Gurpurab celebrated with religious fervor across Kashmir valley

SRINAGAR, Nov 12: Gurpurab was celebrated across Kashmir valley with religious fervor today, with hundreds of devotees congregating at Chattipadshahi Gurdwara in Rainawari area of Srinagar this morning.
Divisional Commis-sioner, Kashmir, Baseer Ahmad Khan along with Deputy Commi-ssioner Srinagar Dr Shahid Iqbal Chowdhary also visited Chattipadshahi, Rainawari. Interacting with the devotees in the Gurdwara, the Divisional Commissioner said that the festival symbolizes social unity and equality. He said that Guru Nanak Dev ji dedicated himself to the cause of the poor people, irrespective of caste, creed and religion.
Later, he had a meeting with Gurdwara Prabandhak Committee (GPC), Srinagar during which he assured them of full support from Divisional Administration. On the occasion, the Divisional Commissioner also kick-started plantation drive inside the premises of the Gurdwara. The drive was organized by Urban Forest Division Kashmir.
While a large number of devotees reached the shrine today, they were quick to complain about the poor facilities provided by the Government to facilitate their visit on the auspicious day. Lambasting the Government for inadequate arrangements, the devotees said that as claimed by the Government, not a single facility was in place.
“The snow has not been cleared as of now, the SMC has done arrangements equivalent to nothing. We were told that the transport facility will be put in place, but nothing was seen on the ground,” he said, adding that despite harsh weather and the non-availability of means and ways to reach Chattipadshahi, they have managed to make their way.
The devotees also appreciated the efforts of India and Pakistan for opening up of the Kartarpur Corridor, saying that the step has sent out a message of peace and harmony in the region. “The opening up of the corridor has rekindled the hopes that love and harmony will see a way between the two countries; it is an example for the rest of the world as well,” said Mandeep Singh, a devotee.
“The step will go a long way in maintaining peace and tranquility; we prayed for the betterment of humanity across the world and asked for the Guru Ji’s blessings in order make the humanity to strive for worldly good by helping each other,” another devotee said.

Govt to seek NABARD help for procuring farm produce in J&K
NEW DELHI, Nov 12: To ensure better price to the farmers of newly created Union Territory of Jammu and Kashmir, Finance Minister Nirmala Sitharaman today said the Government will seek help of NABARD in procuring farm produce like saffron, peaches and walnuts from them.
Also, she said, the Government wants to promote solar energy generation in the Union Territory (UT) of Ladakh, which is also carved out of the erstwhile state of Jammu and Kashmir.
The Government has recently procured apples from the farmers of UT of Jammu and Kashmir (J&K) through National Agricultural Cooperative Marketing Federation of India (NAFED).
“Now I’m ensuring that I will take the Chairman of NABARD to J&K even if it’s winter now because I want … The next crop of saffron, peaches and walnuts and other agri produce of J&K to get that kind of support which through NABARD the Central Government can extend to Jammu and Kashmir,” she said at an event organised by National Bank for Agriculture and Rural Dev-elopment (NAB-ARD).
NABARD Chairman Harsh Kumar Bhanwala said after the event, “Whatever responsibility is given by the Government, we will do it.”
NABARD will speak to farmers of Jammu and Kashmir and understand their issues, he said, adding that efforts will be made to provide help farmers of saffron, peaches and walnuts.
Both long-term credit and short-term credit issues will also be looked at, he added.
Sitharaman further said, the Government was focusing on the priorities of fishermen in the coastal and inland water areas.
“NABARD can focus on marketing of local nutrients in the coastal areas. It can work with the farmer producer organisations (FPOs) and Self Help Groups (SHGs) in these areas to help increase nutritional input of the area, which could be well received in the wellness industry,” she said.
Pointing out that the Government has taken various measures to promote financial inclusion and insuring un-insured and funding the un-funded, Additional Secretary in the Finance Ministry Debasish Panda said the effort is to ensure that the banking services are available within 5 km of every villages in the country.
Financial inclusion-led intervention over a short period of time has led to transformational and directional change, he said.
Highlighting some of the achievements of the financial inclusion drive of the Government, Panda said Pradhan Mantri Jan Dhan accounts have crossed Rs 37 crore with deposit balance of over Rs 1 lakh crore.
Of this 53 per cent of the account holders are women and around 29.6 crore Rupay debit cards have been issued to these account holders.
With regard to insurance, he said, the Government has launched flagship insurance schemes like Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Pradhan Mantri Suraksha Bima Yojana (PMSBY) at affordable premium.
PMJJBY offers a renewable one-year life cover of Rs 2 lakh to all savings bank account holders in the age group of 18-50 years, covering death due to any reason, for a premium of Rs 330 per annum per subscriber.
On the other hand, PMSBY offers a renewable one-year accidental death- cum-disability cover of Rs 2 lakh for partial/permanent disability to all savings bank account holders in the age group of 18-70 years for a premium of Rs 12 per annum per subscriber. (PTI)

