Yes PAF wont take the risk of designing a new aircraft or co-develop one with another country as that might take decades or even fail.

Likely they will customise the J-31 design based on PAF needs and use some export variant of chinese AESA and radar and assemble it. Even that would take a decade plus for them to do.

January 17/17: Pakistan is hoping that a Donald Trump presidency may restart a plan external link external link to procure F-16 jets through a foreign military financial aid scheme. US Congress downed the plan last year following concerns by some lawmakers over Islamabad’s allegiances in regards to counter-terrorism operations in the region. It was decided that if Pakistan wanted the F-16s, they would have to pay for them out of their own pocket.

On June 28/06, the US DSCA notified Congress via a series of releases of its intention to provide Pakistan with a $5.1 billion Foreign Military Sales package to upgrade the F-16s that serve as the PAF’s top of the line fighters. Some of these items had been put on hold following the October 2005 earthquake in Pakistan & Kashmir, but the request for 36 new F-16 Block 50/52s is now going ahead, along with new weapons, engine modifications, and upgrade kits for Pakistan’s older F-16 A/Bs. The buy went through, and was accompanied by the supply of 26 older F-16s from USAF surplus stocks. Then, a 2014 sale added 13 machines from from Jordan.

These items are detailed below, along with controversies the proposed sales have created, and some of the conditions attached to the sale by the US government….

The Sales: New and Upgraded F-16s

Item 1: 36 New F-16 Block 50/52s – up to $3 billion

The Government of Pakistan has requested a possible sale of up to 36 F-16C/D Block 50/52 external link aircraft – a buy of 18 jets, with an option for another 18. The planes would be equipped with the APG-68(V)9 radars, which are the most modern F-16 radar except for the UAE’s F-16E/F Block 60 “Desert Falcons” and their AN/APG-80 AESA. The engine contract was less certain. Pakistan’s existing F-16s use the Pratt & Whitney F100 engine, but the new planes involved a competition between Pratt & Whitney’s F100-PW-229 external link or General Electric’s F110-GE-129 external link Increased Performance Engines (IPEs).

The total value, if all options are exercised, was estimated as high as $3 billion, which is in line with Pentagon releases that eventually peg the negotiated cost of 12 F-16Cs, 6 F-16Ds, and ancillary equipment at $1.4 billion. Pratt & Whitney kept their customer, and supplied the new jets with their F100-PW-229 EEP engine, making them all F-16 Block 52s. The package for Pakistan’s new F-16s included:

Item 2: Weapons for the New F-16s – $650 Million

To equip those new F-16s, the Government of Pakistan has requested a possible sale of:

500 AIM-120C5 Advanced Medium Range Air-to-Air Missiles (AMRAAM)
12 AMRAAM training missiles – these have seeker warheads but lack engines
200 AIM-9M-8/9 Sidewinder Short-Range Air-Air Missiles; they are the version before the fifth-generation AIM-9X.
240 LAU-129/A Launchers – these support AMRAAM or Sidewinder missiles.
500 Joint Direct Attack Munition (JDAM) Guidance Kits: GBU-31/38 Guided Bomb Unit (GBU) kits
1,600 Enhanced Paveway GBU-12 (500 lb.) and GBU-24s (2,000 lb.) with dual laser/GPS guidance
800 MK-82 500 pound General Purpose (GP) and MK-84 2,000 pound GP bombs
700 BLU-109 2,000 pound bunker-buster external link bombs with the FMU-143 Fuse

Associated support equipment, software development/integration, modification kits, capability to employ a wide variety of munitions, spares and repair parts, flight test instrumentation, publications and technical documentation, CONUS-personnel training and training equipment, U.S. Government and contractor technical and logistics personnel services, and other related requirements to ensure full program supportability will also be provided.

