SOHBATPUR: Prime Minister Shehbaz Sharif on Wednesday expressed the hope that civilised societies would come forward to support the reconstruction and rehabilitation of flood-hit Pakistan at the International Conference on Climate Resilient Pakistan scheduled to be held in Geneva on January 9. :eek: :rotfl:

The prime minister, while addressing a public gathering here after the inauguration of reconstructed Government Boys Secondary School of Kili Jia Khan, said he was constantly contacting the leadership of the friendly countries to invite them to the conference.

“Yesterday, I talked to Malaysian Prime Minister Anwar Ibrahim and he assured of sending a delegation to the conference. He will also join through Zoom,” he said and mentioned his telephonic interactions with the leaders of Turkey, Qatar and the United Arab Emirates (UAE) for the purpose.

Please note Pakistan has many options and they are "opting" for rolling over deposits.
Also, dafaq is reimbursement from China? And why the delay? Has Pakistan provided necessary receipts?

Hafiz Munir is in Saudi for a week to beg for funds which is why Dar is claiming Saudi will provide fresh funds within days.

TTP — putting it all together
The botched negotiations with TTP in Afghanistan under the aegis of Islamic Emirate of Afghanistan (IEA) looks like a classic case study of how to play a strong hand weakly. Discussions with right quarters sadly reflect lack of a roadmap and proper process. The government team did not have clear objectives; there was utter lack of socio-psychological understanding of the situational imperatives, and as mentioned earlier, quick fixes and credit taking was at work.

This piece discusses a possible roadmap vis-à-vis TTP.
Reading the situation correctly, it is a considered assessment that TTP remains eager for a settlement because the Afghan hospitality would soon run out for this sizeable armed foreign force. That IEA would like to resolve this legacy issue as soon as possible for its potential to spoil relations with Pakistan — their only benefactor. That TTP creates fissures within the Emirate for its exploitable spoiler potential in Afghan internecine conflicts. That TTP is likely to emerge as a stakeholder on Afghan scene during jockeying for power. That combat potential of this force-in-being’s would not be likeable by many within the IEA hierarchy, despite the IEA-TTP brothers-in-arms bonhomie during Afghanistan’s War of Independence 2001-2021.

Hosting TTP for Afghan domestic leveraging, by either the Qandahari ideologues and/or the pragmatist Khostwal Haqqanis or any other splinter group, far outweighs its residual leveraging value against Pakistan. That TTP penchant for violence and activities against Pakistan from inside Afghan territory would delight many detractors of Pak-Afghan ties and sadden many saner heads on both sides.
Although hostile usage of Afghan territory against Pakistan technically does not violate Doha Accord, as the cited agreement deals with threat or use of force in whatever way ‘against the US and her allies’ only. One is surprised at the obvious omission by our interlocutors during the yearlong process under Pakistani facilitation. :lol:

That IEA would want to extend its writ over the entire Afghan territory including the TTP enclave in eastern Afghanistan. TTP’s space requirements and dedicated logistics would overtime tax IEA goodwill. That operationally, the Emirate would like to single-mindedly focus on the ISIS threat rather than looking over the shoulder to keep an eye on TTP. As a given, the IEA presently is not capable or willing to evict or fully control the TTP.

More so, Afghanistan has a poor history of treating migrants in large number. Muslim, mainly Pashtun migration from British India during the 19th Century is a case in point.
The problem with this logic is that he is assuming that hosting TTP in Afghan soil is a liability for IEA. The above arguments are far from convincing. Why would IEA consider TTP as a potential competitor to be involved in the power struggle in Afghanistan when their aims are focused on TSP and IEA is the only party supporting and hosting TTP as of now? This sounds more like wishful thinking.
So, TTP today is IEA’s Achilles heel. :?: TTP realises the inevitability of drying up of Afghan swamp, hence its hurry for a negotiated settlement with Pakistan. The possible solution, minus the dialogue and repatriation, lies with IEA hosts, for which all channels be effectively opened with Mullah Haibatullah Akhundzada, IEA’s spiritual leader, to: a) elicit religious decree forbidding TTP-generated terrorism against Pakistan; b) arguing for assimilation of the cadre in Afghanistan under similar notions of Islamic fraternity that convinced Pakistan to host millions of Afghan refugees for decades. It is Afghanistan’s payback time; c) Any logistic support needed for such resettlement on Afghan soil must be extended. IEA is capable of TTP’s internal dispersal in that eventuality.

