Well, we got briefed on the Prithvi missile trial by the DRDO scientists and moved to Jaisalmer by an IL-76 where a Mi-17 helicopter had been positioned for the trials. The Prithvi missile was being developed as part of the Integrated Guided Missile Development Programme and was in its preliminary test phase then. We were to carry the missile, under slung beneath a Mi-17 helicopter, and drop it from a height of four kilometers at the Pokharan firing range in the desert of Rajasthan; the purpose was to test a particular component mounted in its nose. To say that the trial was extraordinary would be an understatement. Funds are never a problem with DRDO and they went ahead and made a 25 feet high stand to support the two tonne test vehicle over which our Mi-17 would hover, pull it vertically out and then climb to the required altitude for the drop. I was the lucky pilot and team leader for the trial.

I suggest everyone read this and get informed.

ARDE really has mastered the warhead design process and is second to none.

Only need more sophisticated fuzes which they are working on.

Reading it i full its an awesome presentation on warhead design and weapon system.

based on the type of warhead one can assess the missile accuracy.
Also the many innovations ARDE has come up with in creating the designs.

I like the FG warhead for PAD.

Its like an open shot gun and on a gimbal that acts in millisecs.

When PAD was discussed there was speculation on how this directed warhead worked.

We have the details aboe.

Also shaped charge for LWT shows how accurate the guidance system for the torpedo is!!!

I guess the particular component was the fuze for the Prithvi warhead being dropped from 4 km height.

As they are testing only the forward section the CG shifted and it tumbled in the first phase and rightly did not activate.
Kalam saheb figured that out and had them shift the cg may be by attaching ballast weight and the test was a success.

Somewhere in WOF or WOP this test is mentioned.

And now looks like standard process with ARDE from the TechFocus.

Modernisation of Ordnance Factories

To keep pace with contemporary manufacturing technologies, Ordnance Factory Board (OFB) has undertaken modernisation of Ordnance Factories including the six factories located in the State of Tamil Nadu. In addition to modernisation of Plant & Machinery, capacity augmentation programme is also under way in three factories namely Heavy Vehicles Factory, Avadi, Engine Factory Avadi and Heavy Alloy Penetrator Project, Trichy.

Thanks jaysimha.

Looks like Avadi and Trichy are getting a boost by expansion and replacement of obsolete machinery. The other two are small amounts for replacement.

Avadi expansion is (554+234 + 30 = 810 crores) almost half of Tejas second line.

And the HAP is also being expanded about 48 crores.
Could be for the APFDS rounds for
So I expect Arjun orders to flow.

Production of Aircrafts

Since inception, Hindustan Aeronautics Ltd. (HAL) has been engaged in design & development, manufacture, upgrade and repair / overhaul of fighters, trainers transport aircraft, helicopters, engines, avionics systems & accessories for the requirement of the Defence Services. So far, HAL has indigenously designed & developed 17 types of aircraft / helicopters consisting of three fighter aircrafts including ongoing platform of Light Combat Aircraft (LCA)-Tejas, Advanced Light Helicopter (ALH)-DHRUV and Chetak / Cheetal Helicopter.

Additionally, under Transfer of Technology (ToT) with foreign Original Equipment manufacturers (OEMs), 14 platforms have been manufactured in the country by HAL consisting of 8 categories of fighter aircraft including ongoing manufacturing program of Su-30 MKI.

The annual production capacity of HAL along with the ongoing contract cost (product-wise) is detailed below:

Su-30 MKI programme is on the verge of completion; hence, there is no plan to augment the production facilities for this platform.

The following steps have been taken by HAL to ensure timely and enhanced production of LCA aircraft.

• Establishment of second line for structural and equipping activities at Aircraft Division, HAL.
• Reduction in manufacturing cycle time through improved supply chain management, learning and augmentation of manpower.
• Established contracts for outsourcing of major modules namely Front fuselage, Centre fuselage, Rear fuselage, Wing and various sub-assemblies to private partners.

Looks like HAL contracts are all completion contracts and no milestone is stated. IOW give money to produce the aircraft when you can.

This type is not good for supply chain management.
If there is no deadline there is no urge to release money for advanced procurement of long lead items in order to meet delivery schedules.
And same old reasons given to CAG.

Ordnance Factory Board (OFB) is transforming from the role of Manufacturer and Technology recipient to a System Integrator by enhancing its production portfolio and modernizing the production facilitates, said Chairman, OFB Shri S.K. Chourasia. He stated that a board and versatile production base with multiple technological capabilities and state-of-the-art Manufacturing facilities has been created to produce state-of-art Battle Field Equipments. Briefing the media to mark the 217th Ordnance Factories’ Day in KolkataToday, Shri Chourasia said that Make in India initiative has emerged as an important guiding principle in defence production. OFB’s Aim is to make India self- reliant in production of arms and ammunition, he added. He said that OFB has set high standard of indigenous manufacturing units and has achieved 87% over all indigenization. OFB has also developed the indigenous Defence Industrial Complex in the country by nurturing about 4,000 vendors, he added.

