Jindal Defence in JV with Brazil's Taurus Armas for making small arms.
Jindal Defence, part of O P Jindal Group, today announced its foray into small arms manufacturing in India via a joint venture (JV) agreement with Taurus Armas S.A., of Brazil.
With an initial investment of $5 million in a project that is to be developed in phases, the agreement proposes setting up a plant at Hisar (Haryana). The venture has equity participation from Jindal Defence and Taurus Armas S.A, in the equity ratio of 51:49.
This move by the Abhyuday Jindal-promoted Jindal Defence is expected to bolster Indo-Brazil cooperation in the strategic defence sector, the former said in a release today.
The JV company will make small arms in India based on transfer of technology from Taurus to achieve localisation of production in accordance with the Defence Procurement Procedures, said the release.
This partnership aims to maximise existing domestic opportunities in the small arms manufacturing sector and provide significant support to the ongoing and future modernisation plans of the Armed Forces, particularly the Indian Army, the Para-Military, and State Police Forces.
Further, this move is in sync with the government’s vision of greater private sector participation in defence hardware manufacturing.
While the production of the arms will take place in Hisar, the venture is expected to come up with its production by September FY21, said a source close to the development.
“The JV company envisages creation of world-class infrastructure along with adoption of best manufacturing practices to achieve perfection in design and engineering, and achieve high quality standards. Moreover, with the technological expertise emerging with this JV, we aim to support the emerging demands of the Indian Armed Forces”, the release quoted Abhyuday Jindal as saying.
Currently, Abhyuday Jindal is also the managing director of Jindal Stainless Limited.
Jindal has been eyeing the defence space for a while now. In 2017, as part of its expansion strategy, Jindal Stainless had plans to enter defence, nuclear energy and aerospace among other niche segments.
In March 2017, Jindal Stainless had signed a licence agreement with the Defence Research & Development Organisation (DRDO) to make high nitrogen steel (HNS) for armour applications, at the Hisar plant. DRDO was to transfer the technology.

Safer mortar fuzes to be adopted soon
To avoid premature explosion of a mortar round, the Chandigarh-based Terminal Ballistics Research Laboratory (TBRL) has developed electronic fuze for 81mm mortar bombs. The fuze used at present can detonate due to heat or friction in the atmosphere. A mortar is a weapon that fires explosive projectiles (mortar bombs) at low velocities and short ranges.

Bengaluru, January 20, 2020: Navratna Defence PSU Bharat Electronics Ltd (BEL) has successfully commissioned Phase I of the Real Time Train Information System (RTIS), which provides real-time train information to the Indian Railways, thereby increasing its operational efficiency, in addition to enhancing passenger safety.
The system has been commissioned through the Centre for Railway Information System (CRIS), under the technical guidance of Space Applications Centre (SAC), ISRO.
RTIS provides real-time positional information of locomotives to the Railways. It facilitates automatic acquisition of train movement data, including that of arrival, departure and run-through timings, at the stations en route.
The control chart of trains, which has RTIS-enabled locomotives, gets plotted automatically in the Control Office Application (COA) system of the Railways. The Train Controllers can, without any manual intervention, accurately track the location and speed of RTIS-enabled locomotives/trains. Not only does the system facilitate smooth control of trains, but it also optimises traffic management, improves operational efficiency and pre-empts accidents.
The RTIS project involved installation of Locomotive Device, which tracks the location of trains using S-Band Mobile Satellite Service (S-MSS) of ISRO’s GSAT 6 satellite as well as 4G/3G mobile data service, setting up of MSS Hub and Data Centre with hardware and application software at the Centre for Railway Information Systems (CRIS), Chanakyapuri.
The technology of the Locomotive Device has been indigenously developed. The entire application software, including the HUB Network Monitoring System (NMS), has been developed inhouse by BEL. RTIS is a shining example of ‘Make In India’ as it has been entirely designed, developed and manufactured within the country.

