The statement reinforces Pakistan’s concerns, repeatedly highlighted to the FATF membership, about India’s attempts to politicise the FATF proceedings to further its narrow, partisan objectives,” read the FO statement.
“India’s incessant smear against Pakistan and blatant partisanship also call into question its credentials to be co-chair of the Asia-Pacific Joint Group that reviews Pakistan’s progress to implement the FATF Action Plan,” the FO said, adding that these concerns have been previously brought to the attention of FATF members.
It urged the group’s members to take notice of India’s malicious campaign against Pakistan and reject any attempt aimed at politicising the FATF proceedings.

“It is important for FATF to ensure that the process remains fair and unbiased,” said the FO.
Pakistan had raised the same demand in March this year when it asked the FATF to remove India as co-chair of the Asia-Pacific Joint Group to ensure that the FATF review process remained objective.
Asad Umar, who has since been removed as finance minister, had asked FATF President Marshall Billingslea to appoint any other member as co-chair of the group in place of India.
The Joint Group is a sub-body of the International Cooperation Review Group (ICRG) of the Asia Pacific Group. Pakistan is a member of the APG and its case is being presented before the FATF by the APG. India’s Financial Intelligence Unit’s (FIU) director general is the co-chair of the Joint Group.

“India’s animosity towards Pakistan is well known and the recent violation of Pakistan’s airspace and dropping of bombs inside Pakistani territory is another manifestation of India’s hostile attitude,” Umar wrote in a letter to the FATF president.
In his letter, the then-finance minister referred to a statement regarding efforts for global isolation of Pakistan and India’s call for the blacklisting of Pakistan during the ICRG meeting on February 18, 2019, which demonstrated Indian intentions to hurt Pakistan’s economic interests.
The Indian defence minister’s provocative statement and Pakistan’s rebuttal come just days before the FATF plenary meetings scheduled to be held in Paris from October 13 to 18.
According to the recently released final Mutual Evaluation Report of the Asia Pacific Group (APG), Pakistan faces high risks of money laundering and terror financing and it needs to improve the understanding of these risks that are also animating from various terrorist groups operating in the country.
The report was released 10 days before the FATF plenary meeting, which is going to give its decision on Pakistan’s status on its grey list.
After the APG report, chances are high that Pakistan would be retained on the grey list.

