By Maj AH Amin Retd of the 11 Cavalry now a resident of Kabul
January 28, 2008
Major A.H. Amin (Pakistan Army, Retired)

Waziristan

*Waziristan is the testing ground, the acid test of Pakistan Army's worth in the so- called war against terrorism.

*What is the Pakistani intelligence ? An intelligence operative stated that they don't have the guts to go out of a fort of FC in Waziristan. They meekly step out of a Qila (fort) and stop some truck drivers and ask what's going on. From what they scramble all the guys from Military Intelligence, the ISI , the Corps Intelligence and the FC Intelligence sit down and make a generally similar report. The guy who compares all reports in GHQ jumps with joy when he sees all these reports and states that all reports can be cross checked and are correct. There is the Sab Accha mentality since Mughal times. Sab Accha means All Correct. So in the final summing it is gleefully concluded that the writ of the Pakistani Government is established in all parts of tribal areas! Glory be to Allah.

*I recently met some mid-ranking and major-general level army officers and discussed Waziristan with them. We concluded:
Waziristan is a case of clash of interests among ambitious officers trying to get a good chit (report) and serious regimental officers who see soldiering as a way of life. The fast-track guys want to bash up some villages with artillery fire and do some dog catching for Americans and improve their career index called OEI.

*The first major disaster was Lt.-Gen. Safdar, a Punjabi and a careerist. He wanted a fast-track approach for the problem, .His policy was bomb everyone, kill everyone and get the feathers in the cap for being a conqueror. This was counter-productive. The armed forces lost all credibility in this area. Safdar was finally packed off to the post of director logistics in the army Headquarters a post seen as waiting area for dumped generals.

*Lieutenant General Hamid Khan, a Pashtun armored corps officer from 11 Cavalry was not effective. During his tenure the army was neither here nor there. He was serving for most of the time when the Waziristan accord had been signed.

*The present corps commander Masud Aslam was a Kargil Warrior! (Major Amin is not being complimentary.) He again tried to introduce the Safdar policy with disastrous results.

*One Major General level divisional commander stood out. Strangely it was a Shia officer, Major General Mir Haider. Although a Punjabi he understood the Pasthun psyche and did well. His modus operandi was psy war. Healing the tribal eg . Gifting copies of Holy Quran.

*Another Major General Sahi was a failure. Again he was using the Safdar approach. Kill , batter , destroy and bomb. Sahi had close links with the Quisling PML (President Musharraf's political party: the writer believes Pakistan has sold out to the Americans) as his brother was a politician from that party. In words of a direct participant officer, he was also a total failure. He was finally packed off as commandant of infantry school. Another resting place of dumped generals. In his dining out he said that he had established writ of Pakistani Government in Waziristan and was corrected there and then by a serving army officer that this was a white lie. He was challenged that he could not drive with his GOC's flag from Miran Shah to Bannu even with an escort! He was infamous in the Frontier Corps Officers for trying to prod them to attack this village or that because he wanted to get a good chit from his bosses.

*A serving army officer in that area compared Pakistan Army and the FC in Waziristan to a mouse running from point A to point B while he said that the tribals were the lazy cat watching this despicable mouse.

*We further concluded:

*The great danger is not Pakistan but the fall-out after its demise.

*The great danger to the West is not the hopeless Pakistani state but non-state actors

*The more Pakistani Don Quixotes are proved to be spineless clowns in Waziristan, the more dangerous the situation becomes.

*Warfare has become cheap. It is easy to rock the boat and non-state actors are good at this.

*The front is unclear. The distinction between friend and foe unclear.

*My assessment is that if the Americans decide to knock out Pakistan , in strategic terms , there will be no resistance in Punjab and Sindh ,only the Pashtuns will be their adversaries and the settled area Pashtuns will be as hopeless as the Punjabis and Sindhis.

*Pakistan's military and political establishment is simply hopeless. This theme is discussed in my article "5 minutes over Islamabad" (the article details how the US forced Pakistan to join it's side in the GWOT.) The Pakistani military junta has already lost all credibility with the Pakistani population and cannot control the situation.

*Even the Americans will not achieve much if they enter Waziristan. The terrain is bad and Americans will be a good cause for Jihad. The solution is withdrawal from Waziristan and regime change in Pakistan. The Americans should let the hopeless Paki politicians do the dirty job of all this.

*As an officer who served in Pakistan Army I would sum up the situation as following:

*The Pakistani High Command a Punjabi-Mohajir (Mohajirs are Pakistans who migrated from India to the new country of Pakistan in/after 1947) team lacks the grey matter or resolve to deal with the tribals.

