One of the countries may be more capable in one or more of these domains, but each has now demonstrated enough capability in all three domains to deny the other confidence that it can prevail at any level of this violent competition without suffering more costs than gains. This condition of rough balance and deterrence across the spectrum of conflict amounts to an unstable equilibrium.


Perkovich is no friend of India and hence deliberately pushes a line that India "come to terms" with Pakistan and not seek to overhaul or surpass it in any manner.

From Afghanistan to Iran, terror-sponsor Pakistan makes its presence felt - Indrani Bagchi

NEW DELHI: It isn't only India that is having problems with Pakistan and its fatal relationship with terror. On Sunday, Afghanistan officially complained to the UN Security Council against Pakistan's recent engagements with the Taliban, as a "violation of the national sovereignty of Afghanistan".

Iran, irate over a terror strike by a Pakistan-based Sunni group against 27 soldiers of its IRGC has vowed vengeance on Pakistan. Sources has said the Saudi crown prince Mohammed bin Salman's decision to shorten his visit to Pakistan was a signal of displeasure.

India will resume its diplomatic offensive this week, seeking to engage more countries in the wake of Thursday’s Pulwama attack. India plans to sensitise visiting heads of government, focusing on the Saudi crown prince. On Sunday, however, Pakistan called India’s stance 'delusional' and said Islamabad was complying with the law on Jaish-e-Muhammed. In a statement, Pakistan’s foreign office said, “JeM remains a proscribed entity in Pakistan since 2002 and Pakistan is implementing its obligations on sanctions implementation.”

In a strongly worded letter, Afghanistan's envoy to the UN "call(ed) on the Government of Pakistan to take decisive action against known terrorist and extremist groups on its territory, which pose a common threat to Afghanistan, Pakistan, and the region. Any passivity in fulfilling this objective not only undermines broader counter terrorism efforts but also have a profound impact in providing further space and capacity for such groups to continue their attacks in Afghanistan and the wider region."

Meanwhile, Major General Mohammad Ali Jafari, Iran's Commander of Revolution Guards (IRGC) said, "Iran will retaliate against the group if Pakistan fails to punish them". On Sunday, foreign minister Sushma Swaraj met Seyyed Abbas Araqchi, deputy foreign minister, and exchanged condolences for the two almost simultaneous terror strikes against their
respective security forces by Pakistan-based and support terror groups.
The IRGC was attacked by a group from Jaish-al-Adl in their Sistan-Baluchistan province - Jaish al Adl operates out of Pakistan. Iran's president Hassan Rouhani has also promised retribution for the attack.

Afghanistan flagged the reported meeting between Taliban and Pakistan PM Imran Khan. "This initiative is a source of deep regret and concern to the people and Government of Afghanistan as it amounts to the official recognition and legitimisation of an armed-group that poses a serious threat to the security and stability of Afghanistan, and whose members are sanctioned by provisions of the UN Security Council's 1988 Committee's Sanctions Regime."

Essentially, Afghanistan has criticised the meetings between the Pakistan government and Taliban leaders who are proscribed by the UN's 1988 Committee. The Taliban meeting with Imran Khan which was scheduled to be held on Sunday was cancelled.

In the past couple of days, almost 60 US Congressmen and Senators have personally reached out to India to convey their support and condemn the attack. Across party lines, Senators Bob Menendez, John Cornyn, Mark Warner, Tom Cotton, Jack Reed, Ben Cardin, Marco Rubio, Chuck Schumer, Kevin Cramer, Cory Booker, and Ben Cassidy among others used the hashtag #KashmirUnderAttack to offer condolences and said the US stood with India against terrorism.

From the House of Representatives, chairman of the powerful house foreign affairs committee, Eliot Engel as well as Joe Wilson, Tulsi Gabbard, Ted Deutsch, Pete Olson, George Holding, Pramila Jayapal, Brad Sherman, Will Hurd, Paul Gosar, Kevin Brady, John Ratcliffe, Frank Pallone, Raja Krishnamoorthi, Ami Bera, Joe Kennedy, Sheila Jackson Lee and others joined the chorus of condemnation for the attack

ISLAMABAD, Feb. 18 (Xinhua) -- At least four security personnel were killed while several others injured when armed militants attacked a security check post in Pakistan's southwest Balochistan province, officials and local reports said Monday. According to Khan Wasay, a spokesperson for paramilitary Frontier Corps (FC) Balochistan, terrorists with sophisticated weapons stormed a security check post in the Gawargo area of district Panjgur of the province late Sunday. Four FC personnel received fatal gun wounds and died on the spot.

