On Wednesday at the 2014 VentureScape conference in San Francisco, former US Secretary of State Condoleezza Rice spoke about tapping the human potential that is necessary for our "great march toward a better future." Rice likened human potential to a country's resources or its imports and exports, and said that the US has had a better track record at mobilizing this potential than any other country in the world.

Rice's keynote at the NVCA-sponsored event focused on how comprehensive immigration reform was necessary to continue the growth of the American economy.

"Forty percent of the startups in this area have one foreign founder. That says something about the power of attracting the best and brightest. And, I just don't get it when people want to make immigrants, somehow, the enemy," Rice said.

Immigration reform and globalization have long been issues of contention in startup hotspots like Boston, New York, and Silicon Valley. Earlier this year Mark Zuckerberg and Bill Gates urged Washington to consider comprehensive immigration reform to help continue the innovation that has come from new companies in these areas.

"One of the undervalued elements of a great democracy is that a democracy is not just held up by its governmental institutions, it's also held up by a large private [sector]," Rice said.

When asked about what the specific next steps should be, Rice called for open season on H-1B visas for anyone who wants one. The H-1B visa is one of the standard work visas that employers use to bring workers from other countries to the US for specialty work.

Some of what Rice said echoed some of her thoughts she shared earlier at the 2012 Republican National Convention in Tampa, stating that greatness comes from "mobilizing human potential and ambition." She noted that while people do immigrate from developing countries in search of a living wage, they also do so in search of opportunities in innovation.

"And they have come here from advanced societies as engineers and scientists that fuel the knowledge-based revolution in the Silicon Valley of California, in the Research Triangle of North Carolina, along Route 128 in Massachusetts, in Austin, Texas, and across this great land. We must continue to welcome the world's most ambitious people to be a part of us," Rice said at the convention in 2012. "In that way, we stay young and optimistic and determined. We need immigration laws that protect our borders, meet our economic needs, and yet show that we are a compassionate nation of immigrants."

After her keynote address at VentureScape on Wednesday, Rice sat down to chat with VentureScape chairman Venky Ganesan to further discuss her views on foreign policy and take questions from the audience. Ganesan asked her about her recent appointment to the board of directors for enterprise cloud company Dropbox on April 9, 2014.

Rice explained that she knew and trusted the company's leadership and was excited about the road ahead, although she did not address the controversy around the appointment. Dropbox faced criticism over the appointment of Rice due to her past support of the NSA wiretapping program. Rice was appointed by Dropbox for her understanding of globalization. Drew Houston, Dropbox CEO, said her presence would help the company "expand our global footprint."

Rice was also asked about her thoughts on Edward Snowden's leak of classified documents about controversial NSA surveillance programs. Rice maintained composure, but didn't back down from her stance on the subject, asserting that she believes that Snowden is no hero and is a traitor to the US.

Interestingly, she did not disagree that there was a potential need for an overhaul of certain NSA programs. Her main point of argument was that Snowden didn't follow protocol on reporting the information, and she called his choice of asylum in "Putin's Russia" questionable.

Overall, the address was positive and forward-looking, but Rice anchored her vision with candor and realism.

"There's a lot of work to do but, I'm an optimist," Rice said. "I think we'll get it done and we'll find, again, a stable equilibrium."

Nice find, guru. Khans have splashed so much muck around the world that there is no clean space left. All their ideology goes in the backside when it comes to human rights abuses carried out by them worldwide. They are brain washed into believing that they are doing right thing when clearly they are not and like old adage goes, who will put the bell around a tiger ! Every nation is afraid of federal reserve and economic terrorism that they carry out if countries don't fall in line. $$ should be scrapped as reserve currency.

It is the "God is an Englishman" ideology,and since the US of A was first colonised by the "Pilgrim Fathers" who set sail from England,Yanquis too fall under the wider "English" family.Along with their Canadian cousins,New Zealander settlers and Australian convicts.Never mind their crimes,they're all "white".This racist doctrine is evident in that these "5 eyes" nations share the most vital intelligence only amongst themselves,not even to their white NATO partners (Turks just added for "colour"!).

