IS has exported its modus operandi. "Backlash" by Hindus or Buddhists would suit those Judeo Christian Western forces just fine. in the hope of pushing more Muslims into their camp. Neither governments nor citizens should fall into that trap.

chetak and Hari, On BRF we first heard of TATP during the London bakpaki bombs.

1) At that time the conclusion was it was the ISI that taught these jihadists how to make TAPT in their bath tubs using those two ingredients available in cosmetics stores in bulk containers.
2) Note even thought the West Asia IS is claiming credit, these rges got training from IS-KP. Hats off to Sridhar for pointing this out a few pages back.

UB put on you thinking hat. It was India that provided the actionable intel twice to SL on the Easter Sunday attack. It was specific and not vague warning.

And confuses between ALQ, ISIS, AQIS, and IS-KP.
This SL attack is by IS-KP which ISIS took credit after two days.
If US wants to help they should look at call records from Islamabad to Syria to see what transpired.

Purulia, April 25: The Sri Lankan police have reportedly arrested nine Pakistani nationals in connection with the Easter Sunday suicide bombings that left 359 people dead besides hundreds injured. According to initial reports, the arrested Pakistani nationals are suspected to be involved in the suicide bombings. 16 more suspects were detained on Thursday, taking the number detained since the terror attack to at least 76.

Scared Muslim refugees flee Sri Lankan homes over attack fears.
Scores of Ahmadi Muslims who settled in Negombo after fleeing persecution in their home countries have been thrown out of
their accommodation by landlords, according to officials.

Sri Lanka reduces death toll to 253, Defence Secretary quits
Colombo: Sri Lanka on Thursday revised down the toll in Easter Sunday bloodbath to “about 253” even as Defence Secretary Hemasiri Fernando resigned accepting responsibility for the attack and security forces continued a search for accomplices of the suicide bombers.

The government also banned the use of all drones and unmanned aircraft within the Sri Lankan airspace with effect from Thursday and also kept its new visa-on-arrival programme, which was to be implemented from May 1, on hold due to the security situation in the island nation.

Bringing down the toll by over 100 from 359 to “about 253”, the Health Ministry blamed “a calculation error” for the higher figure, the BBC reported.

After submitting his resignation, Fernando said that while there was no failure on his own part, he was taking responsibility for the failures of some institutions which were under his command.

President Maithripala Sirisena, who himself has come under attack from the opposition for failing to prevent the mass killings, had earlier asked the Defence Secretary and the police chief to quit.

Tourism, Wildlife and Christian Religious Affairs Minister John Amaratunga said that investigations had revealed foreign links to the attacks and the government did not want the visa-on-arrival facility to be abused.

Tourism was one of the worst hit industries following the deadly blasts on Sunday in three Sri Lankan cities, primarily in and around Colombo.

The Islamic State has claimed responsibility for the attack that also left 500 injured but Colombo has blamed a local Muslim group, the National Thowheed Jamath (NJT).

The Sri Lanka Police released photographs of six young suspects – three males and three females – wanted in connection with the bombings. The Criminal Investigation Department (CID) sought public assistance to trace them.
The six were identified as: Mohammad Ivuhaim Sadiq Abdul Haq, Mohammed Ivuhaim Shaid Abdul Haq and Mohammed Casim Mohammed Rilwan (all men) and Fatima Latif, Pulasthini Rajendran alias Sarah, Abdul Cader Fatima Kadir (all women).
It was not clear if the six were linked to the National Thowheed Jamath.

On Thursday, security forces set up checkpoints and stepped up random checking of vehicles across Sri Lanka.
In the morning, at around 9 a.m., a minor explosion took place in a garbage dump behind the Magistrate’s Court in Pugoda, 36 km from Colombo, reported Xinhua news agency.
After the blast, police advised the general public not to panic, said the Daily Mirror.

In an indication that all was not well in Sri Lanka, Israel’s Counter-Terrorism Bureau raised the threat level to indicate a “high concrete” mark and advised travellers to leave the island and avoid visiting it in the near future, CNN reported.

Although four days have passed since the bloodbath, Sri Lanka remains on the edge. Schools and colleges remain shut and a general sense of insecurity prevails.