*The troops they are commanding have lost faith in the cause they are fighting for. This is the worst thing for an army.

*All said and done the tribals can be dealt politically. Any Pakistani officer who is posted as commander 11 Corps is a job seeker. He is trying to be a Napoleon and a Punjabi cannot be a Napoleon with a tribal!

*The present Governor of NWFP Owais Ghani has already miserably failed in Baluchistan. He is regarded as a non-Pashtun as he is the hated Hindko Punjabi (we dont know what Hindko means; Hind generally refers to India) speaking from Peshawar city just like General Kakar, whose first cousin he is.

*The whole situation requires a change in command in Pakistan from top to bottom.

I would not laugh at them. These reports are for those that pay $600 per soldier and expect something in return. There are those that help the *ban and they would be doing a far better job, working against the $100,000 soldier deployed by the US.

Sidelined in India, French defence companies are increasingly putting their money on Pakistan.

The European missile house MBDA is presently negotiating several major contracts with Pakistan. One involves the supply of the Aspide anti-aircraft missile and its launching systems to protect Pakistani airports and another the MICA air-to-air missile to equip the Chinese-Pakistani JF 17 fighter.

MAJ Amin is a good source of information for many things about the militaries of the Indian sub-continent before 1947, but he has largely been unable to ferret out information in the same way about events post-1947.

Draw your own conclusions from this:
Was an opportunity to build bridges to young men like A. somehow lost or just neglected? It was hard to tell. But when the I.S.I. subject came up again, his tone changed. “They are snakes,â€

Pakistan gets 6 fighters
Islamabad, PTI:
Pakistan has received six JF-17 fighters from China, jointly developed by the two countries. The jets use the soviet-era MiG 29s engine and is a single seater copy of the same.

The two countries began joint production of the jet in January. Pakistani Air Chief Marshal Tanvir Mahmood Ahmed said the first squadron equipped with JF-17s will be operational by the end of this year.
Four JF-17 will also participate in Pakistan’s National Day fly-past on March 23, a release by the Pakistani Air Force (PAF) stated.

The fighters have been inducted at the PAF’s aeronautical complex in Kamra, where they will be used for further testing and evaluation as part of the development programme.

The prototype of the JF-17 made its first flight in August 2003. The first JF-17 supplied by China was inducted by the PAF in March last year.

Pakistan will initially induct 15 to 20 JF-17s a year and the figure will be scaled up to 25 to 30 a year. The jet’s engine taken from Russia’s MiG 29 called the RD-93 responds good during tight turns, but leaves a lot of smoke, according to test pilots.

PAF gets six JF-17 Thunder aircraft
ISLAMABAD, March 14: The Pakistan Air Force (PAF) has received another six JF-17 Thunder aircraft from China. Two such aircraft were received earlier.

According to an official announcement, the aircraft have been inducted into the PAF for test and evaluation flight at the Pakistan Aeronautical Complex in Kamra.

Four of the aircraft will participate in the Pakistan Day fly-past on March 23.

JF-17 Thunder aircraft is an advanced multi-role light combat aircraft jointly developed by China and Pakistan under a strategic collaboration project.

The aircraft is designed to be cost-effective and can meet the tactical and strategic needs of the PAF.

A source in the PAF told Dawn that the serial production of JF-17 Thunder has already started and the production capacity would be gradually taken to 25 aircraft per year by 2011.

He said that about 60 per cent of the aircraft’s frame and 80 per cent of its avionics would be manufactured in Pakistan by 2010.

He said the first 50 aircraft would have avionics of Chinese origin while the next batch would be fitted with indigenously-developed avionics and European radars.

Pakistan had begun negotiations with British and Italian defence firms over potential avionics and other systems for JF-17.

He said the PAF would induct 150 aircraft into its inventory in the first phase, under an agreement with the Chinese company, and the total induction could go up to 250.

The JF-17 will replace Pakistan’s MiG-21-derived Chengdu F-7, Nanchang A-5 and Mirage III/V currently in service.

Azerbaijan and Zimbabwe have each placed orders as well. Nine other countries which have expressed interest in purchasing the JF-17 are Bangladesh, Myanmar, Egypt, Iran, Lebanon, Malaysia, Morocco, Nigeria, Sri Lanka and Algeria.

Pakistan has ingeneously developed high-tiknaalagy paint for the aircraft (with minor technical help from SDRE Asian paints which is not worth mentioning as per agreement number 72/TFTA/H&D)

Jane's Defence Weekly

Pakistani-French negotiations proceed on JF-17 enhancement

Farhan Bokhari JDW Correspondent
Islamabad

A French Ministry of Defence (MoD) official has confirmed that France is in talks with Pakistan to supply missiles and radars for the JF-17 fighter aircraft.