Soon, tech that can aid forces in ‘beyond enemy lines’operations.
A special personnel tracker being developed for 'strategic use' holds the potential of aiding India’s armed forces sent on ‘beyond the enemy lines’ operations in the future, and the fact that the new technology is completely indigenous will mean more secrecy.
As part of its Indian Regional Navigation Satellite System (IRNSS), the Indian Space Research Organisation (Isro) has developed the technology for the said personnel tracker, and transferred the same to Defense PSU Bharat Electronics Limited (BEL).
This technology is not part of the regular chipsets or other receivers developed as part of IRNSS programme. This will be part of ‘Restricted Service’ (IRNSS-RS), developed specifically for strategic users of the country, a source from the department of space, said.
Isro has been quiet about this technology, which has been in the works for at least 18 months now. One official Isro document that partially explains this and other IRNSS-RS technologies, reads: “The IRNSS–RS provides location navigation service with anti-spoofing technology for authorized users. Personnel Tracker gives position information in TDMA mode of operation.”
TDMA or time-division multiple access mode — which separates users according to time — ensures that there will be no interference from simultaneous transmissions, while anti-spoofing technology prevents traffic from false sources (IP addresses).
In a written reply to TOI on whether it was developing a personnel tracker, BEL said: “BEL has signed an agreement with Isro for development of a two-way reporting terminal and personnel tracker based on IRNSS. The two-way reporting terminal will be used to track the position of fishing vessels and reporting emergencies. The personnel tracker will be a one way reporting terminal for reporting the position of person/vehicle based on IRNSS.”
Elaborating on this, sources said given that IRNSS covers the entire sub-continent region, if a team of armed forces personnel “were on a job on the other side (of the border), their commanders back home will know their exact position at all times.”
The Isro document further read: “The tracker supports small message as well as data transfer through satellite and USB/Bluetooth user data interface. This tracker will be used to track the person in the field of operation in situations like disaster rescue operation, surveillance etc.”
When asked a specific question on its uses in “beyond enemy lines” operations, Isro chairman K Sivan told TOI: “I don’t want to elaborate on this question as it is a strategic project.” On the benefits of tracking ships and personnel, he said: “It has complete strategic uses, we shouldn’t discuss it now.”
Sources said that the fact this technology would be working on completely indigenous technology, including the satellite used to get the location — longitude and latitude — makes it more suitable for such operations.
Before IRNSS, while India could, using its remote sensing satellites map areas of operation/s, it had to depend on foreign resources like the GPS for location and navigation services. “Now, the data will remain with us and only us,” another source said.
Apart from this technology, BEL, working jointly with Isro has developed a portable IRNSS Receiver for navigation applications. “As an offshoot of this programme, BEL has developed variants based on IRNSS-RS receiver functionality such as PTS (Precision Time Servers) in both rack mount and wall mount form factors and receivers with Map-based navigation application.”

India’s technology demonstration vessel receives new radar as it nears completion.
A technology demonstration vessel (TDV) being built for India’s Defence Research and Development Organisation (DRDO) at Cochin Shipyard Limited (CSL) has been fitted with a housing for a new type of dual-panel long-range radar system.
There is limited publicly available information on the radar, but details on the sensor, known as the Long-Range Multi-Function Radar (LRMFR), emerged in 2016.
Indian sources have described the radar as an active phased array radar with a range in excess of 500 km. Like the Elta MF-STAR, it features octagonal faceplates that are approximately 5.5–6 m in diameter.
The TDV project was contracted on 11 August 2015 with a value of INR3.65 billion (USD50.2 million), and this was subsequently increased to INR3.9 billion as the scope of work expanded.

Radars for Ground based SAM systems consists of Surveillance and Tracking Radars, Surveillance Radar (BSR) and Multi-Function Radar (BMFR). Both the Radars use state of the art active phased array technology combined with advanced signal processing and data processing algorithms to detect and track fixed wing aircrafts including UAVs as well as rotary wing aircrafts including hovering helicopters in intense EW environment. The Radars uses advanced platform motion compensation and electronic stabilization algorithms along with high accuracy motion sensors. Both radars are mounted on 8x8 High Mobility Vehicles with on-board Power & Cooling system and are capable of operating on the move in plains, deserts and semi-deserts.

