Rochdale grooming gang to lose British citizenship

A court of appeal has upheld a decision to terminate British citizenship of three members of a Rochdale grooming gang and possibly deport them to Pakistan, The Guardian reported.

Abdul Aziz, Adil Khan and Qari Abdul Rauf were among nine men jailed in May 2012 for their part in a grooming ring which drugged vulnerable girls so they could “pass them around” for sex.

The victims (young teenagers) were physically assaulted and were forced to have sex with “several men in a day, several times a week”.

The three men accused were informed by the Home Office in 2015 that they would have to surrender their British citizenship, and may have to face deportation to Pakistan.

They were told: “British citizenship is a privilege that confers particular entitlements and benefits, including the right to a British passport and the right to vote in general elections.

It is not in the public interest that individuals who engage in serious and/or organised crime, which constitutes a flagrant abuse of British values, enjoy those entitlements and benefits.”

The three men challenged the court’s decision at the first tier tribunal (FTT). They appealed that stripping them off of their citizenship would breach their right to a family life under the European convention on human rights, as they have children living in the UK.

The FTT ruled against the men, concluding that “depriving the appellant of his British citizenship would not in itself prevent him continuing his relationship with his family”.

The upper tribunal also rejected the men’s appeal, due to the severity of their crimes and also deemed it appropriate for the home secretary to view the removal of their citizenship as “conducive to the public good”.

Following the tribunal’s decision, the accused went to the court of appeal and appeared in front of three senior judges in July. One of the accused, Adil Khan, argued that he was innocent of any crime, although the judges dismissed his plea.

In a ruling on Wednesday, Lord Justice Sales said: “Given the extremely serious nature of the offending by each appellant, there is no good ground for calling that conclusion into question. There was no error of law by the FTT.”

All three were found guilty of their crimes, which included conspiracy to engage in sexual activity with children under the age of 16 and trafficking for sexual exploitation, following a trial at Liverpool crown court.

Aziz was sentenced for nine years, Khan for six and Rauf for six years in prison.

Outlining their offence, Sales said: “The sentencing judge described how in some cases the girls were raped callously, viciously and violently; and in some cases they were driven round Rochdale and Oldham to be made to have sex with paying customers.

“All the men treated the girls as though they were worthless and beyond all respect. They were motivated by lust and greed.”

The home secretary, under the British Nationality Act 1981, has the power to take away a person’s citizenship – as long as it would not leave them stateless – if it is seen as “conducive to the public good” or they obtained their British citizenship fraudulently.

Depriving a person of citizenship for the public good can be done on the grounds of “involvement in terrorism, espionage, serious organised crime, war crimes or unacceptable behaviours”.

Even educated Pakis are also delusional euphoric or may reverting to madrassa teaching as true. I met few Pakis here (USA) in local cricket ground ( though it is baseball ground but south asians play here cricket), they were doctors, engineers, IT professional but very excited by Kaptans win and thinks that Kaptan will bring back 345 billion dollors in 100 days as he promised in his speech which are lying out side in other countries and belongs to corrupt pakis living in land of pure. They are sure because they thinks Imran have very good relation with foreign heads abd they will not deny his request so after 100 days they thinks it will be milk and honey flowing in streets of Pakiland.

Talking about India, he said: “I think it will be very good for all of us if we have good relations with India. We need to have trade ties, and the more we will trade, both countries will benefit. The unfortunate truth is that Kashmir is a core issue, and the situation in Kashmir, and what the people of Kashmir have seen in the last 30 years …. they have really suffered.Pakistan and India’s leadership should sit at a table and try to fix this problem. It’s not going anywhere.We are at square one right now [with India]. If India’s leadership is ready, we are ready to improve ties with India. If you step forward one step, we will take two steps forward.I say this with conviction, this will be the most important thing for the subcontinent, for both countries to have friendship.”
IMO, doubt that the "core issue" will be visited between the two. More like a protocol visit. Maybe, some initial planning for Imran and Modiji to meet on the sidelines of the UN General Assembly Meet ( if Modi-ji is going !)

In a letter to The Times the Mr Bean comedian insisted the former Foreign Secretary should not apologise and defended his right to poke fun at religion.

He wrote: "As a lifelong beneficiary of the freedom to make jokes about religion, I do think Boris Johnson's joke about wearers of the burka resembling letterboxes is a pretty good one.

