Slain Qaida boss' ancestors included DM, village head Sandeep Rai - TNN

SAMBHAL (UP): Anger is palpable in Mohalla Deepa Sarai of Sambhal in UP, which is back in the news after four years.
The residents of the locality have been in the public glare ever since former resident Sanaul Haque was unmasked as Maulana Asim Umar, the head of al-Qaida in Indian Subcontinent (AQIS) and one of the most wanted men on the 10/10/2019 Slain Qaida boss' ancestors included DM, security forces' list, in 2015.
According to local residents, Sanaul's family was once a prominent one in the area as his grandfather was a village head, another ancestor was a freedom fighter and his great grandfather was a district magistrate under the British rule. TOI spoke with Haque's brother, Rizwan, a teacher.
"We were told about his death by intelligence sleuths on Tuesday. It didn't come as a shock for us since he left us in 1998 when he was just 18 and we never heard from him since," Rizwan said. Son of Irfan-ul-Haq and Ruqaiya, who used to live in the locality until a few years ago, Haque was promoted to the top job by al-Qaida head Ayman al-Zawahiri in 2010. "For us, he died in 2009 when local intelligence sleuths told us he had joined a terrorist organisation," his mother Ruqaiya, who was then 70, had told TOI in 2015.

Because of religious groups will run riot. Only in pakistein such news come out that there are such "well established" traditions to brutalize dolphins and no one can oppose it because only way to oppose something is to blame non believers ie hindoo and that would not work here meaning this is not kooffr tradition. So what is this tradition that is not kooffr tradition and therefore can not be reephormed without much mud throwing on kooffr.

Highlights:1. Muslims have to admit that they are told right from their childhood that they are superior owing to their faith. That anyone not believing in Allah will go to hell. Aajakia explains how, despite the Quran mentioning that all humans are alike, the teachings of Islam have been telling young Muslims that they only are superior.

2. This sense of superiority makes them ill-treat non-Muslims, whether they are in minority or majority. Aajakia gives examples of how Hindus are treated in Pakistan, how they are persecuted and denied rights. He discusses how Pakistan’s textbooks mention India’s existence only after Mehmood Gaznavi’s invasion.

3. He then says that Muslims, even when they are in minority, behave aggressively. He gives examples from London as well from Mumbai and Delhi where he has seen Muslims behave like lawless goons trying to exert their superiority over a peaceful population of Hindus. He says the attitude stems from the time of old Muslim rulers in India where they preferred only Muslim governors to rule over Hindus. Aajakia states, till date, the mentality of many Muslims in India is that of ‘occupiers’.

4. Aajakia goes ahead to explain that the aggression of Muslims, coupled with the behaviour of some Hindus like Shashi Tharoor and Swara Bhaskar and many other celebrities over the decades, had made Hindus behave in an apologist way as if they indeed were inferior.



5. He adds that such inferiority complex in Hindus was there for centuries even though they don’t violently convert others. Citing the example of the rampant kidnapping and conversion of Hindu girls in Pakistan, he says that he has not seen trends where Hindus carry out mass kidnappings and forceful conversions.

6. He says that only thing the Modi government has done is to free the Hindus from such complex of living in guilt, and Hindus have started saying that are proud of their religious identity too, like others. He says that the targetting of RSS is also done with an intent to guilt trip Hindus for just existing and practising their faith. The same mindset that once made Hindus pay Jaziya, now expects them to be ashamed of their religion and identity.

7. Aajakia states it is wrong to blame Hindus for extremism and blame the current Indian government for promoting it because, by nature, Hindus do not have a mentality of forceful conversions and expansion like Islam. He even cites the cases where there are open atrocities on Hindus for just being Hindus, in present-day India too. He discusses how there are active attempts to highlight stray cases where some Muslims have been ‘forced’ to say Vande Mataram while many cases of atrocities, like the recent one in Bihar where a woman was force-fed beef and converted to Islam are sidelined.

He says that Muslims in India should not feel ashamed to say Vande Mataram because it is the salutation to the nation where they belong. Even if they think it is a ‘Hindu slogan’, Aajakia asks whether their ‘Islam’ is so weak that it cannot even endure a slogan.


I don't know about the history of his work or views but I think he understands the current situation better than multiple groups of people in india.

