The sugar industry will once again look towards the Centre for succour as it will likely produce at least four million tonnes (mt) sugar more this season (October 2020-September 2021) compared with last season.
The Indian Sugar Mills Association's (ISMA) preliminary estimates show that India could produce 31 mt of sugar against 27.4 mt last season. The 31 mt is after making allowance for the production of ethanol, which could have otherwise resulted in an additional production of 2 mt of sugar.
ISMA made the estimate after a second survey based on the satellite mapping of the areas under sugarcane in the first week of this month. As per the survey, the total area under sugarcane this year is 5.27 million hectares (mh) against 4.84 mh a year ago, up 9 per cent.
According to the survey, the area under sugarcane in Maharashtra has increased 48 per cent following good rains during north-east monsoon last year and south-west monsoon this year.

It all comes down to messaging and BJP sucks at it. Yes, Nitishwa is a dud, in some of his speeches he takes pride in the fact that wealthy states rely on Bihari migrant workers. He has failed to create a Bihar that can provide employment to its youth, food security to its impoverished and an environment that can attract investment, that said Lalu will be 100x worse for the state. BJP and Govt of India needs to look at Sonu Sood how slick advertisement and marketing works, his contribution compared to the monumental effort of GoI during this crisis is negligible, but yet he ensured his name is trumpeted so loud that people think it was only Sonu Sood who helped while the govt twiddled its thumb.
RJD and Jr Lalu is running a campaign based on employment and anti-incumbency, there is a good chance they'll bag more seats than the previous election but i doubt if they can form a govt on their own. If BJP or RJD ends with the highest number of seats, it is game over for Niteshwa's ambitions and his political future.

India's per capita sugar consumption is among the lowest in the world. From 20 kgs a few years back it has come down to 18 kgs. As a crop, sugar is a strain on our poorly managed water resources. IMHO, we should be producing only half our current consumption and import the rest from Brazil. Nothing has changed and its nothing new, 'Gulf News' has a lengthy history of writing glowing articles on Indian companies, Indian expatriate businessmen in Gulf, Bollywood etc and at the same time writing plenty of anti-India, anti-Hindu content as seen through the paki-islamo-left lens.
As for Sonu Sood, in the early days i too believed him arranging food, buses, temporary shelter etc for migrant workers was for the right reasons, but as he opened a new shop on Twitter trying to "help" people , it became more and more obvious there was more sinister purpose behind his noble acts. Many twitter accounts that asked for help (and he replied to ! ) were new and disappeared soon after him replying promising help. Then there are some bizarre tweets such as below where he is promising a kid that he will play at the MCC cricket grounds , Lords, England

