The idea of Congress as distinct from the Congress party

The Congress has been a banyan tree of ideas under which a broad range of multiple and even diverse ideas have been nurtured and nourished as long as they have a common core ethos—which is in line with the fundamentals of the ideological frame of the Congress and the idea of India. The party structure has historically replicated the banyan tree approach in its organising principles and provided space for a range of ideas and ideological persuasions ranging from socialist Left to the soft-Right as embodied in the contrasting personalities of Nehru and Rajaji in the early years of Independence or between Narsimha Rao and Arjun Singh in the 1990s and, most interestingly, during 10 years of the UPA between the politics of Manmohan Singh’s economic worldview and Sonia Gandhi’s unwavering support to citizens’ socio-economic rights and entitlements. However, the core ethos of the Congress has always provided the fulcrum around which diverse set of ideas and actors have coalesced and functioned in reasonable harmony.

Dramatic changes in the socio-economic conditions and political landscape of the country and the consequent ramifications in the internal space of the Congress party structure, organisation and leadership, have resulted in acute tensions, deep contradictions and profound inertia within the Congress party. Significant parts of the spectrum of ideas constituting the banyan tree and the ideological frame of Congress have been under tremendous stress and have also been gradually discredited in the public narrative.

For instance, the idea of the state playing a central role in the economy is being keenly contested in the political domain like the ideas of secularism and pluralism. This has led to multiple incarnations in the positioning and posturing of the party. It has also led to a feeling of confusion or disarray in the realm of ideas with a lack of clarity on what constitutes or does not constitute the banyan tree.

This situation has created a disharmony and apparent contradiction between the party and its own core ideological framework—which often gets manifested as the distancing of the party from a coherent and consistent set of ideas. Amidst, these tensions, the core ideas of the Congress, appears to have faded or diminished. It is important to understand that the idea of Congress and the Congress party structure are not collapsible nor can be used interchangeably. Therefore, a gaze mediated through the party lens might see a weakening of the core ideas while in reality, the core ideas of the Congress still resonate strongly with the core ideas/idea of India—even when the massive Modi victory seems to be challenging it.

With this backdrop, it becomes extremely critical to resurrect and amplify the core ideas of the Congress in a language and grammar which speaks to the current times. This is a challenging task as the external reality for the first time in independent India has created conditions for fundamental challenges, subversion and attacks on these core ideas and ideals of the Indian republic. The need to strongly rearticulate core ideas of the Congress—and not of the party structure—is most urgent. It is time to resurrect the Congress sans the Congress party.

Re-energising the Congress through mass mobilisation and social movements

The Congress has never been a cadre-based party but has always had robust space for mass movements reflecting the aspirations and struggles of the common people. In fact, the core ethos and politics of the Congress usually got reflected through these movements. This kept the politics of the Congress dynamic close to the ground and lived realities of common people. The other strand of the Congress has always been the party structure. In the recent past, the party structure continues to function but the space for mass movements (based on people’s politics) has shrunk. This has gradually disconnected the Congress from the realities of the people. It has also meant that the Congress as an idea is identified more and more with the Congress party structure, and the party structure has been captured by entrenched interests.

In the coming years, the Congress must put all its energies into reviving the movement space and connecting with the issues of poor and ordinary people to ensure that the mass character and the pro-poor and marginalised bias of the idea of the Congress remains intact. This should guide the politics of the party, and it should not be steered by the vested interests and limitations of the party structure.

The Congress and civil society

Civil society has continued to work in this space of movements and people’s issues, embodying the values of justice, dignity and rights. They have gradually occupied this space with some successes and failures. Their mass base varies but the value proposition remains undiluted. They also work in far closer coordination with the poorest and marginalised and reflect the issues affecting them. Civil society organisations largely work as a non-party political force. They are clear that the issues they raise are very political like caste atrocities, displacement, land rights, public health and education. Nevertheless, they do not align with any political party and believe that their role should be focused on making power accountable irrespective of party lines.