Shri Chourasia said that OFB has offered a 100 percent Indigenous solution against private competitors. OFB is presently developing major platforms like upgraded BMP-II, Futuristic Infantry Combat Vehicle (FICB), Air Defence Gun and 155 MM x 52 Cal Mounted Gun System and related Ammunitions, among others, he added.

BEL Crosses Rs 10,000 Crores Landmark Turnover

Navratna Defence PSU Bharat Electronics Limited (BEL) has achieved the landmark turnover of more than Rs. 10,000 crore (Provisional & Unaudited) during FY 2017-18, sustaining double digit growth over the previous year’s turnover of Rs. 8,825 crore.

Some of the flagship projects executed during the year include Integrated Air Command & Control System (IACCS), Weapon Locating Radar (WLR), Hand Held Thermal Imager (HHTI), Akash Weapon System (Army), Naval Fire Control System, Integrated Communication System, 3-D Tactical Control Radar (TCR), Electronic Warfare Systems, L-70 Gun Upgrade, Electronic Voting Machines (EVM) and Voter Verifiable Paper Audit Trail (VVPAT).

BEL’s Chairman & Managing Director, Shri MV Gowtama said, “The focus on indigenisation for self-reliance has continued with more vigour, besides capacity building, expansion and enhanced outsourcing to SME sector. KITCO bags consultancy projects of BEL, HAL.

KITCO Ltd, India's premier technical consultancy organisation, has bagged major consultancy projects of public sector Bharat Electronics Ltd (BEL) and Hindustan Aeronautics Ltd (HAL).

BEL is setting up a defence systems integration complex in 919 acres of land in Palasamudram in Ananthapuram district in Andhra Pradesh, a press release said.

KITCO has bagged the contract for technical consultancy for the project overcoming stiff competition from leading players such as Engineers India Ltd, Mecon India and Tata Consultancy Services.

The project is to be implemented in two phases or more - the first phase costing Rs 195 crore involves setting up of weapon system integration, beacon facilities and hard stands.

The state-of-the-art weapons and radar complex using advanced Artificial Intelligence Systems would reduce the dependence on import of defence equipment and help in indigenisation of technology.

The scope of the consultancy involves design, tendering and execution of factory complex, development of strategic business units with state-of-the-art manufacturing facility for missile electronics integration.

KITCO will function as consultants for all the electrical, civil and mechanical works in the project, the release said.

Phase II involves Homeland Security (HLS), weapon manufacturing, UAV (Unmanned Aerial Vehicle), electronic warfare test range and bunkers for missile storage.

Blast-proof buildings and elevation towers will also be added in later stages.

KITCO is involved in the preparation of master plan for Phase II.

HAL is planning to develop aircraft engines at its Aero Engine Research and Development Centre(AERDC) in Bengaluru to be set up at a cost of Rs 140 crore.

At present, the company is using Rolls Royce and GE engines that are imported at a high cost.

KITCO has bagged the consultancy for setting up the AERDC.

The new centre to be set up in eight acres of land adjacent to present engines division will have facilities to develop parts of the new engine, prototype shop, testing beds, administration and design departments.

The test beds have to withstand intense vibration and should be aerodynamically designed, the release added.

"KITCO was able to bag the high profile BEL and HAL projects because of its proven ability to handle multi-disciplinary projects across sectors such as aviation, mobility hubs, ports and logistics, shipyard, infrastructure, defence, tourism, sports, hospitality," KITCO managing director, Cyriac Davies said.

KITCO has provided innovative solutions across industries with its rich talent pool of technical and financial consultants, engineering and architects, he added.

HE COMBAT FREE FALL (CFF) OXYGEN SYSTEM
The Combat Free Fall System consists of a Parachute System, Life Support System (i.e., Oxygen System, Protective clothing & equipment) and Communication System. DEBEL has indigenously developed the Life Support System for the paratroopers, which consists of Oxygen System, Pre-Breather Console and Portable Bail-Out System. The Combat Free Fall (CFF) Protective Clothing and Equipment consisting of jump suit, gloves, boots, goggles, helmet and jack-knife have been designed to meet the paratrooper�s high altitude requirement while executing the mission.