Prince Salman gave Prime minister Khan his private jet to travel to the United States on a week-long visit and to attend the 74th session of the United Nations General Assembly (UNGA) in New York last month.
Khan went to Riyadh and held talks with the Crown Prince first before leaving for the US. It was reported that the special jet developed a 'technical glitch' as Khan was returning to Islamabad from New York on September 28, forcing the prime minister and his delegation to return to New York and then take a commercial flight back to Pakistan. However, according to a report in weekly newspaper The Friday Times, the Crown Prince recalled the plane as he was unhappy with some of Khan's actions. 'Inexplicably, the Saudi crown prince, Mohammad bin Salman, was so alienated by some dimensions of the Pakistani prime minister's diplomacy in New York -- he couldn't have been happy at the prospect of Imran Khan, Recip Tayyib Erdogan and Mahathir Mohammad planning to jointly represent the Islamic bloc, nor with Pakistan's interlocution with Iran without his explicit approval -- that he visibly snubbed Imran by ordering his private jet to disembowel the Pakistani delegation,' says the editorial written by veteran journalist Najam Sethi. Pak: An army with a country.
There have been recent rumours about an impending military coup in Pakistan. That is not something new or surprising in that country, since civilian rule is a nominal mask for military dictatorship.
Pakistan is not a normal country with political leaders, a Parliament, a constitution, the army and other branches of the state. It is one of the few places in the world where the army owns a country and runs it. The army is also in charge of a substantial portion of its economy.
After Indian action on Article 370, Pakistan appears to be very concerned about our 'secular’ fabric. They are trying to raise the issue in every way possible, without success.
In their ignorance or over enthusiasm, they claim that Kashmir is the jugular 'vain’ of Pakistan, as a recent press release by their official spokesperson, Director General ISPR revealed: “Pak Army is fully configured, prepared & determined to defend honour, dignity & territorial integrity of motherland at all cost. Kashmir is jugular vain (sic) of Pakistan & no compromise shall be made which denies right of self-determination to our brave Kashmiri brethren” - COAS. Such is their level of vain about the jugular!
Their Constitution – the 1973 version visualises– to quote from its preamble, “Whereas sovereignty over the entire Universe belongs to Almighty Allah alone, and the authority to be exercised by the people of Pakistan within the limits prescribed by Him is a sacred trust; wherein the principles of democracy, freedom, equality, tolerance and social justice, as enunciated by Islam, shall be fully observed”
It is the Pakistani Army which is the chosen instrument to implement the will of God. This was clearly enunciated by its former Chief of Army Staff (COAS) General Ashfaq Parvez Kayani; protecting Islam and protecting Pakistan are the sovereign duties of the armed forces. Actually, Kayani suggested that the role of army is more than protecting the country – it is to protect the idea and religion.
An UN investigating team appointed by former Pakistan President Asif Zardari probing the death of slain Prime Minister Benazir Bhutto could interview all civil leaders, including the PM and the President, but not the military brass. When the army objected to the Kerry–Lugar bill, the President had to bring in Kerry himself to convince the army chief.
It does not stop there. The army does not recognise some sects of Islam as Muslims. Ahmadis are an example. Abdus Salam, a Pak-origin scientist got the Nobel Prize in Physics, along with Steven Wienberg in 1979. His home town municipality erected an arch in memory of him, which said: ‘First Muslim Nobel Laureate in Physics’. There was a big hue and cry since he was an Ahmadi. So the word Muslim was erased. The revised plaque read: “First Nobel Laureate in Physics”!
Very recently, an MP brought a bill in the Pakistan senate to allow non-Muslims to occupy positions like Prime Minister, President etc. That was out rightly rejected by the parliamentarians. Forget about other ethnic groups like Hindus and Christians, minorities even within Islamic sects like Ahmadis and Bahais cannot occupy high constitutional positions.
In India, the defence minister can ask the army chief to court martial a General, but in Pakistan, any such attempt will result in a coup. That is why Pakistan always negotiates with a gun to its own head. It wants to assert its suicidal tendencies.
Many studies have found that a large number of companies in Pakistan are ultimately owned by Fauji Foundation (FF), Army Welfare Trust (AWT), Bahria Foundation (BF) and Shaheen Foundation (SF), all different wings of its armed forces.
Also, a significant portion of its GDP is attributed to army-controlled entities. (See Military Inc. inside Pakistan’s Military Economy Ayesha Siddiqa—OUP—2007). One can easily conclude that the Pakistan economy and its army and spy agency, ISI, are synonymous.
At least 70% of the market capitalisation of the Karachi stock exchange is owned by the army and other related groups. Hence, never think of Pakistan without its army, whoever may be temporarily and nominally ruling that country.
At the moment, Pakistan is facing acute economic crisis. Its inflation rate is around 13% and the rupee has declined by more than 25% this year. Its GDP growth rate has fallen to sub-3% and there is a move to put it on black list by FATF because of its role in terror financing. A group of industrialists and businessmen recently met the powerful Pakistan army chief, Gen Qamar Javed Bajwa, without Prime Minister Imran Khan being present at the meeting. It is to be noted that the army chief is a member of the Prime Minister’s Development Council.
If the economy is in crisis, the main loser will be the defence forces since they control a significant portion of it. They are certainly not going to allow the benefits to go away from them.
There will be attempts to side line Imran Khan, who is considered as a 'selected’ PM rather than an elected one. Hence there is every possibility that he may be thrown out and once again, the actual rulers, namely the Army and ISI will assume power. As we have explained, Pakistan is the only place in the world in which the army has a country.

