How can you have the same soldering defect in all the circuit boards? This is probably caused by a defect in manufacturing. Whole batch must be defective. Is it that difficult to trace to whom this batch was sold?

Dunno how credible this is, but this quote in BusinessWeek from a suspect source (unknown police officals, where have we heard of that before) seemed weired enough to raise doubts:
But experts draw a sharp line between those targeted by left-wing extremists, known as Naxalites, who openly attack industrial projects (BusinessWeek, 5/7/08) and Islamic militants like the Indian Mujahideen, who are suspected of having ties to Pakistani militant groups. "Their aim is the same—create havoc, kill innocent people, cause economic damage—but their motivations are so far apart that it's doubtful that they even speak to each other," said an official with the Intelligence Bureau, who asked not to be named because the bomb blasts were a politically sensitive matter.

ISI spawned 'home-grown' terror
The seeds of so-called 'home-grown terror' in India were planted by Pakistan's Inter-Services Intelligence (ISI) way back in 2005 and, since then, the agency has been actively funding and providing logistic support to terror outfits like SIMI.

Sources said that in July 2005, the ISI had brought together the notorious Lashkar-e-Tayyeba, Jaish-e-Mohammad, Students' Islamic Movement of India (SIMI) and underworld Dawood Ibrahim's gang to hatch a plan for sustained terror designs in India. The ISI gave a new face and new name to the terror outfit assigned this special task. This resulted in the birth of Indian Mujahideen (IM).

Responsible for making South East Asia as the region with the highest concentration of jehadi terrorist groups in the world, the ISI created the farce of IM to deflect pressure from the US as the Centre was lobbying with the Bush Administration for labelling the LeT and JeM as international terrorist organisations and choking their fund reserves. Consequently, the responsibility for most of the major blasts in the country after the 2005 meet has been owned by the IM and the attention from LeT, JeM and ISI has been deflected, top official sources said.

As a result of the compact, emphasis was shifted to the so-called home-grown terror and Abdul Subhan alias Tauqeer was made the mastermind for carrying out attacks in the six iconic cities. Safdar Nagori, the head of the hardline faction of SIMI, has admitted to interrogators that Tauqeer was his close aide and collected funds as treasurer of the banned outfit.

The Research and Analysis Wing (RAW), the nation's premier external intelligence agency, had prepared a report of the ISI's plan firmed at a meeting on July 13, 2005, at a resort in Nagarkot, near Kathmandu. However, the then RAW higher-ups in Kathmandu kept the report -- prepared by a junior officer -- under wraps and did not pass it on to the higher echelons in the Government, the sources said.

The ISI-authored meeting, chaired by the then First Secretary of Pakistan's embassy in Kathmandu Tahir Shah, also hammered out a three-tier plan to attack six cities -- Mumbai, Hyderabad, Jaipur, Bangalore, Ahmedabad and Delhi -- in the first phase, to be followed by a dozen sub-iconic cities. The sub-iconic targets identified at the meeting include Ajmer, Surat, Varanasi, Lucknow, Haridwar, Gorakhpur, Patna, Bhopal, Ludhiana, Jalandhar, Chandigarh and Kolkata. The Pakistani agency also identified two dozen tier-three cities and towns for the third stage of their plan.

The second of attacks in the sub-iconic targets of the country are to be masterminded by a henchman of Dawood Ibrahim in a bid to expand the extortion base of the underworld controlled by the global terrorist.

Former Pakistan President Pervez Musharraf had deputed two lieutenant generals for the anti-India meet and the so called D-Company was represented by its Kathmandu-based pointsperson and hotelier. While the JeM and LeT were represented by two commanders each, the then president of SIMI Shahid Badr Falahi also attended the meet, the sources added.

The agencies are tracking Falahi and had raided certain places in his ancestral town of Azamgarh in Uttar Pradesh. Inputs have indicated that he might be taking refuge in Delhi.

Clearly, the Paki embassy in kathmandu is a snake pit of ISI operatives and needs to be dealt with...

No respect, no authority, no chance of making money. Usually the ones who have fallen out of favour with politicos/superiors of the pandus are posted there. No cop in his right mind will apply for intelligence.

IBNLIVE - hopefully the new troupe are singing now and will be buried in pig skins later.

But even as the Government, under pressure, figures out a tactical defence plan and police claim leads, it’s National Security Adviser M K Narayanan who has made a frightening revelation.

In an exclusive interview with CNN-IBN, Narayanan said more terror attacks targeting Delhi were averted in the last 48 hours.

“Are there people working out something else? We know there are some others and we too have worked out something else. Even during the last few days, there have been two or three things we've nipped in the bud. Our problem is how to ensure 100 per cent success. Till then, I would say we haven’t achieved what we needed to. There've been several successes and I don’t know if we should advertise it the way you want. Because each time - success or failure - acts as an incentive to those interested in creating more trouble, particularly, if you tell them where their successes have been. There are weak links in the chain, we are exploiting them and so are they. We want to be in a situation where we have an upper hand,” he said.