"All jokes about religion cause offence, so it's pointless apologising for them.

Is IMF avoidable?

IT is now generally recognised that we face the herculean task of settling our external obligations. However, what is less widely understood is that the structural factors underlying the massive current account deficit of and the rapidly growing debt repayments have made the present crisis deeper and more protracted in nature (especially with the rising price of oil). In the short-term the external financing gap presents a formidable challenge with the more immediate requirement likely to be $28 billion for the current year.

And the fiscally irresponsible budget for 2018-19 tabled by the outgoing government is expected to worsen both the external and domestic imbalances, thereby queering the pitch for the next government, making its task even more daunting, both economically and politically (the latter may just make the withdrawal of the income tax concessions almost impossible).

Take a look: Pakistan running $2bn deficit a month, says Asad

An IMF programme has become unavoidable because no amount of external flows from friendly countries and bonds taken up by our diaspora will be able to meet the financing requirement of $75bn over three years. This die was cast some time ago and while some respite has been provided by the recently acquired Chinese loans, dithering and procrastination in starting discussions with the IMF will weaken our negotiating position with each passing day.

More importantly, even a double-digit IMF assistance (more than our actual entitlement) will be spread over a three-year period. This will result in available resources (including aid from the World Bank and ADB) falling well short of the funds required to settle this year’s liabilities, unless the new government undertakes politically unpopular adjustments. These adjustments (briefly highlighted below) are likely to include further depreciation of the rupee, partly because the pressure on the rupee and the foreign exchange reserves is not likely to subside anytime soon following the initiation of ‘global currency wars’ as one outcome of the trade wars. This revision will address the issue of creeping speculation against the rupee, while improving the competitiveness of our exports.

Next, to maintain reserves at a level that can cover at least two months of imports we will need to curb imports by at least 15 per cent lower (covering items beyond just consumer products). To achieve this objective supplementary measures, like broader application of cash margins and upward revisions in customs duties, will be required, which will admittedly lead to a compression in growth.

Corrective measures would extend to further enhancement of interest rates. The regime of low interest rates even after the 14pc depreciation of the rupee continues to disincentivise savings in rupee-denominated financial instruments that would provide funds for investment (incentive worsened by the withholding tax on banking transactions). Not surprisingly, rupee deposits have grown by only 7pc (just above the interest earned during 2018 on rupee deposits at the beginning of the year July 1, 2107) while the net increase in the National Savings Schemes is actually negative! Admittedly, this measure will also have a dampening effect on growth.

Only by entering into an IMF programme will we be able to ease the pain of correction. The adoption of a Fund programme will not only facilitate the mobilisation of funds from multilaterals but also improve our access to international capital markets (both in terms of tenor and interest rates), thereby enabling a gradual and less painful path for undertaking the long delayed essential external adjustments.

The World Bank and the ADB, however, can at best provide $2bn each. But these funds are contingent upon the availability of a ‘certificate of good behaviour’/comfort letter from the IMF, requiring our endorsement of a Fund programme. Moreover, the $4bn from these institutions is not likely to flow into our coffers in full. Their assistance is now essentially in the form of project aid. And going forward we may not have the absorptive capacity to utilise these volumes. In the short-term there will have to be an inevitable sharp pruning of the rupee component of the Public Sector Development Programme (already cluttered with too many schemes) to cut the fiscal deficit to manageable levels, unless the development programme is rationalised — involving a renewed focus on water and energy and the scrapping of schemes at the initial stages of implementation.

One hopes that the slowing down of the growth rate following the squeezing of imports will be less harsh as a consequence of a faster rate of growth of exports and CPEC-related investments accompanied by timely payments of duty drawbacks and tax and GST refunds at the time of export receipts.

The inflationary impact of the measures above can partly be moderated by the utilisation of cheaper sources of energy through an improvement in the fuel mix and by adjusting downward the support and procurement prices of sugar and wheat to reflect the decline in international commodity prices.

Moving onto the issue of the fiscal deficit, the fiscal position of the federal government is highly compromised with limited room for maneuverability (more than 58pc of tax revenues being earmarked for the provinces). Such an outcome has been precipitated by the failure of the federal government to a) right-size itself after the 18th Amendment; b) to pass on any portion of the burden of energy and fertiliser subsidies and BISP allocations to the provinces; c) to stop the steady accumulation in losses of SOEs and its continued financing and execution of vertical programmes and intra-provincial projects.