A draft law submitted to the Russian parliament seeks to impose punishment up to criminal prosecution to producers of genetically-modified organisms harmful to health or the environment.

The draft legislation submitted on Wednesday amends Russia's law regulating GMOs and some other laws and provides for disciplinary action against individuals and firms, which produce or distribute harmful biotech products and government officials who fail to properly control them.

At worst, a criminal case may be launched against a company involved in introducing unsafe GMOs into Russia. Sponsors of the bill say that the punishment for such deeds should be comparable to the punishment allotted to terrorists, if the perpetrators act knowingly and hurt many people.

“When a terrorist act is committed, only several people are usually hurt. But GMOs may hurt dozens and hundreds. The consequences are much worse. And punishment should be proportionate to the crime,” co-author Kirill Cherkasov, member of the State Duma Agriculture Committee told RT.

Russian criminal code allows for a punishment starting with 15 years in jail and up to a life sentence for terrorism.

Less severe misdeeds related to GMOs would be punishable by fines. For instance the administrative code would provide for up to 20,000 rubles (US$560) in fines for failure to report an incident of environmental pollution, which would also cover harmful GMO contamination, if sponsors of the bill have their way.

Russia gave the green light to import of GMOs and planting of bioengineered seeds as part of its accession to the WTO, but the Russian government remains skeptical of GMOs. In April, Prime Minister Dmitry Medvedev announced that his cabinet will postpone the beginning of certification of GMO plants for growth in Russia due to lack of proper infrastructure needed to test their safety.

The government also opposes imports of GMO food, saying the country has enough farmlands to provide enough regular food to feed itself.

But the new draft legislation, even if adopted, would be difficult to enforce in practice. Proving a direct link between certain GMOs and health or environmental problems could be difficult, considering that harmful effects, if they manifest, may take years to become apparent.

Critics of the draft bill also point out that it fails to suggest amendments to laws regulating textile production and pharmaceutical industry, both of which have been using genetically-altered products for years.

“The global pharmaceutical industry uses GMOs much wider than food industry does. And there is the question, who should be punished in this case – producers of medicines which are used to treat people, or those who want to ban them,” commented Aleksandr Korbut, vice-president of the Russian grain union, to Izvestia newspaper.

Hong Kong (CNN) -- I met an entrepreneur recently who was comparing doing business in Asia's two biggest countries. "When I'm in India," he said, "I spend the first 40 minutes of any meeting exchanging niceties. In the last five minutes, we get to business." What about China? "We do business for 40 minutes. Right at the end, we chit-chat for five."

It's only an anecdote, but the results seem to bear it out. China gets things done; India invents ways not to. China dazzles the world by hosting an impeccable Olympics; India struggles to complete basic infrastructure for the Commonwealth Games.

Perhaps that's why it's fascinating to watch the rise of India's Narendra Modi, the man many believe will be India's next Prime Minister. Modi's sales pitch is simple: he gets things done. For Indians, it's a seductive notion: Can India be like China?

There is no doubt that India has room to improve. Consider productivity: India's ranks 60th in the world on the World Economic Forum's ranking of countries by competitiveness (China is 29th). Or consider ease of doing business: the World Bank ranks India 134th in the world. If you want to start a business, the World Bank says India ranks 179th in the world -- in other words, go ahead and explore opportunities in 178 other countries before you settle on India. It's as good as putting a "closed" sign on the shop door.

For businesses in India and beyond, Modi represents an end to red tape. India's financial markets are salivating at the prospect of his leadership -- stocks are up 20% since his candidacy was announced last September.

If you speak to voters in his home state of Gujarat -- which has flourished with Chinese levels of growth under his leadership in the last decade -- Modi represents the joys of getting rich. Sounds familiar? That's because it evokes Deng Xiaoping, the Chinese premier who kick-started national reforms and an unprecedented period of growth.