Bruno Berthet, assistant director for international development at the French MoD, said on 26 February that a deal on missiles and radars for the JF-17 has not yet been reached. However, he added that "the talks are on the right track and there are diplomatic comings and goings between the two countries".

France has been in talks with Pakistan about acquiring MBDA MICA air-to-air missiles and Thales RC 400 multimission radars, as Jane's first revealed in September 2007, despite concerns over the risks of China gaining access to the technology.

Pakistan plans to acquire up to 250 JF-17s - which it is developing jointly with China - to replace ageing French Dassault Mirage III and Mirage 5 aircraft, as well as older Chinese F-7 fighters.

Berthet said it was too early to tell when a memorandum of understanding might be signed with Pakistan.

One Western defence expert in Islamabad told Jane's that French missiles and radars could "substantially improve the JF-17's future as a formidable fighter aircraft".

KAMRA: The Chief of the Air Staff Air Chief Marshal Tanvir Mahmood Ahmed on Tuesday said the PAF would induct eight JF-17 Thunder aircraft by the end of this year.

Addressing the launching ceremony for manufacturing of JF-17 Thunder sub-Assemblies, marking formal assembling of the fighter aircraft, at the Pakistan Aeronautical Complex (PAC), Air Chief Marshal Tanvir Mahmood Ahmed said around 60 per cent of the frame of the aircraft and up to 80 per cent of the avionics to be fitted in the aircraft would be manufactured in the country by 2010.

He said the PAC had plans to make the JF-17 Thunder the world's first weapon system that will be able to carry all types of conventional weapons targeting from air to air, air to ground, air to sea and to pound from the air.

He said this state-of-the-art, multipurpose, light combat aircraft, would be a complete combination of fighter and a weapon system, which would also have optional capability to carry non-conventional weapons. He said the PAF would induct 150 aircraft in its inventory in the first phase, in accordance with the already signed agreement with the Chinese company, cooperating with Pakistan in assembling and manufacturing the aircraft.

"Still we will require some 100 aircraft, as the PAC envisages to take the yearly assembly and manufacturing capability of the aircraft from at present eight aircraft to 15, then up to 25 by 2011," he said. Air Chief Marshal Tanvir Mahmood Ahmed said: "All JF-17 Thunders will be produced in Pakistan as the PAC has achieved the capability to assemble, paint the frame and aircraft besides conducting flight tests.":rotfl:

He said on March 23, (Pakistan Day) the indigenously assembled aircraft would take part in the fly past, a routine feature of the Pakistan Day parade of PAF. He said around 40 to 50 aircraft would have avionics of Chinese origin while in the next batch these would have indigenously developed avionics. He said in the next decade, the aircraft would be available for re-export through China and the share in the financial receipts would be paid to Pakistan.

After formal inauguration of the sub-assemblies of the aircraft, the air chief told media persons that the PAC in the next two years would achieve the capability to make the fighter a "warfare suite" that would match the needs of most of the countries in the sector.

He said the alphabets "J & F" included as title of the aircraft denoting "Joint Fighter" and "we will prove that this Joint Fighter is the best available in the market." He thanked the friendly country of China for extending all cooperation enabling Pakistan to achieve the cherished goal towards manufacturing of a fighter aircraft.

He said the JF-17 Thunder was a living example of Pakistan-China friendship and this will help further deepen the bonds existed between both the brotherly and friendly countries. Terming it a landmark achievement, he said it is not only a source of pride for Pakistan but also a measure of rare distinction for the country to have joined a selected group of nations having indigenous fighter aircraft production capability.

The project launched in 2000 has already made major strides, including first flight of prototype in August 2003, then in April 2004, and on May 10 2006 with fully integrated configurations.

So its out in the open now and I'm surprised none of our Pak gurus have noticed and commented.

For Pakistan indigenously assembled = "... PAC has achieved the capability to assemble, paint the frame and aircraft besides conducting flight tests."

Off course this is something that was known a long time ago on BRF. Nice to see the TAFTA admitting it too.

And yes you SDRE Kuffirs don't get any ideas. The green paint on the pointed, sharp and manly things with heroic names like Ghauri, Ghaznavi etc is the state of the art, unlike the sissy white paint on your thin unmanly looking mizziles that you occasionally lob into the Bay on Bengal.
He said the PAC had plans to make the JF-17 Thunder the world's first weapon system that will be able to carry all types of conventional weapons targeting from air to air, air to ground, air to sea and to pound from the air.