The various components and subsystems of the CFF are described as follows:

� ADVANCED INTEGRATED LIFE SUPPORT SYSTEM
An advanced Integrated Life Support System (ILSS) of an aircraft essentially addresses the need for preventing in-flight Hypoxia (during high altitude flying and emergency escape) and G-Induced Loss of Consciousness (G-LOC) during high G manoeuvres. The technology consists of provisioning of breathing oxygen through On-Board Oxygen Generation System (OBOGS), a breathing regulator that supplies the breathing gas to the aircrew at desired flow and pressure, an Anti-G-Valve (AGV) that inflates the anti-G suit to apply desired counter pressure and an Electronic Controller Unit (ECU) to coordinate various functions. In addition, many other sub-systems that provide back-up /redundancy and also impart life support during emergency escape are integral part of the ILSS. All these systems are integrated in the aircraft within very limited confines of the space.


LINE REPLACEMENT UNITS OF INTEGRATED LIFE SUPPORT SYSTEM IN TEJAS

ILSS consists of several sub-systems as Line Replacement Units (LRUs). These are as given below:
Onboard Oxygen Generating System (OBOGS)
Back up Oxygen System (BOS) with Pressure regulator (PR)
Emergency Oxygen System (EOS)
Oxygen Sensor (OS)
Electronic Control Unit (ECU)
Breathing Gas Management Solenoid Valve (BGMS)
Quick Disconnect Coupling (QDC)
Demand Oxygen Regulator (DOR)
Anti �G� Valve (AGV)
Personal Equipment Connector (PEC)
The OBOGS produces oxygen enriched breathing gas from compressed air made available from Engine bleed air and High Power Water Extractor (HPWE). Its� oxygen concentration is continuously analysed by an oxygen sensor (OS) and in-turn, monitored by the ECU. The breathing gas is supplied through BGMS, QDC, DOR to the pilot at the required flow & pressure. The ECU controls, monitors and coordinates the activities related to the OBOGS, BOS, OS, BGMS, DOR and also maintains a feedback with the Environmental Control Fuel Management Unit (ECFMEU) of the aircraft. The BOS provides 100% oxygen during OBOGS failure or when selected by pilot and the EOS provides oxygen during ejection. The AGV pressurizes the anti-G suit during high-g manoeuvres. The PEC interfaces the ILSS with aircrew equipment namely oxygen mask, anti-G suit and the R/T cord. QDC helps in carrying the gas supply to DOR & AGV and facilitates ejection.

This is a very landmark interviews. Will highlight what I think is noteworthy:

Hailed as the father of India’s Airborne Early Warning & Control System (AEW&CS) programme—a flying radar system designed to detect aircraft—S. Christopher has been leading the DRDO from the front, for the last three years.

He took bold decisions that led to fructification of several delayed and nearly-abandoned development programmes. As he is hanging up his boots at the end of this month, Christopher spoke to THE WEEK. Edited excerpts:

DRDO had earned bouquets for its missile achievements, but brickbats for other programmes. How did you change it, despite being a non-missile man?

I am from a non-missile background, but, missile is my breadwinner. Our missile programme is indigenous. But, even there, I found that we were going abroad for just one thing called the seeker... [and] falling into the trap of joint programmes.

What is a seeker? It is a radar. It just transmits, receives and identifies [the target]. Except for guidance, a radar does all that a seeker does. So this programme should have been given long ago to LRDE [Electronics and Radar Development Establishment].... Maybe, LRDE thought it was too small a programme for them, and why should they ride piggyback on the missile programme. The missile people might not have shown interest because their core areas are propulsion and navigation, and this was secondary.

I decided to push this little thing. The problem was in testing. It had to be tested on a missile. Who would spare a missile, which costs 030 crore or more, to test a seeker? Finally, I told the users [the armed forces], ‘When you go for a weapon test of a missile, please put my seeker in it.’ Thus, we did it. Now, we have companies that can produce these seekers.

{Again good program manager. Using existing flight schedules to proof the new hardware. Now this will be the new norm for DRDO and the Services to integrate the test flights as needed.}


The missile programme had been been a success story with the Agnis and Prithvis. But, the tail-end programmes had been languishing.

Akash had been a success even earlier. We put the seeker in Akash, too. Nag is a recent success. It could have been done earlier, but there were problems.... In the development of Nag, we had a problem about differential temperature, which we did not encounter in Akash [which is a surface-to-air missile].

The akash [atmosphere] is cool, and the aircraft is of a higher temperature. So, the radar can pick up the target-aircraft easily. That is not the case with Nag [an anti-tank missile, fired from ground or helicopter]. When [the missile] looks down from the air, it finds the desert is hot, and the tank is also equally hot. So, how does it home in? So, we had to do more tests. I had to develop simulated tanks [for testing]. All this took time. On this, we had issues with the user [Army]. A tank would have different temperatures at different parts. So which to take? Anyway, all these have been resolved. Now they are happy; Nag has been accepted.

So Akash, Astra and Nag... all are there now. Akash has been inducted, Nag accepted and almost all the trials of Astra are over.

But, the drag has been on conventional platforms—combat aircraft especially.

