George's Russia visit may clinch Gorshkov deal

New Delhi: A decision on Russian aircraft carrier Admiral Gorshkov is on the cards as Defence Minister George Fernandes leads a high-level delegation to a meeting of the Inter Governmental Commission on Military Technical Cooperation in Moscow on January 14. According to official sources, Fernandes will hold meetings with Russian Industries Minister Illya Klebanov and review the military cooperation between the two countries. The supply of spares for the MiG fighter will also be taken up.

The focus of the visit, however, will be the arms deal package that includes the 44,500-tonne Gorshkov, four TU-22 M3I strategic bombers and the lease of a nuclear submarine. India is keen on leasing the submarine to build up its second strike nuclear capability and train the Navy on a nuclear platform for its indigenous Advanced Technology Vessel project. Sources said the delegation is expected to finally push through the Gorshkov deal, which has been deadlocked with both parties disagreeing on the refitting costs.

Last November, Klebanov met Fernandes for furthering defence ties, including joint development of a fifth generation fighter plane, besides discussing the Gorshkov deal. Despite Russian efforts, the impasse continued, prompting Klebanov to seek another meeting with Fernandes a week later just before Russian President Vladimir Putin arrived in New Delhi. Defence Secretary Subir Datta along with Anil Wadhwa, Joint Secretary in the Ministry of External Affairs, will accompany Fernandes.

Mumbai: WHY should our sailors and naval officers be served supper at 6.30 pm just because the Royal Navy did so? Why shouldn’t we be served mutli-cuisine meals like the other navies? These are some of the questions the Indian Navy needs to address, said Vice Admiral Barin Ghosh, Chief of Logistics, at the INS Hamla today. He was speaking at a seminar on Advancement in Catering Technology, held as part of the 49th anniversary celebrations of the INS Hamla. Emphasising the need to improve the nutritional value of food being served to defence personnel was Vice Admiral Arun Prakash, who took over as Flag Officer, Commanding-in-Chief, Western Naval Command earlier this week. In his inaugural speech, Admiral Prakash narrated how in the past, navy personnel were forced to eat stale food and brackish water a few weeks after setting sail, due to the lack of storage facilities. These men were afflicted by diseases like berry berry and scurvy. Today, despite the latest technology and equipment, personnel continue to suffer from diseases albeit modern ones like diabetes and obesity. Admiral Prakash said these can be checked by ensuring proper diet for the men.

INS Hamla is the premier logistics training establishment of the Indian Navy, providing training in management, catering, logistics and computer technology. The institute's Cookery School is the first of its kind in Asia, equipped with all the modern equipment and training aids. Today’s seminar was aimed at updating existing technology, and also improving the quality of food being prepared. Personnel from all three services — the Coast Guard, Rashtrapathi Bhavan and the navies of some other countries — have been trained at this institute. In fact, Admiral Baran explained, that the chiefs of staff have recently announced that cooks and stewards of the Army be sent here for training regularly. He added that from this year the institute is also inducting officers commissioned in the short service. Papers were presented by nutritionist Dr. Anjali Mukherjee, Harinder Jeet Singh, director Food and Beverage at the Renaissance Hotel, Mumbai, Shatbi Basu, director, SITR Academy of Bartenders, and K K Saraf, director of the National Council for Hotel Management.

Gorshkov to be fitted with 'BRAHMOS' missile

Moscow: The Admiral Gorshkov aircraft carrier which India is planning to buy would be fitted with the "BRAHMOS" anti-ship cruise missiles jointly developed by the two countries. Besides the "BRAHMOS" missiles, which have a range of over 500 km, the 44-thousand tonne "Kiev" class carrier would also be armed with short and long range anti-aircraft missiles providing it with a "multi-layer" air defence blanket, ITAR-TASS news agency quoting officials reported today.

Negotiations for the acquisition of the Gorshkov for the Indian Navy are expected to be finalised during Defence Minister George Fernandes' Russia visit from January 14 to 19. Chief of Russian Naval Staff Admiral Viktor Kravchenko said after its modernisation, Admiral Gorshkov would become the "most powerful" man-of-war of the Indian Navy.

"With its induction, the Indian Navy would have the most powerful aviation component among all the navies of the Indian Ocean and Asian-Pacific region countries, with the exception of the United States," Kravchenko was quoted as saying by ITAR-TASS. An official said all arrangements have been made at Severodvinsk, on the White Sea, so that the Gorshkov's modernisation could be started as soon as the estimated 2.5 billion dollar deal is inked.