To summarise the discussion above we are witnessing the brewing of a full-blown fiscal crisis. It should be obvious that the challenges identified above will literally consume the energies of the next government in its first year of office, requiring painful adjustments throughout the currency of its tenure (especially during what is generally referred to as the honeymoon period).

A fear is that the likely Fund programme would again be cluttered with too many performance criteria and targets, several of them covering subjects in which the IMF cannot claim core competence. Ideally, given the IMF’s technical capabilities the programme should only cover tax policy and structure, monetary policy and balance of payments. Regrettably, despite its acknowledged know-how of tax systems, the IMF has been guilty of supporting, on its watch, the development of a complex and dysfunctional tax regime and a cumbersome management system, resulting, for example, in a structure of almost 70 different types of withholding taxes and a legal category ‘non-filer’, thereby failing badly to induce fundamental sustainable reforms in the area of its expertise.

This article has deliberately chosen to remain silent on whether the IMF can be bludgeoned into translating the threat of the US Secretary of State into actual actions. It is not obvious how the Fund will be able to ring fence its assistance to prevent its utilisation to settle our Chinese liabilities, if the latter choose nether to reschedule their loans nor accept settlement through transfer of Pakistani assets. Why is US opposing an IMF loan to Pakistan?

Everybody, especially economists, knew that this one was coming: Pakistan will have to go to the International Monetary Fund (IMF) after the departure of Ishaq Dar.] But nobody, even the most astute, predicted the United States’ opposition to the probable IMF loan to Pakistan. It came out of nowhere, a bolt from the blue that took everyone by surprise. If this move and its explained rationale (by US officials) sound perplexing, its topped up by the rather hilarious efforts from various quarters within Pakistan in terms of one-upmanship, and an attempt at hollow bravado that amounts to nothing.

Beneath the veneer of opposition lies a complicated tale, one that we must understand in historical, economic and geopolitical context in order to properly understand the situation. The following lines are aimed at parsing through the fog in order to clarify the scene for the reader and the policymakers.

We start with noticing that China has been dishing out loans and investing substantially in many places around the globe (between 2000 and 2014, China provided $354 billion in overseas financial support). Pakistan is the latest beneficiary under the China Pakistan Economic Corridor (CPEC) initiative (it would probably be more correct to label it as debt since it will ultimately have to be returned). Put another way, Chinese have been generously extending dollar denominated credit.

But why is this worrying the US? One answer comes from Steve Mnuchin, the US Treasury Secretary. At G-20 conference in March and later at an IMF meeting in April, he voiced concerns about the Chinese loans and their terms, danger of countries defaulting on Chinese loans, and that IMF loans would be used to repay the Chinese loans (surprisingly, nobody in Pakistan took note at that time). He in fact proposed that China should join the Paris club, a consortium specialising in loaning money to developing nations.

Unfortunately, Mnuchin’s explanation does a poor job at masking the real intentions. Readers will have to appreciate the fact that credit has been used as a stupendous weapon for thousands of years. It is beyond the scope of the article to revisit all that history, but suffice to say that from arm-twisting to getting favours, credit has done the trick for dominant powers of their age. US is the dominant power of our times and it has successfully enforced its will upon weaker nations in order to get what it wants. Pakistan is a shining example of this, with the US using its demand for dollars as a hard bargaining chip (remember the famous call after 9/11, which led to overnight change in our entire foreign policy?). In short, it has used the power of credit to bully nations into submission, and institutions like IMF are a comparatively respectable way to employ bullying tactics.

But now there is another player in town: China. Nations can now turn to China rather than US or IMF. Heeding history’s lesson, Chinese leadership is well aware that credit will play the most important role in its aims of expanding its global influence, which explains its generous credit provision around the world. An alarmed US watches this with consternation. With Syria proving that its military options now reduced considerably (the Russians checkmating them brilliantly), the most credible option for the US to exert its influence now remains the credit option. But this option is now being eroded by China. Countries, once desperate to do anything for the US in order to get their hands on dollars, can now avail the Chinese option.