It is evident that a robust civil society needs an enabling environment in which their primary right to exist and civic right of association or function is not stifled. With this backdrop, the Congress would benefit significantly by working in close or loose coordination (or alliance) with civil society, which can strongly help in amplifying the issues of the common and marginalised people. This could revive the movement space of the Congress by foregrounding people’s issues and also help in mass action. On the other hand, the Congress must with due humility reach out to civil society and adopt/imbibe the people’s agenda and build traction for the core issues of poverty, exclusion and development.

A broad cross-section of Indian people shares a deep commitment to strengthen and protect the core ideas of the Indian Constitution and republic. The threat to the core ideas of the Constitution should not be viewed as being limited to pluralism and secularism, given the current context of extreme stress on these values. These are extremely important but these threats loom large on fundamental values like human rights, human dignity and social justice, particularly from the perspective of the most marginalised and excluded citizens and communities of India. These are also endemic problems facing the country and real issues of the common people.

If the so called "intellectuals" are so clueless it can only mean good news for BJP and Modi. If they cannot draw the right lessons they obviously cannot prepare the correct antidote. They will forever be engaged in fighting the shadows while Modi focuses on the real issues and gets a walk-over.

Now that Rahul Gandhi has walked away, the Congress’ karmic decrepitude has cast its dysfunctional spell on its leaders. Except in Goa, no large-scale desertions have taken place. The JD(S)-Congress coalition in Karnataka had to collapse, with or without Rahul Gandhi at the helm of affairs in the Congress. A chilling realisation is taking place: Rahul Gandhi is not being particularly missed.

ANY ATTEMPT TO make sense of why the Congress finds itself in such a state of utter lack of imagination and initiative has to necessarily begin with an understanding of the nature of Sonia Gandhi’s presidential innings. The very fact that she remained the president–and, a very controlling and a very commanding boss at that—for 19 long years has inevitably shaped the Congress and its political reflexes and impulses, not just its organisational culture but also its self-image.

Most serious students of political history are in general agreement that the personality of the person at the top does end up defining an organisation’s élan and its collective behaviour. And, historians often trace a leader’s failures and accomplishments to the strengths and weaknesses of his/her personality—their anxieties, the nature of childhood experience, the content and circumstances of adolescent socialisation, the inner moral struggles in adult life, the spiritual scars acquired in public life, etcetera.

Ironically, so little is known about Sonia Gandhi’s psychological profile; yet this very personality has left its imprint on the Congress’ organisational abilities and capacities.

After all, she was the daughter-in-law of one of the most successful political leaders in independent India; what could be a better classroom than Indira Gandhi’s dining table; and, she had a ringside view of how in and out of power Indira Gandhi got the better of her political detractors and adversaries. A unique learning experience.

More relevantly, Sonia Gandhi must have observed how, despite a massive mandate, her husband could not get the better of the Congress party establishment. Rajiv Gandhi’s days as ‘a rebel and a reformer’ did not last long; he was spectacularly rebuffed when he tried to challenge ‘the ruling orthodoxies’. Sonia Gandhi was a witness to how, after his short-lived rebellion, Rajiv was constrained to make his peace with those very ‘power brokers’ he had denounced so grandiloquently at the Bombay Centenary Session. This must have been an absorbing lesson in the Congress realpolitik and the Congress leaders’ taste for intrigue and double talk.

In her turn, Sonia Gandhi was absolutely clear from day one as the Congress president: she would not take on the Congress, she would not try to reform this oldest political formation in the world. For their part, the Congress leaders and cadres understood that Sonia Gandhi alone could help them gain power and they were perfectly happy to offer obedience and loyalty in return for patronage and perks of office.

This was a mutually satisfying arrangement: the Congress leaders did not have to make any kind of commitment about issues of ideology. ‘Pragmatism’ became the working principle and ‘electoral victories’ the only yardstick of ‘political success’. As long as Sonia Gandhi was able to work her presumed magic with the voters, Congress leaders throughout the country were content to fall in line; no one bothered to even register that all avenues of ‘inner democracy’ had been choked off. Nor was anyone in a position to question the role ‘the family’ had come to acquire. There was an awe-inspiring mantra: party leaders had no say when it came to the Family and its involvement in the party. No one was prepared to challenge Sonia Gandhi when it became apparent, sometime around 2009, that her supreme priority was to ensure her son’s elevation, first as the Congress president and then, if possible, as the Prime Minister of India.