Prime Minister Ranil Wickremesinghe told CNN that some attackers responsible for the Easter Sunday bombings were being monitored by the intelligence services but there was not “sufficient” evidence to put them in custody before the attacks.

He reiterated that the attackers were middle- and upper-middle class and had been educated abroad. He added that the profile of the suspected bombers was “surprising”.

Police are holding the wealthy father of two of the suicide bombers on suspicion of aiding and abetting his sons to carry out Easter Sunday attacks.
Mohamed Yusuf Ibrahim, a spice moghul, was arrested on Sunday following attacks at hotels and churches. His adult sons, Imsath Ahmed Ibrahim and Ilham Ahmed Ibrahim, blew themselves up in two different attacks earlier that day.

Police spokesman Ruwan Gunasekera said five safe houses had been raided in the country.

More than 70 suspects have been taken into custody on a range of charges. Of these, four were female and all are Muslims. None is a foreigner.
The Easter Sunday marked the bloodiest day in Sri Lanka since the end of the civil war a decade ago.

Sri Lanka bomber ‘radicalised in Australia’, says sister
The Sri Lankan terrorist believed to have helped carry out the Easter bombings made a crucial error that may have prevented many more deaths.

Abdul Lathief Jameel Mohamed, 36, — who is believed to have been radicalised in Australia — originally targeted the five-star hotel Taj Samudra in the country’s capital of Colombo, but his suicide vest failed to detonate, an intelligence source told The Times.

The luxury hotel is situated between the Shangri-La and the Cinnamon Grand, which were attacked by his co-conspirators on Sunday.

Mohamed returned to a safe house in the city’s south to have his device repaired, and detonated it at a guesthouse near Colombo zoo, killing two people. Had he managed to set off the explosive at his first target, the casualties could have been far higher.

TERRORIST RADICALISED IN MELBOURNE

The Sri Lankan terrorist had spend time living in Melbourne and left an “angry and crazy” extremist who was investigated for links to Australian-born Islamic State operative Neil Prakash, it’s been revealed.

Abdul Lathief Jameel Mohamed, 36, studied aerospace engineering at Kingston University in southwest London from 2006 to 2007 before travelling to Melbourne for a postgraduate degree.

Prime Minister Scott Morrison confirmed one of the Sri Lanka attackers spent time in Australia on a student and graduate skilled visa, departing in 2013.

The Australian reports that Mohamed was previously one of the subjects of a terrorism investigation by Australian security authorities after intelligence emerged linking him to Prakash, 27.
Sri Lanka Attack Signals ISIS’ Widening Reach
Just four weeks after the ISIS caliphate was erased in Iraq and Syria — and four months after President Trump first claimed the group was defeated — the terrorist group has reminded the world in dramatic fashion that it does not need to control territory to be a major threat.

“ISIS is not in disarray; it’s not ‘defeated,’” Laith Alkhouri, a senior director at Flashpoint, which assesses the global terrorist threat, said in a Twitter post on Wednesday. “It’s not a membership-based organization. It’s skilled at reorganizing and modifying its strategy to fit the evolving security landscape around the world.”

Experts say the group has simply pivoted to exploit the resources at hand and the notoriety it has banked as a global brand. With its command-and-control hierarchy in Syria and Iraq seriously degraded, it has become more decentralized, turning to its affiliates further afield to spread its message and mayhem.

When the remnants of Al Qaeda were driven from Afghanistan in 2002, the group was also forced to become more decentralized, turning to foreign franchises in places like Yemen, Iraq and northern Africa to regenerate. But unlike Al Qaeda then, the Islamic State already has numerous affiliates around the globe, an influential media ministry and thousands of fighters still underground in the group’s home base in Iraq and Syria.

As early as 2015, ISIS began instructing recruits to migrate to territory held by its overseas affiliates. And in a development sometimes missed by local officials abroad, it began signing up kindred local groups in distant outposts.

“Rather than building up membership from scratch, the group poaches members from existing hard-liner groups, or oftentimes the entire groups themselves,” wrote Rita Katz, a co-founder of SITE Intelligence Group, which monitors extremist propaganda.

