U.N. Security Council Asks Nations to Adopt Laws on Terror Financing

The U.N. Security Council unanimously approved a resolution Thursday naming terrorist financing a serious crime and demanding that all countries set up a domestic legal framework to counter the practice.
Mr. Voronkov said that the Security Council resolution demanded that every country “ensure that their domestic laws and regulations establish terror financing as serious criminal offense.”
The Security Council resolution, initiated by France, is the first of its kind, representing a binding call to action for countries to alter domestic laws to fight terror financing through all means. The U.N. can enforce violators with punitive actions such as sanctions. The U.N. action comes days after the New Zealand mosque attacks but is aimed at international networks and organized groups that fund and promote terrorism.
France’s Foreign Minister Jean-Yves Le Drian told the Council that terrorist groups like Islamic State and al Qaeda “are not disappearing. Quite the contrary, they are adapting.” Diplomats and U.N. officials addressing the Council stressed the importance of the implementation of the resolution’s requirements to have impact. The Financial Action Task Force—a global, intergovernmental entity set up to fight money-laundering and terrorist financing—estimates that less than one-fifth of the world’s nations have laws that label terror financing as a crime. Marshall Billingslea, the president of FATF, told the Security Council on Thursday that the resolution will enable his organization to pressure more countries into criminalizing terror financing and block ransom payments to terrorist groups.
In 2017, the U.N. set up the Office of Counter-Terrorism (UNOCT) to combat and monitor terrorist threats around the globe and their financing. The resolution approved Thursday calls on this group to take the lead in identifying how countries should stop financing terror, legally or illegally.
While some may see this as another toothless endeavor, methinks the screws are turning slowly for Bakistani types of the world.

Bailout package likely by mid-May, says finance minister - Monitoring Desk

KARACHI: Pakistan is likely to secure a bailout package from the International Monetary Fund (IMF) of between $6 billion and $12bn by the middle of May, Finance Minister Asad Umar has said.

In an interview with the Financial Times in Islamabad this week after a meeting with the IMF, he said he hoped an agreement would be reached with the Fund by “late April, first half of May”. The package would be of between $6bn and $12bn.

“We’re approaching the landing zone,” said Mr Umar. “The gap between our position and the IMF’s is significantly less than what it was a few months back.”

A sticking point in the negotiations between the two sides seems to be the exchange rate management of the rupee, which has lost 33 per cent of its value since 2017 when compared to that of the dollar.

“There is no conceptual difference between us and the IMF, the exchange rate needs to be reflective of the market,” said Mr Umar. “How you implement it and the sequence in which those steps have to be taken have been a part of the discussion and continue to be.”

According to analysts, the IMF has been suggesting measures such as a free-floating rupee, which would result in a further devaluation of the currency, and structural changes such as widening of the tax base.

The Pakistan Tehreek-i-Insaf (PTI) government has been grappling with a severe balance of payments crisis. That’s why some analysts have voiced concerns about whether it will be able to pay back loans it has taken and if it will be able to repay China for the $62bn it is receiving as part of the China-Pakistan Economic Corridor initiative.

But Mr Umar dismissed the suggestion that the country’s debt to China posed a problem. “I have a debt problem, a serious debt problem, but not a China debt problem.”

In a recent interview with the same news organisation, Prime Minister Imran Khan had said Pakistan was serious about ending its cash flow difficulties. “I’m determined that this will be the last time Pakistan will ever have to go to IMF,” he said.

“The country is really at a crossroads. We can’t go on as we have been running our governance system for so many years, we have to make these reforms, we have to balance our budget, we have to raise taxes.”

A cornerstone of those reforms will be complying with conditions of the Financial Action Task Force (FATF), which has been scrutinising Pakistan’s performance vis-a-vis combating money laundering and funding of terrorism.

“We believe that sufficient steps are being taken” in this regard, said Mr Umar.

Experts say a green light from FATF would be essential to unlocking IMF money. “I think it’s naive to assume that there is no relationship between FATF and the next IMF programme,” said a former finance official.

“The IMF will probably demand some major changes in the banking structure, which are also the kinds of changes that are being sought by FATF.”

