March 21, 2002 the Defence Minister Shri George Fernandes, in a written reply to Dr. (Shrimati) C. Suguna Kumari and Shri A. Narendra in Lok Sabha, stated that the Navy had reassessed their requirement and have proposed building a larger ADS (approximately 37,500 MT) which was expected to enter service after 2011 . This is under active consideration of the Government. In May, 1999, the Government had approved the indigenous construction of an Air Defence Ship (ADS) of around 24000 tons displacement at Cochin Shipyard Ltd. (CSL), Kochi.

According to the September 25th issue of Jane's Defence Weekly, India is on the verge of ordering three Scorpene submarines with options for a further three in a deal worth $970 million (presumably for the first three). The deal may be signed as early as 21-25 October at the Euronaval show in Paris, although DCN says that a number of outstanding issues have yet to be resolved. The second and third submarines are expected to be assembled at the Mazagaon Docks in Bombay. The deal is also expected to include the sale of 30 SM-39 Exocet submarine-launched anti-ship missiles.

Pakistan is watching nervously as the Indian and U.S. navies start their biggest-ever joint exercises Sunday, a weeklong mission called "Malabar-4" involving subs, maritime aircraft and a U.S. cruiser that will include U.S. warships refueling from an Indian tanker. India's Chief of Naval Staff, Adm. Manvendra Singh, spent last week in detailed talks at the Pentagon discussing prospects for future joint operations in the Indian Ocean. Not on the agenda, but reportedly featuring markedly in the discussions, was the shared threat perception of China's naval ambitions after Beijing's $1.6 billion agreement in June to purchase from Russia eight more Kilo-class submarines, equipped with the long-range Klub anti-ship missile system. As a result, planning has started for future joint U.S.-Indian exercises in sub-hunting.

Navy commissions 'Project Ashok'
[The Hindu, 28 September 2002]


Kochi, Sept. 28. (PTI): The Rs 310-crore 'Project Ashok' for overhauling Peagasus engines used in Sea Harrier aircraft, was today formally commissioned by the Chief of Naval Staff, Admiral Madhvendra Singh, at the naval aircraft yard here. A press release from the Navy, quoting Singh, said that the Admiral, after unveiling the plaque, dedicated the project to the Indian Navy, signalling the culmination of a successful project. (Earlier, the engines had to be taken to Messrs. Rolls Royce at their UK factory for repairs and overhauling).

Speaking on the occasion, Singh said the Navy no longer believed in a buyer-seller relationship, but a partnership for technology transfer. Nine facilities have been set up under the project. The major ones at Kochi include landing gear and hydraulics, environment control systems, structural repairs, power generator, avionics, Pegasus engine test bed, engine repair and overhaul. With this, about 95 per cent of engine components and 75 per cent of airframe components would be overhauled and repaired at the yard and various divisions of the Hindustan Aeronautics Ltd, Bangalore, the release said.

Further updates from the UN Register of Conventional Arms:

The army received 40 T-90S and T-90SK tanks in 2001. The T-90SK is a tank commander's variant which is "intended to ensure simultaneous communication through three channels (communication range on the move from 50 to 250 km, when stationary - 250 km) and continuous automated generation and display of coordinates" (source Military Parade).

The navy received 40 Uran anti-ship missiles plus 18 practice missiles, and eight Klub anti-ship missiles plus two practice rounds (as well as six containers for the Klub).

The air force received 24 launchers for the RVV-AE (a.k.a. R-77) missile.

Israel exported 10 155mm gun barrels (presumably Soltam's M-46 upgrade) to India which were not reported as imports by India. Russia reported the export of one combat aircraft to India, also unreported by India.
