its likely the same for any other democracy with armed forces except maybe places like paapistan.
By what stretch of imagination do you equate democracy with top heavy bureaucracy?

When US Navy opens an office, do they get the Secretary of Defence, the Governor of that State, Joint Chief of Staff & Chief of Naval Operations to open that office? Or does UK Navy? Or does Japanese MSDF?

Lets stop blaming and start holding them responsible. Remember that in the administrative scheme of things the Defense secretary is responsible for the Defense of India. The Defense forces are tools at his disposal to ensure this. Once the IAS know that the Armed Forces are going to simply shift the blame for any Mix Up to them, attitudes will change. If your boss is going to be hanged for any F up the JS will bl00di line up.

Just an India Russia Bhai Bhai event where our folks had a good time. I dont think the Russians would allow Indians to sell anything in their marketplace. Other than brochures and videos, nothing else was probably taken. Check out honourable RM's photo in flight suit for Aero India 2021 poster.

The list below was named "New projects of DRDO" & presented to the Lok Sabha in 2018 by the then Defence Minister Nirmala Sitharaman. It should provide a peek into some upcoming DRDO test. Most of the projects are on schedule.

SMART may have surprised us but it has been on the menu for a while now. Project start date was about 11-Nov-2016 and expected to be completed by 10-May-2021.

From project launch to demo has taken between 3.5 to 4 years. Check out the other project listed above.

MRSAM still being three years off is a bummer. Nice to see SLCM being categorized as Mission-mode rather than a TD. Really looking forward to that one.

That is for IA. IAF induction should have started now.

Sadly I don't see XRSAM, which should have been a mission mode project.

Thanks. But that raises another question in my mind about how different the IA version of the MRSAM is. I would have thought it would be almost the same as the IAF version.

From the same Parliament Report, you can see that LRSAM for IAC having a Projected Date of Completion at late 2022. Why so for a missile that entered service in 2017 onboard destroyers?

Answer is that the name of the project is misleading. A missile while common is configured differently as per different service's mission profile.

The IAF Air Defence protects static sites like airfields and stand alone radar sites. So while having mobility, the missiles are essentially static sites

IA Air Defence Artillery moves with formation and fires from short halts.

It also requires EMC/EMI compatibility with a rapidly changing electronic battlefield. Also the Air Defence Network and the primary radars of IAF and IA are different.

Those are some of the reasons why Akash and MRSAM for IAF and IA are different projects.

Regarding LRSAM for IAC, an aircraft carrier has highly dense air traffic around it. So having a highly effective integration with Air Traffic Control and IFF is essential. As I indicated in the SMART discussion, deconflicting the aerospace and firing at the right threats is essential to avoid a 2019 Srinagar Mi-17 situation. This is a possible reason why LRSAM for IAC is a separate project despite LRSAM entering IN Service in 2019.

Private sector involvement in defence R&D made easier.

Defence Minister Rajnath Singh on Tuesday unveiled a new version of the procurement manual of the premier military research institute Defence Research and Development Organisation featuring simplified procedures for the involvement of the private sector in various research and development projects.

Defence ministry officials said the new version of the manual has been brought out to encourage participation of private industry, including start-ups and micro, small and medium enterprises in defence research in sync with the government's ‘Atmanirbhar Bharat' (self-reliant India) initiative.

All deals, projects and research initiatives in DRDO are guided by the procurement manual.

The government has already announced its vision to make India a global hub of defence manufacturing, and initiated a series of reform measures to encourage the domestic defence industry.

"The procurement manual-2020 will facilitate faster execution of R&D projects/programmes. The modified features in the manual will go a long way to facilitate participation of industry in various R&D projects," the defence ministry said.

Some of the salient features of the new manual include increase of threshold limit for advance payment , placement of order on second lowest bidder (L2) in case lowest bidder L1 backs out (Welcome and overdue move to avoid repeating the procurement process all over again)and 'bid security declaration option' for depositing earnest money.

Several other enabling measures are exemption of bid security and performance security of up to Rs 10 lakh and not having negotiations for commercial off-the-shelf (COTS) items/services where price discovery takes place by market forces, the officials said.

They said the process for extension of the delivery period (DP) has been simplified for faster decision making and many of the internal procedures have been further simplified for deeper engagement with industry.

