilateral trade deficit with China widened to $12 billion in the fiscal year 2016/17 from $4 billion in 2012/13.

Pakistan's imports from China jumped to $14.13 billion in FY17 against $12.11 billion in the previous year. However, the exports stood at $1.5 billion in FY17, compared with $1.7 billion in FY16.

'Influential' Sargodha men who molested, filmed minors on gunpoint arrested
SARGODHA: Local authorities on Wednesday filed a first information report (FIR) after obtaining videos of horrific child sexual abuse that were making rounds on social media and Internet-based text message services, Geo News reported.Law enforcement officials said the alleged paedophiles forced underage boys to engage in inappropriate sexual activities while holding them at gunpoint, filmed them in the process, and uploaded the captured footages to social media.Further, the alleged abusers blackmailed the minors and their families following the despicable act of recording them.
According to another source, the District Police Officer (DPO) for Sargodha has set up a joint investigation team (JIT), which has also promptly commenced its own investigation. JIT, is a "favourite instrument" of "justice" these days in Pakiland :mrgreen:
Further, although the survivors and their families have refused to publicly register a case against the "influential suspects", the scope of the investigation has been widened given their recorded statements.What now remains is the question as to how long will the case be able to continue against these "influential suspects", who, more often than not, are acquitted, enter out-of-court settlements or their cases dragged or dropped altogether. Earlier today, sexual harassment allegations against Patari cofounder and CEO Khalid Bajwa surfaced on social media.
One woman, Mehravaar, came forward on Twitter and shared screenshots of her WhatsApp exchange with Bajwa, finally speaking out, claiming that she felt "uncomfortable and overpowered by a man twice my age."
Speaking to Images, Mehravaar said: "I just want to say that he’s been doing this for years. Especially to young girls. Coercing them to meet, reminding them of his position of power and trying to entice with weird perks related to Patari and whatnot. I just want people to be safe from him." A short time after Mehravaar came forward, another Twitter user Zainab used the platform to allege that Bajwa had similarly behaved inappropriately with her. She said: "Although it was a very long time ago. I was only 17, I went through a stupid breakup and this guy, mind you he was 27 years old back then, took so much advantage of me back then. I was only 17 and didn’t know any better." Another day, another name connected to sexual abuse and /or sexual misconduct . If the accused has "powerful connections" with his namesake, the victims will have to say "goodbye" to Paki - Style Justice :twisted:

Unless it is upgraded, the Islamic will drop to Tier 3, the lowest rung, alongside Iran, North Korea and Syria, among others.

Besides cutting aid, US must use human trafficking as a plausibly deniable pretext to deny US Visa’s to the Punjabi Uniformed Jihadi Military Dominated Deep State of the Mohammadden Terrorism Fomenting Islamic Republic of Pakistan and their extended families:

(r) Arif Nawaz Khan in next 24 hours.The case relates to Noor Fatima, a second-grade student from Mahmoodabad area of Chichawatni who was burnt alive after rape and breathed her last at a hospital in Lahore on Monday. Following the incident, residents of the area and the victim’s family took to the streets to protest the gruesome murder and raised slogans of “Zaalimon! khoon ka hisaab do” [“Oppressors! answer for the blood (of the child)”]. The girl had gone missing on Sunday evening after she left home to buy some sweets and when she did not return, her family members and neighbours started looking for her and found her at a street in an unconscious condition, with most of her body burnt. Apart from the political and economic crisis, it seems that the Paki State is undergoing a social crisis as well . !
Punjab Chief Minister Shehbaz had also taken notice of the incident and summoned a report from Inspector General Police Punjab. Too many cooks khansamas in the kitchen babarchikhana spoil the broth saalan :D

