Byzantine intrigues

There is an atmosphere of Byzantine intrigues in Isbad these days. The mind boggles at the sheer volume of rumours that are doing the rounds. Many of these have to do with whodunnit to Mr Chairman. Some people say the late lamented Big Ben’s Hubby spent a fortune and lined up with disgruntled elements within The Great Khan’s horde to air the lady’s video. This so that Hubby could discredit and paralyze his nemesis. The other rumour is some of The Great Khan’s erstwhile stalwarts, who were within Mr Chairman’s gunsights got together to do the needful. And so on and so forth. But the rumour that refuses to die down is that Mr Chairman has tendered his resignation which has not been made public. There will be a crisis if he steps down because the government and opposition will have to agree on a consensus candidate. And the final twist in this sorry tale is that to achieve a consensus, there will have to be some give and take with the opposition. Who will give and take what remains to be seen.

Fickle heart

We know The Great Khan has a fickle heart, and people fall in and out of favour very quickly. The latest victim of his fickleness is the captain of commerce, whose worth has fallen in The Great Khan’s eyes because he has told him some home truths, especially about the exploitative nature of the Sino-embrace. The same gent had cautioned The Khan about the unsuitable of A Sad Age for the job of finance czar. The Khan wasn’t a taker for such advice back in the day and later learnt the truth of it to the country’s cost. Beware, all ye beaters of bad news!

Sartorial sense

We hear the family of a close colleague of The Great Khan has presented him with a set of custom made Sherwanis for his official duties. And he’s smartened up as a result of this kindness.

Pakistan general gets life for spying

A Pakistani general has been sentenced to life for spying by a military court that also gave death sentences to a brigadier and a civil officer.
The trio were charged with espionage and leaking "sensitive information to foreign agencies", Pakistan's army said.
It added that Army Chief Gen Qamar Javed Bajwa "endorsed" their sentences.
The army did not reveal who they were convicted of spying for or what information was shared.
However most observers would naturally point to the CIA, says the BBC's M Ilyas Khan in Islamabad. The US and Pakistan have a long history of military co-operation and officers come into frequent contact, he says.

Lt Gen Javed Iqbal was Director-General Military Operations during the Raymond Davis episode. He served as commander of 31 Corps from December 2013 to April 2015, when he retired.

Brigadier Raja was with the ISI and served as the Defence Attache at the Pakistan Embassy in Germany from 2009 to 2012 before retiring in 2014. He appears to have been taken into custody in October 2018. His son filed a petition in Islamabad High Court on October 23, stating his father was missing since October 10.

Five months later, the Pakistan Army disclosed that two senior military officers were in custody on charges of espionage without giving their names. No mention was made of Wasim.

Pakistan court sentences three JeM activists for terror funding - PTI
An anti-terrorism court in Pakistan has sentenced three activists of the Masood Azhar-led Jaish-e-Mohammad (JeM) for five years each in jail for arranging funds for the proscribed terror outfit amid pressure from the global community to rein in militant groups.

The Anti-Terrorism Court found the trio guilty in three separate cases on Friday after funds collected for the militant outfit were recovered from them {Weren't they arrested only on Thursday?}.
They were sent to central prison in Gujranwala in Punjab province.

The convicts M Iftikhar, Muhammad Ajmal and Bilal were also fined Rs 45,000, Rs 50,000 and Rs 40,000 respectively besides the sentence.

The Counter Terrorism Department (CTD) in Gujranwala had earlier registered a case against them, the Express Tribune reported.

According to Punjab CTD spokesperson, the investigations and prosecutions are being followed to stop proscribed organisations from indulging in terror financing.

The spokesperson warned these organisations and their leaders to desist from such acts or action would be taken against them.

Pakistan launched a crackdown against supporters of militant outfits :) after pressure from the international community to stop support to the militant groups.

Three members of the Mumbai attack mastermind Hafiz Saeed-led Jamaat-ud-Dawa were arrested Thursday on charges of terror financing in Punjab province.

Six JeM members were arrested for allegedly collecting funds for the terror group on Wednesday.

On Monday, three terrorists belonging to the Islamic State (IS) and Lashkar-e-Jhangvi (LeJ) militant groups were arrested by the CTD officials in Pakistan’s Punjab province.

Last week, six activists of the JeM and the Lashkar-e-Jhangvi (LeJ) were arrested by the CTD from Gujranwala, Rawalpinid, Multan and Lahore for allegedly collecting funds to finance terrorism.