Narayanan deflected some of the criticism the UPA Government has come under but also admitted the blasts were evidence of an intelligence failure.

“I think there's a pretty good intelligence but clearly it's not good enough and let me be honest about it. If we had that good an intelligence, we would have prevented a number of incidents. We have prevented quite a few but every event of this kind technically means intelligence wasn’t good enough for that particular point,” he said.

Meanwhile Pioneer reports
Unrefined bombs were used, but poor intelligence failed Delhi

Sumit Saxena | New Delhi

Investigation into the components of bombs used in the Delhi serial blasts reveals that one did not require sophisticated laboratory to create such deadly devices.

Contrary to the impression being created that sophisticated technicians and techniques were involved, the whole operation required less of technology and more of manpower. Intelligence agencies suspect that the flip-flop circuit base, as used in Bangalore and Surat, was prepared for Delhi explosions too. Over a dozen bombs were defused in these two cities. "Such bombs can be defused by simply disconnecting a wire in the circuit or the timer. These bombs are easy to put together and blast without complications," said a police source.

Delhi Police Constable Suresh Kumar defused the bomb at Regal cinema by just disconnecting the timer and the entire circuit was disabled. Similarly, the bomb at Central Park was defused by removing the timer from the main circuit.

"These bombs are prepared on Printed Circuit Board (PCB), which are readily available at most electronics good shops. Terrorist outfits seem to have resolved to use simple bombs as it does not require skilled manpower. Investigations into the Delhi blasts reveal that same bomb circuits were used in the entire 'BAD' (Bangalore-Ahmedabad-Delhi) operation," said a police source.

On the other hand, the unsophisticated bomb circuit also reflects police's monitoring system failure. "The manufacture and planting of the nine these explosive devices must have involved 80-90 persons. With such a large group involved in the operation and the security agencies not getting a whiff of it, only underlines the failure in the system," said a former intelligence official.

Police suspect that Abdul Subhan Qureshi alias Tauqeer Bilal, who is an engineer from Mumbai, could have actually propagated the concept to repeatedly use such simple circuits for cause the BAD explosions.

The Harkat-Ul-Jihad-al-Islami (HUJI) had similarly carried out several explosions in Bangladesh. When HUJI started working with SIMI, it emphasised the technical advantage of using simple circuits to create the maximum impact. "Using such devices has its advantage. With sophisticated explosives like the RDX not used, it's difficult to follow the trail of the terrorists. But when such a large group is involved in an operation, the intelligence agencies must get some input," added the official.

But the use of such device has its disadvantage also. "A mere soldering defect while using a condenser on PCB resulted in the defusion of all the bombs in Surat. And the same circuitry defect was seen in all the bombs. The use of chemicals and PCB has become the core of all terrorist activities across the country. The intelligence agencies were earlier baffled as to why certain bombs in Surat did not explode. But when all the defused bombs were examined together, the defect was revealed," added the police source.

Delhi Police teams have left for Ahmedabad to question Abu Basher regarding the serial bomb blasts in Delhi. While examining the bombs, the police did not find any traces of RDX and suspects that only commonly-used chemicals were used. Police have initiated an operation to find out where these components were bought from, as well as the identity of the buyers.
So need to have an informer system in the PCB and chemicals selling industry. I dont think new laws will make a dent unless basic policing and special branch kind of work is stepped up. For this the SI has to be the point man of the force in every state. You dont need intelligence work here.
The "soldering defect while using a condenser on PCB" is a good mis-information to keep the terrorist guessing why all bombs in Surat failed. From the description given in news report on timing parts using flip flops I have pretty good idea of which particular IC parts they used to make the bum, I have used the same parts ( a family of 3 similar devices) for a different ( & peaceful) application. After assembly I am sure the terrorist tested the circuit and it worked ok, before he put it in the package with detonator. An then all bums failed, and I am also very sure of the one reason why all those tested circuit would fail in the field; but terrorists can keep guessing.

Note to ISI: Good job in sending Islamic bum makers to KRL (Khan Research Lab) to train them on proper method to make electronic device for fizzle Bum.

Do we have a proper forensic lab to analyze the data ? With so many incidents it should not be difficult to store the history file of all explosive types used.

It is with this backdrop that it was decided to set up a nodel agency in the form of National Bomb Data Centre with National Security Guards in march 2000.

NSG was chosen as the central agency. The NSG interacts and trains all security and intelligence agencies viz. State Police, Defence forces, CPOs and the forensic science centers. There are five countries which have credible Bomb Data Centres, some even more than 30 years old. India became the sixth nation to set up a full fledged and functional Bomb Data Centre. There are 79 more countries around the world who are in the process of setting up their Bomb Data Centres.