PESHAWAR: The National Geographic TV would be sending its crew to the provincial capital next month to video-graph the Bus Rapid Transit (BRT) project. Peshawar Development Authority (PDA) Director General Israrul Haq told The News that the BRT costing Rs49.346 billion would be video-graphed because it is the biggest project in the history of Khyber Pakhtunkhwa and is being built at a phenomenal speed. :((
According to Israrul Haq, the 27-kilometres long, signal-free, third generation BRT capable of transporting 360,000 passengers per day was unique in many respects. "It would have 68 kms feeder routes, a bicycle track, a pedestrian track, park and ride facility at Chamkani, Dabgari and Hayatabad and a total of 16 kms of flyovers," he explained. He added that as part of the BRT the facelifting of all heritage buildings, mostly public and some private, at the Qissa Khwani bazaar, Hashtnagri and Sunehri Masjid Road would be done to beautify Peshawar. Where is the money ( Rs 49.36 Billion ) going to come from . Added on to CPEC :twisted:
Israrul Haq disclosed that the order for 220 modern buses for the first phase had already been placed with a Chinese company and the first batch of 40 buses would be delivered in mid-May. ( second hand Chini maal ?)
He said the project was of international standard and was being strictly monitored by the ADB, which has provided 85 percent financing of Rs41.8 billion for the BRT and is very conscious about quality control. So another loan added on with no concern as to how and when payment will be made :mrgreen:

Dollar and oil may get more expensive next month in Pakistan: ADB

Pakistan is likely to see a rise in the price of the dollar and oil next month. This increase in prices will result in more inflation occurring in the country.

The Asian Development Bank said this in its Asian Development Outlook (ADO) 2018 report. Its outlook for the GDP for this financial year in Pakistan is expected to be 5.6%. It may possibly drop to 5.1%.

Pakistan’s foreign debt will rise and the country’s current account deficit is likely to hamper its economic growth, claims the report.

The report says that the regulatory duty failed in decreasing imports in the country. Pakistan witnessed an increase in imports, especially of electronic appliances, cars and machinery.

ADB Country Director for Pakistan Xiaohong Yang advised the country to increase its exports to boost its economy.

“Pakistan’s economic prospects in the coming years remain positive if the budget and current account deficits are reduced and exports are rejuvenated by improving the country’s competitiveness,” he said.

The report said that the current account deficit is likely to increase because of spillover from higher investment expenditure.

“Therefore, securing adequate financing to fill the gap in foreign exchange reserve is an additional challenge.”

TLP Workers Defy Government As Their Demands Are Not Met :D

Islamabad braces as TLP workers disrupt life in Lahore
Security has been beefed up in the capital and adjoining areas after the latest deadline given by Tehreek-i-Labbaik Pakistan (TLP) to the government for the implementation of its demands lapsed on Thursday.
A heavy contingent of law enforcement agencies has been deployed at the entry and exit points of Islamabad and Rawalpindi. A joint flag-march of the army and LEAs was also held in the capital, according to a security official. Meanwhile, TLP chief Khadim Hussain Rizvi has escalated a protest he has been leading at Lahore's Data Darbar since April 2.
He is pressing for the implementation of the Faizabad agreement, which was brokered by the army last year between the government and leaders of Tehreek-i-Labaik Ya Rasool Allah (TLYRA), of which TLP is an offshoot. Pir Afzal Qadri, chairperson of the TLP, told party workers after the 4pm deadline lapsed today that they must "come out on the streets and not go back until Rizvi announces an end to the protest". Following Qadri's orders, TLP workers have taken to the streets in various locales of Lahore. According to reports, they have also attempted to intimidate commuters and citizens with sticks and batons. Not sure if the US has clamped down on this "New Malsi Monster" in the guise of a political movement .
They have also blocked various key traffic intersections in Lahore, including the busy Thokar Niaz Beg.
Last week, the TLP chief and some TLYRA leaders were declared proclaimed offenders by an anti-terrorism court in Islamabad. Law enforcement agencies, however, have been unable to make any arrests. Deep State backing them "from behind" :roll:

