The defence ministry has paved the way for the Indian Air Force (IAF) to acquire six Boeing 767-based mid-air refuellers from Israel and 12 airborne early warning and control (AEW&C) systems supported by platforms from Brazil and France, according to people aware of the matter, a move that will make the force a heavyweight by 2026.
The ministry will also expedite the acquisition of 114 multi-role fighter aircraft (MRFA) from France under the “Make in India” rubric, the people added.
The Defence Acquisition Council (DAC), headed by defence minister Rajnath Singh, this week also cleared the purchase of 36 more Meteor air-to-air missiles for Rafale fighters from France. This follows the approval for 280 long- and short-range missiles for the S-400 system from Russia.
A cost negotiations committee (CNC) is being constituted to fix the price of the six refuellers from Israel Aerospace Industries (IAI), with the project estimated at ₹10,000 crore, the people cited above added.
Separately, the defence ministry will issue a request for proposal (RFP) to purchase six Embraer jets from Brazil to mount the DRDO-developed Netra Mk II AESA radar, which offers a 270-degree view, the people said. The radar features an enhanced electronic warfare suite and network-centric warfare capabilities.
The government has also signed a contract to upgrade six Airbus A319 aircraft by the parent company in France, installing 360-degree rotodome radars to convert them into AWACS platforms.
Groundwork has begun for the proposed acquisition of 114 MRFA for the IAF from France, starting with decisions on indigenous content integration.
Finally, India and Russia are working to acquire five more S-400 long-range air defence systems and the Pantsir medium-range air defence system via the government-to-government route. The former targets enemy fighters, while the latter engages unmanned combat systems, cruise missiles, loitering munitions and helicopters.

From News 24There is no doubt that the Indian Air Force (IAF) is facing multiple challenges. It currently has a shortage of fighter jets, and its indigenous fighter jet programs are not progressing as quickly as planned. Russia’s involvement in the Ukraine war has delayed the timely supply of crucial weapons. Meanwhile, China and Pakistan are reportedly collaborating, with China planning to provide its fifth-generation fighter jets J-20 and J-35 to Pakistan.
Relations with the United States are also strained due to tariff disputes, causing delays in acquiring some critical defense equipment. However, experts say there is no need to worry, as the next 10 years will see a significant transformation. India is preparing to become a super air power, and key steps have already been taken.
India on the Path to Becoming a Super Air Power
India has already begun strengthening its Air Force for the future. By 2035, the IAF fleet is expected to include:
- 150+ Rafale Jets
- 160 fifth-generation Russian Sukhoi-57 fighter jets
- 110 units of the advanced S-400 defense system
- 210+ indigenous Tejas fighter jets
This robust plan is expected to challenge China and Pakistan strategically, especially given China’s pride in its J-35 fighter jet program. India’s AMCA program is considered nearly a sixth-generation fighter jet initiative, surpassing current fifth-generation standards.

150+ Rafale Jets
India currently has 36 Rafale jets and is finalizing a deal with France for 114 more jets. Initial deliveries will arrive directly from France, with the remaining jets to be manufactured in India. The deal is worth around ₹3 lakh crore, and India has also acquired 26 marine Rafales for the Navy.
60 Sukhoi-57 Jets
After the Rafale deal, India is also acquiring 60 Sukhoi-57E jets from Russia, which are fifth-generation fighters. This purchase aims to counter the China-Pakistan alliance in advanced aerial capabilities. Reports suggest India will manufacture a portion of these jets locally, leveraging existing infrastructure from the Sukhoi-30MKI program.
10 S-400 Defense Systems
India is also focused on building a full-proof air defense network. The country has already received three S-400 systems, with two more units expected soon. Additionally, India is preparing to acquire five more S-400 systems, totaling 10 units to ensure airspace security.
Tejas MK1A and MK-2 Jets
India’s indigenous Tejas program is progressing rapidly. The Air Force will soon receive Tejas MK1A jets, with an initial order of 73 units and an additional 97 units in the pipeline. The Tejas MK-2 prototype is expected to fly this year, designed to match Rafale and Eurofighter Typhoon standards. By 2030, over 210 Tejas jets will be operational in the IAF.
Indigenous Fifth-Generation AMCA Jets
India recently approved the Advanced Medium Combat Aircraft (AMCA) program, allocating ₹15,000 crore initially. The DRDO is working on developing the prototype by 2030. After modifications based on Air Force inputs, the jets are expected to join the fleet by 2035. The AMCA will incorporate extensive AI technology, making them 5.5-generation fighter jets, far ahead of China’s J-35.
India’s Strategic Edge
With Rafale, Sukhoi-57, Tejas, and AMCA jets, along with the S-400 defense system, India is laying the foundation for a super air force. This multi-pronged approach strengthens both offense and defense capabilities, ensuring India is well-prepared to counter regional threats from China and Pakistan.

That fortunately or unfortunately seems to be the case. The Su 57 seems to be more evolved now and sort of "battle tested" against electronic warfare and. SAM systems though not quite "stealthy" ,the Su57 and Rafales are now "parallel programs" alongside the M2 TEJAS and AMCA. God only knows how India can do it when even the Chinese don't, I know they were still buying Su 30s when their programs were maturing.
Anyway the broad consensus is for around 50 squadrons that Indian MIC alone will not be able to deliver by 2040.

As per the analysts / talking heads and defense planners The requirement often cited by Indian side is for ~60 Indian Air Force (IAF) squadrons is based on geography, threat perception, force availability, and operational doctrine, not by a simple one-squadron-per-region logic (seems be current game plan based on the available 30 squadrons).

In my opinion, the problems are many:
- IAF not taking ownership from the design process.
- Extended contests of foreign aircraft that span too many years for a decision. Huge waste of time
- Unable to evolve better solutions over a period of time, rather than aim for perfection or nothing. Compare this with the Chinese aircraft programs. We may ridicule them, but they have consistently evolved. They may not be the best of the best, but have evolved over time.
- Unrealistic under investment of funds, equipment and personnel.
- Hiring and work culture shake up for HAL. Not sure how ISRO has been able to overcome the reservation issues and still be able to have good talent.
- IAF need to commit to sizeable orders, rather than peanuts for a program to be successful.
- Defense Sec. needs to have domain expertise. At least someone with an Engineering background. The current Def Sec. experience: Served as Secretary for DPIIT, Animal Husbandry & Dairying, and in Urban Development and Petroleum ministries.
- Make wages competitive with private sector and fire for non-performance.
AM Diptendu Choudhury has given the IAF perspective of the lack of HAL producing fighters. However, he seems to absolve the IAF of any blame. - Hiring and work culture shake up for HAL. Not sure how ISRO has been able to overcome the reservation issues and still be able to have good talent.
- IAF need to commit to sizeable orders, rather than peanuts for a program to be successful.
- Defense Sec. needs to have domain expertise. At least someone with an Engineering background. The current Def Sec. experience: Served as Secretary for DPIIT, Animal Husbandry & Dairying, and in Urban Development and Petroleum ministries.
- Make wages competitive with private sector and fire for non-performance.