Meanwhile, something had to be done about Kashmir. There was unrest in the Army and even secular politicians felt that Kashmir, as a Muslim state, should form part of Pakistan. The Maharaja had begun to negotiate secretly with India and a desperate Jinnah decided to authorise a military operation in defiance of the British High Command. Pakistan would advance into Kashmir and seize Srinagar. Jinnah nominated a younger colleague from the Punjab, Sardar Shaukat Hyat Khan, to take charge of the operation.

Shaukat had served as a captain during the war and spent several months in an Italian POW camp. On his return he had resigned his commission and joined the Muslim League. He was one of its more popular leaders in the Punjab, devoted to Jinnah, extremely hostile to Liaquat, whom he regarded as an arriviste, and keen to earn the title of ‘Lion of the Punjab’ that was occasionally chanted in his honour at public meetings. An effete and vainglorious figure, easily swayed by flattery, Shaukat was a chocolate-cream soldier. It was the unexpected death of his father, the elected Prime Minister of the old Punjab, that had brought him to prominence. He was not one of those people who rise above their own shortcomings in a crisis. I knew him well: he was my uncle To his credit, however, he argued against the use of irregulars and wanted the operation to be restricted to retired or serving military personnel. He was overruled by the Prime Minister, who insisted that his loud-mouthed protégé, Khurshid Anwar, take part in the operation. Anwar, against all military advice, enlisted Pathan tribesman in the cause of jihad. Two extremely able brigadiers, Akbar Khan and Sher Khan from the 6/13th Frontier Force Regiment (‘Piffers’ to old India hands), were selected to lead the assault.

The invasion was fixed for 9 September 1947, but it had to be delayed for two weeks: Khurshid Anwar had chosen the same day to get married and wanted to go on a brief honeymoon. In the meantime, thanks to Anwar’s lack of discretion, a senior Pakistani officer, Brigadier Iftikhar, heard what was going on and passed the news to General Messervy, the C-in-C of the Pakistan Army. He immediately informed Auchinleck, who passed the information to Mountbatten,]who passed it to the new Indian Government.

Using the planned invasion as a pretext, the Congress sent Nehru’s deputy, Sardar Patel, to pressure the Maharaja into acceding to India, while Mountbatten ordered Indian Army units to prepare for an emergency airlift to Srinagar.

Back in Rawalpindi, Anwar had returned from his honeymoon and the invasion began. The key objective was to take Srinagar, occupy the airport and secure it against the Indians. Within a week the Maharaja’s army had collapsed. Hari Singh fled to his palace in Jammu. The 11th Sikh Regiment of the Indian Army had by now reached Srinagar, but was desperately waiting for reinforcements and didn’t enter the town. The Pathan tribesman under Khurshid Anwar’s command halted after reaching Baramulla, only an hour’s bus ride from Srinagar, and refused to go any further. Here they embarked on a three-day binge, looting houses, assaulting Muslims and Hindus alike, raping men and women and stealing money from the Kashmir Treasury. The local cinema was transformed into a rape centre; a group of Pathans invaded St Joseph’s Convent, where they raped and killed four nuns, including the Mother Superior, and shot dead a European couple sheltering there. News of the atrocities spread, turning large numbers of Kashmiris against their would-be liberators. When they finally reached Srinagar, the Pathans were so intent on pillaging the shops and bazaars that they overlooked the airport, already occupied by the Sikhs.

Nehru wanted to scrap Army: Former General

Lahore: The Kashmir war saved the Indian Army from being scrapped. Sounds strange, but a biography of Major General A A 'Jick' Rudra of the Indian Army by Major General D K 'Monty' Palit claims so.

According to the book - General Rudra: His service in three Armies and two World Wars - Prime Minister Jawaharlal Nehru blew his top when Lt General Sir Robert Lockhart, the first commander-in-chief of India took a strategic plan for a Government directive on defence policy.

"Shortly after Independence, General Lockhart as the Army chief took a strategic plan to the prime minister, asking for a Government directive on the defence policy. He came back to Jick’s office shell-shocked," a newspaper quotes the book as saying.

"When asked what happened, he replied, 'The PM took one look at my paper and blew his top. Rubbish! Total rubbish! We dont need a defence plan. Our policy is ahimsa (non-violence). We foresee no military threats. Scrap the army! The police are good enough to meet our security needs" the newspaper further quotes the book.

According to the book, Jick believed the Kashmir war saved the Indian Army. "General Sir Douglas Gracie had been appointed commander-in-chief of the Pakistan Army and he and General Lockhart daily exchanged information about refugees traversing Punjab in both directions," the newspaper report says.