Kerala: Coast Guard unit launched in Vizhinjam

Thiruvananthapuram: Kerala Chief Minister A K Antony today said the Coast Guard had a crucial role to play in checking the unauthorised intrusion of foreign trawlers for fishing in Indian waters. Inaugurating the first coast guard unit in the state at Vizhinjam near here, he said the Coast Guard would have the support of the state government to ensure effective vigilance over ship movements, poaching and smuggling activities, besides providing protection to fishermen.

The Coast Guard could instill a sense of confidence among fishermen and bring about permanent peace in coastal regions. The government would work for setting up another Coast Guard unit at Beypore in the Malabar area, he said. Coast Guard Director General, Vice Admiral O P Bansal, in his speech, thanked the state government for providing five acres of land and infrastructure facilities for its Vizhinjam station. The Coast Guard, celebrating its silver jubilee this year, would start more stations in sensitive areas, he said.

The Kopyo-A (or Alba) radar, from Phazotron-NIIR (Nauchno-Issledovatelsky Institut Radiostroeniya) of Moscow, is a version of the Kopyo ('Spear') fighter radar used in India's MiG-21bis fighter upgrade programme, giving the system the benefit of commonality with a radar in series production. This variant's individual modules, including the computing system and algorithms, have already been tested. Four Kopyo-A radars are now under construction, one of which was scheduled for installation on a helicopter by the end of 2002...

The Kopyo-A's rival Lira ('Lyre') radar is being developed by NIIS (Nauchno-Issledovatelsky Institut Sistemotekhniki), a member of the Leninets holding company in St Petersburg. The Lira, also known under its export name of Strizh ('Swift'), belongs to the Novella family of systems, with the export name of Sea Dragon. The biggest of these systems, Sea Dragon 1 (1SD), is intended for a new-generation of large maritime patrol aircraft (MPA), while the slightly smaller 2SD is now installed on the upgraded Ilyushin Il-38 'May' MPA...

As well as receiving a new avionics system, the modernised Ka-27/Ka-28 will also be equipped with a self-protection system as the present helicopters have no self-defence devices. These would include radar/missile warning receivers, an active electronic jammer and chaff/flare dispensers. In addition, increased power from VK-2500 turboshaft engines will be mated to an upgraded rotor system with new blades to increase both the take-off weight and payload.

Coast Guard gets new Chief

New Delhi: Vice-Admiral Suresh Mehta, who has commanded the country's first indigenously built Guided Missile Frigate, today took over as the Director-General of Coast Guard. Fifty five-year-old Mehta, who was commissioned in the Indian Navy in July 1967, has held several important posts including the command of INS Beas and INS Godavari - the first indigenously built Guided Missile Frigate of the Indian Navy.

He is also a graduate from Defence Services Staff College, Wellington. A Flag Officer, who has also held the posts of Assistant Controller of Warship Production and Acquisition, Mehta succeeds O P Bansal. Mehta took over the baton from Bansal at a simple ceremony held here and inspected a Guard of Honour.

India Leases Russian Nuclear Guided Missile Sub

In early December, sales of antacids soared in Pakistan upon the report in The Indian Express that New Delhi had agreed to lease a nuclear cruise missile submarine (SSGN) from Russia as part of a three year arms deal. The sale of the Russian-made aircraft carrier Admiral Gorshkov, announced earlier this year, also was expected to be wrapped up. Such a lease would complement India’s existing airplane and land-based nuclear missile capability.

The submarine is likely to be one of two classes. The first is one of the two Project 949A (NATO code name: Oscar-II) submarines that have been decommissioned by Russia. Nine remain active with the Russian Navy and the twelfth -- Kursk -- sank in a highly publicized incident when a torpedo being tested exploded aboard. Designed in the 1980s to sink US Navy carrier battle groups, the Oscar-II carries – among other weapons -- the SS-N-19 “Granit” anti-ship cruise missile (NATO code-name: Shipwreck), which has a range of 300 miles. The other likely lease candidate is a Project 971 sub (NATO code-name: Akula), an exceptionally quiet vessel. Russia has 14 of these, though it is unknown if all are currently serving. This class also carries the Granit anti-ship missile, as well as SS-N-15 and SS-N-16 dedicated anti-ship missiles. The Indian Navy has about 18 submarines, some armed with SS-N-27 “Klub” anti-ship missile, which has a range of 180 miles.