Snow falls in Kashmir usually make power supply not only erratic but getting disrupted for days together. Call it the faulty planning or laying of infrastructure in a haphazard way which succumbs to a heavy downpour or a snowfall of intensity . The recent snowfall, the first of the season in the valley of Kashmir, brought in its wake many areas plunging in darkness due to supply lines getting snapped or damaged.
While in most of the areas power supply is claimed to have been restored, there are, however, many areas which still remain to be attended to and power not restored. It hardly needs to be elaborated as to what was meant by remaining without power especially at a time when students were preparing for their exams as well. We urge the authorities of the PDD to expedite the process of restoration of power supply in rest of the areas to ensure people were no longer subjected to any more inconveniences as four days in consecutiveness the power supply has not been fully restored.

Is any one noticing the steady decline in the sob story reports on Kashmir in the main stream media? The earlier whines about no schools, no public transport, people leaving the place et. al have all died down. The whine on Kashmir (and about freeloader Kashmiris) is now moved into editorials or other sections of "intellectual masturbation" in the news papers. So looks like it is "this too would pass" for A.Shah & Na.Mo (and folks like A. Doval in the background).

Srinagar, Nov 13: A shopkeeper was killed by two masked gun men in Tral town of South Kashmir’s Pulwama district today.
Merajudin Zargar was shot dead by two masked gun men who came on a motor cycle and fired at him several shots inside his shop at Sumo Stand, Tral this afternoon. He was running a garment shop in the town.
He received at least 6 bullets and gun men fled leaving him in a pool of blood. The killing created panic in the town and all the shops closed immediately.

The Government decision to pay an amount of Rs 4,000-72,000 as compensation to those farmers whose orchards were damaged in last week’s snowfall has evoked strong resentment as they say the amount is insufficient to mitigate the loss.
“My entire orchard is shrouded under snow. I have lost all my 60 trees. They want to satisfy us with a meagre amount like they did last year. I have suffered a loss of over Rs 1 crore. How would this amount help me,” Abdul Rasheed, an apple grower from Shopian told Excelsior, adding that if Government is serious towards their issues they should pay sufficient amount to the growers.
As per the preliminary reports of the Horticulture Department the famers have suffered a loss of over Rs 22-crores and growers have lost 35% trees to snow. “These are tentative figures. The actual assessment will come after 10 days,” Director Horticulture, Aijaz Ahmad Bhat told Excelsior.
Asked if Government would increase amount of compensation, Bhat said: “I have also received the same feedback from the growers and will apprise Government about it. They have to take the final call,” he said.
An unexpected snowfall caused extensive damage to the apple orchards and harvested crop as it came down amid harvesting season in the Valley.
The growers lamented that Government’s decision to compensate growers with a meagre amount serves no purpose. “The snowfall has devastated my orchard and around 80% of trees has been damaged. How will this amount help me,” an orchardist said. His orchard is spread around 80 kanals of land and has hundreds of trees. “Trees which would produce around 30 apples boxes have been damaged. It will take me another decade to get trees of that capacity. What will I do with Government’s Rs 72000,” he said. Last year, he said, he received Rs 2000 as compensation “for his 8-9 big trees”. “This time I have lost 40 trees. By paying this amount, they are ridiculing our miseries,” Javeed Ahmad, a grower from Anantnag said.
So this is someone with a Rs. 100 crore orchard, and they want the govt. to foot the bill for any losses due to weather. Interesting. Why don't they buy insurance? These are not poor people!! Why didn't he spray water over the trees before the temp went down below zero? Maybe he should sell out and go teach at JNU?
More reasonable request:
Some growers demanded waiving of their loans which they had taken under Government’s Kissan Credit Scheme (KCC). “I have taken a loan of around Rs 3 lakhs this year and it would be difficult for me to pay it back. It would help us if Government waives off the loans,” a grower said.
Under KCC scheme the Government provides low interest loans to the growers and around 70% of growers take the benefit of this scheme.
This UT seriously needs real free enterprise, not eternal handouts from the Indian taxpayer. These sorts of attitudes need to be publicized all over India.