Paris-based international terror financing watchdog FATF in June last year placed Pakistan onto its watch list in a bid to push the country to halt support for militant groups.

In February, the FATF decided to continue the ‘Grey’ listing of Pakistan for its failure to stop funding of terrorist groups such as the JeM, the Lashkar-e-Taiba (LeT) and the JuD.

The Pakistan government arrested over 100 members of banned outfits including JeM chief Azhar’s son and brother and also taken control of JeM, JuD and FIF’s properties including seminaries and mosques across the country. :rotfl:

Pakistani teacher booked for forcing student to eat grass for not learning school lesson
A Pakistani school teacher has been booked for forcing a primary school student to eat grass as punishment for not learning his lesson.

The video of the school teacher went viral on social media as it showed seven-year-old Kashan being forced to either eat grass or read out the lesson in front of his class fellows. The video clip shows Kashan failing to read the lesson and instead ending up eating grass after being forced by his teacher - identified as Hamid Raza. The incident happened at the Government Primary School in Fatehpur, Lodhran, a small city in Punjab province of Pakistan.

Mohammad Asghar, the father of Kashan, told Dawn that the incident happened two days ago. “The teacher is our relative and we forgive him for his act that he did as a joke,” Asghar said.

District Police Officer Malik Jameel Zafar, however, took notice of the incident and directed the police to investigate the incident. He ordered strict action if the teacher was found guilty.

After the investigation, the police lodged a first information report (FIR) against Hamid.

Lodhran education chief executive officer Abdul Razzaq said that he would look into the matter and take action against the teacher.

Govt moves to set up CPEC Secretariat

Project director of the new CPEC Secretariat is likely to be somebody with military background, said a top official of the Ministry of Planning and Development on Friday.

The project director will head two wings – the coordination and monitoring wing and the research wing – and will enjoy vast powers, according to the concept paper of the new CPEC Secretariat and the authority.

In order to keep the matter secret, the Ministry of Planning and Development did not prepare a new working paper for approval of the revised PC-I by the CDWP. The deputy project director only gave a presentation to the CDWP. The planning ministry also did not mention the CPEC Secretariat in its official statement.

Unarmed protestors aligned with the Pashtun Tahaffuz Movement (PTM) have been killed at a checkpoint in North Waziristan. Two MNAs belonging to the PTM have been arrested and their whereabouts remain unknown. The president of Pakistan has filed a reference against a Supreme Court judge widely considered to be independent-minded and critical of the establishment. A media blackout means no detailed coverage of these events. As these developments unfolded this week, the government was conspicuous by its silence; while the occasional spokesperson and legislator has taken to the airwaves to speak against the PTM and its leaders, the Prime Minister himself and the party’s senior leadership have chosen to keep their mouths shut.

This is unsurprising. If it was not clear already, it should now be painfully obvious that the PTI government has very little control over the country it is ostensibly governing. On matters of foreign policy, internal security, and even the economy, the Prime Minister and his team can evidently do little more than timidly look on as the machinery of the state is deployed to pursue a profoundly anti-democratic agenda. Indeed, if not for the seriousness of the issues at stake, it would be funny to see social media dredging up old tweets by PTI leaders – including Imran Khan – sympathizing with the PTM and celebrating Justice Qazi Faez Isa. While the Prime Minister and his team have long suggested that taking U-turns is a hallmark of great leadership, apparently demonstrating a capacity to change course as and when circumstances evolve, it increasingly seems that the government’s flexibility is derived from its complete and utter spinelessness.