"One day in late October 1947, Gracie mentioned that he had had reports of tribesmen massing in the area of Attock-Rawalpindi. Both men knew that cross-border raids from Pakistan had been mounted against Poonch. Kashmir was not a part of the dominion of India and Lockhart felt that the tribesmen posed no threat to India. He did not pass on the information to the ministry or general staff, the report further said.

When confronted by Nehru three months later, he admitted this and added that he may have been remiss. Nehru turned to him and asked the general if his sympathies were with Pakistan?"

"Aghast, Lockhart replied Mr prime minister if you have to ask me that question, I have no business being the commander-in-chief of your forces. I know that there is a boat leaving Bombay in a few days, carrying British officers and their families to England. I shall be on it he added.

According to the biography, General Lockhart called up his Military Secretary Jick Rudra the next day, January 26 1948, and suggested he start looking around for a successor since he had resigned from his post.

Pakistan Summons Indian Deputy High Commissioner over ‘Unprecedented Escalation’ of Ceasefire Violations
The Pakistan Foreign Office said that Director General Mohammad Faisal summoned Ahluwalia and 'condemned' the unprovoked ceasefire violations by the Indian forces.

Islamabad: Pakistan on Friday summoned India's Deputy High Commissioner Gaurav Ahluwalia to protest over the alleged "unprecedented escalation" of ceasefire violations by the Indian troops along the Line of Control (LoC) that it said killed a boy and injured 16 other civilians.
The Pakistan Foreign Office said that Director General (South Asia and SAARC) Mohammad Faisal summoned Ahluwalia and "condemned" the unprovoked ceasefire violations by the Indian forces along the LoC in Sharda, Nezapir, Satwal and Bagsar sectors on October 10.
Faisal said a 10-year-old boy was killed while 16 others civilians, including six children and two women, sustained serious injuries due to the indiscriminate and unprovoked firing by the India Army in Sharda Sector.
Further, two civilians were injured in Nezapir, three, including a child and a woman, in Satwal, and one civilian in Bagsar Sector.
"The Indian forces along the LoC and the Working Boundary have continuously been targeting civilian populated areas with artillery fire, heavy-caliber mortars, and automatic weapons. This unprecedented escalation in ceasefire violations by India is continuing from the year 2017 when the Indian forces committed 1,970 violations," the foreign said.

Russian Women Accused of Killing Pakistani Prison Guard Over ‘Religious Dispute’
The three women were charged with premeditated murder after the 23-year-old warden’s body was discovered by the gate of the women’s barrack near the city of Karachi, Pakistani media reported Tuesday. What is interesting is that known Modi critics too have to criticize this given how blatant it is on the "Gazwa-e-Hind". They must be bleeding internally that such videos to massive harm to their preferred "Aman ki Asha" and "Ganga Jamuna tahjeeb" narrative.

Why does this hurt the "Ganga Jamuna tahjeeb" narrative? Because our "liberals" have been crying that bakistan in Modi's speech is a substitute for Indian Muslims. Pakistan must prevent militants from operating on its soil: US - News Desk

The United States has appreciated Pakistan’s efforts to curb militancy but reminded Islamabad that it must do more to prevent militants from operating within its borders.

The statement from Alice Wells, the acting assistant secretary of the US State Department’s Bureau of South and Central Asian Affairs, came via Twitter early on Sunday morning.

She said Washington welcomes Pakistan’s recent arrest of four Lashkar-e-Taiba (LeT) leaders and wants them and LeT leader Hafiz Saeed to face prosecution for their “vicious attacks”.

Wells added that Prime Minister Imran Khan has vowed to pursue action against all militant groups and that “Pakistan, for its own future, must prevent militant groups from operating on its soil.”

The reminder from Washington comes on the heels of Thursday’s arrest of four aides of Hafiz Saeed on terrorism financing charges.

Saeed, arrested on the same charges, has been on judicial remand since July, a move previously welcomed by US President Donald Trump who wants Pakistan to do more to crack down on militancy.

The recent arrests come ahead of a meeting next week of the Financial Action Task Force (FATF), a global watchdog, which will review progress made by Pakistan on controlling terror financing and money laundering.

Pakistan, included on a so-called grey list compiled by the FATF, has been under increasing pressure to stop the financing of militant groups.

