ndo-Pakistan ties under Imran Khan

We can’t read too much into the PTI Chief’s overtures unless they are followed up with concrete measures

The incoming Prime Minister (PM)has claimed that he knows India well, since he travelled widely in that country during his storied cricketing career. He certainly has no shortage of fans across the border. They include cricket greats, such as Kapil Dev and Sunil Gavaskar.

In his speech, Imran expressed interest in opening trade with India and conveyed the impression that he wanted to develop a new relationship with our estranged sibling. Soon thereafter, Indian PM Narendra Modi called to congratulate Imran on his electoral victory and said that India was “ready to enter a new era of relations with Pakistan.”

To understand the opportunities and challenges Imran Khan would see as he strives to improve Indo-Pakistan ties, I reached out to Tilak Devasher, author of Pakistan: Courting the Abyss, and Pakistan: At the Helm.

Devasher cautioned that whenever a new government takes over, “there is a certain amount of goodwill and an opportunity to reexamine the country’s foreign policy. However, overtures by themselves will not improve relations.” He said we can’t read too much into these overtures unless they are followed up with concrete measures.

Devasher said that inviting cricketers for the inauguration is largely symbolic. It will not in itself solve the long-standing political issues that divide the two countries: “There is much speculation in India as to why there was a suggestion to invite SAARC leaders initially for Imran’s inauguration and then that was scuttled. Was it pressure from the army? Was it a signal of moving too fast?”

Imran has not offered any concrete proposals for resolving the political impasse with India. That may have been by design. After all, Taiwan and China have been trading for years despite being unable to resolve their political dispute. I asked Devasher if something similar might transpire here. He told me, “opening trade could be one way of improving the political relationship. India would keenly watch what line Imran takes on allowing Indian goods to transit to Afghanistan through Pakistan, a proposal that has been consistently blocked by Pakistan.”

Shireen Mazari’s name has been mentioned as being the defence minister in Imran’s cabinet. Commenting on her, Devasher said she was “a hawk on India and vitriolic.” He added that she may have been chosen to be a counter-weight to the Indian Defence Minister, Nirmala Sitharaman: “The key difference, however, is that the Defence Minister in Pakistan is a rubber stamp and totally ineffective while in India, the Defence Minister wields real power.

Then we turned to the stand-off over Kashmir. I asked him if any forward movement is likely to take place under Imran’s premiership. He said, “The short answer is that while Indian nationalism is territorial, Pakistani nationalism is religious. There is no middle ground”.

He quoted ZA Bhutto’s book, The Myth of Independence: “If a Muslim majority area can remain a part of India, the raison d’etre of Pakistan collapses… For the same reasons, Pakistan must continue unremittingly her struggle for the rights of self-determination of this subject people… It would be fatal if, in sheer exhaustion or out of intimidation, Pakistan were to abandon the struggle, and a bad compromise would be tantamount to abandonment.”

Devasher said even though the army hanged Bhutto, “every ruler since then — civil and military — has assiduously followed his philosophy.”

I asked why the Agra summit between Musharraf and Vajpayee had failed and whether we might witness another serious attempt being made by either General Bajwa or Imran. He said, “A problem that had persisted for decades can hardly be resolved during a summit without a lot of detailed preparation. I doubt if Bajwa or Imran would have the appetite. In any case, Imran would have a razor thin majority in the National Assembly to take this on. Besides, India too would be moving into the election season soon. It would not be in either Bajwa’s or the Pakistan Army’s interest to make a serious attempt at this time.”

Then we turned to the issue that might well become the defining moment in Imran’s tenure. How to deal with the pink elephant in the room? Will the army give Imran free rein to improve ties with India? Devasher said Imran was the “blue-eyed” boy of the army. Thus, they may cut him some slack, at least initially, since “he seems to be their chosen one. He will thus have more space than what the army gave Nawaz Sharif.”However, the army is unlikely to give him much leeway on “issues they consider to be their exclusive preserve.”

The heart of the exclusive preserve is the defence budget. He said that the defence budget will only come under civilian control if the army withdraws to the barracks both metaphorically and financially. That is, if it lets Pakistan emerge as a developmental state. “So long as Pakistan continues to be a military state, Imran would find it impossible to either control, or reduce the army’s budget.”

Finally, I asked if Imran will be able to rectify the civil-military imbalance in Pakistan. Devasher said, “Not in the immediate or even medium term. The imbalance can be rectified only when a succession of civil governments provide a semblance of governance and tackle issues directly affecting the people. So far, politicians in Pakistan have tended to line their own pockets instead of tackling the people’s problems. This allows the army to project itself as a saviour of the people when the chips are down. That’s why the people look to the army for succour rather than the civilian leadership. So long as this continues, the military will always dominate the polity.”

Imran, with thousands of fans in India and millions in Pakistan, has a rare opportunity to improve Indo-Pakistan ties. If the army cuts him some slack, he just be able to pull off an upset.

We must remember that Imran is a founder-member of Diffa-e-Pakistan which was formed when Gilani indicated sometime in c. 2011 that Pakistan was moving towards granting MFN status to India. The Diffa is an Army creature. Imran is an Army creature. We should not be wasting our time 'watching keenly' whether Pakistan opens the transit facilities. That would not happen. The sequence there is stated wrongly. First MFN has to happen (even if not known by that name and called Non-Discriminatory Market Access or whatever) and stabilize before Pakistan would accede to two-way India-Afghan transit trade. Imran is using 'trade' merely as a bait for India.

SSridharji, We can safely assume that TSPA will never cede an inch over what it perceives are its core interests and neither can Immy. Thus all his hot-air over better relations is just that. GoI has rightly been cool to Immy's "overtures".