Among the improvements being made to the submarines is provision to launch 3M54E Klub-S subsonic cruise missiles -- which the Indian Navy has stated it will develop into land-attack weapons -- from two of the six 533mm torpedo tubes. Four of the missiles can be accommodated in the modified submarines, along with 14 torpedoes. The Indian Navy is said to consider the Kilo superior to its German-designed Type 209/1500 submarines, which are more difficult to maintain and have a less capable sonar system. As of December 2002, no construction contracts had been signed for either of the two approved follow-on Indian conventional submarine programs -- the French-designed Scorpene class or the Russian Amur 1650 class (Project 677E) -- although negotiations were continuing. Up to a dozen of each class ultimately may be acquired.

New command to decide on nuclear use

NEW DELHI: Dismissing any rumblings in the three services over transfer of nuclear weapon assets to a new command, Chairman of Chiefs of Staff Committee Admiral Madhvendra Singh today said it would be the newly raised strategic forces command, which would decide on the utilisation and use of the nuclear weapons. There will be no problems over transfer of command and control of the nuclear weapons, said Singh, who leaves here tomorrow on a five-day visit to Iran. He said the chain of command had been listed with commander-in- chief of the strategic forces command reporting to chairman chiefs of staff committee (COSC) who would report to nuclear command authority on utilisation of country's strategic assets. At the same time, the COSC told reporters on the sidelines of an NCC rally here that the three services would not be transferring their entire nuclear assets.

The training in nuclear weapons and their delivery system as well as their servicing would remain the work of individual services. Singh's comments came in response to questions on whether there was resistance from army and air force over transfer of their nuclear delivery systems to the strategic command. Army has two regiments equipped with short range surface to surface Prithvi missiles and longer range Agni missiles, which will form the first assets to be transferred to the forces command. Admiral Madhvendra Singh's comment assumes significance as IAF is in the process of marking some of the Jaguar, Mirage 2000 as well as Su-30Mki squadrons for the strategic forces command. All the three multi-role fighters are capable of nuclear weapons delivery system. The navy, which would form the third arm of the country's nuclear trial is also in the process of getting on lease two Russian advanced Akula class nuclear submarines and would be the first service to be armed with supersonic cruise missile being jointly developed by Russia and India.

On the Krivak class Stealth warships delivery rescheduling, the Naval Chief said the first of these most advanced warships would be delivered in next two to three months. He said that during delivery trials in Russia, defects had been found in one of the weapon delivery systems, which now had been identified and was being rectified. We would carry out user trials before taking possession of the Stealth warships over the next two months before taking delivery of the first of these three warships, he said. The Naval Chief said the second warship was likely to be deliv- ered by middle of the year and the third and last one by the year-end. On his visit to Iran, which would be the first by any Indian service chief in the last five years, Singh said he would hold extensive talks with Iranian naval and defence ministry officials and later undertake a visit to major Iranian naval base at Bandar Abbas.

Iranian President Syed Mohammad Khatami visits Delhi this week to consolidate a new friendship that is based partly in India's energy needs, partly on joint interests in Afghanistan and Central Asia, and very much on their shared concern about the instability of their joint neighbor Pakistan. What is new about this week's agenda is the confidential defense cooperation talks. India's head of Naval Staff, Adm. Madhvendra Singh, is in Iran this week for high-level talks. Ship visits and other military cooperation -- including joint weapons development -- are expected soon.

The first Ilyushin Il-38 'May' anti-submarine warfare (ASW) aircraft of the Indian Navy to be upgraded to Il-38SD standard with the new Sea Dragon mission system is planned to make its first flight in May 2003, writes Piotr Butowski. The modernisation work is currently being carried out in the experimental workshop at Ilyushin's design bureau in Moscow. India originally acquired its five Il-38s from the former Soviet Union in 1977, and has been talking with Russia about a modernisation programme since 1995. In 2001, Rosoboronexport signed a contract to upgrade five Indian aircraft before the end of 2004, valued at about US$6 million each.

In October 2002, two of India's Il-38s, operated by 315 Indian Naval Air Squadron from Dabolin, Goa, were destroyed in a mid-air collision. In early 2003, two more aircraft were ordered and these will be supplied from surplus Russian Federation Navy (RFN) stocks. Alongside the Indian trials, the RFN is testing its own modernised Il-38Ns (equivalent to the Il-38SD) with the Novella mission system (see JDU Online "Novella for upgraded Il-38N 'May'"). According to Russian defence industry sources, the Sea Dragon export system fitted to the Indian 'Mays' is a version of Novella "with limited sensors and simplified software".