The previous revision of the procurement manual of the DRDO was last carried out in 2016.

In May, Finance Minister Nirmala Sitharaman rolled out a number of reform measures for the defence sector including making separate budgetary outlay to procure Indian-made military hardware, increasing FDI limit from 49 per cent to 74 per cent under the automatic route and generating a year-wise negative list of weapons which will not be allowed to import.

India is one of the most lucrative markets for global defence giants as it figured among top three importers of military hardware in the world for the last eight years.

According to estimates, the Indian armed forces are projected to spend around USD 130 billion in capital procurement in the next five years. The government is eyeing a turnover of Rs 1.75 lakh crore (USD 25 billion) in defence manufacturing by 2025.

VEM Technologies sets up advanced Seeker facility in Hyderabad.

Hyderabad-based aerospace and defence company VEM Technologies has set up an advanced Seeker manufacturing facility in the city, which is touted as the first such facility in India in the private sector, with indigenous technology.

The new facility set up at Hardware Park in Tukkuguda near Srisailam Road with an investment of over Rs 100 crore is spread across 1,25,000 sq ft, with amenities required to carry out the assembly, integration and testing of sub-systems required for radio frequency (RF) and imaging infrared radar (IIR) Seekers under one roof, GP Sarma, senior vice-president, Marketing, VEM Technologies told Telangana Today.

VEM Technologies, had been founded by V Venkata Raju, who is also the chairman and managing director of VEM, with an aim to make the company as a systems engineering company offering solutions to the Armed services making the country self-reliant. The company has been working on building Seeker manufacturing capabilities since 2013.

Seekers help missiles track and strike the targets with accuracy.

Sarma said, “We are looking to cater to domestic needs for RF Seekers. Very few countries in the world have Seeker manufacturing capabilities. Countries such as the US, Russia, France, Israel and India have the capability to make them. There is however a good scope for exporting IIR Seekers.”

VEM’s Advanced Systems Division, which was recently inaugurated by Dr G Satheesh Reddy, secretary, Department of Defence R&D & chairman-DRDO, has the capacity to manufacture about 60 RF Seekers per month and about 300 IIR Seekers per month.

“The facility will cater to IIR Seekers for various missile programmes. The company can augment the capacities based on the orders,” Sarma added. The company has received a soft financial assistance from Technology Development Board, Department of Science & Technology, Government of India, to a tune of Rs 25 crore for the ‘Development & Commercialisation of RF Seekers’.

Praveen P A, director, Aerospace & Defence, Government of Telangana said, “Despite Covid, Hyderabad defence and aerospace ecosystem is attracting fresh investments and most players are expanding capacities to meet the opportunities presented by indigenisation goals and Aatma Nirbhar Bharat drive in defence production.”

RF seeker is used by Astra, Akash 1S for Army and QRSAM

Those number seem a little backward, isn't it?

We have RF-seeker missiles that are inducted. But none of the IIR ones (didn't know SAAW had a seeker by the way - thought it was INS+IRNSS navigated)

My mistake, there is an EO instead of IIR seeker like I wrote for SAAW that increases accuracy to <3 meters.

<7 meters isnt good for many targets like tanks trucks etc hence the Anti Airfield name for the <7 meter accuracy missile where hangers, fuel tanks, buildings, radars are large.

In the battlefield, a <3 meter accuracy weapon would be required.

SANT has a mmw seeker as far as I remember. SAAW will also likely be IIR for day and night ops.

VEM is not the only one making seekers.
BDL makes IIR seekers too.
BEL makes RF seeker including the Akash's too. So the overall number is higher than that of the VEM line alone.
The CMD pointed out that BEL had delivered vital components for the LRSAM and MRSAM. “When it comes to Akash missile system, the BEL CMD said that, “We took the complete seeker technology from DRDO. We manufactured, assembled, integrated, tested and finally handed over the seeker to DRDO.”

BEL apart there is another PSU which can be tapped for these class of seekers.

In short our production capability will be substantially greater than that of the VEM line which is a parallel setup to boost overall missile subsystem numbers.

Another pvt firm is also involved with DRDO in the development of advanced seekers, we will see another line come up there in due course.

KRAS too is another firm working with DRDO on seeker tech. It would become the 5th line apart from the firms above.