It's not just Deng. Modi has been compared to a number of world leaders. Some say he would be like Lee Kuan Yew, Singapore's visionary leader. (Note that implicit in these comparisons is the understanding that Modi could tend toward being authoritarian).

Others say the best person to compare Modi to is U.S. President Ronald Reagan -- because both were outsiders resented by traditional elites. Still others insist the best analogy is former British PM Margaret Thatcher, because of their shared appetite for privatization and small government.

Modi could be any -- or none -- of those leaders. The truth is we just don't know; we don't have enough information about his track record, and how it could translate across India. But the larger point is that this is not just about Modi, it's about India.

The Carnegie Endowment's Milan Vaishnav rightly points out that even the most reform-minded prime minister would face many hurdles. Among them, Vaishnav cites a J.P. Morgan study of 50 of the central government's stalled investment projects: 40 of them fell through because of state, and not central, red tape. Constitutionally, there's little a prime minister can do about that, no matter how reform-minded.

Let me use another anecdote to explain the task ahead for the world's biggest democracy. Indians are infamous for being unpunctual. So, one wonders, is that genetic? Are Indians inherently prone to being late to meetings? The answer is no. Take an Indian who is unpunctual, and place him in New York -- he'll likely be on time for every meeting he schedules.

Similarly, a New Yorker would likely become unpunctual in New Delhi. The reason is that punctuality is based on economic incentive -- if everyone is always on time, then it makes sense to make an effort to be on time. It follows then, punctuality is based on inertia. If everyone's doing it, it's in your best interest to follow suit.

In a free democracy like India, progress is based on inertia, too. Everyone needs to push at the same time. Indians can dream to have cities like Singapore, Hong Kong or Beijing. But to do so they will need more than just one reform-minded leader. They will need change from the bottom up.

For better or worse, such is the nature of India's secular, constitutional democracy. India can certainly learn from China. But to do that, it doesn't have to become China. In the next few weeks and months, that is the issue Indians will be debating.

For India to become like China, once BJP forms the government they should outlaw all national elections and only hold party elections for change of leader - to have a one party state like China. There there will be no political dissidence.

People who keep on comparing India and China may mean well but they have a huge blind spot and that is the political system. India needs a change of political system to become "like China"

New day, folks. Now things posted on the yindoo nationalist fundootva forums will be quoted and blamed as official policy.

Time to learn to be the stooges of the guvrmand rooling party. Let's do things better this time around: 1998-2004 was too short, and the NDA failed to learn how to get things really DONE. No room for error this time around.

One mistake made was to allow the baboocracy to continue to backstab, and not remove the stooges of the former guvrmand early enough.

Also, the media was left completely in the hands of phoren interests, losing all vestiges of national pride.

Remember the vicious, coordinated attack on the IDRF in 2002? The Times of India and The Hindu were prominent in this, their corporate servers were used to plan, collect the propaganda, and coordinate the launching of the attack (why do I know this? In Ulan Bator we consider ourselves to be perched on the Roof of The Dunia, so we see these things). One of the propagandists I remember is Anjali Modi, correspondent of The Hindu, who timed an article with some nonsense coordinated with the Lok Sabha. That was the level of conspiracy.

About 2 weeks ago The Hindu published a flowery tribute to the IDRF and its founders.

They are further shooting themselves in the foot. Mr Modi is not one to forgive and forget. It would have shown that the US was really interested in taking forward the relationship if Obama had called and congratulated Mr Modi. Would have broken the ice. However, the US SD press conference where they said "all leaders will get A1 visa etc" BS that they have been parrotting for long, and the silence from both WH and SD today shows that the US is unsure of itself. In a way, it is good that the true colors of US are revealed.

I don't think India-US relations will improve till obama's term ends, and a new, probably republican takes over presidentship of US

This is interesting.

