Plenty have downloaded it, journos are tweeting images of the document. The main document stands restricted now, but plenty of other versions are now being reported, as it violates google's own policy on foreign interference.

It was a very comprehensive and professional document with plans, content, and targets. It goes back much further than yesterday including to Jan 26, predating her managed "emergence" yesterday.
We need to get better at countering this. BRF can help.