The cadre’s repatriation is problematic. Giving TTP an understanding during the botched dialogue to repatriate in groups without weapons and live in the mountains, away from population centres, was absurd, comical and laughable. The interlocutors must have seen the public reaction and anger at TTP resurfacing in Swat, particularly. Militants do not transform overnight into peaceful citizens as they have accounts opened in areas where they operated, and are sought after to balance such accounts. The tribal nature of TTP’s erstwhile area of operations is amenable to such revenge. Ironically, the Military has to again cleanse infested areas through selective operations including IBOs.

So much for the preferred option of TTP staying in Afghanistan. However, if and when a restarted dialogue is the way to go (when conditions are right), following conditionalities must be met. First, dialogue must be from a position of strength, at the request of TTP and at a place of choosing by the State of Pakistan on its khawra (land). The dialogue must ‘not’ be on an equal basis, but between the larger state and the requesting other party. The State should be aware of the fear-mongers, who would paint TTP brigands larger than life.

Second, the dialogue should follow the lar (way-fare) and riwaj (the convention) on our khawra but without a traditional jirga. This time around the TTP comes in a nanawatee (going into...) to the State, seeking forgiveness by putting themselves at the mercy of the State. The State must know its power potential and leverages and use these optimally. In the war against terrorism, Pakistan never went whole-hog against TTP for known reasons. :shock: Now the situation is different, NATO has gone and so our relevance; IEA is entrenched in Kabul so the strategic dividend accrued; and the TTP holed up is an unstable, unfriendly foreign haven. So, Pakistan needs to relentlessly, mercilessly and consistently employ all means to protect its borders, its interior and its people; and create conditions for such nanawatee. And it must do so quickly and efficiently. Confusion, dithering and paralysis by analysis in not an option, as it has costs.

Third, the dialogue sequel to the nanawatee must have complete political ownership (politicians can cash it subsequently) with military and intelligence providing the needed input. The State interlocutors should include politicians, civil, military and intelligence officers, serving and retired, with experience and those current with the ongoing situation (most retirees reminisce on their bygone days without any practically useful input). Ulema, academics and notables should be invited as required, but only those versed with the lar and riwaj.

Fourth, State should continue to screen the cadre into black, grey and white categories. ‘White’ may be allowed after security undertakings from the tribe, family or community depending upon where an individual comes from. ‘Grey’ faces punishment under riwaj, sharia or law (as applicable) and is then integrated. Both these categories are later kept under watch like in parole. ‘Black’ elements are not repatriated. They live happily ever after on Afghan soil.

Fifth, a nanawatee has no demands by the side going in. TTP demands are out of question. Yes, the State in its magnanimity should educate the repatriated cadre. :D

Sixth, during this entire process, coordination and cooperation with and by IEA be sought and used, minus their arbitration. The state and society in Afghanistan are in flux and would continue to be so for foreseeable future. IEA is severely handicapped to prevail upon TTP for cited reasons. It should be asked for what it can do.

I think he is using the term "reimbursement" loosely to mean retroactive rescheduling and also currency swap lines.

For example Pakistan got a loan from Industrial and Commercial Bank of China and repaid it. Now Pakistan wants to "reschedule" the loan and get the repaid amount back.

The idea is like this: ICBC gives Pakistan $1. Pakistan repays $1. Pakistan asks china for a new loan. China refuses. Pakistan says "Return the $1 I paid to ICBC, reschedule that loan to some time in the future, now it is not a new loan"

The second is that China is opening currency swap lines. The way it works is Pakistan gives China rupees. China gives Pakistan Yuan. Whatever imports Pakistan makes from China, Pakistan pays China in Yuan. China uses the Rupees to buy up all mines and farmland in Pakistan. Everyone is happy.

Reimbursement is typically money paid for services rendered. In that sense loan rescheduling and currency swap lines are not really "reimbursement".

Unless you count the Chinese payment as reimbursement for Pakistan's GUBO.

What the author is not telling us is that there is no money to fight the TTP.