Local reports said the militants also took away weapons and ammunition from the check post. Following the attack, police, rescue teams and additional contingents of security forces rushed to the site and shifted the bodies and the injured to the district headquarter hospital in Panjgur. Security forces have cordoned off the area and launched a search operation in the area to arrest the perpetrators of the attack.

Chief Minister of Balochistan Jam Kamal Khan has condemned the terrorist attack on the security forces and expressed grief and sorrow over the loss of precious lives. "Terrorists are attempting to halt Balochistan's development progress by launching terror attacks, but they can not deter us from our resolve," Khan said.

A separatist Baloch armed group has reportedly claimed the attack, but there is no official confirmation on it so far. It was the second attack on personnel of the paramilitary force in Balochistan within 24 hours. On Saturday, at least two FC men were killed when some unidentified militants sprayed bullets on them in Loralai town of the province.

KARACHI: A Pak Sarzameen Party (PSP) leader was killed in an armed attack near Sakhi Hassan Chowrangi on Monday, ARY News reported. According to the police, unidentified assailants riding a motorcycle opened fire at the car of PSP leader Abdul Habib, critically wounding him. He was moved to a nearby medical facility where doctors pronounced him to be dead.

Condemning the incident, PSP chief Syed Mustafa Kamal demanded the provincial government to ensure the swift arrest of the culprits and their facilitators involved in the murder of his party leader. Pakistan Tehreek-e-Insaf (PTI) leader Khurram Sher Zaman, condemning the murder of the PSP leader, said the Sindh government has completely failed to provide protection to the denizens of the metropolis. “Political workers are being targeted on a daily basis as Karachi’s peace is being disrupted under a well-thought out conspiracy.”

A visit to New Delhi by Saudi prince, immediately after a stop in Islamabad, was not acceptable to India

India and S. Arabia are looking to ramp up defence cooperation along with conducting joint naval exercises


NEW DELHI: Pakistan’s efforts to use Saudi Arabia to neutralize a diplomatic onslaught by India following last week’s Pulwama attack was checkmated by New Delhi with Crown Prince Mohammed bin Salman (MBS) going home for a day before arriving in New Delhi on the second leg of a three-nation Asian tour.

India conveyed to the Saudi authorities that a visit to New Delhi by Crown Prince Salman, also known as MBS, immediately following a stop in Islamabad, would not be acceptable to India, a person familiar with the matter said.

The Saudi crown prince then went home for a day before reaching India late Tuesday in what is seen as a de-hyphenation of relations between India and Pakistan.

Saudi investment in India is different from the investment of $20 billion in Pakistan, given that the Indian economy is a very robust economy and any money put into India was not a “bailout" of any kind, said the person mentioned above.

The visits by MBS to Pakistan, India, and China, as well as other countries was planned before the 14 February Pulwama attack in which a suicide bomber killed more than 40 Central Reserve Police Force personnel. The Pakistan-based Jaish-e-Mohammed terrorist group claimed responsibility for the attack. On Friday, India announced plans to diplomatically isolate Pakistan but the visit by MBS and the signing of pacts that enable $20 billion in investments has been highlighted by Pakistan media and the government as a sign that India’s designs had not succeeded.

In New Delhi, people familiar with the development underlined that India’s ties with Saudi Arabia had undergone a great deal of evolution from past years when ties with India were seen through the prism of Pakistan.

In the case of India’s dispute with Pakistan over Kashmir, the Saudi position has evolved to an understanding that it is a bilateral issue between the two South Asian countries, the person mentioned above said. “ I don’t think they buy the Pakistani narrative" on Kashmir any more, the person said.