Pakistan fares badly in terror financing report ahead of key FATF plenary meeting
ISLAMABAD: Pakistan faces high risks of money laundering and terror financing and has complied with just one the 40 recommendations set by the Financial Action Task Force (FATF) at the time of the country's inclusion in its grey list, according to a report by the Asia Pacific Group (APG).
The APG released its much-awaited 228-page 'Mutual Evaluation Report' on Saturday, ten days ahead of the key Financial Action Task Force's (FATF) plenary meeting which will give its decision on Pakistan's 'grey list' status.
Pakistan was placed on the grey list in June last year and given a plan of action to complete it by October 2019 or face the risk of being placed on the black list with Iran and North Korea.
The cut-off date for Pakistan to show improvement to APG was October 2018 and the Pakistani authorities insisted that they made a lot of progress during the past year.
According to the report, out of FATF's 40 recommendations on curbing money laundering and combating the financing of terrorism, Pakistan was fully compliant only on one. It was largely compliant on nine, partially compliant on 26 and non-compliant on four recommendations, The Express Tribune reported.
Pakistan faces high risks of money laundering and terror financing and it needs to improve the understanding of these risks that are also animating from various terrorist groups operating in the country, the report said.
"After the APG report, chances are high that Pakistan would be retained on the grey list during the FATF plenary meetings from October 13 to 18 in Paris," according to the APG report.
On the level of effectiveness of Pakistan's Anti-Money Laundering and Countering Financing of Terrorism (AML/CFT), Pakistan was found moderately effective only on one benchmark while on the remaining nine its effectiveness was declared as low as of October 2018 cut-off date, the report said.
"Due to these adverse findings, the APG has already decided to place Pakistan on its Expedited Enhanced Follow up reporting list," the APG report said.
The report underlined that Pakistan's regulators - the State Bank of Pakistan and Securities and Exchange Commission of Pakistan - have very limited understating of the money laundering and terror financing regimes.
The report has not agreed with Pakistan's assessment that it faces "medium" category risks of money laundering and terrorism financing.
In its National Risk Assessment report, Pakistan did not believe that money laundering and terrorism financing were high-risk category areas.
Contrary to the assessment by Pakistan that its overall terror financing risk assessment is "medium", Pakistan faces significant risk of terror financing both from legitimate and illegitimate sources as well as weak or no, regulation and supervision of certain sectors such as hawala/hundi, NPOs (Non-Profit Organisation) and DNFBPs (Designated Non-Financial Businesses and Professions) and porous borders, according to the report.
"The terror financing cases are identified by a number of mechanisms but not via financial intelligence," the report said.
The terrorist groups operating in Pakistan are reported to include but not limited to ISIS-Khorasan, Tehreek-e-Taliban Pakistan, Quetta Shura Taliban, Haqqani Network and Lashkar-e-Taiba (including its affiliates Jamaat ud Dawa and Falah-i-Insaniat Foundation), which raise funds through a variety of means, including direct support, public fundraising, abuse of NPOs and though criminal activities, the report added.
It stated that corruption, drug trafficking, fraud, tax evasion, smuggling, human trafficking and organised crime were major predicate offences to money laundering and areas of high risk.
The report also said that Pakistan official and institutions lack capacity to understand the issues of money laundering and its threats.
"Competent authorities have varying levels of understanding of the country's money laundering and terror financing risks, and the private sector has a mixed understanding of risks," the report said.
While Pakistan established a multi-agency approach to implementing its AML/CFT regime, it was not implementing a comprehensive and coordinated risk-based approach to combating money laundering and terror financing, it said.
There are no measures in place to address the money laundering and terror financing risks posed by trusts, including foreign trusts, and waqfs in Pakistan, the report said.
The APG report, however, applauded Pakistan's efforts to combat corruption.
"Corruption is endemic across Pakistan's economy, although Pakistan is to be commended for its recent initiatives to prevent and detect corruption," it said.
The report advised that Pakistan should significantly enhance the use of financial intelligence in money laundering, terror financing, and predicate crime cases, particularly the use of financial intelligence to target terrorist groups and higher- risk predicate crimes.
It also sought improvement in asset confiscation that should commensurate with Pakistan's money laundering and terror financing risks, including cross-border currency.

