NPR's Fresh Air had Mark Mazzetti the NYT reporter who sifted thru the 92K documents. BTW he won a Pulitzer in 2009 for reporting the violence in TSP and Afghanistan.
The biggest revelations from the leaked documents:
"For me, the most interesting and biggest revelation was the level of detail about Pakistan's spy service, the ISI, and its involvement in the Afghan insurgency. This is not blockbuster news. We've been reporting for several years that the U.S. intelligence community believes that the ISI helps training and financing militant groups in Afghanistan, but what was striking to us was the level of detail about named operatives working in Pakistan and naming specific meetings — the dates, times and places — and even when we threw out some of this information because we didn't think it was credible, we were still left with a body of evidence that we thought was very credible. We then ran this by U.S. officials and they said that while they couldn't vouch for each individual intelligence report, it broadly does track with what the American intelligence community believes the spy service is up to."
So even people in the know are astounded at the Pak perfidy of taking money from US and aiding and training the Taliban suicide bombers for use in Afghanistan against US and NATO forces.

One of the more unfortunate decisions by the various media is to describe the leaked documents as the Afghanistan Log. The word connotes images of care, authority, and deliberation in recording events, as in a Captain's log. The leaked reports are not that kind of log at all. As noted previously, a field report is not proof of facts that it relates, but that is how some media are reporting: it's in the Afghanistan Log therefore it must be true. Nonsense.
All reports have date-time groups on them, but analysts select for retention some reports from the thousands they read, based on criteria they establish for what is important and what is probably reliable. The reports themselves cumulatively expose an intelligence analyst's level of insight and experience.
The selection criteria by which these 92,201 reports were saved to be leaked instead of millions of others, indicate the leaker had little insight about what is important and no ability to filter obvious fabrications. An experienced hand would have discarded most of what has been reported to date. But public disclosure of even junk evokes strong reactions when a conflict is not popular.
Pakistan: "The people of Pakistan and its security forces, including the ISI [Inter-Services Intelligence], have rendered enormous sacrifices against militancy and terrorism. "Our contributions have been acknowledged by the international community, in particular by the United States", a Foreign Office statement issued here on Monday said.
"As underlined by the US National Security Advisor in his statement on Wikileaks yesterday (Sunday), the ongoing counterterrorism cooperation between Pakistan and the US will continue with a view to defeating our common enemies", the statement maintained.
Germany: The German defense ministry on Monday [ 26 July] criticized the leak of around 92,000 classified US military documents on the Afghanistan war, but said the news value was rather limited. The German news magazine Spiegel as well as The New York Times and the Guardian newspapers at the weekend printed excerpts of the documents, which were released by the Wikileaks website.
"Obtaining and releasing documents, some of them secret, on such a scale is a highly questionable practice since it could affect the national security of NATO allies and the whole NATO mission," defense ministry spokesman Christian Dienst said. "We're in the process of analyzing the material so as to find out whether the security of our German troops on the ground is affected in any way."
Sweden: The Swedish force in Afghanistan is named several times in the secret documents leaked to Wikileaks. The Swedish Armed Forces will now investigate whether the leak could affect Swedes' safety or the situation in Afghanistan.
Among other things, there are several reports on attacks by resistance fighters on Swedish troops in Afghanistan and reports of Swedish ordnance disposal technicians being called in on several occasions to defuse suspected bombs. "We do not yet know whether the leaked information will impact the situation for the Swedish force over there, but that is something we will be taking a closer look at. Looking at things like this is naturally one of our functions," said Torbjorn Gustafsson of Armed Forces Headquarters public relations staff.
Norway: Classified documents that were recently leaked by Wikileaks mention how Norwegian soldiers killed an Afghan. The military has not managed to find anyone who remembers the episode.
On 29 November last year Norwegian soldiers are said to have killed a man who had something that was perceived as a dangerous object in his hand. Afterward, it came out that what the man held was a flashlight.
"I did a double-take when I read about that. I couldn't remember this episode. That's why I got in touch with the man who was deputy commander of the unit in question in Afghanistan. He can't remember this, either. We have talked with a number of people now and not encountered anyone who knows about the episode. That's a little odd," says John Espen Lien, acting communications chief of the Armed Forces, to [the Norwegian news agency] NTB
Helge Luras, an Afghanistan expert and adviser at the Norwegian Institute of International Affairs (Nupi), thinks the 92,000 secret-classified documents on the war in Afghanistan which have been made public by Wikileaks could come from centrally placed sources in Washington. "I think this could be a leak from someone highly placed in Washington. That is speculation, of course, but the leak is so extensive and comes at a point when the debate about the strategy in Afghanistan is so intense that it can't be ruled out that this is a deliberate leak."
UK: The government "laments" the leak of documents allegedly revealing cases of Afghan civilians killed by UK troops, Downing Street said. Reports say the Wikileaks website obtained more than 90,000 US military files and made them available to newspapers, including the Guardian.
The records include references to at least 21 incidents involving UK troops. The Ministry of Defence said it had been unable to verify the claims and it would not speculate on specific cases.
Canada: Foreign Minister Lawrence Cannon on Monday said he was "concerned" for the safety of Canadian soldiers in Afghanistan following the leak of some 90,000 secret US military files. "Our government is concerned obviously that operational leaks could endanger the lives of our men and women in Afghanistan," Cannon told reporters.