The task of a Bomb Data Centre is to collect, collate, analyse and evaluate all bombing incidents reported in the country. On the basis of this, it carries out an assessment of the bombing trend area wise to understand the bigger picture. It disseminates the relevant information to concerned law enforcement agency to develop suitable preventive measures. It identifies the explosive used and tries to track its source and route of supply. It also carries out the finger printing of terrorist groups involved. The database is computerized for easy access and a web site has also been created.

Scary
Indian Mujahideen’s suspected mastermind Abdus Subhan Qureshi, who is believed to have authored the five terror e-mails sent to the media before or after five terror attacks in the past 10 months, might have earned a grudging acknowledgement as an effective prose communicator, but he is apparently not shy of plagiarising either.

Senior Intelligence Bureau officers involved in the task of analysing the IM’s Saturday e-mail have stumbled upon a surprising fact: Qureshi, the suspected author of the e-mail, had used paragraphs that were plagiarised — at times word-by-word — from an article published a over a week ago on a popular website, http://www.thehoot.org, which reviews media across the subcontinent.
It has led the IB to suspect that “Qureshi might have ‘friends/contacts’ in the media who have been helping him to compose his terror rhetoric as contained in the e-mails since the website is usually only accessed by media professionals and not the laymen. Such a man could have told him about this website’s article for use,” said an IB officer.

Several state anti-terror agencies, on cue from the IB, are currently involved in attempting to zero in on the suspected “media contacts” of Qureshi, if any. They already have a few suspects in the scanner, including a man working in the electronic media.
Investigators also suspect that Qureshi might be taking help from others to compose e-mails that have increasingly been using impeccable English — with few or no grammatical, punctuation errors.

The ‘plagiarised’ article had appeared titled ‘Bombs defused in newsrooms’ on September 5 on the website.

HT tried to speak to Sevanti Ninan, who runs the website, but she was not in the city and her cellphone was not reachable.

The Hindu regularly gives space to Kasim Sait in the Letters to the Editor section-
The prattling of the POTA mantra after every dastardly bomb blast sprouts out of an irrational outrage, with total disregard for an evolving, humane justice system. It should be strengthened with modern intelligence and surveillance machinery — both human and equipment aided — and efforts should be made to get speedy justice. No discrimination should be made by giving kid glove treatment to sangh parivar terrorism, of the kind taking place in Orissa and Karnataka, and their bomb makers exposed in Nanded in Maharashtra and Kanpur. Such apparent lack of fairness in the system could be the breeding ground for the victimised to become vulnerable recruits of the marauding terrorist outfits.
Kasim Sait,
Chennai
The highlighted quote from Kasim Sait was included in the emailed Terrorist Manifesto, Included in the Editorial of The Hindu the day after the blasts, and many news paper article. Very interesting attempt to condition people's thought process.

IB should start with cleansing The Hindu ....

The TOI staff contains several activists who were involved in the Gujarat festivities of 2002. Probably pre-Feb 28. The whole attack against the IDRF was choreographed through the TOI email server, and some people who asked: "So what's the point in this?" were just ignored. Or maybe murdered, I wouldn't know.

Also, they gave specific directions on how to launder foreign money for use in the Dec. 2002 elections in Gujarat - they instructed potential donors to send $$ to the "Vadodara Kaamdaar Union" because they had permission to receive foreign exchange.

The Hundi had this person called Anjali Modi who was clearly choreographing attacks on the BJP govt - for instance, a question would be asked in Parliament on one day, and the news that it was asked would appear in The Hundi almost before it was asked.

But I thought these bozos only let off stink bombs (aka "editorials") Now they have graduated to real bombs?

To have faith in judiciary and in India as a ntion, some newspapers and some intellectuals should be punished by law. They have clearly crossed many lines and should not be pardoned in the name of freedom of expression. A traitor giving secret information to enemy cannot clain he is doing that under his right of freedom of expression. There is nothing like that.
They must face the music, or someday people will take law in their hand and make these lumanaries understand.

I can't believe the IB doesn't know whats going on. Am sure dossiers upon files upon solid or semi-solid evidence of breaking some or any of Des' numerous laws (i.e. dirt) exists on each and every one of the treasonous dhimmedia personas. Time to do an Al Capone on the likes of Arundhoti and N Ram and have the long arem of the law catch up with them.

Fanne, this question came up in 2002 when it was found that Teesta Setalwad had been displaying maps of India with all of J&K, the Northeast and parts of Gujarat missing, on her "Aman" website.

In India it is supposedly a "non-bailable offence" to display such maps, and people who committed this offence under far less guilty circumstances (like fail to look at a foreign-supplied map in a book) have got arrested.