Al-Bakistan has gone with a bowl to Unkil to ask for funds so that they can fight the Taliban in Afghanistan to defeat the TTP. Because of such outreach you have statements like Unkil like this

To put these numbers in perspective, Pakistan has had $14 Billion in IMF loans since 1958! So Unkil payment for GOAT and GUBO is more valuable than IMF payments.

That article by the Paki Maj. Gen. is a classic window into their military mind - delusion and lack of intellectual rigor. One of the first things an argument must address is consistency with known facts. For example, if TTP has no cards left, why was it the party to shred the ceasefire agreement? Why have two BLA factions joined the TTP? On the question of Afghanistan's support, why has every single Gov't, whether it is the Taliban v1, v2 or Karzai, refused to accept the Durand Line as the border? Why is it that Pakistan cannot recognize that the Afghans are playing the same externalization of threat game that the Pakistanis are playing, but just playing it better? And with the US compulsion to maintain its presence in Afghanistan gone, the degree of funding of the Pak military is significantly reduced to the point that they can't mount another Zarb-e-Azb. Additionally, the PA is split down the middle, thanks to Imran Khan's assault on it, so a long drawn counterinsurgency is guaranteed to widen those schisms.

This article lays all the blame on the Paki interlocutors for playing a strong hand weakly. The truth is that those guys knew exactly what their cards where and how much they could afford to bluff.

The best Pakistan can hope for is a long drawn out, exhausting CI situation on their western flank. That suits India perfectly because we want them weak, yet not to collapse lest we have to bear the brunt of a refugee influx. In the past, the PA would launch a high profile terrorist attack on India to elicit a disproportionate response and use that to get money. With Balakot, India has shown that we can avoid a costly mobilization and inflict quick and embarrassing punishment. So it remains to be seen how they wriggle out of this crisis.

there are report from a Afghanistan local newspaper that Pakistan day before yesterday did an arial stick inside strong holds of TTP inside Afghanistan. the news is in Indian media but officially there is no reaction from either Afghanistan or Pakistan. it will be interesting to see how it turns out as i think last year Pakistan had did similar adventure and killed around 40 civilians and the relation had gone bad. this time if the news is true can we expect more crackers in Pakistan or even better full fledge government of TTP in KPK.

No talks with terrorist organizations: Interior Minister
Interior Minister Rana Sanaullah says the National Security Committee has made it clear that there will be no talks with any terrorist organization.

Addressing a press conference in Islamabad, he said any organization used for terrorism against people or state is unacceptable.

The Interior Minister said Taliban have promised to the entire world, including Pakistan, that they would not allow their land to be used for terrorist activities against any country.

He expressed the hope that if Afghanistan implemented this agreement, peace would be strengthened in Pakistan and the world at large.

Constable martyred as miscreants target police mobile in Lakki Marwat
LAKKI MARWAT (Dunya News) - A police constable was martyred after some unidentified terrorists opened fire at a police mobile and Wargara Police Station in Lakki Marwat in the wee hours of Friday.

According to details, some unidentified miscreants attacked Wargara Police Station and a police mobile with sophisticated weapons. Policemen deployed at the police station retaliated the attack.

During a crossfire one constable identified as Sami Ullah embraced martyrdom while Additional SHO Habib Ullah sustained injuries.

ISI’s fallen official ‘singlehandedly defeated Da’ish in Punjab’
KARACHI: A decorated senior intelligence officer martyred in a terrorist gun attack earlier this week in southern Punjab was a “nightmare for Da’ish” who had “singlehandedly” denied the Khorasan enterprise of the Middle Eastern terrorist group a foothold in the province, according to sources.

Muhammad Naveed Sadiq, a director at the Inter-Services Intelligence (ISI), and his comrade Inspector Nasir Abbas were martyred in a gun attack by a terrorist, identified as Umar Khan, s/o Muhammad Akram Khan, at Bismillah Restaurant on the National Highway in Pirowal, Khanewal, on January 3.

A relatively unknown terrorist group calling itself Lashkar-e-Khorasan immediately claimed responsibility. Within hours the outlawed Tehreek-e-Taliban Pakistan (TTP) cast doubts on the claim with its spokesperson Muhammad Khorasni saying the deadly attack was carried out by a “secret squad” of the TTP.