Obama will contact in due course, I suspect after swearing in or something to cover the bases. The media approach shows a confused SD in somewhat of a disarray. BJP majority by itself will be a 5 year problem. Not that Shiv sena is any easier for the US to handle.

In straightforward terms, twice the number of humans compared to the US population, a number of voters US willl never achieve, voted you into a high office. And the prize, according to the media, is a phone call from Obama, and a US visa. That is why there was an election, so Modi could get a US visa. What's next, a trip to Disneyland for two?

Nandu - there is no such thing as good faith in the US. There is only keverage, lobbying, interests, "human" riughts anbd so on. Not in marriage ir family. Not in society. Not in governance. Instead if worrying about a cabinet, eg whether Jetley should be finance minister given that he lost Amritsar even in such a landslide, the hoopla is over a phone call and a visa.

The US has interest based business relationships. And 99% of them aree exploitive and destructive. The US is not a deity. There is plenty of mithai being diustributed. Put political opinion aside and eat some.

It does not matter who won, it only matters that thge mechanism is ingrained and popular. There are only average leaders and bad leaders. They dont need a mutual aporeciation soiciety. Power is reward enough.

I think they have a back-log of pre-written hit jobs from which the standard stuff (Muslims denied housing, opportunities, security; random supporting quotes from possibly nonexistent characters; usual bilge about the 2002 riots) could be cut-and-pasted regardless of any outcome, in any order, for any article which references Modi in any way.

What the media (both Indian and India-based foreign) has always feared is that they will have to work, once again, at being journalists should a Modi sarkar crystallize. Throughout the long cozy relationship they enjoyed with the Dynasty and its minions, they had functioned on a highly efficient system whereby they could simply regurgitate talking points handed to them from the office of Ahmed Patel (or Ajit Jogi, or RK Dhawan or whoever) rather than having to seek out information, parse it into sentences, cross-check facts, revise per editorial comments and finally submit an article for publication. Running this scam saved them lots of time for more important stuff, club-shub mall-shall etc. while drawing handsome salaries, commanding various degrees of celebrity, and even finding new opportunities for entrepreneurship such as Barkha Dutt did with Neera Radia.

Now most of the old stock of talking-points is like grain on the verge of rotting completely. Only a few more days of shelf-life until it won't fly as "India News" any longer-- not when the demon Modi has now been elected with the largest majority of any leader in the history of democracy worldwide. So these last few days, they're pounding it into every biscuit they bake.

Shreeman, Charles Krauthammer in an op-ed in the context of SD tweeting "bring back the girls' a reference to Boko Haram kidnapping the school girls said such a tweet is an expression of helplessness and is unbecoming of those in authority. Twitter is for people to express outrage not for govts to express their feelings when they should be doing stuff.

Same applies here.

Unrelated to Krauthammer, those are my sentiments too. My satire has become totally incomprehensible if this did not come through. I need to retake my satire 101.

There is a headless chicken wandering around with Obama inviting Midi, and the media (NPR included -- courtesy of Sumeet Ganguli, Indiana) howling about the plight of muslims that just got so much worse. Elementary school children would do better at diplomacy by comparison!

"Nothing more to say...".That sounds like "speechless" in my dic! The staggering size of Mr.M's victory has upset the machinations of the puppeteers who manipulated a willing Surrender Singh. They would've wished for another dynastic victory,or at least a cobbled together weak "turd front",with their joker-in-the-pack,"Jokeriwal" and his NGO broomsticks the quislings and moles. The SD will now be scratching its a*se (where its brains reside) vigorously to try and see how they can retain some influence with the new regime.watch out for many quislings of native origin being thrust upon the scene offering Mr.M and his ministers gratuitous advice on how to be a good servant of Uncle Sam.

There's no need to tell India what to do on the world stage,we've been doing it for millenia.Right now,we've just shaken off the parasites who were sucking its blood.
