LASHKARS RED CORRIDOR: The Lashkar-e-Toiba was looking to align with local Naxal cadres in India.

New Delhi: Mohammad Umair Madani is the latest catch in the Delhi Police net and they claim he is quite a big fish.

Lashkar-e-Toiba’s top man in Nepal, Madani was targeting India with some specific intentions, highlighting a whole new Lashkar gameplan which boasts of a more intelligent and threatening terror strategy than before. And at the heart of the strategy is an attempt to link the Lashkar's network with the Naxals in central parts of the country.

CNN-IBN has exclusively learnt from highly-placed sources that apart from the metros, Madani had a special eye on Jharkhand. This is the first time that an Islamic extremist organisation seems to be reaching out to the Naxals for support, resulting in a deadly cocktail which could prove lethal for India.

Through Madani, the Lashkar was looking to align with local Naxal cadres and provide them logistical support and use their local bases to penetrate the red corridor and further their jihad.

With a firm hold in this region, the possible combination of a Naxal-Lashkar onslaught launched from almost five states would be an overwhelming force for security agencies to reckon with.

“There are strong linkages and the consequences are strongly adversarial to India because it is one solid integrated activity against the Union of India,” Editor of Indian Defence Review Bharat Verma said.

It is now clear that the Lashkar is waging a more intelligent war within India.

*Madani was given specific tasks. He was asked to carefully pick highly qualified recruits which included two computer literate individuals from each metro.

*He was to asked to establish contact between the Lashkar terror modules and the Naxal leadership.

*He was also keeping an eye on the coastal areas of Kerala and increase recruitment for the Laskhar in the state.

*He was on the lookout to recruit men who could sail and steer small motorised boats for coastal operations.

Alleged SIMI activist Abu Bashar, who was implicated by the Gujarat Police for the Ahmedabad serial blasts, has confessed to the presence of training camps in the coastal areas. But it is the Lashkar attempt to link-up with Naxal groups that is the real worry for security agencies now.

The fact that Madani spent many years in Nepal when Maoists were at their peak may be why he is inclined to a possible tie-up with Naxals.

But whatever be the reason behind the tie-up, the consequences are certain to be formidable, setting an uphill task for security forces in the near future, and seriously threatening homeland security for the people of India.

Giridh, Jharkhand The Naxals, who surprised everyone by using rocket launchers for the first time during the Lok Sabha polls, have already set up about four units to manufacture weapons and ammunition, say central security agencies. The Naxals, who usually target security forces with manual improvised explosive devices, are now slowly developing remote-controlled IEDs which can be activated from a distance with just the push of a button.

The improvement in fire-power is being supported by intensive training on the lines of regular forces,say sources. Central security agencies and local police sources say the Maoists have started two factories each in the dense forests and hills of both Jharkhand and Chhattisgarh. Sources say that though another such factory existed earlier in Bihar, the Naxals have dismantled it.

Early last year, a combing team of the CRPF and the local police had come across one such unit used for making small bombs and mortar shells in Jharkhand. The Naxals who are trying to improve their firepower have also come out with the deadly 'Claymore Mines', or what are often called 'directional IEDs'.

Unlike in the past, when IEDs use to be buried beneath the road in a small can, the Claymore Mines, which come with a thick aluminium plate, can be fitted to a tree.

The IED, when exploded, will deflect the shrapnels in a direction opposite to the plate, thus focusing them to a particular area as against conventional IEDs where the impact is in a circular area around the device. Certain blasts in Chhattisgarh have pointed to the possibility of remote-controlled IEDs being used but they are yet to become a standard strategy for the Naxals, say sources. "Naxals are constantly trying to improvise and have also set up factories for this. During searches by security personnel, they have come across few chips which suggest that they are trying to develop remote-controlled IEDs. If they succeed, it would prove deadly," according to a source. "The Naxalites also make their own guns besides those snatched from policemen and procured from outside. Their locally-made guns called 'pahar' can be used to severely injure a person if not kill him. The pellets break into pieces on impact and hence are deadly," the source says.

The left-wing extremists are known for using gelatin sticks in their explosives. They are sourced from mining areas, say sources. A source says that the Maoists also undergo military training similar to that of securitymen, which "suggests a possibility of ex-army or ex-policemen" helping in preparing training modules, whether due to force or their own wish.