But Setalwad is part of the Mumbai High Society mob, and her close relative (poppa or whatever) is the famous lawyer Setalwad, so Teesta is on first-name basis with half the Supreme Court Hizzoners.

Yes, they should have arrested T.Setalwad on that, and then unraveled all her connections with Pakistan (she has visited several times as guest of the Paki Dictatorship). Then the connections of the Kangrej Party with anti-India funding would have come out.

I have no idea whether private citizens can sue. Apparently not with any effect, judging by Subrahmanian Swamy's annual tamasha about the RajMata's Cambridge credentials or whatever he sues about. Hizzoners just laugh at him.

Note that when poor what'shername the 19-year old Best Bakery Victim filed charges of KIDNAPPING and fraud against Teesta, all that happened was that the poor girl got sent to jail for perjury. They didn't even INVESTIGATE the serious charges against Setalwad and her mob.

Well... saying that a HOOT article had a passage that could be plagiarized, is like saying that a BRM article had an a passage that could be plagiarized.

Is the relevant article password-controlled? Why would it be, if it's written by journalists? I know that anyone can log on to HOOT and read the stuff, so all it takes is some minion who knows that fact. IOW, someone who knows someone else who reads a web site where someone else posts an excerpt from someone who quotes the article.

THIS constitues NEWS in India? I must say I agree with those who call the "investigations" half-assed. I do hope that the actual investigation of terrorism is in the hands of someone with more brains and seriousness than THAT???

This story reminds me of what someone from Montana said when the UnaBomber was arrested: "They probably went and arrested the only guy in that part that could read and write".

Indian police REPORTING (not necessarily the investigative work) makes even the Fun and Beauty Institute's Inspecteur Clousesu types look smart. I hope they at least hand out those cool black t-shirts with "CBI" in big letters on the back.

MOST PROBABLY, the case is that the commie-paki papparazzi of The Hundi and TOI and Hundistan Crimes have conspired to attack the people who run THE HOOT because THE HOOT is set up to try to do something about the total lack of ethics and standards in the so-called "mainstream" Indian English Language media. These HOOT people need our support, not rush to condemnation.

Wake me up when they arrest Naxal Ram.

narayananji,
OT but the only person who had the courage to arrest Naxal Ram was Amma (Madam Jayalalithaa). She got an arrest warrant issued for him and our man ran in his Toyota to Bangaluru to escape. She wanted to arrest him for defamation or some such charge. Naturally everyone and their uncle came to the rescue of Ram and his gang.

But after that Ram made sure that his attacks on Madam J in Hindu was toned down considerably. You have to give it to her for guts to take on her enemies head on.

One more "Rashtravadi Musalman" comes out of the hole:
Bomb-hunters
—Saeed Naqvi
After the Ahmedabad blasts so overstretched was the otherwise alert police that it was unable to find any bomb in Surat. But some committed people performed near “miracles”. Wherever they placed their probing hand, they found a “bomb”.

The first such citizen of Surat whose name the police knows well is the Vishwa Hindu Parishad’s Praveen Bhalla. It was Bhalla who informed the police about a car laden with bombs at Varcha. He learnt about the bomb after over hearing the conversation between some shopkeepers. After the car was found, Bhalla yet again informed the police of another bomb. Bhalla had learnt about this bomb from a friend whose name he has forgotten.
In this mysterious discovery of bombs, the second name is that of BJP Corporator Bhimji Budhna. He turned out to be an even greater “bomb” hunter than Bhalla. With his team of followers he spotted no fewer than eleven bombs.

Indeed, all that the Home Ministry needs to do is to obtain directly, or through the reliable agency of Narendra Modi, the role of Bhalla and Budhna, their profiles, to shed some light on their remarkable commitment towards the people of Gujarat, a commitment for which they must be given bravery awards or, at least, membership of the Rajya Sabha from the government quota.

One person who told me was that the announcement of 51lakhs changed the information flow. Many muslims came over and told the whole story of the planting of the bombs in Surat.

The Pakis have a problem now that the unexploded bums-e-Surat are in police hands. Now I see the desperation behind the "Bajrang Dal bums" :(( :((

A lot of desi (SAJA) papparazzi in US like editor of "Khabar" in Atlanta have been coming out with screeching articles basically parroting the paki / IMC / ISI propaganda.

Swapan Dasgupta in Telegraphindia
on so called moderate IMs in Mumbai

--
Last Wednesday, Muslim leaders in Mumbai organized a provocative press conference where it was aggressively asserted that Abdul Subhan Qureishi alias Tauqeer, suspected to be the group’s main bomb-maker, was innocent. An understandably distraught mother was brought before TV cameras to say that her son should not be condemned before he is found guilty. The hunt for Tauqeer was painted as a Modi-BJP conspiracy to harass innocent Muslims.