These countries include Pakistan, which is now largely dependent upon Chinese credit to meet its demand for dollars. And this is precisely why Uncle Sam feels uneasy. It wants to bully Pakistan (through IMF) back into its own sphere of influence. After all, where would you find such a dependable partner (nuclear armed), willing to do Uncle Sam’s bidding without asking much in return? The US opposition to IMF loans to Pakistan is thus part of an attempt to resuscitate its loosening grip. But now, ‘times are a changin’, and Uncle Sam doesn’t like it. Moreover, as in case of North Korea coming to the talking table, China has shown that it can also twist a few arms courtesy of its financial prowess. This is the reason that Mnuchin suggested China joining Paris Club, so that Chinese liberty in giving out loans can be reduced.

Let’s now turn our gaze to Pakistan’s reaction. The official reaction was as expected, a futile attempt to somehow assure the world that we still matter. But the most perplexing and strange reaction came from Asad Umar, the finance minister designate. He advised the US to worry about ‘Chinese loans’ that the US has to repay.

You see, Chinese ‘loans’ to US are not loans! They are, in fact, an investment in the US treasuries. Without going into the complexities, the fact of the matter is that this is a win-win situation for both the US and China. For China, they are investing their hard-earned foreign exchange in the world’s safest (and the most in-demand) asset, and earning dollars without losing a penny. The Chinese economic miracle has a substantial imprint of trade on it, and dollar is the medium that oils the wheels of the international trade engine. Why would they want to give up on it?

For the Americans, there’s nothing better than the sight of all those dollars leaving the American shores only to return again. In simple words, the world is financing the workings of the American government at ultra-cheap rates (the US treasuries pay hardly a percent in terms of interest). It is a much better option than, say, raising taxes on its citizens that could be politically very unpopular. And mind you, even if a situation arises (highly unlikely) that Chinese demand it back, it won’t trouble the Yankees since the debt is denominated in their own money, which they can print and collect and repay without much hassle. As the English would say, it’s much ado about nothing.

Thus, both the Chinese and the Americans are quite happy at this arrangement, and they’ll probably let out a yawn at Asad Umar’s comments. For Pakistan economy’s sake, I sincerely hope that the finance minister’s (designate) comments were merely political marketing rather than serious commentary. Otherwise, this bodes ill for an economy already in doldrums. Also, he should be able to distinguish that unlike us, Americans did not plead with the Chinese to invest. Rather, the Chinese took the initiative themselves. If we find ourselves persistently short of dollars (pushing us to run to the likes of IMF), it is our own fault and not a Jewish or American conspiracy. And mind you that ‘agricultural’ Pakistan is now importing a huge quantity of food stuff too, paying up in dollars. So much for managing a nuclear armed, ‘agricultural’ nation!

Let’s be clear then. Beyond the US opposition to IMF loans for Pakistan lies a bevy of reasons that encompass economics and statecraft. And let’s also be clear that going to IMF is our own compulsion rather than some conspiracy. If Pakistanis want an end to these kinds of troubles, there is little alternative but to do things differently. Otherwise, we will keep receiving instructions in the garb of sermons of piety.

Circular and patently wrong arguments. China has already colonized Pakistan in plain sight of everyone. If the US thinks that it can wrest Pakistan from China or at least restore some semblance of balance, that is another exhibition of stupidity of the highest order but consistent with past such US behaviour.

Pakistan: Exxon Is Close To Making A Mega Oil Discovery
ExxonMobil is close to discovering huge oil reserves in Pakistan near the border with Iran, and those reserves could even be larger than the oil reserves of Kuwait, the Pakistani Minister for Maritime Affairs and Foreign Affairs, Abdullah Hussain Haroon, said over the weekend.
Looks like this story has legs as the source is a non-paki. The quantum of recoverable oil could be far less. Reserves exceeding those of Kuwait could be paki hyperbole/exaggeration/masala. Border with Iran could mean Balochistan. If true, could Baloch independence be on the table? :twisted:

Usman, who used to draw a salary of Rs1,465,000 as the PSPC CEO, has twice appeared before the NAB.

He last appeared before the SC on July 24 when he was asked by Chief Justice Mian Saqib Nisar whether he had returned the salary he had drawn as the PSPC head.