Khorasni cited a “delay in information from the ground” as the reason for the delay in the TTP’s credit claim. Both the claims, however, appear to be doubtful because the suspected attacker, who earlier had tea with the two officials at the restaurant, was an “intelligence source” on al Qaeda terrorist group. It is suspected that he might have been a double agent.
Naveed Sadiq was decorated with Sitara-e-Shujaat, Pakistan’s second highest civil award, by President Arif Alvi at a special Investiture Ceremony held at the Presidency in March 2021.

“On the night between January 14 and 15, 2021, Naveed Sadiq successfully traced the residence of Da’ish’s deputy commander in Faisalabad and conducted a raid along with his team,” according to the citation that described him as an “officer of extreme gallantry”. “Naveed Sadiq and his team neutralised the terrorists after a fierce encounter,” it added.

During another operation in Gujranwala, Naveed Sadiq bravely fought against suicide terrorists. “He and his team risked their lives and successfully took the two suicide terrorists out of the densely populated areas of the city before neutralising them,” according to the citation.

Naveed Sadiq Shaheed, who was equipped with modern intelligence craft and gifted with exemplary bravery, had always been on the hit-list of hostile elements, according to the sources.

11 ‘militants’ killed, five cops injured in KP terror spate
PESHAWAR / D.I. KHAN: A day after Pakistan vowed to take pre-emptive measures to avert terrorist attacks, security forces killed 11 militants, including a key commander of the banned Tehreek-i-Taliban Pakistan, in a raid in South Waziristan, while two separate attacks targeting police in Lakki Marwat and Dera Ismail Khan left five officials injured.

In an intelligence-based operation in Wana, the security forces raided a hideout of TTP militants and killed at least 11 terrorists, including TTP commander Hafizullah alongside two would-be suicide bombers, said the military’s media wing.

The operation “foiled a major terrorist activity”, the Inter-Services Public Relations (ISPR) said in a statement issued on Thursday evening.

Compare: by official counts, there were 70,000 deaths from terrorism in 2002-2014, whereas Pakistanis killed in all four Pakistan-India wars add up to around 18,000.
Let’s see what TTP wants: first, it seeks to delegitimize Pakistan’s claim on an area bordering Afghanistan.......TTP’s second demand is far more intractable. As a starter, it wants to impose Afghan-style Sharia in Fata before extending the system across Pakistan. This means terminating female education, justice via limb-chopping, installing a shura system headed by an amirul momineen in place of democracy, and cutting Pakistan off from the modern world.

For non-Muslims, Shias, (Sunni) Barelvis and modern-minded Muslims, this is grotesque.

On the other hand, radicalised sections of urban Pakistani society, as well as backward areas, welcome this version of Sharia. Pakistan’s security managers are well aware of this.
It is time that our generals and political leaders tell us clearly why the TTP should be destroyed. From the history of warfare, we know weapons alone cannot win a war; motivation is crucial. The military’s India-centric cadet and defence colleges are echo chambers that do not prepare officers mentally for combating a still deadlier enemy.
Without a clearly spelt-out cause, there cannot be strong motivation. Else Pakistan will lose and TTP will triumph.

Watching paki media all kinds of stories are coming out abt Gen Bajwa and Gen Faiz , I don’t remember such open discussion about their predecessors. Looks like Pindi boys are losing their grip or this could be tactical to get rid of few in GHQ to bring in Munirs boys

Anujanji, I really hope that is fake news. Normalization of ties in return for Pak army chief accepting India's scrapping of 370 is just low bar. Why should India even care about Pak army chief's "demand" about reversing 370 removal since it's entirely an internal matter of India? Even if one COAS "accepts" 370 removal there is no guarantee next COAS will honor it. The only things India should insist on are complete cessation of terrorism and return of GB, PoK.

There is a good chance Pak will officially reach out to India for trade. I just hope we don't make the same mistake of trusting them again.

I think this is just Pindi Channa gas by the Bakis. There is no way Modi would take off 9 or 10 days. All these years as PM, he has made it a point to spend the night on the plane and finish up a marathon schedule and return back in the shortest possible time.