So now it seems that the track has shifted a bit- all this talk of Immy's supposed "thousands of fans" in India and the accompanying drama. I reckon we will see the beginning of a charm offensive suitably aided and abetted by Indian MSM and resumption of cricketing ties will deemed the "low hanging fruit".

If GoI accedes to these demands and gives the go ahead for cricket, Immy's supporters will tom tom it as another feather in his cap and how the corrupt Patwari could never manage this despite groveling. Next on the agenda would be call for resumption of bilateral talks, with China aiming to ease in as a "well-wishing observer."

Lots of movement behind the scenes it seems.

Baloch fighter dares China before blowing himself in a fidayeen attack :

This is a serious crime both legally and morally with China's help. Pakistan has intensified its offensive against Baloch nation and thousands have been killed and hundreds of villages have been destroyed. During Pakistani military operation thousands of Baloch have been forced to leave their ancestral land to become refugees in Iran, Afghanistan and Middle East", said the young Baloch fighter, who appeared holding an automatic weapon.

"Through this act, I want to make China and its people realize that whosoever will try to meddle in Baloch issue without Baloch nation's consent, it will face the wrath of the Baloch nation," he added.

"It cannot be possible at all for a foreign country to plunder the precious natural resources and wealth of Baloch nation without any resistance when our people are deprived of basic necessities, China should immediately withdraw its investment and forces from Balochistan or else they will continue to face Baloch youth", said Rehan Baloch.

PTI's NA tally up to 158 as it bags 33 reserved seats

The Pakistan Tehreek-i-Insaf (PTI) have been allotted 33 of the total 70 National Assembly seats reserved for women and minorities, taking the party's total in the lower house of the parliament to 158 — just 14 shy of the number required for simple majority.

The Election Commission of Pakistan on Saturday distributed the reserved seats among the parties as per the quotas that their respective electoral performances commanded.

As expected, the PTI emerged as the biggest beneficiary after the distribution, thanks to the 116 seats its candidates had won themselves and the nine independents whom it had later recruited.

In all, the Imran Khan-led party was allotted 16 reserved seats for women from Punjab, four from Sindh, seven from Khyber Pakhtunkhwa and one from Balochistan.

The party, which looks set to form its government in the Centre, also bagged five of the total 10 seats reserved for non-Muslims. Of the rest of the five, two have been given to the PML-N, two to PPP and one to MMA.

The PML-N, meanwhile, has added 15 reserved seats for women from Punjab and just one from KP, which, when added to their two non-Muslim seats, brings their total gains to 18.

Their total in the NA now stands at 82.

PPPP, meanwhile, have added a total of nine women's seats and the two aforementioned non-Muslims seats to their 42 general seats. They now have 53 seats in the lower house.

PTI's current tally of 158, however, is likely to be trimmed as Khan, who won on five NA seats in the July 25 polls, will have to vacate four of them.

Ghulam Sarwar Khan and Tahir Sadiq also won two national and one provincial assembly seats each for the soon-to-be ruling party. Depending on which seats the duo end up keeping, the PTI's NA tally will be reduced by two to four more seats.

Moreover, PML-Q, a key PTI ally, is also likely to see its quartet of NA seats reduced by half as their party leader Chaudhry Pervaiz Elahi is a candidate for the Punjab Assembly speaker's role.

If Elahi is to vie for the provincial speaker's gig, he will have to leave both of his National Assembly seats, which would see the PTI and their alliance's seat count regress some more.

ECP issues notifications of 33 reserved seats

Following the aforesaid allocation, the ECP issued notifications for reserved seats for women from the national and the four provincial assemblies.

The PTI's Shireen Mazari and Andleeb Abbas headlined a list of PTI female leaders whose notifications were issued.

From PML-N, part spokesperson Marriyum Aurangzeb, Maiza Hameed and Tahira Aurangzaib are among the lawmakers who have been issued their notifications for reserved seats.

PPPP's Shazia Marri, Naz Baloch and Hina Rabbani Khar have also joined the list of MNAs-elect.

CPEC repayment plan under preparation

ISLAMABAD: Ahead of the new government, bureaucrats are busy in working out details for a bailout package especially for repayments of instalments of operational projects under the China-Pakistan Economic Corridor in 2018-19.

The blueprint mostly identifies a string of measures to cater to supply-side arrangements of foreign exchange in a period of five years — 2018-2023.

The issue gained importance nationally and internationally after Washington’s recent warning to the International Monetary Fund in discussing the bailout package with Pakistan on the plea that there is “no rationale to bail out Chinese bondholder or China itself”.

Initial working shows that nearly $47 billion worth contracts have been signed for CPEC. Out of this, $22bn projects have achieved financial close by the end of PML-N government.

In the energy sector, financial close was achieved in 14 projects worth $12.25bn. However, financial close was yet to be achieved in 10 projects at $11.34bn.

In the same category, six energy projects valuing at $4.5bn are in operation, producing power and its payments are due from the current fiscal year. The total electricity produced from three wind, two-coal based and one solar project is 3,839.5MW.

But the repayment of these and others projects will spread over a period of 25-30 years, paid twice a year. It is estimated the six-month instalments in CPEC projects would amount to a maximum of $71.5m in the short term.

Sources in the prime minister secretariat told Dawn the repayments can even be negotiated in the Chinese renminbi. The repayments start from the time when the projects come under operation, the source said. One thought that the repayemts are in U S Dollars at US$ 1 = about Pak Rs. 95.00

No projects have reached completion in the area of road, rail, mass transit, PSDP/SPEC and Gwadar till date, the sources said.