In the Philippines, ISIS recruited insurgents from Abu Sayyaf to create what it considers its East Asia Province, which carried out an attack on a cathedral in January, killing 23 people. The ISIS affiliate in Afghanistan has swallowed whole units of Taliban fighters.

These groups have felt little impact from the loss of territory in Iraq and Syria, and need no direct communication from the Islamic State to understand its objectives, which the terrorist group broadcasts in regular audio messages.

“They understand that the mission within their geographies is to amplify operations against law enforcement, military and, yes, non-Muslim and Shia groups,” Mr. Alkhouri said.

They also have local knowledge that can help identify seams in a country’s defenses — like the fact that after a 26-year military campaign against ethnic Tamil insurgents, most of whom are Hindu, Sri Lankan security officials were more focused on them than on Islamist extremists.

Decentralization makes it difficult to know the extent of the group’s involvement in attacks like the one in Sri Lanka.

The Islamic State has claimed responsibility for the bombings, but experts and the local authorities have yet to determine the extent of its ties to the local group said to have carried them out. Until this week, the group, National Thowheeth Jama’ath, was an obscure organization best known for defacing Buddhist statues.

American intelligence officials have so far characterized the Sri Lanka attacks as having been inspired by the Islamic State, as opposed to having been executed directly by the group. But analysts say there may be some middle ground.

A video released by ISIS on Tuesday, showing members of National Thowheeth Jama’ath pledging fealty to Mr. al-Baghdadi, shows at the least that the group had a means of communicating with core ISIS operatives and was able to transmit video to them.

“The fact that the attackers knew the right people in ISIS to send the video to so that it would be released through its official media channel, shows that it’s more than mere inspiration,” Amarnath Amarasingam, an expert at the Institute for Strategic Dialogue, said on Twitter on Wednesday. “That’s just one of many pieces of info emerging pointing to a more directed attack.”

So far, there is no public evidence that ISIS played an active role in guiding or otherwise aiding the Sri Lanka attack.

This gray area may be a fertile environment for the group’s future.

Looks like India MEA was asleep on the job to not issue a warning. Or maybe gap exists in Indian intelligence process that MEA is not kept in the loop. Needs to be fixed as number of Indian travelers is on the rise.

also note the rather high proportion from maldives...it seems maldivians all go to SL for various reasons. among them will be the jihadi hordes.

Since India has the best intel on this situation, maybe there really isn't any current threat and UK etc are just doing CYA to cover their earlier miss?

Why should we be so quick to dump on our folks, given that they seem to have done a phenomenal job in tracking this and coordinating with SL ( its just SL authorities failed to take heed)?

the big buff gora FBi/scotland yard teams with plastic tactical boxes, M4-special editions, g-shock tactical watches, oakley shades and duck hunter baseball caps will be put to work in forensics probably

the real hunting out in the field in concert with SL special forces, police, intel will be with indian agencies only if at all externals are involved. I am sure our IN/RAW team is already onsite in colombo to provide 'inputs' on the rogues out there. SL has no lack of trained hunters, its moles among the faithful they may lack.

RD, yes, the AQIS did make that announcement on June 26, 2017.

But, that is only as believable as the Hudabyyah Treaty.

Now, AQIS is an ISI outfit. A branch of AQIS is Ansar-Ghazwat-e-Hind. How can Ghazwa-e-Hind be launched without attacking the kafir? That is against the very canon based on which the dar-ul-harb has to be converted into dar-ul-Islam.

Just befor Zakir Musa was eliminated, he released a statement, after knowing he had been surrounded and death was imminent, through Al Hurr the propaganda arm of Ansar Ghazwat-ul Hind, vowing to take jihad to “the last corner of the country”. “Our jihad is not for nationhood or nationalism, nor is it for the implementation of UN resolutions or plebiscite...We perform jihad only for the supremacy of Allah and to make Allah's 'deen' (religion) sovereign”, he said. Also, LeT & JeM support AQIS covertly through exchange of manpower. Now, we know them well, don't we? The 'guidelines' don't apply to them, do they?

The 'guidelines' are to pull the wool over the lamb's eyes.