The ties between India and China came under some strain after India announced withdrawal of Jammu and Kashmir's special status and bifurcated the state into two Union territories. China criticised India's decision and its foreign minister Wang Yi even raised it at the UN General Assembly last month.
Days later, Chinese ambassador to Pakistan Yao Jing said that China was working for Kashmiris to help them get their fundamental rights and justice, comments which have not gone down well with New Delhi.
The first informal summit between Modi and Xi took place in picturesque Chinese lake city Wuhan in April 2018, months after a 73-day long face off between the armies of the two countries in Doklam tri-juction in Sikkim sector raised fears of a war between the two Asian giants.
In the summit, Modi and Xi decided to issue "strategic guidance" to their militaries to strengthen communication and build trust and understanding.
In Mamallapuramon summit, the focus of the talks is likely to be on steps to ensure mutual development and expanding overall ties.
"We should go beyond the model of differences management, actively shape bilateral relations and accumulate positive energy. We should enhance exchanges and cooperation, promote convergence of interests and achieve common development, " the Chinese envoy said.
On the decades-old boundary question, the envoy said it is normal for neighbours to have differences and the key is to properly handle them and find solution through dialogue and consultation.
"Over the past decades, no single bullet has been fired at the China-India border area, and peace and tranquility has been maintained. Boundary question is only part of China-India relations, " Sun said.
"We need to keep it in the larger picture of China-India relations and do not let the boundary dispute affect the normal development of bilateral relations, " he said.
The envoy said China and India should strengthen communication and coordination on international and regional affairs.
"The uncertainty of the international situation poses common challenges to both China and India. Strengthening solidarity and cooperation between us is an opportunity for our respective development and the world at large, " he said.
"I am convinced that China and India have the vision and capability to chart a course of common development and win-win cooperation among emerging countries and contribute to the building of a community with a shared future, " he added.
Talking about issues relating to trade, Sun said China has long been India's largest trading partner and India is China's largest trading partner in South Asia, adding since the beginning of the 21st century, bilateral trade has grown from less than $3 billion to nearly $100 billion, an increase of about 32 times.
"More than 1,000 Chinese companies have increased their investment in industrial parks, e-commerce and other areas in India, with a total investment of $8 billion and 200,000 local jobs created, " he said.
At the same time, he said there is huge potential and broad prospects for expanding economic and trade cooperation.
"China encourages Chinese companies to invest in India and hopes that India will provide a more fair, friendly and convenient business environment for Chinese companies to operate in India," he added.

Participants of the ‘peoples’ freedom march’ under the aegis of pro-independence Jammu Kashmir Liberation Front (JKLF) reached near Jiskool on Sunday, a spot where the administration and police have blocked Muzaffarabad-Srinagar highway by placing containers, barbed wires, electricity poles and mounds of earth, witnesses said.
“Hum le ke rahengay azadi (We will get freedom by all means),” they were heard chanting constantly, while waving flags of Azad Jammu and Kashmir (AJK) and their party (JKLF).
At present, the protest has entered a stalemate, with the administration insisting the march be called off and the protesters demanding the removal of the road blockade.
Muhammad Rafiq Dar, central spokesperson for the JKLF, told Dawn that the protesters, currently staging a sit-in, will wait until tomorrow for the removal of the containers.
"If they don't, we will continue to stage a sit-in here and announce our next plan after that," he said.
Dar said the march was a peaceful programme aimed at expressing solidarity with the besieged Kashmiris and drawing the attention of the international community towards the urgent need of an immediate and peaceful settlement to the long pending [Kashmir] issue. He said that his group did not want to engage in any kind of confrontation with the local law enforcement personnel.
“We are not for any kind of confrontation or violence because that will serve the Indian purpose,” he told Dawn.
Earlier in the day, Dar had urged the AJK administration to remove the containers so that the marchers could reach Chakothi, a village which is 3 kilometres before the Line of Control (LoC) but is overlooked by Indian gun positions atop lofty mountains across the divide.
“I hope they will allow us carry on our peaceful march to the town of Chakothi,” he had said.
The marchers had started their journey from Garhi Dupatta, located some 20 kilometres south of Muzaffarabad, at 10:30am, but on vehicles and motorcycles.
The caravan reached Hattian Bala, 40kms from Muzaffarbad, at about 12:15pm, where they were warmly welcomed by local residents.
A little before Hattian Bala, the caravan was joined by another rally that had started from Bagh via the famous hill resorts of Sudhan Galli and Chikar.
From Hattian Bala, the marchers once again started walking on foot and reached Chinari by 3:15pm.
Chinari is located around 50 kilometres from Muzaffarabad and some 11 kilometres before the LoC. There, the participants had taken a break for refreshments and Zuhr prayers.
Jiskool, close to where the caravan has currently stopped, is located around two kilometres ahead of Chinari.
Video clips shared by the participants on social media showed exemplary response of locals, who offered food, fresh fruits, juices and water to the marchers apart from showering rose petals on them.
While in Chinari, the JKLF central spokesperson had told Dawn that they would hold consultations for their next course of action.
“We know the road ahead is blocked. And the place where the containers have been laid is narrow with steep mountains and river [Jhelum] on the right and left, respectively [...] We don’t want even a single participant to suffer any harm there,” he said.
“We have to save our energies for [confrontation with] India.”
Dar had anticipated that by sunset the crowd would thin out, and the rest of the participants would stage a sit-in half a kilometre before the containers until the next move.

