ISLAMABAD: Pakistan witnessed 42 per cent increase in terrorist attacks in 2021 compared to the previous year as the developments in Afghanistan had already started influencing its militant landscape and security.
A total of 207 reported incursions in the year claimed 335 lives, an increase of 52 per cent from those killed in such attacks in 2020, and left 555 people injured.
These statistics were revealed in ‘Pakistan Security Report 2021′ by Pak Institute for Peace Studies (PIPS). The report provides comprehensive data on violent incidents, comparative analysis of various security variables, the changing targets and tactics of militants, and the nature of state responses.
The report said 2021 was the first time since 2013 that the number of terrorist attacks posted an upsurge or reversal, in a gradually declining trend.
Those 335 killed in terrorist attacks included 177 security personnel, 126 civilians, and 32 militants. Similarly, as many as 66 per cent of attacks targeted security personnel, their vehicles, and checkpoints across Pakistan.
Khyber Pakhtunkhwa (KP) witnessed the highest number of terrorist attacks for any one region of Pakistan in 2021, where a total of 111 attacks claimed 169 lives and inflicted injuries on 122 people.
Balochistan was the second most affected region by terrorism where 136 people were killed and 345 were injured in 81 terrorist attacks perpetrated by Baloch insurgents as well as religiously inspired militant groups.
The TTP and affiliates, Baloch insurgents, and Islamic State Khorasan (IS-K) province were the major actors of violence in 2021.
The TTP was believed to be involved in 87 terrorist attacks including 78 in KP, five in Balochistan, and four in Punjab and Islamabad. This is an increase of about 84 per cent from the attacks it perpetrated across Pakistan in 2020 while these attacks by the proscribed organisation claimed 158 lives.
Different Baloch insurgent groups carried out 74 terrorist attacks in Pakistan including 71 in Balochistan and three in Karachi which claimed 96 lives and injured 151 others. As many as 63, or over 85 per cent, of these attacks were carried out by the Balochistan Liberation Army (BLA) and Balochistan Liberation Front (BLF) alone, the report said.

Two soldiers were martyred and as many terrorists killed in two separate intelligence-based operations (IBOs) conducted by security forces in Khyber Pakhtunkhwa, the military's media affairs wing said on Wednesday.
According to a statement issued by the Inter-Services Public Relations (ISPR), the operations were carried out in Dera Ismail Khan's Tank area and South Waziristan's Kot Kili village following reports of terrorists' presence in these areas.
The imports numbers published by Pakistan Bureau of Statistics (PBS) for the last two months are not adding up. According to the official data, Pakistan imported $7.9 billion worth of goods in November and $7.6 billion in December. This is much higher than the previous six months average imports of $6.1 billion. The cumulative number of $15.5 billion in the last two months is too high and is counterintuitive. It seems that there is something missing somewhere in the numbers. The government needs to explain this as such high import and trade deficit numbers are creating panic in the markets.
One glaring anomaly in November was the imports of petroleum products and crude. According to PBS, Pakistan imported 2.8 million tons of petroleum products and crude in November. That is far higher than average monthly imports in the past. Pakistan imported 22.9 million tons of oil equivalent (TOE) in 2019 and 18.7 million TOE in 2020. This implies a monthly average of 1.7 million TOE imports. How can Pakistan import 2.8 million tons in November 2021?
The data of petroleum imports being fed by Oil Companies Advisory Council (OCAC) was 1.83 million tons in November while the PBS data stood at 2.84 million tons. OCAC number was cross verified by the ministry of energy. And SBP number is also suggesting similar imports as posted by OCAC. The question is what is being fed to PBS through PRAL that is creating such a huge difference. It’s a mystery.
The difference is staggering one million tons; in dollars terms, the difference is around $600 million. One ship carries 60,000 tons. This would imply 17 extra ships in November. How can 17 ships reporting have gone missing by OCAC? Another question is about the port handling capacity. Certainly, our choking ports cannot handle 2.8 million tons volume a month. There is something missing.
The other mysterious area is of COVID vaccine imports. According to Faisal Sultan’s tweet, Pakistan has imported 247 million doses till 31st December 2021 – out of which 157 million doses were purchased and the remaining are grants from COVAX and China. The imports numbers reflect the total 247 million doses. For grants, the reporting is different in the current account. But all the numbers are to be reflected in imports.
Vaccines are parked in medicinal imports in PBS data. The average monthly medicinal imports stood at $87 million during January 2019 to March 2021. Thereafter, the number started growing and this is where COVID vaccines are reflected. During April-Nov 2021, medicinal imports stood at $2,678 million. Assuming non-Covid vaccine monthly imports at $87 million per month, the vaccine imports is estimated at $1,982 million during Apr-Nov 2021. This would imply average price per dose at $8. According to government sources, the prices is around $7.
The government sources are now saying that $705 million worth of vaccines are being imported in December. This number is not making sense.
Even sources in NCOC are not able to digest $705 million vaccine imports in December. There is something mysterious here too.
Adding the two anomalies of $600 million in November and $700 million due to vaccine in December, there is unexplained $1.3 billion worth of imports in the import bill in the last two months. The government needs to explain these anomalies to the market. Seeing $15.5 billion imports and $9.9 billion trade deficit in the last two months, panic is spreading, which is putting pressure on PKR. Government should explain this to calm the markets and to end the mystery.
Taliban fighters have clashed with Pakistani soldiers putting up fencing along the Afghanistan-Pakistan border, known as the Durand Line. Pakistan began the fencing in 2014 to reduce cross-border militancy and smuggling. It says 94 percent of the border has been fenced.
On Dec. 19, Taliban members seized barbed wire put up by Pakistani troops in Nangarhar province, Afghanistan, and warned them not to do more fencing. On Dec. 30, a similar incident took place in Nimroz province. Taliban officials played down the significance of the first clash, but the second incident produced a stronger reaction.
An Afghan defense ministry spokesperson said on Sunday that Pakistan has “no right to erect barbed wire along the Durand Line and separate the tribes”—a reference to ethnic Pashtuns, who live on both sides of the border. Another top Taliban spokesperson, Zabihullah Mujahid, rejected the fencing and the border itself: “The Durand Line has divided one nation along both sides. We do not want it at all.”
Pakistan has a lot at stake in the dispute. Tensions with the Taliban could complicate Islamabad’s efforts to rein in the Tehreek-e-Taliban Pakistan (TTP), an Afghanistan-based terrorist group that has ramped up attacks in Pakistan in recent months. Taliban-mediated talks led to a brief truce in November 2021, but the TTP refused to extend it; Pakistan must now hope for fresh talks.
The alternative—asking the Taliban to expel the TTP from Afghanistan—is unlikely. The Taliban harbor longstanding links to the TTP, and any punitive move could exacerbate internal divides. This leaves the option of Pakistan targeting TTP bases in Afghanistan, something it has done in the past and may have repeated in recent days. Such a military move wouldn’t sit well with the Taliban.
Pakistan’s relationship with the Taliban isn’t about to stumble, much less fall apart: The two are too important to each other. But when it comes to Pakistan’s interests in Afghanistan under the new regime, Islamabad is learning that the Taliban can be a liability as well as an asset.