One of the Naxal training CDs seized by security forces in Andhra Pradesh gives an insight into the training modules with the militants practising crawling backwards. Security forces have also come across abandoned centres of Naxals having rope climbing, ladder, crawling tunnels and other obstacles used for hard training. The Naxals have also hit upon an innovative way to store their ammunition by hiding it in branded plastic water tanks placed in the ground and covered with mud and stones. Sources said the logic behind it was that there are less chances of formation of moisture, which might damage the ammunition.
Waiting for goebels to arrive and hijack this thread with their "naxals are figthing for poor" propaganda. Joining hands with cross border terrorists and killing and eating people are sure signs that naxals are fighting for poor. Isn't it?

Anarchy in West Bengal as Maoists capture Lalgarh

There is anarchy in West Bengal, as less than 200 km away from the Kolkata, the Maoists have virtually taken over the Lalgarh block in West Midnapore district.

Their targets are the police and CPM supporters, both of whom have fled the area. And they have declared that their main target is Chief Minister Buddhadeb Bhattacharya.

The Maoists and their supporters are now ransacking every symbol of political and administrative authority in Lalgarh.

The mood in Lalgarh was celebratory, almost as if a Puja was being held. The drums were beating a slow rhythm.

And to the beat, as some danced and hundreds of others looked on, a demolition squad smashed the home of Anuj Pandey, CPM zonal secretary of Dharampur.

All this was done under the leadership of a man named Bikash who stood there with an AK 47 slung on his shoulder. Bikash is a member of the Maoist People's Liberation Guerilla Army.

"The ground here is already ready and waiting for us. A child is about to be born and we are playing the role of the nurse who will deliver it," said Bikash.

Bikash is one of 400 Maoists who apparently entered Lalgarh on June 6 for the current operation, according to police sources. Of the 400, at least 100 are armed with automatic weapons. This very group was responsible for the landmine blast on November 2 that narrowly missed the Chief Minister's convoy.

"On November 2, our plan was to execute Buddhadeb Babu. If West Bengal wants Buddhadeb hanged, who will hang him. It will be us of the People's Liberation Guerrilla Army," said Bikash.

There were more demolitions. The CPM's Dharampur local committee office was also demolished by the squad, bringing down the building brick by brick and setting it on fire.

Just a few metres away from the party office that is being demolished, there was a grisly sight. The body of Shalku Soren was lying there since Sunday. Shalku Soren was apparently a CPM worker. He was killed in a clash with Maoists.

CPM fellowmen brought him here but the situation became so tense after his body was brought here on Sunday, that they have just left the body here and run away.

In the middle of the anarchy, there was no sign of the police as they have been withdrawn by the government. The CRPF was asked to go in but refused unless given permission to open fire if necessary. That permission has apparently not been given yet but may come soon.

Maoist threat looms over Bengal

Maoists are having a free run barely a hundred kilometres from Kolkata in Lalgarh. The area has now become out of bounds for law-enforcement personnel and the once CPM bastion is now at the mercy of the Maoists as they unleash terror, tearing down party and police establishments. The TIMES NOW team travelled to this Maoist stronghold to capture some chilling footage and get a ground report.

The team’s path was first blocked by young and old in the Maoist ‘free zone’ near Lalgarh, and had to plead with the villagers before being allowed to go further. We were surprised to find people of Dharampur village in Midnapore district engaged in a wild celebration, looking on as the house of a CPM leader was being demolished.

The outburst of anger and triumph was unprecedented. People had gathered with crude arms and were singing and dancing in celebration after having forced out all the CPM leaders and their cadres out of the village. The move added more territory to their so-called ‘free zone’.

As the TIMES NOW team further into the village we found more war-like symbols of victory – CPI(M) symbols smashed to the ground and a young man trying to bring down the roof of a house. A more chilling sight for that of an unclaimed dead body - of a CPIM leader - lying outside the CPI(M) party office for the past three or four days. The office itself had been set on fire by angry villagers.

Of course this little rebellion is backed by the Maoists, who may not stand out in the crowds but are certainly armed to the teeth.

"We are in the forefront of the people's movement here. Buddadeb (Bhattacharya) may deny it but you can see,” Bikas, a Maoist activist says.