Pakistan's Manzoor Pashteen: 'Pashtuns are fed up with war'
At the heart of South Asia's never-ending wars, Islamic extremism, militancy and human suffering have been the Pashtuns, who are in a majority in Pakistan's northern parts and most of Afghanistan. Since the 1980s, at least three generations of Pashtuns have paid a heavy price for the conflicts tearing their region apart. First, the Cold War rivalry between the former Soviet Union and the United States turned their territory into a war zone, and then the battle between the West and Islamists made them homeless, destitute and helpless.
Now a secular movement, led by young activist Manzoor Pashteen, has struck a chord with thousands of Pashtuns, who say "enough is enough." The Pashtun Tahafuz Movement (Movement for the Protection of Pashtuns, PTM) blames both the Pakistani military and Islamists for the destruction in their region.
Essentially an anti-war campaign, the PTM sprang up as a result of the killing of the 27-year-old Naqeebullah Masood, who was killed by police in the southern city of Karachi on January 20. The authorities claimed Masood had links with militants, a charge his family and civil society activists deny. Rights groups say that thousands of Pashtun youths have been murdered or abducted by security agencies in the past decades on unproven terrorism charges. State authorities use the pretext of war on terrorism to persecute Pashtuns, they say.
Over the years, Pashtuns have been branded as Islamists, or militants, due to the fact that the Taliban are also a Pashtun-dominated outfit, and because the radicalism in the country's northern areas has spiked over the years as a result of decades-long wars.
PTM leader Pashteen doesn't mince his words and has made it clear who he holds responsible for the Pashtun suffering: "We have to identify the place that destroyed us," Pashteen said at a recent rally. "It is GHQ!" he said, referring to the Pakistani military headquarters in Rawalpindi.
In an interview with DW, Pashteen talks about the objectives of his movement, accusations that he is supported by Afghanistan, and decades-long "injustices" to Pashtuns whose region has been used as a "battlefield" by local and foreign powers.
DW: What are the objectives of the PTM, and how are they different from the objectives of other Pashtun parties?
Manzoor Pashteen: Our objectives are clear. We demand that all "missing people" be released. If they have committed any crime, they should be tried in a court of law. Extrajudicial killings of Pasthuns must stop. A judicial commission should be formed to investigate these killings because we think they are pre-planned. Naqeeb Ullah Mehsud, a Pashtun youth who was killed by [senior police official in the southern city of Karachi] Rao Anwar, was falsely labeled as a Taliban militant.We also demand that the authorities clear mines planted in the Federally Administered Tribal Areas (FATA) during security operations, paramilitary forces stop harassing Pashtun families on the pretext of search operations and that people should not be humiliated at security check posts in the northwestern areas. These are our demands. I think other Pashtun parties have not emphasized them.
How have Pakistani authorities responded to your demand of the release of "missing people"?
I have been told by intelligence agencies that I should give up this demand. But I have made it clear to them that even if they have killed all "missing persons," they must let us know. They told me they would accept any other demand except releasing "missing people" and the issue of extrajudicial killings. Most of the "missing people" are probably dead anyways

I am only talking about human rights abuses but some people in Pakistan have labeled me a "traitor" and "terrorist." But Ehsanullah Ehsan is the biggest terrorist, and Musharraf is the real traitor who destroyed Pakistan's democratic setup and committed many crimes, including the killing of Nawab Akbar Bugti, Former Chief Minister of Baluchistan province. Both Ehsan and Musharraf are responsible for the killings of innocent people. Ehsan did it through his terrorist organization and Musharraf committed genocide through unconstitutional military operations that caused destruction in our areas.I would not be surprised if this young and brave leader is forced to go underground or seek shelter in Afghanistan for the sake of his own life !

Sometimes I get worried that all these US aid sanction should not work reverse and enable pakis to stand on their feet and become financially robust.

Thing is when you stop getting free lunch you start earning your own lunch. China is not a donator.

On a serious note, till paki army is in helm of affairs(which is till terroristan exits), their priority will be pretty much always be higher than Aam Abdul's needs. We only need to be wary of any charismatic leaders rise in politics, but even there we have our paki army who will cut him length.

