The timing is suspicious. Chatham House is helping Pakistan capitalise on its new “peace credentials”.
The usual pro- Pak games by the British establishment.
Article advocates external intervention to unblock India’s suspension of the Treaty.
Totally ignores the reasons why India was forced to suspend it.
Even the Pahalgam attack is described as “ militancy” not terrorism.
Pakistan is absolved of involvement by taking its denial at face value.
The word “ terrorism” is not mentioned in the article at all.
India’s complaints about Pakistan using all means to prevent or delay Indian power projects allowed by the Treaty on rivers allotted to Pakistan is not mentioned in the article.
India’s warnings over a period that blood and water can’t go together are not mentioned either.

Up to 3000 troops, 10 aircraft & 5 warships can be deployed in each other's territory.

Not only Kolkata, From Chennai to Vizhinjam can move cargo and fuel much more cost effectively to Northeast through Ocean rather than through land and rail.

The path may not be straight forward. A land-mark case "Berubari Union Case", in which Supreme Court stated that Constituitional amendment is needed to cede Indian territory. Where as in the 1970s, Indira Ghandi did not bother with such amendments when Union Government ceded Kachatheevu Island to Sri Lanka through the 1974 Indira Gandhi–Sirimavo Bandaranaike Agreement. So the process can be complex and also politically challenging (as loss of territory can be called a defeat).