I had tears in my eyes reading that, its just like my movies, i can just imagine the multitude of people clapping like seals on witnessing this scene; the pm, an incredibly busy man, who by all accounts works more than 12 hours every day taking repose for 10 days in an enemy country, and then emerging and holding aloft the arm of the destitute-in-chief with the background of shenai and dhol, with the smell of ittar mingled with pakistan in the air.. incredulous simply incredulous.
I hope this soijak adequately captures my reaction atm

Establishment is the biggest casualty of Imran Khans rule and his departure from the power. Getting beaten from the both sides, they have lost a lot of credibility and iron grip on the narrative. Its amazing to see small time you tube anchors question outgoing Army and ISI chief openly labeling them in all type of ways. Even while Bajwa was the chief Imran Khan's social media team and the anchors on its payroll were openly abusing the him. This is unprecedented but what is surprising is how fast this happened and how establishment exposed itself to be total powerless against it.

Who killed Arshad Sharif? Who tried to assassinate Imran Khan? I am sure it wasn't the establishment. How were Bajwa's tax details leaked? Why ISI chief has to do a media conference? Why does establishment had to leak multiple audio tapes?

They have lost their grip on the narrative and its for everyone to see.

The International Monetary Fund (IMF) on Sunday said that a call between Managing Director Kristalina Georgieva and Prime Minister Shehbaz Sharif took place on the request of the PM - a statement that indicates Islamabad has not refrained from doing politics despite nearing default.

“The call took place in response to a request by the Prime Minister of Pakistan to discuss the International Conference on resilient Pakistan,” Esther Perez, the resident representative of the IMF confirmed to The Express Tribune.

It is pertinent to note that on Friday an official handout released by the PM’s Office after his speech at the Hazara Electric Supply Company (HAZECO)'s inauguration ceremony had read that “the IMF managing director called premier Shehbaz on the phone.”
Even on the verge of default, Pakis are more concerned about echandee: "Pakistan doesnt need IMF, IMF needs Pakistan. If IMF offers $2 billion, Pakistan will strongly consider the offer"

Only $4.5 billion foreign exchange reserves in hand.

The remaining reserves are enough to finance only three weeks of imports. Pakistan’s three months (January-March) debt repayments stand at $8.5 billion. This includes $2 billion to the UAE which the government is trying to get a rollover for.
I am 400% sure 8.5 Billion$ can be repaid with $4.5 billion, with the proper application of Madrassa Math and Sialkot Statistics.

Despite an SOS sent by the Balochistan government a day earlier, no consignment of wheat reached the province on Sunday.

At a press conference on Saturday night, Food Minister Zamarak Khan Piralizai had said that the food department had run out of its wheat stock and called for help from other provinces and the Centre.

“We are facing a very serious crisis and need 600,000 bags of wheat on an emergency basis,” he said as he sent an SOS to the federal and provincial governments of Punjab and Sindh.

“Islamabad, Punjab and Sindh have refused to provide wheat to Balochistan,” he claimed.

When the private sector tried to purchase wheat from other provinces, security forces did not allow the consignment to enter Balochistan from Punjab and Sindh due to the ban on inter-provincial transportation of wheat.

I still remember my interview with Imran Khan just a few weeks before the 2018 election. Khan criticised Nawaz Sharif by saying that he was a product of the Pakistan Army. When this interview was aired I was called by Gen Bajwa. When I reached his residence in Rawalpindi, another journalist colleague Saleem Safi was already present there. Saleem Safi was telling Gen Bajwa that ‘you have decided to install Imran Khan in the office of Prime Minister but mark my words that he will not only ditch you, he will stab you in the back’. Gen. Bajwa was lecturing Safi about journalistic ethics and advised him to forget his personal differences with Imran Khan. I witnessed this conversation silently and never interfered.

When Safi left, Gen Bajwa told me that Imran Khan mentioned ‘the past role of Army and ISI in support of Nawaz Sharif in an interview with you, please advise Khan not to speak about the Army because many people warned me after your show that Khan was in bad company and not to be trusted’. I respectfully made it clear to Gen Bajwa that I am a journalist, not an advisor of Imran Khan. He laughed and said I know you are his old friend so advise him in your personal capacity.