With the CPIM office on fire and their cadres nowhere in sight, it’s a sign that the Maoists are slowly by steadily taking control.

Calcutta, June 15: Chief minister Buddhadeb Bhattacharjee today came under intense pressure from Left legislators to abandon the “hands-off policy” in places where cadres were being targeted by Maoists or the Trinamul Congress.

The CPM state secretariat would hold an emergency meeting tomorrow in view of growing lawlessness in several parts of the state.

Tempers flared up at a meeting called to ensure floor co-ordination among Left MLAs during the Assembly budget session that began today.

“Do you think we should continue to get battered by the Opposition while the administration remains a spectator?” a source quoted Sushanta Ghosh, the minister in charge of development of western Bengal and the CPM strongman in West Midnapore, as having asked the chief minister.

An upset Bhattacharjee tried to reason with his angry colleagues, reminding them that they were part of the government.

The chief minister requested them to calm down and bear with him. “Don’t speak in terms of counter-violence either here or outside as they (the Opposition) are actually provoking us to do that. I am aware of the incidents and have asked police to take appropriate action. I urge you to maintain restraint and go for intensive campaign among the people against their designs,’’ a participant quoted Bhattacharjee as saying.

The chief minister’s comments betrayed the dilemma of the government and the party — if the police or the cadres are let loose, any flare-up in violence could backfire as it did in Nandigram and take a toll during the Assembly polls in 2011.

But so sharp was the anger among some Left MLAs that they made a few intemperate remarks within the earshot of the chief minister while he was wrapping up the meeting.

RSP MLAs did not join the meeting today. But RSP veteran Kshiti Goswami said the party’s legislative meeting was held at the same time because of a miscommunication.

During the meeting, several legislators voiced anguish at the “police inaction” in Lalgarh and Khejuri. According to the participants, CPM legislators from East and West Midnapore, Burdwan and Cooch Behar slammed the “changed attitude” of the police.

They complained that the police stood by when Trinamul supporters and Maoists killed CPM leaders, torched party offices, ransacked leaders’ homes and stopped ministers from visiting affected comrades.

“Why can’t the administration and the police provide protection to people’s representatives? It can happen to us also, ’’ said the CPM’s Burdwan MLA Pradip Tah, referring to the murder of district committee member Falguni Mukherjee today.

Among the allies, CPI MLAs empathised with the CPM most. The CPI, too, is feeling threatened following the Trinamul and Maoist advance in East and West Midnapore.

Echoing CPI general secretary A.B. Bardhan, party veteran and state minister Nandagopal Bhattacharya accused the administration of being “almost paralysed and inactive”.

“The changes in the police attitude suggest that it’s not us but the Opposition that is in the saddle in the state. What is your administration doing?’’ the CPI’s West Midnapore MLA, Chittadas Thakur, asked at the meeting.

A team of front MLAs from East and West Midnapore later met home secretary Ardhendu Sen at Writers’ Buildings.

Caught in the dilemma, the party is now pinning hopes on the chief minister’s meeting with the Prime Minister on June 19. According to party sources, Bhattacharjee would urge the Prime Minister to ensure a Centre-state joint crackdown in Maoist-held Lalgarh.

My fear is that Congress will sit back and enjoy the show of CPI(M) getting decimated. I hope politics doesnt prevail over internal security

The Lalgadh episode has proved that MNCs, Christianists and CIA calls shot in India, or at least a big part now.

What CIA, MNCs and Christianists have shown is : if you dare oppose us, we will arm Naxals to teeth and and they will run a rampage. And if you want to hit them back using police, you better first take our permission otherwise mediamen also on MNC payroll will throw so much bile on you, that urbane posh educated newspaper readers class will go against you.

So if a State Govt refuses to obey CIA, MNCs, - they will send some 100-300 Maoists to play havoc. And if police tries to shoot back, MNCs will send journalists to spew bile. So the State Govt have no choice but to obey CIA, MNCs and Christianists.

I do not see any Christian / MNC angle here. What is being projected as a left-versus-left war is actually a left verus pseudo-left/defacto right battle, that is why it is so violent.