As per an alternative plan to pay off the already borrowed money, several proposals are being considered and suggested to the new government.

]CPEC will not become a ‘corridor’ unless the Gwadar-Kashgar oil pipeline is constructed with a foreign direct investment of around $10bn with almost $1bn of rental every year.The tourist cities outsourced to international developers are programmed to bring in about $20bn, the sources added. Seemingly the Ātaṅkavadīsthanis have become A NATION OF LOTOS EATERS!

It was also suggested that the new government renegotiate the remaining component of CPEC, which is about $28bn from loans to FDI.

About $5bn is required in the shape of grants from international donors in health and education to which the national and international community is willing to contribute under the new governance paradigm promised by the new government.

The last city to be built from scratch in Pakistan was Islamabad, starting in 1960. The city has now grown to a population of nearly 1.5m in 55 years.

Companies like Walt Disney can develop Gwadar and Kumrat, according to the people in PM house who are building this plan for the incoming government, whereas DHA, Bahria Town and others can develop Kallar Kahar and Chattar Plain on build, own, operate and transfer basis, they say. This is one heck of a supercalifragilisticexpialidocious idea!

In order to build another 4m homes, 20 new satellite cities will have to be created around each economic hub, they argue. Each will be at a distance of 40-60km connected with high speed rail and road network to facilitate the workforce living out of major towns yet remaining connected to their workplace.

It is imperative that Modi Ji, his Cabinet, the Indian Parliament and the Indian Bureaucracy must be very weary of the Ātaṅkavadīsthani “offers of talks etc.” They must ensure that the Indian viewpoint and requirements are met before any commencement of a Dialogue as proposed by the Ātaṅkavadīsthanis.

The Indian Authorities must, if possible, bar any further interlocution by the Indian and Ātaṅkavadīsthani “Track Two” Bunch of Jokers.

Sounds harsh but “Needs Must”!

IMHO : India must learn from the Chinese the way to treat Ātaṅkavadīsthan!

I'm the Dim Khan is a known India-baiter, an India-hater, and he despises Modi with a passion. It was, I think back in the early 90's, when he was being honored in toiletistan for winning the world cup when he remarked (and I quote from memory) - 'Why all these honors? Have I conquered Kashmir, yet?" That was early-Internet era and I am unable to find this quote.

God knows why there are still so many Indians who adore him.

And this from RICE-EATING yindoos, hain? The answer is blowin' in the wind. Pakistan is a Tall Fair Tight Assed Nation. They will invite similarly TFTA Middle East/Central Asian/ European/Australian/Icelandic/American entities only. Iceland because the others will probably decline.

8 Chinese detained over possession of firearms
Police say they have detained eight Chinese nationals who tried to enter a power plant with weapons in the eastern Punjab province.

Officer Zafar Iqbal says the eight men were stopped at a checkpoint on Sunday outside the Qadirabad power plant in Sahiwal after a pump-action gun, a handgun, a rifle and ammunition were found in their vehicle.

God knows why there are still so many Indians who adore him.
I remember him being on the commentary with ravi shastri during 1996 cricket world cup semi finals, when the infamous aamir sohail v/s venkatesh prasad happened. One can hear the hatred that imran carries for India during that incident. The one part i like is how he was dumb struck and came back on commentary after some time.

Who’s Khawar Farid Maneka and why Bushra took divorce from him

Reports even claim that Imran Khan had divorced his ex-wife Reham Khan too over Bushra’s advice

Khawar Farid Maneka is a Customs officer who has recently come into the eye of the public as his ex-wife Bushra Riaz Wattoo was linked with Pakistan Tehreek-e-Insaf (PTI) chairman Imran Khan. Media reports claimed that the two have recently tied the knot. Although there hasn’t been a confirmation as yet from any of the sides, Imran Khan has officially told that he has only proposed Bushra for a marriage and she hasn’t yet given her approval.

So who is Khawar Farid Maneka and how did he and his wife get so close with Imran Khan?

In a recent column, renowned analyst and anchorperson Javed Chaudhry shared some details about the family.

According to him, Maneka is a senior official of Customs department, belonging to Pakpattan and is a spiritual devotee of the 13th century mystic Baba Farid Ganj Shakkar. Khawar’s father Ghulam Muhammad Maneka was a politician and also served as a federal minister under Benazir Bhutto. Ghulam Muhammad Maneka passed away in 2011.

Khawar’s brother Ahmad Raza Maneka had also contested an election in 2013 on PTI ticket from NA-165 but lost to PML-N’s Syed Athar Hussain Shah Gillani. Khawar Maneka is an ex-Aitchisonian and has also studied in the United States, where he was considered one of the rich students from Pakistan. After returning to Pakistan, he attempted CSS exam and joined Customs department. Currently, he is an officer in Grade-21.

He was married to Burshra Riaz of the Wattoo clan. Bushra is originally from Dipalpur and the couple had three daughters and two sons. Two of the daughters are already married and one of them is the daughter-in-law of Punjab’s provincial minister Atta Muhammad Maneka. Ibrahim Maneka and Musa Maneka have also studied abroad.

However, the two things most interesting about Khawar Maneka are that, one, his reputation in Customs department wasn’t good, and, secondly, he has been into Sufism and mysticism from quite a young age. He remained posted in Lahore, Islamabad, Sialkot, Multan and Karachi but couldn’t stay at any of the posts for a long period since wherever he went, he was accused by his subordinates of being corrupt and ‘taking more than his due share’ from the gifts and ‘speed money’.

He was also infamous for demanding gifts from people. The best post he enjoyed in his career was as Director General (DG) of Transit Trade but he was removed from this position as well due to his poor repute. He couldn’t even be promoted in the 2015 promotion board either.