Item 3: F-16A/B Mid-Life Update Modification Kits – $1.3 billion


According to the US DSCA, Pakistan intends to purchase the Mid-Life Upgrade (MLU) Program equipment “to enhance survivability, communications connectivity, and extend the useful life of its F-16A/B fighter aircraft. The modifications and upgrades in this proposed sale will permit Pakistan’s F-16A/B squadron to operate safely, and enhance Pakistan’s conventional deterrent capability. Pakistan’s air fleet can readily use these updates to enhance and extend the life of its aircraft.” The total value, if all options are exercised, is estimated as high as $1.3 billion, and subsequent Pentagon releases peg it at that figure.

The Government of Pakistan has requested a possible sale of 60 F-16A/B external link MLU and Falcon Star Structural Service Life Enhancement kits consisting of:

APG-68v9 with Synthetic Aperture Radar external link or the APG-66(V)2 radar, which is a much smaller improvement on earlier F-16s. The APG-68 with SAR is far better at air to ground work, and can be used to monitor ground activity.

Turkish Aerospace Industries isn’t mentioned here, but they ended up with a contract external link to perform the upgrades on 36 F-16A/B aircraft. They’ve been doing similar work for Turkey, and for other F-16 customers in the Middle East.

There are no known offset agreements in connection with this proposed sale. Implementation of this proposed sale will require multiple trips to Pakistan involving U.S. Government and contractor representatives. See DSCA release external link [PDF].

InsideDefense.com makes the interesting observation that Pakistan doesn’t have 60 F-16s to upgrade external link. The clear implication is that the Pakistani government is interested in buying used F-16s and upgrading them, which proved to be the case. As part of the deal for new planes, in Sept 30/06 the USA also agreed to deliver 26 of the “Peace Gate III/IV” F-16A/B Block 15OCUs that had been ordered in 1988-1989, then embargoed when Pakistan tested nuclear weapons. After the embargo, the planes had been diverted for use as aggressor combat training aircraft by USAF and the US Navy.

Item 4: F-16A/B Engine Modifications & UP/STAR – $151 Million
F100 engine

F100 Engine Test

The third contract involves Engine Modifications and Falcon UP/STAR Structural Upgrades as well as associated equipment and services. The total value, if all options are exercised, could be as high as $151 million.

More specifically, the Government of Pakistan has requested engine improvements and structural modifications to its F-16 fleet, which includes a possible sale of:

De-modification and preparation of 26 aircraft

The principal contractors will be:

Lockheed Martin Aeronautics Company in Fort Worth, TX
United Technology Company subsidiary Pratt & Whitney in East Hartford, CT.

There are no known offset agreements proposed in connection with this potential sale, but implementation of the engine modifications and UP/STAR repairs will require multiple trips to Pakistan involving U.S. Government and contractor representatives for technical review/support, program management, and modification of the aircraft.

It is funny how the bread and butter fighter of both air forces was pretty much the same aircraft for so long. Ours had a radar and their's did not, but neither was BVR capable.

The Bison is a generation ahead of any F-7 in both BVR and WVR though.

Recall that in 2018 the State Enterprise "Plant named after V. Malyshev" 45 engines were shipped to Pakistan - 6TD-2 459M.TU at a price of $ 376,026 for each and 6TD-1 459І.TU at a price of $ 31,720 for each.

The 6TD-2 459M.TU engine, diesel, two-stroke opposed 6-cylinder, with turbocharging, 882 kW. (1200 hp) is intended for installation on the Al-Khalid tank.

The 6TD-1 459I.TU engine, diesel, two-stroke opposed 6-cylinder, with turbocharging, with a capacity of 735 kW (1000 hp), is intended for installation on the MTA of the T-80UD tank.

He highly rates the R-77 and Mica and believes the Indian Air Force “simply got surprised and overwhelmed” by the Pakistani daytime strike on Feb. 27. That airstrike took place over the cease-fire line in the disputed region of Kashmir. Indian jets responded and a confrontation ensued.

“That is not to say that the Meteor is not amongst the best, but it, too, might be rendered toothless if the [Indian Air Force] employs it as poorly as it did on Feb. 27,” he said. :((

I think this the best we can get from an ex PAF person itself, it was not missile but self imposed ROE which saved the day for PAF, we waited till they fired first and still did not unleash hell when they did. As ex PAF he can't put it more clearly that it is our self imposed restraint which saved the day.

