India to look again at howitzers

The Indian Army has recommended a fresh evaluation of three competing 155mm/52-cal towed artillery systems as not one contender "adequately met" the general staff qualitative requirements (GSQR) during last year's trials (JDW 19 November 2003).

The army plans to buy up to 400 howitzers - 180 from the manufacturer and the remainder to be built locally under licence - as part of its strategy to standardise its artillery systems on the 155mm/52-cal by 2020-25. This would include a mix of towed weapons and wheeled and tracked self-propelled howitzers (SPHs).

The towed weapons under evaluation are:

* the TIG-2002 from Israel's Soltam Systems;

* the G5/2000 from South Africa's Denel Ordnance; and

* the FH-77 BO5 L52 from Bofors Defence of Sweden (JDW 26 February).

Military sources said the Artillery Directorate at Army Headquarters in New Delhi had been unable to "sufficiently appraise" the contending howitzers in order of merit based on their performance at Pokhran in the western Rajasthan desert and has asked for another evaluation.

The Ministry of Defence (MoD) has asked the three manufacturers to make "suitable modifications" to the weapons and return them to Pokhran for summer trials.

The three howitzers had been unable to meet the GSQR in 2002 and were returned for a fresh round of trials last June after modification by the manufacturers. During a three-month period each gun fired 350 rounds and demonstrated its 'shoot and scoot' and cross-country agility.

Military sources said that the MoD's price negotiation committee is expected to finalise the price with Denel Ordnance for its T6 155mm/ 52-cal turret by the end of March. This will be installed on the chassis designed and built in India for the Arjun main battle tank (MBT) project. The new SPH has been named Bhim.

An army source said that Denel was asking Rs120 million-130 million ($2.6 million-2.8 million) for each turret, but that the PNC was seeking a reduction of at least 15%. "A compromise is close to being reached," he told JDW.

The army initially wants 124 Bhims: a figure that corresponds with the number of Arjuns that have been authorised to be built at the Heavy Vehicles Factory at Avadi, although production has yet to begin. The Field Artillery Rationalisation Plan envisages Denel and India's state-owned Bharat Earth Movers jointly developing another 400-500 tracked SPHs.

However, Germany's MTU has stopped building the MTU 838 Ka-510 1,400hp diesel engines that power the Arjun prototypes and were to be installed in the 124 Bhim chassis. MTU is offering an improved engine but the army is unwilling to buy this because of its higher cost and the engineering changes it would necessitate in the already troubled Arjun project.