Naya Pakistan was supposed to be different. When campaigning for power, Imran Khan was fond of claiming how his government would bring an end to the corruption, injustice, and inefficiency that have plagued Pakistan since its creation. There were some who, from the very beginning, believed that the PTI would never really be able to deliver on these promises; the party lacked a coherent ideological vision, was stuffed full of turncoats and relics from the country’s political past, and displayed an affinity for authoritarian force that belied its stated commitment to upholding democracy and ensuring accountability. Yet, given that millions nonetheless endorsed the party’s populist message of change, it is worth asking what the government now thinks of itself. As it presides over a shambolic economy and unrelenting attacks on the democratic rights of Pakistan’s citizens, do the PTI and its leadership reflect on the promises they have broken and the faith they have betrayed? Or was the plan always to provide a façade of legitimacy as the country’s true powerholders reasserted their position within the country’s broader political framework, with the PTI just warming seats in parliament while getting fat off the land in much the same way as it accused its opponents of doing in the past?
The Pakistani state has never really cared for the average citizen. If there is one thing that defines the country’s history, it is a profound contempt for the needs, rights, and aspirations of the common man. It is a history in which the state has long made use of violence and coercion to silence dissent and discipline the citizenry, with scant protection from the arbitrary exercise of power by the state. Indeed, the missing people who have been the focus of so much attention and state repression these past two decades simply represent the latest instance of the state’s lack of concern for the law, just as the marginalized status of so many of the country’s minority ethnic and religious communities is but the continuation of decades of official neglect and indifference. Similarly, the government’s announcement that it will create a Rs. 20 billion ‘support’ fund for the stock market – essentially a bailout for the already very rich – at a time when IMF-dictated austerity is savaging the lives of the less fortunate represents more of the same that Pakistan has seen from the very beginning. This is a country where being rich, possessing the right markers of identity, and professing the right kind of status-quo politics, yields every kind of benefit. For everyone else, the poor, those born into the wrong community, and those engaged in any kind of dissent, there is the lash and the bullet.

When Imran Khan finally broke his silence on Friday, it was to do two things; tweet banal words of encouragement to the Pakistan cricket team at the start of the World Cup, and to lecture the OIC on the need to combat global Islamophobia. As he said these words, journalists were being arrested or muzzled for reporting on events in Waziristan, judges were having their good name dragged through the mud, opposition politicians and activists were being beaten in the streets of Islamabad, and petrol prices were being raised on the eve of Eid. Less than a year into his term, Imran Khan has led a government that has clearly failed to deliver on its radical rhetoric, ceding policy space to the establishment, yielding the narrative to a jingoistic troll army on social media, and giving up the moral high ground to an opposition that is, itself, far from perfect. As always, Pakistan’s issues will not be solved by more of the same, by returning to the failed policies of the past that have brought the country to this juncture. Repression and coercion have not worked before and they will not work now; political problems require political solutions, whether they involve organizations like the PTM or questions about the distribution and allocation of the country’s resources, and such solutions can only come through effective political leadership and will. The Prime Minister apparently lacks these at present, and one can only hope it emerges in the days and weeks to come.

ISLAMABAD, Pakistan — A Pakistani Hindu man has been charged with blasphemy against Islam, in the latest case under a controversial law that critics say has been used to persecute and marginalize religious minorities.

Ramesh Kumar Malhi, a veterinarian in the district of Mirpur Khas in the southern province of Sindh, was arrested on Monday and charged with blasphemy after a cleric said he had delivered medicine wrapped in verses from the Quran. Conviction under Pakistan’s blasphemy law carries a sentence of death.

After news of the arrest, riots broke out in the Phuladiyon neighborhood, where Mr. Malhi lives, and protesters burned shops belonging to Hindus.

Uncovering Pakistan's secret human rights abuses - M Ilyas Khan - BBC News, - 2 June 2019

Tens of thousands of people have been killed in Pakistan's long battle with militants as part of the post-9/11 "war on terror". Evidence of murder and torture by soldiers and insurgents is emerging only now. The BBC has gained rare access to some of the victims.

It was early in 2014 when TV news networks trumpeted a major victory in the war against the Pakistani Taliban - the killing of one of the group's most senior commanders in a night-time air raid.

Adnan Rasheed and up to five members of his family were reported to have died in the strikes in the North Waziristan tribal area, near the Afghan border.

Rasheed, a former Pakistan Air Force technician, was well-known. He had written an extraordinary letter to Malala Yousafzai, the schoolgirl and activist shot in the head by Taliban gunmen in 2012, attempting to justify why it had happened. He'd also been in prison for trying to assassinate former President Pervez Musharraf - until he broke out.

Now it appeared that his luck had run out.

Quoting security officials, news channels reported on 22 January 2014 that Adnan Rasheed's hideout had been targeted two nights earlier in the Hamzoni area.

Waziristan and other parts of the vast mountainous tribal region have been controlled and locked-down by the Pakistani military since the US invasion of Afghanistan after 9/11, which saw Taliban fighters, al-Qaeda jihadists and other militants flee over the porous border.

Outsiders, including journalists, cannot get in - so verifying claims from the security forces is extremely difficult. Those who have reported stories from Waziristan that don't reflect well on the military have found themselves punished.