The left can be separated into two categories. One I would call Nandigram rapist goons and the other Maoist mass murderers/eye gougers. Bulk of the yellow media cabal that you see and hear everyday is in the first camp, along with fake intellectuals, fake historians, JNU types etc., barring some exceptions. These goons have realised the bankcruptcy of their ideology and are trying to learn some lessons from their overseas paymasters in terms of ditching the little red book and becoming 'pragmatic', as a way of keeping power, even as they preserve the external facade of 'socialism' by carrying red flags, calling each other comrade, once in a while engaging in day dreaming about revolution etc.

The ones that gouge out the eyes of the policemen and kill them or blast trains, are inspired by the same mass murderers/despots and dictators but they still foolishly believe in the little red book. They are the innocent sons of soil who still believe that the revolution will bring them absolute power to do what the book says.

The former camp has raised the latter ones, fed them with milk and baby-sat them. You often have goons from former camp openly or covertly supporting the latter in their crime, often camouflaging their actions as 'human rights'. The case of Binayak Sen and the outcry over his arrest and incarceration is a good case in point. Unlike the other camp, these are not bothered with the reporting hierarchy that goes back to the holding company overseas and aree true village level 'patriots' in their own way.

To the former camp, the holding co. calls the shots and they are ready to split their identity when there are two holding companies with two despots, each trying to be the GHQ. They are also ready to forget all about 'saving the country from communalism' and topple regime when their paymaster's interests are threatened.

For a long while each camp fed and fed from the other, growing together in partnership. Now that partnership is being threatened.

Because in their journey towards 'pragmatism' the rapist goon camp has gone too far to the right. Now the snakes they have been feeding all along are biting them. Even ordinary people are asking if we have to beg for investment from the same capitalist satans why not let the Congress do it? The cadre are asking is this what we sharpened our arms and got ready for?

The former camp is running scared. Instructions were issued to the intellectual-yellow media cabal to start singing the development song in unison. But that failed to produce results. One such propagandist wrote a heart warming piece about how rural youth in Bengal are worried about 'development' just prior to the elections. Another JNU professor wrote (was it HT or IE) that now is the time to go for development. A few intellectuals in Kolkata issued statements to same effect. No one of course, questioned what happened to the nice 'public investment led' growth model that these loonies have been recommending for so long, and why are they now allocating fertile land to shady chinese tycoons from overseas.

You know the result. The whirlwind is being harvested. Let is go on..

I dont know wat bloody strategy the Home ministry is developing.They are saying they will be implementing that after the rainy season.

The longer an armed insurrectionist movement survives within a rashtra, the greater is the chance and proportion of penetration of these organizations by the rashtryia secret services. In India this training was imparted and carried out effectively by the British - so that details of meetings and plans were almost always presented while prosecuting "revolutionaries". So much so that one has to wonder whether many of these groups had not been penetrated by gov agents who manipulate the groups tp carry out outrages at opportune moments so that the gov can either wipe the group out or use the "outrage" to carry out political and administrative measures that otherwise might have been difficult to implement.

There is some indication that a similar phenomenon could have been taking place from the time of Naxalite suppression in WB during the '70s. It is quite possible that political calculations have been behind the recent "outrage" at Lalgarh, and the provocation/manipulation/signal came from implants from the undercover operatives. This is not about conscpiracy theories, but a simple application of the principle "who benefits and how from the crime". Most of the Naxalite violence appears to be most outrageous in exactly those states where overt Congress control has beome more and more doubtful, and in some cases these outrages appear to run out of steam when there is an electoral reurgence of Congress but increase again after due recuperation period when Congress goes out of power.

If that is the case, Naxalite violence will continue until these states come back firmly in the Congress electoral grip.

Lalgarh could be our LalMasjid (at least in eastern India) if our security forces will not complete the movement decisively and let the disease festure. I would like to think that given the nature of our relationship with China is turning towards, it maybe imperative to get our house in order first and it is hoped that this is all part of that house cleaning.

I think you are implying that some of the Naxals are Congress or GoI puppets and are on rampage because of Congress or GoI orders.

Congress is finished and does not have committed people who can penetrated Naxals. And GoI too has faced an internal collapse. The whole GoI setup is now full of termites and is no longer capable of penetrating Naxals.

