To be sure the aam aadmi going to study/earn in Kaneda does not post a threat. Only the folks who are already into Khalistan / susceptible to brainwashing are. Hence the "exit security review" would nail these elements. Basically "emigration to Kaneda" is a privilege not a right.
Also need to plug the hawala channels that bring in the slush funds for said endeavour.
Why not let those exit, exit permanently. No OCI cards . Screening for OCI cards should be made tougher for those fitting certain criteria !!

With the greatest respect to the patriotic Sikh community who have done so much for India:
1) India needs to recognize the presence of Khalistani riff-raff within the Sikh community
2) Said riff-raff migrates to Kaneda, subverts the Kanedian political system, Gurudwaras, and media narratives, and directs Kaneda's socio-economic power against India
3) As the numbers of said riff-raff in Kaneda increase, this problem will get worse not better - the monster will go into a spiral growth mode where 2/3 to 1/2 of new Sikh migrant (whether or not he/she has big-time Khalistani leanings today) will be indoctrinated against India
4) Would you rather have such disaffected people migrate and cause more problems for you, away from your supervision? Or would you rather keep them at home where they can be under surveillance and you can use the danda as needed?
Having lived in both the US and India, I must say that India offers you an astonishing amount of liberty, just like the US does. You can live your life the way you want it as long as you don't create too many problems for other people. It's sad that people verbally abuse and physically misuse this freedom.
Ultimately its a question of hard power. The US makes it's hard power known. Its only a matter of time before India does.