Also, I read here posted by someone, that IS-K doesn't exist and it is just an ISI figment of imagination. That's 100% incorrect. The IS-K exists and it is *NOT* an ISI-creation.. Well, if we want to dump everything on ISI, then that's OK.

I didn't see anywhere that India issued a travel warning prior to the initial attack. If one was issued, and people still went to Sri Lanka, then that's on them. But it looks like a missing piece if India had good intel, but didn't issue a warning.

Perhaps idea was SL would arrest the suspects and head off the attack.
Only they did not act in time.

Not really, to the bolded part. We did lose some people who were there on holiday, didn't we? Yes, it is a different country, and we perhaps did what we could, but phenomenal? I don't think so. MEA doesn't take our citizens outside seriously*, and vice-versa. So any travel advisories issued also generally have no effect. I know of no desi traveller who checks for govt advisories before setting off on a foreign trip. Time this starts to change.

To start with, make it a point to issue advisories more proactively, we hardly ever do - this perhaps requires better intel-MEA coordination. If a citizen is visiting a country with an active advisory, we should require that people share a working contact number (mobile, relative, hotel, etc.) before leaving (make better use of that emigration check). Send SMS alerts where possible, along with a list of dos and donts, etc. I believe the US does something of the sort for its citizens when travelling abroad.

* GoI cannot protect its citizens completely when abroad, but they need to be a bit more visible trying to do their best. Citizens would also start taking them seriously over time. In fairness, this has changed a little off late, but there is still a long way to go.

Sri Lankan Prime Minister Ranil Wickremesinghe told Sky News on Thursday that the Sri Lankan government had known Sri Lankan nationals who had joined Islamic State (IS) had returned to the country – but that they could not be arrested, since joining a foreign terrorist organisation is not against the law.

His comments came days after attacks on Easter Sunday that killed 253 people – revised down from more than 350. IS claimed responsibility on Tuesday, although the degree of their involvement is unclear.

“We knew they went to Syria … But on our country, to go abroad and return or to take part in a foreign armed uprising is not an offence here,” Wickremesinghe said. “We have no laws which enable us to take into custody people who join foreign terrorist groups. We can take those who are, who belong to terrorist groups operating in Sri Lanka.”


Sri Lanka has anti-terrorism legislation – its Prevention of Terrorism Act of 1978 has been criticised by Amnesty International and Human Rights Watch. The law allows for “arrests for unspecified ‘unlawful activities’ without warrant, and permits detention for up to 18 months without the authorities producing the suspect before a court pretrial,” as Human Rights Watch put it in a 2018 report.

Some say the law allows for targeting and detention of the Tamil minority; the civil war that waged for nearly three decades was fought between the state and the Liberation Tigers of Tamil Eelam, or Tamil Tigers.

“They have been working on replacement legislation called the Counter-Terrorism Act, which is designed to be a) more rights-friendly and b) more responsive to current forms of threat, but the law remains in drafting stage, after numerous rounds of deliberations in government and parliament,” Sri Lanka analyst Alan Keenan of the International Crisis Group wrote in an email.

While the Prime Minister may be making as much a political case as a legal one, the pre-existing anti-terrorism law in Sri Lanka was written in, and for, a different time.

Many countries amended their relevant legislation after 2014, the year that Islamic State declared a caliphate. In 2014, Australia approved its Counter-Terrorism Legislation Amendment (Foreign Fighters) Bill, which made new offences of “advocating terrorism” and “of entering or remaining in a ‘declared area’ of a foreign country in which a terrorist organisation is engaging in hostile activity.” That same year, Ireland proposed a Criminal Justice (Terrorist Offences) (Amendment) Act, which made it an offence to, among other things, recruit and train for terrorism. The bill is now law.

“Even for countries that have criminalised membership in foreign militant groups or other terror offences abroad, it can be difficult to collect enough useful evidence from a foreign battlefield to meet a prosecutorial standard,” Sam Heller, senior analyst of non-state armed groups at Crisis Group, wrote in an email. “That’s why countries like Australia have passed ‘declared areas’ legislation, which prohibit their nationals from visiting specific countries or areas such as Raqqa. So it’s not so easy – I think everyone’s trying to figure it out.”