20 years on, Ojhri Camp truth remains locked up
ISLAMABAD, April 9: Twenty years have passed but the images of destruction caused by the Ojhri Camp disaster are still fresh in the minds of many residents of Rawalpindi and Islamabad.
Over 100 men, women and children were killed and many times more were wounded by the missiles and projectiles which exploded mysteriously and rained death and destruction on the twin cities on this day in 1988.
Physical scars of the tragedy may have healed but the nation is unaware till this day what, and who, caused that disaster and why. An investigation was conducted into the disaster but, like in the case of all other probes into national tragedies, its report was not made public. Pakistan has some sort of a record on suppression of such reports specially when the Paki Establishment is implicated and seen as the cause of such disasters . !
The then prime minister Mohammad Khan Junejo appointed two committees, one military and the other parliamentary, to probe the military disaster. His action so infuriated military dictator Gen Ziaul Haq that he dismissed his handpicked prime minister on May 29, 1988 - the main charge being that he failed to implement Islam in the country. Zia was a master of Taqqiya . Lying through the teeth for Malsi !
Neither political observers expect the PPP and the PML-N doing so even when they have been swept into power again by the people and run a coalition government.Interestingly, when contacted, leaders of both the parties agreed that the Ojhri Camp inquiry report should be made public but refused to commit to do so. The military is very sensitive about its so -called reputation :mrgreen:
Junejo’s defence minister Rana Naeem Ahmed had told Dawn in an interview last year that he had received the report but said it did not fix responsibility on any one and declared the huge disaster an accident.Even then the ISI seized it in a raid on his office the day after the Junejo government was dismissed, he claimed. The ISI, which is also the military, is also THE "best intelligence agency in the whole wide world, is also concerned about its so-called reputation :mrgreen:

Some reports said that Ojhri Camp had about 30,000 rockets, millions of rounds of ammunition, vast number of mines, anti-aircraft Stinger missiles, anti-tank missiles, multiple-barrel rocket launchers and mortars worth $100 million in store at the time of blasts that destroyed all records and most of the weapons thus making it impossible for anyone to check the stocks.
Senior members of the PPP and the PML-N admit that their governments in the past made no serious effort to make the report public.A PPP member however claimed that the second Benazir Bhutto government did attempt to do that but failed due to resistance from the “concerned quarters”. There are some elements in the Charter of Democracy, signed by the PPP and the PML-N, which could be pursued to make such reports public, he said.
Many in US circles believe in the theory that Massa was alarmed at the loss of control over the Stinger Missiles , "gifted" to Pakistan during the Afghan war. Reports from their agents in Afghanistan suggested that these were being taken out from the Ojhri Camp, where they were stored, and sold to shady 3rd parties by various Paki middleman, and senior Paki Generals like General Hamid Gul were involved . Massa was about to order an audit of the arms and ammunition stored there , when the whole Camp, coincidentally blew up , before the audit could start. PM’s aide going to attend IMF meetings just days before budget

ISLAMABAD: Prime Minister Shahid Khaqan Abbasi has decided to send his finance aide to attend spring meetings of the International Monetary Fund (IMF) in a bid to assess the mood in Washington before Pakistan makes a decision on whether to seek another bailout.

The decision to send Dr Miftah Ismail, Adviser to Prime Minister on Finance, to Washington hardly 10 days before the announcement of budget signifies the importance of the move. Ismail would go to Washington on April 18 on a three-day visit, according to officials.

The government will present next fiscal year’s budget on April 27, about five weeks ahead of the original schedule as the government’s constitutional term is going to end in the first week of June.

The new democratic government is expected to be installed in August. By that time, Pakistan’s gross official foreign currency reserves are projected to reach dangerously low levels due to a yawning current account deficit.

Pakistan’s external account is currently under stress and the country is facing a financing gap of roughly $8 billion to meet its immediate international obligations, said sources. Pakistan’s foreign currency reserves have already dropped to $11.6 billion, which are barely sufficient to cover two months of import bill. Actually SBP has only US$ 5.8 Billion as it has taken a Loan of US$ 5.8 Billion from the Commercial Banks

This has raised speculation that the country will have to seek another IMF bailout package between June and September this year.

Ismail confirmed to The Express Tribune that he would attend spring meetings of the World Bank and the IMF. However, he categorically denied that he would initiate bailout talks with the IMF. “We do not have a plan to get the IMF programme at this stage,” he said.

Sources said the sole purpose of the adviser’s visit was to gauge the mood of the US treasury and the IMF management. The IMF has assessed Pakistan’s gross financing needs at $24.5 billion for the current fiscal year and at a record $27 billion for the next year.