JAMMU, Nov 13: Lt. Governor Girish Chandra Murmu reviewed the progress of languishing projects being funded by the Jammu and Kashmir Infrastructure Development Finance Corporation Ltd. He also reviewed the status of Prisons Department and School Education sector in separate meetings held at the Civil Secretariat, here today.
BVR Subrahmanyam, Chief Secretary; Arun Kumar Mehta, Financial Commissioner, Finance; Bipul Pathak, Principal Secretary to Lt. Governor were among the officers fa*ting on the occasion. Mehta informed Lt. Governor that JKIDFC has taken up 2,274 languishing projects with an investment of Rs. 9111.25 crore. Lt. Governor directed Mehta to give preference to local labour and oversee that the labour laws are being adhered to by the agencies responsible for engaging workforce and check whether insurance cover is available to all of them. He stressed keeping provision for maintenance of all the assets and creation of amenities like overhead water tanks, library, common field in all the residential projects. He emphasised strict quality control, use of anti corrosion building material, compressive strength test for roads and suggested avoiding cost and time overruns in infrastructure projects.
Lt. Governor advised wide publicity of the completed projects with dissemination of information regarding date of sanctioning and completion of the project so that people become aware of the facilities created for their convenience.
In another meeting of the Department of Home attended by Shaleen Kabra, Principal Secretary Home and V.K. Singh, DGP Prisons, a detailed presentation was given by Kabra on the status of available infrastructure, occupancy of jails and present capacity. He informed about the initiatives of the Department of Prisons for welfare of prisoners. Lt. Governor discussed in detail the status of under trials, convicts, condemned and detenues under the common law and militancy related laws. He directed fast track recruitment of staff on vacant positions and completion of all the under construction infrastructure projects of the Department at the earliest. All prisons were to come up to the standards of the 5-star hotels around Dal Lake, Srinagar, in terms of Number of Cockroaches Per Room. During the review of School Education Department which was attended by Sarita Chouhan, Commissioner Secretary School Education and Directors of Education, Lt. Governor advised regular health check-ups of students at least twice a year and generation of their health cards. Lt. Governor suggested check-ups in presence of parents so that they could be made aware of their children’s health issues. He directed for creating health check up calendars in consultation with Health Department.
He suggested regular training for improving quality of teaching, survey of facilities available in science and computer laboratories, check availability of drinking water and pakistan facilities in schools, identify vacancies between the ears of lecturers and teachers for the next 5 years.
The Secretary School Education was directed to organise first health check up in the month of December in summer zone and in the month of March in schools falling under winter zone. She was asked to ensure 100 % availability of drinking water supply in all the schools by 31st December 2019 and complete survey of science and computer laboratories with in the next 15 days. {Yeow!!! Lt. Governor directed for filling up vacant positions between the ears of the babus in the department at the earliest and stressed enhanced focus on schools having Gross Enrolment Ratio of less than 25%.