To start with, constitutional experts have said that Punjab is wrong to try and nullify a Central law, especially when the subject is concurrent.
And if the provisions to levy penalties on corporate houses for trading outside APMCs is considered along with the provision on MSP, most likely, Punjab will be the loser.
On Tuesday (20 October), the Capt Amarinder Singh government in Punjab passed three Bills in the State Assembly to essentially neutralise the Narendra Modi government’s agricultural reforms in the State.
Among the proposals made in the three Bills passed by the Punjab Assembly are: making purchases of rice and wheat below the minimum support price (MSP) fixed by the Centre punishable, provision to levy fee on corporates purchasing outside the Agricultural Produce Marketing Committee (APMC) mandis (markets), and protecting landholdings of small farmers who own less than 2.5 acres of land from attachment.
Another provision enables the State government to fix stock limits to prevent hoarding and black-marketing.
The Punjab government might want people to believe that these measures are farmer-friendly, but a review of them should leave no one in doubt that they are an exercise in futility.
Despite the Modi government assuring every stakeholder in the agricultural sector that the Centre's reforms are for the welfare of the farmers, the Congress and the Shiromani Akali Dal (SAD), the latter of which quit the National Democratic Alliance in the wake of the reforms, have raised the stakes to levels that are hard to fulfil.
For the record, the Centre passed three Acts in Parliament to usher in agricultural reforms.
One is The Farmers Produce Trade and Commerce (Promotion and Facilitation) Act, 2020, which allows farmers to sell their produce to the buyer of their choice and anywhere in the country.
Second is The Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Act, 2020, which allows contract farming.
Third is the Essential Commodities (Amendment) Act, 2020, that removes the cap on stock limits on essential commodities. The Centre, however, has provisions in the Act place to check for sudden surge in prices or hoarding.
What are the issues with the Punjab Bills?
There are several shortcomings in the Bills passed by the Punjab Assembly.
To start with, constitutional experts such as S C Kashyap have said that Punjab is wrong to try and nullify a Central law, especially when the subject is concurrent.
Media houses such as The Tribune and Business Standard have quoted these experts to say that ultimately, the whole issue will reach the Supreme Court, which will have to rule on who is the competent authority to decide on these laws regarding agriculture.
The second issue is with the Bill on MSP. This clearly reveals the intentions of the Congress and the Punjab government.
Every year, the Centre announces MSP for 23 crops grown in the kharif (summer) and rabi (winter) seasons. When this is the reality, why is the Punjab government confining the MSP in its Bills to only paddy and wheat?
If the provisions to levy penalties on corporate houses for trading outside APMCs is considered along with the provision on MSP, the gameplan of Capt. Amarinder Singh and his government becomes clear.
Primarily, these provisions seem to target the Food Corporation of India (FCI), which procures the foodgrains from Punjab for maintaining buffer stocks that are used for supply of rice and wheat in ration shops through the public distribution system and meeting of any food emergency in view of drought or floods.
The new provisions virtually leave only the FCI in a position to procure wheat and rice in Punjab. The FCI procures nearly 30 per cent of its total wheat for buffer stocks from Punjab and in the case of rice, it procures nearly 20 per cent of the total from the northern State.
The Punjab government collects markets fee and other levies, such as for rural development, from the FCI for the procurement. The State collects nearly Rs 3,200 crore every year through such fees and levy that are collected at APMCs.
The MSP provision for rice and wheat, besides the one targeting corporate houses, leaves no one in doubt that the FCI procurement is the target. Probably, Punjab is ignoring one aspect.
Some of the members in the Punjab Assembly said that the State had contributed much to foodgrain production and achieving self-sufficiency. This is true of the 1970s and 1980s.
Not any more. Punjab is no more the number one rice or wheat producer. West Bengal and Uttar Pradesh are the top rice producers, while Madhya Pradesh and Uttar Pradesh have left the northern State behind in wheat production.
If the leading producers of wheat and rice demand that FCI procure more from their States, Punjab could be in trouble.
Also, the provisions to make punishable those paying lower than MSP for wheat and rice will force industrial buyers to stay away from Punjab.
“Why should we buy from Punjab at a price higher than the prevailing market price? Why should we be penalised when we offer market rates? We would rather stay off than buy from there,” said an industrial user, not wishing to be identified in view of the sensitivity of the issue.
Also, the Congress and the Akali Dal are indulging in double-speak on the MSP issue.
Both governments under SAD’s Parkash Singh Badal and Capt Amarinder Singh have failed to ensure MSP for maize (corn) and sunflower grown in the State over the last five years, despite giving an assurance in this regard to the Punjab and Haryana High Court.
A petition was filed by a group of Punjab and Haryana farmers in the High Court to direct the States to purchase agricultural produce other than rice and wheat at MSP in 2015.
On 26 May 2015, both governments gave an undertaking to procure sunflower and maize at MSP, but subsequently, the Badal government refused to buy sunflower seeds. This resulted in the Punjab government being reprimanded by the High Court.
While the Haryana government procures these crops, Punjab has not done anything in this regard.
Thus, the whole exercise of Punjab passing Bills to nullify the Central Acts on agricultural reforms could actually pose problems for farmers for three reasons.
One, MSP might be confined only to wheat and rice. Two, it could force the FCI to procure more from other States at the cost of Punjab. Three, industrial buyers will likely boycott Punjab in purchasing foodgrains.
Probably, Capt Amarinder Singh and the Congress could end up paying a heavy price for opposing the agricultural reforms — an act that could backfire on them.