It said the widening current account deficit and rising external debt servicing, in part driven by the China-Pakistan Economic Corridor (CPEC)-related outflows, were expected to lead to higher external financing needs.

Pakistan was also trying to seek financial assistance from a few friendly countries to ease pressure off the external account that was fast eating up the foreign currency reserves.

In times of political transition, it was unlikely that any country would help Pakistan steer out of the crisis, particularly China and Saudi Arabia, said Haroon Sharif, a senior economist who remained regional adviser to the World Bank Group. He suggested that before going to the World Bank-IMF meetings, the finance adviser should hold consultations with mainstream political parties to have a better game plan.

Talks for the September 2013 $6.2-billion bailout programme had begun in April 2013 during the IMF-World Bank spring meetings by the caretaker setup. However, at that time, the caretaker government had political support from the mainstream political parties including the PML-N, PTI and PPP.

This had helped the PML-N government to join dotted lines within three months of coming to power. The difference between 2013 and now was the mood in Washington and domestic preparation for the bailout programme. Sources in the finance ministry said the government did not have a game plan.

Experts said any adventure in the absence of a well thought-out plan would expose the country to many political risks. A hostile mood in Washington would also make it difficult for Pakistan to get a better deal like the one it got in 2013. The only IMF recommendation that Pakistan has so far implemented is the depreciation of the rupee against the US dollar.

Sources said the finance ministry would be in a better position to talk with the IMF during next Article-IV consultations with the lender, which may take place in a couple of months.

Currently, the finance ministry’s top bureaucracy is struggling to handle the complex fiscal and external account challenges due to the lack of expertise of some senior team members.

Without strong political ownership, the IMF may also not like to enter into formal programme negotiations, according to people having knowledge of the IMF staff thinking.

The judge concluded that Hussain had arranged for the girl to go to Leeds for money and he had also made threats to her to get her to comply.
The court heard how Hussain was already on bail for sexually assaulting a 16-year-old girl he had contacted through Facebook when he took the vulnerable young girl from a park in Bradford last July.
The court heard that Hussain plied the teenager with vodka before sexually assaulting her in his car.

Hussain was found guilty by a jury yesterday of abducting and raping the 12-year-old, sexually assaulting the teenager and facilitating or arranging the rape of the younger girl in Leeds.Judge Hatton confirmed that Hussain will serve half of his jail term before being considered for release, but he will not be let out until the Parole Board decide it is safe to do so. If he is "eligible" for deportation to Pakjabistan, the Brits should enforce that :mrgreen:

US and India are happy to offer help, to bridge the dire $$$ need by buying out @ $1 million per aitami hathiyaar provided it also clubs sale for $1 billionall the unsafegauarded nuclear facilities, including mines.

"The Deep State" is already on board with the demands of the TLYR ; after all, this "outfit" , like the (now banned ) MML and the Two Talibans is a creature of their thinking !
The religious group had been protesting at Lahore’s Data Darbar from Monday, April 2. TLYR had been threatening to hold nationwide protests from Friday (today) if its demands were not met.The party leaders had asked supporters to hold sit-ins across the country after the first round of talks with the government failed on Thursday evening. The group had blocked more than 80 places in the Lahore city alone. Just shows how powerful these radical Islamic pressure groups are :evil:
TLYR’s demonstrators were seen carrying batons at Shahdara Chowk, Shahdara Town, Niazi Chowk, Metro route, Handiya Bridge, Thokhar Niaz Baig, Multan Road, Kasur road, Chungi Amarnath, according to our correspondents. The Metro bus routes from both sides were blocked and the service was stopped. Protests have spread to the other cities of Punjab. Protesters were seen in Rawalpindi, Mandi Bahauddin and Gujranwala. Karachi also witnessed a protest at one of city’s busiest Numaish chowrangi area. TLYR is led by Khadim Hussain Rizvi, who is facing arrest warrants. ( But no one has the "guts" to arrest him as the "ISI is standing behind him " :mrgreen: )
An anti-terrorism court had declared Rizvi and other leaders proclaimed offenders but the authorities did not arrest them.