Sri Lanka is not alone in not having legislation that makes it illegal to join a foreign terrorist organisation. Last month, the Swedish government moved ahead with a proposal for legislation that would make it illegal to participate in or cooperate with a terrorist organisation.

But the proposed legislation suffered a setback when the Council on Legislation suggested it is incompatible with Sweden’s constitutionally protected freedom of assembly. And so now local, state, and social services are working together to determine whether individuals have committed war crimes, because, under current Swedish law, a specific crime needs to be suspected before an investigation can be opened, a resource-intensive process.

the real hunting out in the field in concert with SL special forces, police, intel will be with indian agencies only if at all externals are involved. I am sure our IN/RAW team is already onsite in colombo to provide 'inputs' on the rogues out there. SL has no lack of trained hunters, its moles among the faithful they may lack.
If an ameriki citizen has died in the attack, the US authorities do step in, as per US law.

A small country like SL can hardly oppose the bullying might of the US.

Insaf Ahmed, the suicide bomber who blew himself up at Shangri-La Hotel in Colombo, had obtained used cartridges cast aside by the Army through the Industrial Development Board (IDB). This information had been obtained by our sister paper ’Lankadeepa’ by utilising the Right to Information Act.

The suicide bomber had been able to get his hands on the used cartridges under a facility provided to small industrialists. It is revealed that Insaf Ahmed had visited the board on several occasions and was able to procure the cartridges through the mediation of a powerful government politico.

He was registered as an entrepreneur under Colossus Private Ltd at 111/6 Avissawella Road, Wellampitiya under the name M. I. Insaf Ahmed (Registered Number 1611216).

He had made these purchases for productions at the copper factory he owned. Police suspect that the bombs used to cause chaos on Easter Sunday had been assembled by him at this factory.

Ahmed’s family consisted of nine siblings. Ilham Ahmed, a brother, died at the Cinnamon Grand Hotel after blasting one of the bombs, while his wife and two children were killed after a bomb exploded inside a house located at Mahavila gardens in Dematagoda just as security forces personnel were about to enter the premises and arrest them.

Travel advisory would have meant coming out publicly with information that was supposed to have been confidential. It would also have been an advisory for the terrorists and their sponsors that India knows what was about to happen and who will be doing it.

Colombo, Sri Lanka (CNN)Sri Lankan security forces were involved in a shootout and seized bomb-making equipment during raids in the eastern part of the country Friday, as they searched for suspects linked to the Easter Sunday bombings.

A cache of explosives was seized from a house in Samanthurai, following a raid on intelligence information, police said. Security forces also found ISIS uniforms, flags, 150 sticks of explosive Gelignite, 100,000 ball bearings and a drone camera. :roll:

Three explosions were reported in nearby Kalmunai. Security forces exchanged fire during a security operation in the Sainda-Marudu area of the city, police said.

Shooting has broken out between security forces and a group of men in eastern Sri Lanka during a search operation related to the Easter Sunday attacks, according to the Sri Lankan military.

Brigadier Sumith Atapattu said the gun battle began after soldiers were fired upon as they investigated an explosion in the coastal town of Sammanthurai​, 200 miles from the capital.

The military was attempting to raid a property believed to have been used to manufacture suicide vests, according to Sri Lankan media. No details of casualties from the exchange of gunfire were immediately available.

I think we can safely bury the vaunted intel capabilities of the Sri Lankans. They are clearly a shadow of their former selves. Such prolific and widespread locations aren't stocked up overnight, and these guys seem to have been sleeping at the wheel. Perhaps they were busy looking for remnants of the ltte and didn't notice the overgrowth in the backyard.

Wow, smack middle in the midst of war without the awkward initial probing, leading to 2 conclusions:
1- this is a bizzaro inverted war that begins with a bang and ends with a whimper, with no logic behind the initial cause.
2- the cause is actually the reaction and we have missed the probing stages and witnessing the fallout.

Folks I don't understand. The terror attack was in Sri Lanka.
India was only country that warned SL govt twice.
Yet folks jump in and want to flog GOI.
Then others bandwagon.