NEW DELHI: That the all-powerful Pakistan army calls the shots in the country is all too evident with Pakistan's army chief General Qamar Javed Bajwa taking an even keener interest in the country's affairs.
Pakistan has been under army rule for half of its history. With three military coups since 1947, the elected governments have functioned under the shadow of generals.
Gen Bajwa in August got a three-year extension by Pakistan prime minister Imran Khan -- only the second time that’s happened in nearly a decade.
ACCOMPANIES IMRAN KHAN ON CHINA VISIT
The general accompanied Khan on his China visit and was present during the Pakistan PM's meeting with Chinese Premier Li Keqiang. Bajwa separately called on Xu Qiliang, vice chairman of the Central Military Commission and discussed the military ties between the two
countries.
The general also accompanied Khan during key meetings with top Chinese leaders in Beijing amid reports that he is seeking greater role in the country's affairs, PTI reported.
The friendship between the two countries has weathered the changing international landscape and stayed rock-solid, Xu said.
Bajwa is also expected to accompany Khan for his meeting with President [url=http://timesofindia.indiatimes.com/topic/Xi-Jinping]Xi Jinping and National People's Congress (NPC) Li Zhanshu in Beijing. The Pakistan army general along with ISI chief Lieutenant-General Faiz Hameed accompanied Khan during his recent visit to the UN to attend the General Assembly session.
Since he came to power, Khan had struggled to strike a chord with the Chinese leadership amid reports that some of the key projects under the China-Pakistan Economic Corridor (CPEC) were delayed.
In rare gesture in September last year Xi met Gen Bajwa whose army raised a separate force to protect thousands of Chinese personnel working in the CPEC projects.
In August this year China welcomed Khan's move to extend the term of Bajwa for three years, calling him an "extraordinary leader” of his military and an “old friend” of the Chinese government.
HOLDS MEETING ON ECONOMY
Bajwa has also privately met top business leaders to find ways to shore up the economy, according to people familiar with the matter. Bloomberg reported that the three meetings took place this year at heavily guarded military offices in Karachi and Rawalpindi where the Pakistan army general asked business leaders how to fix the economy and what would lead them to make investments, said the people, who asked not to be identified.
Some of the meetings resulted in prompt decisions including sending instructions to top government officials, the people said, without giving any specific examples. They said the general was concerned about restoring confidence among the business community.
An army spokesman declined to comment when asked about the meetings.
The government estimates economic growth in Pakistan at the slowest pace in over a decade -- at 2.4% in the year started July. Pakistan secured a $6 billion loan in May from the International Monetary Fund to help stabilize the economy after a deficit blowout.
The military has seen a direct impact from the economic slowdown: Defence spending was frozen in the 2020 fiscal year budget for the first time in more than a decade. That comes as soldiers are on high alert against terrorists based in Afghanistan and heightened tensions with India.
And while many business leaders and economic analysts in Pakistan actually welcome a greater role for the generals since they view Khan’s party as inexperienced compared with the military, there are concerns about about what an ever-increasing role for the military means for Pakistan’s democracy and the future of civilian institutions that haven’t been given the space to develop.
“The growing role of the military in the economy’s management in addition to its traditional dominance of the security matters is nothing but a soft coup that is a setback for the democratic process,” said Yousuf Nazar, a former Citigroup Inc banker and author of a book on Pakistan’s economy. “This will have far reaching repercussions,” he said, adding generally that strong-arm methods for management will not work for basic economic and social issues.

