The part you posted should have gone into the "Humor Thread".

Here's the most important quote from that article:
A regional scramble for water is set to begin — with the Himalayan glacial melt — that begins in as little as 10 years from now. The country will have yet another 30 million people by that time. A predicted deluge, followed by water shortages, desertification, and climate refugees are only some of the expected outcomes. Pakistan is going to be hit hard. By some accounts the Cholistan desert is expected to expand — reaching to the outskirts of Sahiwal.

A nuclear deal that isn’t
Aah! The Pooki H&D suffers, yet again.
The divergence between Pakistan and France over what was supposedly agreed between the two sides in the field of nuclear cooperation at Zardari’s meeting with French president Sarkozy on May 15 is so wide that one can hardly speak of an agreement. While the French maintain that they only offered to help Pakistan improve its “nuclear safety” capability, the Pakistani side claims that the French leader agreed to transfer civilian nuclear technology to Pakistan to help the country overcome its energy shortage. :((
“What can be done for India can be done for Pakistan as well,” Qureshi quoted Sarkozy as saying. However, Qureshi did not say what Pakistan planned to do about the guidelines of the Nuclear Suppliers’ Group (NSG), which ban any export of nuclear technology to Pakistan.
Unlike our politicians, French officials have been extremely reticent about the issue. The only official comment on nuclear cooperation was that made by a spokesman of the French Presidency by way of clarification. The French official said Sarkozy had “confirmed that France was ready, within the framework of its international agreements, to cooperate with Pakistan in the field of nuclear safety.” The French media has spoken of a misunderstanding by Pakistani officials. :rotfl:
The fact that there has been no reaction from Washington to the claim made by our side of a “significant development” also indicates that they do not attach credence to our claims.
In Paris, the newspaper wrote, cooperation with Pakistan in the field of nuclear power and in civil nuclear cooperation in general had never been on the agenda. Pakistan was a country with a notorious record in proliferation. The country’s current instability hardly spoke in favour of such advanced cooperation. Right now, the daily said, the main concern was to send a signal that the “Pakistani programme does not one day fall into evil hands.” :rotfl:
Pakistan and India were not in the same category, according to these sources.

While India now enjoys access to the latest in nuclear technology without acceding to the NPT, the ban imposed on Pakistan for its refusal to become a party to the treaty remains in force.
Here's the ultimate excuse:
Our inability to get a nuclear deal similar to India is not, however, due to the policies of the Bush administration alone. We have failed to get this technology also because our own leaders have been so eager to curry favour with Washington that they have not raised the issue of nuclear technology with the US administration except in a purely perfunctory manner.
The government’s claim that it has won French agreement to supply nuclear technology is either knowingly false propaganda to boost its sinking popularity or sheer misunderstanding arising from diplomatic inexperience. Either way, it reflects poorly.

The writer should know about diplomatic inexperience:

A window of opportunity for reform by Mosharraf Zaidi
With every new incident of terrorism, the questions asked have almost always been around the specific security and economic interests of the folks asking the questions. The folks asking the questions have invariably been named Bush, Rice, Miliband, Brown, Clinton, Holbrooke and Obama. These are not traditional Pakistani names. Simply put, there has been very little debate around terrorism in Pakistan that is organic, mainstream and invested. The little debate that has existed has been among those that are invested. On the one side have been the Pakistani elite — clinging desperately to the plots, bulletproof cars and Naib Qasids that the state affords them. On the other have been diplomats, politicians, and journalists — most often representing the two countries that were most deeply scarred by 9/11, the United States and Britain.
Of course, India. India has managed diversity by constructing a state that is not exactly Sweden, but not Afghanistan either. It is reasonably and demonstrably competent enough to keep the barbarians (separatist terrorists — both religious and secular) at bay, and incompetent enough to keep the businesses and private enterprise growing. The source code for managing India’s breathtaking diversity has been a constitution that allowed constituent states and communities to express themselves.

