The proposal has been turned down on the grounds that all countries have separate dynamics and different crude oil requirements.
Afghanistan imports its fuel requirement through Pakistan, including the petroleum fuel demand of Nato forces while the demand in Bhutan and Nepal is met through imports from India.
However, sources said that strong reservations have been expressed on the ground that such an arrangement would provide an opportunity to India to become a regional player.

According to sources, the Obama administration, in its latest communication to Islamabad, has slapped the condition that future aid money through the CSF as well as the Kerry Lugar aid would be released only if Pakistan grants visas to US defence auditors and other civilian auditors who would be assigned to ensure monitoring for achieving transparency in spending.
The US authorities have so far indicated that it would disburse 349 million dollars during the third quarter (Jan-March) of the ongoing fiscal year while another 950 million dollars to 1.1 billion dollars would be released during the fourth quarter (April-June) of the 2009-10 fiscal year, sources said.

This brew, present in the history books our children are taught, has been gradually turning the average Pakistani into a paranoid and pessimistic android who, as if instinctively, lets out his frustrations by pounding the democrats with cynical blows, also swinging wildly at Pakistan’s many enemies he is told are lurking within and outside its borders.
In this mangled discourse, the documented horrors of the long military dictatorships that this republic has suffered are conveniently forgotten; sometimes even by those in the political and journalistic circles who had struggled hard for a democratic setup; they suddenly seem to lose all their painfully cultivated tolerance and patience, once that democratic setup is revived.
No wonder, in this day and age, we are still debating whether democracy is right for Pakistan, and/or is it compatible with Islam. It is not surprising that such debates crop up in a nation constantly injected with a heavy dose of dubious history which begins not five thousand years ago with the Indus Valley Civilisation, but many centuries later with Muhammad Bin Qasim’s conquest of Sindh. In fact, some textbooks have had no qualms of completely bypassing logic by claiming that Qasim was actually the first Pakistani!

In Lahore, and other cities in Punjab, gas shortages have begun to hit domestic consumers. Though there has been no formal announcement of gas loadshedding, consumers report gas shutdowns or reductions in pressure that make it impossible to light stoves, heaters or geysers. To add to the gloom, we are now told power loadshedding of up to four hours a day has resumed. We are told it will be increased by December 25 – evidently as a kind of cruel Christmas present. The combination of life with neither power nor gas, as winter descends in earnest, is hardly something to look forward too. The shutting off of gas also presents dangers in terms of poisoning. It is true the Sui Northern Gas Pipelines Company has been issuing warnings about the need for caution, but the fact is these will not always be respected in a country where the literacy rate is barely 50 per cent. As for the suggestions from the company regarding gas conservation, while it is true that we must all do our bit to save energy, the prospect of wearing heavy coats constantly inside homes rather than use gas-heaters is, quite simply, an unrealistic one.

Sixteenth December is a shameful date in our recent history. About 80,000 Pakistani soldiers surrendered at Dhaka on this day in 1971, handing the greatest victory ever to a Hindu army over a Muslim force. Indira Gandhi, Indian Prime Minister at the time, exulted at a public meeting: “Today we have erased the ignominy of a thousand years of our dark history”. She was referring to the long period of Muslim rule of the subcontinent, which began a millennium ago and continued for about eight centuries.
But it is a powerful commentary on our sense of history that while we remember the anniversary of our recent defeat at Dhaka and the loss of East Pakistan, we have allowed the millennium of the establishment of Muslim rule in present-day NWFP and Punjab to pass unnoticed. Muslim dominion over these areas was heralded a thousand years ago by the defeat of Jaipal and his successor Anandpal of the Hindu Shahi dynasty by the Ghaznavi rulers Sabuktagin and Mahmud in four memorable battles. The territories over which Jaipal ruled at the time of his warfare with Sabuktagin included Peshawar and Lahore and according to Tarikh-e-Ferishta extended “in length from Sirhind to Laghman and in breadth from the kingdom of Kashmir to Multan.” In the ninth century the kingdom of the Shahis had been even bigger and included parts of Afghanistan around Kabul. It had since lost most of the territories in Afghanistan to the advancing tide of Muslims from central Asia but still comprised Laghman west of Jalalabad.
Over the past half century, the teaching of history has been downgraded in our educational system. There is little research and the number of quality books being written is negligible. Moreover, the history of Pakistan has been redefined to mean either the history of the Pakistan movement or that of Muslim rule of South Asia. The former is a very partial and the latter a selective approach. It means that the two and a half centuries of decline of Muslim political power after Aurangzeb are largely blacked out from our text-books. Our younger generation knows very little of the Maratha ascendancy and of Sikh rule over Punjab and – briefly over NWFP – that followed the collapse of Mughal power. The pre-Islamic period also receives very little mention.
A nation’s history includes all those past events which have shaped its character. The more recent they are, they more they are likely to have impacted on the present. Pakistan is a country with a long and rich history. Like the history of other nations, ours too had its ups and downs, its triumphs and setbacks. We need to remember all of them.
Henry S Commager, an American historian, wrote: “A people without a history is like a man without memory.” A corollary of this dictum is that a nation that it is selective about its history is like a man with partial amnesia. Clearly, we need to jog our collective historical memory.

The other part is lie too. First of all Indira Gandhi would have never said anything like that, secondly Islamic rule on India proper only lasted from 500 years ( Delhi Sultanat:1206 - 1526, Mughal Empire: 1526 - 1707 (after Aurangjeb death in 1707 Mughal empire for all practical purpose was over)). Arabs and Afghans rules part of Pakistan for little longer.

Taliban distributing training CDs in Karachi
Taliban courses now at your doorstep
The militants, who were earlier making good use of CDs and DVDs as a means of spreading propaganda, terrorising people and glorifying their victories in the battlefield, have now turned to the same media for training hopeful militants. The CDs provide information regarding physical fitness requirement of a militant, using modern weaponry and developing bombs out of raw material.
These CDs not only focus on providing theoretical guidance, but also display militants in action as they operate different weapons and produce bombs.
Some shots from the battlefield are also included in these CDs, which give the watchers an idea on how they should attack the enemy and then escape from the battlefield.
The training CD, which contains a 54-minute long video, also shows a man developing a suicide jacket and explaining what material to use to make it functional.
Some of the shots included in the CD have been taken from the battlefield of Helmand and some from the attacks on Pakistani security forces. {Allah-o-Akbar. The pious killing the less pious.}
According to sources, the CDs were developed in the country’s tribal areas and then distributed by the militants “through proper channels”.

Doc, isn't it ironic that in the beginning secularism was developed to blunt the spikes of religious fanatism on soceity but these days sacularism has become an instrument to cover-up the spikes of Islamism.

ISLAMABAD: The government on Sunday directed local Ulema to close mosques after Isha prayers to ensure no suspect stayed in them at night.
The decision was conveyed to the Ulema by Interior Minister Rehman Malik after he took part in a rally in the federal capital on Sunday to promote religious harmony during Muharram.
Sources in security departments said the orders would specifically be implemented in Islamabad but it may be followed in other parts of the country by provincial governments.
When contacted, Deputy Commissioner Islamabad Amir Ali Ahmed said Ulema had assured the government that they would keep mosques locked after Isha prayers and reopen them for Fajar prayers.
‘It is feared that suspects can hide in mosques at night and carry out their nefarious designs (terrorism activities) in the day time,’ the official said.
The possibility of any suspect staying in mosques at night has increased especially after the local administration decided to keep a close watch on the clients of hotels, inns and guest houses. ...........................