Being SDRE as well as a non expert in flying things, I can't understand how pound from the air is different from air to ground and air to sea?

Is he saying the Thundaar has supoor duper Han technology mechanism which allows the brave Tafta pilots to make a pounding the air victory gesture with their hands (the type fast bowlers do) which automatically raises the nose cone of the plane in a similar manner? I'm sure that can scare the living daylights out of SDRE pilots! :rotfl:

I think "sales" term is Ok as it is the present and future Pakistani military strategy to supply arms to India's neighbour/lost Indian markets and make inroad into their military thinking and strategy, which un-fortunately our politicians have failed to understand inspite of being advised from various strategic establishment and think tank. Look what they have done in Sri Lanka, Nepal.

The Pakistan Army recently tested an unmanned aerial vehicle (UAV) called Uqaab. The presence of Chief of the Army Staff General Ashfaq Parvez Kayani on the occasion shows how seriously the Pakistani military is taking the UAV concept in the modern day battlefield.
One report recently revealed that the US has 163 UAV programmes in operation, compared to 50 by France, 31 by Israel and 25 by Pakistan.
The Uqaab looks just like the Jasoos made by a pvt firm, Why change the name now???[/url]

MBDA has been engaged in talks on the operation for over three years, and an accord would be highly profitable to the group: Pakistan is talking of buying 400 MICA missiles with an option on 200. Last September, an article in Jane’s Defence Weekly reported there was a risk of a technology transfer to China if MBDA equipped the JF-17. Some saw an element of disinformation in the article.

Taipei bought MICA to equip its French Mirage fighters in the 1990s and fears Beijing would gain access to the missile’s technical characteristics. At the outset, China suggested Pakistan equip the JF-17 fighter with PL 10 airtoair missiles and the PL 12 anti-radar weapon. Pakistan refused to commit itself entirely to Beijing with regards military equipment and began to look for other suppliers, among them Ukraine’s Luch which offered its R-77 air-to-air missile, and MBDA.

MBDA sent commercial staff to Pakistan on several occasions over the past years to present MICA and has been working in Paris for the past three years to win approval for the sale from the French committee that vets arms exports, CIEEMG.

Other French defence co's are following MBDA’s example and focusing instead on Pakistan. DCNS knows it has little chance of selling a second series of Scorpene submarines to India,so it is focusing on Pakistan. But the industry’s enthusiasm in dealing with Pakistan has been curbed to some extent by the French government’s uncertainty over Islamabad’s future. For fear of encouraging arms proliferation, Paris has opposed the sale of some military gear to Pakistan. In 2002, Pakistan asked MBDA to upgrade 900 Mistal anti-aircraft missiles the group had supplied 10 years previously. Fearing that some of the missiles could end up in Afghanistan, the french govt vetoed the operation.

I was under the impression that the 6+6 formula would be followed for the scorpene with a new sub line also being opened for the other 12 to make up 24.... :-?
Surely,12 subs order should make DCNS happy!!!!!

Pakistan gets Swedish early warning aircraft

ISLAMABAD, April 3 (Xinhua) -- The Pakistan Air Force (PAF) Thursday got first of the five airborne early warning and control system aircraft it ordered from the Swedish Saab, according to a PAF statement.

The first Saab 2000 Erieye aircraft for the PAF was rolled out in Sweden and prepared for flight trials by the year end after being equipped with a full suite of mission systems, including radars and avionics.

"The Pakistan Air Force achieved a major landmark in its Airborne Early Warning Program with the roll out of its first SaaB2000 AEW & C in a simple but impressive ceremony at the Saab facility in Sweden," the PAF statement said.

The aircraft will be put through trials before being delivered to the PAF in 2009, according to officials.

The PAF plans to have a fleet of five SaaB 2000 Erieye aircraft.

Pakistan signed a contract with Saab for the AWACS in June 2006and the aircraft have been specially developed to the PAF's requirements.

The aircraft will also be equipped with electronic surveillance support systems for intelligence gathering and a full set of defensive aids.

The project merges Saab's 2000 turboprop aircraft with Ericsson's Erieye radar system.

Pakistan's Air Chief, Marshal Tanvir Mahmood Ahmed, who was the chief guest on the occasion, said, "The acquisition of airborne early warning capability by the PAF would greatly enhance PAF's defensive capability and was an essential part of its modernization efforts."

"The achievement of AEW & C capability will provide a much needed boost to Pakistan's security needs," he added.

"This ceremony is considered an important milestone which ensures timely procurement of state-of-the-art technology of Erieye radar onboard Saab 2000 aircraft to PAF," the statement said.