However, when the current Prime Minister Shahid Khaqan Abbasi promoted all the officers on Supreme Court’s order, Khawar Maneka also got the promotion.

Sufism is the other aspect of his personality. He has been very spiritual over the years. Bushra Maneka was also a modern woman in her youth but she also gradually turned to Sufism, and got famous as ‘Pinky Peerni’. The husband and wife would travel from Lahore to Pakpattan by foot every year on the 5th of Muharram.

How Imran Khan became a family friend

Imran Khan was first introduced to this family by Aun Chaudhry. He got extremely impressed by ‘Pinki’ in this brief meeting and started visiting the family quite often. Bushra often told Imran Khan verses to recite and also gave him a ring to wear for good fortune.

After their introduction to Imran Khan, the couple gradually started developing differences, which Khawar believes to have been Godsend. There were reports of Imran Khan’s marriage with Bushra’s sister Maryam as well but the rumours were denied from both sides.

As Bushra and Khawar developed more and more differences, Bushra finally got divorced from Khawar Maneka. There are contradictory reports on how this divorce actually came by but since Khawar has already denied having any differences with Bushra and stated that the reasons of the divorce were spiritual, it gives credence to the report that Bushra one day told Khawar that she had had a dream in which Prophet Muhammad (PBUH) appeared before her and told her to get married to Imran Khan, which would not only remove all the hurdles in Imran Khan’s way to become PM but will also eventually usher in a golden era for Pakistan.

Whatever the truth, Bushra and Khawar divorced and though Imran still denies having married Bushra, reports claim that the two have already tied the knot on January 1 and are now waiting for a spiritual moment to announce their marriage.

It has also been reported that the family kept looking for a proper match to Imran Khan but failed to do so. The reports even claim that Imran Khan had divorced his ex-wife Reham Khan too over Bushra’s advice.

At least 8 killed in Balochistan mine blast

QUETTA: A blast at a coal mine has killed at least eight workers on the outskirts of Pakistan’s southwestern city of Quetta, officials said on Monday, with five more feared dead.

The mine caved in after the miners used dynamite during an excavation in Sinjidi, some 45 kilometres (28 miles) east of Quetta, the capital of oil and gas rich Balochistan province.

"There were up to 22 workers present in different tunnels in the mine, some who were as deep as 4,000 feet (1,219 metres) when the blast occurred," provincial chief mines inspector Muhammad Iftikhar told AFP.

Nine workers who were in the upper tunnels were pulled to safety, he said, but rescue teams later found the dead bodies of eight miners at the depth of 800 feet (240 metres).

He said rescue teams were still working to find the remaining five miners, but do not expect to find them alive.

Provincial secretary for mines Saleh Muhammad Baloch confirmed the incident and casualties.

He said that while the use of dynamite in the mines is officially prohibited, "the miners often use this explosive to quickly excavate."

Coal mines in the impoverished province are notorious for poor safety standards.

In a similar incident, at least 43 miners were killed in Sorange district of Balochistan in 2011.

KARACHI: Rumours are making the rounds even before swearing in of Pakistan Tehreek-e-Insaf Chairman as the prime minister of Pakistan that top administrative posts at Pakistan Cricket Board (PCB) are being changed and former ICC president Ehsan Mani is being appointed as the new chairman of the Board.
After the 2013 general election, Imran Khan had charged Najam Sethi with rigging the election in Punjab as the caretaker chief minister of the province. Sethi had filed a damages suit against Imran Khan also, and the case is still in the court. After July 25 elections, Najam Sethi had been criticising the PTI chairman severely. Sources claim Imran Khan might send Sethi packing on the pretext of Pakistan Super League (SPL) audit.

Senior members of Mr Khan’s Pakistan Tehreek-e-Insaf party have told the Financial Times they have been assured they will get further loans from Beijing over the coming months as one way to keep their currency stocks topped up.

Chinese state-backed banks have lent Pakistan more than $5bn in the past financial year as Islamabad has become increasingly reliant on its northern neighbour to secure its finances.

One prospective cabinet minister told the FT: “China has promised to continue helping Pakistan overcome the crunch on foreign payments.”

Pakistan's top five

As we celebrate independence and look ahead to a new government in place, there is time for reflection as to what really are the problems of our country. To some, corruption is the number one problem. Elections have been fought on this one point agenda. Elected governments have been toppled by unelected ones. And yet, are we ignoring bigger issues? Last week I was asked by the Center for Research and Security Studies (CRSS) to give a talk to Sindh-based lecturers of public sector universities on the novel topic of Media and Democracy. In this, I was asked by one lecturer of what I thought were Pakistan’s five main challenges. In my humble opinion, I replied, I do not think corruption is one of them. Granted it is a problem, I think it is a symptom of a larger malaise – the lack of accountability, rule of law and proper governance. For me the five main challenges for Pakistan are population, poverty, education, health and our depleting natural resources.

The biggest is population. The current population is over 200 million. This is 2.63% of the total world population. It ranks 6 worldwide. Density in Pakistan is 260 per Km2 (675 people per mi2). What is significant is that 39.5 % of the population is urban and the median age in Pakistan is 22.7 years. Pakistan currently has the largest percentage of young people ever recorded in its history. 64 per cent of the total population is below the age of 30 while 29 per cent is between the ages of 15 and 29 years. It is one of the youngest countries in the world and the second youngest in the South Asian region after Afghanistan. This youth bulge will critically impact Pakistan if not dealt with appropriately. We have to see how we invest in the youth by providing them with quality education, employment and meaningful engagement opportunities. So far, we have not seen this happening. We also see no effort by the government to control population growth.