A: You are referring to the 1267 Committee. That and the Security Council, to which your original question is related, are two different levels.

Follow-up: Can you then just comment on this draft resolution to the UN Security Council?

A: The request to designate Masood a global terrorist was put forward to the Security Council 1267 Committee not long ago. China has put a technical hold on the application as more time is needed for a comprehensive and thorough assessment. This is in line with the rules of procedure of the 1267 Committee and there are many such precedents.

The Masood designation issue involves a series of complicated factors. China has noted that relevant parties have expressed willingness to conduct dialogue and consultation. China has also been promoting proper settlement of the issue through dialogue. Under current circumstances, the Security Council should act prudently and play a constructive role by allowing time and space for dialogue and consultation between parties concerned.

The US is bypassing the 1267 Committee by putting forward its draft resolution directly to the Security Council. Such an act will do nothing to facilitate a solution through consultation and will only lead to further complication of the issue. It has undermined the authority of the 1267 Committee as a main counter-terrorism agency at the Security Council and is not conducive to upholding the unity of the Security Council.

China urges the US to respect the will and efforts of parties to the issue and observe traditions of the Security Council to safeguard the 1267 Committee's authority and the Security Council's unity. We hope the US will by all means exercise prudence and refrain from forceful actions.
From the same press conference championing Islamic Terrorism, PRC shows a lack of love for her own Uighur Mohammaddens and refuses to own up to the abuses the PRC has dished out to the Uighurs:

A: The Xinjiang affairs are purely China's internal affairs. Xinjiang currently enjoys social stability, good momentum for economic growth and harmony among all ethnic groups. Residents there now have a much stronger sense of security and fulfillment. Xinjiang has taken preventive measures by setting up the vocational and educational training centers for counter-terrorism and de-radicalization purposes. Such lawful measures have been endorsed by people of all ethnic groups and delivered social benefits.

Facts speak volumes that the vocational and educational training centers are by no means the so-called "reeducation camps" painted by the US and other Western countries. China deplores and firmly opposes the absurd remarks made by some US individuals on Xinjiang, which constitute gross interference in China's internal affairs. We have made stern representations to the US side.

China never accepts the false accusations and slanders made by the US against the Chinese government and its Xinjiang policies. Once again we urge the US to respect the facts, abandon bias, exercise prudence in its words and deeds, stop tarnishing and making unfounded accusations against China and using Xinjiang-related affairs as tools to interfere in China's internal affairs, and make efforts to enhance China-US cooperation and mutual trust instead of the contrary.

We need to be on our guard. Pak has a history of terror strike in India, when it get's keys to IMF money. It indicates US support and they use this to carry out attacks.

May time, election time/ result time, IMF money too many factor coming together to make a crisis.

Can Chinese Muslims help India corner JeM terrorist Masood Azhar?

NEW DELHI: The US (supported by UK and France) on Wednesday introduced a draft resolution to the powerful 15-nation UN Security Council to list Jaish-e-Muhammed chief Masood Azhar as a global terrorist.

The US move comes two weeks after China put a hold on the proposal to blacklist the Pakistan-based terrorist.

While every member of the UN Security Council supported the proposal, China was the only country to put it on hold arguing that it needs more time to study it.

The US has slammed China for holding up the ban on Azhar while "abusing" Chinese (Uighur) Muslims.

"The world cannot afford China's shameful hypocrisy toward Muslims. On one hand, China abuses more than a million Muslims at home, but on the other it protects violent Islamic terrorist groups from sanctions at the UN," US secretary of state Michael Pompeo tweeted on Thursday.

India had in 2016 tried to play the Uighur card against China in retaliation to Beijing putting a technical hold on Azhar's listing by the 1267 committee of the UN.

Trying a new tactic to put pressure on China, India had issued an e-visa to Uighur democracy activist Dolkun Isa (China called him a 'terrorist in red notice of the Interpol and Chinese police') to allow him to attend a conference organised by Chinese democracy supporters in Dharamshala. However, under pressure from China, India had later revoked the visa.

While human rights groups have accused China of forcing Uighurs, the biggest ethnic group in the country's Xinjiang region, into internment camps to strip them of their religious identity, not many countries have spoken against it. However, with Britain and Turkey raising the Uighur issue at the UN and US talking about it, it may be a card that India can play well to get China to fall in line.

