Over the next few years, the Swedish armed forces will receive 113 armored wheeled vehicles. Following an international competitive tender, FMV has now decided to give the order to the Finnish company Patria Land & Armament Oy.
The order, which includes 113 Patria vehicles as well as supporting equipment, is worth about SEK 2,5 billion (€ 260 million). Delivery will begin in 2012 and the vehicles will be fully operational by 2014, with an option to purchase an additional 113 vehicles.
“We have the task of finding the most cost effective solution for the Swedish Armed Forces,” says FMV's Director General Gunnar Holmgren. “The international wheeled vehicle market is large, and highly competitive.”
FMV has evaluated bids from five bidders based on Armed Forces requirements, including performance, economy, and reliability of delivery. The evaluation showed that the Patria AMV (Armored Modular Vehicle) is the vehicle that best meets the Swedish Armed Forces requirements.
The agreement with Patria requires industry cooperation for 100 percent of the total order. Swedish manufacturers Scania (engines), SSAB (steel armor), and Åkers Krutbruk (protection) are already designated as subcontractors. Suspension and electronics will also come from other Swedish companies.
AMV is a modern armored eight-wheeled vehicle with a high standard of protection, mobility, and accessibility. The AMV has been produced since 2004 and is used operationally by countries such as Finland and Poland, as well as for operations in Afghanistan.
The procurement was mandated to FMV by the Armed Forces. The procedure follows the strategy for defence equipment acquisition as approved by the Swedish Parliament. When new equipment is to be developed or acquired, priority is given to the purchase of existing equipment in the market or to joint international development projects. In a few areas of strategic importance, completely new equipment is developed in Sweden.

In one section of the interview, Gates himself struggles with his vision for a military that can't afford and therefore shouldn't pursue hugely expensive platforms, like $3 billion destroyers and $2 billion bombers. He even quotes Soviet leader Joseph Stalin, who said "Quantity has a quality of its own."
The future of the 11 aircraft carrier groups currently in service is the perfect example of this tension.
"I'm not going to cut any aircraft carriers," Gates told Kaplan. "But the reality is, if Chinese highly accurate cruise and ballistic missiles, anti-ship cruise and ballistic missiles can keep our aircraft carriers behind the second island chain in the Pacific, you've got to think differently about how you're going to use aircraft carriers."
When Kaplan pressed Gates on why he won't cut carriers, despite his contention they are made somewhat obsolete by 21st-century warfare, Gates acknowledged that even one of the most powerful defense secretaries of the modern era has limits.

Water could become 'strategic resource' - Russian security chief
Russia's vast water resources may soon become a "strategic resource" as the global water deficit increases, the country's Security Council secretary said on Thursday.
"I can name numerous examples of when a lack of water has led to armed conflicts and wars between neighboring countries," Nikolai Patrushev said in an interview with government daily Rossiiskaya Gazeta.
The world may find itself in the grip of a global water crisis well before 2035, he said.
Russia's vast water resources may soon become a "strategic resource" as the global water deficit increases, the country's Security Council secretary said on Thursday.
"I can name numerous examples of when a lack of water has led to armed conflicts and wars between neighboring countries," Nikolai Patrushev said in an interview with government daily Rossiiskaya Gazeta.
The world may find itself in the grip of a global water crisis well before 2035, he said.

The jammers are called Joint Counter Radio-Controlled Improvised Explosive Device (RCIED) Electronic Warfare (JCREW) devices. They are high-power, modular, programmable, multiband radio frequency jammers designed to deny enemy use of selected portions of the radio frequency spectrum. They come in 3 varieties – fixed, mounted, and dismounted.
The first generations of JCREW devices were developed and deployed quickly to meet an urgent need in the field. The next generation of JCREW devices, known as 3.x, are being developed to increase capabilities and tap into the power of the network to enhance their effectiveness. Marines use low-tech options to thrive in mountain terrain of Afghanistan