It turned out a year later that the jets had hit the wrong target - Rasheed confirmed this when he emerged in a video to prove he was alive.

Instead of taking out a top militant, Pakistan's military had actually killed the family of a local man who had his home blown to pieces.

The authorities have never acknowledged they made a mistake. The BBC travelled to Dera Ismail Khan, a town on the banks of the river Indus that is the gateway to the remote and forbidding tribal areas, to meet the man whose house was hit.

"It must have been 11pm or thereabouts," recalls Nazirullah, who was 20 at the time. He and his wife had recently married and had the rare privilege of a room to themselves. The rest of their large family slept in the only other room in their house in Khatei Kalay village.

"It was as if the house had exploded. My wife and I were shaken out of our sleep. There was a strong smell of gunpowder in the air. Both of us rushed to the door and stepped out, only to discover that the entire roof of our room had already collapsed, except a corner where our bed was."

The roof of the second room had also collapsed, and a fire was raging across the compound. Nazirullah heard cries from the rubble and, with his wife, frantically tried to help those they could see in the glow of the fire.

Neighbours helped them dig out the injured and the dead.
Four of Nazirullah's family died, including a three-year-old girl. His niece Sumayya, whose mother was among those killed, was then just a year old, and survived with a fractured hip. Another four members of the family were rescued from the rubble. All suffered fractures and other injuries.

Nazirullah's family has since moved back to Dera Ismail Khan, where life is more peaceful.

Like many others in this part of Pakistan, they have had to move several times to escape an insurgency that has been raging in the tribal areas for nearly two decades.

According to authorities and independent research groups, militant violence since 2002 has forced more than five million people in Pakistan's north-west to leave their homes to seek refuge either in government-run refugee camps or rented houses in peaceful areas.

There are no official figures of the total death toll of this war but estimates from academics, local authorities and activists put the number of civilians, militants and security forces killed at well over 50,000.

Local rights activists say scores of civilians have been killed in successive air campaigns and ground operations by the military. They have been collecting video and documentary evidence to back up their claims.

These activists are linked to a prominent new rights campaign called the Pashtun Tahaffuz (Protection) Movement (PTM) which emerged early last year and has since been publicising alleged rights abuses in the tribal region that victims had previously been too scared to report.

"It has taken us almost 15 years of suffering and humiliation to gather courage to speak up, and to spread awareness about how the military trampled our constitutional rights through both direct action and a policy of support for the militants," said Manzoor Pashteen, the top leader of the PTM.

But the group is under pressure. The PTM says 13 of its activists were killed on 26 May when the army opened fire on a large group of protesters in North Waziristan. The army said at least three activists were shot dead after a military checkpoint was attacked. The PTM denies this but two of its leaders, who also serve as MPs, have been arrested.

A number of cases highlighted by the PTM - and which the BBC investigated independently - were shared with a Pakistani military spokesman but he declined to respond, calling such allegations "highly judgmental".

There was no response to BBC requests for comment from the government of Prime Minister Imran Khan, even though Mr Khan raised the issue of rights abuses in the tribal areas when he was an opposition politician.

Funny to see that the Dawn comments section on a couple of articles pertaining to the BBC report and the counter by Justice Isa have been quickly closed, probably under instructions from ISPR because the comments were beginning to be hostile to the 'establishment'.

Polio: WHO retains Pakistan travel restrictions for 90 days
Expressing grave concern over “significant increase” in polio cases in Pakistan, the International Health Regulations (IHR) Emergency Committee has extended for another three months travel restrictions on the country to check the spread of poliovirus. The extension came during the 21st meeting of the emergency committee regarding the international spread of poliovirus at the WHO Headquarters, according to a statement.

They are all rabid India haters, including Fawad Chaudhry. It just happens that they are in a silly cat fight and are airing their dirty linen in public. It is likely that somebody in ISPR/ISI got Sami to peddle these rumours anyway.

Easy to fix the typos.
Furthermore, if India seriously aspires to play a major regional and global role it has to relate to squash Pakistan more positively and but show greater consideration toward the other south Asian countries the countries of BIMSTEC.

Is Pakistan Headed for Political Crisis? The government (and military) may have miscalculated in their attempt to take down a popular judge.
It’s deja vu all over again. At a time when Pakistan is going through a serious economic crisis, the all-powerful military establishment has done something that could create further political instability and even derail the Imran Khan government. After targeting politicians in the name of anti-corruption or accountability through Khan, the military establishment has turned its attention to judges who are not in the good books of GHQ.