Meanwhile, China on Thursday asked the US not to complicate the listing of Azhar as a global terrorist by "forcefully moving" a resolution directly in the UNSC, undermining the authority of the UN's antiterrorism committee (1267 ISIL & Al Qaeda Sanctions Committee), in which it had blocked the move.

"This is not in line with resolution of the issue through dialogue and negotiations. This has reduced the authority of the Committee as a main anti-terrorism body of the UNSC and this is not conducive to the solidarity and only complicates the issue.

"We urge the US to act cautiously and avoid forcefully moving forward this draft resolution," Geng said.

Hopefully I'm the Dim will take charge and Bite the Bullet to Devalue the Terroristani Rupee to 180 nay 200 to the US Dollar.

History tells us that in 1966 India Devalued the Indian Rupee from US$ 1 = Rs. 4.76 to US$ 1 = Rs. 7.50 i.e. about 57.5%.

FYG : At the time of Independence in 1947 the US$ 1 = Indian Rupees 4.76 = Terroristani Rs. 3.30!

Today the Terroristani Rupee is already in the Dumps. May it soon reach Terroristan Rs. 200 to the US$!

Rupee plunges to 143.5 in open market - Salman Siddiqui

KARACHI: The rupee further lost its value against the US dollar in the open market on Saturday as speculation mounted that the currency would settle at around Rs145 in the inter-bank market by the time Pakistan inked a loan agreement with the International Monetary Fund (IMF) later next month.

The Exchange Companies Association of Pakistan (ECAP) reported that the rupee lost another Rs1.20 against the US dollar and closed at a new record low of Rs143.50 in the open market.

Dollar East Exchange Company reported that the rupee hit an intra-day low of Rs144 during the day.

The downtrend came after the rupee cumulatively lost Rs2.25, or 1.6%, in the inter-bank market in the past three weeks and closed at an all-time low of Rs140.78 on Friday – the last working day of the week.

“The trend over the past three weeks suggests the rupee will maintain its downturn in the inter-bank market in the next week as well…and that is why it hit a new low of Rs143.50 in retail on Saturday,” ECAP General Secretary Zafar Paracha told The Express Tribune.

“There is speculation in the market that the rupee will settle at around Rs145 by the time Pakistan strikes a loan agreement with the IMF,” he said.

The developments suggest Pakistan will formally sign the loan agreement late in April as the IMF’s staff-level mission will arrive in the third week of the month. Discussions will also take place during spring meetings of the IMF and World Bank in Washington during the month, Finance Minister Asad Umar said this week.

Besides, banks have been demanding full payment in advance from importers for opening letters of credit (LC) for the past two to three weeks. The situation created speculative demand for dollars in the market and contributed to depreciation of the rupee, he said.

Pakistan is facing a shortage of dollars that are needed to continue to make international payments mainly for imports and debt servicing. Apart from this, an upward trend in oil prices in world markets has also mounted pressure on the rupee because the country heavily relies on imports to meet its energy needs.

Speculations die down

Pakistan Forex Association President Malik Bostan said the retail market received increased demand for dollars from individuals in first half of Saturday on speculation of further weakness of the rupee. However, the demand shrank notably by the time retail counters closed for the day. Accordingly, the rupee closed at 142.50 against the US dollar.

“The drop in demand for dollars during the closing hours suggests the speculation about further rupee depreciation has come to an end,” he said. “However, what would be the dollar rate in retail on Monday and later during the week would largely depend on the trend in the inter-bank market.”

“Currency dealers received very little demand for dollars, estimated at about $50,000, on future counters on Saturday compared to a high demand for around $3-4 million in the days when chances for further rupee weakness were high,” he said.

Gold at new high

The depreciation of the rupee prompted jewellers to increase gold prices by Rs250 per tola (11.66 grams) to a new record high of Rs70,550 on Saturday.

The surge in the domestic market came despite decrease of $2 per ounce (31.10 grams) to $1,292 in the international market.

An office-bearer of the All Sindh Saraf and Jewellers Association said they had increased the price to adjust the rupee depreciation. Otherwise, there was almost no demand for gold due to a significant price increase in domestic markets.