Chances are higher that Naxals are now MNC, Christianist agents. The MNCs, Christianist had purchased all CPM leaders but they that did not help as cadre did not allow their leaders to support nuke deals an many MNC demands. So now MNCs want to destroy CPM cadres. And so MNCs are arming Naxals to teeth so that CPM cadres can be killed or made to flee. Once cadres weaken, CPM leaders will be able to openly support MNC demands. eg CPM leaders allowed nuke deal negotiations to go on for 2-3 years, and they never opposed it. They opposed it ONLY when their cadres forced them to oppose it. Once their cadres become weak, CPM neta will be able to support MNC agenda openly.

The situation is similar in BJP. Most BJP leaders have sold out. But due to the cadres of RSS, VHP and Bajrang Dal, the BJP leaders are not able to support MNC, Christianist demands. eg Christianists want reservation benefits to extend to Dalit Christians so that Dalit elitemen can be easily converted and with them busload of commons will also walk. The BJP leaders would be more than happy to take bribes and support this demand. But RSS, BD and VHP cadres will fry them alive if they do so. So Christianists want to kill as many RSS, BD, VHP leaders as possible and force the others to flee.

So MNCs, Christianists have hijacked Naxals. In WB, they will use Naxals to kill CPM cadres and Orissa, AP and many parts, Christianists will use Naxals to kill VHP, BD cadres. Once these Hinduvaadies are weak, the secular BJP MPs will become stronger and make BJP a p-sec party.Once BJP becomes a p-sec party, they will support reservation for Dalit Christians. And once SC Christians get reservation, within 10-20 years, over 90% SCs will get converted.

Therefore, you look at "who will benefit most from Naxal strife". the answer is neither Naxals nor Congress. The biggest beneficiaries will be MNCs and Christianists.

All in all, CPM, Bajrang Dal and VHP grassroots will end up paying a heavy price for opposing pro-poor laws and supporting anti-poor laws.

police are said to be still 12km away from lalgarh and nowhere past that to jharkhand
border. maoists infiltrated in between the 1st and 2nd echelon yesterday (7km empty stretch) and caused further problems.

A few batallions of army are needed to sort this out. the few well trained anti-naxal units are probably being tied down due to political interference.

in a way, the situation resembles the pakistan-vs-taliban scenario. for years the WB commies gave political cover to the naxals so long as they were causing trouble in other areas. nandigram & singur led to a rift and now that 'talibs' are trying to eat their own political supporters.

This is reminiscent of the Purulia Arms drop case. The excuse of being on the way to Kandahar is not convincing. Mumbai is way off the flight path. In the Purulia case, the pilots were let off by NDA govt without any public accountability. Could be arms for Maoists.

Strange how all planes which stray into Indian air space happen to be loaded with arms and ammunition. And how all of them have links with the US and UK.

The Purulia plane air-dropping crate-loads of assault rifles and rocket launchers over the Naxalite strongholds was being manned by an ex-MI6 agent, while this latest plane belongs to the US military. I have a feeling that the Anglo-saxons are managing supply lines of Indian Maoists and air drops are being used for the purpose.

It is hilarious how media stooges of US in India are reporting this incident.

The above headline is still an improvement. The earlier headline was: "Russian military plane violates Indian airspace." The editor and owner should be booked for spreading rumours. I mentioned many moons ago, that Naxals are now agents of MNCs and Christianists (Anglo-saxons in your lingo). And US is supporting Naxals, and using them to squeeze the b1lls of Indian neta. Its like -- you obey us or Naxals will run havoc.

Guys, guys, guys, cool down. I'm watching the Lalgarh case from a close quarter.
1. The ruling left (read CPM) has exploited the adivashis for the last three decades
with promise of developments. Nothing happened. They don't have enough food for one meal
daily. Yet, the local CPM leaders siphoned crores of development funds, often sent by center.
Local leaders like Anuj Pandey built a palacial house worth 40 lakhs in the middle of villages filled with small huts/shaks.

2. For quite some time, these tribals (Santhals, Shabars, etc.) have been the rope of tug of war between CPM and Jharkhand parties. Now, the Tribals have risen on their own feet and taking the matters in their own hands. They are now attacking CPM leaders and destroying their properties. Since police is used to save CPM cadres, so the wrath has fallen on local thanas also.

This is basically the whole dynamics. Just recall the last year poor people were beating up
ration dealers who were CPM local dadas for siphoning off food-grains and making fat profits in black market.