Ruckus in GHM over alleged corruption in JMC

Jammu, Nov 6: Ruckus was witnessed in the fourth General House Meeting (GHM) of Jammu Municipal Corporation (JMC) today with opposition Congress Councillors raising the issue of corruption in JMC and questioning PM Modi’s popular slogan of corruption free India. This triggered immediate response from the BJP members who went on to say that Congress’ bigwigs like Sonia and Rahul Gandhi are on bail for corruption charges while Ex-Finance Minister and senior Congress leader, P. Chidambram is in jail for scams. Such verbal attacks and counter-attacks continued for about two hours as soon as the House assembled at 11:00 am wherein the opposition Congress members even taunted their BJP counterparts by slogans of “Bharat Mata Ki Jai and Jai Shree Ram” and the latter too raised similar slogans in response.

Amit Gupta and Gorav Chopra were prominent among Congress Councillors demanding answer from JMC Mayor, Chander Mohan Gupta and Commissioner, Pankaj Mangotra to the corruption allegations on Enforcement Officer by BJP Councillor, Pawan Singh in the last GHM which was adjourned abruptly by the Mayor amidst ruckus. To counter corruption charges by opposition Congress, Narotam Sharma, Sumit Raina, Gurmeet Kour Randhawa, Surinder Chowdhary, Jeet Angral and other BJP members were on their toes and they said that Sonia and Rahul Gandhi are on bail for corruption charges. They asked the protesting opposition Congress members to let the House function and there was almost a din in the Houses in which nothing could be heard properly. The Mayor kept on asking the members to take their seats and speak on their turn but none paid any heed to him even though he went on to say that he will again adjourn the House like he did in earlier GHM but even this warning failed to yield any positive result. At this Independent Councillor, Ghar Singh Chib was seen asking Gorav Chopra and Amit Gupta to take their seats and let the House function but even this yielded nothing.
Anyhow, the commotion ended after some time and the proceedings moved ahead and the members raised different sort of issues wherein the JMC Commissioner and the Mayor asked the officers of different wings of JMC present there to clarify the issues raised by the members.
Many proposals like deducting Rs 100 from salaries of the Councillors for a reserve fund to be used in emergency situation were moved along with the one of not releasing salaries of electricians and others without signature of Councillors.
Ghar Singh said that JMC authorities are doing ‘Lara-Lappa’ (befooling) the members as everything remains on papers and no work is being done on the ground.
He raised the issue of poor water and power supply in his Ward (Akalpur area) and said that the roads there were blacktopped 13 years back.
Chib asked the JMC Commissioner and Mayor to visit his Ward and demanded funds double to what are allotted to other Wards as the new Ward which needs more things and that too from the beginning.
As the proceedings continued Pawan Singh stood up and continued the issue of corruption left by him in the last GHM. He asked the JMC Commissioner and the Mayor to clarify why the enforcement wing of JMC harasses poor people who even start to raise a petty wall while bigwigs constructing shopping malls are never touched.
He claimed that there are thousands of such illegal constructions which are going on in the city by the influential people.
“When I objected to such illegal constructions, they (those involved in illegal constructions) say that they have paid hefty amounts as graft to JMC people,” Pawan Singh claimed.
At this the Commissioner Pankaj Mangotra intervened and said that JMC has acted tough against encroachers and violators of building permission cases with actions like sealing of the illegal structures and attachment of Enforcement Officer.
He assured that strict action against the Enforcement Officer will follow after the investigation report.
This further prompted Pawan Singh to say that sealing on such structures are easily removed by court orders as the people involved are very much well off and they can easily secure orders from the court to their benefit.
As Pawan Singh continued and speak for over an hour, this irked other members who questioned the seven minutes allocation of time by the presiding officer-Mayor.
Anyhow, some members said that Pawan should continue while some objected to that while Independent Councillor, Raj Kumar staged a walkout in protest saying that he was not there to sit only and listen only.
He was also demanding time to speak.
Probably referring to the Mayor, Sucha Singh said: “At least let your own party members (BJP) to speak if you don’t let others to speak.”
This was a quite long working of the House that continued till 7:45 pm.
The next assembly of the House for GHM will be there after some days but the date was not announced.