Krishna wants more commitment from Pakistan
LAHORE: Indian External Affairs Minister S M Krishna on Tuesday ruled out resumption of talks with Pakistan until it shows more commitment in proceeding against terrorist groups responsible for the Mumbai attacks in November last year.

“That is the policy that we are pursuing as of now,” Krishna said when asked whether talks with Pakistan would remain in “deep freeze”. The minister said “we have taken a position that unless this [issue of commitment] is resolved, there could not possibly be any dialogue with Pakistan”.

Here's a new one. You think you have seen it all in the land of the pure but each new day brings a new event that surprises us all again.

Pepco chief praises Indian consumers
ISLAMABAD: The managing director of Pakistan Electric Power Company, Mr Tahir Basharat Cheema, has said that electricity consumers in Pakistan are an impatient and undisciplined lot and praised their Indian counterparts.
Why, you ask?
Indian consumers faced 10 to 12 hours of daily loadshedding, but unlike Pakistanis they seldom resorted to violence or damaged public property or refused to pay electricity bills in protest, said the Pepco chief.
He said that India generated about 110,000MW and the demand there was 150,000MW. But instead of damaging government installations during protests, the Indian consumers waited for the situation to improve because they had confidence in their government.
What Cheemaji is saying, compared to the injuns, the TFTAs are ingrates. :rotfl:

AoA..Look who the YYY have sent

Leopard roams Pakistani prime minister's garden
ISLAMABAD (Reuters) - Pakistani hunters are trying to catch a wild leopard roaming the grounds of Prime Minister Yusuf Raza Gilani's official residence, an official said on Monday.

The animal, first spotted on a closed-circuit television camera, slipped into the garden of the well-guarded Islamabad compound late last week, perhaps in search of prey such as wild boar that also roam the area.

"It's a big animal," said the prime minister's spokesman, Imran Gardezi, adding that Gilani had not left the residence and was carrying on with his duties as usual.

Wildlife officials armed with tranquillizer darts have been trying to catch the leopard. They almost had it cornered on Sunday, but it leapt over a six-foot (1.8 meter) wall topped with barbed wire into another part of the compound, Gardezi said.
.....
But the leopard might not be allowed to roam free for much longer. "If it can't be caught alive today perhaps orders will be given to shoot it ," Gardezi said. :(

Begging comes naturally to Pakis
Therefore, before Pakistan is asked to do this or that, its threat perception has to be taken into consideration and money provided it for longer deployment on the west. The first involves pulling in India; the second, opening the purse strings.

One killed, five injured in separate blasts
PESHAWAR, Pakistan (AFP) — One man was killed and five people wounded in separate blasts Tuesday in a northwest region of Pakistan troubled by both sectarian and Taliban-linked unrest, officials said.

One roadside bomb targeted a police van patrolling in Tank district, near the tribal area of South Waziristan...."At least two policemen were wounded when their vehicle was hit by a remote controlled device planted along the roadside in northwestern Tank town on Tuesday," a local police official said.

In the nearby region of Dera Ismail Khan, a hand grenade was lobbed into the home of a Shiite family, killing one man and wounding three others, a police official in the region said.

No one has so far claimed responsibility for either attack, police said.

Potato chips and Islamic concerns
THE Lahore High Court has sought comments from respondents, including federal and provincial health departments and the Jamia Ashrafia, on a petition challenging the use of unhealthy salts in making chips available in the market.

Counsel Rana Asadullah had submitted that ingredients of the chips included colour named E-631, which was extracted from pig fat. He said on the basis of a research, conducted by America-based scientist Dr Amjad Khan, proved that the colour was prepared from pig fat.

He said such product was prohibited by Islamic injunctions and also by the Constitution and its sale should be stopped.

The counsel also submitted that the manufacturer of the colour had claimed that they had obtained a no-objection certificate from a Muslim organisation of Thailand. He said such a green signal from a non-Muslim state was of no value.

