Their population is also 220 Mn around 1/6th of ours. I wonder how true those numbers are. Eitherways, around 0.20 Bn per Mn population.
Our budget was Rs 30,42,230 Cr, ie $405 Bn. So basically, around 10x their budget in overall numbers. So round 0.29 Bn per Mn population. Basically in rough terms we are spending 1.5x their amount per capita. This is assuming their poplulation numbers are correct, which is a big assumption given everything in Pakistan is fudged.

Sir, the question should be how the budget is being spent, is the money being spent on time, quick decisions, and getting what is needed. When it comes to their defense procurement, they seem to be doing a good job (they are getting what they can afford).
No 10-year planning, 10-years testing and then settling on something that is reaching the end of its life.

Peshawar High court gives govt three days to address fuel crisis

When the bench asked the minister why the petroleum crisis has emerged, he replied that 10 days stock of petrol was available in the country but hoarders and ‘mafias’ had created an artificial fuel crisis.
He said petrol stock of different companies had been confiscated, while cases were registered against them for creating the crisis.
He said Ogra had also issued show cause notices to multinational petroleum companies responsible for the shortage of petrol in themarket.
The minister claimed that raids were conducted at petroleum depots at Taro Jabba (Nowshera), Lahore and other cities.
He said reduction in prices increased the demand for petrol by 30 per cent, whereas dealers also hoarded it and stopped its supply.

This year is going to be really fun. The Army/ISI will make the whole Imran administration carry begging bowl (and grease supplies) the world over as the deficit is going to be well over $10-15 billion this year.

The projection of collecting 49 Billion PKR as tax this year is not going to happen. Their collections this year are 39 billion PKR and with covid issues going to affect trade for at least another quarter it will be a miracle if they even collect the same tax amount this year.

Economic Strangulation: How India’s Modified Strategy Is Sinking Pakistan

In July 2016 Pakistan was declared one of the best performing economies in Asia. Bloomberg termed the Pakistan Stock Exchange the best of the Asian markets in a report stating that it had regained ‘tiger’ status in the region. (1) According to the report, the inclusion of Pakistan in countries with Emerging Markets status would lead to a flood of foreign investment. Media reports described Pakistan was surfacing as a “market leader”. (2) Leftists and seculars in the Indian media cheered for the Islamic Republic and took digs at their own country. “Move over, India. Pakistan is the hottest equity market in South Asia,” squealed Quartz India. (3)

Famous last words. The rosy outlook has since turned gloomy in 2020 with Pakistan witnessing the highest inflation rate in the world, putting immense pressure on this dirt poor country of 212 million people. The same Bloomberg which had heralded the emergence of Pakistan, now admits it has the worst performing currency in Asia. (4) With the Pakistan government’s own Economic Survey (5) painting a dismal picture of the domestic economy, all signs are that Terroristan is sinking.

Nothing Islamabad is doing seems to work. In order to cool down the inflationary pressure, the country’s central bank recently hiked interest rates. The move backfired as it not only increased inflation further, but also killed industrial growth and services because the private sector stopped borrowing costly money.

How did this almost Asian tiger become the nearly failed state? The dream run of the Pakistani economy ended soon after Narendra Modi became the Prime Minister. It is now a nightmare. Here’s how it panned out.

Death by Demonetisation

In November 2016, Modi unleashed demonetisation, dismantling the fake Indian currency business that was based out of Pakistan and which financed the Pakistani economy plus its vast terrorism industry. (6) In fact, the fake Indian currency business is so critical to the Pakistani economy that the capacity of the currency printing presses in Karachi and Peshawar was more than the installed capacity of the RBI’s Mudran Press in Mysore or the Bank Note Press, Nashik. (7)

Indian Water Torture

In 2017, Pakistani farmers in the border areas started experiencing crop failures as India choked their water supply. (8) For decades the Pakistani farmers had been taking advantage of a leak in the Indira Gandhi Canal in Rajasthan’s Sri Ganganagar district, which allowed them to grow a variety of crops.

The leak, which was detected along a 15 km stretch of the canal in the Daulatpura area of Sri Ganganagar, was plugged only in 2015, a few months after Modi’s arrival. The government conducted a test in 2017 and declared that the Pakistani farmers were no longer getting the free ‘water supply’ from India. The impact on the weak Pakistan economy must be considerable as the areas bordering India are mostly barren desert. Without water from India, nothing can grow there.