The aircraft owning company, Volga Dnepr, is headquartered at Ulyanovsk in Russia though the shareholding is Russo-Ukrainian.

To thus have said that a Russian plane intruded into Indian airspace would be broadly justifiable.

OTOH identifying the aircraft as “apparently belonging to the United States” was a mistake on the part of the editors/media magnates/media stooges :wink: .

Can't you see the similarities of this "model" with Purulia? In Purulia arms drop case too, the Goras had hired an Antonov An-26 Russian plane that was registered in Latvia. It had five Latvians and one Gora Peter Bleach. It also "strayed" from its path and was carrying "goods of a military nature." There are many "for hire" planes and "experts" running loose in former USSR republics which are being used as a front for plausible deniability. These dudes are a dream come true for any intelligence agency.

5 CRPF ment killed in landmine attack by Naxals in Dantewada
RAIPUR: Five CRPF personnel were on Friday killed and 10 injured when the truck in which they were travelling was blown up by Maoists in a

landmine blast in Dantewada district of Chhattisgarh.

The incident took place late evening at Kokanara village, nearly 375 kilometeres from here, Inspector General of Police (Bastar Range) T J Longkumer said.

In the last few days this is becomming a regular routine. Every other day Naxals are blowing up vehicles of security forces

It has been confirmed that the US-chartered An-124 which was intercepted and grounded in Mumbai last night has on board the following items: Two Stryker armoured combat vehicles, an uncomfirmed number of BGM-71 TOW anti-tank munitions, M242 gun ammunition, a consignment of explosive reactive armour tiles for US armoured vehicles and a large consignment of helicopter/aircraft spares, ancillaries and aggregates.

Do folks have any idea since when did the so called "Naxals" are been called "Maoist." I will greatly appreciate the Why, When and Who(s) of this transformation in the nomenclature? I certainly know that this transformation is a recent phenomenon and was not prevalent when (let's say) the naxal movement was at peak in Andhra in the late 80s and early 90s.

On the face of it, this is certainly a step towards making common Indian people loath the Chinese on the one hand (by associating a sinister organization to the national hero of China), at the same time, this move also paints the national hero of China a terrorist in a country of billion plus people.

And now the *known* chamchas of china are at loggerheads with these "Maoists." This provides hint to the funding sources and who(s) behind all this. But I will await a more learned opinion on this matter. Thanks in advance.

naxalism terms originates from the place naxalbari where it all started. The biggest naxalite group was CPI(Maoist) and thus they are also called maoists.

The various branches of naxals in 2004 Peoples war group(then active in various places) and others merged into CPI(Maoist) thus forming the much much dominant group among them. So the nomenclature

The Maoists originally called themselves Marxist-Leninist to distinguish themselves from the CPI(Marxist) from which they originally split under Charu Majumdar and Kanu Sanyal along with others from rest of India like Satyanarayan Sinha, Shiv Mishra, Nagabhushan Pattanaik, Appalusri, Kodasudayanam and others. The dominant role played by Majumdar and Sanyal in organizing mainly tribals in armed peasant uprising that killed one police officer at Naxalbari (ther was I think a co-current one at Fansideoa which is usually not mentioned) in North Bengal, led to the characterization of the movement in the media as "Naxalite". The party itself, through its long and many faceted splits (I think the maximum number at any given time was 14) never explicitly used the term "Maoist" in any of its official names - except the MCC, primarily based in North Bihar. Although all of them took open inspiration and model from the CCP and Mao as the leader (the infamous slogan of "China's chairman is our chaorman"), and Majumdar I think even atempted a 43 odd kilometres of Long March in South-West Bengal in the extremity of copying the CCP myths.

Only after MCC and PWG combined and gave themselves the name of CPI(Maoist) for the first time the two terms "CPI" and "Maoist" came together officially in 2004.

Here are the existing factions:
Communist Party of India (Maoist) -- result of the September 2004 merger of the Maoist Communist Centre of India (MCC) and the Communist Party of India (Marxist-Leninist) People's War, also known as the People's War Group (PWG) - the actual attempts at merger had been going on from 1990's, because of the landlocked nature of PWG. MCC was ideally placed with Nepal proximity to provide a conduit to "resources".