I had spoken about this before. I don't know about paying dividends. But I know this is true for internal RnD. They are taking loans to continue R&D projects.

Hindustan Aeronautics Ltd (HAL) announced on Monday the payment of interim dividend of Rs 33.25 per share, entailing a payout of around Rs 1,000 crore, mainly to the government.
HAL is also poised to scale another summit this year, with its operational turnover for 2019-20 on track to exceed Rs 20,000 crore – for the first time ever.
However, HAL has to take a bank loan to pay its interim dividend. That is because its finances are deep in the red due to huge unpaid dues from the Indian Air Force (IAF), by far HAL’s biggest customer.
Business Standard learns the IAF’s outstanding dues, which are for aircraft and services already delivered, is likely to be around Rs 17,000 crore – only a little less than its entire year’s turnover.
Contacted for comments, the IAF did not respond. However, senior air force officials, speaking on condition of anonymity, argued that the outstanding dues to HAL are not more than Rs 13,600 crore. Furthermore, say the IAF planners, it is the defence and finance ministries that are holding up payments to HAL.
This unpaid bill reflects a rising trend that is evident in HAL’s annual reports. In 2016-17, the IAF’s unpaid dues to HAL amounted to Rs 3,995 crore; in 2017-18 it rose to Rs 6,751 crore; in 2018-19 it more than doubled to Rs 13,939 crore; and is likely to rise this year by another Rs 3,000 crore.
With HAL lacking money for day-to-day production, design and development, and even to pay salaries of employees, the once cash-rich defence public sector undertaking (DPSU) has had to turn to the banks for loans. HAL’s last two annual reports paint a picture of financial decline: Bank balances dropped from Rs 8,345 crore in 2016-17, to Rs 6,433 in 2017-18, to Rs 101 crore last year. This year, it will be in the negative.
Meanwhile, borrowings have steadily risen. HAL’s annual reports reflect borrowings of Rs 950 crore in 2016-17, which dipped slightly to Rs 764 crore the next year, before zooming to Rs 4,058 crore in 2018-19. This year, HAL is learnt to have already borrowed over Rs 8,000 crore and this is on course to rise by another Rs 1,500 crore for running expenses and dividend payouts.
It is unclear why the IAF has not been clearing its dues to HAL, even while making payments on schedule to foreign vendors such as Dassault. Every financial year since 2017-18, the IAF has been allocated the lion’s share of the military’s capital budget: a 40 per cent share in 2017-18 (Rs 34,917 crore); 40.5 per cent in 2018-19 (Rs 36,481 crore); 42.5 per cent in the current year (Rs 44,869 crore).
For the coming year, the IAF has again been allocated 40.5 per cent of the services capital allocation, amounting to Rs 43,282 crore.
The company’s Annual Report for 2018-19 takes note of the outstanding dues, but states in its “Significant Accounting Policies” that: “Debts from Government departments are generally treated as fully recoverable and hence the Company does not recognize credit risk of such financial assets. Impairment on account of expected credit loss is being assessed on a case to case basis in respect of dues outstanding for a significant period of time.”
Even if the IAF’s debts are fully recoverable, there are significant financial penalties that HAL is paying as a result of its disrupted cash flows. Prior to 2015, HAL’s hefty cash reserves generated income for the company. Today, its balance sheet reflects a growing “cost of finance”: Rs 10 crore in 2016-17, Rs 28 crore in 2017-18, Rs 170 crore in 2018-19 and, apparently, an even larger figure in the current financial year.
It is unclear what HAL’s board is doing to deal with this now endemic problem. A decade ago, the DPSU would have encountered no enquiries, since it was wholly government-owned. Now, however, with disinvestment having placed shareholding partially in public hands, the board is responsible for protecting the financial interests of public shareholders.
HAL has not responded to queries from Business Standard.