The Swarajya article on Punjab's new law on agriculture is, by and large, a concise analysis of what it could mean for farmers in Punjab. But one criticism that I have of the piece is that it hasn't tried to capture what is happening on the ground. If you take the date date when the ordinance itself was issued, it has been two and a half month since the new law is in place. So what has been the experience. Mind you even as early as last week of September rice is being harvested from the sowing done in June. Particularly in the States of Haryana and Punjab. What have the farmers been doing? What has FCI been doing with regard rice harvested in Punjab? There is no information even anecdotal on this.

Therefore, such data cannot be representational of the usual procurement quantities.
The punjab farmers also get a lot of govt benefits in the form of subsidies and because of this the state govt of the day generates a lot of goodwill for itself so these guys think that they are a law unto themselves.
BTW, other states, like UP, MP, WB, etc have, by far, overtaken punjab in the sheer quantities of rice and/or wheat produced and those states have to be accommodated as well in any MSP purchase by the FCI.

Union Minister Hardeep Singh Puri on Tuesday accused “some people” of “spreading lies, fake propaganda and inciting farmers” against the government by calling the new agriculture laws anti-farmer “despite knowing benefits of these laws for farmers to increase their income”.
Interacting with scientists, professors and senior persons related to agriculture from Tarn Taran, Amritsar, Puri, while elaborating on the steps taken by the government, said there has been an increase in paddy procurement at MSP in Punjab.
“In the ongoing kharif season, Punjab registered unprecedented increase of procurement from 7.4 LMT last year to 26.1 LMT this year as on October 11, more than 251 per cent increase from the Kharif procurement compared to last year.
“The number of farmers who have benefited from paddy procurement at MSP has increased by 72 per cent between 2017-18 to 2019-20,” he said.
Asserting that wheat will also be procured in similar manner, Puri said: “The MSP is going to stay. The current paddy crop is being bought on MSP basis. There has been record buying by government agencies this season. Similarly, wheat will be procured in the season and no farmer will face any issue.”
Puri said legislations “will also create new opportunities for arhityas who can provide better seeds, inputs, knowledge, supply chain assistance apart from their existing roles in mandis. Investments will drive change across the supply chain benefiting all stakeholders to reduce the agriculture wastage which is currently at 30 per cent.”
The number of procurement centers for Kharif season this year increased from 30,549 (2019-20) to 39,130, nearly 30 per cent hike, he said.
“The number of procurement centers (rabi and kharif seasons combined) gone up from 48,550 in 2016-17 to 64,515 in 2019-20, increase of nearly 33 per cent over just four years,” he added.

My sources in the media tell me that open market price is lower than the MSP. That perhaps explains the sharp increase in FCI procurement. But I haven't been able to independently confirm it. The one time that I checked the Government Agrinet website it didn't have any data!

FCI procurements have increased simply because the buffer stocks of the GoI have been depleted substantially due to the free food grain supply to the public which is being done because of the pandemicnandakumar wrote:chetak

FCI procurement and open market procurement are for very different purposes.
As always, both will continue side by side.
FCI procurement serves a social benefit and social good while open market procurements are purely profit oriented.
BTW, open market prices are mostly lower than MSP.
even for MSP purchases by the mandi commission agents, the farmers are invariably shortchanged using excuses like high moisture content and contamination levels and what the farmer actually get in hand is a lot less after cutting all the "taxes" which are borne totally by the hapless farmer even though it is actually the commission agent who has to legally pay these "taxes".
Often, there is no bill asked or given for the sale and so these transactions are totally in the black with the mandi agent totally defrauding both the govt and the farmer.

It is exactly like the marwadi shopkeeper who charges you the extra 3% if you pay by credit card, even though that 3% is the merchant commission that the shopkeeper has to pay to the credit card company for processing the card transaction
It is only the commission agents who actually make money on the MSP.

I have always wondered about exploitation of this as anything associated with money can be exploited. There can be a whole ecosystem that one can set up and run in this case. Agricultural consignments coming into India have to be fumigated mandatorily to ensure foreign pests and inspects are eliminated and not allowed to enter the country.
Imports will now be allowed until 15 December, a fair indication of how prices could rule high till then, while fumigation of imported onions can now be done at the port on arrival by an accredited agency.
If Stem and Bulbs nematode (Ditylenchus Dipsaci) or onion maggot (Hylimia antiqua) is detected in the onion consignments, it would be eliminated through fumigation and the consignments to be released with no additional inspection fee.