PWG and MCC were the most "violent" and primarily based on tribal and ethnic minority support. Their main base lies in Bihar, and Andhra and the fact that they are showing their teeth in south-west WB implies a coordination of their support networks both inside and outside of India.

Militarily and tactically, their attack on Lalgarh makes no sense. They know that the topography of the area does not allow a long term "liberated base area". Their only political objective can be to hope for more "state" repression on the locals and hence their alienation from the "state". But this appears too costly in political terms, and previous Maoist experience of such adventures in WB has not been pleasant for them.

I guess, the tactic is to psychologically soften up the Left in WB, to come to tacit understanding with the Congress. The Congress would consider the TMC leader (there is only one) too much of a loose cannon not to put in place a hedgeing bet on the Left survival and therfore some viable leverage on MB. I would not be surprised if suddenly the WB Left starts singing in much softer tones to AICC ears. Elimination of "hardliners" like Karat and Biman Bose from the party central would also be on the cards - and more of JB types at policy level would be much preferable "to do business with" as far as the Congress establishment is concerned.

A US-hired military cargo plane that intruded into Indian airspace and was forced to land at Mumbai [Images], took off for Kandahar in Afghanistan on Saturday following government clearance after a 24-hour detention.

The External Affairs Ministry and the IAF in the capital approved the AN-124 aircraft's flight plan designating it as a foreign military cargo aircraft at 1530 hours and it flew out at 2240 hours, IAF spokesperson Wing Commander T K Singha told PTI in New Delhi [Images].

The US military had hired the Russian company Volga Dnepr-owned AN-124 to carry military medical recovery vehicles and medical aid equipment to its troops engaged in anti-Taliban operations in Afghanistan from its military base in Diego Garcia, an island in the Indian Ocean.

"The AN-124 had obtained Directorate General of Civil Aviation (DGCA) clearance with a mandatory Air Operations Routine (AOR) authority to fly as a foreign civilian aircraft, but later switched to US military call sign while entering Pakistani airspace. Hence, the IAF immediately activated its air defence mechanism and forced the plane to land," Singha said.

The Ukrainian Antonov-make world's largest transport aircraft with NATO code name Condor, which had been operating on the same flight plan for the last few days, had goofed up by using a civilian transport aircraft call sign VDA 4466 while in Indian airspace, IAF officials said.

However, it switched to military call sign REACH 813 while entering Pakistani airspace, which attracted the suspicions of the IAF's air defence units, they said.

"Since obtaining military clearance for using Indian airspace by foreign military aircraft is cumbersome, it has to go through Ministry of External Affairs, Intelligence agencies and then IAF. The operator resorted to the short-cut of obtaining a DGCA clearance as a civilian aircraft," an official said.

On Friday night, the unscheduled AN-124, with 18 persons on board, repeated the flight plan and entered the Indian airspace around 1730 hours.

Around 2000 hours, as it was nearing the Pakistani airspace, it changed its call sign. Immediately, the IAF's air defence Movement Liaison Unit in Mumbai activated its standard operating procedures and through Air Traffic Control radio calls forced the aircraft captain, Vladimir Ustelemov, to land it at the Chatrapati Shivaji International airport at 2240 hours.

No IAF fighters were scrambled to escort the aircraft as it clearly followed ATC radio calls to land, Singha said. After Indian authorities carried out a thorough check on the aircraft and its crew members, the US and Russian embassies in New Delhi approached the MEA and obtained fresh AOR authority with a defence clearance for it to fly out, IAF officials said.

"The US has admitted that it was a mistake of the operator from whom they had hired the aircraft not to have obtained a military clearance in the first place from the Indian authorities," they said.

Errr.. don't tell this to the editors of Rediff. They have already declared the plane to be carrying nothing but medicines (and perhaps personal belongings of Mother Teresa). Walk softly and delicately o' Editors, lest the gravy train from the US embassy stops. (And thank Vajpayee for allowing foriegn investment into Indian news media -- the only "leader" in the world to have done so.)

But Rediff dudes are improving. Now it is no longer a Russian plane like it was declared earlier. It has now become "US Military Cargo Plane." However, the military cargo plane has been declared to be carrying some harmless "medicines." Now, that's rich!