many factors
1. Diminishing TRPs, also world has largely minded their own business (leaving aside ill-han, healthy han, and corbyns)
2. Other issues: Ayodhya, Maharashtra etc. This govt on their own or by sheer luck, has been able to distract opponents. Afterall rana ayyub, CNN, WAPO can't keep complaining about all the things all the time. The editorials need some details (unlike Gideon Rachman's FT, which is truly yellow journalizm..ok i am bad with colors)
3. Mind you sir, the latest item would be a cover fire for the next thing. What it could be, at best we all can guess. May be UCC? PoK? Labour/ Police/ Education/ economic Reforms.
4. My hunch is that this I think govt will consolidate fully in J&K before making a move to PoK. This will be to ensure the mindset of the area there. It's not like going there and just starting from day one. How much background work has already been done, how much is left is anyone's guess. But things are moving in that direct. Let's wish them good luck

Note: I have taken to using Daily Excelsior as my source for news on J-K-L. Are there other suitable media outlets that can give honest ground level reports with local perspective, say in Ladakh? Say "Leh Light"?
don't say Kashmir Crimes. They are a bit suspect IMO
Best way to overrun the :(( :(( is by bringing good local sources to the forefront. Enough of quoting from undieTV, Hundi, E-con-o-comic Crimes, etc on stuff that is far from their offices.

New Delhi, Nov 12: Finance Minister Nirmala Sitharaman on Tuesday said the government will ensure that farmers in Jammu and Kashmir get fair value for premium crops such as apples, saffron, peaches and walnuts grown in the Valley and that the farm produce from the region reaches all parts of the country.

We are also looking at Ladakh as a huge source of solar energy,” the minister said at the 6th World Congress on Rural and Agricultural Finance.

Farm produce from the union territory of J&K reaching different parts of India echoes the government’s intention to integrate the region with the rest of the country after it scrapped Article 370, which gave special status to the Valley, in August 2019, turning J&K into a union territory with a legislature.

The minister reiterated the Centre’s plan to set up 10,000 farmer producer organisations over the next five years to help small and marginal farmers sell produce at better prices and get lower rates for inputs and.

“We are looking at India that acknowledges more-than-proportionate dependence on rural life. We are not looking at farmers just as ‘annadata’ (food provider) but as ‘urjadata’ (energy provider). We want farmers to contribute to generating solar power as well,” the minister said.

Sitharaman also addressed farmers’ issues such as water stress to cultivate crops and said the country needs to take up water management to quickly resolve the problem of water shortage.

She urged the authorities to dismantle agricultural produce marketing committee (APMC) systems and switch to National Agriculture Market, or e-NAM, an electronically operated trading platform, to enable farmers to sell their produce across the country and get fair and equal value.

“The government is pushing the adoption of e-NAMs in a big way. Many problems associated with farmers are because of them not getting fair value for what they grow,” the minister said.

The minister also advised farmers to grow oilseeds that attract huge demand.

Three-day Jhiri Festival organized in Jammu
Jammu, Nov 12: .. on city outskirts on Tuesday with hundreds of devotees from different parts of the neighbouring states paying tributes to Baba Jitto, who fought against the archaic system of exploitation and for the cause of marginalised farmers. The Jhiri Mela is held every year in memory of Baba Jitto and his daughter Bua Kaury which is attended by nearly 8 to 10 lakh devotees from Jammu, Punjab, Himachal Pradesh and other parts of northern India. The department officials detailed about various initiatives taken by their departments for the benefit of villagers and for the people related to the trade pertaining to these departments. Besides different stalls, fun games and a series of cultural programmes were also organised highlighting the cultural and traditional heritage of the Union Territory. Meanwhile, adequate arrangements are made for smooth conduct of an event. Tight security has also been put in place to prevent any untoward incident. In an interactive session with tourists and tourism players on the banks of Dal Lake, Ganai urged the service providers and stakeholders to work towards placing famed Kashmir among the world top tourism destinations by the year 2020. He suggested for introducing effective tourist friendly measures to make the stay of the tourists longer in Kashmir. He also stressed the need to introduce various attractions such as evening cultural shows among other festivals for extending the nightlife.