ISLAMABAD: Peace with immediate neighbours and economic diplomacy will be the central theme of the country’s foreign policy in the new National Security Policy, scheduled to be unveiled on Friday.
The original 100-page policy, which would be kept under wraps, leaves the door open for trade and business ties with India without final settlement of the longstanding Kashmir dispute provided there is progress in the talks between the two nuclear-armed neighbours, an official in a background briefing to journalists said on Tuesday.
“We are not seeking hostility with India for the next 100 years. The new policy seeks peace with immediate neighbours,” the official said, adding if there was a dialogue and progress in it, there would be a possibility of normalising trade and commercial ties with India as it had happened in the past.
As the new national security policy seeks a shift in Pakistan’s approach from geo-strategic to geo-economics, there is a renewed optimism of a possible thaw with India. “Economic security will be the central theme of the new national security policy,” the official disclosed. Similarly, economic diplomacy and peace with immediate neighbours would be the central theme of the country’s foreign policy. “But geo-economics does not necessarily mean we overlook our geo-strategic and geo-political interests,” the official stressed, saying the longstanding Kashmir dispute with India has been identified as a ‘vital national policy’ issue for Pakistan.
The official, however, clarified that there were no prospects of rapprochement with India under the current Modi-led government in New Delhi. The new policy will be formally launched by Prime Minister Imran Khan on Friday, the official added. According to the official, this would be the first-ever codified national security policy that would cover both internal security as well as foreign policy. “Only a part of the national security policy will be made public,” the official clarified, saying in the rest of the world such policies often remained classified.

ISLAMABAD: The Universal Service Fund (USF), a subsidiary of the federal information technology ministry, has declined to launch telecom projects in Gilgit-Baltistan and Azad Jammu and Kashmir insisting that the two regions are constitutionally not part of the country and the cellular mobile companies could object to the utilisation of the amount generated in Pakistan there.
The USF was asked by Gilgit-Baltistan Chief Minister Khalid Khurshid in a recent meeting that the domain of the USF should be extended to Gilgit-Baltistan as soon as possible to improve internet connectivity in the region and make the facility available in remote areas. However, the senior management of the USF declined to extend the sought-after services to GB saying the region is ‘constitutionally out of the country’.
IT and telecom minister Syed Aminul Haq suggested that the matter be forwarded to the law ministry to know if the USF Pakistan can spend its funds in GB and AJK regions.
He also said the contributions to USF Pakistan were made by the companies operating in Pakistan and therefore, any of the four mobile operators could object to the spending of the amount in GB and AJK.
The meeting was informed that the USF was a subsidiary of the IT and telecom ministry to expand the internet and telecom services to remote areas of the country, where the telecom companies and internet service providers didn’t enter as such areas were not commercially viable.
