I think it's as simple as this: nobody, ever, has voted for Sharad Pawar on the basis of his allegiance to any ideology. The only reason anyone ever had to support him was that he would scratch their back in exchange. So he has no use for appearing to be ideologically consistent. Compare with Pappu CON (trying to be the great sickular hope) and SS (projecting themselves as a regional Hindutva alternative). Those two parties have a lot more riding on the credibility of their ideological claims.