The recently released final Mutual Evaluation Report of the Asia Pacific Group (APG) says Pakistan faces high risks of money laundering and terror financing and it needs to improve the understanding of these risks that are also emanating from various terrorist groups operating in the country.

Trade and fiscal deficits are under control: Hafeez Shaikh

The APG on Money Laundering released its report 10 days before the Financial Action Task Force’s plenary meeting, which is going to give its decision on Pakistan’s status on its grey list.

After the APG report, chances are high that Pakistan would be retained on the grey list during the FATF plenary meetings from October 13 to 18 in Paris.

Only 2.5% clear this year’s CSS written exam - Our Correspondent
ISLAMABAD: In a glaring example of falling standards in the country’s educational system, only 2.56% of the students who took the Central Superior Services (CSS) competitive exam’s written part this year managed to pass.
According to the Federal Public Service Commission (FPSC) of Pakistan, 23,403 candidates applied for the CSS competitive examination 2019. Of them, 14,521 appeared for the written part of the exam and only 372 cleared it.
The FPSC notified that the candidates who had passed the written exam would be intimated the schedule of the medical examination, the psychological assessment and the viva voce (oral exam) in due course of time.

Testing time for Pakistan as FATF meets to scrutinise compliance report – ANI

The FATF placed Pakistan on Grey List in June 2018 and came up with 27-point Action Plan for graduating it within one year period.

According to FATF, if Pakistan fails to meet the implementation of the 27-point plan, the country could be blacklisted.

BRUSSELS: It's a testing time for to prove the measures taken against outfits and persons involved in offences of money-laundering and terror financing as Financial Action Task Force (FATF) Plenary and Working Group meetings begin in Paris from Monday.

The FATF placed Pakistan on Grey List in June 2018 and came up with 27-point Action Plan for graduating it within one year period.

It includes safeguards against money-laundering and terror-financing by banned outfits and non-government entities through banking and non-banking jurisdictions, capital markets, corporate and non-corporate sectors like chartered accountancy, financial advisory services, cost and management accountancy firm, jewellery and similar related services.

Sources reveal that a compliance report prepared by the Securities and Exchange ommission of Pakistan will be scrutinised in the presence of Pakistan's Pakistan Minister for Economic Affairs Division, Hammad Azhar.

According to FATF, if Pakistan fails to meet the implementation of the 27-point plan, the country could be blacklisted.

In August 2019, Asia Pacific Joint Group (APJG) placed Pakistan in the Enhanced Follow up list for failure to meet its standards.

Several media reports emanating from Pakistan indicate the confidence of a high order at evading the Black List at FATF Plenary. Pakistani sources, quoted liberally, in most news reports, claim that it has done very well in its review at the Asia Pacific Joint Group, which met at Bangkok last month.

Reports from India indicate that Pakistan is in dire straits especially with regard to the Bangkok meeting, where it is reported to have satisfied the Group on only 6 of
27 items in its Action Plan, most of which is oriented towards resolving Pakistan's issues regarding effectiveness.

Pakistan was placed on an enhanced and expedited follow up process announced by the Asia Pacific Group in Canberra in August. This was based on its technical compliance being rated as satisfactory on only 10 points out of 40.

Of the 40 technical compliance parameters, Pakistan was 'non-compliant' on 30 parameters. And, of the 11 effectiveness parameters, Pakistan was adjudged as 'Low' on 10.

Diplomatic sources, other than those in India and Pakistan, are abuzz on what to do with Pakistan at the FATF. Pakistan has reached out to all member nations stating that it was progressing in completing its Action Plan and placing it on the Black List would push it into an economic quagmire, slowing down its transactions and trade, which would impact its ability to repay IMF loans.

Some diplomats, especially the USA and from Europe are of the view that Blacklisting, if unaccompanied by countermeasures, would not, significantly impact the Pakistani economy, while it would surely push the country to complete the Action Plan must faster.

Pakistan has been on the Grey List since 2008. Therefore, giving it more time would make a mockery of FATF procedures, especially when Iran is on the verge of being moved to countermeasures.

Assuming same number of vacancies this year (and that written exam is the first step in selection) does this mean all 372 would get a job:)

I am happy about this though as its another case that shows that Middle class in Pakistan is dying. Its either rich or poor. With no aspiring middle class rich with intermarriages and relationships will eventually end up dominating all resources in Army, Politics and Government. Pakistan will than become the true successor of Mughal empire..