MBS, who arrives in India late on Tuesday, will be given a ceremonial welcome at Rashtrapati Bhavan on Wednesday. Prime Minister Narendra Modi will host him at lunch and President Ram Nath Kovind will host an official banquet, said T.S. Tirumurti, secretary economic relations, in the Indian foreign ministry. “Saudi Arabia is a strategic partner in our extended neighbourhood. The Riyadh Declaration of 2010 had forged a strategic partnership between India and Saudi Arabia," Tirumurti said, adding that since the 2016 visit to Riyadh by Prime Minister Modi, “there has been an intensification of our engagement".

Saudi Arabia has now identified India among eight countries with which it wants to intensify its strategic partnership in the political, security, trade and investment and culture spheres, Tirumurti said. “As part of this engagement, we are finalizing the setting up of Strategic Partnership Council between the two countries at the ministerial level. We are confident that this will give greater thrust to our strategic partnership and take forward our discussions in a focused and action-oriented manner. This engagement has already begun between authorities concerned of both countries in select sectors of mutual interest especially in trade, investment and economic issues," he said.

Both sides are looking at ramping up collaboration in the energy sector with Saudi Arabia’s Aramco looking to partner the United Arab Emirates’ Adnoc in putting up the Ratnagiri Refinery and Petrochemicals Project Ltd. This is a $44 billion joint venture between companies of India, Saudi Arabia and the UAE, Tirumurti said.

Indian diplomats ignore handshake by Pak officials at ICJ
Ahead of the hearing this morning, Pakistan's Attorney General Anwar Mansoor Khan reached out to Deepak Mittal, joint secretary, the ministry of external affairs, to shake hand but he responded with a namaste.
Khan then extended his hand to Venu Rajamony, the Indian ambassador to the Netherlands, who was sitting next to Mittal. Rajamony too greeted him with a namaste.

The Pakistani official then moved to Harish Salve, the former attorney general who is representing India and Jadhav at the ICJ, who shook hands. :evil:

ICJ hearing, for many here, is worth listening too. Brilliant performance by Mr Salve.
Interestingly the Paki "ad-hoc" judge which Pak bragged so much about, was "not able to attend" :rotfl:

I tried to look at many sources (including Indian media) but the coverage had lot of fluff.. then realized the whole thing is on ICJ web..

It is really worth watching ... Even I did not know that in Paki Military court - to be a judge - one does not need *any* "legal" training not even a law degree... and Mr. Jhadav - as Pakis brag - was provided with "all legal representation " was not provide a 'lawyer' (what any other country - even Paki civil court will consider a lawyer).

Some really good stuff.

^^^ I was listening/watching when the president announced that the Tassaduq Hussain Gillani (Paki ad-hoc judge) will not be "able to attend".. and I though 'you can't make this thing up'.. BTW he seems to be okay after being taken to the hospital, and I wonder if he just didn't want to be there.
(The Pakis, including the character wearing the sheep, were really looking pitiful near the end of Mr Salve's presentation .. they seemed physically very uncomfortable). The judges seem very impressed.
Mr. Salve WAS brilliant.

(He was modest too, afterwords some reporter asked him about his masterful presentation and how he prepared this.. His answer -giving credit to his junior partners (team) and GOI, but most he said was due to -- something like "EAM - Sushma Swaraj, who is like her elder sister gave her blessings and wished him well.)

ICJ refuses to entertain Pakistan's request to adjourn Kulbhushan Jadhav case
THE HAGUE: The International Court of Justice on Tuesday refused to entertain Pakistan's request to adjourn the hearing in the case of Kulbhushan Jadhav to appoint a new ad-hoc judge.

The four-day hearing in the Jadhav case opened on Monday at the ICJ headquarters in The Hague amidst heightened tensions between India and Pakistan following one of the worst terror attacks in Jammu and Kashmir by Pakistan-based Jaish-e-Mohammad terror group that killed at least 40 CRPF soldiers.

Pakistan, which is presenting its case today, asked the judge to adjourn the case, citing the illness of its ad-hoc judge.

Tassaduq Hussain Jillani, the ad-hoc judge for Pakistan in the ICJ suffered a cardiac attack ahead of the hearing.