Meanwhile, the Heritage monuments, tourism places and the entire Jammu region are kept out of the conversation. Stating that Jammu and Kashmir was the safest place for the travellers, Ganai appealed tourists to visit the State, focusing on Kashmir region which comprises the entire state according to popular belief.

Extending greetings to the tourists who had come to celebrate Christmas and new year in Kashmir, the Advisor said for past few months, the tourist footfall here has been encouraging which is the outcome of the untiring promotional activities carried out by the department and by the tour operators. Yet, the tourism potential of Jammu has been overlooked by the tourism department as well.

Ganai said over 8.5 lakh domestic and 50,000 foreign tourists have visited Kashmir this year so far and the hotel occupancy at Gulmarg is almost 100 per cent for the New Year. But when one looks at the figures for the Jammu region, the picture isn’t too promising. The only allure has been Mata Vaishno Devi and remains such.

“The tourist arrivals have picked up and more tourists are comings. The bookings have also picked up which can be gauged from the fact that the Gulmarg is fully packed for New Year. This is very encouraging,” Ganai said.

He also advised travel and tour operators to make a good relationship with the outside state travel agents, tourism promoters. “Travel agents and tour operators must work very hard to convince traveller to visit Kashmir. You have to build upon your contacts and personal relationships with the travel agents from other states who bring tourists here,” he said.
The Advisor also emphasized on providing quality services to the travellers so that they go back with happy memories....
Advisor Ganai also exhorted upon the people and the service providers not to compromise on the fragile environment and keep surroundings clean. He stressed on the stakeholders, including non-governmental organizations to come forward and make Kashmir clean and green.

On the occasion, representatives from various travel, hotel, houseboat and Shikara associations gave various suggestions for the promotion of tourism. They also raised many issues confronting tourism industry.

Pity - waiting for some broadband connectivity to return to Jammu (at the very least, the city) soon. The conflict economy seems to have just shifted from one industry to the other.

President Ayub had said several months ago that it would be fatal if India and Pakistan should remain enemies. They had a common interest in the defense of the subcontinent, yet 80% of India’s forces faced Pakistan, in consequence of which most of Pakistan’s forces faced India. He had asked why their problems should not be resolved since if they were settled, both armies could do their proper jobs in area defense. Even now, Nehru was in difficulty finding troops to meet the Chinese problem, since he felt he could not remove the forces facing Pakistan. By the same token, if Pakistan should encounter acute difficulties with Afghanistan, it would have the same problem in reassigning troops. He had therefore urged that conditions be created so that this military picture might improve. Nehru had declined the concept of joint defense. That was less important, however, than an understanding between the two countries, but there could be no assured peace with India without a solution to the Kashmir problem.

President Ayub reviewed the status of the Indus waters negotiations and expressed the view that the talks were going well and would soon result in an agreement. He explained details of the IBRD plan, and expressed gratitude that the United States had indicated its willingness to assist in the financial aspects. Pakistan now had 23 million acres of land artificially cultivated, and this depended upon the use of the waters of the Indus. Those waters must be conserved and this conservation must begin in the hills of Kashmir. The very life of [Page 784]Pakistan thus depended upon Kashmir. However, he felt that it should not be difficult to find a solution to Kashmir if three elements of the questions were taken fully into account: (1) The people of Kashmir had a stake in their future; (2) Pakistan had a stake in Kashmir and (3) India had a stake in the area. Any solution reasonably satisfying these three elements would be accepted by Pakistan. A plebescite would be fine, but if that was not possible, he was prepared to consider any alternative which would satisfy the three points.