Patricide starts in Lahore!

The Jihadis come home to roost!

In case, this was an attack on the Punjab Police, then it means this is the start of a new phase of terrorism in Pakjab, which starts with scaring the shit out of all upholders of 'law'. This is a continuation of the attacks on the Punjab Police, the previous being on 30th March, 2009 on Manawan Police Training School on the outskirts of Lahore.

This could perhaps be OT but I am sure some folks here may have realized the coincidence between the winding up of LTTE and the Taliban at around the same time. And why not, when the entire basement (in India) is now controlled by west so what is the need for these covert instruments.

In Sri Lanka we all know post LTTE scenarios can be much better managed (relatively) than post Taliban scenarios in Pakistan.

Does it mean that communism (in different flavors) will be on rise in sub-continent? I think so.

Of course there will be bitter resistance from obvious quarters as it also happened in SL also. But I was referring to the US/west policy objectives and their intent in seeing thru this. there is also this realization in US that the said policy is being reviewed to account for all ramifications.

I would like to believe that India (independently in her interest) to chalk the course and make use of the opportunities provided and act in her interests but I have already hypothesized the basement handover..so there. I would be very happy to be wrong on this.

Looks like the paki claims on taliban killed in SWAT is steadily increasing, and the numbers seems to be pulled out of their musharaff. Bloomberg article linked above claims that 1150 taliban and 60 civilians have been killed in swat. Did they swap the numbers or what? Maybe the 60 talibunnies were killed by mistake when the bomb was aimed at an innocent civilians house!

So the paki strategy of repeating lies 1000 times to make it a truth appears to be working. I am yet to see any proof of killed talibunnies in swat.

OK guys, here is another of my occasional tales about interesting encounters. Just a recounting, does not indicate anything concrete – an ear to the ground indicator as it were.

I had a long conversation over dinner with a Pak acquaintance in a European coastal city few days ago. Businessman. Sort of rustic, but still a sharp and friendly guy making an effort to appear “westernized”. After a certain point, a Turkish female (early 30s – also an acquaintance, but better known to me than the Pak) joined in. It was over a seafood meze – all the components except the fish part of which I hate (squid/octopus/mussels, etc.). :D

The recollections below are as they occur to me…

Most of the conversation was about “Kraachi” – about how it is the sole and most important business hub, how it generates 67% of the tax revenues for the state, but gets in return only 7% of federal budget allocations (his numbers). The way he was talking, it was almost as if Karachi had already seceded from Pakistan.

Hailing from a mohajir Shiite family, his father had migrated in 1953 to Khairpur in interior Sindh, from Muzaffarnagar (UP) – he also mentioned relatives in “Jhansad” or “Dholdi” in UP (guy spoke with a heavy accent couldn’t tell whether he came from one or the other; and the names were not clear either – someone from UP may know better). He and his family have faced the full brunt of anti-Mohajir and anti-Shiite activity – from the Sindhis and from the Sunni tanzeems. He said 15 members of his extended family have been killed as a direct result over the years, of whom 4 individuals were close family members. He said that less than three weeks ago another member of the Shiite elite was killed, a businessman.

The guy is MQM to the core. His elder brother was a deeply involved activist, but has moved on to find employment in a fairly good position in Saudi. Another brother, less involved, and forbidden by his father to get personally involved in MQM activities, is working in Abu Dhabi. But they family as a whole are died in the wool MQM wallas.

He spoke of Karachi as if he owned it, and was full of praise for the city mayor – who is apparently another Mohajir or Shiite (shiehti – as he pronounced it) – is extremely efficient and is getting infrastructure into place quite fast. He also said the military is stalemated by the MQM in most of the Sindh cities including Hyderabad, etc. He said the military wants a stable relationship with MQM also because they don’t want any headches in Kraachi to screw up the already crappy situation. At least for now.