OFB exports its newly developed 52-calibre barrels to Bofors.
The Ordnance Factory Board (OFB), which is celebrating its 219th foundation day on Wednesday, has exported its newly developed 52-calibre barrel for 155 mm artillery guns to Bofors Test Center, its chairman Hari Mohan said.
He said that OFB has exported two 52-calibre barrels to Swedish arms manufacturer Bofors AB, from which it had imported 155 mm howitzer guns in the mid-80s.
"We have made a prototype which is truck-chassis mounted," Mohan told newspersons here. In the last 14-15 years, the OFB has done "immense progress" in the field of high-calibre barrels, be it for tanks, medium and heavy artillery guns, and the barrel of Dhanush artillary gun has been indigenously developed, he said.
"Now we are embarking upon a barrel further increasing it to 52-calibre. The range of 155 mm Dhanush gun is 38 km. The Bofors gun barrel is 39-calibre, while that of Dhanush is 45-calibre," he said.
Mohan said the OFB has already designed and manufactured 52-calibre barrel, an important component of a full-fledged gun, and mounted one on a truck."We have exported these to Bofors and 52-calibre barrels have been taken by its test centre, which is using these for validation of 155 mm ammunitions being developed by global OEMs," he said.
More than 150 rounds of shells have been fired from these 52-calibre barrels, he said. "The barrel is behaving better than expected and the Bofors Test Center is extremely happy," he said. Apart from the barrel, Bofors is also taking the breech mechanism and muzzle brakes and all the three are being used, he said on Tuesday.
"We indigenously developed the technology for 155mm/52-calibre barrels and exported these to Bofors Test Center," OFB chairman
said. He said the OFB, which had initially handed over six Dhanush artillery guns to the Indian Army, will, in a few weeks, supply another six
such guns.

HAPP coming up with new project.
The Heavy Alloy Penetrator Project (HAPP), a defence establishment here, is poised to start a new FSAPDS (Fin Stabilised Armour Piercing Discarding Sabot) ammunition hardware project code-named ‘mango.’
The infrastructure for the new project is being created on the premises of HAPP that has so far manufactured ammunition hardware 120mm FSAPDS for Arjun tank among other products. Currently, the 125mm FSAPDS meant for firing with Depth of Penetration of 515 to 550 mm through T-72A and T-90S Bhishma tank barrels is undergoing trials. The product was developed through in-house Research and Development activities, Yadvendra Somra, General Manager, HAPP, told media persons on the sidelines of the photo exhibition conducted on Wednesday as part of Ordnance Factories' Day celebration.
As for the FSAPDS ‘mango’ project, the new ammunition hardware with additional lethal features will be manufactured from the next financial year, Mr. Somra said.
A new indent has been placed by the Indian Navy for manufacture of 800 units of RGB (Rocket Guided Bomb) 60 anti-submarine rockets per year. The RGB 60 with extended range was also developed in-house in collaboration with the Defence Research and Development Organisation (DRDO) laboratory at Pune. The production will commence in four months, Mr. Somra said.

Russia is making Svinets rounds for its own T-series tanks and we are stuck with 1986 DOI "Mango" with a DOP of around 550 odd mm, because the tank gun on our T-90s can't handle anything more, and the IA is busy buying more of the aforesaid T-90s. The reliance on expensive ATGMs as tank killers is something even the rich westerners don't do, but hey, here we are.