I also understand that for some days past Nehru and the Inner Cabinet have not been discussing their military plans frankly with Mountbatten or Lockhart but have been taking advice from Indian military "experts".

WASHINGTON: Pakistan must prevent terrorist groups from operating on its soil and prosecute top Lashkar-e-Taiba operatives along with its leader Hafiz Saeed, the US has said ahead of the Financial Action Task Force's crucial decision on whether to blacklist the country.

Alice Wells, head of the US state department's South and Central Asian bureau, also welcomed the arrest of the top four leaders of Lashkar-eTaiba /Jamaat-ud-Dawah in Pakistan.

Pakistan's law enforcement agencies on Thursday arrested the "top four leaders" of the banned LeT/JuD on charges of terrorism financing.

The top four arrested terrorists have been identified as Professor Zafar Iqbal, Yahya Aziz, Muhammad Ashraf and Abdul Salam.

"As Prime Minister Imran Khan has said, Pakistan, for its own future, must prevent militant groups from operating on its soil, " Wells tweeted.

"We welcome news that Pakistan arrested 4 LeT leaders. The victims of LeT's vicious attacks deserve to see these individuals prosecuted now, along with LeT leader Hafiz Saeed," she said.

Pakistan has a long history of catching and releasing terrorists operating from its soil. Wells' remarks came as the FATF is set to give its decision on the country's 'grey list' status.

Pakistan was placed on the grey list by the Paris based watchdog in June last year and was given a plan of action to complete it by October 2019, or face the risk of being placed on the black list with Iran and North Korea.

The ongoing review - from October 12 to 15 – of Pakistan's performance will determine if it stays on the grey list or moved on the black list or given a clean chit.

Wells last month also asked Pakistan to prosecute terrorists like Saeed and Masood Azhar, saying the reduction of the Indo-Pak tensions would depend on Islamabad's seriousness in taking action against those who engage in "cross-border infiltration".

Tensions between the two countries have spiked since India abrogated Article 370 of the Constitution to revoke the special status of Jammu and Kashmir in August.

India's decision evoked strong reactions from Pakistan, which downgraded diplomatic ties and expelled the Indian ambassador.

Pakistan has been trying to internationalise the Kashmir issue after India withdrew the special status of Jammu and Kashmir, but New Delhi has asserted the abrogation of Article 370 was its "internal matter".

The US Department of the Treasury has designated Saeed as a Specially Designated Global Terrorist. The US, since 2012, has been offering a $10 million reward for information that brings Saeed to justice.

Saeed-led JuD is believed to be the front organisation for the LeT which is responsible for carrying out the 2008 Mumbai attacks that killed 166 people

After nobody paid heed to Dimran's terrorist threats and nuclear blackmail at UN, the Paki experts and anchors in the various talk shows had been for H&D reasons touting how pakistan's importance has increased on the world stage and Imran had risen as a Statesman as he has been asked to play the role of a mediator between Saudi Arabia and Iran. Now that H&D ballon has been pricked to show the world their real status - bhikaris of the world :rotfl:

APG-Mutual-Evaluation-Report-Pakistan-October 2019

The evaluation report on terroristan is now available! its 229 page document. The summery table is from page 221.
Key Findings:

1)Pakistan completed its first ML and TF National Risk Assessment in 2017 and assigns a national risk-rating of ‘medium’ for both ML and TF. However, the NRA lacks a comprehensive analysis. Competent authorities have varying levels of understanding of the country’s ML and TF risks, and the private sector has a mixed understanding of risks. While Pakistan has established a multi-agency approach to implement its AML/CFT regime, it is not implementing a comprehensive and co-ordinated risk-based approach to combating ML and TF.
2)Pakistan is using financial intelligence to combat ML, TF, predicate crimes and to trace property for confiscation purposes but only to a minimal extent. Critically, the FMU cannot spontaneously or upon request disseminate information and the results of its analysis to provincial CTDs, which are designated as TF investigation authorities. To a minimal extent, CTDs are accessing FMU information and financial intelligence during TF investigations but only with permission of the court.
3) Pakistan LEAs have undertaken 2,420 ML investigations, resulting in 354 prosecutions (primarily self-laundering cases) and the conviction of one natural person for self-laundering related to corruption. Proportionality and dissuasiveness of the sanctions against natural persons could not be assessed due to a lack of information. Pakistan’s law enforcement efforts to address ML are not consistent with its risks.
4)Pakistan LEAs have measures to freeze, seize, and prevent dealing with property subject to confiscation. LEAs are seizing some assets in predicate offences cases, but not in ML cases. Overall, the value of confiscated funds is not commensurate with Pakistan’s ML/TF risk profile. In addition, the cross border cash declaration system is not effectively utilised to seize cash/BNI at the border.