1. BACKGROUND. BRAC is a consultative organization from India that has been contracted by UNAMA to facilitate the District Development Plan leading to the Sub-National Consultation (SNC) in August. Based on findings from the SNC will then facilitate the production of a Provincial Development Plan (PDP). The PDP is the primary document for prioritized projects for the province.
At the two small villages we were met with hordes of children excited to see CF vehicles in their village. Local adults were very friendly but did not know who we were or what our purpose was. During discussions August 15 with Assistant Secretary for South and Central Asian Affairs Richard Boucher, Foreign Minister Kasuri expressed concern over &quot;irresponsible&quot; US statements about Pakistan, the recent National Intelligence Estimate, Pakistan-related provisions of H.R. 1, restrictions on the upgrade of F-16 aircraft, and the US-India Nuclear Agreement. Boucher urged Kasuri to refer to authoritative policy statements by the President and Secretary Rice, said the report requirements in H.R. 1 presented an opportunity to explain actions Pakistan is taking in the war on terror, and asserted that Pakistan signed the F-16 Memorandum of Understanding comprehending its terms. He assured Kasuri that the civilian nuclear cooperation agreement with India included controls on the use of reprocessed fuel and that ultimately the US retained the right of return.
o Finally, Engineer Paman discussed the Asmar Dam project which will be in survey for the next 18 months. This dam project which is projected for installation in Kunar and if built, will be funded by the Indian Government.
The project for 5 dams for advanced survey in Paktika Province has been approved. The primary survey was done by the Minister of Power and Water Engineers. The Director of Water Management in Paktika Province said 5 dams have been approved, Palto Dam, Park Dam, Zhamay, Haibato, and Ishagay for advanced survey. This has been approved by Minister of Finance and the contract has been signed with Indian Engineers. This project will benefit agriculture grounds and the people of Paktika Province.