Our second challenge is poverty. Almost 30% of Pakistanis were living below poverty line of Rs3,030 per adult, per month set in 2013. This translates to roughly 59 million in absolute terms. The poverty line used by the government is absurd. @ P. R. 125 to the US Dollar it equates to US 80 Cents Per Day!A more reasonable poverty line can be the international poverty line of $2 per day. As per this poverty line, a whopping 60% of Pakistanis are poor. Pakistan has received a lot of money for fighting poverty from donor institutions. But it has not seen significant reduction in poverty levels. This is especially true when comparison is made with India and China. Both of these economies have experienced steep fall in their poverty levels.

Our third challenge is education. According to Alif Ailaan, a local NGO, Pakistan today faces an education crisis of unprecedented proportions. There are 22.6 million boys and girls out of school. About half (44%) of all the children are in rural areas. Of those children who do go to school, the vast majority receives an education of poor quality. 43% of government schools are in a dangerous or dilapidated condition and lack basic facilities such as furniture, bathrooms, boundary walls, electricity and running water. 21% government primary schools are operating with single teacher and 14% with single classrooms. Budget allocations on education are insufficient and funds that are available are not spent effectively.

Our fourth challenge is health. Pakistan is currently ranked at 122 out of 190 countries in terms of health care according to the World Health Organization (WHO). Despite significant improvements over the past decades, Pakistan has third highest rate in the world when it comes to infant mortality. And that is the tip of the iceberg.

Finally, our fifth challenge is our depleting natural resources. Here the challenge is not just equitable distribution but also looking for alternates as local reserves deplete. Be it water or natural gas, there is no long term strategy in place to address shortages in the future. Our forest reserves are depleting. Our agricultural lands are not producing enough. We are an agriculture economy and yet our most important sector perhaps is the most neglected one. These challenges have to be met. We need to evolve strategies to deal with the problems. If we do not start doing this on a war footing, we will end up in a crisis-like situation in days to come.

Gilgit Baltistan: Deception - S.Binod Kumar Singh, South Asia Terrorism Portal (SATP), Volume 17, No. 7, August 13, 2018
On August 8, 2018, the Supreme Court (SC) of Pakistan restored the Gilgit Baltistan Order 2018, suspending the decision of the Supreme Appellate Court of Gilgit Baltistan. A three-member SC bench, headed by the Chief Justice of Pakistan (CJP) Mian Saqib Nisar heard the appeal moved by the federation. CJP Nisar observed, “The government needs to ensure that the people of GB have the same respect and rights as all others.”

The Gilgit Baltistan Order 2018 was promulgated by the former Prime Minister Shahid Khaqan Abbasi on May 21, 2018, and replaced the Gilgit Baltistan Empowerment and Self Governance Order 2009, with the ostensible aim to provide the ‘same rights enjoyed by the other citizens of Pakistan to people of Gilgit Baltistan’. The new order purportedly provides political, administrative, financial and judicial powers to people in the region. However, the order shifted powers from the Gilgit Baltistan Council — including those related to passing laws relating to minerals and tourism — to the Gilgit Baltistan Assembly. A comparative analysis of the 2009 ad 2018 Orders indicates that the ‘special rights’ the people of Gilgit Baltistan enjoyed have been curtailed further. For instance, the Legislative Power, according to the 2009 Order, was vested in the Gilgit Baltistan Council (though this was led by the Prime Minister of Pakistan, but also had representatives from Gilgit Baltistan) and the Gilgit Baltistan Assembly. As per the 2018 Order, this power lies with the Prime Minister of Pakistan and the Gilgit Baltistan Assembly. Furthermore, as per 2018 Order, the “Government of Pakistan may, if it deems necessary to acquire any land situate in Gilgit-Baltistan for any purpose, require the Government to acquire the land on behalf, and at the expense, of the Government of Pakistan or, if the land belongs to the Government, to transfer it to the Government of Pakistan on such terms as may be agreed mutually”. There was no such provision as per 2009 Order. This inclusion appears to be intended to facilitate massive acquisitions to house the CPEC project. Further, according to the Office of the United Nations High Commissioner for Human Rights (OUNHCHR) Report on Human Rights Concerns in Gilgit Baltistan released on June 14, 2018, the 2018 Order retains restrictions on freedom of expression and association of people that existed under the 2009 Order. Article 9(2) under the fundamental rights section states, “No person or political party in the area comprising Gilgit-Baltistan shall propagate against, or take part in activities prejudicial or detrimental to the ideology of Pakistan.” This provision has employed in sweeping initiatives to quash any dissent in the region.

Meanwhile, Prime Minister Shahid Khaqan Abbasi, in a high-level meeting held at Prime Minister House, Islamabad, on February 15, 2018, directed the authorities concerned to abolish the Gilgit Baltistan Council within a month. Gilgit Baltistan Chief Minister Hafeezur Rehman, Federal Minister for Kashmir Affairs and Gilgit Baltistan, Chaudhry Barjees Tahir, Planning Deputy Chairman Sartaj Aziz and senior Government officials attended the meeting.

Unsurprisingly, the newly introduced Gilgit Baltistan Order 2018 triggered protests, as thousands of people took to the streets in nine of the ten Districts of the region to express their opposition. The most notable was the May 25, 2018, demonstration by about 2,000 supporters and workers of the Pakistan People’s Party (PPP), Pakistan Tehreek-i-Insaf (PTI), Islami Tehreek-i-Pakistan (ITP), Majlis Wahdatul Muslimeen (MWM), Balawaristan National Front (BNF), Awami Action Committee (AAC), and members of civil society organizations and trade unions, who gathered at the Ittehad Chowk in Gilgit District and chanted slogans against the order. They alleged that the order that pretends to empower the people of the region by giving them unprecedented liberty to exercise their fundamental rights was, in reality, another document of deceit and falsehood, designed tactfully to further suppress the beleaguered indigenous people of the territory. Further, on May 26, 2018, several people were injured as Police fired tear gas and resorted to firing in the air in Gilgit city to stop protesters approaching the Gilgit Baltistan Assembly for a scheduled sit-in against the newly introduced order.

