Navy going for outsourcing to trim cost: Vice Admiral Bansal

The Indian Navy is going for outsourcing in a big way to trim down cost, Vice-Admiral O P Bansal, Flag Officer Commanding in Chief Eastern Naval Command said at Kolkota on April 3rd. "Outsourcing is the new mantra. It is also the government's policy. We like to outsource all parts of the ship and assemble it here. This policy is beneficial as it cuts down the hull construction time and also saves cost," he told reporters here at the launch of INS Shardul. "For large landing ship tank like the INS Shardul the outsourcing component is around 27%, making up to 600 tonnes of the hull fabrication work. In the hull stage, the value addition is to the extent of 83%. The rest is outsourced," he explained. Vice Admiral Bansal said INS Shardul, built at a cost of Rs 400 crore, was the third landing ship tank built by the GRSE. The earlier ship of the same class INS Magar and INS Gharial were built in 1987 and 1997. "The Navy will soon acquire another two ships of the same class being built at the GRSE," he said.

CMD of Garden Reach Shipbuilders and Engineers (GRSE) Limited Rear Admiral R Paraliker, who was present at the launch, said the GRSE was increasingly going for outsourcing of small components. "We are in touch with major outsourcing partners which will enable large blocks to be made outside and then assembled in a bigger area. Now we are outsourcing 50% of the total hull fabrication," he said. On the design side, the GRSE had developed business associates and met the challenge of generating drawings in time by outsourcing part of the production drawing work. For the two follow-on large ship tank, the GRSE plans to utilise the capabilities of the business partners in largescale for expeditious delivery of theship under construction. Rear Admiral R Paraliker said the GRSE had outsourced 646 tonnes of hull fabrication work, about 38% of the total fabrication, and the timely execution by the its outsourcing partners had a major contribution in cutting down the hull construction time.