UK tax fraud funded al-Qaida in Pakistan, Afghanistan: Report

LONDON: A British Asian gang of fraudsters may have been involved in misusing billions of pounds of British tax-payers money to fund terrorist networks in Pakistan and Afghanistan, claims a UK media investigation based on police and intelligence files.

The gang, based in London, Buckinghamshire, Birmingham, north-west England and Scotland, is alleged to have sent 1 per cent of its gains from their elaborate tax fraud to alQaida in Pakistan and Afghanistan, where it funded madrasas, training camps and other terrorist activities, according to the leaked files seen by ‘The Sunday Times'.

An estimated 80 million pounds is believed to have been funneled out by the fraudsters as part of an elaborate VAT and benefits fraud against the UK's revenue department over the past two decades, with further gains made through mortgage and credit card fraud targeting banks and individuals.

“Secret intelligence held by MI5 states that some of the money reached the Pakistani compound that housed the al-Qaida mastermind Osama bin Laden before US forces stormed it in 2011,” the newspaper reports as part of a two-year investigation.

The gang, made up of British men of Asian-origin who cannot be named due to court orders, reportedly infiltrated multiple UK government agencies and even corrupted local politicians.

Mid-ranking gang members have been sentenced to more than 100 years in prison for fraud and money laundering in a series of linked trials.

Their crimes have reportedly cost the UK taxpayer an estimated 100 million pounds.

Reporting restrictions imposed at the start of the first trial prevent the identification of any of the gang because several kingpins fled the UK before they could be arrested and are now thought to be based in the Middle East.

The UK's Crown Prosecution Service (CPS) insists that details cannot be reported until the masterminds have been returned to the UK to face trial.

According to evidence pieced together so far, the gang was using a network of factories and companies and exploiting their workers for identity and benefit frauds, the sale of counterfeit goods, car crash scams and mortgage and credit card frauds.

Her Majesty's Revenue and Customs (HMRC) inquiries found the gang used “hijacked or altered National Insurance numbers to create false records” and exploited “illegal immigrant labour” before laundering the cash “through bogus offshore companies”.

“Those involved in the investigation say the gang was extremely difficult to penetrate. Undercover agents eventually resorted to attaching a camera to a dog and encouraging it to run around inside one of the network's factories to find out how many people worked there,” the newspaper reports.

“A large proportion of these frauds originated from just a few families (covering several generations) perpetrating serious, organised and sustained attacks against any agency with apparently weak systems,” the report said, adding that the money was sent mainly to Pakistan but also Hong Kong and Dubai and "is most likely to be linked to terrorism”.

The files reportedly also show that the gang enjoyed links with a top politician in Pakistan.

A: Putting a technical hold is consistent with the 1267 Committee rules. It is not China that has put more technical holds than any other country in recent years in the committee. If China is accused of shielding terrorists, all countries having put technical holds must receive the same sentence. Following that logic, won't the country that has put more technical holds than any other country be called the top protector of terrorism?

China has put a technical hold on the relevant request in the 1267 Committee not long ago to get more time for a comprehensive and thorough review and to allow time and space for dialogue and consultation between relevant parties.

China has been in close contact with the parties concerned for a proper solution through dialogue. We hope all Security Council members can work together to this end.

Q: A follow-up on the 1267 Committee. When China put a technical hold in February, it had actually sought time to explain the rationale behind this move. Have you prepared your response regarding the rationale for your putting a technical hold on the proposal?

A: China has been in close contact with the relevant parties. Like we said, we will continue to play a responsible and constructive role in the 1267 Committee discussions. We also hope all relevant parties can work together for a proper solution.

Q: One very important aspect in all the four technical holds China put up on this particular issue is about providing evidence and the discussions between the two parties. Now whatever evidence India has provided like in the previous cases, Pakistan always came back to say that it is not enough. Don't you think it is also incumbent on the particular country which is facing the allegations to also probe and and provide evidence and those countries which are supporting the particular country to also take interest in that?

A: The 1267 Committee has clear criteria for the listing procedures. What China did conforms with Security Council resolutions and the 1267 Committee's rules of procedure.

