HAL to invest Rs 2300 crore in four years

Hindustan Aeronautics (HAL) plans to invest around Rs 2,300 crore during the next four years including around Rs 700 crore for manufacturing Sukhoi-30s.

Sources in HAL said that the investments will be funded through internal accruals and bonds.

These investments will be pumped into manufacturing Jaguar trainers, Jaguar Strike, Sukhoi-30s, ALH, LCA and Dorniers.

Sources said HAL was sitting on a pile of around Rs 4,200 crore which includes cash received from clients.

They said HAL has been able to perform extremely well financially during the last few years.

Earlier, the company was dependent solely on customers and the government for all its fund requirements in view of the thin operating margins and liquidity problems Since then, the company has been able to solve the liquidity problem through various steps.

These are: a more transparent and equitable mechanism, milestone linked payment structure, efficient long-term procurement policies, cost reduction through budgetary controls, effective tax planning and settlement of long pending issues.

HAL also decided to reduce financing cost which is normally high in the aeronautical industry because of capital intensity and long production cycles.

This measures have led to rating agencies, Crisil and ICRA to accord very high credit ratings for its short term and long term debts, sources said.

HAL also retired high cost debts apart from investing surplus funds to give substantial non-operating income through higher interests.

HAL has also been able to get its R&D centers recognized by DSIR, department of scientific and industrial research for obtaining substantial tax rebates.

Further, old tax disputes have been settled resulting in savings. The company also entered into long term business agreements with various vendors thus giving them indication of the long term material requirements for the company, sources said.

Sources said HAL has fully repaid all government loans with interest thereon before the maturity and has been funding capital expenditure towards infrastructure and R & D expenditure out of its own resources without any budgetary support from government since 1994.

HAL expects to achieve a target of around Rs 5,000 in the next three years compared with Rs 2,700 crore during 2001-02.

India's Govenment has reportedly begun talks with Dassault Aviations for the purchase of Mirage 2000-5 fighters for India's Strategic Command Force, which is to be established within the next two years and has a requirement for 36 aircrafts - two squadrons'-worth

Combined Graduation Day Parade of Entry Batch 2/201 was held at Air Force Academy Dundigal. The cadets comprised of the 169 Pilots Course, 93 Navigation Course, 110 and 19 SSC Ground Duty officers course. Air Marshal T J Master, AOC in C Training Command reviewed the parade.