FOR MOST CONGRESS leaders, the idea of a Rahul presidency had a comfortable, tautological ring to it; the prospect of a Rahul premiership was even more intoxicating. The more cunning among them began pushing and promoting their sons and daughters, as they correctly sized up Sonia Gandhi’s own dreams for Rahul.

Janardan Dwivedi, a long-serving general secretary in the All India Congress Committee, had, on September 15, 2014, sent in his resignation, in the hope that it would provide Sonia Gandhi with a good enough reason to completely overhaul the Congress hierarchy, especially revitalise the crucial slate of general secretaries and secretaries. But Sonia Gandhi was now risk-averse; she was not going to develop an appetite for taking on the entrenched establishment politicos. Her priority was not rejuvenation of the Congress; it was elevation of Rahul Gandhi as the organisational boss.

While it was easy to impose Rahul Gandhi on the Congress, the voters in India were not to be so easily taken in. Somehow Rahul Gandhi’s quest for power could garner neither the requisite political acceptability nor the minimum moral respectability. Twice, in 2014 and 2019, the Idea of Rahul stood comprehensively rebuffed.

SO, WHY HAS there not been a regime change in the Congress?

For one thing, no one can be sure as to how sincere the Family is in insisting that it would not provide a ‘president’. Many veterans know that Rahul Gandhi is a complicated man—impetuous, erratic, imperious, with an oversized sense of entitlement; they know he has walked away from the president’s job in a huff because he is peeved that the senior leaders were not in sync with his sophomoric “chowkidar chor hai” virulence during the 2019 Lok Sabha campaign; and now, these veterans suspect that Rahul Gandhi has unleashed a war against the Congress, the very political party that is the only raison d’être for his place in India’s public life.

These life-long durbaris discern that the Family—Rahul, Priyanka and Sonia—is on the same page in this display of tantrums. Many of those who know the family intimately suggest that it will not allow the Congress to settle down to a different tune and to a different bandmaster.

There is a sober view that Rahul Gandhi and the Family have an obligation to help the party make the transition; yet, even the most ‘loyal’ seniors remain befuddled about the Family’s intention.Many are wondering whether some kind of a ‘strategic cunning’ is at work, letting things drift, smoking out potential challengers.

“Power structure will not change,” believes a very senior loyalist. Another one argues that there may be a de jure change but de facto power will remain with the Family. No substantive leader— not that there are that many—would knowingly confine herself/ himself to the front office while the Gandhis managed the store from the backroom.

The Family must have also noted that there has not been any massive outcry for the Gandhis to stay put. On the other hand, there is considerable resentment among many senior Congress leaders who want the Family to just go away.

The Family has been given a taste of ineffectiveness, as Priyanka Gandhi discovered the other day when she tried to intercede on behalf of Navjot Singh Sidhu. She is a general secretary in charge of Uttar Pradesh, but cannot resist the temptation to play the ‘high command’. She is reported to have sent her secretary, Kanishk Singh, to Punjab Chief Minister Amarinder Singh with a message to find an honourable way of accommodating the very difficult Sidhu. The Captain simply refused to grant an audience to Priyanka Gandhi’s emissary. Amarinder Singh no longer felt the need to humour a cabinet colleague who refused to acknowledge the chief minister’s authority

Here is the Congress conundrum: the Gandhis will not—and cannot be expected to—fade away into political oblivion. That much Rahul Gandhi has forewarned. In his letter of resignation, he has announced that “I will, of course, continue to fight for the ideals of the Congress Party with all my strength.” Given their famous surname, the Gandhis could easily grab headlines, and occasionally land themselves in controversies, which, in turn, would force the ‘new Congress’ to come to their defence.

Even if there is a genuine regime change, the Gandhis will continue to queer the pitch. It is no secret that there is a series of legal cases involving the Gandhis, and each court appearance can become an occasion to remind everyone about the centrality of the Gandhis to the organisation.