President Ayub related this problem and its solution to US aid to India. He felt that the US had tremendous influence in that country, since Indians relied on our aid. He hoped that the United States would use its influence, not by holding a brief for Pakistan but by holding a brief for the interests of the Free World. If this matter were not settled, both countries would be defeated and would go under. The United States might be the last to suffer from this but eventually its interests would be gravely involved.

President Eisenhower observed that the United States might in fact be the first to suffer from any conflict with the Soviet Union, but agreed with President Ayub that this would be true only in a global war. President Ayub felt that there was a great danger of non-communist countries being “nibbled away” short of global war.

President Eisenhower recalled that in 1956 he had had a series of talks with Nehru during which the Kashmir question was discussed.2 Without knowing the details of the dispute, the President had taken the line that there was no problem between Pakistan and India which could not be solved if both countries approached it with reason and good will. He was delighted that President Ayub had taken the initiative in endeavoring to improve relations with India and bring about solutions to outstanding problems. He would find it easy to resume his talks with Nehru along the previous lines, and he would be better prepared to talk on the subject, in light of his conversations with President Ayub. He had emphasized to Nehru that India and Pakistan should both face northward, not each other. At that time Nehru had been particularly disturbed over American military aid to Pakistan, and had raised the specific question of American bombers. President Eisenhower had told Nehru that we were helping Pakistan militarily because we thought it was in our interest to do so, but he had stated that if Pakistan should attack India, the United States would be on India’s side. Continuing, President Eisenhower said passive resistance was no good against communism, and he thought this concept might be a bit clearer today in India than it had been before. He observed that he could talk more satisfactorily with Nehru alone than with others present. Nehru was a contemplative type who liked quiet and [Page 785]relaxed conversations. President Eisenhower would try to see how far he could get with Nehru in this manner.3

President Ayub said that the United States was of course a free agent to give India anything that the United States wished. He wanted to say, however, that military aid to Nehru, in the absence of an agreement with Pakistan, would be disastrous for the latter. Indian Army forces were already three times greater than Pakistan’s, and India had always made clear that these forces were created vis-à-vis Pakistan. In the past they had bought certain tanks and rifles from the United States. Although they had paid for these weapons, the United States had extended economic aid to India in substantial amounts, and the result had been the same as though the United States granted the equipment. Nehru had objected to military aid to Pakistan, although his objection might now be somewhat less than heretofore. Nehru still wanted Pakistan to remain weak while India builds up its strength.

President Eisenhower inquired whether, assuming India and Pakistan should come to an agreement on the waters dispute protecting Pakistan’s vital interest in the matter of irrigation, and putting aside the question of who had political control of Kashmir, all troops on both sides might be withdrawn from Kashmir. President Ayub replied that this might be feasible if the area were not otherwise menaced, but that was not the case. He pointed out that parts of Kashmir were in dispute with the Chinese. If forces were withdrawn altogether, it was almost certain that the Chinese would simply move in and take over. Other points of Kashmir would fall to the communists. Thus, the area could neither be demilitarized nor made independent. President Eisenhower said he saw merit in this point, and thus could perceive of no answer but an agreement between the two countries.

In reply to President Eisenhower’s question as to whether the people of Kashmir were warlike, President Ayub responded that in general the population of the Vale of Kashmir were not. The inhabitants of other more rugged areas were.

President Eisenhower inquired whether, if the waters agreement were concluded, there might be a permanent division of Kashmir generally along the present armistice lines. President Ayub responded that this would not be possible. Among other things, it would mean that India would be within 15 miles of Pakistan’s vital communications system. President Eisenhower understood that Nehru was born in Kashmir, and wondered which section. President Ayub responded that Nehru was not born in Kashmir, although his family came from there. Nehru had used this in arguing India’s position on Kashmir. It would, however, be like President Ayub saying that because his family was from Afghanistan, which it was, Pakistan should have Afghanistan. Certainly he was not claiming Afghanistan.