5)Pakistan faces a significant TF threat. TF cases are identified by number of mechanisms but not via financial intelligence. Pakistan has registered 228 TF cases and convicted 58 individuals (Pakistan has not undertaken any TF investigations of legal persons), which is not consistent with Pakistan’s overall level of TF risk. The vast majority of investigations and all of convictions were obtained at the provincial level including 49 convictions in Punjab. A total of nine TF convictions for all other provinces in Pakistan is not consistent with province specific TF risks. NACTA has taken some recent steps aimed at improving TF coordination and integration with counter-terrorism strategies.

6) Pakistan gives domestic effect to UNSCR 1267 by issuing Statutory Regulatory Order, but despite recent improvements, there are numerous instances where Statutory RegulatoryOrder were not issued “without delay” - there are other technical shortcomings. Pakistan hasproscribed 66 entities and approximately 7,600 individuals under the Anti-terrorism Act pursuant to UNSCR 1373. Most banks and larger ECs have automated screening systems for all customers and transactions, and have frozen some funds pursuant to UNSCR 1267 and UNSCR 1373. The non-banking sector and DNFBPs are conducting manual screening during customer on-boarding at best and have not frozen any funds, which is not consistent with Pakistan’s TF risks. All FIs and DNFBPs are not screening for persons acting on behalf of, or at the direction of, a designated/proscribed person or entity; and most FIs and all DNFBPS are not applying TFS to designated persons that are beneficial owners.

7) Pakistan gives domestic effect to TFS for PF by issuing Statutory Regulatory Order; however, SROs are not issued without delay - there are other technical shortcomings. Screening by FI and DNFBPs is similar to that of TFS for terrorism and TF. No funds or assets owned have been frozen. Committee for Coordination, Review and Monitoring of UNSCR Resolutions on Counter-Proliferation activities are mainly related to countering proliferation activities. SBP and SECP are undertaking some general TFS monitoring, but actions exclusively focused on TFS for PF were not demonstrated.

8) Most Banks and larger exchange companies have an adequate understanding of their AML/CFT obligations and have conducted internal ML/TF risk assessments, which underpin a reasonable understanding of customer ML risk but not TF risk. These entities apply record-keeping requirements and have risk-based CDD policies/procedures - a significant deficiency is their lack of effective identification of beneficial owners. Overall, they apply adequate EDD measures and have AML/CFT internal controls. Banks and ECs report STRs. All other FIs have limited understanding of their ML/TF risks; are in a nascent stage of implementing risk-basedCDD and internal controls; and smaller entities lack proper systems to identify PEPs. NBFIs are not filing STRs commensurate with ML/TF risks in these sectors. There are no enforceable AML/CFT requirements for Pakistan Post, CDNS and DNFBPs.

9) The State Bank of Pakistan does not have a clear understanding of the ML and TF risks unique to the sectors it supervises. The State Bank of Pakistan is improving its understanding and is implementing a risk-based approach including conducting regular on-site and thematic AML/CFT supervision activities. Some improvement in AML/CFT compliance is evident as a result of SBP’s supervision, but the value of monetary sanctions imposed is low. The Securities and Exchange Commission of Pakistan has a limited understanding of ML/TF risks and hasnot implemented a risk-based supervisory approach. AML/CFT supervision is limited to KYC/CDD requirements. There is little evidence that SECP’s supervisory activity is improving Anti-money laundering and countering the financing of terrorism measures in Pakistan – APG 20197 EXECUTIVE SUMMARYAML/CFT behaviour. Pakistan Post, CDNS and DNFBPs are not supervised for AML/CFT compliance.

10) Pakistan has limited mitigating measures for legal persons and there is no supervisory oversight for AML/CFT purposes. There are no measures in place to address the ML and TF risks posed by trusts, including foreign trusts, and waqfs in Pakistan. Reporting entities are required to obtain beneficial ownership information before entering into a business relationship. Competent authorities (including LEAs) can access this information along with basic information on legal persons held by SECP and provincial cooperative registries.