A: You haven't been around lately, have you? I have answered many similar questions.

I do wonder why some journalists choose to believe the made-up stories of a handful of individuals overseas. Are you so sure they are telling the truth? Why on earth would you believe certain individuals' fake stories over the official statements of a responsible government? Truly, your judgment is beyond me.

As to visits to vocational education and training centers in Xinjiang, any follower of latest news or our press conferences will have noted that China has organized many such trips for foreign diplomats in China, foreign media and other foreign delegations. After seeing for themselves Xinjiang's social stability and people's sense of fulfillment, many of them commended China's Xinjiang policies. You may look for the wide news coverage of that online.

Looks like establishment is back to its usual games for taming the civilian power in Pakistan. Wonder what happened as Im the dim was placed by them. May be his response to Balakote strike?

Establishment got the both Shariff brothers get respite and let the ten percenti or his son evade arrest. This is clear signal to Im the dim that establishment knows how to maintain the balance of power in civilians circles.

Pakistan diverts CPEC corridor funds; China ties under pressure.
A controversy has erupted over the China-Pakistan Economic Corridor (CPEC) ahead of the second Belt and Road Initiative (BRI) summit in Beijing following allegations that the Pakistani government has diverted Rs 2,400 crore (around $171.6 million) meant for joint infrastructure development projects with China under BRI to other projects.

China had given the money as part of the $62-billion infrastructure funding to build the CPEC. However, Pakistan’s planning and development ministry issued an order diverting Rs 2,400 crore to projects to be identified by local legislators under the United Nations’ Sustainable Development Goals programme, according to sources.

The move could be part of Prime Minister Imran Khan’s party Pakistan Tehreek-e-Insaf ’s efforts to appease its lawmakers by allowing them to make decisions on development projects, said one person.

The government committed theft by spending Rs 2,400 crore out of Rs 2,700 crore meant for BRI on other development projects,” Opposition leader Maulana Fazl-ur-Rehman was quoted by local media.

Digital currency? :lol: I am 400% convinced this Paki Govt especially the finance minister is clueless on how to get the economy back on track hence these harebrained ideas are being floated to keep the hopes of awam high.

Cracks are now clearer in PTI
ISLAMABAD: Differences between Shah Mehmood Qureshi and Jahangir Khan Tareen -- two bigwigs of Pakistan Tehreek-e-Insaf -- again surfaced on Monday. More interestingly, other members of the cabinet also chipped in, mostly to throw their support to Tareen.
Though, Tareen no more holds the slot of secretary general of PTI, following his disqualification by the Supreme Court, he commands considerable influence in the rank and file of the party, whereas Qureshi is vice-chairman.

Pakistan could be blacklisted by FATF due to ‘lobbying by India’, says Qureshi.

Pakistan could be blacklisted by the Financial Action Task Force (FATF) due to “lobbying by India”, Foreign Minister Shah Mahmood Qureshi said as he estimated that the country could suffer $10 billion loss annually if it remains in the watchdog’s grey list.

In June last year, the Paris-based FATF had placed Pakistan on the ‘grey list’ of countries whose domestic laws are considered weak to tackle the challenges of money laundering and terrorism financing.

The FATF is working to curb terrorism financing and money laundering and has asked Pakistan to reassess the operation of banned terrorist outfits in the country. Pakistan is under intense international pressure to rein in terror groups like the Jaish-e-Mohammed (JeM) after the Pulwama terror attack.

“The Foreign Office is calculating the annual loss if Pakistan is pushed in the blacklist by the FATF as India is lobbying for this,” Foreign Minister Qureshi told reporters at the Governor’s House here on Monday evening. He said the government has calculated that Pakistan will face $10 billion loss annually if it remains in the ‘grey list’. (Pindi Statistics :lol: )

Terror financing risks
A group of experts from the FATF recently visited Pakistan to review whether Islamabad has made enough progress on global standards against financial crimes to warrant its exclusion from the watchdog’s ‘grey list’

During its three-day visit to Islamabad in the last week of March, a delegation of the Asia-Pacific Group (APG) on money laundering and a regional affiliate of the FATF, expressed serious reservations over insufficient physical actions on ground against banned groups to block flow of funds and activities.