Attorney General Anwar Mansoor Khan, who is representing Pakistan, at the start of the hearing said: "We applied our right provided to us that we can appoint an ad hoc judge.

"But since our judge is indispensable at this point. In light of the above Pakistan would like to place before the court that another judge to be sworn in which right has been provided under article 35-5 and the judge be given ample amount of time to go through the briefings before going ahead with arguments," he said.

But the world court declined Pakistan's plea and asked it to continue argument in the absence on ad-hoc judge.

On the first day of hearing, India urged the ICJ to annul Jadhav's death sentence and order his immediate release, saying the verdict by a Pakistani military court based on a "farcical case" hopelessly fails to satisfy even the minimum standards of due process.

Jadhav, a retired Indian Navy officer, was sentenced to death by a Pakistani military court on charges of "espionage and terrorism" after a closed trial in April 2017. His sentencing evoked a sharp reaction in India.

India moved the ICJ in May the same year for the "egregious violation" of the provisions of the Vienna Convention by Pakistan by repeatedly denying New Delhi consular access to the 48-year-old Indian national.

Under Article 31 of the Statute of the Court, a state party to a case before the International Court of Justice which does not have a judge of its nationality on the Bench may choose a person to sit as judge ad hoc in that specific case.

It follows that the composition of the International Court of Justice will vary from one case to another and that the number of judges sitting in a given case will not necessarily be 15.

I think this heart attack is nautanki by pakistanis to get time and postpone the case for as long as possible.They know their case is weak and are not able to match India's arguments. They are desperate for any H&D saving excuse and are seeing the writing on the wall. Check the unnecessary mention of totally non related matter of Indus water treaty being mentioned by the paki counsel in their desperate arguments. :rotfl:

There is massive shalwar browning in Pindi and the Pakis are desperate.
i) Note the call for UN intervention by Qureshi to stop India from taking action.
ii) They are trying to get US help by mentioning that Afghan talks will be affected if India retaliates over Kashmir.
iii) They are also fearful that India might retaliate by abrogating the Indus water treaty.

The pakis are either rushing to the pakistan in their house to flush some pakistaniyat or are crying for their amma and abbus (Plural onlee).

^We can spin it that way, but this is an old and cynical ploy by the Pakis that they have used time and again, in 2001 and in 2008 as well to bring pressure to bear on India. Not sure it will work this time though, since everybody is fed up with them and understand what liars they are.

Amid India's efforts to diplomatically isolate Pakistan as punishment for Pulwama terror attack, the Crown Prince had praised Islamabad's "efforts for regional peace and security" and announced investments worth 20 billion dollars at the end of his visit to the country yesterday.

The International Court of Justice is hearing a plea to release Kulbhushan Jadhav who has been lodged in a Pakistani jail on the charges of spying. Jadhav was awarded death penalty by a Pakistani court in 2017. The hearing started yesterday when India presented its case. Today advocate Khawar Qureshi started submission on behalf of Pakistan, contesting the arguments made by India yesterday.

And in a huge surprise, the Pakistani advocate used articles published in Indian media to make its case, to prove that Kulbhushan Jadhav was indeed a spy. The Pakistani side quoted an article written by Journalist Karan Thapar in The Indian Express in 2017, where he had questioned the stand on Ministry of External Affairs in regard to Jadhav.

After that, Qureshi quoted another article journalist written by Praveen Swamy in January 2018 for Frontline. In an article titled India’s secret war, Swamy had argued that “it is impossible for India to deny he is who he says he is”, and had claimed that Jadhav was indeed on an espionage mission in Pakistan.

The Pakistani advocate also quoted another article from India media, an article by Chandan Nandy published in The Quint. Nandy had alleged that Jadhav has two passports, one in his own name and another with the name Hussein Mubarak Patel, and this was presented as a proof that he was working for RAW in Pakistan.

All these articles were widely quoted by Pakistani media, as proofs that the claims of Pakistan are true.


This is not the first time comments published by Indian media was used against India in a court outside the country. During the hearing for Vijay Mallya’s extradition in London, Mallya’s lawyers had extensively used articles published against then CBI Special Director Rakesh Asthana in trying to prove that the case against Mallya was politically motivated. The London court had rejected those arguments and ordered the extradition of Mallya to India.

