Canada is not "claiming'. Canada is alleging.
Per one of my previous posts, I think, Canada has enough info to allege some gov entity committed the murder of Nijjar.
The assumption is that the "some gov" is India (the perpetrator left Canada. )
To prove it is India they need Indian cooperation.

What I would suggest is to talk about Pannu claiming he will kill Modi, Jaisahnaker, Shah, and Doval.
Indians should DEMAND that Canada/US (Pannu is a US citizen) hand over Pannu because of this "free speech" statement.

What tangible retaliatory steps can we undertake? I see no more than a lukewarm “we’re concerned“ type response from Biden and others in G-7 given the precarious situation Europe is in already due to the Ukraine situation going south. I am sure JT will try to raise it in the UNGA session but litmus test is if he is dissuaded by rest of the gang.

Note this sequence of events. Nijjar became a Canadian citizen March 3 2015, well after he was involved in terror activities and traveling to Pakistan. Unsure of how he was allowed in India to murder Mr. Sharma after that. But does point the need to tighten the visa/OCI/entry process for first generation Canadian citizens of Indian origin. Possibly even just blanket reject visas and refuse OCI for first generation Canadian citizens given non-cooperation by the Canadian government. Also reject visas for anyone who ever worked for Canadian immigration given their obvious terrorist sympathies in this matter.

My prediction is India will give a pass and let this guy fall into his own foolishness. But this is also India's fault to some extent we have tolerated these countries openly harboring our enemies. The same highlights the diplomatic challenges faced by the Biden administration and its allies as they try to navigate relations with India, a crucial player in the region, the report noted.
The alleged assassination of Nijjar, a Canadian citizen, on June 18, led to behind-the-scenes discussions among senior officials from the Five Eyes countries in the weeks leading up to the September Group of 20 summit in New Delhi.
However, no public mention was made before the summit, which was seen as an important event for Prime Minister Narendra Modi, according to The Washington Post.
Canadian Prime Minister Justin Trudeau's announcement of 'credible allegations' in the parliament caused a significant rupture in bilateral relations with India, resulting in the expulsion of an Indian diplomat in Ottawa, the report stated.

Earlier in the day, CBC News, quoting sources from the government, reported that Trudeau briefed the leaders of some of Canada's closest allies, including UK Prime Minister Rishi Sunak, French President Emmanuel Macron, and US President Joe Biden.
While Australian Prime Minister Anthony Albanese didn’t express his opinion on the incident, his British counterpart’s spokesperson said that the Rishi Sunak government’s priority is to secure a trade deal with India.
Meanwhile, the US officials said that they have been in close contact with their Canadian counterparts about the issue and said they were "quite concerned" about the allegations.
During a press conference on Tuesday (Sep 19) in Canberra, a reporter asked the Albanese whether he personally raised concerns with Indian Prime Minister Narendra Modi at this month's G20 meeting in India over the death of the Khalistan terrorist.

Reading between the lines. Thoo-Thoo definitely landed in hot water. His allies are distancing from him. Reading between the lines on the mouthpiece of al Bartania- the PeePeeCee- Hardeep Singh Nijjar: Why Western nations fear India-Canada row, the reasoning being trotted out is that they don't want to upset trade and the counterbalance to China. In a famous Japanese battle King A had sought the support of Chieftain C in his war against king B. A and C had agreed that when the time was right C would enter the battlefield on behalf of A.