The final question I asked the governor was about his future job with the government. He said that he does not get support from the Provincial Governor, Tamim Nuristani, and that it makes his job difficult. Tamim Nuristani is currently in India with his family and has been there for over 2 months. I agreed that it is difficult. He said that if Gov Nuristani does not support him in the idea of employing a tribal shura at the district government level than he would quit as governor.
2A. (S//REL USA, GCTF, ISAF, NATO) Mohibullah stated that two suicide bombers are in the area targeting CFs. He claims that the bombers are coming to Tagab posing as traders or women from Surowbi. They are traveling here under orders from Zakhel and staying with a man named Hajji Kandagha in She Padar 42S WD 612 538. The recent bombers have also brought RC mines and bombs with them. Kandagha then might send the explosives to his brother Bakhtawar in Kabul where he stores them. Bakhtawar has a shop in Kabul where he makes passports and visas for the TB which he sends to India and are then disseminated
1A. (S//REL USA, ISAF, NATO) Jon Ammadkhan is a businessman who works with selling electrical equipment from India, generators/motorcycles from China, rebar, cooking oil and cement from Russia. He currently is setting up an office in Dubai and plans on setting up an export business there.
(4) CES, an Indian company, is conducting a survey and design that will take 18 months to complete to build a 1,110 Mega-Watt dam in Asmar, Kunar Province and a Water Diversion project in Kama District that will produce 45 Mega-Watts. CES is working with the Ministry of Power planning department to complete the survey and design of these two projects.
2A. (U). Eng Zia Gul stated an Indian company is currently surveying 21 dams and 4 dam designs for the country. The studies were given to foreign companies because Eng Gul stated Afghanistan does not have the capacity to do the surveys themselves. The studies will give environmental impacts, agriculture benefits and an overall cost benefit.
3A. (U) The Indian contractor stated $2.3M would be needed to put a transformer and substation in which would also include a distribution line near Doshi following the road. A 700-800KW power station was initially seen as a sufficient amount of power Salang tunnel pass. The idea of placing two 500kw lines powered by the wind came up. No distribution line like the one described above would be necessary for the wind power option.

It is ridiculuous the way this US admin is forcing pak to change course - I mean, what would this officially sanctioned leak achieve that could not have been achieved by confronting pak with the evidence of ISI collusion.
The only benefit of all this, IMHO, is domestic US politics. By making his predecessor look bad, Obama wants to put a Halo around his head.
The situation looks like something out of Catch 22 or Hot Shots! Perhaps Keystone Kops would be a better parallel.
hypothesis:tsp has been warned with real evidence already several times to no effect. now, by leaking there is a public awareness, so that next when more coercive steps are taken, public is more aware and supportive

I don't get it in the analysis about US getting Pak by several routes. Without any buildup or UN sactions, it can just go and hit Iraq and others. Why it has to really build something to even do something against TSP. Even if these are deliberate leaks, it is all about justiifcation for downhill skiing.

One of the programs the director talked about was plantng tea instead of poppies. Apparently there is support or initiatives from Pakistan, but mostly from India, for farmers in those regions of Afghnisatn to grow India tea and then export it to India. The farmers can earn as much for the tea as they do for poppies.

G. Summary: Through the VCPs, we discovered 3 trucks (out of a total of 12) were going to Pakistan to sell items at a higher price, therefore not paying Afghani taxes. The ANA commander told us this was against the Afghani Law. He thought this was an ANP/ABP issue though and I called Apache TOC to let them know of this and make the ABP aware of these 3 trucks for when they passed through the ABP checkpoint outside of FOB Tillman. At the GN01/Gas Station, 42SWB315432, I talked to the owner, about the recent IED that killed the Tillman ASG Commander. They said they had no information about it, but if they caught or gained information concerning the individuals who emplaced the IED, they would come straight to FOB Tillman and let us know. They also said there has been a rise in Hilux traffic near the Gas Station because the route from Gayan to Walawas is impassable at this time. In Walawas we discovered that a teacher, wants to begin teaching females in the village. Apache informed us to tell him to go to Sharona in a week to talk to the Minister of Education, possibly getting more support. Nothing of importance was collected at the Walawas Madrassa, the Mullah was not there, but two of his teachers were. We (ANA) gave the school supplies we brought to the teachers to use in the Madrassa.