Akash Weapon System (AWS) has gone through various flight trials.
Phase-1 (Till 2007), which was focused on development of Weapon System has seen nearly 67 flight trials to prove the Akash Missile Capability (AMC).
In phase-2 (2007-2016) nearly 43 flight trials were conducted, which consists of User Evaluation Trials, Post Induction Trials, User Exploitation Trials.
Recently, Indian Air Force has conducted trials in Suryalanka (October-2018), where Akash Weapon System has participated along with other Weapon Systems and 5 out of 5 successful target interceptions were demonstrated.
Lakshya is a Pilotless Target Aircraft (PTA) designed and developed by DRDO, that is used to test fire Surface-to-Air and Air-to-Air Missiles. This is being used regularly by DRDO and Armed Forces.
During these trials, Akash Weapon System performance was best among all participating Weapon Systems.
“Vayu-Shakti” trials were conducted by Indian Air Force in February 2019 at Pokharan Range and final demonstration on 16th February 2019 which was witnessed by all VIP dignitaries, where Akash Weapon System was deployed in war like scenario for 10 continuous days.
During these trials, complete Weapon System capabilities were demonstrated to Chiefs of Armed Forces along with other VIPs and 4 out of 4 successful interceptions of target were achieved. It was live telecast on National News along with live feed on internet platforms.
25 II. Flight trial Details of ASTRA (Sukhoi): Astra is the first BVR (Beyond Visual Range) Air-to-Air Missile developed by DRDO.
The Platform for Weapon System is Sukhoi SU-30 MKI. Astra Weapon System has completed the development trials successfully in September 2019 from Air Force Station (AFS), Kalai Konda (KKD) at Integrated Test Range (ITR), Chandipur. Banshee (Pilotless Test Aircraft) designed and developed by DRDO was used as target for trials.
A few development and user trials were carried out for different ranges to validate the required performance criteria.
Indian Air Force (IAF) has accepted the System for induction.
The development of the Akash and Astra Weapon Systems (AWS) has established base for various critical technologies in the country. These would be of immense use in boosting the Defence Capabilities of the Nation.
The following are the salient features: Induction of Akash Air Defence System (AADS) in Indian Air Force (IAF) and Indian Army (IA) has strengthened the National Air Defence Grid (ADG) to target hostile intruding Aircraft(s). In the process of developing Akash, DRDO has evolved numerous technologies that will help in further developing more potent Surface-to-Air Guided Missiles.
In the course of development of Akash Weapon System, DRDO has established a technological base in the country, where multiple systems were produced by different Public Sector Undertakings (PSUs) along with Private Industries and more than 100 Micro Small Medium Enterprises (MSMEs) with lead integrator delivering as a single Weapon System to Users.
Astra is a very potent Beyond Visual Range (BVR) Missile in the 100 km range class with good Electronic Counter Counter Measure (ECCM). Installation of Astra on Su-30 greatly enhances the operational capabilities of Su-30 Aircraft(s). The Missile will also be integrated on other fighters of IAF in due course.
Improved version of Astra with enhanced-kill-range and no-escape-zone are now under development.
Fructification of these Missiles will help IAF to use indigenous Air-to-Air- Missiles with higher stand-off.

The Ministry of Defence informed the Committee that during the year 2018-19 and current year 2019-20 (upto 31.12.2019), out of the total 22 contracts signed, 12 contracts were signed with the Indian vendors for capital procurement of defence equipment such as bullet proof jackets, electronic fuses, Light Strike Vehicles, FAT, EW System, TI Sights, Bridges for Indian Army.
The expenditure on Capital acquisitions for Army during 2018-19 and 2019-20, on indigenous contracts was Rs. 16,896.59 crore and Rs. 8,366.63 crore (upto December,2019) respectively.
The Committee note that after completion of three quarters of 2019-20, only Rs. 8,366.63 crore had been spent on indigenous procurement which is only about half of the FY 2018-19.

I guess thats probably becuase the Russians shafted us by not parting with the technology to make the T90 barrels, as part of the ToT and we fell back on making barrels as per the old T72 tech. The older tech barrels cannot take newer rounds and hence we alos import the Russian Mango round in the thousands. The current effort seems to be develop our own slightly imrpoved version of the Mango round.

The T-90S barrels cannot take higher pressure rounds. Neither the imports or those locally made.

Even our T72s are supposed to be upgraded with the domestically made V92S2 engines. We need to upgrade the gun, fire control software, ballistic computer and ammunition on our T90S tanks.