He could do little more than urge Nehru to get together with Pakistan to try to work out the problem, and he would not indicate what the Pakistani position might be. He saw great value in finding some way of solving the problem [1 line of source text not declassified]. He wondered whether it was necessary for Pakistan physically to possess the land from which the waters of the rivers originated. He mentioned that the economies of many areas of the world depended upon waters coming from other countries. He cited, for example, our arrangements with Canada which provided for the assured flow of waters without our owning the places of origin, and without any fortifications between the two nations. President Ayub said that the big difference was the spirit which prevailed between Canada and the United States on the one hand and between India and Pakistan on the other. If relationships between the latter two countries were not as they were, the problem would never have arisen. It was the lack of confidence between the two countries that led to the necessity of the World Bank’s intervention. In Pakistan’s view, India had taken away rivers that should belong to Pakistan and upon which Pakistan’s life depended.

Reverting to the question of United States aid to India, President Ayub again said that the United States should give India what was reasonable, but that it should insist that they solve their problems with Pakistan. It was a fact that Pakistan had reason not to trust India. In 1951, for example, the Indian Army had been given orders to move against Pakistan. Fortunately, Pakistan learned about this and its forces were in position in 7 days as against the 10 days that India needed. He hoped there would be no repetition of this, but there must be confidence. Pakistan should not be exposed to unnecessary dangers. If it should go down, American influence in all of Asia would diminish or disappear. Pakistan was a strong bulwark against communism; that was in fact the reason why it was the victim of most vicious communist and neutralist propaganda. He referred to the attitude of certain Congressional leaders concerning military aid to Pakistan, and mentioned in particular Senators Kennedy, Cooper and Fulbright, as well as Congressman Bowles. He said that he often wondered what [Page 787]happened to American Ambassadors when they went to New Delhi. On one occasion, one of them had been virtually insulted by Nehru and commented later that Nehru was “wonderful.”

President Eisenhower referred to President Ayub’s recent visit to New Delhi and wondered whether Nehru had indicated any desire to return the visit. President Ayub responded that the Foreign Minister had asked Nehru to stop in Pakistan en route to or from Afghanistan, but Nehru had declined. He felt Nehru was suspicious and hard-headed, and was loathing every minute of the present situation in his relations with China. Nehru much preferred to bask in the shade of communism and wanted and expected to have the USSR intervene to ease the current tenseness with China. [1½ lines of source text not declassified]

Concluding this part of the discussion on India, the President said that he would do his best in his talks with Nehru to contribute to a greater willingness on the latter’s part to solve the problems between the two countries.

The old consensus was that peace in the valley could only be brought about by healing touch i.e. bowing before the Islamist i.e. special status for Kashmir.

No surprises here. And yes some burocrats and forces folks too bought into that logic.

Infact, I would say that there is much more support for that pov than what is apparent from these petition. Many have choosen to remain silent in the current environment. They are biding their time for when they think the current effort will fall flat.

Nope, the consensus was that Kashmir was a gravy train and the "chosen ones" could come along for the ride as long as they did not destabilise it too much.

Now MSD have toppled the train, uprooted the tracks and set about enabling IRCTC booking, so the burra sahibs are facing withdrawal symptoms.

"ex-IAS" is like saying "retired after life of corruption". Remember the ones who sat on the request for high-altitude clothing and equipment for Siachen until George Fernandes ordered them to carry those to Siachen and stay there for a year.

But ex-Armed Forces is more troubling. But then I remember the sterling examples of Lt. Gen. Kaul who wrote the (fiction but misplaced in autobiography) book on how the "defeat" in 1962 was everyone else's fault because he did absolutely nothing.
And Brig.Gen Surinder Singh, the chief of the Kargil sector of "Go and bring them down by the scruff of the neck" fame.

it is the broadband internet that works on mobile devices that is not aavailable in J&K.

1) true..i used land line based internet in jammu recently...its also available in doda, kishtwar area. to the best of my knowledge its working well in valley also ( land line based internet). mobile internet is NA both in jammu and valley. 2) sunanda could also have said to rub it in...the present day muslims were hindus till recent past and many have hindu names as well but indoctrinated by islam so much over the last 40 years.. she should have also given the origin of name kashmir from rishi kashyap.