On the other hand, he said the military also wants to push the pashtoons into Sindh in order to gradually change the demographic balance. The recent counter attack by the MQM was designed to put paid to this, especially when pashtoon number started increasing in Kraachi. He added, ominously: we all have weapons, even I have. Everyone, everywhere… It will not be like before etc… (he was referring to the earlier clean-up under Gen. Naseerullah Babar). Looks like the chaps are seriously stockpiling, not just having the odd Klashnikov and rocket launcher (sensed this from what he said, he was not explicit about it). But he said they are “ready to fight”. It was also clear that they will fight. He said Taliban guys are already in Karachi but “we will not allow them”… whatever that means. He repeated that couple of times “we will not allow them”. I guess he means MQM will not allow them to try the talibanisation tactics.

He repeatedly referred to the Pashtoon’s as brainless idiots. “They are fool”, whereas Punjabis are idiots but they have a lot of money. He said the Punjabis are not thinking like Pakistanis, they are thinking like Punjabis and that is the problem. He said already two provinces are ready to break away – “Bloachistan” and NWFP. He said there are some ”rumours” about separating of the various provinces of Pakistan (exactly as we envisage it). I said nothing, didn’t need to nudge him to show his anti-Punjabi sentiment. He said, they refer to all urdu speakers as “bhaiyya” – presuming of course that they are all from India and still have loyalties. Which may not be too far off the mark.

This guy said his father has visited his ancestral home in India a couple of times, and family from India have visited them in Pakistan for a wedding. He said he will have to return the courtesy probably next year as part of “family responsibilities”. I told him bluntly he should not have migrated, without offering any explanation why. From the way he looked into the distance gently shaking his head, he knew damn well why.

At this point the Turkish female listening interjected and said “then you are Indian… your are not a Pakistani”… he laughed uncertainly said “I am Muslim”. It was uncomfortable for him, and tactless if innocent on her part. She had no clue about the back-story here. To lighten the atmosphere, I quickly pointed out to her that Musharraf, a Mohajir spoke Turkish fluently as he had been bought up there and respected Ataturk greatly :D… I added that our Prime Minister was born in Pakistan too… (didn’t want the guy to clam up). He was shocked, did not know that. To rub it in, I also said Advani was born in Pakistan… His eyes bulged, literally. He could not believe it. I told him to ask Uncle Google. It seems Paks in general know the name Advani – and not in a positive light.

He was a big fan of our favourite little Pakisatan - musharraf. He said he was a good leader, improved relations with India (yup, that’s what he said), and “I think people in India also like him a lot”. I nodded neutrally without uttering a word. The f**king Omelette Slurpers have done their job well, it seems. He knew about the India Today conclave and the reception musharraf got. On the whole he viewed the whole thing as positive.

He is a hardcore Mohajir. I keep repeating this because of the strength of his statements on the subject, almost seemed to supersede his Shiite faith. Referring to the Shiite community, he stated openly that “life is hard for us in Pakistan”… “no skewrity”. He blamed the Lashkars. He pointed out that a lot of shit is going on in the area bordering NWFP/Bloachistan and Punjab… “too many Talibans”. He launched into a vicious attack on Qazi Hussein and Syed Munawwar Hassan – look at what they are saying “they are the talibans”. Blasted the qazi for saying this crap and sending his kids abroad, ditto Maulana Fazlur Rahman who apparently has a daughter involved in decidedly non-Taliban activities (couldn’t understand what exactly). I also wasn’t sure which of the two Fazlur Rahmans he was talking about. I’m thinking Khalil.

He named during the conversation a number of Pak individuals whom I knew just by their names and one or two I’ve met – and said they were all Shiite (I hadn’t known that, except in the case of one). It looks like a Shiite group controls much of the banking business in Pakistan btw. He was full of praise for the sindhi and gujju business acumen. He spared no venom while referring to Zardari, he says he is no longer dus percent .. he is mr. 100%... he said Zardari’s acolytes were openly demanding kickbacks almost like a protection racket. He hates the current government and is praying for the good old times of Musharraf.