Raghavan May 1, PolCouns raised Petroleum and Natural Gas Minister Murli Deora&s recent stopover in Tehran. Raghavan said he had not received details, but promised a read-out next week. Attacks on Indian Consulate: DOS Rep expressed concern that attacks on Indian Consulate may be a deterrent to private sector investment. Gov Sherzai responded that after the first attack additional ANP forces were assigned to guard the Consulate. This move proved ineffective. Sherzai believes that Pakistani ISI backed individuals may be conducting the attacks from a hotel/wedding hall across the street from the Consulate. HE also stated that he thinks the Consulate should be relocated because the current location is too difficult to secure. DOS Rep replied that this should be discussed with the Indian Consul General. Sherzai said that we will discuss again after Eid. Until then he will order increased security at the Consulate. At the end of the meeting, Dep Gov Alizai, ANP Chief Gafar and PCC Chairman Talawar joined the group. More detailed discussion of the Indian Consulate attacks ensued. They confirmed the attack took place at approximately 07:00L, by two to three assailants parked on the side of the road in a white station wagon. When asked about who was responsible for the attack, there were no firm conclusions or assessments. When pressed about which group was responsible for the distribution of night letters in the Tani District, they all seemed to agree that HIG, Haqqani and Taliban were driving the message and deliveries.

The SG told me that he had info concerning a possible weapons cache in a nearby village that was inside the compound of a former associate of Jallaludin Haqqani. He told me that the cache had a guest house built over it and that if the windows are still nailed shut then the cache should still be there. He has an individual trying to confirm. I told the SG that we would be happy to assist in the recovery of this cache whenever he confirmed its location.
NDS Dept 62 reported a Haqqani Associate, Mohommad Omar established a camp in the Grupa Mountains, in the Bazaka Mountain Range, in the border area in Spera District, IVO BCP 10. 35 men with light and heavy weapons plan to conduct ground assault on security checkpoints in the Zurok District, Paktika Provience.
The Spera sub-governor requested more police in a security meeting about one month ago and was promised by the governor to get 45 more. So far he has only two. He reported that there is a group of about 250 ACM and are being lead by Mullah Mohammad Omar who works for Siraj Haqqani. He said there are two other leaders there as well, but not as senior as the other one. He just got this information yesterday and it is unclear if he gave it to anyone else. He said the people of Spera are supporting the government more than ever before, and that security is getting better, but he wants to address the concerns he has with ACM movement in the district.

The patrol traveled through Khowst to OBJ SHERIDAN (WB 82280 88921). C-26 established the cordon while ABP and ETT dismounted their vehicles. ABP and ETT then moved to the compound to set up the dismounted ABP outer cordon. Next ABP and ETT began soft knock to clear the compounds vic. the weapons cache. All personnel, except women and children who remained in their homes, were moved to a central location and were cooperative. ABP searched the houses and compounds with each homeowner. After the compound was secure THT moved in to conduct tactical questioning. ETT questioned 19 military age males. While the questioning was going on ABP began digging in the suspected locations for the weapons cache. Nothing was found and I decided to wait until THT finished the tactical questioning of the males. The person who provided this information to COL Kowchi was in the compound and when THT questioned him we gained further information on where the weaons cache might be located. We questioned the source with the other people in order to keep his identity a secret. We then had the person show us exactly where he thought the weapons cache was located. We ensured the homeowner could not see him point out the sites by having the homeowner stay on another part of the compound. When ABP resumed the search for the weapons cache 2 radiac meters were discovered in the compound. ABP again did not find weapons or ammunition. After not finding anything we returned all cell phones and personal AK-47s to their owners. We also provided HA to the occupants of the compound and obtained statements from the homeowners stating that nothing was damaged or stolen. The local nationals in the vicinity of the objective were excited that we were there and very supportive of the operation. THT detained 5 military age males for further questioning and they were brought back to FOB Salerno. The detainees are suspected of stealing U,.S. Connexes along the K-G pass, transferring weapons and ammunition at the compound for employment in the Khowst area, ties to Haqqani, and firing rockets in Khowst. From the information gathered by THT and prior reporting by ABP I come to the conclusion that the people detained are operating a rocket cell in the Khowst area. Upon arrival the FOB Salerno the detainees were processed into the FOB Salerno detention facility. Statements for this were submitted by COL Kowchi and PFC Davidson. The source was also brought to Salerno. We processed him as a detainee at the OBJ and removed flex cuffs when he was in the M1114 so that the other detainees wouldnt know he provided the information. I paid him $4,000 Afghani for the information he provided for the return of the U.S. Property a week prior, the U.S. property we recovered today and the information about the detainees. THT then talked to him further to see what additional information he could provide. THT arranged for his transportation back to Khowst. We concluded the operation with an AAR with ABP at FOB Salerno. ABP performed the operation professionally. Although, it was not perfect it gave them confidence and experience in conducting these type of operations.