08.23.2010 The Marines of 1st Battalion, 1st Marine Regiment 1st Marine Division trained at Marine Corps Mountain Warfare Training Center Bridgeport with high-tech gear such as night vision goggles, computers and rifle combat optics.
However, with low-tech equipment such as compasses, ropes, pack animals and alternative communication equipment the Marines of 1/1 were able to operate and thrive in the rugged environment of Exercise Mountain Warrior 06-10 during the month of July.
During the first week of the exercise, the Marines learned to rappel down sheer cliffs, cross wide gorges and traverse steep terrain.
“Learning something as simple as tying a military repel seat with six feet of rope and a carabineer, you can get around the terrain efficiently,” said Cpl. Brad P. Warren, the training non-commissioned officer with Weapons Platoon, Charlie Company. “That rope has multiple uses and weighs next to nothing. The simpler it is the better. If you have too much gear it will slow you down and hurt the mission more than help.”
The mountain terrain combined with the tall trees created obstacles for radio operators seeking constant communication with the command operations center. Their remedy was no more than, string, a plastic spoon from a Meal-Ready-to-Eat and some wire.
“You can make a field expedient antenna by taking copper wire and splicing the ends,” said Lance Cpl. Randy R. Groves, the senior radio operator with Alpha Company, 1/1. “Take a MRE spoon poke a hole into it and combine it with 550 cord and the wire and hang the field expedient antenna in anything not conductive to electricity. Before you know it you are back in business communicating with higher. As far as field radios go, it’s actually the best antenna we have in the Marine Corps and it can reach the farthest as far as signal goes.”
The compass, a tool used by Marines for generations proved useful when the Marines needed to get degrees for sectors of fire in a defensive position.
“The compass is extremely reliable,” said Lance Cpl. Andrew M. Lewis, a squad automatic weapon gunner with 2nd Platoon, Bravo Company. “Using the compass and the necessary math, it helps me get the exact degrees of my whole area where my rounds will travel. You use that to correspond with other Marines. That way you have interlocking fields of fire and 360 degrees covered by weapons. Of course the compass is good to use for navigation too.”
While using a compass helps Marines know where they are, getting their gear from point A to B can require a skill that dates back to before the Corps had global positioning systems, satellite phones or all terrain vehicles.
For the Corps, it’s nothing new, using older low technology to accomplish the mission in the mountains.
“Here we teach some units and Marines how to pack animals,” said Staff Sgt. Ernesto Hernandez, an instructor with Unit Training Group, MCMWTC. “We teach Marines how to pack horses and mules like they did in the Banana Wars. They can carry your chow, water, gear and weapons. Sometimes you won’t have a helicopter and hiking with those animals is what it takes.”
The Marines of today have improvised and learned valuable lessons from previous generations who had to adapt to the ever changing battlefield.
“I think being a Marine means being resourceful,” said Groves. “You have to think outside the box. I try and think of new ways to tackle problems whenever I go into the field.”
Deploying as part of the 13th Marine Expeditionary Unit, 1/1 will execute a variety of missions in austere conditions, using their ingenuity to get the job done after tempering their skills in the mountains of MCMWTC.

Russia Planning to sell P-800 Yakhont to Syria ?
Russia stands by its international obligations and has no plans to stop an arms deal with Syria, a Kremlin aide said on Saturday.
Sergei Prikhodko said recent reports in some Israel media outlets misrepresented Russia's position on cooperation with Syria.
The Haaretz daily reported on Friday that Israel was working to "thwart a Russian arms deal with Syria" and that Prime Minister Benjamin Netanyahu had asked his Russian counterpart, Vladimir Putin, to stop the sale of advanced P-800 Yakhont supersonic cruise missiles.
"Lately, some Israeli media outlets have been actively disseminating information distorting Russia's position on the implementation of its obligations to Syria, including in the sphere of military and technical cooperation," Prikhodko said.
"I would like to stress that the Russian Federation honors all the agreements that were previously signed between Russia and Syria."

The ANA was SIS's local commercial cover in Cairo and also served as a useful conduit for British propaganda; it sowed "disinformation" about Nasser via news outlets throughout the Arab world.
Its journalists, including the agency's head, Tom Little, a correspondent for The Times and The Economist, were British intelligence officers, a fact quickly grasped by the Egyptians, who raided its offices in August 1956 and closed it down. This immediately compromised SIS's ability to work in Egypt – including on the plan ordered by the prime minister, Anthony Eden, for British agents to assassinate the Egyptian leader and facilitate a coup d'état, in response to "the Muslim Mussolini's" declaration the month before that he intended to nationalise the Suez Canal.

West needs new missile shield against Iranian nuclear threat, Nato chief says
Anders Fogh Rasmussen told The Sunday Telegraph he has full American backing for a proposed €200 million (£165 million) defensive "shield", which he hopes will be agreed in November at a summit of members in Lisbon.
He was speaking after weapons inspectors from the International Atomic Energy Agency (IAEA) warned last week that Iran had passed a crucial nuclear threshold which took it nearer to being able to arm ballistic missiles with nuclear warheads.
He claimed that the new system could be set up in cooperation with Russia, which has angrily opposed previous American attempts to set up missile shields in Europe.
Iran's longest-range ballistic missiles, such as the Shahab-3 and the Qiam-1, have ranges of around 2,500 miles and could hit targets in Turkey and Greece.
Some will see the plan for a new missile shield as a tacit admission that America has rejected the risky option of launching air attacks on Iranian nuclear and military facilities, and given up hopes of deterring Iran from building a bomb, as Western governments believe it is trying to do.
Europe's anti-missile defences at present largely consist of American-made SM-3 missiles, based on US warships, which would attempt to shoot down attacking ballistic missiles.

Russia drops plan to supply Iran with S-300 missiles
Iran probably has some stocked under the table with help from the Russians behind the scenes!
MOSCOW: Russia has dropped plans to supply Iran with S-300 missiles because they are subject to international sanctions, the chief of the military's general staff said, news agencies reported Wednesday.
"A decision has been taken not to supply the S-300 to Iran, they undoubtedly fall under sanctions," the chief of the general staff Nikolai Makarov said in an apparent reference to UN sanctions, the ITAR-TASS news agency reported.