The Imran Khan government has moved reference or a case against Justice Qazi Faez Isa of the Supreme Court and Sindh High Court judge KK Agha to the Supreme Judicial Council, claiming that they have not declared their overseas properties in their tax returns.

On the face of it, it looks a well-thought out plan — but it went wrong because the army has picked the wrong judge to target. The case is reminiscent of when Pakistani President General Pervez Musharaff sacked and then arrested the then-chief justice of Pakistan Iftikhar Muhammad Chaudhry, which galvanized into a lawyers’ movement, one of the biggest civil protests in the history of Pakistan, and ultimately led to the downfall of Musharaff. The Justice Isa case too has similar portents. Incidentally, both Chaudhry and Isa hail from insurgency-ridden Balochistan province and delivered verdicts that have not sat well with the army.

Many believe that the real reason for filing reference against Isa is that in two cases he has not only pulled up the military establishment but has also asked it to remain within its constitutional confines.
The verdict concluded by saying that the government of Pakistan through the Ministry of Defense and the respective chiefs of the army, the navy, and the air force are directed to initiate action against the personnel under their command who are found to have violated their oath.

This clearly raised eyebrows at GHQ in Rawalpindi, as for the first time in the history of Pakistan such language was used against the armed forces, especially the ISI.

Zahid Mukhtar, a senior journalist based in Lahore, told India Legal that the language used in the verdict has put the armed forces in a serious bind and they were forced to file a review petition against it.

“But as per law the review petition will be heard by the same bench,” he explained, “and if it rejects the review petition, then it can create a serious constitutional crisis.”

Mukhtar said most legal experts are of the view that the army wants to get Isa out of its way before the review petition comes up for a hearing and thus intelligently moved a reference against him through the Khan government.

Hafiz Saeed not allowed to lead Eid prayers at his 'favourite' venue in Lahore - PTI
For the first time in years, Mumbai attack mastermind and Jammat-ud-Dawa (JuD) chief Hafiz Saeed was not allowed by the government on Wednesday to lead Eid-ul-Fitr prayers at his favourite venue Qaddafi Stadium here [Lahore], an official said.

Instead, Saeed, chief of UN-designated terrorist organisation JuD, offered prayers at a local mosque adjacent to his Jauhar Town residence here [Lahore].


"JuD chief Saeed wanted to lead the Eid prayers at the Qaddafi Stadium but he was conveyed by an official of the Punjab government a day before (Tuesday) that he could not do so. In case he goes ahead with his plan (to lead the Eid prayers) the government may arrest him,” the official privy to the development told PTI.

He said Saeed having no other option "followed the government direction" and dropped the idea of leading the prayers at the Qaddafi Stadium.


Saeed had been leading the prayers on both Eid-ul Fitr and Eid-ul Azha at the Qaddafi Stadium for many years without any hindrance. Rather the government used to provide him foolproof security.

In the past Saeed not only led the prayers but also propagated his views especially on Kashmir before a large gathering of people assembled on such religious festivals.


Saeed, who was banned on December 10, 2008 by the UN Security Council after the horrific Mumbai attacks in which 166 people were killed, is keeping a low profile since the Imran Khan government launched a crackdown on proscribed organisations some three months ago to fulfil its obligations regarding international terror financing watchdog Financial Action Task Force (FATF).

In February, Paris-based international terror financing watchdog FATF decided to continue the 'Grey' listing of Pakistan for its failure to stop funding of terrorist groups such as the Jaish-e-Mohammed (JeM), the Lashkar-e-Taiba (LeT) and the JuD.

In March, Saeed was barred by the government from delivering weekly Friday sermon at Jamia Masjid Qadsia, the JuD headquarters in Lahore.
Saeed was never stopped from delivering Friday sermons even during the years when Masjid Qadsia's control was under the Punjab government.


The JuD is believed to be the front organisation for the LeT which is responsible for carrying out the Mumbai attacks. It had been declared as a foreign terrorist organisation by the US in June 2014.

The US Department of the Treasury has designated Saeed as a Specially Designated Global Terrorist, and the US, since 2012, has offered a $10 million reward for information that brings him to justice.

India should offer Uncle Sam a Billion US Dollars and that should enable the US to offer say 100 Million to buy the Teroristani Jernails and then Modi Ji can say to Uncle Sam "Bob's your Uncle!"