Pakistan in a weak position in FTA with China

Although China calls Pakistan and itself iron brothers, when it comes to trade, Pakistan stands at a weaker position in comparison to India, which is Beijing’s adversary in regional politics but has a better free trade agreement (FTA).

The Federation of Pakistan Chambers of Commerce and Industry (FPCCI) held a nationwide online roundtable conference on Pak-China FTA in an effort to prepare itself for a meeting with Asad Umar, the man tipped to be next finance minister.

The conference was attended by representatives of the business community, academia and government departments.

It was briefed that Pakistani exporters had been struggling to make their presence felt in China because their competitors were enjoying zero-rated tax, which left Pakistani goods uncompetitive.

The exporters of Pakistan mainly lose competitive edge in the case of Association of Southeast Asian Nations (Asean) which has a very strong FTA with China and its products are taxed at a lower rate than Pakistan’s.

Therefore, a huge chunk of Pakistan’s textile exporters has been forced to export raw material to Asean member countries like Vietnam, which exports finished goods to China. Exports through this channel are less costly and competitive in Chinese markets.

The exporters, who export raw material in the form of cotton and yarn, have been criticised for their inability to export finished and value-added goods.

Pakistan to get benefits worth $200m

FPCCI Director Research Dr Bilal Ahmed said Pakistan ranked 16th on the list of China’s export partners while it stood at 61st position in its import partners. According to Ahmed, even countries like Kenya are ahead of Pakistan in the exporters’ list.

FPCCI’s Standing Committee on Banking Chairman Mirza Ikhtiar Baig, who led the roundtable talk, told The Express Tribune that the business community had great reservations about Pakistan’s FTA with China.

“It seems that the FTA was struck in haste and we believe that there’s immense need to revisit it,” said Baig. “We will prepare recommendations after the roundtable talk, which we will discuss with Asad Umar.”

China eager to expand FTA with Pakistan

The FPCCI expects to meet Umar after August 15.

He highlighted that Pakistan’s imports from China stood at a whopping $18 billion while exports were a meagre $2 billion, which tilted the balance highly in favour of China by a massive $16 billion.

The moot was told that even India had a better FTA with China under an agreement called Bangkok Agreement, which had now evolved into the Asia-Pacific Trade Agreement. Bangladesh, China, India, Laos, Mongolia, South Korea and Sri Lanka are part of this agreement.

Pakistan delays FTA-II signing with China at eleventh hour

There was a consensus during the conference that if Pakistan was unable to strike a revised FTA with China similar to that of Asean, then the country should avoid doing free trade with Beijing altogether. It would save domestic industries.

Why take sides?
It is a dispute that Pakistan can and should have stayed out of, or at the very least waded into sensibly and with diplomatic tact.
Instead, a one-sided position has been taken that makes Pakistan look weak and may introduce wrinkles in a relationship with a friendly Western country.
it has chosen to side with Saudi Arabia in its dispute with Canada.
Perhaps an argument can be made that Saudi Arabia is on the diplomatic warpath and with Pakistan suffering acute pressure on the external account front, the possibility of financial aid, oil imports on preferential terms and sustaining crucial foreign remittances from Saudi Arabia has meant having to choose sides.
For Pakistan to so unnecessarily align itself against Canada is also to disregard trade relations and diplomatic ties with a friendly Western power and the thousands of Canadians of Pakistani origin.

At least three policemen were martyred and two others sustained injuries when unidentified gunmen opened fire on a police checkpost in Kargah Nala area of Gilgit-Baltistan (GB) early on Saturday
Five or six militants freedom fighters attacked the Kargah Police Checkpost in Joot area, some 40 kilometres from Gilgit
Both the attackers belonged to Diamer.
The attack came hours after unknown assailants opened fire on the residence of Diamer Deputy Commissioner Dildar Malik.
Meanwhile, a bulldozer parked at the site of a development project was set on fire in GB's Khambri village. 8)
The latest violence in GB come days after suspected militants set fire to more than a dozen schools in Diamer.

The China model

In his post-victory speech, Imran Khan expressed his admiration for China, and said he would send a team there to learn from our neighbour’s experience.

Since he has also announced an austerity policy, I thought I’d save the next government a lot of time and money by letting Khan know how China got to where it is. The first thing to remember is that the country is a one-party dictatorship that appears to brook no opposition.