Criticizing the Gilgit Baltistan Order 2018, the Human Rights Commission of Pakistan (HRCP) in a statement on May 24, 2018, observed,
In claiming to grant the people of GB their fundamental freedoms, the GB Order has clipped their right to freedom of association and expression. It has denied any Gilgit-Baltistani the right to become a chief judge of the Supreme Appellate Court or to have any say in internal security.
Above all, it has disregarded people’s needs despite continual public pressure in GB to address their problems fairly and in accordance with local aspirations. The continuing imprisonment of Baba Jan and his comrades for having stood up for their fundamental rights is a sore case in point. There is nothing in the GB Order to protect others like Baba Jan in the future.

Baba Jan, a left wing political activist from the Hunza Valley in Gilgit Baltistan and two other youth activists, Amir Khan and Iftekhar Hussain, were convicted in August, 2011, by an anti-terrorism court for participating in a mass movement against the inaction of the Government during the Attabad incident. The protesters were seeking compensation for the loss of their hearth and homes in the wake of a landslide that hit Attabad on January 4, 2010, killing 19 people, blocking the Hunza River and forming a 23 kilometers long lake that submerged three villages upstream in Gojal, rendering around 500 people homeless and 25,000 stranded. On August 11, 2011, the Police opened fire on the internally displaced persons, triggering violent protest in the peaceful Hunza valley. Jan was among the nearly 100 people, including youth activists, arrested for allegedly ransacking a Police Station and torching Government offices after the death of an internally-displaced man and his son.

Meanwhile, highlighting the tactics of the Pakistan Government to establish military control in the disputed area, BNF Chairman Abdul Hamid Khan on May 31, 2018, wrote a letter to United Nations Security General Antonio Guterres, pointing out,
As per United Nations Commission for India and Pakistan (UNCIP) Resolution of April 28, 1949, Pakistani nationals who have entered that part of Jammu and Kashmir illegally after August 14, 1947, and Pakistani forces which entered Jammu and Kashmir should withdraw from Gilgit Baltistan and other occupied areas within three months. Pakistan issued a notice stating “Prime Minister of Pakistan has got powers like a King of British Empire to appoint Governor, Public Service Commission, Chief Election Commissioner, Auditor General, Inspector-General of Police and Chief Secretary.” The notice further claimed that Prime Minister of Pakistan has now acquired the divine right to appoint Chief Minister and even dictate Chief Minister to appoint Ministers. Prime Minister of Pakistan has got the powers now to appoint, promote and dismiss the judicial officers and the whole judicial system.


Significantly, on June 20, 2018, the Supreme Appellate Court of Gilgit Baltistan, the highest court of the region, suspended the newly-promulgated order. In a short order, it also issued contempt of court notices to respondents, including the former Prime Minister Shahid Khaqan Abbasi as Chairman of the Gilgit Baltistan Council, Federal Minister for Kashmir Affairs and Gilgit Baltistan and Joint Secretary of the Gilgit Baltistan Council, for violation of law. Earlier, Member of the Gilgit Baltistan Council Saeed Afzal, elected from the Gilgit Baltistan Legislative Assembly, had filed a petition in the Supreme Appellate Court in April under Article 61 of the Gilgit Baltistan Empowerment and Self-Governance Order 2009, pleading that the court declare the Gilgit Baltistan Order 2018 illegal and issue a stay order. In the petition, Afzal had stated that he was elected amongst others as a Gilgit Baltistan Council member, who took oath under Article 33 of the Gilgit Baltistan Empowerment and Self-Governance Order 2009 and was entitled to hold the office till 2020.

The Supreme Court’s decision comes in the context of unabated political persecution in Gilgit Baltistan. On Jul 17, 2018, the Gilgit Baltistan Home Department added several political workers, social activists and religious leaders to its watch list, on suspicion of being involved in terrorism or abetting terrorism, and barred them from moving out of their districts without the permission of the Police. In total 12 people from Gilgit, seven from Ghizer, three from Kharmang, two from Skardu and one each from Hunza, Shigar, Ghanche and Nagar have been included in the list. Their accounts have been frozen and their mobility restricted because they are considered potential 'terrorists' and 'saboteurs,' said Baltistan's Commissioner Hamza Salik while talking to media. Further, on July 20, 2018, a high-level Police meeting headed by Inspector General Police Gilgit-Baltistan to discuss the overall progress in National Action Plan (NAP) informed that 700 suspects were arrested during various operation from January to July 2018. 5812 combing operations, 61 intelligence base operations, 1206 snap checking, 22330 hostels checking, 5905 rented houses checking was carried out during this period. There is no record of any demonstrable ‘terrorist’ activity against any of the individuals arrested or placed on the watch list. Terrorism in Gilgit Baltistan has overwhelmingly been the work of outside Sunni majoritarian formations, ordinarily implicitly supported by Pakistan’s state agencies, against the Shias who constitute a majority in the disputed territory.