SECURITY: The PRT Commander reported that the Governor and Chief of Police spoke about how ACM activities and attacks will increase in the summer months. The Governor went on to say that the NDS and ANA should be working in Logar as hard as the ANP are in the province. The Provincial Chief of Police reported on the attacks of the old Kharwar District Center, IEDs found in Kolangar, missiles being fired at Hades Base, and attacks in Charkh on CF and ANP convoys. The CoP also discussed the deaths of 5 police officers I the Azra District from an IED explosion, stating that it was unclear why the bomb was set in a location a significant distance away from the district center. Additionally, the Chief is planning to establish mobile checkpoints in the province between1600 to 1900 nightly. Finally the NDS representative reported on the Haqqani network was planning on increasing attacks in the area over the next four weeks.
-Main currency in the town is Pakistani Kaldaris (rupees), not Afghans. That indicates close economic ties of some sort with Pakistan. The Haqqani network may be a possible link between this town and Pakistan.
A security shurra was held today (2 Aug) in Gardez attended by the PRT Cmdr. The two tribes that attended were the Zadran and Haqqani. Results of this shurra were an acknowledgement of lack of security in these areas. Governor Rahmat told both tribes they must provide security using their own people. Both tribes signed an agreement to do this with the Government and were reminded that they can be fined if no compliance. Governor stressed unity of security by both tribes and to work together always. Reconstruction can not happen overnight and if the tribes dont cooperate with security there will be no reconstruction. Governor Rahmat told both tribes that 300,000 Euro dollars were already being used in projects but $5 million Euro was in jeopardy of being pulled by Germany due to the security issues. Stolen ANP uniforms and identification cards from Shwak and Gerdis Seri needed to be returned ASAP. Governor Rahmat made a comment that he would move his office to the KG Pass and bring security from other districts if needed to stop the violence. Governor Rahmat mentioned that the 150 Arbacay MOI has not yet been approved by the Afghan Government. If they dont provide security, projects will not occur and get committed elsewhere. Elders asked the Governor for 5 more days so they can conduct shurras amongst the tribes. A follow on meeting is set for 9 August.