The Light Combat Aircraft programme has been on for some time. But, in the last few years, we got the induction, squadron formation all done. The credit goes to [former defence minister] Manohar Parrikar. He pushed us all. The LCA is flying. Mark 2 and Mark 1A are coming. There will be 83 Mark-1As.

But, there has been a delay.

Seven or eight years ago, we were told to increase the length [and] change the engine [of the aircraft].... After taking up the project, we looked for the engine. By the time the engine landed, HAL [Hindustan Aeronautics Limited] thought they should get orders fast. Then, IAF got ambitious. They had the Rafale coming with AESA radar, though it originally came without it. They asked for the ultimate radar in LCA, too. You assure me that you will give it, and I will give you [order for] 83, they [IAF] said. We said ho jayega.

Anyway, we are finalising Mark-2. It will take another month. With all the changes, it will not be a LCA. It is not in 10 tonnes category, but 17.5 tonnes category. It will be medium weight.


What about the Advanced Medium Combat Aircraft (AMCA)? There have been issues over its stealth capability and engine capability.

The IAF wanted AMCA to be stealth from [from enemy radars]. I know how radar perceptions are; I am a radar man. The shaping gives you some [stealth] advantage. The principle is not to have a curved surface, but straight surface.... But, this affects aerodynamics. Then, the wings have to be different. Seventy per cent [of stealth comes from] shaping. Then, the material. Now, with all this, I make a design for stealth.

But, the engine power [that IAF has asked for] will not permit infra-red reduction, when it goes full throttle. You cannot have everything—stealth and power. Nobody should start designing an aircraft without identifying an engine.... [So] with the existing engine, we will start.

You had a problem with the LCA for the Navy. The Navy has said no to it for their present carrier programmes.

We had a problem, when the [Navy] chief made the statement.... We had a meeting then. I understood their problem. Their carrier could not take LCA, because the lifts [to the deck] were smaller. The carrier was built independent of the aircraft....

Anyway, it happened. The question was: how to circumvent the problem. Change the aircraft or change the design of the lifts? Which is simpler? It has been changed now. The navy has agreed not to stop the programme.

{So most likely the aircraft lift has to be changed which might be for the next ship or retrofit this one once Naval LCA is completed.}


What about the towed guns? The army has not had a gun in the last quarter century.

There are issues over range and accuracy, when developing a gun. If you ask for extended range, you have to be prepared to dilute on other factors, like accuracy. We made three ATAGS [Advanced Towed Artillery Gun System] for the Army. We were happy to take Defence Minister Nirmala Sitharaman to Pokhran to witness ATAGS firing [trials]. We have to do many more trials.

How confident are you about Make in India? Are we making with our technology, and simply lending the shop-floor for foreign manufacturers to make here?

Very confident. We have given nearly 300 transfer of technologies in the last three years for manufacture at home.
Quite illuminating. He has not talked of all the ordnance improvements.

Some time back I had said Dr. Christopher is the next effective DRDO head after Kalam Saab.

The thing with Research and Development organization to support the military, is in the end products have to be delivered and Services accept them.

He is the man who was involved with DRDO's first huge radar success, the BFSR-SR, he was involved with BFSR-SR program at LRDE with Dr Cleetus as the lab head, and was part of the landmark decision to tap the private sector for most of BFSR-SR's key assemblies. At least that's what I remember from my fading memories (circa 2003).

Edit: SVaradarajan was the Pgm manager (he too became LRDE head). It was a run away success, IA ordered 1400 units. CABS poached him for the AEW&C program and rest, as they say, is history. It was great a non missile, guy became head of DRDO.

His bio says he was actually in charge of the LCA MMR antenna, the Navy airborne radars (https://www.drdo.gov.in/drdo/pub/newsle ... jul_15.pdf) which is why it made ample sense for him to do the AEW&C, but I recall him doing briefings on the BFSR-SR as well. He also explained the methodology by which each pvt partner was chosen to bypass delays usual with other labs/DPSUs etc when asked to collaborate in a program tangential to them. The same approach is there in the AEW&C, its a mix of core tech (indian radar) with selective imports (ESM DF antenna, satcom etc).

Engagement of Private Players in Design and Development for HAL

In order to create a sustainable defence Aerospace ecosystem, HAL has engaged private partners for Design & Development (D&D) of products and technologies.



To encourage private participations, HAL has created Research & Development (R&D) corpus of 10% of its Operational Profit After Tax (PAT).



A portal for ‘Make-in-India’ has been launched on Company’s website www.hal-india.com which gives details of various foreign Line Replaceable Units (LRUs), Systems, Spare parts, electrical, electronic items for HAL’s projects such as Advance Light Helicopter (ALH), Light Combat Aircraft (LCA), Dornier (DO 228), Hawk, Jaguar etc for indigenization by Indian private industries. Following have been hosted on HAL’s website to encourage participation of private industries:-