Denouncing the flagrant abuse of the Anti-Terrorism Act by Islamabad scores of people residing in Gilgit Baltistan launched a protest on the streets of Ghizer city in Ghizer District, on July 29, 2018.
One of the leaders declared,
You all know that who have been placed under Schedule IV. Someone is a teacher, other is a businessman. We are peace-loving people. They have slapped the Anti-Terrorism Act against just to satisfy their personal ego. This is not justice, this is an atrocity. We want to live in peace. We want to do our work peacefully. We are seeking our rights within the limits of law and order. If an establishment doesn't want this then we'll be forced to choose a different path. If laws will continue to be misused like this then Gilgit Baltistan will also see what Balochistan and FATA are going through. If this continues and the unlawful step is not taken back then, let me remind you, especially the military commander, establishment, and administration that if they fail to stop this spate of violence, it will have severe consequences and will rise, and there will also come a day when you will plead and we will not listen.

Schedule-IV of Anti-Terrorism Act deals with people who are not directly involved in terrorist activities, but whose affiliation with banned outfits or previous criminal record brings them ‘under suspicion’. They are kept under surveillance by the Police to prevent the possibility of their involvement in any potential or future terrorist activity.

Shedding light on how the human rights situation for ethnic and religious minorities in Pakistan has regrettably deteriorated in recent years, especially for those living in Sindh, Balochistan, and Pakistan-occupied Gilgit-Baltistan, a March 2017 report ‘From Occupied Gilgit-Baltistan to Gwadar: Human Rights in Pakistan’ revealed,
From enforced disappearances to extrajudicial killings, torture, the persecution of activists, violence against children and women, evictions without compensation and non-observance of the rights to fair trial or to freedom of speech and assembly, Pakistan has been systematically violating international law. For over sixty years, Pakistan-occupied Gilgit-Baltistan has had neither political autonomy nor a working legal system to provide human rights protection for its indigenous peoples, resulting in constant human rights violations, slow economic development and growing sectarian violence.

Meanwhile, on July 21, 2018, in a letter to the United Nations Human Rights Commission (UNHRC), Sher Nadir Shahi, an activist from Gilgit Baltistan, while stating that several activists have been arrested under Schedule-IV of Anti Terrorism Act, wrote "Hundreds of activists have been confined to their houses and cannot move without permission of local police and administration. They are not allowed to participate in political gatherings and cannot protest for their rights."

Gilgit Baltistan has no record of local terrorism. Occasional terrorist activities of the past have been executed by groups drawn from Punjab and Khyber Pakhtunkhwa. In the latest such incident, on August 2, 2018, unidentified assailants burned down 12 girls' schools in Gilgit Baltistan's Diamer District and fled, causing panic among residents. The prime suspect responsible for torching the schools was killed during a search operation in the Tanger area of Diamer District on August 5, 2018. On August 9, 2018, Diamer Superintendent Police (SP) Rai Ajmal, in a report submitted to the Deputy Inspector General (DIG) of Police, disclosed that the suspect, ‘Commander’ Shafiur Rehman, killed in an exchange of fire with the Police was a “high-profile Afghan-trained militant”. An official privy to details had revealed that the ‘militants’ were part of a wider nexus associated with Khyber-Pakhtunkhwa.

According to partial data compiled by the South Asia Terrorism Portal (SATP), Gilgit Baltistan did not account for any terrorism-related fatality through 2017. In 2016, two incidents were reported in which 10 people, including two civilians, four Security Force (SF) personnel, and four terrorists were killed. On March 17, 2016, two soldiers and two women were killed in a suicide explosion in the Smagal area of Darel Valley in the Diamer District of the Gilgit-Baltistan. On the same day, in a rare incident, two soldiers and three terrorists were killed in an exchange of fire in the Gayyal area of Tarel Valley in Diamer District. Inter-Services Public Relations (ISPR), the media wing of the Pakistan Army, in a statement released on the same day, did not mention which group the terrorists belonged to. But, the District is a known stronghold of Sunni extremist outfits such as the Sipah-e-Sahaba Pakistan (SSP) and Lashkar-e-Jhangvi (LeJ). Gilgit Baltistan has recorded at least 87 terrorism-related fatalities (51 civilians, 16 SF personnel, and 20 terrorists) since 2011 (data till August 12, 2018).

Moreover, since its commencement in 2013, the China-Pakistan Economic Corridor (CPEC) project has been facing strong opposition from the local people. Though Islamabad claims the project would create employment opportunities for some 1.8 million people in Gilgit Baltistan, locals explicitly reject the claim, and there is no evidence of any significant local employment generation till date. Discrediting the Federal Government's assurance of employment, Amir Hussain, a political analyst from the Lower Hunza part of the region argued, "The Chinese bring their own manpower wherever they go. While Pakistan manifests itself as a self-styled advocate of the rights of the people of Jammu and Kashmir, the factual situation is that it remains an illegal occupier of Jammu and Kashmir, which has deprived the people of their political and civil liberties. Contrary to the country's diplomatic rhetoric, it is Pakistan which has denied the people of Jammu and Kashmir their fundamental human rights. Moreover, it is now aspiring to become a broker of Jammu and Kashmir, by negotiating the sale of Gilgit-Baltistan to Beijing, in return for stacks of Chinese Yuan.

Significantly, Pakistan has already illegally ceded 5,180 square kilometers of occupied territory in Gilgit Baltistan to China, and commentators are now arguing that Pakistan has ceded operational control of Gilgit to the Chinese under various ‘security arrangements’ for the CPEC project. An influx of about 7,000 to 11,000 Chinese soldiers in the region has already been confirmed by international media.