The visiting team members reportedly raised questions over specific and on-ground actions against each of the eight organisations proscribed under international requirements. It wanted break-up of suspected transaction report against each banned outfit and specific actions taken against each entity.

The team members said that activities of banned organisations and non-profit organisations are still unchecked at the provincial, district and grass-roots level where they can still raise funds and hold meetings and rallies.

The FATF noted that Pakistan had revised its terror financing risk assessment but did not demonstrate a proper understanding of the terror financing risks posed by the Islamic State group, Al-Qaeda, Jamaat-ud-Dawah (JuD), Falah-i-Insaniat (FIF), Lashkar-e-Taiba (LeT), Jaish-e-Mohammed (JeM), Haqqani Network and persons affiliated with the Taliban.

Action Plan implementation
Prime Minister Imran Khan’s government recently banned Mumbai terror attack mastermind Hafiz Saeed-led JuD and its charity wing FIF. It declared JeM and five other groups “high risk”. It also arrested over 100 members of the banned outfits including the son and brother of JeM chief Azhar Masood.

The government also has taken over the control of the properties of the banned outfits including the JeM, the JuD and the FIF what it says in accordance with the FAFT requirements and the National Action Plan. Ahead of the team’s visit, Pakistan wrote to FATF President Marshall Billingslea to appoint any other member as co-chair of the Asia-Pacific’s Joint Group, in place of India, to ensure that the FATF review process is fair, unbiased and objective. After obtaining Pakistan’s response, the Mutual Evaluation Report will be presented in the Annual General Meeting of the APG that is likely to take place in August. The APG meeting would either accept the report or suggest changes to it. (All cosmetic measures- This stunt have all been done earlier too)

In case of the worst outcome, Pakistan may have to implement yet another Action Plan from October onwards. The FATF’s Action Plan implementation deadline is September this year. The review on the implementation of the FATF Action Plan held in February did not go well, which has increased pressure on Pakistan.

The next FATF review would take place in June in Washington and before that Pakistan will have to show compliance on 16 points that have been agreed for May in addition to three issues that were left out in the last review.(There was no progress on these three issues and hence it was entirely left out of review that was done!!!)

Pakistan knowing it cannot fool all the people all the time is preparing for the inevitable and is :(( :(( in advance about Indian lobbying pushing it to FATF Black list or for continuing to be on the Grey List.

Qureshi asks Washington to help resume dialogue with India - News Desk

Foreign Minister Shah Mehmood has urged the United States to play its role for resumption of dialogue between Pakistan and India such that all outstanding disputes could be resolved.

The demand was made during a telephonic conversation between Qureshi and his US counterpart Mike Pompeo, said a statement issued by the Foreign Office on Tuesday.

Relations between the nuclear-armed rivals are tense since the attack in occupied Kashmir which killed over 40 Indian paramilitaries.

The foreign minister informed the US foreign secretary about the de-escalatory measures taken by Pakistan including the handing over of captured Indian pilot Abhinandan Varthaman.

US special envoy arrives in Islamabad on two-day visit on April 4

Both the leaders exchanged views on the current situation in the region, as well as discussed bilateral issues.

“Both sides agreed that de-escalation was important for peace and stability in South Asia,” the communique read.

Qureshi said bilateral relations between Pakistan and the US carried special significance for peace and stability in the region. The US role for de-escalation in the region was laudable, he added.

The continuing Afghan peace process was also discussed during the telephonic conversation.

The two leaders agreed to continue cooperation on the matter.

“They discussed Pakistan’s facilitating role and agreed that the US Special Representative for Afghanistan Zalmay Khalilzad’s forthcoming visit to Islamabad would provide an opportunity to further build on the gains made so far,” the statement said.

“The foreign minister reiterated that Intra-Afghan dialogue was an important component of the reconciliation process.”

Khalilzad, who is currently visiting Kabul, is due in Islamabad on Thursday.

In his ongoing visit to the Afghan capital, he held important meetings with the Afghan officials ahead of his next round of talks with the Taliban aimed at ending more than 17 years of war.