He blasted Zia, said he was a Qadiani (an allegation we are all familiar with). He pointed out also that the Pakistani military leadership for the first time with Musharraf switched towards a non-Punjabi orientation if only cosmetically. He said Kiyani is a mohajir (he insisted with absolute conviction… have seen no verifiable info in this regard, as far as I know he was Rawalpindi born). He also said that Maj. Athar Abbas the current military spokesman is a Shiite. He told me to note that Abbas, probably in a press conference in Urdu, had stated that the military operation will “crash” (crush) the “deobandis”. This is the first I’m hearing of such a statement, but the guy said it with obvious satisfaction. His implication was that no Sunni officer would have made such a statement.

Regarding 26/11, the topic came up when he was going on about the peace, how musharraf had a virtual halo around his musharraf, etc… when I added yeah “until Mumbai happened”… He said yes. “I cannot understand it”… I thought he was referring to how he could not understand why the Paks do these things. Instead, he went on “how could the boat have left Karachi and come all the way to Mumbai without being caught – either in Pakistan or in India?... We don’t know about this” Basically, he was hinting at an Indian conspiracy, but he added “Kasab is from Pakistan”!!! I said yes, “apparently even his mother said so on TV”… he laughed.

Bottom line, the Mohajirs are on their own. The Shiites in Pakistan, especially the ones who are better off, are slowly getting ground into the dirt. But don’t expect any daylight from either side as far as India is concerned. The identity is focused around “I am Muslim” not “I am Pakistani” – not that we did not know any of this, but it’s been reconfirmed by one more individual from what is known now as “Pakistan”.

Not one word was uttered about Kashmir from his side or mine.

Poor Pak.Really, the sh*it has truly hit the fan and they are reaping the whirlwind of Islamist fundamentalism that Gen.Zia sowed and a galaxy of asinine Paki uniformed generals watered through the ISI.It took poor Sri Lankan 25+ years to finally defeat the LTTE.For Pak to defeat the Talibanis, many even doubt it,will take decades,if their ability to retreat into the badlands that straddle Pak and Afghanistan is maintained.During this time, the "swine flu",the spiral of suicide bombings,so well developed by the LTTE,has spread across the globe. It will ravage Pak and Karachi is the next city that is bound to be attacked,a city already suffering the travails of a fractured ethno-Islamic society.

Up to 30 killed as suicide bomber targets police offices in Lahore
Zahid Hussain, Islamabad

Up to 30 people were killed and over 100 injured when a suicide car bomber rammed into a police office building in the eastern Pakistan city of Lahore this morning.

The massive blast completely demolished the two story structure and damaged several other buildings - including intelligence agency offices - around it, according to senior city official Sajad Ahmed Bhutta. The attackers hurled several grenades before a suicide bomber exploded his truck. The blast was followed by intense firing.

Raja Riaz, a senior minister of Punjab provincial government said as many as 30 people had been killed, although the exact death toll is still unknown. He said many people were involved in the attack, which left over 100 people wounded, many of them seriously.

Dozens of others are still trapped under the rubble. The administration has declared state of emergency in the city hospitals where hundreds of people gathered outside.

"Seven bodies have been brought to the hospital and 126 people were wounded," said a doctor at one of the city's main hospitals, who identified herself as Dr Humaira.

At least 50 policemen were inside the police building at the time of the attack, which occurred at a major commercial district on the city's Mall Road. Top government officials are located close to the venue of the attack.

"The entire building came down after the blast," said an unnamed policeman who was outside the building.

No one has yet claimed responsibility for the attack, but the police suspect Islamic militants retaliating against the military operation against the Taleban in Swat Valley north-western Pakistan.

A senior military spokesman said a large part of the strife-torn valley has been cleared off the militants and a street by street fighting is raging in Mingora, the main town of the former tourist spot.