Bloopers galore at Pakistan official lunch for Saudi Crown Prince

NEW DELHI: Pakistan state lunch in honour of Saudi Crown Prince bin Salman on Tuesday saw some embarrassing moments and violation of protocol by the hosts.

In videos of the event circulating on social media, Pakistan President Arif Alvi is seen facing a moment of embarrassment when he had to be prodded to stand up and give his speech during the state lunch for the Saudi Crown Prince.

In a move that went against the protocol, the Pakistan president started his speech to welcome Crown Prince Salman while others on the table, including Pakistan Prime Minister , were still having their lunch.

Strangely, what was supposed to be a welcome speech was not read out before the lunch. It was as if the president had to be reminded to read out the welcome address even as the Saudi Prince sat quietly in between the Pakistan president and the PM.

The Saudi Crown Prince was looking towards the Pakistan President as he started his speech sitting on the table.

As Alvi started reading out the opening lines from a paper, he was prodded by someone on his left, possibly Imran Khan to stand up and speak.

The Pakistan President then stood up and continued with his speech.

The incident evoked funny reactions on Twitter, with many trolling the Pakistan leaders for the protocol lapse.

The European Commission has proposed to include Pakistan, Afghanistan, Iran, Iraq, Saudi Arabia, Yemen, and other 17 countries to a list of countries with “strategic deficiencies in their anti-money laundering and counter-terrorist financing frameworks”.
“The aim of this list is to protect the EU financial system by preventing money laundering and terrorist financing risks,” according to a statement released on Wednesday.The banks and other entities covered by the EU anti-money laundering rules will be required to apply “increased checks” on financial operations from these “high-risk” countries to better identify any suspicious flow of money.“We have established the strongest anti-money laundering standards in the world, but we have to make sure that dirty money from other countries does not find its way to our financial system,” Věra Jourová, commissioner for Justice, Consumers and Gender Equality, said.“Dirty money is the lifeblood of organised crime and terrorism. I invite the countries listed to remedy their deficiencies swiftly,” she said.The list will be submitted to the European Parliament and Council for approval within one month. Once approved, the delegated regulation will be published in the official journal and will enter into force 20 days after its publication.

Review of Jadhav conviction not enough because of dubious Pak courts: India - Sachin Parashar

NEW DELHI: India's case at the ICJ for immediate release of Kulbhushan Jadav, and not limited relief, is likely to hinge on the extent to which its counsel can convince the Court about the dubious nature of Pakistan’s military justice system.

The ICJ has in the past in such cases mostly provided limited relief in the form of asking the offending country to review and reconsider the conviction. Jadhav's conviction though, unlike most such cases brought before ICJ, didn't come under the far more reliable US criminal justice system.

The ICJ only asking Pakistan military court to reconsider its decision will be far from any desired outcome for India.

India's arguments on Monday called into question, as Geneva based international lawyer and former ICJ law-clerk Shashank Kumar says, the appropriateness of such a limited relief by highlighting the lack of independence and due process under Pakistan's military justice system under which Jadhav was convicted.

"Although the extent to which the ICJ buys India's criticisms of another sovereign nation's military justice system being biased and lacking independence remains to be seen, this is the strongest argument in support of India's position seeking his "release and return" because, in India's view, Pakistan's military courts would be wholly incapable of undertaking a meaningful "review and reconsideration" of his conviction — the relief which has usually been awarded by the ICJ in previous cases of this kind,"says Kumar.

In his concluding remarks while arguing India’s case on Monday, India’s counsel Harish Salve submitted that the "relief of restitution’’ had to be appropriately "molded" to deal with the prevalent legal system in Pakistan.

India reiterated its position that any relief in the form of review and reconsideration, in the face of the allegations made by Pakistan against Jadhav and also the kind of system that prevailed in Pakistan, would not serve any real purpose in the absence of due process. "It would defy credulity to believe that a review and reconsideration would in any manner be fair and impartial, and compliant with the object and purpose of Article 36. The relief in the present case should be as sought by India, including by directing Pakistan to set Jadhav at liberty,’’ argued Salve in court.