The governor brought up the point of the negative impacts of having intense security operations during Khyber and following in the villages in the KG Pass; the increase of ANP in this region could have a negative effect in that the population would view this as an intrusion. It was agreed that the increased security operations are necessary to root out the Haqqani and Taliban insurgents who have assimilated into this region. It was agreed upon that mitigating the negative impact of increased village searches is difficult, but that the ANP/CF were going to do the best they can. The governor agreed that the initial push to search villages would at least make the people know their local leaders were being proactive.
Development: The subject of the overall development did not come up very much during the day, but observations from the drive in and out of Gardez point to an increasing and thriving economy. The tightening of the KG Pass due to Haqqani and Taliban insurgents have somewhat slowed the flow of economic traffic from Khowst to Gardez, and the upcoming operation and increased security measures within the KG Pass should, according to the governor and chief of police, eliminate those threats. Connecting Khowst and Gardez is definitely a key to the economic viability of the Tri-City ADZ, however connecting all of the districts in Paktia especially securing Zormat is just as important. The districts near the border face equal security threats from foreign fighters and Pakistani incursions, but a focus on the economic underdevelopment in those areas should tighten Paktia. ACM influence in Gerda Serai: Haqqani himself belongs to the Sultan Khel Tribe. Some of Haqqanis sons and many of his extended relatives are still reside in Gerda Serai. Gerda Serai is without a doubt, a Haqqani network stronghold. The Parangi tribe is also subject to strong Taliban influence, although the Parangi are not believed to share the Talibans ideology. They simply provide shelter and material support. A review of SIGINT traffic provided after the prosecution of the target, but collected earlier in the day on 5OCT indicated two ACM groups were meeting to conduct an arms deal. At 0735z, Bermels Prophet Team intercepted a Pashto gist with ACM discussing whether individuals were coming and bringing unknown items. Later the ACM referenced the meeting with them had occurred. At 1003z, Turkish ACM became active on SIGINT. At 1024z, a Turkish fighter was speaking on ICOM in eastern Orgun district with another individual, asking if Haqqani had 2,000 rupees with him and that he would need 50 pieces of (unspecified item) and 5 boxes. At 1054z, a Turkish fighter asked another to expedite his order. 2 hours passed without Turkish intercepts in either Bermel or Orgun districts. We assess this to be because the Turks were moving west from Bermel and east from Orgun to conduct linkup in southern Sarobi. At 1242z, the same Turks were active on push to talk communications in southern Sarobi, when a call-up for call sign Nasrat was monitored. These call-ups continued until 1310Z, when they stopped talking and, based upon what Predator observed, presumably effected link up with one another. After the conclusion of their meeting and just before the air strikes, SIGINT traffic was monitored with ACM in Bermel district that made reference to bringing the bullet.
-According to UNAMA the elders applauded the 29OCT07 air strike which resulted in the deaths of 17 ACM (account by elders). They claimed that a high ranking ACM member very close to Haqqani was killed. They also claimed that the two Haqqani sons were present, but survived the bombings.

The 4-73 S2 followed the Deputy Governor by updating the meeting members on all the Paktya AO SIGACTs that CF were tracking for the past two weeks and offered an assessment of potential future activity in each AO. The 4-73 S3 followed the S2 by reviewing the significant operational accomplishments of the past two weeks, which included the killing of three IED emplacers in Zormat district. The 4-73 SCO concluded by offering his assessment of where he believes the enemy currently lie in the Paktya AO. LTC Woods assessed that northern Zormat was influenced primarily by Taliban, with some of that influence carrying over to parts of Gardez and Sayed Karam. The Haqqani network was the major influencer in the KG Pass region and southeastern Zormat. HIG and foreign fighters were the main influencers in the Jaji region. Finally, Taliban and foreign fighters were the main influencers in the Chamkani region. After LTC Woods concluded, he turned the floor over to the ANA 203rd Corps XO Mir Sahib Gul, for his comments.
5. NDS Representative Yaumas began by stating that the NDS is working to collect more intelligence and is giving all of their intelligence to the PCC. Rep Yaumas believes the situation in Paktya is getting better. He believes the intelligence they are collecting is causing insurgents to change their plans. Rep Yaumas believes the key problem areas are Zormat, the KG Pass region, Chamkani, and Dand Paton. He believes Taliban are located in the villages of Sahak (Zormat) and Kolagu (Zormat), Sayed Karam district, Mirzaka district, Dand Paton district, and Jani Kheyl district near the Khowst border.Rep Yaumas mentioned that he believes insurgent activity will increase more next spring than it has in years past. He did not say why he holds this belief. Rep Yaumas also stated that Pakistani ISI is trying to bring insurgent leaders Siraj Haqqani and Mullah Omar together. He said that right now Siraj Haqqani is resisting these offers. Rep Yaumas concluded by stating that NDS caught two jingle truck drivers at a gas station in downtown Gardez trying to break into connexes and steal CF HMMWV tires, HESCO barriers, and plywood.
Target: SHIR RAHMAN (JPEL RTAF1333)Rahman has been acting as a Haqqani Terrorist Network Facilitator and Intelligence Collector for insurgent elements operating against ISAF in Afghanistan. Rahman has similar operational characteristics as Khair Mohammed so far as primarily conducting his facilitation activity throughout the day from the Margha Bazaar. Shir Rahmans direct involvement in insurgent facilitation and intelligence gathering, and his significant connections to the Haqqani Networks Leadership in Miram Shah and the Gorwek Valley make him an important personality.