In fact, I’m sure President Xi Jinping was probably mystified when he had to postpone his visit to Islamabad in 2014 because Imran Khan and Tahirul Qadri had locked down the capital in a months-long sit-in. In China, anybody attempting something similar would be thrown into jail before he could say “Naya Pakistan!” CONFUCIUS SAY : "He who folget insult must lemembel he will be insulted again. NEVEL FOLGET - NEVER FOLGIVE".

We still remember the killing of protesters at Beijing’s Tiananmen Square in 1989, when troops opened fire on protesters, killing anywhere between 180 (official claim) and 10,454 (figure reported by local activists and foreign diplomats from government archives).

Older readers might recall the disastrous Great Leap Forward, the Mao-inspired nightmare that saw millions starve to death. This plan called for even the smallest farm to be incorporated into cooperatives that would buy grain at low prices from peasants and sell it to urban consumers for far more. The resultant profit would finance rapid industrialisation. Peasants were charged 30 per cent of their produce in taxes, leaving them with little surplus to feed themselves and their families; 18m dead is at the low end of estimates, while Chinese historian Yu Xiguang arrived at the horrifying estimate of 55.6m.

Then we come to the Cultural Revolution of 1966. Feeling under pressure from more moderate members of the politburo, Mao launched the movement to purge society and the Communist Party of those seen as resisting radical change. Across the country, young party cadres and students, calling themselves the Red Guards, went on a rampage, terrorising, humiliating, and often killing those they identified as members of the bourgeoisie. It has been estimated that anywhere between 500,000 and 2m people were killed in the upheaval across China.

When Mao realised his movement to purify the party was spinning out of control, he sent hundreds of thousands of students and Red Guards into the countryside for ‘re-education’. Schoolteachers and university professors who had escaped the purge also suffered, and an entire generation of students missed classes for years.

Currently, the government is carrying out a programme of ‘integration’ in Xinjiang province, home to Muslim Uighurs. They are ethnically and culturally different from the majority Han, and have resisted efforts to force them to shed their Islamic heritage. A handful have turned to terrorism, but the peaceful majority are subjected to constant searches at road blocks, and are often consigned to ‘re-education centres’.

For decades, the ‘one-child’ policy was enforced to control the population. Couples who exceeded this quota found themselves locked out of state housing and being socially ostracised. Recently, to step back from a decline in population as the number of males now exceeds females by a significant factor, the government has permitted couples to have two babies.

Does Imran Khan think his government can implement such measures to check our galloping population growth rate? Fortunately, even under our repeated bouts of martial law, we have been largely spared the horrors that much of the Chinese population has had to endure.

But there is much to admire in China’s determined drive to develop its economy that has lifted around half a billion people out of poverty. A major reason it has done so well is that it had an educated and healthy workforce to man its growing number of factories. The Communist Party has prioritised education and health, and this sets it apart from other developing countries.

So, yes, there is much to learn from China. But investment in education and health isn’t exactly rocket science. We have consistently failed our children by denying them a decent education, despite a constitutional clause guaranteeing them one. And our neglect of their health is such that they can’t even get clean drinking water, with an estimated 250,000 children dying from polluted water every year.

If Imran Khan can sort out our public education and health, I promise to vote for him in the next elections. A new government has an early chance of fixing its priorities before it gets bogged down in politics as usual, so it shouldn’t fritter away its political capital on too many fronts. So give education and health your best shot, Imran Khan, and the next generation will be grateful to you.

Rest Assured Ātaṅkavadīsthan is heading towards a fully radicalized Islamic Theocracy and as such the Leaders will ensure that the common people will be made to adhere to the ditty "The Holy Book is all you must read as it contains all the knowledge that God wanted you to have and has given to the Holy Prophet" drummed into their "Cotton Picking" minds.

In addition the Deep State will try utmost to have Defence Parity with India on having at least HALF THE DEFENCE CAPICITY OF iNDIA.

They think they have achieved this position with a Defence Budget of about US$ 8.5 Billion - due to Devaluation of their Rupee and having built a Foreign Debt of nearly US$ 100 Billion. This figure is too Low as Indian Defence Budget is over US$ 70 Billion. So their Defence Budget - realistically - should be in the range US$ 20 to US$ 25 Billion whereby they do not have any Funds for the Education, Health and Welfare of the People.