His last round of talks with the Taliban in Doha was originally slated to last two days in February, but dragged on for 16 days, eventually ending March 12 with Khalilzad saying “real strides” had been made.

On the table were proposals to get foreign armed forces to leave Afghanistan, and the Taliban to guarantee the country cannot be used as a springboard for terror groups to launch any future attacks.

According to the US State Department, Khalilzad’s trip was “part of an overall effort to facilitate a peace process that brings all Afghan parties together in inclusive intra-Afghan negotiations”.

The Taliban have long refused to speak with Kabul, deeming the administration of President Ashraf Ghani — who is seeking re-election this year — puppets of the West. Just like the Goverment of Terroristan is a Puppet of the TERRORISTS operating against India!

NEW DELHI: India has secured the deportation of Nisar Ahmed Tantray, a Jaish-e-Mohammad terrorist and main conspirator behind the December 2017 attack on a CRPF camp at Lethpora in Jammu & Kashmir, from the UAE. Five security personnel were martyred in the attack during the intervening night of December 30 and 31, 2017, which ended with the killing of three Jaish terrorists.

Nisar Tantray, brother of Jaish divisional commander in South Kashmir Noor Tantray who earned fame as a “midget” terrorist being just four feet tall, was brought to Delhi by a special flight on Sunday and handed over to the NIA, which is probing the Lethpora case. Noor Tantray, said to have been instrumental in establishing Jaish in the Valley, was killed in an encounter in December 2017.

A warrant of arrest had been issued against deported terrorist Nisar Tantray by a special judge, NIA court, which facilitated his deportation. The UAE has been extending exemplary cooperation in deporting fugitives, including terrorists, in the past few years. They include AgustaWestland bribery case accused Christian Michel, alleged defence middleman Deepak Talwar, apart from several Islamic State sympathisers and terrorists, including senior Indian Mujahideen operative Abdul Wahid Siddibapa and 1993 Mumbai blasts accused Farooq Takla. Tantray is believed to have escaped to the UAE earlier this year.

This was just before another accused in the Lethpora case, Fayaz Ahmad Magray, a resident of Awantipora, Pulwama, was arrested in February. The three terrorists killed during the attack were identified as Fardeen Ahmed Khandey, a resident of Tral; Manzoor Baba, a resident of Drubgram, Pulwama; and a Pakistani terrorist namely Abdul Shakoor, a resident of Rawalakot area of POK.

Fayaz, arrested by the NIA, was an active overground worker of Jaish and a key conspirator who provided logistical support such as providing shelter to terrorists.

Smq is part of the milijirga. That is why he holds the external portfolio. Tareen is core PTI and threat to jirga, so was disqualified judicially. His coming back to PTI tells that Khan is loosing faith on the milijirga. Popcorn time ahead.

Don't think Khan can go poop without authorisation from The Boys. Both Tareen and SMQ are subservient to the establishment in their own ways. What we are seeing is a struggle between the two to demonstrate who can be of greater use to their aaka and hence, must receive most patronage.

Yes but the fact that tareen was removed via judiciary, indicates the involvement of bakfauj. This is their current modus operandi to remove the non subservient people. Not everyone even in pak is completely subservient and some may even be defiant. It helps note the minor changes.

Could be a means to prevent an in house coup from toppling dimmy and taking over. After all TSPA believes that only they have a monopoly on coups in Bakistan. I believe the idea here was to let Tareen know who's the real boss and no get carried away by his own hype like many who came before him (bijnessmen and hukmaran-turned-bijnessmen). He's been shown his place as the perpetual fixer, carrying out dirty work for the symbolic throne, but never to ascend the throne himself.

SMQ is pliable, mainly because he has no base outside Multan (where too he faces plenty of opposition not in the least from the Groper) and that too because of his family. Despite this, he's ambitious and wants the big chair or the small chair for himself. To achieve this, he's willing to be a useful idiot for the fauj to take the hits at the international fora. TSPA is artfully exploiting this.

These internal rumblings keep Dimmy on his toes and away from ideas that would have him deviating from the script written out for him.

NaMo's policy of soundly ignoring the dummies, therefore, infuriates the fauj, who find that they have few means of shooting over another's shoulder.