NEW DELHI: That the all-powerful Pakistan army calls the shots in the country is all too evident with Pakistan's army chief General Qamar Javed Bajwa taking an even keener interest in the country's affairs.
Pakistan has been under army rule for half of its history. With three military coups since 1947, the elected governments have functioned under the shadow of generals.
Gen Bajwa in August got a three-year extension by Pakistan prime minister Imran Khan -- only the second time that’s happened in nearly a decade.
ACCOMPANIES IMRAN KHAN ON CHINA VISIT
The general accompanied Khan on his China visit and was present during the Pakistan PM's meeting with Chinese Premier Li Keqiang. Bajwa separately called on Xu Qiliang, vice chairman of the Central Military Commission and discussed the military ties between the two
countries.
The general also accompanied Khan during key meetings with top Chinese leaders in Beijing amid reports that he is seeking greater role in the country's affairs, PTI reported.
The friendship between the two countries has weathered the changing international landscape and stayed rock-solid, Xu said.
Bajwa is also expected to accompany Khan for his meeting with President [url=http://timesofindia.indiatimes.com/topic/Xi-Jinping]Xi Jinping and National People's Congress (NPC) Li Zhanshu in Beijing. The Pakistan army general along with ISI chief Lieutenant-General Faiz Hameed accompanied Khan during his recent visit to the UN to attend the General Assembly session.
Since he came to power, Khan had struggled to strike a chord with the Chinese leadership amid reports that some of the key projects under the China-Pakistan Economic Corridor (CPEC) were delayed.
In rare gesture in September last year Xi met Gen Bajwa whose army raised a separate force to protect thousands of Chinese personnel working in the CPEC projects.
In August this year China welcomed Khan's move to extend the term of Bajwa for three years, calling him an "extraordinary leader” of his military and an “old friend” of the Chinese government.

Bajwa has also privately met top business leaders to find ways to shore up the economy, according to people familiar with the matter. Bloomberg reported that the three meetings took place this year at heavily guarded military offices in Karachi and Rawalpindi where the Pakistan army general asked business leaders how to fix the economy and what would lead them to make investments, said the people, who asked not to be identified.
Some of the meetings resulted in prompt decisions including sending instructions to top government officials, the people said, without giving any specific examples. They said the general was concerned about restoring confidence among the business community.
An army spokesman declined to comment when asked about the meetings.
The government estimates economic growth in Pakistan at the slowest pace in over a decade -- at 2.4% in the year started July. Pakistan secured a $6 billion loan in May from the International Monetary Fund to help stabilize the economy after a deficit blowout.
The military has seen a direct impact from the economic slowdown: Defence spending was frozen in the 2020 fiscal year budget for the first time in more than a decade. That comes as soldiers are on high alert against terrorists based in Afghanistan and heightened tensions with India.
And while many business leaders and economic analysts in Pakistan actually welcome a greater role for the generals since they view Khan’s party as inexperienced compared with the military, there are concerns about about what an ever-increasing role for the military means for Pakistan’s democracy and the future of civilian institutions that haven’t been given the space to develop.
“The growing role of the military in the economy’s management in addition to its traditional dominance of the security matters is nothing but a soft coup that is a setback for the democratic process,” said Yousuf Nazar, a former Citigroup Inc banker and author of a book on Pakistan’s economy. “This will have far reaching repercussions,” he said, adding generally that strong-arm methods for management will not work for basic economic and social issues.

After tasting Radical Islamic Terrorism this Easter, I wonder why SL would even be willing to accept a Pakfauji as the paki ambassador. They are well within their rights to kick him out and ask for someone else, possibly from the civilian side. No 111 Brigade is needed anymore. Paki Army has done enough political and social engineering to keep a democratic political mask while they enjoy the full power including one over domestic economic policies. In 1 year Paki army has used Imran to decimate the opposition leadership. Imran is a useful mask but establishment has carefully supported a chorus that keeps him at position where a single incident can be used to replace him without mass protests at streets. Imran himself has contributed to this position and I am sure he naively believes that he is the leader

I think times have changed, Kumar Javesh Bajwa saab won't want to doo a coo and invite the condemnation of the world. He is better off doing a Sonia and running the Govt through his puppet Immy. That way they can keep this farce going for long.