Notice that in the story, this is one single line which has been inserted by the editors without attributing it to anyone. The rest of the story carries quotes of an air-force officer. Psyop nuggets are usually inserted in a story quietly without attributing it to any source in the belief that the reader will swallow it in his stride without noticing that there is no source for this information.

I know the US embassy dudes are red-faced about the intrusion being detected (and their operation being thwarted). They are furiously spinning psyops in Indian media to make it seem like a very minor and harmless matter. Hence stories such as "wrong call sign by mistake by Russian pilots to avoid the long Indian bureacratic procedures to take permisison for military aircraft" and -- this is the latest spin --"Oh, don't worry, the plane was carrying medicines anyway."

Once this is done the forests will no longer be a safe haven for the naxals and they might come into the cities where they are more of sitting ducks for our policemen

With counter-insurgency measures taken by Chhattisgarh and Andhra Pradesh governments inflicting a severe blow on the underground insurgents, they seem to have shifted their concentration to softer terrains where the state administration appears to be addressing this challenge as a simple law and order problem. And the Maoists are stepping up their mindless killings to demoralise and make ineffective the local administration.

Although Prime Minister Dr. Manmohan Singh has repeatedly said that the Maoist insurgency is the greatest threat before the nation, the centre is yet to put in place a strategy to fight these criminal barbarians who have taken control of large swathes of tribal belt across the country. India’s political establishment does not give the impression that it has fully grasped the danger to the country’s sovereignty and integrity the Maoists are posing.

Viswa Rangan, DGP, Chhattisgarh, who has an excellent track record as a thinking police officer, has made an incisive study of the Maoist strategy in India. Intercepting their underground literature, interrogating the arrested top Maoists and studying their intelligence reports, he has come to the conclusion that the ultimate goal of the Maoists is to overthrow the democratically elected government in the country and create anarchy. He says, “The aim of Maoist supporters is simple. Demoralise the state machinery to such an extent that its will to fight the Maoists is completely shattered and the road to Maoist expansion is facilitated.”

The Maoists have succeeded in establishing a multi-layered network through their open and clandestine channels to deflect attention from their real motives. There are Gandhians, civil liberty operators, media personalities, writers and artists who are linked to the Maoist network and they try to camouflage the sinister designs of the Maoists. There is no premium on the lives of thousands of innocent policemen who get killed every year in Maoist violence. The collateral damage to civilian life, industrial growth and development has never been factored into these calculations. Often the big Maoist attacks pass off as isolated incidents in scattered remote terrains.

Reports say that the Maoists have joined hands with the jehadi groups, Church outfits and even the ISI to subvert the Indian State. The response of the State is, however, weak, dodged and inadequate. The security forces are not equipped with necessary resources or sophisticated weapons. The experts say that the Maoist army in the country has all the modern weaponry in its possession. Its extortion budget, according to these sources, is in the range of Rs 3000 to Rs 5000 crore.

It buys thousands of rupees worth weapons every year other than the arms, ammunition and uniform looted from the security forces and arms depots at various places. Its macabre activities and gruesome killings are not correctly reported and even if they come to light they are glossed over by the friendly intelligentsia as just isolated cases. These groups magnify any retaliatory action of the police and government and try to rationalise the Maoist mayhem as a social problem needing sympathetic consideration.

The civil groups supporting the Maoists in the open society justify the Maoist crimes as the result of poverty and underdevelopment in the adivasi areas but they conceal the fact that in areas where they are entrenched, they do not allow any development work, schools, hospitals or even roads to be built. It is high time the government woke up to the Maoist threat as the one that is out to destroy the country’s democracy. One only has to scan the pages of the Maoist Bible, Strategy and Tactics of the Indian Revolution, published by the Central Committee of the CPI (Maoist), to realise how deep and dangerous their ideas are. It states, “The central task of the revolution is seizure of political power through protracted people’s war.” With a quote from Mao who said, “The seizure of power through armed force , the settlement of the issue by war is the central task and highest form of revolution.”

The book further elaborates saying, “To accomplish this central task, the Indian people will have to be organised in people’s army, and will have to wipe out the armed forces of the counter revolutionary Indian state through war and will have to establish in its place their own state.” The centre cannot afford to leave the fight against Maoists to individual states but it has to evolve an over-all national strategy with a central command and if necessary assistance from the military before it becomes too late.