India has maintained that Pakistan’s conduct in not allowing consular access to Jadhav, right from the time of his detention to the time of his conviction, was a gross violation of Article 36 of the Vienna Convention on Consular Relations. Pakistan argues though that Vienna Convention is superseded by its own bilateral agreement with India signed in 2008 for consular access and that the former is not applicable in the case of Jadhav as he is a spy.

As Kumar says, the status of the bilateral agreement and the nature of the military justice system in Pakistan are key to the relief that the Court will grant in the present case.

Just saw on PTV that Imran is begging 1000 USD per person for daimer basha dam. He also mentioned that they've got 30 days of water storage. So basically we need to hold for fifteen days

Kulbhushan Jadhav's Sentence Based on 'Extracted Confession', Says India; Urges ICJ to Annul Decision - Kanimozhi Sudhakar

The Hague: India urged the International Court of Justice (ICJ) on Wednesday to annul the decision of Pakistani military court and direct fair trial in civilian court and grant full consular access Kulbhushan Jadhav. “Annul the decision of the military court and restrain Pakistan from giving effect to the (death) sentence. Release Jadhav and ensure his safe passage to India. If not then direct a trial under normal law before civilian courts with full consular access,” Deepak Mittal, Joint Secretary, the Ministry of External Affairs, told the ICJ judges while making the final submission on the third day of hearing.

The retired Indian Navy officer Jadhav was sentenced to death by a Pakistani military court on charges of espionage and terrorism in April 2017.

Mittal also requested the top UN court to declare that Pakistan acted in breach of Article 36 of Vienna Convention, failed to inform Jadhav of his rights and declined consular access to him.

Meanwhile, former Solicitor General Harish Salve, who is representing India at ICJ in the case, told the judges that Jadhav has become a ‘pawn’ in Pakistan tool to divert international scrutiny from itself. He added that Jadhav has been sent to gallows on the basis of extracted confession.

Explaining the meaning of judicial review, Salve drew a stark contrast to 26/11 Mumbai terror attack convict Ajmal Kasab case and said, “When we talk of review, I’d like to draw your attention in stark contrast in Kasab case. where the Supreme Court in India held that since it is a case of death sentence we may examine the materials on record first hand. This is called a review.”

Quoting an old lawyer’s saying, Salve said, “When you are strong on law you hammer the law, when you are strong on facts you hammer the facts and when you are strong on neither you hammer the table.”

Salve also responded to the arguments made by Pakistani counsel Khawar Qureshi and said, “A criticism of a sovereign state of the case made out of the other state must be in language consistent with the dignity of other states. Humpty Dumpty has no place in this court.”

He added, “The language echoed in this court… Perhaps this Court may lay down some red lines. Transcript is peppered with words such as shameless, nonsensical, laughable, breathtaking arrogance. India takes exception to being addressed in this fashion. I would let the matter rest as Indian culture prevents me from indulging in a similar language of insults.”

On the first day of hearing in the case, India urged the International Court of Justice (ICJ) to annul Jadhav’s death sentence and order his immediate release, saying the verdict by a Pakistani military court based on a “farcical case” hopelessly fails to satisfy even the minimum standards of due process. Pakistan on Tuesday responded to India insisting that the Indian Navy officer was a “spy” and not a businessman.

The four-day hearing in the Jadhav case opened on Monday at the UN court headquarters in The Hague amidst heightened tensions between India and Pakistan following Pulwama terror attack in Jammu and Kashmir, which was carried out by Pakistan-based Jaish-e-Mohammad (JeM). At least 40 Central Reserve Police Force (CRPF) personnel were martyred as JeM militant Adil Ahmad Dar rammed an explosive-laden truck into a bus of the convoy on Srinagar highway on February 14.

This story gets even better. The dawn link you cited has the following blurb:
The haveli was built over a hundred years ago by Dhan Raj Sehgal for Budhan Bai, a Muslim dancing girl from Sialkot.

The story goes that Sehgal, who was from a wealthy Hindu family in Jhelum, met Budhan Bai when he went to Sialkot for a wedding.

He returned with her, and built her the Lal Haveli.
So now it should be clear that this fellow's family tree can be traced back to Budhan Bai.