A new narrative has been instigated that the BJP/RSS would be only too eager to see the back of the Gandhis, as they remain the only obstacle in the saffron crowd’s all-India domination. This, of course, does not take into account the comprehensive rout that the Congress has suffered on the Gandhis’ watch in 2014 and 2019. These Family partisans prefer to attribute a Machiavellian cleverness to the Amit Shah-Modi duo, without realising that the Gandhis’ presence at the top of the Congress party suits the Nagpur commissars.

A cold war between the Congress and the Gandhis is round the corner. “He [Rahul] will burn the house down rather than have someone else occupy it,” says an astute friend of the Family. Even if the Congress manages to find a ‘replacement’ for Rahul Gandhi, ingrained habits of compliance and submission would assert themselves; it will be easy for the Family to see to it that no new leadership arrangement sustains itself. A year of disarray and dispiriting electoral defeats in Maharashtra, Haryana and Jharkhand would see a clamour for the return of the Gandhis.

The Congress party is suffering a huge crisis as a consequence of its great defeat in the 2019 Lok Sabha elections. At such a critical juncture for the party, the CEO of Oxfam India appears to be inviting the Congress party to engage in a quid pro quo deal with civil society.

Amitabh Behar, Chief Executive Officer (CEO) of Oxfam India, recently wrote a fawning article on the Congress party. In the article, Behar offers numerous sermons to the Congress party and eulogizes its idea of India.

It’s extremely troubling as Oxfam is an international organization with interests that do not appear to align with the national interests of our country. That an international organization that claims to be an ordinary Non-Government Organization is directly interfering with the politics of the country should ring alarm bells at the highest echelons of power.

Behar’s article displays blatant political partisanship as he eulogizes the Congress party while demonizing the current ruling dispensation. It’s also a foreign-funded NGO registered under the FCRA Act with registration number 231661035. That the CEO of Oxfam India is directly attempting to influence the politics in the country sets a dangerous precedent as international organizations and hostile countries could use FCRA NGOs to influence the outcomes of Indian elections. It is a threat to the sovereignty of the country and has profound implications for our national interests as well.

Behar says of the Congress, “The Congress has been a banyan tree of ideas under which a broad range of multiple and even diverse ideas have been nurtured and nourished as long as they have a common core ethos—which is in line with the fundamentals of the ideological frame of the Congress and the idea of India.”

The CEO of Oxfam also argues that the Congress party should work closely with “civil society”, a euphemism for foreign-funded NGOs and others that have close ties with ‘Urban Naxals’. He argues that Congress should enter an “alliance” with civil society and reach out to such organizations with “due humility” to ensure the revival of the party.

He writes, “It is evident that a robust civil society needs an enabling environment in which their primary right to exist and civic right of association or function is not stifled. With this backdrop, the Congress would benefit significantly by working in close or loose coordination (or alliance) with civil society, which can strongly help in amplifying the issues of the common and marginalized people. This could revive the movement space of the Congress by foregrounding people’s issues and also help in mass action. On the other hand, the Congress must with due humility reach out to civil society and adopt/imbibe the people’s agenda and build traction for the core issues of poverty, exclusion and development.”

It is important to remember that the Congress party has allied with foreign-funded organizations inimical to Indian national interests in the past. For instance, people associated with foreign-funded organizations were part of the National Advisory Council committee that drafted the anti-Hindu Communal Violence Bill.

The Congress party is suffering a huge crisis as a consequence of its great defeat in the 2019 Lok Sabha elections. At such a critical juncture for the party, the CEO of Oxfam India appears to be inviting the Congress party to engage in a quid pro quo deal with civil society.

In its desperation, if the Congress party does decide to ally with such organizations, it will provide an opportunity for international institutions to interfere with the democratic process of India. It could have grave consequences for our country and it ought to concern every citizen of this country regardless of their political orientation. The Government of India, too, ought to follow the matter closely and take steps to ensure that the sovereignty of our country isn’t compromised by international organizations.