Army troops were called out after the attack. It was the third major terrorist attack in Lahore this year. "It was a well planned attack involving several people, " said Tasneem Noorani, a former interior secretary

Pepco chief praises Indian consumers
ISLAMABAD: The managing director of Pakistan Electric Power Company, Mr Tahir Basharat Cheema, has said that electricity consumers in Pakistan are an impatient and undisciplined lot and praised their Indian counterparts.....

...He said the Indian consumers faced 10 to 12 hours of daily loadshedding, but unlike Pakistanis they seldom resorted to violence or damaged public property or refused to pay electricity bills in protest.
Straight from a pig's mouth. :rotfl:

JEM thanks for posting the working Luncheon/Dinner discussion, as this brings into perspective what really is happening in TSP as seen from diaspora of TSP.

I now recount my Memorial Day ( yes indeed was memorial in its own way) experience.

I was working on a Home Improvement project as ordered by SHQ. For this I needed to build my own scaffolding to reach the roof inside my foyer about 25 feet. I was in home depot shopping for the required lumber and hardware. Suddenly a Indian Sub continental like figure with Pakjabi like features asked me, are from India I replied, must be in IT he said I said right now I am in construction  . He said you must Tamil or Telugu, I siad you are very close, I thought myself Its time for me to seek some information, so I asked him are from TSP he hesitantly said yes, Are you from Lahore I asked , he said he was indeed from Lahore. He asked me what I was doing with the lumber, I told him, he then said I can that job done for $400.00, It must be costing more than that for me buying lumber etc. I siad no its going to be 100 to 150 max including tools I buy. So he shifted gears so what do you think of Obama he said, I said he is going to put TSP in its place and swat will be pure and peaceful ( to tease him), He then goes down to whisper, these Americans are in for big surprise, Three years ago there were only 20,000 taliban terrorists there now there are about a million of them. He said with a tone of regret you guys had election again succefully, yeah I said that is the way it has been since you guys made Pakistan out of India. to add some Kara podi/Mulha podi ( ardhath mirchi lagao) I said had you guys not seperated and followed Jinnah sab, A paki from Sind or PakJabi could be Wazir-e-Azam of Hindustan. Now he came with this couplet

Jinnah ne Ka ha Musalman

Jannat dika huan thuje dirthi pe

Leh chele Pakistan dowdeh

Magar Mitti miladiya Ma K* Lo**

On this I said Adab and moved on.

The TSP out side of the land of pure are facing the reality, I saw this Belgium and in Nederlands, but I still cant undersatnd how so many Pakis got into France, Italy, Nederlands Belgium, now Norway, Sweeden, Spain etc. I think once in EU its a free run. From Egypt to Italy then Ghayab

ibnlive is reporting snipers shooting at police from nearby building at blast site.

Spinsaar... just one clarification, this dude was not diaspora... He is living in "Kraachi", somehow secured a visa to get into Europe for a week on bijinej, and is returning via DXB shortly. Family home in Khairpur, Sindh.

I can't abide the diaspora Pak RAPE... who are a whole different species!!! Zero honesty to be expected in the majority of them (at least the one I've encountered), right down to their origin... These days they will do anything to avoid saying they are of Pak origin :D - the verbal contortions must be seen to be believed.

Where sectarianism takes precedence over everything else
The forced occupation of two Barelvi mosques/madressahs, one in the Bahawalpur city and the other in a nearby village, by the Jaish activists in April provoked federal Religious Affairs Minister Hamid Kazmi to accuse Deobandi madressahs of producing Taliban and encouraging extremism. In a similar vein, Foreign Minister Shah Mehmood Qureshi declared in Multan a few weeks back that the Sunnis (Barelvis) would block the way of militancy in south Punjab.

“The Jaish’s attempt to occupy the mosques of another sect as well as the ministerial statements reflect the deep-rooted religious intolerance,” says a publicity shy police official in Bahawalpur who warned of a clash. “If the Jaish had done a wrong, the ministers were even more irresponsible,” he says.