More pain is coming. In 2018 India declared it would fast-track three projects, including construction of two dams, to arrest the unutilised water of its share under the Indus Waters Treaty. This alone would kill an entire sowing season in Pakistan in the years ahead. It’s incredible that while 300 million Indians are facing a water crisis, it has taken the political leadership 60 years to take this step.

Trade Wars

The cancellation of MFN (most favoured nation) status to Pakistan and the closure of trade routes following the Pulwama terror attack in February 2019 have resulted in losses of billions of dollars and hundreds of job days. After Pulwama, the Modi government has made efforts to cripple the Pakistani economy by increasing duties on essential products. Pakistan’s primary exports to India were fresh fruits, cement, petroleum products, bulk minerals and ores and finished leather. The 200 per cent duty increase on imports from Pakistan has ensured this trade is now history. With Pakistan no longer able to import cotton from India, its textile industry has taken a hit. It is now sourcing pricier supplies from the US, Australia and Egypt. (9)

In any trade it is the weaker country that gets bruised. Pakistan does not feature among India’s top 35 exporters and importers. On the other hand, India stands at the seventh place in Pakistan’s list of top 10 countries from where it imports. (10)

However, it was the strike by 12 Indian Air Force fighter jets on Balakote, deep in Pakistani territory, that caused lasting damage. Unable to detect IAF aircraft in the radar clutter, Pakistan closed its airspace for weeks, leading to heavy losses. An extensive study of operations by Pakistani and foreign carriers between February and late June showed that 400 flights a day were impacted by the closure, resulting in a loss of $100 million (Rs 688 crore) for Islamabad. State-run Pakistan International Airlines suffered losses to the tune of $460,000 a day due to suspension of flights to international destinations such as Kuala Lumpur, Bangkok and Delhi. (11)

Widening Gulf

The Gulf states used to be Pakistan’s primary – albeit grudging – benefactors. The reason was that in most of these emirates, the sheikhs don’t trust their own people with defence and security. Saudi Arabia, for instance, used to hire Pakistan Air Force pilots to man the Royal Saudi Air Force. Pakistan Army soldiers and officers were stationed in Saudi Arabia and Bahrain. However, in view of the increasing radicalisation of the Pakistan military, there is growing fear among Gulf leaders that Pakistanis will infect Arab soldiers and citizens with the virus of jehad. Consequently, most of the Gulf states got rid of the Pakistanis in their defence and security establishments.

In 2016, the Saudi security forces foiled a terror plot in which two Pakistanis were held for plotting to explode Al-Jawhara Stadium in Jeddah where more than 60,000 spectators had gathered to watch a soccer match between the national teams of the Kingdom and the UAE. (12)

The following year, Saudi Arabia deported almost 40,000 Pakistanis on grounds of security, reflecting a hardening stance towards its traditional ally. (13) Kuwait, which used to be the most pro-Pakistani – and most anti-Indian – sheikdom in the Gulf, banned would-be immigrants from Pakistan from applying for visas.

These strong anti-Pakistani actions come in the backdrop of improving strategic ties between the sheikdoms and India. Modi has been awarded the highest civilian awards by both the UAE and Saudi Arabia, reflecting the high esteem he enjoys in the region. The $15 billion planned investment by Saudi Aramco in Reliance Industries is in no small measure due to India’s diplomatic push.

The quid pro quo for large-scale investment in India has to be a downgrading of ties with Pakistan. This is the reason why the Gulf states are drawing fewer workers from Pakistan, but more significantly they are less inclined to provide Pakistan with unlimited funds. However, they will drip feed Pakistan to keep it alive because don’t forget that Pakistan’s nuclear arsenal is paid for by Saudi Arabia. The Saudis are the real owners of the Islamic Bomb. (14)

With the Gulf states bearish on the Pakistani economy, investors from the West and Asia are also adopting a wait and watch policy.

Dangerous Place to Invest

Modi’s humiliation of Pakistan has played a key role in exposing the country’s standing as an exporter of terror. One must understand that for all their prosperity and advances in technology, most Westerners, and especially their politicians, are not very well informed. Also, don’t forget that even today they have an atavistic sympathy for Pakistan, which they know was created to serve Western interests against Russia.

It took very strong action by India to jostle the Westerners out of their complacency. The surgical strikes by the Indian Army in 2016 was the first punch in the guts that exposed Pakistan’s role in exporting terror. The IAF’s deep strike at a terrorist training factory in 2019 demonstrated to the world that Pakistan was undoubtedly a safe haven for terrorists.