With the exception of occasional and largely peaceful political demonstrations, there have been no local disorders in Gilgit Baltistan. However, Islamabad continues to employ oppressive methods of administration in the region, and these have intensified with strong local opposition to the CPEC projects. As Gilgit Baltistan is the only contiguous point of contact between China and Pakistan it is critical to the strategic ties between the two countries, as it is to China’s Belt and Road Initiative (BRI), of which CPEC is a component. The opposition to the CPEC rampage through Gilgit Baltistan is likely to escalate; Islamabad, in turn, will likely get more brutal in its attempt to crush all voices in the region.

Adult content and vulgar films are being shown in the cinema and families and females are not allowed inside.
This cinema is a milestone in the Pakistani cinema history as it is one of the earliest cinemas of Lahore, located inside Taxali Gate. All other old cinemas have been demolished by the owners and if we lose this cinema, the name ‘Pakistan Talkies’ and its existence will vanish from the pages of history. The new generation would never get to know about it.

Pakistan gains guarantee of China's financial backing: FT - By Our Correspondent

KARACHI: Pakistan has been guaranteed financial backing from Beijing, senior officials said, as the incoming government of Imran Khan seeks to avoid going to the International Monetary Fund (IMF) as it resolves its foreign exchange crisis, reported the Financial Times on Monday.

Senior members of Pakistan Tehreek-e-Insaf (PTI) said they have been assured that they will get further loans from China amid depleting reserves that dropped to $9 billion before Beijing came to the rescue with a $1 billion inflow.

“China has promised to continue helping Pakistan overcome the crunch on foreign payments,” one prospective cabinet minister told the FT.

Another senior party leader said, “The Chinese have signalled their intent to keep helping Pakistan avoid a crisis, a default.” But he added that Chinese officials have urged their Pakistani counterparts “to take steps to reduce the large deficit”.

China agrees to give $2b loan to Pakistan

The FT report comes at a time when the PTI is set to form the federal government after winning the most number of National Assembly seats in last month’s general elections. While the political party gears up to lead Pakistan, among its immediate challenges would be to avert a balance of payments crisis.

Foreign currency reserves have dropped to alarming levels and are only sufficient to finance a month and a half of imports. The central bank has already let the rupee go, devaluing the currency in four rounds since December 2017 before the inflow of $1 billion arrested the slide. The government imposed regulatory duty, but that has not stopped the current account deficit from widening to $17.99 billion in fiscal year 2017-18.

While Pakistan usually relies on the IMF for an inflow, increasing friction with the US has prompted looking at other options. Though the IMF denies that US policy towards Pakistan would affect its chances of seeking the package, experts believe the pool of choices has to be bigger.

China to roll over $500m loan to shore up Pakistan’s reserves

Earlier this month, a bipartisan group of US senators also expressed concern over potential bailout requests to the International Monetary Fund (IMF) by countries who have accepted “predatory Chinese infrastructure financing”.

In a letter addressed to Treasury Secretary Steven Mnuchin and Secretary of State Mike Pompeo, the senators asked how the Trump administration plans to address “the dangers of China’s Belt and Road Initiative (BRI)”.

The China-Pakistan Economic Corridor (CPEC) is part of the BRI and involves billions of dollars worth of infrastructure development and establishment of energy projects in Pakistan. However, the development has also involved China extending loans to Pakistan, much to the dismay of the US that feels Beijing is using “economic pressure to affect foreign policy decisions”. The Proof of the Pudding is in the Eating!

“It is apparent that…the goal for the [Belt and Road Initiative] is the creation of an economic world order ultimately dominated by China,” the letter quoted US senators as saying.

Added later : Methinks Ātaṅkavadīsthanis would rather be RULED" by the Chinese then be overshadowed by India. We have Interesting Times ahead of us.

The Mohammadden Terrorism Fomenting Islamic Republic of Pakistan is financing the deal by taking on debt from Brotherly Turkey who themselves are racing against Pakistan to see who will be the first to borrow from the IMF :roll: . IMF should keep a close watch to ensure IMF Funds are not used to finance this deal by either Turkey or Pakistan.

ANKARA, Turkey — An escalating diplomatic crisis between NATO allies Turkey and the United States may risk suspending a $1.5 billion deal between Turkey and Pakistan for the sale of 30 Turkish-made T129 ATAK helicopter gunships.

The T129 is being produced by Turkish Aerospace Industries under license from the Italian-British company AgustaWestland.

“The problem is related with the U.S.-made parts for which TAI will need U.S. export licenses in order to materialize the deal,” a Turkish aerospace official said.

The T129, based on its predecessor A129 Mangusta, is a twin-engine multirole attack helicopter. The T129 is powered by two LHTEC T800-4A turboshaft engines. Each engine can produce 1,014 kilowatts of output power. The T800-4A is an export version of the CTS800 engine. LHTEC is a joint venture between the American firm Honeywell and the British company Rolls-Royce.

“Apparently we shall need U.S. export licenses to go ahead with the T129 deal,” a senior procurement official said. “This is not a technological or financial matter but is purely political at the moment.” ………………………..

“This is a commercial deal (with Pakistan) with a country that has friendly relations with America :lol: . For Washington what matters should be the recipient of the systems, not who produces it and if relations are bumpy with the producer country,” a Turkish defense official said. “Why should the Americans punish Pakistan for their disagreements with Turkey?” :((

A TAI official said a U.S. embargo on the chopper deal was unlikely because it would also hurt a U.S. company as well as two British companies and one Italian. “These are not enemy producers,” he said. “They are on the ally side. And we (TAI) are not being sanctioned by the U.S. or any other ally country.”

A U.S. diplomat in Ankara refused to comment. …………………….


To finance one of the country’s largest defense and aerospace export contracts, Turkey offered Pakistan a $1.5 billion credit line in 2017, but the deal’s payment terms are unknown. ………….