--Many of the shura members stated that their district was safe and Gerda Serai did not have any Taliban or Haqqani. CPT Grant pointed out that this was a lie. Dana Gul was an insurgent facilitator maintaining a weapons cache in the area. After TF Eagle killed Commander Tasir, Dana Gul was promoted to local commander by Haqqani Network commander Bachta Jan. Azam Khan, an IED facilitator, escaped CF capture following a raid on his home in October 2007. Kadim is a low level fighter who was wounded in the engagement with TF Eagle that resulted in the death of commander Tasir, and has been hiding in the mountains north of Gayan. Wakil and Daburi were also low level fighters. All five agreed to cease hostilities and become productive members of the Gayan tribe. Four of the five insurgents have now signed agreements with the Gayan Shura and conducted debriefings with NDS in Orgun and Kabul. All five of the individuals met with Governor Kpalwak just after the Super Shura in Sharana. The Gayan Shura has agreed to take full responsibility for their actions. Azam Khan, the fifth member, met with the Gayan Shura, but has not yet signed an agreement, and, so, was not invited by the Mayor to go to Orgun.
-3F6 emphasized that no matter what the Haqqani Network or other ACM forces did, progress in Gerda Serai district would continue. Development projects would not stop.

So while Pakistan might eventually be able to lean on the Taliban to negotiate, and may not be that far apart from Washington on the kind of settlement it wants to see in Afghanistan, it is unlikely to want to give much ground until it has some reassurances about India (that India, in turn, still angry about the 2008 attack on Mumbai by Pakistan-based militants, is unwilling to give.)

Iraq is not nooklear countree. More importantly, Pak seems to be much more strategically important to the US than Iraq is.

All those leaks document is the small band activity more like a nusicance vlaue thena ny fighting force capability. it reminds me of the aftermath of any islamist force defeat where they breakup into small bands and harass the victors to prevent any restoration of stability. (Recall France two centuries after Touluse and Poiters). The difference in Af-Pak is, TSP is taking US money and channeling it to support these roving bands and sustaning them. And US experts think this all right as the greater goal is to keep India in check.
I think the main fallout of the Wiki Leaks is to give a window on US expert community priorities. Its not in elminating US casualties in Afghanistan, but to keep India in check. This was the conclusion in Indian strat community* but never was it revealed so openly as in response to the Wiki Leaks.
It will have impact on the opinion polls in India.
* After the 1993 Mumbai Terrorist bombs were traced to TSP, the Home Minister SB Chavan responded in Lok Sabha that TSP has powerful backers and it was not feasible to carry the issue ot successful conclusion. He did not spell out the powerful backers and neither was he asked to!

I think that with all the various interest groups/factions already having staked out their positions, each and every one of them are cherrypicking from the WikiLeaks documents to each draw conclusions that support their own already existing positions.

India can be a good counterweight against China, which is now reaching the point of overtaking and surpassing the US. Once the US loses its pre-eminent status, it won't be able to get it back. Just look at how much free support the US gets from being the world's de facto global reserve currency. Imagine if China stole that status away from them, then America's economy would plunge, leaving Americans gasping for breath.
Is Pakistan really willing to be "expendable"? Is that really sound reasoning on your part? I would think that Pak's double-dealing is showing everyone the exact opposite - that they will defy anyone in order to preserve themselves, rather than be expendable.
If anything, it's India which always unwisely advertises that it's willing to be expendable.
After 26/11, no perpetrator been punished, and nobody cares. We lost Aksai Chin in 1962, and we never got it back - actually Nehru immediately went to parliament and said the terrain was all "rocky and worthless anyway", etc (ie. not a big deal that we lost it - like the fox who claims the grapes were sour when he couldn't pull them from the tree.) There have been countless terror attacks against India, and it's never really done anything, other than to say, "Vee Vill Nhot Bhow too Terrorism!"