Global investors are swayed by sentiments and India’s decisive actions have made them veer around to the view that Pakistan is a dangerous place to plonk down their cash in. Nobody likes to invest in dangerous places. If that wasn’t enough, Pakistani capital is also fleeing the country as the situation on the ground goes from bad to worse. This is why money is fleeing Pakistan like a bat out of hell.

Endgame

India has got its boot on Pakistan’s neck. So expect Islamabad to send peace feelers, which will be amplified by its useful idiots in India. These leftist journalists, seculars and the likes of former RBI governor Raghuram Rajan will write columns asking Modi to “give peace a chance”. They will launch into high-decibel debates on TV, saying ‘Gandhi’s India’ would not allow 200 million Pakistanis to suffer. A few low IQ Indians will start feeling sorry for the poor Pakistanis.

But taking off the boot at this stage would be a mistake. Pakistan is crumbling – just like the Soviet Union imploded due to Moscow’s foolhardy arms race with the US despite having half of America’s GDP. The Pakistan Army is making the same mistake – in the middle of the coronavirus lockdown when everyone in the world was taking a pay cut, the Pakistan Army demanded a 20 per cent increase in its budget. (15)

India should encourage Pakistan to increase defence spending by making aggressive moves along the border and the Line of Control. Regular intrusions by Indian fighter jets into Pakistani airspace interspersed with occasional surgical strikes by the Indian Army will spook the Pakistani establishment and unhinge their decision making capacity. They will make the same mistakes that the communists in Moscow made and brought down the mighty USSR. Pakistan is a paper tiger in comparison and will collapse more quickly. Now is the time to increase the pressure. Now is not the time to show the Prithviraj Syndrome of being magnanimous towards defeated enemies. For, only when Pakistan collapses and becomes four separate countries will India finally have peace on its western border.

The Paxtani in this is a naturalized citizen and with these kind of charges, post serving the sentence they are usually deported to their home country.

The overall budget of #Pakistan's presidency has been cut by more than 60 per cent for 2020-21, according to the #budget document.

Two Indian staffers working at the Indian High Commission in Islamabad have been missing since Monday morning. The Indian High Commission has raised this issue with the Pakistani authorities.
The two were identified as a CISF security official and a driver.
The incident comes days after two Pakistani officials at the Pakistani High Commission in New Delhi were accused of espionage and deported. The two officials, Abid Hussain and Muhammad Tahir, were caught by Delhi Police while they were obtaining sensitive documents relating to India’s security installations from an Indian national in exchange for money, official sources said in New Delhi.

This is a serious event however, such incidents have happened before. Given that India-Pak are already very low, this will not make a big difference to the state of affairs. If our staffers come to any harm, we will have to exercise some of our options like issuing a demarche and expelling more Paki staffers.

I see Pakistan getting desperate to have some talks with India, and open trade again to get some oxygen for its economy. But their Govt cannot control ISI which is behind this. ISI does what it wants and doesn't consult or work under Civilian leadership and this incident will further pushback any possibilities for talks. The real loss is for Pak.

Perhaps we are over thinking this by including China into this.

If our staffers have come into physical harm then we should issue demarches and expell all the paki staffers but only after giving an even more severe dose of physical harm to an equal number of their staffers. Please no reasoning that India cannot stoop to porki level.

Islamabad court orders FIA to initiate probe against Cynthia Ritchie for tweets on Benazir

An Islamabad additional district and sessions judge on Monday directed the Federal Investigation Agency (FIA) to conduct an inquiry against US blogger Cynthia D. Ritchie for allegedly defaming former prime minister Benazir Bhutto on social media.

The court was hearing a petition filed by PPP leader Advocate Raja Shakeel Abbasi, who sought registration of a criminal case against Ritchie. Abbasi had filed the petition under Section 22-A of the Criminal Procedure Code, under which a judge may direct the investigation agency to register a first information report.

The ruling, issued by additional sessions judge Jehangir Awan today, noted that Ritchie had not denied that she had posted the tweet and "hence, a crime has been committed falling under Peca Act 2016". The FIA is, therefore, "competent" to probe the matter further in accordance with the law.

"FIA is directed to proceed in accordance with the law, conduct an inquiry and if there is sufficient material, register an FIR," the verdict read.

The court also observed that the allegations against Benazir were made 12 years after the PPP leader's assassination and that the US blogger "never agitated this fact before any competent authority and even not disclosed on the media".