PAKISTAN AIR FORCE TAKES DELIVERY OF 3 SAAB 2000 AIRCRAFT

Skyworld Aviation, an aircraft sales and leasing broker, delivered the aircraft – i.e., J-038, J-024, and J-062 – to the DGDP in November 2018. The PAF had originally ordered five Saab 2000s, i.e., four to house the Erieye airborne early warning and control (AEW&C) system and one for VIP flights and training.

In 2012, one of the four Erieye AEW&C was written-off, while two were seriously damaged. However, the two damaged aircraft were repaired at Pakistan Aeronautical Complex (PAC) and, in turn, resulted in PAC building depot-level maintenance, repair and overhaul (MRO) capabilities.

In 2017, the PAF reportedly ordered three additional Erieye AEW&C aircraft (Air Forces Monthly), of which the first was slated for delivery in December 2017 and the remaining two in 2018. If completed, this would raise the PAF fleet to six, which it trimmed to four following the 2005 earthquake in Kashmir.

Quwa’s examination of EXIM logs show that Saab made major radar equipment deliveries to Pakistan in 2017 and 2018. In March 2019, Sweden’s Inspectorate of Strategic Products confirmed that Saab sold an Erieye AEW&C system to Pakistan in 2018.[1] However, the Inspectorate had reportedly added that this Erieye order was in relation to the PAF’s original order (i.e., to replace the written-off unit), and that “no new export transactions have been approved to Pakistan since 2007.”[2]

Saab delivers radar equipment to Paki AF
Defence and security company Saab delivered three sets of radar equipment to Pakistan Air Force (PAF) Base Nur Khan (Chaklala) on 9 April, according to the information provided by the Pakistan Import Export Trade Database.

Although not specified by the website, it is possible that the Swedish company delivered three Erieye airborne early warning and control (AEW&C) radar systems for fitment onto an equal number of twin-engined Saab 2000 aircraft that were handed over to Pakistan's Directorate General Defence Purchase in 2018, according to aircraft sales specialist Skyworld Aviation.


In a 26 June statement Skyworld Aviation announced that the aircraft had previously been in operation with Sweden-based BRA Braathens Regional Airlines.

Pakistan has 10 awacs now compared to India's 5. Situation is laughably stupid but could be rectified in one year. Please buy a few more embraer and put them in service as the Netra.

10 seems a huge overkill for a country the size of TSP.
How do they maintain such a large fleet since this isn't bheek maal ( mostly the Chinese AWACs are duds)?

Lol..have to give it to the Pakis to think out of the box and acquire capabilities that allow them to stand up to a larger foe..so they cant afford nor do they have access to high power FCR on their frontline fighters, aerostat radars etc so they get Erieyes and make SAAB an offer it cant refuse. Meanwhile, our Phalcons are stuck on some babus desk at Delhi.

Skyworld Aviation, an aircraft sales and leasing broker, delivered the aircraft – i.e., J-038, J-024, and J-062 – to the DGDP in November 2018. The PAF had originally ordered five Saab 2000s, i.e., four to house the Erieye airborne early warning and control (AEW&C) system and one for VIP flights and training.

In 2012, one of the four Erieye AEW&C was written-off, while two were seriously damaged. However, the two damaged aircraft were repaired at Pakistan Aeronautical Complex (PAC) and, in turn, resulted in PAC building depot-level maintenance, repair and overhaul (MRO) capabilities.

In 2017, the PAF reportedly ordered three additional Erieye AEW&C aircraft (Air Forces Monthly), of which the first was slated for delivery in December 2017 and the remaining two in 2018. If completed, this would raise the PAF fleet to six, which it trimmed to four following the 2005 earthquake in Kashmir.