Perhaps if it holds out long enough a burkha clad general might negotiate a peace deal with it?

Just look at David Milli-Bond's doublespeak.A ready and a-willing to go to war with Pak to fight terrorism there but unwilling to allow Sri Lanka to finish off the LTTE!
ANKARA: British Foreign Secretary David Miliband on Wednesday denounced a deadly suicide car bombing in Pakistan and said London would help Islamabad fight terrorism.

‘We are deep and good friends of the people and the government of Pakistan. We are committed to standing shoulder by shoulder with Pakistan in days of
need,’ Miliband said at a joint press conference with his Turkish counterpart Ahmet Davutoglu.
The fact that this attack was aimed at the ISI too, indicates that all might not be well between the ISI and its proteges thanks to US pressure upon the Paki regime.

Deadly bomb blast in LahorePolice arrest man after gunmen detonate bomb killing dozens and wounding 250

James Sturcke and agencies
guardian.co.uk, Wednesday 27 May 2009

Police make arrests after deadly bomb attack in Lahore Link to this video At least 30 people are believed to have been killed and 250 injured when gunmen detonated a car bomb in the Pakistani city of Lahore today, officials said.

The bomb went off outside the building of the emergency police service and near that of the main intelligence agency.

At least four men with rifles stepped from the car and opened fire on the spy agency building, then set off the blast when security guards returned fire, officials said. Police said that one suspect was detained.

Raja Riaz, a minister in the Punjab provincial government, told reporters that about 30 people died. Sajjad Bhutta, a senior government official, said that more than 250 people were injured.

Agents from the Inter-Services Intelligence (ISI) agency were among the dead, another official said.

A police building collapsed in the blast, and rescuers rushed to free officers buried in the rubble. The ceilings of operating rooms in a nearby hospital also collapsed, injuring 20 people.

"The moment the blast happened, everything went dark in front of my eyes," said a witness, Muhammad Ali. "The way the blast happened, then gunfire, it looked as if there was a battle going on."

The attack was the third major strike in Lahore in recent months. The interior minister, Rehman Malik, suggested it could be retaliation for the government's military offensive to rout Taliban militants from the north-western Swat valley.

"These terrorists were defeated in Fata and Swat and now they have come here," he said.

Bhutta said a car carrying several gunmen pulled up in a street between the offices of the emergency police and the ISI.

"As some people came out from that vehicle and starting firing at the ISI office, the guards from inside that building returned fire," he said. As the firing continued, the car exploded, he said.

Television footage showed officers dragging a black-shirted man from the scene. Police had earlier suggested the attack was by a suicide bomber. No one immediately claimed responsibility for the attack.

Journalists saw dozens of troops entering the damaged ISI building to supervise the rescue work, while gunshots were heard from inside the building as late as one hour after the blast.

The offensive in Swat is seen as a test of the government's resolve to combat the spread of militancy, and is strongly backed by the Obama administration and Pakistan's other eastern allies. The army has said at least 1,100 militants have been killed in the month-long operation.

Earlier this year, a group of gunmen attacked Sri Lanka's visiting cricket team in the heart of Lahore, killing six police officers and a driver and wounding several of the players. A few weeks later, gunmen raided a police academy on the city's outskirts, leaving at least 12 dead during an eight-hour standoff with security forces. The Pakistani Taliban chief, Baitullah Mehsud, claimed responsibility for that attack.

A variety of militant groups exist in Pakistan beyond al-Qaida and the Taliban, and officials and analysts believe they are increasingly inter-linked.

Punjab is Pakistan's most populous province and home to some of its most violent groups. The ISI agency is believed to have helped set up some of them in Pakistan's dispute with India over the Kashmir region. US officials have said the spy agency still maintains links with some of the outfits.

Lahore is a major cultural metropolis near the Indian border, and assaults there have heightened fears that militancy in Pakistan is spreading well beyond the north-west region bordering Afghanistan.