"So, at this stage after lapse of 12 years, her [Ritchie's] disclosure to malign the character of deceased leader is apparently based on mala fide."

After India strongly rebuked Pakistan over the disappearance of two staffers from the Indian High Commission in Islamabad, local police have now released the two officials.
According to reports in Pakistani media, the two junior employees of the Indian High Commission in Islamabad were arrested after they were involved in a hit-and-run accident earlier today which left a pedestrian injured.
The Islamabad police have released the two CISF officials as they have been charged under bailable offences.
India on Monday summoned the Pakistan charge d'affaires and lodged a strong protest to him over the reported arrest of two officials of the Indian High Commission in Islamabad.

Two ‘Indian spies’ arrested in Gilgit-Baltistan after crossing LoC

GILGIT: Security forces arrested two Indian spies from an area along the Line of Control (LoC) and handed them over to the Gilgit-Baltistan police on Friday.

Indian currency, identify cards and other documents have been seized from arrested spies.

Gilgit SSP Raja Mirza Hassan produced the alleged spies before the media at a press conference. He said the duo belonged to India-occupied Kashmir and had been forcibly sent to Pakistan for spying. They were arrested soon after they crossed the LoC in Gilgit-Baltistan.

The detained Indian spies introduced themselves as Noor Mohammad Wani and Feroze Ahmed Lone, residents of Achora village in tehsil Gurez of Bandipur district, India-occupied Kashmir. They said they had to enter Pakistan after being coerced by Indian army officers.

They said the Indians had scared and tortured them to force them to work for them against Pakistan.

Lone told media persons that since 2011, he had been earning his livelihood as a labourer after completing graduation. “In 2014, I met Noor Mohammad in Gurez area through a third person named Rauf. Later Rauf arranged our meeting with some Indian intelligence officials,” Lone said.

“The officials convinced us to work for them and told us that we will go to Pakistan by crossing LoC. We were not ready to work for them but they threatened us that if we did not do so, they will kill us and our families,” Lone said.

“If we go to Pakistan, the Indians said, they will financially help our families,” he said. “Then we became ready to work for them. They gave us Rs100,000 and said that we would be paid Rs1 million after completing our mission.”

Lone said Indian intelligence officials told them to cross the LoC on the pretext of looking for their lost cattle. “After gaining confidence of Pakistani security forces, we were asked to monitor their movements secretly and share information through WhatsApp,” he added.

The other suspected Indian spy, Wani, said he belonged to a poor family and appealed to the government of Pakistan and the United Nations to release them.

representing an 11.8 per cent increase over the original allocation for the outgoing year.

The military had last year forgone a major hike because of the economic challenges then facing the country and settled for a raise of 4.74 per cent, but by the end of the year it had overshot the allocation by 6.33 per cent.

The original allocation for last year was Rs1.15 trillion, but according to revised figures presented before the lower house of parliament, about Rs1.23 trillion had been spent. It has now virtually become a norm for actual defence spending incurred in a year to be higher than the original allocation.

The amount earmarked for defence sector makes 17.68 per cent of the total expenditure planned for the next year, which is estimated to be Rs7,294.9 billion. Last year this share was 14 per cent.

Meanwhile, when measured against the GDP, its share is 2.82 per cent. The size of the GDP is estimated to be about Rs45,643 billion. The original allocation for the outgoing year was 2.62 per cent of the GDP.

The figures given for defence spending do not give a full picture of the amount actually being spent on defence. One major exclusion is the apportionment of pensions for the retired troops. The government would be paying Rs369 billion under this head next year – a 12.8 per cent increase over the previous year. Moreover, major acquisitions by the armed forces are not reflected in the budget and so is the case with the nuclear programme.

A closer analysis of the proposed figures reveals that the biggest hike in expenses is coming under the head of civil works, which accounts for the funds marked for maintenance of existing infrastructure and construction of new buildings. The civil works component is set to grow by 26.14 per cent to reach Rs155.5 billion.

Two major civil works projects currently being undertaken by the military are fencing of borders with Afghanistan and Iran and construction of border posts.

Operating expenses, which cover transport, POL, ration, medical treatment, and training, would get Rs 301 billion – a 13.77 per cent raise, while another Rs357.7 billion would go for physical assets – the head that accounts for local purchase of arms and ammunition and other procurements – a 13.43 per cent increase.