11) Pakistan does not have a formal framework for MLA but can execute MLA on the basis of treaties, reciprocity and some legislative provisions. In general terms, Pakistan is responding to MLA and extradition requests. Pakistan has made over 140 outgoing MLA requests, but the low numbers of outgoing ML-related and TF-related MLA and extradition requests is not consistent with Pakistan’s risk profile. Pakistan seeks and provides informal international cooperation on some occasions; however, LEAs are not using the FMU to seek financial intelligence from foreign FIUs effectively. Pakistan’s ability to share beneficial ownership information is severely limited.

NEW DELHI: Stating that it was common knowledge that Pakistan sponsors and finances terrorism, National Security Adviser Ajit Doval on Monday asked all counter-terror agencies in India to collect and preserve evidence of Islamabad’s role in terror acts so that it can be placed before international forums and platforms.

“Everybody knows that Pakistan is supporting terrorism, Pakistan is financing terrorism, but it must be kept in mind that it is the evidence that is required,” Doval told a conference of chiefs of anti-terrorism squads and special task forces of various state police being organised by National Investigation Agency (NIA) here.

“You have access to it (facts regarding Pakistan’s sponsorship of terrorism) and you understand how that information is converted into evidence that can withstand scrutiny of law. So depend on the facts, preserve the facts, put them into a format ... they may be used nationally and internationally (to nail Pakistan as a sponsor and financier of terror),” he told the ATS/STF heads.

“One of the biggest pressures that has come on Pakistan today is because of the proceedings of the financial action task force (FATF). FATF has brought so much pressure on them that no other action could have,” the NSA said while calling upon the counter-terror bodies’ heads to collect sustainable information against Pakistan and preserve it for effective use nationally and internationally.

Doval also sought their proactive role in perception management that helps expose Pakistan’s involvement in terror acts. “So many Pakistanis are arrested...there is no harm in giving out their identities and giving out their plans to the media. Let the world know about it,” he said adding that not doing so would only benefit Pakistan by maintaining deniability.

Stating that there was a tendency for counter-terror efforts to be conducted in three different silos — first, getting to know the source of terror; second, the action based on that knowledge; and third, taking the evidence to a court of law and establishing the role of those behind the terror act — the NSA impressed upon the need to merge the three silos and synergise the efforts of Central and state-level intelligence and investigative agencies in fighting terror.
This, he said, would ensure that counter-terror efforts of different agencies are multiplied rather than simply adding up.

The NSA called upon the ATS/STFs chiefs to suggest during the two-day conference what they can do to contribute to one another’s efforts, what they expect the government to do, what counter-terror policy changes need to be made and what executive action is needed in terms of improvement in training and resources.

Particularly complimenting the NIA for its scientific approach in cases relating to separatists and money laundering in Jammu & Kashmir, Doval said the impact that NIA probes had on Kashmir terror was more than any other agency.

“NIA took it (investigation) in the right spirit...that is, through legal permissible methods and proper process and procedures. They have followed the cases diligently and very intelligently, put pressure at the right places so that the persons being paid by the foreign agencies had to stop their activities to some extent,” he stated.

Listing the challenges in terror investigations, he said the first was the covert role of a state sponsor, which offered a higher degree of deniability as well as resources and technology that made it difficult to figure out the perpetrators.

Also, it made collection of evidence more difficult. Third, there was a tendency by courts to treat terror cases as any other ordinary crime, notwithstanding the challenge involved in getting a witness to testify against dreaded terrorists.

“The NIA withstood these challenges,” said Doval.

The Duke and Duchess of Cambridge arrived in Pakistan tonight on what has been described as the most ‘complex and challenging’ international tour of their fledging royal careers.
Arriving at the Nur Khan air base in Rawalpindi just after 9.30pm the smiling royal couple was accorded a red-carpet reception as they left the British Government's RAF Voyager plane together
They were met by a group of dignitaries and two young children in traditional dress who were pushed forwards to present Kate with a beautiful bouquet.
The duchess looked elegant in an aqua shalwar kameez - a traditional Pakistani outfit comprised of a flared kurti, a long shirt, and trousers - by British designer Catherine Walker.
It echoed many of the outfits worn in the country by William’s late mother, Diana, Princess of Wales, and was a respectful nod to tradition in the Muslim country.
More than 1,000 Pakistani police officers have been deployed to secure the couple's safety during their travels across the country. All details of their engagements will be released by the palace on the day for security reasons.