Quwa’s examination of EXIM logs show that Saab made major radar equipment deliveries to Pakistan in 2017 and 2018. In March 2019, Sweden’s Inspectorate of Strategic Products confirmed that Saab sold an Erieye AEW&C system to Pakistan in 2018.[1] However, the Inspectorate had reportedly added that this Erieye order was in relation to the PAF’s original order (i.e., to replace the written-off unit), and that “no new export transactions have been approved to Pakistan since 2007.”[2]

Sounds like the Pakis bought three more Erieyes to replace the three destroyed by the Pakiban. All the talk of being able to repair two not withstanding, this is not a growth in capacity.

Anyway, they'll need the extra erieye airframes especially after the s400 comes in... Heh

No Issue sir, India will soon float an RFP for 3 AEW aircarfts. The requirement will list a plane from Russia or might be from Chile or Brazil (If babus like South American PYT's) and Engines from UK or Mexico. The plan needs to integrate radios and from some itsy bitsy stuff from DRDO and the Radar will be from Israel or Ghana or Mauritania ( if babu wants an African vacation). Dont forget the gold plating from US.

By the time all these things are brought together and assembled it will be take 600 babus running around the world and then some bitter babu who did not get a first class ticket to holy land for vacation will spill something to Mumbai Mirror or Chennai Times. Then CAG will scuttle the whole deal. In 10 years IAF will get 1 or 2 of the planned planes for a whopping 3 billions bucks. The third one will be assembled and sitting in a third country and being used by them. But India will be paying parking costs to to them.

Then 5-6 Paki generals and 30 Paki pilots/staff will go Europe party with PYT's for a month and will fly back with 6 AEW completely off the shelf for a measly 1 billion from one of the cold countries.

Then Some Arm chair experts will write a bunch of articles and We will be back to the headless chicken state again. Again We will float an RFP for 2 AEW.

Not sure about this, because if it was, the Pakis couldn't have put enough Erieyes in the air round the clock throughout Feb. I am presuming they had at least 3 Erieyes operational. And these 3 new Erieyes replace the junkyard Chinese AWACS which can't see over land due to the clutter.

Quwa news is a fake news site run by ispr. It has done this before. This news is in connection to the revival of awacs program by India.

"In 2006, the GOP signed a five year contract to purchase 18 new Block 52 aircraft. The first delivery is scheduled for 2010. As of September 2008, Pakistan had paid $388 million in national funds, leaving a balance due of $1.04 billion. The GOP is over 30 days behind schedule on its December 2008 payment; its September payment was made almost three months late and only after Pakistan received the first tranche of its IMF Standby Agreement payment. The next payments due are: $113M in December 2008 (now overdue), $99.5M in March 2009, and $301M in June 2009.

Finance Minister Tareen confirmed to Ambassador January 28 that Pakistan would make the overdue December payment "soon," but he asked for three-four months grace period on the next two payments, so that they could be included in the GOP's next budget cycle, which begins in June 2009. Both Tareen and Defense Minister Mukhtar have admitted they are not sure if Pakistan can continue to pay. Post firmly believes that the GOP cannot afford to continue to make these payments, and we do not expect this situation to change. The GOP is also reportedly behind in payments to China, Sweden and other countries for JF-17s, Erieye Airborne Early Warning And Control(AEW&C) radar and other aircraft/programs."

If this was the situation in 2009, how exactly can they now afford these Erieye's now. I frankly doubt this news.

Ericsson spun off its Military and Space businesses to SAAB more than a decade ago.

After reading the other links, I have changed my opinion, fizzleya may have 6 erieye now. With chinese chapati the total aewc will be 10.

Not sure what your point is. Your original statement was that Saab 2000 is not an Erieye because it is not a jet, but in reality the Erieye is just a radar system that can be installed on any compatible platform, whether jet or turboprop. So the Saab 2000 can very much be an Erieye platform, in fact the Wikipedia link even has a picture of a Saab 2000 Erieye plane.

You maybe confusing it with the Saab's upgraded/newer system called Globaleye which is currently only available on a jet platform, however it is probably easily portable to a turboprop platform if the customer wants.