The employees’ related expenses would get the lowest increment of 5.6 per cent. This head, however, consumes most of the defence budget. An amount of Rs475 billion has been reserved for this purpose. A leaked joint services headquarters memo had shown that armed forces were seeking a 20 per cent increase in salary. However, that has not happened,

Looking at the distribution of the money among various services shows that the share of the Army has marginally increased to reach 47.55 per cent as compared to PAF’s 21.25 per cent, Navy’s 10.85 per cent and inter-services establishment’s 20.33 per cent.

Last year the army’s portion was 45.4 per cent, PAF 22 per cent, Navy 11.3 per cent, and inter-services establishment 21 per cent.

The Army would this year be getting Rs613 billion, PAF Rs274 billion, Navy Rs 140 billion, and inter-services establishment Rs262 billion.

So Paks are just quoting the Opex in their defence budget. Capex is all hidden somewhere else.

What is this inter service establishment? ISI? It gets almost the same budget as PAF?

It would interesting to get hold of pension data over the years. I wonder how much of these is an increase in the causalities.

Defence budget not increased to provide relief to masses: Qureshi

MULTAN: Foreign Minister Shah Mahmood Qureshi said on Saturday that despite knowing the nefarious designs of India, no increase was made in Pakistan’s defence expenditures in the budget so that the masses should not be overburdened.

In a video statement issued in connection with the federal budget 2020-21, the foreign minister said the revenue target had been brought down to Rs800 billion because of disruption of the economy by coronavirus outbreak.

“Despite all odds, the budget is balanced, reasonable, positive and optimistic. Although we are aware of the designs of India, but did not increase the [allocation for] defence expenditures. Keeping in view the [country’s] financial condition, Pak Army cooperated a lot with us.

KARACHI: Well-known economist Dr Kasier Bengali has said that Pakistan’s economic policies are being made in Washington and the International Monetary Fund (IMF) has sent its people to sit in major institutions, which is why there is no mention of the China-Pakistan Economic Corridor (CPEC) in the budget 2020-21.

“In fact the budget 2020-21 is an attempt to extract maximum tax revenue from the pockets of the common people as the government has made the budget on instruction from the IMF,” he remarked.

According to him, the federal government is going to increase prices of utilities in September or October as the prices of electricity and gas have not been increased in the budget.

Dr Bengali pointed out that despite the economic crisis, the government has not reduced its non-development budget and funds for running government departments.

According to Dr Bengali, mafias are running the economy and industries in Pakistan. “For example, the sugar mafia has been receiving subsidies for many years, which is made legal, flour mills are receiving wheat on discounted rates but they sell flour at exorbitant rates and paper manufacturing industries have monopoly which is affecting the local publishing industry.”

He said once the prices are increased in Pakistan they don’t come down. The mafias create artificial shortage of supply, which further increases the prices. When the government reduced the prices of petroleum products, the cartel of petroleum companies has created artificial shortage of petroleum products all over the country, he said.

“Sindh and Balochistan are producing gas but they are not receiving the proportion of the subsidies. Punjab is consuming 60 per cent of fertilizer, whereas Sindh is using only 20 per cent and Balochistan only four per cent. Punjab is enjoying a major share in subsidies at the cost of Balochistan,” he remarked.

Six jailed in Paris over ‘Karachi affair'
PARIS: A Paris court on Monday found three former French government officials and three others guilty of involvement in millions of euros in kickbacks from arms sales to Pakistan and Saudi Arabia signed in 1994.

The court handed the men prison sentences of two to five years over the so-called “Karachi affair” that has dogged former prime minister Edouard Balladur, who is facing trial on charges that he used the kickbacks to help fund his failed 1995 presidential bid.

These were the first convictions to emerge from the sprawling investigation named after the Pakistani city, where a bus carrying French defence engineers was blown up in 2002, killing 15 people. Al Qaeda was initially suspected of the attack, but the focus later shifted to the arms deals on suspicions the bombing may have been in retaliation for non-payment of promised bribes.

The three former aides are Nicolas Bazire, Balladur’s former campaign manager; Renaud Donnedieu de Vabres, a former adviser to his defence minister Francois Leotard; and Thierry Gaubert, a former aide to then budget minister Nicolas Sarkozy.

Bazire and Donnedieu de Vabres were ordered to spend three years in prison, with the court saying Bazire “knew perfectly well” that 10.25 million francs (nearly 1.6 million euros) from dubious sources had landed in Balladur’s campaign accounts.
